That social distancing and mitigation efforts are working. He says new data indicates that earlier predictions of more than 100,000 deaths may be far too high. I believe we are going to see a downturn in that, and it looks more like the 60,000 than the 100,000 to 200,000, but having said that, we better be careful that we dont say, okay, were doing so well, we can pull back. We still have to put our foot on the accelerator when it comes to the mitigation and the physical separation. But that is just part of the story. While millions of americans are rightly focused on their health, millions more are worried about their economic future. This morning, another Staggering Number of weekly jobless claims, 6. 6 million new claims were reported, adding to the 10 million claims reported over the last two weeks. Thats roughly 1 in 10 American Workers out of a job completely. Worldwide, the United Nations predicts 195 Million People could lose their jobs. That is about 6 of the global workforce. A new study by oxfam indicates half a billion people could end up in poverty because of this virus. More on that in just a minute. First, i want to head to new york. My colleague Gabe Gutierrez is outside elmhurst hospital in queens. Gabe, help us understand the situation in elmhurst over the last week weve seen people in line for hours, but we know they set up the ship. They have the Javits Center and we know lots of doctors have come from other states to offer support. Hi there, stephanie. Good morning. Get to the line or lack of it in a moment. However, i want to point out something. You mentioned that new york state now has more than 150,000 cases. To put that in perspective, new york state now has more confirmed coronavirus cases than any country in the world. But now to that line or lack thereof. This is elmhurst hospital. One of the hospitals hit hardest by this crisis. If you look over there, what do you see . Nobody in line. These were the tents set up for testing. About a week and a half to two weeks ago, this entire area, the line was wrapping around as the street sweeper comes by. Its a little difficult to hear. This entire area had dozens, if not more than 100 people at one point lined up outside with these barricades. Right now, we are seeing no line virtually and this testing starts at about 6 00 every morning. That is some positive news. We keep hearing from Public Health officials that new cases, new hospitalizations are down in new york state. That is the encouraging news. But as you mentioned, the death toll continues to rise. Almost 800 people died in just a 24hour span. That was the deadliest date so far. That number was announced yesterday and now we are expecting new numbers from Governor Andrew Cuomo in the next few hours. Its something we wait for every day to see not just how much the death toll is rising, but how much new hospitalizations may be leveling off. We should point out, stephanie, that the Gates Foundation, the projection funded by the Gates Foundation does predict it could be that we might see the peak of deaths here in new york today. Potentially. But were just waiting to see that. Public Health Officials say now is not the time to stop social distancing, but there are some positive signs. As hospitals like this continue to battle this pandemic. Stephanie . Positive signs, gabe. Well take them where we can get them. Lets head to new orleans which is getting hit hard by this pandemic. Morgan chesky outside the Convention Center, now a field hospital. Morgan, how is the city holding up . Steph, its tough. Everyone can feel this, not just here in new orleans but all across the state of louisiana. People here telling me they are positive from hearing the words of Governor John Bel Edwards yesterday who says theres a glimmer of hope that curve may be flattening but at this point its still too early to tell. Thats why were seeing statewide mitigation efforts against covid19 only continue to ramp up. Were standing here in front of this Convention Center turned field hospital. 1 thou 1,000 beds on the inside. 37 of those are taken. Keep in mind, despite the positive signs were seeing, they are not going to really know until theyve peaked, until they get enough decrease days in there to have a full data set to look at. Thats why theyre keeping this absolutely open. They have a chance to open it to even 2,000 more beds, specifically for people that have been released from hospitals and are expected to survive. They can recover here and selfisolate and people who have been test forward covid19 can also wait here in apartment suites and hear their results. These buses behind me doing two things. Theyre bringing ferrying workers, First Responders to and from this Convention Center to make sure they have fresh eyes seeing these patients. Last night the cruise ship, the carnival valor arrived just on the other side of this building and released 300 crew which all tested negative so they could finally fly home. The bus taking them from here to the airport. A lot of those crew members from the philippines. And, steph, i can tell you right now there is a glimmer of hope here. Governor John Bel Edwards says with easter coming, there are no exceptions to be made for people gathering in groups. Selfisolate, social distance and hopefully these folks can come out okay. Steph . Morgan, thank you. Lets head to chicago where Shaquille Brewster is outside mt. Sinai hospital. I know youve been looking into reports there showing a high rate of infection among the africanamerican community. What can you tell us . Well, yes, this is a continuation of a very troubling trend. The state of illinois yesterday saw its largest single day increase in both coronavirus cases and deaths. 82 new fatalities. 1500 new cases. An increase in the previous days. Of course, we know the epicenter of that has been here in chicago. In chicagos cook county. We also know that disproportionate impact is had on the africanamerican community. Here in chicago, africanamericans make up about 30 of the population, but have accounted for about 70 of the deaths here in chicago. What youre seeing from hospitals like mt. Sinai, not only are they focused on testing and treatment of patients but theyre partnering and surging and increasing on the information. Helping to teach people how to stop the spread and control this virus. The illinois governor yesterday said that there is a glimmer of hope that they are seeing even in this state. They are seeing not only, despite the increase in numbers, theyre seeing a slower rate of infection. That infection rate coming down. Theyre hoping these efforts are contributing to those numbers and that pattern. All right. Shaq, i want to talk for a moment about Cook County Jail. A number of cases there. That number is going up. What more can you tell us there . Thats right, steph. You know, its not only an issue with inmates but also an issue youre seeing with staff in these jails. About 350 people we know connected with the Cook County Jail are infected with the coronavirus. We know this is not only an issue youre seeing in chicago but about across the country, about 1300 people connect eed wh prisons and jails are infected with coronavirus. It shows you when you go to locations where its harder to practice social distancing what can happen here. Another thing specific to chicago, something that you are seeing, not only are they dealing with the increase in controversy cases but theyre also seeing an increase in the violence that youre seeing in this city. Something that the mayor and governor were pleading with people yesterday was stop the violence here. Youre seeing people its a strain on the resources. Officers are not only having to deal with handling the cases and controlling the spread and handling the stayathome orders but also dealing with the increase in shootings and increase in the temperature and warmer weather coming about. Definitely something that people are watching here in chicago. Stephanie . All right, shaq, thank you. I want to turn back to the economy and the huge number of weekly jobless claims. We just got this morning, 6. 6 million. Thats over 15 million in the last few weeks. I want to bring in ben white and chris liu, deputy labor secretary during the obama administration, now a senior fellow at the university of virginia. Lets get your reaction to these jobless claims. Weve heard the economy is just going to snap back. When youve got now in the last few weeks over 15 Million People on unemployment, what does the future look like to you economically . Stephanie, these numbers are staggering. Weve never seen anything of this magnitude. And theres good reason to believe these numbers are going to continue at this pace for the foreseeable future since a lot of the large states like georgia and florida and texas have only recently implemented stayathome orders. But i think what it raises broader questions about whether were really going to get this vshaped recovery that some people are predicting. And i think a lot of it is going to depend on how much longer the economy stays closed, whether were able to get the Small Business loan program functional to pull some of these people off the unemployment rolls and hopefully keep them on company payrolls. They fear is for far too many people in this country, even before this crisis, they were really living at the economic edge and now having gone basically a month without a paycheck, and potentially another month or so without it, theres going stto be a lot of hurt in this country and a lot of people are not going to come back from this quickly. Well, theres a lot of talk, ben, about when we are going to open back up this economy . But bill gates said earlier this morning, unless you have south koreastyle unified mass testing, you cant think about this country being open. Last week, you wrote out a scenario of bad and worse Case Scenario economically. Given what weve seen in the last week, where do you stand on that now . Well, were looking at bad to worst case right now. Were now at 17 million or so job losses over the last three weeks. Thats more than all of the job losses over two years in the last great recession. So the sudden stop and shock of this virus to this economy is something weve never seen before. Staggering losses. And we hope for a lower number today. We didnt get one. So were in that bad to worse Case Scenario. As chris was saying, theres the possibility for a lot of rehiring. It wont happen immediately. But what the fed announced today, and we can talk about that, a huge infusion of cash from the fed, plus getting the Small Business program working and working fast, getting cash into peoples pockets, the federal government needs to step up the speed on this. When were able to open up, which i dont think happens until at least the end of may, all of these rosy statistics on bending the curve depend on us being shut down through may. If were able to do that, open up in may and all of these government efforts are modestly successful, then you can see some fairly rapid rehiring and not get the worst Case Scenario. Right now its an absolute disaster in the labor market. What are your concerns about getting these government efforts to work . In just a few hours, Mitch Mcconnell is going to try to advance that Small Business loan program to add another 250 billion. But one of the main issues is getting the money to the right people. Do we need to change the measures in which were doing that . When you think about this ppp loan, youve got Small Businesses around the country that dont have existing relationships with banks so they cannot get access to the money and theyre the ones who need it most. And thats exactly right. Its one of the reason yes democrats have called for a greater percentage of the noun money to go to Community Banks to help these mom and pop businesses that may not have existing relationships with large banks. The Small Business administration on an annualized basis typically does about 30 billion of loans. And now theyre being asked to do about ten times that amount in a much shorter period of time. It also speaks to the other parts of the system. The Unemployment Insurance system is run by 50 states. There were news reports out of miami about how the website in florida is just broken down. So people have to line up physically at Unemployment Insurance offices to get paper applications and we still havent gotten the stimulus checks out in the mail yet either. Government really needs to kind of pick up the pace right now to put some more money into this economy right now. What kind of concerns do you have about the lack of oversight . If the people who are on the bottom havent been able to get the money that is owed to them or that theyre eligible for, but we know now at the top the president has removed the Inspector General. More action is being taken behind the scenes. How concerned are you that we dont know whats going on while people are dying physically and economically were crumbling from the bottom up . Yeah, its really disturbing the extent to which the administration, President Trump in particular, has removed this Inspector General and not allowed the oversight thats necessary when talking about this massive amount of Government Funds being used to support large corporations, midsized corporations, Small Businesses. We need fundamental, thorough oversight so we can tell that theres no abuse of these programs and that the money is going where it needs to go. So thats problematic. We values a story on politico about the fed being able to distribute a huge amount of funds without keep anything public records, something that hasnt happened. We need more transparency there with what the fed is doing, but i do think the announcement this morning that they would add 2. 3 trillion in lending to this economy directed mainly at midsized businesses but also they said theyd buy up municipal debt, something they havent done before, they rolled out a giant bazooka on the lawn of the Federal Reserve to pump cash into this economy, partly because theyre afraid that Congress Wont do it. We know well get a fight later today on whether congress can agree on adding money to the Small Business loan program. Democrats want additional funds to go to hospitals and cities and states. Who knows when that money gets added. It needs to get added right away. But the fed this morning before the joblesses claim number came out said were not waiting on congress. Heres 2. 3 trillion more. Thats going to be of some help, i would think. Okay, chris. That 2. 3 million and these other efforts are meant to help American People and american businesses. But if there is a huge lack of transparency and a lack of oversight, we could see on the other side of this an enormous amount of social unrest. Dont we want to do more in order to make people aware of all thats going on . When people are in the dark, they get angry. There should be more transparency and its not just the removal of the Inspector General. Its the fact the president has appointed somebody from the White House Counsels Office to help oversee this process which raises questions about that persons independence. Hes also suggested that he wont comply with some of the oversight requirements that congress wrote into this law. So i would strongly suggest this Congress Continues thinking about relief bill four and five that they try to tighten some of these things up. You have a president who is intent on trying to run around this system, spending money, who knows where, as the amount of money thats going out the door continues to rise. Who knows where, and were going to work on finding out. Chris, ben, thank you. Still ahead we just talked about the economic need to reopen the country. But heres the question. What will it take medically . Im talking public safety, to get us to return to work. Were going to take that question to the former director of the cdc and a Public Health expert, dr. Tom friedman. First, more states seeing a surge of coronavirus cases. The guidelines on ventilators in massachusetts that some believe will, in fact, help frontline workers. I thought i had my moderate to Severe Ulcerative Colitis under control. Turns out, it was controlling me. Seemed like my symptoms were taking over our time together. As it stands, there are more than 16,700 cases and 433 deaths. 3600 of those cases are in the city of boston where a new curfew has been put in place in an effort to contain the surge. Joining me to discuss the steps he has taken thus far, the mayor of boston, marty walsh. Mayor, thank you for joining me. I know what a stressed time this is. How is your city doing . You know, were working hard. People generally are paying are working with us and using practicing social distancing and doing whatever they can to make sure they keep themselves and their family save. Right now were at city hall, were working hard because were concerned about the surge. Obviously medical capacity, hospital capacity, making sure the situation that doesnt get to the point where were overcrowded. We have built a hospital at the boston Convention Center. We have 500 beds available for covid positive patients and 500 beds for covid positive homeless patients as well. So were working forward and kind of making sure that were seeing a bit of a surge in the city. The last four days. Weve seen the numbers about 40 of all positive cases have happened in the last four days. So were anticipating that to continue on for a little bit here. Since youve got a stay at home order in place, why did you need to add a 9 00 p. M. Curfew . You know, we were looking at, how do we try to continue to reduce the numbers of people out on our streets, and we decided, i know paris came out with a curfew the other day for earlier in the day and we figured some of the concerns were hearing is people still gathering at night and going over to each others houses and to express the importance of this. Other than a complete lockdown. If we had a complete lockdown, that would have to come from probably washington or at least from states who have to talk about it with each governor. We figured in boston we want to continue to fight this back and well take extreme measures to make sure we keep people safe and alive. The more we can keep people safe and not testing positive for coronavirus, the more ability for our Health Care Professionals to deal with sick people that are going to the hospital. Are you setting up any official case and Contact Tracing at this point . That seems to be the only real way cities and states will be able to open back up. Yeah, were doing it to our Public Health commission as much as possible. I was talking to a reporter yesterday that was doing a Chronological Order of where we are in boston and our first case was around february 1st. Our second case was around march 4th. And then march 6th we had five or six cases. At that point it was still all connected to the biogen conference here in boston. And about two weeks later, Community Spread started. And its really difficult to make sure we track all of the cases, but our Public Health nurses are working here in the city of boston and at the state, they created a system to try and track some of these cases. So its still important to track these cases because as we get to everybody is talking about the curve and the surge. When we get to the curve and the surge, the surge and the curve, i should say, that doesnt mean that we go back to life as normal in may or june. That means we still have to track these cases and be on top of seeing we see where these case comes from. I hear people talking about going back to life as normal. I hope we go there and we will eventually, but its very important to make sure we continue to stay on top of tracking these cases even after the surge. Because what we want to do is limit the ability. I think people understand the seriousness of it now. People understand the idea behind social distancing, physical distancing, even though theres sometimes lapse in judgment, if you will, for people getting together because its human nature to socialize. We have to continue to trace these cases. Thats ultimately whats going to stop the coronavirus in its tracks quite honestly. Mayor, thank you so much for joining me today. I appreciate it, and im sending well wishes to everyone in your city. I want to turn to someone who is on the front lines in this fight in boston, massachusetts. Dr. Naheed budelia. Doctor, first, how are you . Sorry, steph, you cut out there in audio. Im well. Im actually currently not on Clinical Service. I came off a couple of weeks ago and im headed back into Clinical Service in a little bit. What mayor walsh said is very much on my mind because my coworkers and all of us are bracing for the surge. 40 of the new cases occurred in the last week and we currently have about almost 1600 patients hospitalized in mass mat with covid19. This deep curve ahead and what the hospitals around massachusetts have started to do is really Start Talking about the difficult questions of, how do we if we get to a point we dont have enough beds, enough resources, how do we strategize to still provide the best care possible to every single individual and to the Greater Community . Lets talk about that then because this week, massachusetts Health Officials issued guidelines to help hospitals make decisions about how to ration ventilators. As someone who could be put in that position, what do you think about that. I should say, i have been in that position about five years ago. I was on the front lines of the ebola epidemic in west africa and had to make decisions at the bedside about how to distribute scarce resources. In that case, the scarce resources were me, the Health Care Worker. How do i make sure that people survive this and make those decisions in realtime in terms of who gets that care. Those are heartbreaking, immense decisions that no Health Care Worker should have to make. What youre seeing and the level of both the state and the hospitals is this ongoing conversation thats actually been going on for a couple of months. As were approaching this surge, were discussing something called crisis standards of care. The idea if there are limited resources how can we ethically approach that. The hospitals themselves, including my own, has had contingency plans. These include expanding the hospital beds and areas into hospitals that arent traditionally icu beds. Using staffing, innovative staffing to make sure that we have enough people in every space that we need using innovation such as how do we split ventilators . The state has now actually just taken that to the next level to say, hey, facilities are trying to take this burden off of individual providers but let us actually now all Work Together and take the burden off the individual facility. Massachusetts is working with hospitals to ensure that none of us reach that point where we have to implement crisis standard of care. When hospitals are getting close to that, the state is sort of looking at resources and shifting them around. As you heard mayor walsh say, the creation of new spaces for patient care such as the Convention Center, takes some of the steam off of the pressure thats on the hospitals as well. So all of those things, those are questions none of us want to potentially address, but this collaborative effort of doing it at a state and making suring no hospital gets to that point. And then if they do, what is the have an open conversation about what the ethics of those are. Its really important. Im really glad the state is doing that. Doctor, this isnt west africa. This is the United States of america. And right now many people who have symptoms are being told dont go to the hospital unless youre having trouble breathing. Dont take a test. Well presume that youre positive. We want to save the tests. What do you think of that . Do you think it could compromise Peoples Health that by the time they go seek medical attention in the hospital, its too late . So this is a really fine balance, right . Youre exactly right. I didnt expect five years later that id come home and home would have to face some of the same issues that we faced in really low resource settings. And the balance here is keeping people at home while theyre safe enough to take care of themselves at home but then to bring them in with enough of a leeway so if they are turning the corner to potentially be sicker that we bring them in. So one strategy that a lot of hospitals and Health Care Workers are using is telemedicine. If you are someone in the highrisk setting, you know, what weve done is weve delivered the test results but we also keep an eye on that person to make sure that theyre doing well and to provide them with the resource to reach out. But its a difficult balance because what you also dont want to do is to bring in a lot of pretty before the hospitals get filled up with them rather than people who are actually requiring the hospital level of care. So its not easy. Its not an easy answer. Its not an easy solution. It is a collaborative effort between hospitals and Health Care Workers and patients. Nothing you do is, but i want to thank you so much for all of your work. I really appreciate it. Thanks for joining me today. Tell us about her. She was my butterfly. Lelani wanted to help anyone that she came in contact with so she said to me, mom, no one is showing up to work. Were short staffed. Mom, i have to take my own Hand Sanitizer because theres none available. Theres no gloves available, mom. Helping seniors put their grocery in their cars. Helping senior goes to the rest room. Helping them to get the items that they are needing to get. She didnt discriminate on age. She didnt discriminate that she didnt have the thought of, i dont think the education that they should have been given with regards to the coronavirus and the distancing. How can you say youre not going to help anybody that can barely walk to put their groceries in a grocery cart or to get in an uber ride thats probably also contaminated with the covid virus. But to also to help someone go to the bathroom and to clean up after them in the bathroom and youre already in a vulnerable class . Lelani works at giants Grocery Store for six years. Six years. She worked there for six years. And no and no one knew just how much of an impact she made but the customers. Leadership is not going out of their way to protect the vulnerable class like the Senior Citizens that shop there for their vegetables or their provisions. And people that are disabled that work there. Yesterday they finally gave me lelanis certificate of working there for six years. They finally gave it to me yesterday. Just yesterday. Shes she would have loved to receive this herself. Lelanis paycheck. I got her paycheck yesterday. Her paycheck yesterday for 20. 20. 64. My babys gone because of 20. 64. You know what using the proper ppe could have done for my baby . 20 is all she got. She worked so hard. Customers have been finding me and calling me and telling me thank you. You dont know what your baby did for us every day. You dont know the fact that she said to them, do you need any help. Let me help you. Nobody, nobody helped my baby. Nobody is helping the workers. Nobody is helping the workers to do their jobs, to help them, but theyre making the money. 20. One paycheck. One week. 20. 20. 64. And shes gone. They used a drug in the hospital called hydroxychloroquine, continuous drip. Did not work. She was too far gone. Too far gone. Tell me, when did she when did she start feeling ill . I got into her cell phone which she left unlocked and left me a message. She told me how much she loved me and told me that shed never go back to giant. She evidently started feeling sick between, i would say, between 16, 17, 18, 19. So the incubation period, it had already got her when she went to the doctor. She collapsed. She went to walter reed. She collapsed in the parking lot. They picked her up and put her in isolation. Within less than 24 hours, she was immediately diagnosed as one of the worst case of corona 19 virus. Who is protecting the workers . Why cant the companies and corporations provide the basic ppe, close the bathrooms down. You cant even go to the pharmacies. I dont care if she worked at the dollar store. I dont care if she worked taking the trash out. Even the sanitation, the mail people, who is protecting them . Thats my baby. And i cant get her back. If people paying 20 to lose a life, to lose a life, 20 so you tell me what a great job she did. You tell me what a great job she did, giant. And then you give me a pin. They gave me a pin. Her fiveyear pin that they should have given to her last year. Who is protecting them . Who is protecting the Senior Citizens that go in there every morning. Who is giving the workers the gloves they need to put the food on the counter . Who is protecting them . Who is protecting their families . Who is protecting their families . Who is protecting the lower workers that make way less than the managers in the corporation. I just pray to god that this problem is fixed because if not, we have really got our hands full in this world. Were on the road of destruction. Destruction. Weve got to fix this, and im depending on your company to please put the word out. Im a mother, and i have a hole in my heart for the rest of my life. My baby is gone. Mrs. Sheppard, im so sorry. If you had a special baby, a grandmother, no one wants to lose their loved one. But for 20. 64, they could have bought a box of gloves to give to them. She did this from her heart, not for the money. Well, now her family needs financial help to recover. We need to recover. We need to recover. My baby left me to heal and for the rest of my body, i will always have that. Thats my butterfly. That is my butterfly. You all got to help. Theres nor butterflies in this world. Old ones and young ones. Her dog, she has a service dog named angel. Angel is running in circles. Shes so depressed. Shes looking for her mommy. Shes looking for leilani. Why my baby . You dont have the drug to treat this. We need help. We need resources to help the families. Mrs. Sheppard, we hear you. Former director of the cdc and former Health Commissioner of new york city, dr. Tom frieden joins me now. Dr. Frieden, i am so tangled up. Right now were hearing more and more people talk about reopening the economy and how social distancing is working. And at the same time, i just spoke to a woman who lost her daughter who was a Grocery Store worker. And weve got people doing essential jobs who arent Wearing Masks and gloves. We dont have a national shutdown. Can you help us understand what we are really facing here . This is a terrible tragedy. It is the most severe pandemic in 100 years. Where i live in new york city, the streets are empty, but we hear ambulances day and night, and there are hundreds and hundreds of people dying in my city every single day. Each one of those individuals is a life, a tragedy, someones brother or sister or mother or father. Its a terrible time. Thats why sheltering in place is so important, but its only the first thing we need to do. Exactly as the surgeon general, dr. Adams outlined, we need to get ready for the next phase because if we wait until the virus goes down and come back out again, its going to explode again. We have to have systems in place to protect ourselves. We have to have systems in place to find the virus, and that means four things. I think of it as a box. We need to put coronavirus in a box. We need to box it up, and the first part of that is massive testing. Were still nowhere near test capacity. In new york city we need 10 or 50 times more tests than were doing now. The cdc test has been working fine for nearly two months but it is only for Public Health labs. Its the commercial labs and the hospital labs, the government, the federal government needs to make that happen, whether its defense production act or whatever, it needs to happen in days, not weeks or months. The second step is to isolate people in hospital safety, so Health Care Workers dont get infected, congregate homes. And contacts, isolating those, thats quarantine of the contacts. We do those four things, we can put covid in the box and shrink that box so we can come out again gradually more safely, shielding those who are most vulnerable, those with serious Underlying Health conditions and the elderly. How can we do that when the country isnt addressing this on a National Level yet . Youve still got governors in some states that are sort of passing this off. Unfortunately what new york city shows is that speed is of the essence. Time is lives. If new york state had waited two more days for the shelter in place order, the terrible tragedy were seeing now would have been double. Thats how fast this moves. In the u. S. As a whole, cases are doubling, deaths are doubling about every three days and its different in different places. Thats the strength of the u. S. Different communities have strengths, communities can enlist those strengths in stopping covid but every place needs to take this very seriously. Its not possible to overreact to this, but it is possible to react in ways that are not effective. What we need to do is make sure that we used the Public Health principles to guide us through this Public Health emergency. Then tell us what that would look like, because right now, when people say when are we going to open back up, this isnt a snow day. The president or our governor or a mayor doesnt say okay, we can head back to work and all go back to our daily lives. A city like new york, what would it take . How many people would we need to bring in to suddenly be taking temperatures, be modifying our subway system, potentially be taking seats, tables, chairs out of restaurants entirely . What does it look like . What were going to have to do is to loosen the tap gradually not open the flood gates, and that means that people with Underlying Health conditions and the elderly are going to have to shelter in place for longer. Were going to have to gradually open. When we do that, we have to be able to test massively. Every person with pneumonia, every person who got cough or fever. Singapore is testing so widely that their Positivity Rate is 1 or less. In the u. S. , its 20 . That means were testing maybe 1 20th of the number of people we need to test nationally and maybe 1 50th here in new york city. Contact tracing is the bread and butter of Public Health. You go out to someone who is sick and you talk with them, gain their trust, and you say with you i want to help you to warn, i want to help warn those who may have been exposed when you were ill. Then you go to each of those people and say you may have been exposed. You need to quarantine yourself for 14 days. And what some of the more forwardthinking communities are doing around the u. S. And around the world is saying some people cant be safely kept at their home. I would encourage that to be voluntary, not moandatory, whic some countries have done. If you live with your 90yearold grandmother in a small apartment you might make her sick and she might die from it. That might mean finding you a hotel or motel room or College Dormitory and have everything you need, laundry, wifi, put covid in a box and keep it there. Okay, you are saying that is what we need to do. Is there anywhere, where you see that actually happening . Because in new york city that you were just referencing, there are a lot of people who are still not being tested. Theyre being told you are presumed positive, so just go about your lives. Youre talking about this need for testing. Tell me where were actually seeing it in the United States. Because thus far, the only place we can point to is south korea, and weve heard no federal messaging that thats coming here. It is very clear that we are way behind in testing. The federal government needs to make this happen faster. They could have done it in february. Nancy mesaulnier, head of the respiratory center at cdc said we need to behave as if this is a pandemic, on january 26th, but that was then, this is now. Lets get it right now. We need to scale up masks, test kits, ventilators, contact tracers, support state and local health departments. We need to see the u. S. Centers for Disease Control front and center guiding this response with Public Health principles. Its a Public Health emergency, Public Health can help us get out of this, move forward.
