Populations. And as i said, we heard yesterday from two men who gave us some good reason to be cautiously optimistic about where were headed. We heard from Federal Reserve chairman jay powell who said the fed will keep fighting the economic fallout from the virus, and we saw it from dr. Anthony fauci who praised, quote, clearcut evidence that the antiviral drug remdesivir cuts down the time patients are spending in the hospital. Heres what he said earlier on the today show. Its the first step in what we project will be better and better drugs coming along. So its good news, but i was very serious when i said this is not the total answer by any means. But its a very important first step. Well take some good news from dr. Fauci all day, every day. Weve got reporters spread out across the country to help tell this story. Lets start with shannon pettypiece. She covers the white house. This drug is very good news, but its a treatment. Its not a cure. Its not a vaccine. We know a vaccine is still a long way off. But heres how the president and his Senior Adviser and soninlaw Jared Kushner framed all of this yesterday. I dont want people to get used to this because this virus is going to be gone and when its gone, you want to get back to normal. I think youll see by june a lot of the country should be back to normal and the hope is that by july, the country is really rocking again. Rocking again . I absolutely understand that leadership and optimism is important, but rocking again . Where are they getting that from . And the Vice President last week was saying that by memorial day, this should largely be behind us. If you listen to the administration, by the summer months, you would think coronavirus will be a thing of the past and that well be gathering on the National Mall for july 4th, which the president said last week he an his tate anticipates people doing. They paint a much different story about how things are going to look than what were hearing from the Health Experts working on the president s own Coronavirus Task force. Theyre talking about still having masks that people have to wear. Having to stay six feet away from people throughout the summer. Having to avoid large gatherings like a large fourth of july gathering on the National Mall. But, you know, you mentioned the vaccine here, stephanie. And i think thats going to be really key because they say the Health Experts say we dont get to normal until we have a vaccine. And that that is the key goal here. And as much normalcy or putting things behind us as the administration wants to talk, about that vaccine is when things will finally look like normal. What is this new White House Initiative operation warp speed. Theyre looking to get a vaccine produced by the end of the year . You know, there obviously has been a huge push in the Administration Since the early days to get a vaccine going. There are some promising signs that there could be a vaccine in testing later this fall in the coming months. Historically, the quickest vaccine thats ever been developed took four to five years. We were told early on we were look at an 18 to 12month timeline. Which again was ambitious. Maybe even with all the resources of the government, we can do Something Like that. But the experts say a vaccine again is still far off and we dont have something we even know is safe at this point. All right. Now lets head down to texas where the stayathome orders expire today and businesses start opening tomorrow. Garrett haake is in dallas. The problem is that businesses can only operate at 25 capacity. Can they survive on that . Not for long, stephanie. Ive talked to some retailers who feel more confident being able to operate at those numbers but a lot of Restaurant Owners arent even going to try, at least not right away. The challenges of bringing their staff back, finding child care for staffers and operating with a host of new regulations designed to keep people safe is too complicated to try to manage with 25 capacity. But some more creative businesses like odd fellows cafe behind me have come up with some solutions. None of this is normally here. Theyve moved almost all of their business outside. Theyve added grocery, delivery. Theyll have Counter Service and only every other table open. Theyre trying to take advantage of the outdoor Space Available to them because the other piece of this is customer demand. Making sure people feel comfortable and feel safe coming out, come friday, and one of the reasons a lot of restauranteurs are trying to do that is take advantage of the outdoor space. The real question come friday will be, do texans feel comfortable getting back out of their homes and surrounding themselves with other people who they do not know . Only time will tell on that question, steph. Its great to see those businesses, though, getting creative. I want to go to florida where the governor is officially lifting the stayathome orders but its not the same story across the whole state. Sam brock is in miami beach. Sam, youve got north florida reopening, but south florida isnt. Explain this. There are 33,000 covid19 cases in the state of florida. 1200plus deaths. More than half of them are all in three different counties. Miamidade, broward and palm beach county. Now having said that, governor desantsis yesterday said this area is Getting Better and Business Owners are surprised about the fact theyre not part any of blueprint right now. Look behind me. This pool, the palm trees, the ocean. Im at one hotel in south beach. This is a huge driver. This particular area right here for the economy. And the idea that they would not be included moving forward at least at this point has been really surprising. They have taken extraordinary steps for the safety of their employees and guests once they reopen. I talked to the president of sh resorts and hotels. Thats the property manager for this particular hotel, about what its like to furlough 1900 people across a dozen properties. That has been the most difficult part of this journey is having, as someone who has done nothing wrong, who is an incredible employee, who gives service from the heart, takes care of his guests and fellow team members and for us to ask them, hey, you have to take some time off until further notice. And thats very difficult. Now one of the things they are doing here at this hotel once they do reopen is put a seal on each of the rooms after industrial strength cleaning to let guests know there has not been anyone in that room for two to three days after the last guest after it has been cleaned thoroughly. Theyre targeting june as a likely reopen date. Reopening matters. People want to get back to business. Thats why were seeing restrictions across the country being lifted. But heres the thing. It is not clear if the threat from coronavirus is any less today than it was a month ago. So as americans are getting back to work, i want us right now in this moment to get back to basics. How do we protect ourselves . Joining us to help us do that, dr. Stavros, a general surgeon and top doctor with the Heritage Surgical Group in my home state of new jersey. First things first. What do people need to know when they go out . The basic rules to stay safe. Thanks for having me on. The most some of the most important stuff is the basics. Wearing masks. Very important. Both protecting everybody from you and protecting you from everybody else. Making sure you can keep your distancing rules and not just distance, but also keeping your exposures down. Try to be less than two minutes in the same room or same place at any time. Using drivethroughs as possible. Getting your hair covered if possible and we dont recommend using gloves. Everybody is wearing gloves. The problem is the outside of those gloves get contaminated with virus and they feel they are invincible in those gloves. I see kids with their hands covered in finger paints ready to just contaminate everything and contaminate themselves. So its better to just keep your hands bare, cover them with Hand Sanitizer any time you touch anything. Thats a safer bet. What poses the most risk for us when we go out . You know, honestly, i think its other people. Large crowds. People need to be smart and kind of anticipate where youre going to be if there is going to be a large group. If theres going to be a large amount of people there. Other things in terms of even like walking into a restaurant or public place. People dont realize some of the most contaminated surfaces are the floors. You have to think of surfaces that other people will touch that, even if you sit in a restaurant, whoever set that glass there, whoever set that silverware there. Do you have to worry if their hands were clean or if maybe they were even infected. Using a straw. Bringing your own silver ware. May be a social norm in the future when you go to a restaurant. Would you use a public rest room . No. No, unfortunately, we do know about the virus, that its spread by oral fecal route and one of the things that is being looked into is whether or not that toilet plume that everybody noticed every time you flush a toilet you get this plume of 8 to 12 feet of they studied e. Coli. If its passed by the oral fecal route could people flushing the toilet with virus in their stool be creating a cloud. Weve had discussions and it sounds almost comical, but there is Science Behind it. So i would not go into one personally. And i am curious, and i know that some people across the country are looking into it, but im curious whether or not that could be a place of transmission, where theres just a cloud of covid in the rest room. You are treating patients. You study this virus every day. What have you learned about covid19 that you didnt know two months ago . You know, when this first hit us, we had no idea about the basics of how it infects. And its been a slow burn of constant landmark discoveries about this virus. And one of the things that weve been groundbreaking is this is not necessarily a primary pneumonia or infection of your lung. Its showing downstream effects on the body through the effects on the blood. Its an infection of the blood. A lot of people are making analogies of treating sick people. Its like treating somebody who has been poisoned or somebody who has got Carbon Dioxide poisoning. Your blood has immune, clotting and oxygen delivery and Carbon Dioxide delivery. And it appears that this virus really hits you on all three fronts and causes a lot of death and sickness through that mechanism. When this first started, it was all lung. And everybody goes on a ventilator. Then they said were putting people on a ventilator. Its increasing the death rate. So they brought it back. So were not ventilating everybody in the hospitals. Its important to know. Then do you share dr. Faucis optimism about the drug remdesivir . Yeah, a lot of people need to understand that most diseases arent treated with a Silver Bullet. And doctors like that idea, even the general public does. Thats why i became a surgeon. Surgeons generally like to have that Silver Bullet of surgery likes you better. Viruses and illnesses, think of any infection. Its a multiphased approach. The study with remdesivir actually only brought the mortality rate from 11. 8 down into the 8s. So now one bullet. One more bullet in the multichamber gun of weapons against the virus. If you can get another two or three of those, a 3 decrease in mortality rate and going from 11 to 8 and its going to be phased from could get another one that gets us to 6 or 5 . And its that phased approach that helps reduce the mortality rate and get you an effective treatment regimen. Its a first step. Its exciting to see something thats science to say this is the actual treatment. And its effective. I think thats one of the reasons to share that excitement. Hopefully well have a few more of these and were on top of this virus. I hope so, too. Doctor thank you so much for making us smarter this morning. But the big question how do people get back to work when they are getting more Financial Security on unemployment and no one to care for their kids at home. And how the closing of just one restaurant can impact hundreds of jobs. First, we told you there have been over 61,000 deaths in this country from coronavirus. We have to remember, these arent just numbers. These are humans. These are parents, siblings, children, friends we havent even yet yet. Lets share a few of their stories. This right here, this is israel tolenteno jr. He fulfilled his lifelong dream to work as a firefighter after serving in the marine corps. He had a notoriously generous heart and his wife says it fulfilled him to hrptelp others. He was just 33. This is cody leister, a student athlete at colorado mesa university. He was working toward a degree in criminal justice in hopes of following in his fathers footsteps and becoming a police officer. He lost his life to corona, and he was just 21 years old. Reporter there are tens of thousands of coronavirus shuttered restaurants in new york city. And this is one of them. If youve ever been in a closed restaurant, theres a certain smell. Reporter the smile is a popular downstairs cafe in lower manhattan. Matt colleagueman is coowner. The sunday of the 8th, i think, we had probably the best sunday weve ever had in the history of the restaurant. Monday, down 10 to 15 . Tuesday, down 10 to 15 . Wednesday, 25 . And at this point we were like, something is happening. We closed sunday night. So we went from maybe our best sunday night weve ever had to, without question, the worst sunday night weve ever had. In seven days . Yeah. Reporter when the smile closed, it joined in a wave of local disasters that are also part of a cascading national crisis. Just as covid19 infections spread exponentially, so does covidinduced economic pain. As we found out tracing the path of the smiles losses back up through its supply chain. Normally the cafe buys from about two dozen vendors, including meat, fish, bread and more. Each with its own web of suppliers. We followed the smiles produce line. Ten miles north to hunts point in the bronx. Home to baldor fine foods and several other major produce distributors. When the smile and the rest of new yorks food scene shut down, business at baldor was certainly at risk of shutting down, too. So you lost 85 of your business . Yeah. Wow. Thats a lot. A lot, ye yeah. The information was coming in so fast and changing so rapidly, we almost didnt have time to think. Reporter baldor has saved most of those losses with a pivot to Home Delivery but not enough to avoid cutbacks. And a shift for baldor means a shift for its suppliers. Hundreds of local farms across the country, including clover farms in pennsylvania, little bear farms in texas, ranches in california and rice lake farms in grant, michigan, where we found rick sibel. His farm grows the onions, carrots and beets typically destined for the smile and dozens of other new York City Restaurants. Normally this time of year im shipping two and three trucks midweek to new york. Now only shipping one today. Reporter rick has reduced worker hours and has also postponed spending more than 250,000 on maintenance and equipment. Money that is now not going back into the local or national economy. There are some estimates that as many as 40 of new York City Restaurants wont reopen. What would that mean for you . There might be a lot less of us around doing what we do. Heaven forbid, but that could happen. Just like restaurants. As many as 40 , youre saying. I believe that could happen. Reporter back at the smile, all matt can do is wait. Are you bracing yourself for this business going under . Ive accepted that if we dont get the support from the government or our Insurance Companies refuse to actually pay the Business Interruption insurance that they should, if we dont get either of that, its possible we may never reopen. Its worth lingering for a moment on what we found there. One single restaurant in new york city has ties to at least a half a dozen economies and half a dozen different states. We often talk about how divided we are politically in this country right now. But were more economically connected than we ever were. So for instance, brian kemp can reopen georgia, but his economy wont be 100 until new yorks economy is open as well. Katy, thank you. We need to focus more on this because the fight to keep one major Food Supply Chain interrupted is absolutely under way. President trump invoking the defense production act this week to keep Meat Processing plants across the country open. All of this despite the fact that a number of these very plants have been major virus hot spots. Like in iowa where tyson and other Major Companies employ thousands of people across the state. So lets bring in art collin, a pulitzer prizewinning author of storm lake. Its always good to see you. Im happy you are safe and healthy. But take me to your state, iowa. How do people there feel about this executive order, about plants being reopened or staying opened . I think people are very look, i just touched my face. I think people in iowa are very nervous about this order mandating that all Food Processing facilities must stay open. And in waterloo, iowa, where the tyson pork plant has been shut down, theres hundreds and hundreds of cases, over 1,000 cases in blackhawk county, home to waterloo, and the mayor and sheriff there are very nervous about that plant being reopened until we somehow get some handle on who is ill and who isnt. And here is storm lake, were home to a tyson pork and turkey plant. And with over 2,000 workers, mainly immigrant, who are were afraid before the coronavirus. And now theyre terrified. They were afraid of being picked up in a sweep. They had been terrorized by our president and congressmen. Whether theyre legal or not, they were living in fear. And now theyre even more scared. Theyre afraid to call in sick or file for unemployment. Theyre afraid of everything. And, however, theres no testing at this plant in storm lake so we dont really know how many cases there are in our area. And it could be 200, 300, but only 5 have been reported as of today. And only one we know of came out of the storm lake place and meat packing complex. Well, your governor tim reynolds has said if people dont go back to work, thats going to be considered a voluntary quit. And they wont be eligible for Unemployment Benefits. How do we people of iowa feel about that . Well, again, i think everybody is nervous about going back to work, especially in a restaurant. In fact, the local restaurants, although being allowed to reopen tomorrow, most of the local restaurants and churches here are saying, no, we are not reopening until we know we can keep our employees and customers or parishioners safe. And all of the main line churches have agreed not to have services, even though the governor is allowing it. So i think most people are not in tune with what the governor is up to. And theyre very nervous about these hot spot Food Processing plants which are all over the state. And i would add not all owned by tyson. Theres smithfield, jbs and then theres smaller independent regional processors. Theres dairies. This is the densest livestock area in north america, northwest iowa. And so everybody is nervous about it. Farmers have hogs backed up. They are thinking about starting to shoot hogs and just bury them or take them to the plants and just kill them and then bury them or incinerate them. And it makes everybody nauseous. Sure does. I want to read a quote that stuck out to me that really shows how complicated this is. Its from a resident of columbus junction, iowa, who got coronavirus and two of his family members work at a nearby tyson plant. And he wrote this. Im worried that the plant is back open, but on the other hand, im worried theyre closed. This town, they dont have anything else to get support from. If we lost tyson, we lose everything. These plants are the lifeblood of many iowa communities. Yeah, were scared to death about this plant closing down. Weve been scared about it since it was closed in 1980 when it was a hybrid plant and became ibp and opened up a year later. That year interim in 1980 was hell on storm lake. And a lot of people moved out of town. We werent sure who would be the last person to turn off the lights. I can remember that. And i dont want to go through that again, but on the other hand, all my neighbors are these darling children who come from latin america, and they want to come in and pet our rabbit, and we cant let them because it could kill us. And so we dont want these plants necessarily to reopen until we know that strict protocols are being in place to control the spread of the virus. And it would seem to me, if there were a federal order that said, you know wooer, we are go slow down line speed to x amount and require so many feet of distance in a plant, every plant would have to comply with it. But when you leave it all to a voluntary system, lets say smithfield or jbs can open up production and tyson is saying, wait a minute. We were trying to protect our workers but now weve got to go all out to compete. And its a very mature, razorthin margins in this industry. And so i dont know that its necessarily entirely fair to blame the meat packers who are trying to operate all out because they are in this hypercompetitive environment. And they are afraid of, you know, Production Capacity is down 40 in red meat production right now because of worker shortages. So everybody is terrified, including tyson, obviously. We learned this morning that another 3. 8 million americans applied for Unemployment Benefits last week marking a grim milestone. More than 30 million americans have filed for unemployment since midmarch. That means nearly 20 of the workforce have lost their jobs in the last six weeks. And those are just the americans who have applied for unemployment and gotten the benefits. Joining me to discuss, seth harris, the former deputy labor secretary under president obama and ben white, chief economic correspondent for politico. Ben, your reaction to those numbers. Now that businesses are opening, and more businesses are getting Small Business loans, do you see that number dropping . Yeah, the unemployment claims numbers are going to continue to drop over the next couple of weeks. Just not by very much. And as you noted, this is 20 of the workforce, 1 in 5, 30. 2 million over six weeks which is staggering, unprecedented numbers weve not seen in our history since the great depression. Even then it wasnt as fast. But i do think reopenings will allow some people to go back to work. The numbers should come down. The big dilemma here is, is it enough to send a small number of people back to work without the testing and tracing we need, without people feeling confident about going back to work and going back to restaurants and bars. You cant force people to reengage in economic activity. So i fear we do this in a haphazard way. Risk new outbreaks and it winds up being an even worse situation. We simply have not done the job on making americans comfortable about going back to work and rejoining this economy. Massive government failures on that front. We started way too late in preparing for this. So we should see the claims numbers go down a little bit. Theyre still huge. Still problematic and im not real confident in the way were reopening. Seth, 30 million isnt even the whole number. The Economic Policy institute has a new report out that says over 9 Million People not on that list have been trying to file but because the systems are antiquated, broken, crowded, they havent been able to get through. Is the real number more like 40 . I dont think we know the real number, but youre right, steph, the number is substantially higher than 30 million. There were already 7 million americans out of work when the shutdown orders kicked in in the middle of march. We also have an Unemployment Insurance system that not only has administrative challenges because its been starved for resources for many, many years, but also in a large number of states, decisions were made after the Great Recession to exclude workers who should have been getting Unemployment Benefits from access to those benefits. Some states reduce the amount of time you could get Unemployment Benefits. Some states reclassified workers so they couldnt apply and werent eligible. Some states just added a lot of Administrative Burden to make it harder. So there could be, according to the epi study, could be 9 million to 14 million American Workers who need and are should be eligible for Unemployment Benefits who are not getting those benefits, and thats why were seeing miles long lines at food banks around the country. Middle class workers thrown out of work with no support from their government are desperate for food to eat and feed their kids. Speaking of government support, seth, youre my labor guy. As States Reopen and more people go back to work, who is liable if workers get sick, if customers get sick . And where is the governments role in caring for our children . Our kids dont have schools to go to . If were in working families, how do we go back to work with our kids home . Thats exactly right. Employers are responsible under federal law for providing their employees with safe and Healthy Workplaces to the extent possible. The federal Occupational Safety and Health Administration has the responsibility for enforcing that. States have stepped up and taken over that responsibility and also are responsible for public employees. But federal osha has said theyre not going to enforce the law anywhere except in the Health Care Industry or if there is a fatality, and thats one of the reasons were seeing catastrophic results in meat packing plants, at amazon warehouses, in transit systems, in other workplaces where workers should be kept safe. We know generally how to do it. Employers need a little help to figure out how to do it in their particular circumstances, but the cop is not on the beat and so employers are taking it as a suggestion, not a legal requirement, and a lot of workers are dying as a result. All right, ben. The cop is not on the beat in another sense. Lets talk about oversight. When t. A. R. P. Happened after 2008, we know where every single dollar went. It was all public information. How come that is not the case as were looking at the trillions of dollars being given to muchneeded big and Small Businesses . Why dont we know this information . Well, we should, absolutely. Part of the reason is that the Trump Administration is very much opposed to oversight and trying to gut oversight in many areas and stop inspector generals from doing their jobs and the committee in congress that is supposed to oversee all of this has not been set up. We dont have the members or the chair. And on the ppp program, the Small Business program, that you and i are so focused on, marco rubio said yesterday that eventually well get names of businesses receiving this money. But who knows when well get it. What does eventually mean . Whats the rationale . Yeah, what is the yarational . I dont know. They should have it, will have it. But we need to know if people are abusing this program. We need to know if big businesses are using subsidiaries to get the money. If private equitybacked firms are getting the money. Sooner rather than later we need the name of all the businesses get this money to have the confidence its being used in the right way for the right businesses. Gentlemen, thank you. An important infection statistic is that things are ticking up there, even as the country continues to loosen their lockdown restrictions and that germany is on high alert for a second wave. Despite this countrys relative success in controlling the spread of the virus, there is still warnings daily from the chancellor, from Health Authorities here not to get complacent. That germany is not out of the woods yet because, of course, in the back of everyones minds here, is avoiding that second wave of infections. The country, in fact, got a bit of a shock this week. An important statistic seemed to shoot that up. Were talking about the reproduction number. Now this is simply a measure of how many other people one sick person can infect. That number went back up to one after being below one for most of the month. Now anything above one is dangerous. That means that the virus is beginning to spread rapidly again. In fact, the chancellor has said if the reproduction number hits one or goes above it and stays there, shed likely have to reimpose some of these restrictions nationwide. Now this got Health Authorities worried. It made it all the way to Governor Andrew Cuomo in new york. He mentioned this up tick as a way of saying new york state is going to take things slowly as well because germany might be seeing another surge. Good news here, though, that number has since gone back down to below one. It seems to be staying there. But the chancellor still not taking any chances. She is meeting today with state leaders and they will be considering if they will ease yet more measures here in the country. Carl, thank you. What could that mean for us here . Well, i think one of the lessons weve seen from all over, not just germany, but singapore, hokkaido in japan, many places is that we can indeed bend the curve with social distancing, with limiting economic activity, but the moment we ease those restrictions, the risk is that it bends right back. And so thats why it becomes so important to revive the economy very, very carefully. Weve also got to revive it in a way that were wearicaring our most vulnerable. The deaf stivastating impacts o coronavirus will be long term when it comes to economics. Policymakers need to make sure as the country reopens the economy doesnt make inequality even worse than it already is. From what you are seeing, what do you think is going to happen . How are things right now . Historically, when we have crises like this, they led to policies that reduced inequality. This time, so far, we are seeing that just as the 0809 crisis exacerbated inequality, that that seems likely to happen this time as well. And thats certainly true in this country. You see mortality rates that are differential, partly based on race and Socio Economic status. But maybe even more importantly, internationally. And, you know, i theres been a lot of discussion about the direct effects of covid19 on poor countries. Those may be exaggerated in some quarters. But what i dont think enough people have thought about is the risk of hunger and famine in poorer countries. Lets stay on that because you say in your most recent piece the next pandemic will be starvation, illiteracy and poverty. Elaborate on that. Well, so, for example, in bangladesh, there was a study showing that the average household had lost 75 of its income. Rickshaw drivers lost 78 of their income. When people are already hanging by a thread and they dont have enough food, then they cant feed their kids. And this is in the context of a world in which already 5 million kids die each year before the age of 5. So the World Food Program warns that three dozen countries around the world face the risk of a famine. One new study that is just out suggests that simply a sixmonth disruption in things like polio campaigns, vitamin a distribution, can lead to another 1. 1 million child deaths. And also more than 50,000 additional women dying in childbirth. Theres real gender element to this as well because when familieschildbirth. When families dont have enough food to go around they are more likely to feed their son but not their daughter. Women dont, getting pregnant is already the most dangerous thing a woman can do in the developing world and its more likely now that that will happen in the house rather than in a clinic.
