These were the guidelines originally held back by the administration because they were too specific, and nowi projected the u. S. Economy could see the gdp drop a staggering 38 . I want to go straight to the white house with pie colleague carol lee. The president was asked about his plan for helping get the 36 Million People who are now unemployed back to work. He said this, i want to share it exactly the plan is each state is opening and its opening up very effectively. Is that it . Is that the whole plan . Reporter yeah, steph, thats it right now. The message we have heard from the white house essential is they want to take it slow. Weve heard them say they want to see how the reopenings go before they adopt any measures or push anything aggressively through congress. There are a few things we know the president has said he does want. He wants the payroll tax cut, which runs into some barriers in congress. He said that he wants a liability waiver for businesses. That also can be problematic in terms of states. He said yesterday, according to our hill team, in this meeting with republicans that he agreed with them, that theyre not going to do anything on employment insurance, extending those benefits in a next phase. The battle lines have been drawn here and it remains how quickly it goes, but right now the white house message is lets take our time. A liability waiver, so that businesses can reopen and they will not face any legal risk if their customers or employees get sick. Something to consider when we go back out there. I also want too ask you about this plan to get doctors to now push the president s economic plan. Explain this. Reporter well, this is a plan that republican operatives, including the trump campaign, first reported by the associated press, to essential recruit doctors who would go on television and back the president s push to reopen the economy essential before the states or businesses met the benchmarks for safety set by the president s own administration. Nbc has confirmed this reporting. We have not confirmed this phone call, a Conference Call in which this discussion happened, but it really underscores that the president and his team believe that he is going to need validators for his push to reopen the economy against the advice of some of his own medical advisers witness the administration, and also this is going to be a huge issue in the campaign, steph. All right. Well, all eyes on this white house. Lets see what doctors come forward and do this. I want to dig deeper with dr. Tom friedan, former director of the cdc and president and ceo of the group of resolve to save lives. Now we have this guidelines, 60 pages of recommendations, but no announcement, no fanfare. That said, how important are these guidelines . Theyre useful guidance for americans, for businesses, for schools, for communities on how to reopen safely. Stephanie, today my organization released a new approach to how to open as soon and safely as possible. We think its possible to do this. We think we have two dichotomies that are false. Its not about open versus closed. We think we can open with a risklevel alert system, something that tells you how safe it is to go out, just as we do it for smog or hurricanes or forest fires, a level alert system that would do three things. It will empower us to protect ourselves and our families. It will hold governments and society accountable, and it will accelerate progress toward a new normal where we can get back to work as soon and as safely as possible. But all of this work is rooted in research and data. The associated presses now reporting that multiple states are being accused of fudging their coronavirus numbers. Do you trust the information that youre getting in these states because you need it to make these recommendations . On our website, preventepidemics. Org, well be tracking these indicators. We now how the virus is spreading, how prepared our Healthcare Systems are. Theres a lot we can do to go on the sooner and safer. This isnt about economy versus jobs. But tom what if the states arent telling us the truth about the numbers . There are a few things that we can be sure to check. Positivity rates, for example, of testing are a crucial clue to know whether were testing enough and the right people. Not just covid death rates, but overall death rates will tell us what is happening with deaths and how that is has changed. I think every community and every state has a right to demand their government provide this information freely and openly. Thats what our risk alert system provides, that kind of clear guidance for what you need to know to keep yourself and your family safe. People have been pushing hard against the stayathome orders, they are violating them when in fact ours arent like other countries. Right now i could have covid and get on a plane or travel across the country. You there any other places where people are pushing back against guidelines. Actually there is a lot of pushback. Were seeing it in europe in latin america. Thats why we think its important not to set this up as health versus economy, someones life versus someones jobs. Thats actually not whats happening here. The more we protect lives, the more well protect livelihoods. The more people feel safe, the more we can go back into society. The more we provide transparent information, the more we think people will adhere to that. You dont people saying its wildfire season, so im just going to billed a fire in the forest. You do see responsible behavior when you provide that. I think sometimes theres too much attention to the few people who may want to rebel or dont understand, but recognizing were all in this together. We dont want our parents or Vulnerable Children to get sick. Time now to celebrate good behavior. I want to turn to the president now threatening to pull the United States out of the World Health Organization completely, because he thinking the organization is too cozy. If we pull out, doesnt that give china more influence . And thats exactly what they want . The World Held Organization is several essential. Stephanie, i spent five years assigned to the World Health Organization from the centers for disease control. There are tremendous strengths and important weaknesses for the organization, but its crucial to help us protect ourselves and the world. Just kind of leaving it leaves a gap. The u. S. Has been an absolute leader in global health. Its not partisan. It goes back to george w. Bush. It goes back to president s for decades. We can lead here. Even in the cold war, the United States and the then soviet union, enemies, worked together to eradicate smallpox from the world. We can transcend politics. We can Work Together recognizing theres only one enemy, a vire. Its the only way were going to do it. I want to ask you about the latest news regarding moderna, which got a ton of attention for positive news suriraning vacsur. Im not asking you about the company, because i know its been popular for those who own the stock, but what should Everyday Americans know about this . We really need a vaccine. Okay. We know that. But its going to be a long time. Its not going to be simple. It takes enormous effort to make sure its safe, effective, produce it. We dont know if this vaccine oar another will work, but we certainly hope it will. Well have to monitor it. Work for a vaccine, but dont count on it. All right. We are going to stay optimistic and try to be responsible. Thank you so much, tom. Always great to have you here. You make us safer. You make us smarter. Lets take you to connecticut, where we told you the state is letting thousands of people get back to work today, as the front page in new london says todays reopening is a go. Governor, why today . Because our hospitalizations are down for three weeks in a row. The infection rate is down below 5 . We have enough ppe to help supply our smaller businesses, and because we have trackandtrace ready to go. Youve got places like Retail Stores and malls reopening, but barber shops and gyms are not. Whats the factor . Close proximity, ease of social distancing. Its a little more different in salons. The rest will open over time, but were doing this cautiously. I know restaurants can open today, but they can only serve people outdoors, nobody inside, nobody at the bar. One strahan owner said trestaur we couldnt control our environment, we have a hard time with that. Well, first of all in a restaurant youre not wearing a mask, so theres one very big difference there. We are one of the first states in the region to open for outdoor dining. Youre 95 less likely to get infected outside than inside. We are favoring in our time frame outdoor over indoor. How long can businesses survive like that . If theyre at 25 or 50 capacity, you know how thin margins are. And the president s plan is simply reopening states. Will that bring you back to full employment where you were just a few moments ago . No. The consumers going to make a determination. Theyre going to go back slowly. Thats when talking to the people yesterday, saying this is a thoughtful process, go back slowly. If you want to get consumers into your restaurant and the salons, do it on a thoughtful way. You said you expect to see a sea change when it comes to businesses in connecticut. What does that mean . I think weve learned a lot from the last few months here. Weve learned you dont necessarily have to take the train to new york city every day to have to be productive at your job. I think that will be a big difference. I hope we have learned a lot about telehealth, by the way, bring down the costs and expand access. And i think we have learned about Nursing Homes as we know them. Governor, thank you. Good luck to you and everyone in your state, reopening day in connecticut. Thank you, stephanie. All right. Were going to turn now to one of the unintended consequences of the coronavirus shutdown, a disturbi ining rise in domestic abuse. What is someone to do . Nbcs kate snow has more. She got married last year, a relationship her parents describe as controlling. I think it was pretty intense really fast. Reporter and then coronavirus and orders to stay inside their house. Reporter hoping to as to up a pandemic within the pandemic. Kate snow, nbc news. Joining us now, katie rae jones, ceo of the National Domestic violence hotline. Tell us about this, the calls you have received over the last 10, 12 weeks . Good morning. My heart goes out to marias family, and some of the fears we are hearing. This is an incredibly intense time. Beginning we saw a decrease in contacts coming in, knowing that survivors did not have opportunities to reach out. Now we have seen an up tick, recognizing people have established a new normal while staying at home and finding small opportunities to reach out for help. So similar to what we just heard, we are seeing frantic calls, hearing distressing stories, hearing that the intensity of abuse issic increg and the frequency is increasing. Reach out for ephelp and go where . So many people say im afraid to go elsewhere, because its not safe, especially if i need to escape with my children . Its a valid concern. At the same time shelters are working hard to ensure theyre safe, minimizing risk. Many are engaging in really thorough cleaning processes, sanitation processes. Theyre utilizing hotels and motels to take victims in. We want to encourage people to try that option it if theyre able to leave. Dont give up hope. A lot of advocates are working hard to ensure there are safe places to go. What is your biggest concern right now . Its the unknown. Not knowing what many victims are probably experting. Recognizing from past disasters, we would hear after things returning back to normal, there was Financial Abuse and other distressing stories. We think well see a massive surge in reporting once people feel like they can reach out for help safely. Thats what were hearing from other countries right now. We think that will happen here in the United States. Were encouraging folks, if you can, to support your local program so they can have the capacity to serve. For anyone who is watching, who is suffering from Domestic Violence themselves, what is your advice to them . If youre a victim certainly right now we want you to know you are surviving, and there is a light at the end of this tunnel, and please reach out for help. Senate seems stuck in limbo when it comes to whether theyll approve further aid. Joining me now is senator Bernie Sanders. Good morning, senator sanders. I know you want to help working people. The new expanded Unemployment Benefits are doing that, but do we run the risk that the more we help people from the government, which we know we need to do, and provide them more Financial Security and more certainty, it will be harder for them to go back to work, because businesses cant hire people back, because they cant offer what unemployment can . No, first off, stephanie, what we have to do are two things. First of all, understand we have tens of millions of people who are living in desperation. They have lost their jobs, they are struggling literally to put food on the table, worried about being evicted. What the government has to do is say to those people, you know what . Were in this together, were going to pass another piece of legislation to make sure you get through this crisis with dignity and security. Number two, what we have got to do is in fact reopen the economy, but what we have to do is reopen it in a way that is safe. The great scandal of this moment, stephanie, in my view, is that we have a president who has not allowed the cdc to go forward and establish strong federal guidelines for 50 states in this country. Youre asking governors and mayors to make decisions rather than having a National Policy based on science. We want to get people back to work, but workers are not going to go to work unless they feel safe on the job. Shoppers are not going to go into restaurants or into bars unless they feel safe as well. Thats what we have to do right now. Well, the cdc has now put their guidelines out, but is the issue that its only guidelines, and what we need is regulation . Guidelines dont force companies to change their behavior. The big three automakers opened this week, and they changed a lot of their procedures, but they did it by choice. Of we know the meat packers arent doing that. Is it the governments responsibility to do more than guidelines . Absolutely. One of the tragedies of this moment is that thousands of workers have given up their lives as they go to work in this pandemic. Were talking to workers in Meat Processing plants, bus drivers, nurses and doctors. What the federal government should be doing is saying, okay if youre opening up a factory, opening up an office, here is the protocol you have to utilize. What some people will say is rural maine or rural oregon or Rural Vermont is different. It is. We can have protocols for rural areas, protocols for large cities, foryies based on science. Some people are saying they want a liability shield. If i risk getting sued by somebody, ill go back out of business, but if they dont provide a level of safety theyll only be focused on their bottom line and that wont be safe either. What we have to do is understand that certainly in my state, and i suspect states across the country, Small Businesses are the backbone of this country, and we have to protect them. One of the issues that must be taken up by congress, and congress smu pass a new corona bit to protect Small Businesses, must be the understanding that the last bill, the counter c. A. R. E. S. Bill did not provide the flexible Small Businesses need. For instance, we cover people eight weeks. If someone is not coming into my shop right now, ill need help in the future. There needs to be more flexibility so maul businesmall can reopen. Is the answer lets move to the next bill and provide more support, or is it provide more support and have more oversight over the 2 trillion thats already been allotted . Think about that ppp program. We still have absolutely no loan i. D. S or tax i. D. S for those that receive that. Stephanie, its not either or. Its all of the above. Im absolutely right. I think nobody would deny that the implementation process has been a disaster. People who need the money have not been able to get the money, because they dont have connections to banks. They dont have 14 accountants on their staffs. On the other hand there have been businesses who have gotten the money who should not have gotten the money. Your point is well taken. We dont know where the money is going, et cetera, et cetera. We need implementation. We need to understand where the trillions have gone, but in addition, to me its an outrage it really is a moral outrage that we have a president of the United States who says, well, we dont have to extend unemployment anymore. We dont need a new piece of major legislation. Let us be clear. All across this country in a way we have not seen since the great depression, families are going hungry. Families are facing eviction. Families are afraid to lose their jobs. Small business people, moms and dads who have worked their entire lives to create a Small Businesses will lose those businesses unless the government acts. Thats what the chairman of the Federal Reserve is saying, its not just me talking. Its not either or. We need federal policy to reopen the country safely. We have to protect working people on the jobs, but we also need new legislation to prevent people in america from going hungry or losing their homes or jobs. What specifically for Small Business . In the last two days we have seen some of the biggest retailers out there, home depot, lowes, target, walmart, crush it in terms of earnings. Theyve hired hundreds of thousands. Their ecommerce business is booming, and Small Businesses are shutting down for good every single day, many Small Businesses that smell the same identical products as those Big Box Stores that were deemed essential. What neither to change legislatively to protect that what you call and so many others, you know, the heartbeat of our economy . Because its not working right now. It truly is not. Stephanie, let us be clear. If present trends continue and we dont provide the support that main street and Small Businesses need, you will end up an economy in which the big will get bigger, much more powerful. People will not have the option of going to a Small Business downtown and amazon will be their only option. We have to keep that in mind. This will be terribly destructive for small communities all across america so, number one, we have to keep the ice on t the eyes on the prize. We have to protect the Small Businesses, give them the flexibility that they needs in federal policy to address their needs. The needs of the small restaurant are very, very different than the needs of a large corporation. We have to Pay Attention to those needs in very specific ways. Then there maybe i sound romantic, but is there an opportunity to create at a time like this a better, smarter, more Inclusive Capitalism . I remember last year you went to bentonville, you went to walmarts annual meeting and you were arguing they should put a member of the labor force on their board. You didnt get much traction. Fast forward a year, their labor force are the most essential workers. Theyre the reasons those companies have done so well. We have seen companies extend hazard pay, give more benefits, provide more security. Is this the time legislatively where we should be doing more for those workers that youve been fighting for for all these years . You know, stephanie, if theres any Silver Lining in this horrible moment in american history, it is i think the belief we take a deep breath and ask ourselves how did we get to where we are . And where do we want to go when this pandemic is over . I would focus on two issues. Number one, how does it happened that we have a Health Care System uniquely in the industrialized world which ties your health care to your job . So tens of millions of people have lost their jobs, and they also lose their health care. In my view and i think the American People now understand health care is not a job benefit, it is a human right that exists whether youre working, youre not working, youre old, youre young, youre rich or youre poor. First of all, major lesson health care cannot simply be an employees benefit. We need to move to medicare for all. Second of all, when we talk about the economy, its not just giving workers the respect that they need, putting them on the boards of large corporations, which i absolutely believe, giving them dignity, giving them a say in the work that they do. It is also asking the very simple question, the question we dont have in congress, we dont ask in the media terribly much. Two months ago the president was talking about the booming economy, but how great is an economy in which people suddenly go into desperation if they dont get a check for a week or two . How does it happen that half of the workers in america are living paycheck to paycheck . Is that really the kind of economy we need . We need to take a deep breath and we need to say, you know what . We need to provide Economic Security for all of the people in this country. Youve got a job, youre going to earn a living wage, not a stavation wage. Youre an american, you get health care as a human right. You dont have to go 100,000 in debt to get a college education. You can live in dignity which you retire . It exists actually in many countries in the world, actually. Those are some of the questions well have to ask. I want to ask you, before we leave, about former Vice President joe biden. Should he be doing more to engage with the public right now . We can talk about all the things that the president is doing wrong, but the president continues to droll the narrative. Does vp biden need to do something differently so he can take the narrative . Well, im not running the compare, but what i have done with him is to establish six task forces which are dealing with all of the major issues in this country, include the economy, health care, criminal justice, immigration, Climate Change, and we have brought some of the strongest progressives on to that task force. I would answer the question by saying theres an excellent chance that biden is going to win. In order to guarantee that, he will have to reach out to workingclass people and young people in a way he has not done up to now. He as going to have to make it clear he stands with the working class in this country thats struggling right now. He is prepared to take on the corporate elite and the big money interest in order to create an economy that works for all, not just a few. All right. Senator sanders, thank you so much for joining me this morning. I appreciate your time. Thank you very much. Next. As of today all 50 states are at least partially reopening. Today marks the first day all 50 states have moved to begin lifting restrictions, including restaurants, which have started reopening their dining rooms for service, al bet it with a few guidelines of face masks and limited table sizes. Many experts have warned we will not know the true impact that reopening has had for two to three weeks. So lets take a look. Steve carnkornacki has been trag the numbers. You talk about the two to threeweek period have had inperson dining, youre seeing it with restrictions. You see here people measuring out the six feet. Social distancing is part of this. Thats the question. Once you alloy indoor dining, what happens to the numbers . Let me take you through the 13 states. These are the states first of all east of the mississippi, a couple categories. This is the average number of new cases every day. Over the past two weeks, compared to the two weeks before this, you can see in all of these states here east of the mississippi, the new case number is down. Thats not the only category to look at, because we also check testing. Testing is up also in these states except for west virginia. The posit rates. Thats the percentage of all tests that come back positive. If youre seeing green, that means the numbers have come down. Red mean its gone up slightly in west virginia. One this i to keep an eye on when we show you that florida number, over the last week in florida, you have started to say the numbers tick up a little. So is it the start of a trend in florida, or will it flatten out and continue to go down . Thesee west of the mississippi, new cases are coming down. Texas gets a lot of attention, but remember, the testing has also gone up in texas. The positive race hat gone down, so sometimes just looking at that new case number, you have to get text, too. A brandnew poll reveals the dramatic and disproportionate impact the coronavirus is having on latinos in this country. 41 of latinos say theyre having a hard time paying basic monthly expenses. Nearly half of latino Small Business owners say they have had trouble getting any sort of loan and 60 of households reported reduced income. Always wonderful, to see you. I know you speak to latino workers and families all the time. Help us understand what its like. When you bring these numbers up, theres i want to if you could put that graphic back up, look at the last number, 60 of latinos will tell you that they either had a job loss or have had a pay cut in their household. 60 . Were talking about the just over a month and a half ago, latinos had the lowest unemployment in the history of the United States. In just over two months, the bottom has fallen from under them and they are looking at armageddon economically. I have untold friends that have restaurants, that have put their entire life savings, heart and soul into that restaurant. Theyve been hiring people, theyve been extremely successful. And as of to date, not only are they not able to have takeout, theyre closed. Theyre closed because they just couldnt ride out this period. It is a tragedy. Its hitting all of us. Coronavirus is hitting all of us, but it really has been targeting latinos, especially hard. I want to talk about another group. 21 of latinos in the United States are undocumented, meaning, they are not eligible for any of these benefits that the government is now providing, unemployment, s. N. A. P. Benefits, none of it. Talk to us about the unique challenges that undocumented immigrants are facing right now in this country. All right. So there are millions of undocumented People Living in this country, many have been working steadily to put food on our table. Let me give you an example. In florida, 90 of the tomatoes that we in the United States consume during the winter come out of this area in florida. Theyre not from mexico, not from other countries. Theyre from florida. And a ton of the people that are out there under the sun getting those tomatoes may be unemployed. Many of those are living, five, six, eight people per mobile home so that they can continue to exist. They have no access to anything. You know what else, stephanie, and i think that people should be noting this, of all of the ppp, the Small Business loans, et cetera, do you know if youre an american citizen and file jointly with someone who was undocumented, youre married to an undocumented, you as an american citizen dont have the right to get any assistance either. More than a million and a half american citizens are unable to get that help because they file with someone who doesnt have a Social Security number. How is that happening . What is marco rubio doing about it . Isnt this something that he cares about . Well, yes, as a matter of fact telemundo reached out to senator rubio. He said he wasnt aware of the fact that american citizens could not have access to any help if theyre married to someone that files with that. But hes the only one whos talked about this. Well, now hes aware of it, now hes looking into it. Hopefully you or i will have the chance to follow up with him. Always fantastic to see you. We must keep raising these issues.
