Because, i mean, the media is going to be asking this moving forward. He emphatically denied everything. Everything. That does it for us this morning. Stephanie ruhle picks up the coverage right now. Hi there. Im stephanie ruhle. It is friday, may 1st. The start of a brandnew month that we can only hope will be better than the last one. Here are the facts at this hour. As of this morning, nearly two dozen states have begun to ease restrictions on their populations. That covers roughly onethird of all americans. States like texas, north dakota and idaho moving ahead with plans to reopen today. All this comes as the death toll rises to more than 63,000 americans. A 1,077,000 have been affected. Roughly 2,300 deaths and nearly 30,000 new cases every single death. Meanwhile, states are looking to the federal government for help as they face huge losses in revenue as well as rising unemployment costs. On thursday, Speaker Nancy Pelosi said she would seek a trillion dollars worth of state and future legislation state aid and future legislation. The president said he is in no rush to sign it because, quote, republicanled states, theyre in good shape. Speaking of republicanled states, i want to go to ohio. My friend and colleague Chris Jansing is in marion, ohio. The governor has a timeline for reopening businesses, but no timeline for lifting stayathome orders. How do you square that . Well, you put your finger right on the confusion. So much confusion that he has just issued what hes calling a stay safe order to replace the stayathome order but the stay safe order says still, stay at home, except for essential things like exercise, going to work, or going to businesses that are open. And it is going to be a slow rollout of those openings. Take a look. Today you can go to nonessential doctors visits. Go to the dentist. Take your dog or cat to the veterinarian, although just yesterday, state officials acknowledged they cant assure that theres enough ppe. Monday, manufacturing and construction can get under way. May 12th, retail and other service industries, although not restaurants, not places like nail salons. All of this pointing to the tightrope that Governor Mike Dewine is walking and trying to reopen the economy, but balancing that with places like what you see behind me which is the marion prison. 80 of the inmates here have tested positive. Compared to new york city, this county, stephanie, has 60 higher infection rate than weve seen even in new york. So hes continuing to walk that tightrope, but, as a very popular governor, two recent polls showing his Approval Rating at 83 and 85 . About 30 points higher than the president. 80 tested positive . Theres no social distancing in a prison. Chris, thank you. We need to think about that. I want to turn to Morgan Chesky in oklahoma city. This is a huge day for the state of oklahoma. Everything is going to be open there . I think were coming up. You are up, morgan. I think morgan cant hear us right now so were going to head back to him in a minute. And as these states, ohio, oklahoma, are reopening. Theres a big question thats unanswered. What happens if someone goes back to work and gets sick . What happens if a customer gets sick . Robert costa is a National Reporter for the Washington Post and moderator of Washington Week on pbs. Bob, i am so glad you are here to talk about this because i dont think its getting enough coverage. This is about liability. Businesses want to reopen, but they, obviously, dont want to get sued. Small businesses cannot afford a mountain of litigation risk. They are asking for immunity. Theyre asking their governors. The governor is asking the federal government. If we give businesses immunity, a liability shield so no one can sue them, if you are a worker or customer, do you really feel safe . Stephanie, this is the big fight right now in washington. Youre right. Its not getting enough attention. But if theres going to be any issue that dominates congressional and white house negotiations for weeks to come, its liability. Speaker pelosi has taken the position you have to be able to protect workers. And Union Leaders have taken her position as well saying, if workers are forced to come back in many of these states, they need to also have the right to file a lawsuit. They feel the conditions are unsafe and customers need the ability to file a lawsuit. Trial lawyers are encouraging that position. But Mitch Mcconnell, the majority leader is ready to fight that to the end. He has drawn a line in the sand and said he and business interest believe businesses have to be protected and many Business Leaders are telling congress, look, were not going to come back if were going to be facing any kind of lawsuits. Our businesses could go out of business. So this is the fight. Theres no resolution in sight at the moment. Okay. Go back to two things. You said trial lawyers obviously dont want this liability shield. Can you speak to that for a moment because thats an entirely separate Cottage Industry thats waiting, fangs out, to go after businesses for years to come. Trial lawyers are already talking to many victims of the coronavirus pandemic, people who have contracted it, whether in a restaurant or in a business setting. And they are telling these people who have suffered, you have the right to file a lawsuit. So youre seeing a whole new range of possible litigation on the horizon. And lawyers who are in that field of the law are saying, this is our time to get some compensation for people who believe they are victims, who say that they deserve to be paid for how they have suffered whether its healthwise or economicwise. But businesses are saying, we dont want to have a gun to our head. Thats how one source put it to me in terms of being forced to reopen. Some Business Leaders are telling congress and reporters privately, we would rather stay shuttered to protect our own interests rather than coming back to an environment where they would face trial lawyers and others. Okay. Then theres just one more question. Mitch mcconnell sides with those businesses and says we need to provide you a liability shield so you cant get sued. Lets say they do that. Who is there for those workers who say, all right, well, i dont feel safe going back to work so can i get unemployment . Or if my kid is going to summer camp and i dont feel like its safe, can i get my money back . Who is representing that side of this trade . Well, youre going to have lawyers in those situations but you also will have unions. This is a real test for union power in america. Union leaders are close to speaker pelosi. The democrats control the house. So its going to be up to House Democrats working with Union Leaders to make sure that unions are protecting workers. Thats their position. Thats their fight to come. Unions versus big business. So much of this discussion has been about the pandemic and rightfully so. But the real economic fight is going to be Business Leaders versus unions on litigation, on liability. And if phase four comes together or falls apart, it will come down to this issue based on my reporting. Robert, thank you. Its going to be big business versus big unions. You know who is likely to lose in all of this . Same ones who are losing every day, Small Business. Main street. Bob, well leave it there. I want to move on. Over the last few weeks weve talked about testing, testing, testing and Contact Tracing and making sure the trend lines are pointing down before reopening. So is any of that actually happening . I want to bring in dr. Tom frieden, former head of the cdc and president of the organization resolve to save lives. Im so glad youre here. The white house said deaths and cases should be decreasing for two weeks before reopening. And as far as we know, that is not happening in any of the states lifting restrictions. Can you skip that step and still be safe . Well, i think everyone is facing really hard choices here. We all want to get back to our lives as soon and as safely as possible. And what were seeing all around the country and all around the world is that even when governments say its okay to go out, people are really reluctant because theyre justifiably scared. So theres a real balance here. And whats key is to reopen as soon and as safely as possible. Theres a big difference between saying, go out and hike or walk or bicycle on a nonsuper crowded beach. Its a question of societal benefit and Public Health risk. If you are thinking about really crowded places, thats a big problem. If you are thinking about a lot of people getting together, thats a big problem. Its not so much open or closed. Its how do we gradually reopen . And how do we track the numbers really, really carefully so that if we see things starting to surge again, we can get people safer. We dont want that to happen. Fundamentally, stephanie, we have two weapons here. One is blunt and thats stayathome. That works, but its terrible for the economy. The other is a Public Health approach to boxing the virus in, testing, isolating, Contact Tracing, quarantining, using hand sanitizer, wearing face masks. These are more precise weapons, but theyre not as strong. But the more we use those precise weapons, the less we have to use the blunt one. We dont want to have to go back in again so its crucial to protect the most vulnerable and take this one step at a time. How do we address jobs that cant or are not currently social distancing . Weve got one indiana Meat Processing plant where nearly 900 people tested positive. We have to look at all of the highest risk places. What we call congregate facilities. Thats Nursing Homes, which were terribly concerned about. Were going to see a terrible devastation in our Nursing Homes unless we do more than were doing now. Its prisons. Its homeless shelters and places like meat packing that are very, very close together. Zee we have to look at ways to reengineer those places. We have to think about how they can be kept safer. And as we understand more about whether antibodies do protect you, whether theres some role for people with antibodies to go back. Im not saying to do that now. If we find out that antibodies are protective, that might be one thing we consider in the coming weeks and months. But stephanie, theres one thing to really understand here. Which is that as bad as this pandemic has been, and not only have there been more than 60,000 deaths, but there are many, many people infected and very sick now who tragically will die in the coming days and weeks. But were only at the beginning of this pandemic. Unless something very unexpected happens, until we get a vaccine, the virus will be spreading. Tom, reimagining is important. But its also a luxury. What do we do at this moment. Moments ago, my colleague Chris Jansing was talking about a prison where 80 of the people inside have tested positive. What do we do on this day to address that . Yeah, i think we have to put as our highest priority finding and stopping outbreaks in congregate facilities. Thats Nursing Homes, prisons, homeless shelters, jails. There weve got to ramp up testing. Weve got to put in one group people who are infected. We have to make sure that if covid isnt in a facility, it doesnt get there by eliminating any nonessential visits. We have to improve cleaning so that theres Good Environmental sanitation. We have to have universal mask wearing. There are a whole series of things that have to be done at every congregate facility. And the most risky, as i said nearly two months ago now, are Nursing Homes where if we dont take urgent action, well see at least 100,000 deaths in Nursing Homes in this country in the next year. That means we need to really, really emphasize protecting the most vulnerable, especially Nursing Homes. What were seeing from data around the country and around the world is that a lot of the cases were seeing are part of large outbreaks, whether they are homeless shelters, prisons, Nursing Homes, meat packing factories. These are areas where we need to do much more to protect people to the greatest extent possible, including extensive testing, grouping people together, protecting the vulnerable and cleaning and cleaning and cleaning. For the first time, apparent democratic president ial nominee joe biden addressing Sexual Assault allegations from a former staffer. Tara reade is her name. She alleges the former Vice President pinned her against a wall and sexually assaulted her in a corridor in 1993. She briefly worked in his Senate Office 23 years ago. The Biden Campaign has strongly denied these allegations and former vp biden addressed them for the first time this morning on morning joe. Automatim saying unequivoca this never happened. This never happened. When she first made the claim we made it clear it never happened, and thats as simple as that. Are you confident there is nothing . I am confident theres nothing. No one ever brought it to the attention of me 27 years ago. Any assertion at all. No one that im aware of in my campaign excuse me, my Senate Office at the time, is aware of any such request, or any such complaint, and so i am not worried about it at all. Look, this is an open book. Theres nothing for me to hide. Nothing at all. Nbcs aly vitaly joins me now. Tell us more about these allegations. Yeah, stephanie, tara reade is a former aide to senator joe biden who says she was sexually assaulted by him in the spring of 1993 when she brought him a gym bag. And you just played there the former Vice President unequivocally denying those claims saying they never happened. And this story has evolved over time. In april of 2019, reade came forward, one of those women who said joe biden touched her in a way that made her feel uncomfortable. That claim evolved in the last month or two in march to include now this instance of assault. Since reade came forward with this story of an alleged assault by joe biden, weve talked with her multiple times, as well as other people who she told varying degrees of detail to about this at the time and afterwards. Of them are three Senate Staffers who she said she talked to about a Sexual Harassment and feeling unkftable in bidens office. Those three staffers say they dont remember having those conversations with reade. Separately, a fourth person talked with me who told me, not letting us use her name but anonymously saying that reade told her about the assaults at the time in 1993. Separately this week i spoke with linda lacass who told me tara reade shared details of the assault with her when they were neighbors in california in 1995 or 1996. Now all of this comes as in recent weeks reade has filed a Police Report here in d. C. With metro police. It is illegal to falsify Police Reports but its also out of the statute of limitations to be able to prosecute this. Theres question of, if theres a paper trail. You heard joe biden saying there was never any such complaint that he was aware of. Thats because tara reade told me she filed a complaint about Sexual Harassment with the Senate Personnel office. Biden this morning calling on the National Archives to release any such paperwork related to those claims but its important to note that complaint if it exists, would be about Sexual Harassment that reade says she experienced and not the Sexual Assault that shes talking about now. Steph . Those are two different things. Its complicated. Joining us, tina chen, an attorney and ceo of times up. A Nonprofit Organization aiming to prevent Sexual Harassment in the workplace. Shes also a former assistant to president barack obama and former chief of staff to first Lady Michelle obama. Tina, thank you for joining us this morning. What is your initial reaction to the former Vice President s comments . Well, look, Vice President biden had to address these. You know, were in a Pivotal Moment in our country with candidates charged with Sexual Assault and what they need to do is treat them with the seriousness that they deserve. Treat allegations seriously and have them investigated. Go directly to the people and say, and address them. And call for full transparency which Vice President biden did today. We need the same transparency, stephanie, for every candidate running for president. I want to listen to a bit more of what he said specifically. Lets watch. Im not going to question her motive. Im not going to get into that at all. I dont know why shes saying this. I dont know why after 27 years all of a sudden, this gets raised. I dont understand it, but im not going to go in and question her motive. Im not going to attack her. She has a right to say whatever she wants to say. But i have a right to say, look at the facts. Check it out. What i said during the kavanaugh hear,s was she had a right to be heard. And the fact that she came forward, the presumption would be shes telling the truth, unless its proved she wasnt telling the truth. Or not proved, unless its clear by the facts surrounding it, its not the truth. So what do you make of these comments . Does this end it, or does this continue it . Even the Vice President has said its going to continue because hes called for full transparency on the records. Thats what needed to happen. Thats what didnt happen, lets be clear, in the kavanaugh hear,s. One of the issues with the Kavanaugh Hearing was that, you know, Christine Blasey ford and the other allegations that came forward were not fully investigated. They were truncated. What this really demonstrates, stephanie is that this system is broken. What times up has been talking about for the last 2 1 2 years is that for decades, we have not had systems in place where survivors of Sexual Assault or Sexual Harassment can come forward at the moment with security that they can report it, without retaliation, and that those investigations will be taken seriously and investigated and justice will be done at the time they happened. And thats good for people who are accused, too. Instead of trying to go through archives 27 years later, we should have systems in which everyone is fully protected at the moment at the time it happens and that thats what can happen. This is the frustration, i think, that women in america are feeling that this keeps coming up and keeps coming up and it keeps coming up because the system is broken. Its been broken for decades. And thats what we need to fix. Many people think the media is broken. Mitch mcconnell has accused the media of a double standard in this case when compared to the allegations against Justice Kavanaugh during his confirmation hearings. Mitch mcconnell said the media took a very different approach. Whats your thought on that . Well, i disagree. I think the media throughout this movement for the last two years, Investigative Journalism has done an incredible job in digging into claims and into believing women and giving them, you know, at least a forum in which their allegations can be heard and listened to and investigated. What senator mcconnell did is to truncate that investigation. When he had investigatory powers and was a responsibility through the Senate Judiciary committee in the senate to fully investigate claims that came forward. Thats what was missing. And here, you know, Vice President biden has called for full transparency. Hes called for the records to come out. Thats what needs to happen every time these issues come up. And i would suggest it needs to happen with other candidates that are running for president. How do we address this in politics really as a nation . If this were a business, lets say, they would hire an outside law firm. There would be a full investigation. And then there would be an assessment at the end. In the world of politics, things are different. How should this work . Well, you know, ideally, stephanie, the way this should have worked is there would have been a place 27 years ago, at the moment it happened in the employment setting when you can take action, right, about an employee. Thats what were fighting for. Thats whats broken in this system. Given the system we have now, at the end of the day, its the voters in this election that are going to make the decision which is why the voters are entitled to full transparency. They are entitled for all the facts to come out. Vice President Biden has called for that transparency in his allegation. President trump has not. Lets be clear. He has taken steps to silence survivors who tried to come forward. That is not what needs to happen. We need full transparency among everyone. And then in this case, because its not an employer, youre right. The employer now is the American People who have to make a decision about who the leader of this country is going to be. And thats why they deserve to hear everything and they deserve to hear everything from all the candidates running for president. I want to go broader just for a moment. In terms of how we hold people accountable, there has always been a very big difference between harassment and assault. What we consider harassment, acceptable behavior 30 years ago, 20 years ago, 10 years ago and today are very different things. So how do we, today, evaluate someones conduct over time . You know, stephanie, i think these are this is why we need to see all of the facts. And people who are accused of Sexual Assault have an interest themselves in having all of those fact come out and come out in a way that is reasoned and credible and is not one that where people are bullied. Survivors who speak out should not be bullied. Should not have their comments weaponized and politicized in a heated political moment. They should be treated fairly and with respect. And then voters need to assess that and assess the full conduct of candidates. No one is one single moment. No one is one single issue. There are huge issues when youre running for president that cut across every dimension of policy and character. And we are fighting to make sure we take all of those issues into account. But in order to do that, you have to know the facts on all of those issues. Tina, thank you so much. I appreciate you joining me this morning. I want to bring in jim messina, the former White House Deputy chief of staff for operations in the obama administration. Jim, your reaction to the former Vice President s comments earlier today. Well, i think politically, he did exactly what he should had to do. He addressed it straight up and unequivocally denied the allegations and called for complete transparency. And to tinas point, thats what this case needs. Need to look exactly into this. He said we need to listen to the victim. Listen to the accuser and now figure out where we go forward. And i think the Vice President did politically exactly what politicians need to do in this situation. Should he have done it sooner . Because the argument in the last few weeks is that his surrogates have had to do the talking for him. And this is only about him. Yeah, its a good question, stephanie. I think it is what it is. We are where we are. We all can play monday morning quarterback of the Biden Campaign, and i know its fun to do, but he addressed it very strongly this morning. He called for complete transparency, which is exactly the opposite of what his opponent, donald trump, who has over 20 women making allegations, and has done none of the steps the Vice President called for today. And thats the kind of contrast were going to see in this election. And thats the contrast well talk about in the fall. But hes not facing off against donald trump just yet. Hes got to get the entire Democratic Party behind him. Do you see these allegations potentially threatening his status as you know, with his base . I dont. And i dont because of the way he handled it this morning. He didnt attack her. He didnt question her motives. He didnt go after her as a person. He just talked about his facts, what he knew, called for complete transparency, asked the u. S. Senate to release documents, and did exactly what he had to do. He didnt do what Mitch Mcconnell did in the kavanaugh hear,s and truncate this whole thing and just go after the accuser. He handled it the way he should have handled it, and i think the base will respond to that. He certainly didnt do what Mitch Mcconnell did during the kavanaugh hear,s, but Mitch Mcconnell is also accusing the media of handling this in a very different way than we did during bret kavanaughs hearings. What do you think of those double standard accusations . I think its ridiculous. I mean, the media has done a very credible job in the last 2 1 2 years of this times up movement about investigating these things, about moving forward. And lets be honest if it wasnt for the media, we wouldnt know about half the accusers against donald trump. And the media was the only way we had to get any investigation into kavanaugh, right . Because Mitch Mcconnell wouldnt do a full investigation. Truncated it, and we only know about what we know because of the media. So this double standard thing is just politics. And i know were in the political season, stephanie. And you and i understand where were at. But in this case, theres a real difference between the media looking into these allegations, which is what they have done to tara reade and what they did to Brett Kavanaugh and Mitch Mcconnell who got that process over as fast as he could get it over to protect the nominee for the supreme court. Also wes moore, ceo of robin hood, new yorks largest poverty fighting nonprofit. Tremaine, the government is saying we want to help everyone, Small Businesses, individuals. But for the smallest, the lowest down on the income scale, the business scale, what does it really look like . Thanks for having me, steph. As you know, Small Businesses are the backbone of the american economy. And small Business Owners like andy gowett who opened up a chain of pet supply stores in southeastern massachusetts in 2017, things were already kind of operating on a shoestring budget. He had been doing really well with his shop but ever since coronavirus hit and decimated his business, its down 60 . So there was some hope initially that he would get access to those ppp loans. But he was unable to get it because the big dogs came in, the shake shack, the l. A. Lakers and gobbled up so much money that depleted 349 billion. They were struggling before to make sure they could continue to pay their employees and expand their business. Then this hit and they dont have access to this money. Its a tough time for so many folks out there as you know. I can say that even in the last week, many, many Small Businesses have been able to secure that loan. They have been able to get the eidl loan, but its not enough. Wes, tell us what its like for those who are vulnerable before and what its like now. You and i have spoke over the last couple of months but as time passes, i know its getting worse. And you shed a really important light on this. When you think about small Business Owners, they are foundational. And economic ecosystems and communities across america. When you think about the amount of people they employ. You know approximately 30 million Small Businesses, almost 8 million of them may be at risk of closing permanently over the next five months. Thats jobs. Thats hopes. Thats opportunities. Thats what people are relying on. And so when you see think about the frustration that trymaine was just talking about in terms of ppp. Its intended purpose was to support these type of businesses, support these type of entrepreneurs, these Small Businesses. And when you look at the fact that nearly 300 Public CompaniesPublic Companies got more than 1 billion in stimulus, and you think about the breakdown, even if you look at what happened with womenowned businesses, minority owned businesses which make up a significant portion of our economy. Minority owned businesses received 3 of ppp. You just see how that disconnect, that existed before, is now just continuing to be exacerbated as this crisis shows itself. But why is it . Trymaine, in this second round of ppp, the government did set aside 60 billion. The whole idea was, lets get it to the under banked, to minority owned Small Businesses. Yet our colleague ben popkin reports that a huge number of blackowned Small Businesses are still not getting any access. What am i missing . Youre not missing too much. Its par for the course. That old saying, when White America catches a cold, black america catches pneumonia. We could say, when White American businesses catch a cold, black american businesses catch pneumonia. These groups have been marginalized for so long. Tough time getting access to loans. During the best of times. And we dont expect any different now. So the burger joints and barber shops and all those foundational establishments in communities are struggling even more so. So when you look at the unemployment rate, as bad as it is now, black americans typically have double that of the general american unemployment rate. So what were some of us may be missing is the systemic and structural inequality baked into our system. Baked into our economy as well. And so when you have the andy gowetts of the world struggling, there are other folks on the other side of town struggling even more so. Even a tougher time getting back on their feet. What were seeing is par for the course, whether its the 2008 or 2020, its the same thing playing out over and over again. As you know, these Small Businesses put their blood, sweat, tears and often their life savings into their businesses. And now all of that has been up ended. Wes, the way we can address this is only deepening the income inequality divide. The three of us right now are all working from home. Thats not an option for most of the working poor. Talk to me lets say were reopening. If you are living in a small apartment, there is no child care right now and kids are going to school at home. Parents, if they are essential workers or if we reopen, have to get to work. What does this look like for the working poor . 53 of Small Business employees dont have the ability to work from home. So youre right. The idea of reopening an economy becomes incredibly complicated when youre talking about the populations we serve. And so i think as were talking about what is a reopening of an economy look like, theres a couple of things we have to remember. The first is economics is really psychological, right . Whether i purchase one brand or another brand, its a psychological decision in many ways. We have to be able to come up with platforms that reinforce the psychological separating the silence versus the economics, its a fraud argument. You cant. In many ways, its a psychology baked into how people are thinking about this. The second component, and youre right, factoring in things like child care and transportation, and the ability to operate and train in social distancing because we know that these businesses are going to come back in a different type of way. We know that there are certain employees who have who have been hit hardest. And oftentimes hit hardest before, the low wage workers who the way they go about doing their work has got to change. We cannot just simply think that reopening the doors is going to make it easier or going to really rebuild an economy because we still have not addressed the larger structural damage and structural challenges that many communities of color and many communities who have been in progress before were dealing with prior to covid19. Jared kushner says if we reopen, well be rocking in july. The president thinks the Third Quarter is going to be tremendous. And the dow had its strongest month in 33 years despite 30 Million People going on unemployment. Take me where you are. When you go out and talk to people, what do they think main street will look like . What do they think their lives will look like six months from now, one year from now . You know, stephanie, its unfortunate because any message can be sent from the tower. You can say what you want. But when you get down on the ground, and folks are struggling and trying to piece their lives back together and small Business Owners are banking on that psychology that wes mentioned. Are people going to be comfortable coming back out . Even if the economy opens back up and we get some access to these loans, the american public, are they going to be comfortable to sit down next to someone to get that sandwich which feet away. If you are a pet supply shop and trying to find innovative ways to deliver your product to the people, are you going to be able to do that . So the struggle will most certainly be real. At least in the case of andy gowett who we spoke to for this weeks episode of into america. The landlord who says he can pay half the rent. Citibank is still calling. Chase is still calling. The Utility Company is still calling. And what happens when, in this case, you had to lay off, furlough a handful of employees and let them go and the stress your employees are working under. The community is it able to come together and lift each other up . Thats doubtful now. So theres so much left to be seen, stephanie, but its tough down on main street certainly. Were asking landlords to give breaks. Theyre small Business Owners themselves in many cases. Wes, youre on governor cuomos Recovery Task force. What are you going to do . Well, i think we need to make sure that, as he has said, that were leading with data. None of this stuff can be political decisions. We know that a lot of the things that are going to come on board are going to be difficult because we have states in our local municipalities that have been so hurt and so cash strapped by this. The other thing that we do know is that there is no rebuilding an economy unless were also talking about a rebuilding of Small Businesses and lowwage workers. There is no building of an economy unless were talking about ways that we can retrain and put people on economic pathways that creates real measures of economic mobility and stability for them and their families. And part of that has to come from where the federal dollars are going to come from. States cant print money. Local municipalities cant print money. The federal government can. The federal government must take a real accountability in terms of leading this allergic respon that our states have to take on. Coming up, its decision day for high school graduates. The deadline to accept college admission. Several schools announcing they will be open in the fall, but what does open look like . And can they do it safely . What kind of impact is that going to have on schools across the country . Reporter it could be tremendous because 15 for u. S. Students, Something Like 25 drop in enrollment for foreign students. Theyre saying that could be upwards of 23 billion in terms of a loss of revenue but some other reports are pushing that number as high as 45 billion decline in revenue because of a lack of tuition, money from room and board and other fees. For those college that is were already teetering on the edge of existence, this would be the kind of thing that pushes them right over the edge. Also for historically black colleges that often operate on a very thin margin, this could be very devastating for them as well. Even those colleges that say theyre going to come back, as you point out, stephanie, this campus and others across the country are probably not going to look like normal come the fall and parents are going to have to ask the question, if there are more Online Learning as opposed to campus, should they send their students there. You Just Announced asu will reopen in the fall. You have more than 50,000 undergrad students across your campuses. How do you keep dorms, classrooms, cafeteria and your faculty safe . Thank you, stephanie, the key is, were planning to be adaptive. Were planning to adjust. Were operating under the assumption that we have to find ways for the country to move forward, for life to move forward. To do that it means new normals, new ways of engaging. Weve got a lot of experience out here with this semester right now. And were looking to do everything we can to keep everything moving forward. But for parents making that decision today, they need more specifics than just new. College is a huge undertaking and a huge expense. What will the protocol be . When one student gets sick, what happens next . So weve had students test positive this semester. Weve worked through expansion of testing, expansion of isolation and tracing and so none of us know where this thing will be by the fall. What weve said is that were planning to be able to work and operate to create a learning environment which is dynamically engaged with whatever were dealing with in terms of the biological reality of corona. For your colleges, could face up to 20 decline in fall enrollment. Is your enrollment down at this point and what could a number like that mean to a school like yours . Were already a transformed Institution Just from the last six weeks. We have on campus, engagement through technology, and then we have digital emersion through a technology called online. Right now our enrollment numbers for online are accelerating positive and we believe that our enrollment numbers will be stable Going Forward for most categories of activity. We dont know about International Students because of visa issues. Travel complexities. Were concerned about enrollment shifts and were now reacting in a way where we can engage students here or wherever they are with the totality of everything that we have. Thats our approach. Full engagement. Cant play football on a zoom call. College sports are more than just a game. Its an integral part of College Sports, college finances. What are your plans or thoughts around football this fall and all College Sports . So what were looking at with our program, were a part of the pac12 conference, university of washington, schools like that. Our plan is to look at every alternative, listen to Health Department officials and, you know, perhaps the season would be delayed, perhaps the season would be implemented in a different way, perhaps the season would be shrunk to conference games. Every scenario is being thought through with student safety being our principle objective here. What is your message to all of those families, High School Seniors making the decision today . My message is, you know, basically roll with the waves. Engage, find the college that you really love, engage with that college, connect with them and this is going to work its way through. This is going to work its way to a solution. And you may be engaged in some technology enhancement, you may be engaged on campus, just keep your life moving forward and take the help that people are offering you.
