Next biggest decline on record. In addition, we got new jobless claims showing another 1. 4 million americans just filed for unemployment in the last week. You would think that all of this would light a serious fire under congressional negotiators to get a new relief bill done but, no, talks have reportedly hit a dead end. Starting tomorrow, those added benefits that millions of unemployed americans have been counting on, theyre going to run out. Joining me to discuss, neal barowski. And andrew ross sorkin, cohost of cnbcs squawk box. Andrew, ive got to start with you. Please explain these gdp numbers. What do they tell you . Well, they tell us we had a terrible second quarter, which i think we knew. I think i cant say the actual number tells us anything except when you dig into it and you realize that so much of our economy is a Services Economy and what i worry about also when you look at the jobless claims is that youre seeing that its going to get its still going to be tough. The idea that theres some kind of v recovery out there. When i say v, vshaped recovery. It was a little magical thinking and were starting to appreciate that point. I also think these numbers were getting today are going to put more pressure, i imagine, and well see, on washington to actually step up and try to do something because, as you said, these Unemployment Benefits, some of them are going to get lost, and i think its going to make it harder and harder and harder going forward. Neal, where is that pressure when it comes to congress . The fact that they are basically deadlocked on the next relief bill, and we keep hearing this quasi false narrative about all those americans out there getting so much money on unemployment, they just dont want to go back to work. Look at these numbers. We know thats not the case. You know, its absolute magical thinking down in washington with some of the republicans right now. I was down virtually, i was down testifying in front of the senate this week on oversight. It was remarkable this complete lack of recognition that, no, its not a question of people staying at home because of the rich unemployment benefit, the reason theyre not going to work. Theyre not going back to work because our gdp went down 35 . Businesses are shuttered and not reopening. And this idea that were going to save money by not continuing to support struggling americans, by keeping them out of poverty, then in the long run thats going to be good, its some sort of strange, magical thinking. The bottom line is my grandmother used to say cheap now, pay later. Its going to cost a lot more money to clean up a mess if all these businesses go under and all these people go and get foreclosed on their houses and become homeless than do whats working to a certain extent, which is keeping the relief going. Its unfathomable that were going to pull the rug out from people at this moment. Its just terrible. Then, neal, right now, what does the average american need most from the federal government . One of the things about the c. A. R. E. S. Act and the support they have with the increased unemployment and various provisions, and its been far from perfect and far from equal, but its helped keep people out of poverty. And the number one thing right now is youve got to keep it going. So weve got to keep the Unemployment Benefits going. We need another round of stimulus checks, and we have to support state and local governments. Think about how these unemployment numbers are going to go and how theyre going to increase. Enormous budget cuts hit these the local municipalities who cant afford to pay people. This is a very clear employment thing supporting states. Its not about reckless payments to Pension Funds which i heard about a lot earlier this week. Its about keeping teachers and Police Officers and employees, civil employees on the payroll. If we dont do that because of some idea that we need to punish irresponsible municipalities because of something they did 5 or 10 years ago, again, were just going to make a very bad situation so much worse. Andrew, how do you have the gdp drop this much and markets still going strong . Is the market just killing it, or is this basically the Ten Biggest Companies that make up a disproportionate amount of the index . Well, i think whats happening is the market is being lifted by only a handful of companies that are doing particularly well. They are consolidating their power, if you will. The big tech companies, of course. But one of the things and its counterintuitive, if you will, so you would have thought, for example, the Car Companies would be struggling during this period. You cant buy a new car at a discount. You think that no one would have money to buy a car. There are people buying cars left and right and theyre hard to get a new car in this day and age. Interestingly, personal income in this country rose. It didnt go down. Why . In large part because of the u. S. Government sending out these checks. So there is this very strange disconnect going on in this country, and i think what we have to do is get a little more precision with where the stimulus is going and how were doing it. Those people who absolutely need the money really need the money, and we should be getting them that money. I do think, and in fairness, and theres a big debate about it, i think in certain cases, there are areas where people should probably be going back to work and they probably arent. We have to figure out what that is. Its not true across the country. Its in specific places. And so i think we just have to get a little more precise with how we want to do this stimulus. And then we have to recognize that while its going to koufcos a fortune now, hopefully we get to the other side. Then we have to have a real conversation in this country about how were going to pay for all of this. And thats the other conundrum in all of it. All right. Well, the only way were going to know if this stimulus is being used appropriately is if there is more transparency and more oversight. Neal, you mentioned it before. You testified before the u. S. Senate committee on Homeland Security and Governmental Affairs about the c. A. R. E. S. Act earlier. And a big issue that you brought up that matters a ton to me is transparency around the paycheck protection program. Do you get a sense that we are going to get anything better or different in terms of transparency around ppp . The fact at this point we are never going to find out who got 150,000 or less and now youve got lobbyists saying, well, lets just forgive that money. Doesnt really matter if they actually followed the ppp rules. I mean, if that isnt saying, hey, commit fraud. Take the free money. No big deal, you know Everyday Americans that dont have fancy Tax Accountants werent getting that money. Shame on congress, okay, if they do not insist upon whatever c. A. R. E. S. Act 2. 0 looks like without including an absolute mandatory requirement that every recipient of government aid, every business is disclosed with precise amount that they received. This is just basic Good Governance 101. Transparency 101. Its a deterrent to fraud. One of the things we saw with the limited disclosures, it activates a Citizens Army of deputized inspectors general. Journalists, nonprofits. You saw the abuses weve seen that were exposed by that. And its limited because its only been partial information. Hasnt given precise amounts. And that data was so filled with errors that its hard to even trust it. Theres a reason theres always a reason why government pushes back on transparency. Its because they are hiding something. Because they dont want the results because they are politically inconvenient. Thats true for republican president s and democratic president s. And Congress Needs to push back on this now and make this an essential part any of legislation. We must have transparency. Ding, ding, ding. If you arent offering transparency, you are trying to hide something. Andrew, neil, were going to leave it there. We have to turn our attention to the facts on the coronavirus. The Health Crisis that put us in this economic disaster. A stunning number of new cases to tell you about this morning. Over 75,000 on wednesday alone. That is one of the highest single day totals we have ever seen. In addition, another 1400 deaths were reported pushing the overall total to more than 152,000 american lives lost. On wednesday, we saw record fatalities from at least five states. California, florida, texas, north carolina, and idaho. Texas has now jumped past new york for the third most coronavirus cases in the United States. Speaking of texas, congressman louie gohmert, one of the most outspoken opponents of wearing masks, has tested positive for coronavirus. In response, House Speaker nancy pelosi has now ordered all members of congress to wear masks while on the house floor. I want to start this conversation with a look at how colleges are coping with the pandemic. Kerry sanders joins us now. Here we are. We are days away from the beginning of august. People are getting ready to go back to school. I want to talk colleges. Most School Districts have been rewriting their plans multiple times. What are College Campuses doing . Well, were at the university of miami, and they have finally put together their plans, stephanie. In nine days, students will begin returning or in many cases, freshmen will begin showing up on campus. Its going to be very different than the traditional sort of way you go to college. First of all, orientation for freshman will be all online. Then there will be some inclass instruction, but theyve also made it so that there are tents on campus, so that inclass instruction will be in a much bigger area, allowing for social distancing. Everybody, of course, has to wear a mask. The question that universities across the country is the same one. How do you do this at the same time provide safety . The chronicle of Higher Education sort of began tracking this back in may. At that time, 74 of schools said were going to reopen. Its just going to be normal. The most recent numbers show that less than half, 49 now, are going to have inperson learning. 35 are going to do whats called the hybrid model. What theyll do here at the university. You can go to class or take it online. Do it sort of a mixture and much of that will be up to the students themselves to decide. And then finally, 14 of schools are going to decide that at least at this point theyre going to be completely virtual. So its still evolving, but the clock is ticking. School begins real soon. As you know, after congressman lewis passed, president obama put out a lengthy statement in which he said that he first met congressman lewis back in law school. More than 30 years ago, when Ronald Reagan signed a tougher fair housing bill, he mentioned john lewis by name as someone who fought to eliminate housing discrimination. Now here we are 30 years later and on the day we say goodbye to john lewis, were taking a step backwards on this. Oh, yeah, stephanie. The irony couldnt be greater. The embarrassment for this administration, this white house, couldnt be greater that all of the hard work that john lewis and so many others in the Civil Rights Movement did to advance equal opportunity in this country, including when it comes to housing opportunity and this president is basically saying, no, were going to take us backward as a country. And to put out that tweet he put out yesterday and such stark terms to tell people in the suburbs. You dont have to worry about people who are lower income ruining your life in your neighborhood. That might as well be something from 50 years ago. This is a bigotry that john lewis and his colleagues were trying to fight. And its exactly what the Fair Housing Act of 1968 was meant to combat and affirmatively furthering fair house chicaing e implemented in the obama administration. Meant to flesh out and give teeth to, to say, if you get federal taxpayer dollars from hud, then youll have to be serious as a city, as a county, as a Housing Authority to make sure that no matter the color of somebodys skin or their background, that they can get equal housing opportunity in your jurisdiction. Thats just fair. But this may not be an embarrassing surprise. You saw this coming. Two years ago, you tweeted this exact thing. The danger that the president posed to fair housing in this country. Well, look, donald trump has enjoyed success in politics, unfortunately, because he stokes fear and racial resentment and he also needs a boogie man, whether its immigrants or china or its lower income, especially people of color. He didnt say that in the tweet but thats what he means. Hes made references to that in different ways. Hes just trying to create this boogie man a few months ahead of his election hoping he can juice out just a little bit more folks who agree with him to come out in the right states and win a narrow Electoral College victory. And what we have to do, and take ing inspiration from what the late congressman john lewis put out today in the new york times. People need to stand up and fight back against it beginning by voting in november against this kind of bigotry. But secretary, does it worry you that people dont read the details . And that there are quite a bit of people who would read that tweet and never say it out loud but who it does speak to . Who would say, well, i dont want lowincome housing built in my town, and they wouldnt say it but it actually works with. Does that worry you . Of course it does. Look, i served on the San Antonio City Council as a councilman and as mayor. Watched many, many different zoning hearings on weekly basis, and i saw a lot of folks who basically made the same argument that donald trump is making. But i fundamentally believe that we have made enough progress through the year 2020 so that more people see this for what it is, that it is bigotry. It is trying to stoke this grievance, especially among white americans. I believe were at a time when more people are going to reject that than accept it. But, look, is it without basis . No, a lot of smalltown mayors, a lot of folks out there, politicians, have made their livelihood in politics by stoking exactly this kind of racial resentment. So i dont think for a minute that its not dangerous or that it wont have some success sometimes, but i believe overall that people are bigger than this in 2020. Well, we certainly hope so. Before i let you go, i do want to ask you about the election because you backed senator Elizabeth Warren when you dropped out of the president ial race. Where do you think senator warren stands in the running for vp . I think shes going to be very competitive. The Vice President has several great individuals to choose from. Senator warren brings a lot. I think she would be a fantastic governing partner. The Vice President has also taken up several of her initiatives and her outlook, i think, about needing significant change, structural change in this country. She would add a lot of energy to the ticket. So hes going to have he would have a great choice in senator Elizabeth Warren. He has great choices that have also been mentioned. Im just excited to hear who is going to complete the ticket because theres a lot of work to do between now and november 3rd. And joe biden can certainly, like any nominee at this point, can use a partner to get that work done. Between now and november while the president is suggesting maybe a delay. Heres the thing, the president of the United States doesnt have that power. Lets go right to the white house and peter alexander. Peter, what is going on . Yes, whether or not this was intended to distract from the gdp news or not that came out only 15 minutes earlier than this trump tweet, it immediately sound alarms. The president suggesting the election should be postponed for covid19, basically leaving him in office for an indefinite period of time. If you havent seen it yet, ill read it for you. President trump writes, with universal mailin voting, not b absentee voting, which is good, he says, 2020 will be the most inaccurate and fraudulent election in history. Delay the election until people can properly, securely and safely vote with a series of question marks. Again, just to hit this home. The president cannot do that. The constitution is unambiguous about this. That congress, not a president who may have their own selfinterest in mind, gets to decide when the leader of the United States is elected. The states have the authority to delay their primary elections but the constitution gives congress the authority to set the general election date. To his other point, there is no evidence of widespread voter fraud through mailin voting, even in states with all mailin votes. Of course, none of this happens in a vacuum. Weve seen the poll numbers. The president trailing nationally by double digits, including in some swing states, and it appears the president s effort to do this may be giving the democrats the advantage. One final thought, the wisconsin state supreme court, the liberal candidate there, the mailin votes, they won by ten Percentage Points better than election day itself when people voted in person. A new oped in the Washington Post puts it this way. Quote, trump again shows hes putins puppet. All of this stems from the president s new interview on axios on hbo where he says he never discussed the bounty reports with putin during a phone call last week. Joining us now, democratic congresswoman mikey sherrill. Shes a former helicopter pilot. I want to get to russia in a second. First, your reaction to the president s tweet about delaying the election in november. Stephanie, as you correctly pointed ourk eed out, article 2 1 gives the power to congress to determine election days. Were not moving it. If the president is unsure how to run a free and Fair Election in one of the oldest democracies on earth then we in congress are happy to tell him how to do it. Im happy to meet with him to help him understand how to do this. We just did it in new jersey in our primaries. Governors across the country have been able to do this. Its striking the lack of leadership from the president of the United States. Well, you understand russia, too, so lets get to it. In that new axios interview, President Trump says he never discussed the russia bounty reports with Vladimir Putin. Were talking about a bounty on american lives. What do you make about that . Its really hard to fathom. Hes had six conversations with Vladimir Putin since march. We were so concerned about it on the House Armed Services committee that we called the secretary of defense and the chairman of the joint chiefs of staff to come before us to discuss this. The secretary of defense said certainly any commander takes briefs seriously. The chairman of the joint chiefs of staff promised to run this to ground. So its striking to me how seriously other leaders are taking this and yet the president seems to be unwilling to discuss it or engage Vladimir Putin in a conversation about it. Last month you said the president needed to commit to getting to the bottom of these bounty reports. He hasnt. Is there Anything Congress can do about that . We are, again, continuing to meet with the people that are responsible for the intelligence, pressuring them to get to the bottom of this, to utilize the tools of intelligence, to ensure that were keeping service men and women safe across the world really. And when it comes to russia, i think whats so striking about this is that they have not had our best interest at heart for decades. I was a russian policy officer. We are on the other side of the fence from russia and so many areas across the world right now in syria, in iran. They are trying to undermine the Peace Process with the taliban that were working on to get our men and women home. So the fact that the president seems to be putting his own personal relationship with Vladimir Putin before the interest of the United States and our democracy and servicemen and women across the world is really troubling and something that i think we will continue as congress to get to the bottom of. So congress is going to continue to investigate. But if you connect the dots and say, why would the president be down with this, you look at the calendar and you know that were less than 100 days from the president ial election. We know from the Mueller Report in the second paragraph, sweeping and systematic interference. That was russia trying to do that. Does it not concern you that the president continuing as the Washington Post oped puts it to be the puppet for putin that russia is going to help him out here . Its the thing that matters most. It concerns me deeply. Early on, i joined Task Force Century with other National Security members of congress to look into how russia interfered. Ive held hearings in science, space and technology, one of the committees i sit on, so we could hear about election interference. Congress has put money towards protecting our elections. And yet, it concerns me that, as weve said, the president continues to engage with russia even going so far as to suggest that they rejoin the g8, giving these sort of gains to russia and yet with nothing back for the United States. Not really being a proponent of our Strategic Plan across the world. And i look at the troops pulling out of germany. We have no Strategic Plan there. We heard from the secretary of the army. He hadnt been consulted. Think about that. A service chief for the army had not been consulted on huge troop movements out of germany after decades of being there. And we know how important that german base is. We have soldiers that are flown there after being attacked in combat for the hospitals there. So i think congress and i know i want to have a conversation about troop levels. And what we need to do to modernize those troop levels and where were at. I know weve been working with our nato allies to get them to their 2 . Thats a really important conversation and one that i am happy that were pressing them to do. But this this plan, the only person that seems to really have thought this out, again, is putin. This has been a goal of his for decades to get these troops out of germany. And its striking that as i see the plan here, its were put something troops in belgium, put something troops in italy in the baltic states. Well, guess what. Italy and belgium also need to meet their 2 nato commitments. Why are we moving them out of germany to those countries . And the battlic states, the president knows or should know that he cant keep them there. Did you hear that . Italy and belgium also havent met their 2 but were moving troops there. Its a win for Vladimir Putin. As senator mitt romney says, pulling these troops is a grave mistake. Congresswoman, thank you for joining me this morning. I appreciate it. Take us through the last few months, what theyve been like for you. Yeah, its definitely been a lot of uncertainty from us. Things are constantly pivoting. Were getting a new set of rules. At one point it felt like daily, but weve its shown our ability to pivot very quickly. But its also definitely highlighted how little our government understands how Restaurant Operations work and how different that is from another Small Business. Then lets talk about how youve stayed afloat. Did you get a ppp loan . The idea was these loans would keep businesses just like yours ticking. Yeah, we did get a ppp loan. We got it in may. The ppp loan had a ton of problems. It was really great for payroll, and i was happy to be able to pay some of my employees to be innovative and help us to grow and expand. But, you know, with a restaurant, im not so much worried about us staying afloat now. Im talking 8, 10 months down the line. And i think the ppp loan was very short sighted in that it thought about, what can we keep restaurants from closing now but it was eight weeks at that point. What happens two months, three months later . And so, you know, what we really need now is something that is specifically tailored to restaurants. Right now theres a bipartisan bill in the works called the restaurants act which would allow for several billion dollars in funding just to small independent restaurants. So that restaurant bill, how essential is it because lets say, hey, you can open tomorrow. But if you can open tomorrow and you can only be at 25 or 50 capacity, or people cant go to bars, liquor is how businesses make money. What do you specifically need most for restaurants . They are beloved in this country. Yeah, we definitely specifically need we need Financial Aid to keep us floating so that when were lower in capacity, we can still stay alive basically. What people dont seem to understand and weve been on a lot of calls with politicians and things like that with the independent hospitality coalition, what people dont understand is landlords are not generally working with us. Theres maybe one or two, but were super dependent on the altruism of people that have buildings and we need some real, concrete Financial Aid thats going to make it so that across the board we have this same chance of survival. And what the restaurant act does, it gives us money specifically for rent, food costs, payroll costs, things that people dont understand as well is that restaurants run on such a small margin. We dont have a heavy cash flow. We dont have reserves. So we need extra funding that is specifically tailored to the needs of a restaurant. And we should remind our audience that a lot of landlords, theyre Small Businesses themselves. They cant afford to just keep giving relief.
