Yeah, there is mixed reaction at this point. Theres some relief and vindication among protesters and demonstrators who have been looking for this justice for days and were relieved to hear the d. A. Say these charges yesterday. But theres also new outrage over hearing those details you just described. How these officers treated mr. Brooks body after he was shot in the back twice. Those details were particularly disturbing to a lot of protesters yesterday. And several told us were not satisfied yet with just charges. They want to see this go through the process. They want to see justice on the other end of this which would mean a guilty verdict. They still have hesitations about what exactly these charges will materialize into. But some sense of relief and vindication as protests here for the past three days have remained peaceful. Very little disturbances or arrests in atlanta. Thats probably an indication of what the reaction is to these charges. But for family members of Rayshard Brooks, the road is a lot longer. We heard this morning from his widow Tomika Miller that said her grief is going to be around for a while. This is not something shes at peace with yet. Heres what she had to say. No matter how many charges they face, its not going to bring him back. Its not going to be a day where i see him walk through the door or laughing with his kids again or trying to do the best in life and become the best man he wants to be for his family. So im glad about the charges, but i want to see them go through. So as you can tell there, the grief and emotional pain shes experiencing is still very raw. Shes officers have until 6 00 p. M. Tonight to turn themselves in. So there are still a lot of eyes focused on this case for the time being, waiting for those officers to surrender today. Steph . Catie, were also hearing from Rayshard Brooks himself in his own words. What is that about . Well, a video has surfaced from a group called reconnect, which is a startup that deals with criminal justice reformed. They interviewed him about what his experience is like with the criminal Justice System reintegrating himself back into society. Heres what he had to say. I just feel like some of the system could, you know, look at us as individuals. We do have limistake we made. And not just do us as if we are animals. Again, haunting words after District Attorney paul howard showed those images of one officer kicking brooks, the other standing on his shoulders as he was fighting for life. The District Attorney made very clear that the crux of his decision was based on the fact he did not feel at any point brooks really posed any threat to those officers. And, therefore, he went with the steam charges he did against them. Steph . And that video, why was Rayshard Brooks incarcerated to begin with . What do we know about him . At this point, his criminal past is something that has not been fully vetted yet. We do know that there was an outstanding warrant in ohio where he was arrested for evading a parole here in georgia. We still need to do some digging on that, but he was incarcerated and thats why this organization was seeking to speak with him. And why they had that video. It doesnt matter why he was or what he had done. The questions that matter most right now are what happened to him last friday night . Catie, thank you. Democrats have an important choice. Garrett haake joins us now. Are democrats even considering negotiating . They are, steph. This is a difficult choice here. Democrats have a bill thats moving through the house that theyre quite proud of that was worked on with a number of democratic senators. And then a Republican Senate bill they feel like doesnt go nearly far enough. It doesnt do nearly enough to address the scope of the problems that they see in Police Departments all across america. So the decision now and some of it is based on their read on whether or not they think that republicans will actually negotiate in good faith if they decide to allow this bill to come to the floor. Essentially the choice is, do you think the republican bill in the senate can be amended enough, compromised enough, perhaps even worked through a Conference Committee in the end to get close enough to being something that democrats can support and that President Trump will sign . Or maybe theres a chance we take the senate back . Maybe a President Joe Biden will look on this more favorably and maybe we wait. Those are all the calculations that are going to go into Senate Democrats decision about whether they let republicans move forward on this or hold back and then whether they face a chorus of complaints about the idea that perhaps democrats werent serious about negotiating on this. Its a very tenuous political position here but thats what were looking at over the next couple of days. Well, ive got the perfect guest to discuss that very thing. I want to bring in South Carolina democratic congressman james clyburn. Hes the majority whip in the house and chairs the house select subcommittee on the coronavirus. Thank you for joining me this morning. Help me with this idea. What rationale can democrats give the American People if they opt to not even try to work with republicans on this bill . Well, thank you very much for having me, stephanie. Well, we will not do that. We are going to work with republicans. Sharon bass has been doing a good job as chair of the caucus leading on this. We just had a hearing on yesterday in the full committee. They voted this bill out. No republican voted for it, but i think theyre going to rest on their bill coming out of the senate. I notice when the senate had their announcement two days ago, there was a Republican House member standing with them. So i suspect they have been caught in their activities quite a bit. So the house is going to go with the senate bill, i mean the House Republicans will go with the senate bill and then well hopefully have a real good conference. And i want to see a real conference where democrats and republicans, house and senate sit around the table and really talk through these issues and maybe put up on the screen some video from atlanta, from minneapolis. Go back to ferguson. Michael brown, what happened to Rayshard Brooks. The fact is Michael Browns body laid out in the street in ferguson for hours. This is the kind of stuff that we need to come to grips with. So i think we have a real conference, get in the room and have some real facts and figures. Put some video up on the wall and let everybody see what were dealing with. We may come up with a pretty good bill. What were dealing with goes beyond police reform. If, in fact, you get to sit down and have a real conference, can you use this opportunity to actually address inequality . Think about economics for a moment. Your state of South Carolina has seen huge Economic Growth while at the same time, youve got a massive amount of residents. They are the working poor, and they have been for decades. Can you use this moment to also dig into things like education and poverty . Absolutely. Thats what i have been working on forever. Thats why i have been pushing very hard. We call it 102030. Whenever we appropriate money, at least 10 of that appropriation ought to go into these communities where 20 or more of the population is stuck beneath the Poverty Level for the last 30 years. Thats the Census Bureau telling us that whenever they determine that 20 of the population, 20 or more, has been stuck beneath the Poverty Level for the last 30 years, they call that persistent poverty. Weve got to go directly at that persistent poverty and do it with health care, with education, with schools, with infrastructure, broadband deployment, health care centers. This is the kind of stuff weve got to do. And im tired of having people tell me how much it costs. If we did everything i said, build 100 out of broadband, build 100 coverage of Community Health centers it will be by 10 of what we spent on that tax break that this administration gave to the upper 1 . To that very point, you are you put a letter out today calling on this administration to release the Economic Projections around unemployment, something they have always done and theyve decided in the last few weeks theyre not going to. Is that because you are trying to show that what coronavirus has actually done has disproportionately hurt the working poor . You cant simply look at the stock market and say, well, were all set. Thats exactly what im trying to do. If you look at the legislation creating the select committee, we are to be overseeing these expenditures to make sure that the money is being spent efficiently, effectively and equitably. Equitably. Making sure that this money goes out to people who need it. Weve already determined that some people got money that did not need it. And some of them have returned it. And we would like to have all the information so we will know exactly who is getting the money. I think mnuchin is doing a tremendous disservice to the American People when he refused to make public. Transparency is what the process ought to be about. But congressman, with all due respect, we knew he was going to do that. It is entirely predictable that this administration would not provide information that they werent forced to do. So when you signed the c. A. R. E. S. Act, why didnt you require all of the Small Business loan information to be made public . Your select subcommittee doesnt have any control or jurisdiction over ppp. How could that be . Well, youve got another committee that does have. The prac. It has control. We are the only ones overseeing this. So the fact of the matter is, its in the law that theyre supposed to do this. He is breaking the law. And so, no, i dont i dont look at somebody and say i know theyre going to break the law. I thought, sure, this man would abide by the law. He said he would. You go back and look at his testimony, he said that he would. And now hes saying there are privacy considerations. There arent any privacy considerations using public money. This is a lot of poppycock. These people need to be transparent with this, but that seems to be the way this administration does business. Then we have to keep asking questions. It makes absolutely no sense. Absolutely. I want to ask you before we go about this moment. Obviously, youve had an extraordinary history as a civil rights leader. You ran an naacp chapter when you were 12 years old. Look back at our country historically or in your lifetime and compare it to this moment were in right now. Do you think this time is different as far as could this be a moment to create real change . Yes, it is different in many, many ways. It is similar to some of the things we did back in the 60s. When john lewis and i helped to form what was known as the student nonviolent coordinating committee. We had the same cooperation but that movement got hijacked. Thats one of the reasons ive been speaking out as loudly as i can. I wish back then we had the benefit of people like karen bass and others. We have over 50 members i think 53 house members in the congressional black caucus. At the time back in the 60s, we had a half dozen. Less than a half dozen. So we did not have the benefit of all of these people on judiciary committee, on the Financial Service committee, chaired by maxine waters. We have the benefit of that now. So i would hope that we will Work Together, that people who are bringing these issues to the attention of the American People, the people who are legislators and can do something about it, the corporations in this country that can make their financial commitments to fixing some of these things. Lets begin to Work Together and do this right this time. We didnt have all of that before. It is different this time. It feels different this time. The department of justice filing an emergency restraining order trying to halt the publication of former National Security adviser john boltons new book which is set to be released next week. Nbc news has obtained a copy of the book the room where it happened. A revealing look at boltons 500plus days inside the white house. Including new details that President Trump asked chinese president xi jinping for reelection help. Nbcs Peter Alexander is at the white house with more. Weve seen multiple news outlets, including nbc news, report lots of details on this book. Given that we know it all already, isnt it too late for the restraining order . You make a good point. This san escalation of this legal effort by the Justice Department on tuesday, 48 hours ago. They initially filed suit trying to basically delay the publication of this book written by the president s former National Security adviser john bolton who spent 519 days, to be exact, here at the president s side for most of it on some of the top National Security issues. And then just yesterday, they escalated things, now calling for what is a temporary restraining order to try to shut things in place because of concerns over classified information they insist is part of this new filing that came out wednesday night. A top National Security official says among other things the information contained in passages i have reviewed is precisely what foreign adversaries, Intelligence Services seek to target and collect. But its notable that in the suit that came out just 24 hours before that, the first National Security official who reviewed the book said at the time that it was their judgment that the manu script did not contain classified manufactuinformation. And the backdrop is the president who is furious about it. Hes been tweeting about it last night and this morning. Saying the book is a compilation of lies and madeup stories all intended to make me look bad. He describes it as fiction which seems to undercut the argument by the Justice Department right now. They say its classified information. He says its all made up. Steph . Okay. But he also said, to sean hannity, plain and simple, he broke the law. If john bolton broke the law, why wouldnt the president and his attorney general bill barr take action, right . A restraining order is not how you respond to breaking the law. File charges against the guy. Yeah, its we have to wait and see what the future action that does take place here. Obviously, you cant stop the book from being released at this point. I and many others now have received copies of it. Multiple outlets have and have published details of what the book says. A lot of damaging information. Accusations all of which the president denies. Nonetheless, at this point, what it may accomplish, if not stopping the book from being disseminated is to claw back any of the monies john bolton may make in royalties from the sale of this book. Its going to be fueling the conversation for at least the next several days with an interview with bolton expected to take place this weekend and for the prrkts itesident, its seriously frustrating situation as evidenced by his words on twitter. An interview. A tv interview to help sell his book while john bolton refused to sit down for an interview with congress. Just a reminder to people before they go out there and buy this book. He says that the president views obstruction of justice as a way of life. Wouldnt you think thats a key thing youd want to raise a red flag about . Yeah, stephanie, obviously you would. You have to question john boltons motives here because he didnt testify before congress which would have defused a lot of the power and sensationalism around selling this book. He got a 2 million advance instead to write this book and kept his mouth shut throughout impeachment. And thats obviously a huge cloud hanging over the publication of this book. On one hand, its incredibly damaging and revealing about the president. Confirming a lot of the things we all know, those of us who have reported on and observed this presidency over four years, but its also revealing the process about john bolton himself, where his motivations may lie. Lets talk about john bolton and his timing. He says the president is unfit for office. What is it now . What actions are President Trump taking currently that now make him unfit for office . Yet for a long period of time, including the 500 days while john bolton served this president and the days priorjob that view . Yeah, its a real puzzle, steph. Its obviously john bolton is not the only one here. You have to view his book in the context of all these other former Senior Administration officials, jim mattis, john kelly. There are so many of them at this point who have come out and trashed this president and said that he is not fit for office. Weve never seen that about a president who, while in office, has just been just trashed by so many former advisers. People who were close to him talking about the way he operates. Basically alleging corruption and selfadvancement and politics is driving every decision that he makes. You are right. You have to question, do these people go into these jobs having no understanding of who donald trump was, how he operated a business, how he might operate in the white house . You have to think a lot of these folks went in because theres an opportunity to work for the president. They think maybe they can move him, they can influence him, move their agenda. But the pattern now is that all these people have left frustrated and convinced of trumps inadequacies and competence, corruption and you do have to wonder what motivated them in the first place to serve. Eli, i wonder. I also wonder, john bolton is only the latest former Administration Official to prop himself up as one of the only adults in the room, keeping things together. President trump says he is not concerned about people getting sick if they attend his reelection rally in oklahoma this weekend. If you look, the numbers are very minuscule compared to what it was. Its dying out. By the way, were doing very well in vaccines and therapeutics as well. I think theres going to be some big announcements on that in the not too distant future. Nope. The fact is, it is not dying out. More than 20 states are reporting a spike in infections with florida, texas and arizona all setting new records for coronavirus cases. Priscilla thompson is following the latest in texas. I want to go first to Vaughn Hillyard in arizona. The governor there just pulled a complete 180 on his coronavirus policy. Walk us through it. Exactly. Last night, the governor, after more than a month of defiance in changing course, yesterday allowed localities, counties and cities to require face masks in their communities. The cities of tucson, flagstaff, scottsdale have already said thats the course theyll take. The phoenix city council, the countrys fifth largest city, is going to vote later today in taking that very step. This is significant because the governor, for the last month, ever since he allowed the stayathome order to expire, has seen the cases rise. In the last week alone, more than 11,000 cases. The percent positive number continued to increase. Hospitalizations continuing to increase. And thats why theduceys announcement last night was striking. He himself saying, quote, the trend is headed in the wrong direction. And the actions were going to take are going to change that direction. Hes allowing local governments to take specific action against businesses that do not enforce cdc guidelines within their institutions. Stephanie . This debate was not about whether businesses stay open or closed. We understand the economic pressure so many are under. This was simply about getting people to wear masks. I want to turn to Priscilla Thompson in houston where now were seeing some Business Owners being forced to close their doors as cases and hospitalizations are surging. First, tell us what kind of businesses are closing again because were not seeing those Big Box Stores who continue to make loads of money. Well, stephanie, its restaurants. So texas reported a record high number of hospitalizations just yesterday. And thats breaking the previous record that was set on monday. And this up tick is not only a Public Health concern but also a concern for those Business Owners, particularly restaurants. Many of them closing across the state of texas when a person tests positive. An employee has tested positive for the coronavirus. And a lot of these places just opened a few weeks ago. So they are having to close to get their whole staff tested and also to do a deep cleaning. And many of these restaurants are places that we have reported on that were implementing the social distancing, the hand washing, the gloves, the masks, and it still was not enough to insulate them from this virus. Some owners tell us this is incredibly frustrating and one of the biggest, most challenging situations theyve ever faced as they continue to see those numbers go up. And the other thing is that its simply not a Sustainable Business model to reopen for a few weeks and then have to shut down again, stephanie. Absolutely not. Priscilla, thank you. I want to turn to get smarter on this with an Actual Health expert, not a politician. Former cdc director dr. Tom frieden. Dr. Frieden, you and i have talked about the need to box this thing in. We need to get real. Nobody is boxing it in. Cases are spiking across 20 states. Why is it that we cant seem to follow any of these guidelines that you and i have spoken about over and over . We cant even get people, including our Vice President , to wear masks. Stephanie, i think weve got to keep it simple. Fundamentally, we can open safer if we do the three ws wear a mask, wash our hands, watch our distance. And strengthen our Public Health programs to find cases, Contact Trace, isolate and quarantine. Countries all over the world are doing this. Parts of the u. S. Are doing it. In new york, weve seen a tremendous decline in cases and tragically too many deaths but still a tremendous decline in the number of people dying from covid. Progress is possible. Control is possible. And as you just said, from texas, this isnt about health versus economics. Health is the road to economic recovery. For a business to have to open and close and open and close again, its even more devastating. We can open smarter and safer if we do it carefully and well. Tom, you have worked on Contact Tracing for months with several states, including new york. Why is it that were not seeing this happen comprehensively . Who is dropping the ball . Contact tracing is really hard. If someone from the Health Department calls you but youve got to start. Well, first is to find the patients and, stephanie, what were seeing in states around the u. S. Is not only high rates of positivity but increasing rates of positivity. So anyone who says that the increase is because of more testing is just not looking at the data. The increase is because we have more cases in many states around the u. S. And that makes it harder to do the Contact Tracing. The whole point of avoiding other people, the whole point of physical distancing was to cool down the virus to the level when we could try to find every case and every contact and control the virus. Where you have thousands of cases a day, its very difficult, if not impossible for Contact Tracing to keep up. Thats unfortunate. What were hoping to happen in new york and elsewhere is as the case comes down and our capacity to Contact Trace goes up, were able to keep the virus at bay and avoid the riskiest activities like choirs and very crowded indoor space and with masks, hand washing, distancing, and Contact Tracing, isolation, quarantine, protecting the most vulnerable, whether in nursing homes, prisons, jails, homeless shelters or housing projects, we can get our economy back and minimize loss of life. Thats possible, but its going the wrong direction in many parts of the u. S. Then how concerned are you about the possible Health Ramifications of the protests weve seen over the last few weeks . Youre saying one of the Top Priorities is to think more about distancing. Clearly thats not happening there. When we look at the protests, they were outdoors, which is much safer than indoors. And the overwhelming majority of people were Wearing Masks. But its possible that well see cases emanating from the protests. Thats why testing, isolation, Contact Tracing and quarantine are so important. But thats something well see over the next few days. What well see over the next few weeks and months are the implications of large gatherings in many states with people not Wearing Masks indoors. Thats the riskiest thats the most risky thing to do is to be indoors, near other people, for a long period of time without a mask. Dr. Tom frieden, thank you. You have the republican mayor of this town saying that any rational person would be worried about it taking that a step further, the head of the Health Department here said if you come to this rally you have an increased chance of contracting the virus. That said, the Trump Campaign going ahead full steam. They are saying over a Million People wanted tickets. They are expecting at least 100,000. There will be an overflow area, probably an outdoor location. Were still waiting on the details for that. And reminder, if you are asking yourself, why would they take 100,000 tickets of interest when they know they can only fit a couple hundred thousand . Its all about data collection. Thats why they bring people to rallies. And i think this is a really important point. Cal, President Trump while he says the virus is dying out, he is asking people, requiring people to sign waivers before they go to the rally where if they get sick, they wont sue anyone. This is not just an issue at rallies where 20,000 people will be in an arena. This is an issue for every business in this country reopening. Weve been talking to businesses across this country who are struggling with liability issues as they are trying to figure out how to reopen. Joining me to discuss, my reporting partner on this, bengi and anna palmer. As we talk to businesses, this issue emerged over and over. There are no real guidelines at a federal, state or local level around liability. If someone, an employee, a customer, gets sick. Thats right. Businesses now are just starting to reopen and there have been gradual rules about how they can operate. But a lot of it has been voluntary guidance, nonbinding rules. The Trump Administration has not put out a clear set of binding regulations that tell businesses what they expect. Congressional leaders and the Trump Administration have said that businesses should not be liable for damages if there is a coronavirus outbreak. But they havent yet put out a bill or a policy that would explain how that works. So the combination of a lack of clear rules and a lack of a clear policy on liability means that businesses are opening up feeling confused sometimes. Wondering what happens if a customer gets staff sick or staff gets a customer sick or if they do put out rules for masks, and someone doesnt follow them. Are they liable . And its very difficult right now for a lot of the businesses we talked to to navigate this. It can be a muddle of state, local and federal rules theyre just not sure about. And thats causing some Small Businesses to decide not to reopen and causing some workers to say they dont feel safe going back to work. But if they do that, they can potentially lose their Unemployment Benefits. If we get legislation around liability, these liability shields, what would it look like . And who is arguing for what. Yeah, i do think its going to be one of the biggest sticking points Going Forward in this july negotiation for the next coronavirus package. Republicans in the senate, Mitch Mcconnell leading that charge, have basically put a red line out there saying this needs to be in there. Republicans are trying to say we want it to be tailored, a certain specific timeline, not just to have the liability waivers forever. The white house is supportive of that. The real friction will come around what democrats can accept. Right now theyre saying, no, we dont like this. If you have these liability waivers, who is going to be looking out for the workers. Who is going to be looking out for the customers. Youre going to see this be one of those big points of contention in july where the negotiations are going to be surrounding. Not just the money but also this specific issue. But it is a complicated issue, right . If you are a worker and you know that your employer faces no liability obligations, youre going to be concerned that theyre only concerned with making money, not safety. And if you are a Small Business and you carry huge liability risk you might say, i simply cannot afford to reopen because i could lose everything. Bengy, could they create legislation that looks at small versus Large Businesses in different ways . Its possible there might be some way to go about this. And this is something that trade groups have brought up, the National Federation of independent businesses which represent Small Businesses has argued any regulation should take into account the size of the business. They are afraid an ecommerce giant or Large Company like walmart with large cash reserves could either close for longer and wait them out if theres another outbreak or could handle liability or could handle the cost of putting in more and more and more extensive protective equipment. One possibility which were already seeing through ppp is just giving businesses a whole lot of grants and a whole lot of loans and a whole lot of money to help implement very rigorous Safety Standards. But you also have to decide what those Safety Standards are nin order to go about that which is this issue coming up over and over. Labor groups like the aflcia want a really clear set of standards and rules and practices that you can rigorously enforce at businesses around the country so they know what they need to do. Anna, given how complicated this is, do you actually think that we could get legislation that addresses this on a federal level . I mean, look at the c. A. R. E. S. Act. It had such loose language because thats the only way you could get both sides to agree. I do think pinpointing kind of what those standards are is going to be difficult. I think theres concern. Right now you have this patchwork thats happening where different states have different guidelines. Youve had a few of, you know, kind of broad guidelines put out by the federal government. This isnt an area where the Trump Administration is leading on. I think they are going to rely on congress and republicans. But i think thats really where, you know, they are pushing this negotiation back several weeks. Maybe it happens before the august recess and if it does, i do think theres going to be some effort to try to get specifics. Right now on capitol hill, i mean, you know as well as i do were covering it every day. Right now its police reform. Theyre not in the beginning stages of really ironing out what needs to happen on this issue. Well, businesses remain stressed and confused. As do most of the American People. Anna, benjy, thank you. Breaking news another 1. 5 million americans filed for unemployment in the last week but thousands of people who started applying for unemployment months ago are still waiting to receive benefits. Many of them showed up wednesday morning in kentucky just trying to get answers. Look at your screen. That was the line in frankfurt, kentucky, an eighthourlong line. People just trying to get a chance to speak to someone in person in hopes of reviving their stalled claims. The Unemployment Rate in kentucky is 15. 4 , so all of those people in line, theyre not even in that number. Joining us now the reporter who took that video, daniel derowser, political reporter with the lexington herald reader. The president s economic adviser larry kudlow says people arent going back to work because theyre make so long much money on unemployment. Many people in line have been trying to apply since march and getting nothing. Yes, so there have been nearly a Million People who filed for unemployment in kentucky an around 95 have been processed but that leaves thousands of people who have not been able to get their claims resolved and that is a major issue because these are people who i spoke to people in line who havent been able to pay their rent and been evicted, people missing meals so their partner can eat instead. And these are people just trying to talk to a human being, to get these sorts of claims resolved. And those human beings are the city officials who are overwhelmed trying to do their jobs. What are they telling us . Yes, so youve got a small staff, so there is a protest on tuesday this led to the state creating this impromptu Unemployment Center, the type youd have throughout the state if it werent for the covid19 pandemic. 14 people were staffed in there on wednesday when they came back. On tuesday they didnt have time to fit everybody so they told them to come back the next day. By 9 00 a. M. On wednesday morning, there were hundreds and hundreds of people in line. It was wrapping around the capitol, and these 14 people inside had to process these hundreds of claims from basically 9 00 a. M. To 7 00 p. M. Now, there were people who had made the cutoff, these people who had gotten there by 9 00 a. M. , and at 6 50 p. M. , they made it inside the doors of this little building, where the Unemployment Center had popped up, and they were turned away after waiting in line for ten hours, and of course, they were just heartbroken, they were furious they got turned away. Furious, fed up and heartbroken, the c. A. R. E. S. Act was created for them, and remember, weve got the fed buying billions and billions and billions of securities to keep the markets pumping. We know companies have gotten huge bailouts, and people who deserve to get Unemployment Benefits cant even apply. Thank you so much for that reporting. Thank you for watching this hour.
