Reporter stephanie, really the only part of this package that wasnt at least tinkered with was the Small Business portion. Every other element had some kind of changes imposed on it. I think some of the big sticking points in the end are how to take care of airlines and airlines workers, how to make sure the money for state and local governments was going to be enough, at least to bridge them through to a phase 4 deal, which make no mistake another package will come down the pipe eventually. And how to access that 500 billion set aside for the companies. Im told theres an Advisory Board put in place. Companies will have to disclose fairly quickly if and when they receive money. The full text is not even out yet, with the bill this massive, with spending this high, republican senators in particular wanted to make sure they went over it with a finetoothed comb. There was nothing in this bill that wasnt intentional, and when they take this to the floor this afternoon, they can pass something they knew would work the way it was intended to. We now believe its the case. We expect the long text to be out and a vote shortly after the floor opens at noon. Do we know where the house bill stands . The house bill that nancy pelosi rolled out is going to step aside for a while. That was more of a messaging document to begin with. Now that theres a Senate Compromise that was actually negotiated with reps, that bill takes center stage. I think what well see is that senate bill pass, move to the house, the speaker said the senate bill doesnt go as far as the house bill went in terms of hitting the priors that democrats wanted to hit, but the house intends to review it and decide next steps. That could be anything from trying to pass the bill by unanimous consent, to bring house members back to amend it, and if house members really dont like it, to try to pass the democratic bill. I think thats the less likely. Theres enormous risk and concern about bringing house members book from all over the country, both from the travel implications and for how long it would simply take to get something done. I think the goal would be to try to pass something by unanimous consent if thats possible. She has to take the temperature of her caucus as well as republicans to make sure no one will show up and object to that nearly 2 trillion bill being passed before the independence of this week. Im pretty sure if you took the temperature of most americans, they would say yes, get it done quickly. Thank you so much, garrett. Hans nichols is at the white house. Lets look at a timeline, a few weeks ago the president was calling this a hoax. Fast forward today, hes okay with putting a 2 trillion package together to help us . Reporter hes apparently okay. We have that from his treasury secretary who late last night early this morning, said the president was pleased with this. Earlier this month when they did the 8. 3 billion package, the treasury secretary ultimately had to convince the president late at night before he signed it on the friday morning. The numbers and the movement stephanie, you know this from covering the 2008 financial crisis, the velocity with which this has moved has been stunning. Then it went to 8 trillion. It started off in the 750 billion range, quickly went up to a trillion and now is at 2 trillion. Theyre not splitting differences, theyre doubling differences. What white house officials will tell you is that the president himself, when you ask about the change in rhetoric, he will say that facts on the ground changed. They saw just how devastating this was going to be to the economy and how big the gap would be and how much stimulus they needed. Garrett just hinted at this, the idea of this pelosi bill being the shelved, its clear all parties are reserving to go back and add to this. 2 trillion may seem like a lot of money to us in late march. Lets see if it looks like a lot of money in mid april. Stephanie . Absolutely awesome point, if you think about the size and scope of this. We know that the president , at least as of yesterday, is now itching to reopen the economy. He would love to do it two weeks from now, easter sunday. Does passing this bill help his argument . Reporter its unclear, right . What the president is saying is motivating him is one, his feeling, this arbitrary date, seemingly arbitrary, because he likes the idea of open churches. Hes also saying its going to be data dependent. What the fuel oxygen mix of that will be, is how much the president is feeling, how much the advisers of not just his medical and Public Health officials, but also economic and political advisers. Only the president can really tell us that. Its easy to see how this makes it easy to slow down the spread, at the same time we dont know if 2 trillion is going to seem small in a couple weeks, given the speed with which this crisis has moved. The World Health Organization has warned that the United States could soon become the epicenter for the coronavirus, and new york has been hit especially hard with the number of cases doubling every three days across the state. Last sunday when the democrats voted no to move forward on the original mcconnell bill, there was a lot of anxiety and finger pointing, but the good news is in the next 72 hours, we came together on a bipartisan basis with the white house and really struck an agreement that we think answers the highest priorities. We are insisting there be a Marshall Plan for the hospitals. We went from 75 billion in the original bill to 130 billion in this big. We increased dramatically the Unemployment Insurance that will be available to workers across america, to protect them and their families when theyre furlough the and laid off from work. We put a substantial amount, 150 billion in for state and local governments, which have been spending money right and left to keep up this with Public Health crisis. Theres other provisions in there, for example, protecting 50 to 60 million in businesses. All of them are dramatic, important and i think the history will judge the last 72 hours were essential to get america back on its feet and moving forward. Heres what people at home want to know. When do they get that money . I think soon. Let me tell you, the white house proposal, the original cash proposal, we never objected to, but we want we have to accompany it with Unemployment Insurance, which gives more continuity, not a single check, but continuity for literally four months so that people and families know they can get through this. Im sure the folks in the white house will want to move quickly on the cash payment. I hope they do. I nope you were concerned about oversight, specifically oversight over the 500 billion to be given to corporations. Tell us where you stand on that. Well, you know, its the only saying you burn me once, shame on you. If you burn me twice, shame on me. We went through this in the stimulus package in the early days of the Obama Administration where money was given to major corporations. We did a post mortem look and said, wait a minute, that money was supposed to be for the workers to keep the business moving forward. Many executives took that in stock buybacks, literally took the cash off the table for their own personal benefit. We never wanted that to happen again. So how are you avoiding that . Accountability. Well, in the original bill that was proposed on sunday, there was literally a delay of six months to report it and it could be waived by the secretary of the treasury. Now we have a timely reporting, seven days to congress, 14 days to the public, so well know how the money is spent. That to me, that transparency and accountability are essential. Lets talk about this. The bill includes a provision that bars any of President Trump or members of congresss personal businesses, their business interests from getting any government money. First, is that accurate . Its my understanding it is. Were very sensitive to the fact we dont want any selfdealing here at the executive or legislative level of government. I think the American People stand by us, thats a basic premise that we dont think anyone in Public Service should benefit personally. What were trying to do is make sure we serve the needs of 9 economy, not the politicians voting on the bill. Could it backfire . So Many Americans are so frustrated with selfdealing, the president s businesses, and the continuing to show defere e deference. If you put you have an inspector general, you have oversight. Wouldnt it be best or would it be best for them to ask for aid out in the public so we would see it . You know, stephanie, if this started with full disclosure by all elected officials of their net worth and income tax returns and there was transparency from the beginning, i dont think we would face some of these challenges the way you have just described them. But its opaque. Right now we do not know the president s business interests in detail, and we dont know what theyre receiving, how theyre spending money, because he has refused to disclose his income tax returns and a lot of information about his businesses. Did we err on the side of being careful . Yes. If there was more transparency in each and every Public Officials public life and personal life, we might not have to reach this point. 2 trillion is a very big number. Put it into context. You know from your own state of illinois how hard businesses, hospitals and families been being impacted. Is this just the first bill . Will you be passing more down the line . I think we should be open to the america through this Public Health crisis and get our economic back on its feet. 2 trillion represents what we usually appropriate each year as a federal budget for domestic Discretionary Spending plus. We have done this in seven days an anicentive to move this economy forward and deal with this crisis on the coronavirus. We did it i think in record time, because it requires it. If we have to return, im prepared to do it. Weve got to do this right, and i hope well continue to do it on a bipartisan base. I want to talk balance for a moment. The president in the last 24 hours shifting, now suggesting he wants to lift social distancing restrictions, get the economy up and running again. How do you balance that with that desire to get people back to work and the importance of prioritizing Public Safety here. We havent even reached peak . I agree with you completely. I think the Public Health experts do as well. Let mem make this decision. This shouldnt be how the president feels one day or the next. 2 shouldnt get guided by any political consideration whatsoever. What does it take to protect americans and save lives . This virus is marching across america. Lets do the right thing, even if it means more sacrifice for a little longer. Make sure we turn the corner and put this behind us once and for all, so families have confidence to step forward into the future. If we quit too soon, shame on us. Well get unemployment numbers tomorrow that are huge and we dont know when any of this money will get to people or businesses. Look, i think its a real issue. I dont want to suggest that yesterdays rally was a hedge fake, but it may very well be. It wasnt just the stimulus. The one i keep hearing. I think everyone heard President Trumps ambition and goal to at least get some parts of the economy up and running by april 12th, ran with it and gave them some confidence despite what were hearing from Health Experts, which suggest at least from what im hearing this could run much, much longer than that and we wont begood into know from a data perspective whether we can start thinking about goals, deadlines and the like, probably even by easter. But i do think. I will also say, i heard people saying given the peak of whats taking place in new york may come sooner rather than later and the peak is a terrible human crisis, it also means it might have a shorter period or take a shorter period in new york. Thats a terrible thing to say, but i oddly will tell you i talked to investors who seem to suggest that weighed on their thinking. But its not just about the bill passing and not just about the president changing his sentiments or Health Experts, josh. I want to share what the president said just 24 hours ago about how, when and why he wants to reopen business in america. I would love to have the country opened up and just raring to go by easter. Were headed for a rough period, but its only going to be week, wes think. Weeks or months, not years, thats for sure. Okay. Those are compared that to what bill gates is saying. There really is no middle ground, and its very tough to say to people, hey, keep going to restaurants, you know, go buy new houses, ignore that pile of bodies over in the corner. You know, we want you to keep spending, because theres maybe a politician who thinking gdp growth is what really counts. Its very irresponsible for somebody to suggest we can have the best of both worlds. Josh, has the president taken it too far . We know all sorts of ceos called him saying i have to lay off all these people, this is going to crush my business. There has been the argument, should we look to reopen portions of the economy in different parts of the country . Thats not what trump said. He said lets all be open for business in two weeks. Stephanie, im not qualified to speak on the medical aspect, but let me speak to investor sentiment. I talk to hundreds of households every year, we work with High Net Worth investors in every region of the country. Some have seen the effects. The only thing worse than keeping the country close for the next month or two months, would be to reopen, see the infection rate rise, and have to close it again. That literally is the only thing that could be worse than what were going through now. I do not think wall streets real expectation is were going to, quote, pack the churches on easter. I dont think anyone is taking that seriously who manages real money. I do think, though, that there are big differences in terms of what peoples expectations are, and unfortunately the people on the more optimistic side are going to have to get a little more realistic. So my take on it is we really should not expect and open up the doors, lets go back to life as usual, to be treated bullishly on the streets. I dont think stocks will rally on that. Andrew, since monday every day youve spoken to Business Leaders saying im laying people off, we dont have a choice. Seven the Biggest Issue honest, consistent information coming from the white house. If you were running a company and knew it was 30 days, you might not have to lay anybody off, or if it was 45 days, maybe a furro. Six months a 100 . Because there is no data there cant be a real timeline. That ultimately is the problem here. Because we dont have data, and we dont have a plan that people trust. We havent heard a plan that people believe is realistic coming from both Health Experts and other saying this is what were going to do. On this date well look at the data this way. So you have ceos basically laying off people and deciding i will ask questions later, because i dont know whats going to happen in the future. I was on the phone last night with somebody who did a Conference Call with their team and told everybody theyre going to adopt their paycheck our cut everybodys pay by a third. I think that and the layoffs are happening en masse. The real question is are these companies liquid . Thats a question. Do they just need a bridge to get from here to there or are they solvent . If you dont know the time period and there isnt a National Lockdown and this does roll across the country for months and months, what might have been a liquidity problem today is a solvency problem tomorrow. Thats where leadership matters. If we could put a timeline on it it could be done if there were Significant National measures taken, but it does not seem that washington wants to take those steps. Josh, i want to ask you about a meeting thats gotten a lot of noise. Yesterday the president and Vice President pence had a call with some major wall street investors. Heres what a lot of people dont understand. These arent massive employers. They are wall street investors. Dan lowe and paul jones, they might be extraordinarily successful guys, but why would the white house be calling on these individuals . Theyre not Warren Buffett sitting on 200 billion who can come in and rescue a company. Why pun peop why wouldnt people assume this was a bizarro i dont have a problem with that. The names you threw in are people who have operated in the Public Markets for years and years, and have a really good handle on sentiment and how stocks trade based on this happening versus that happening. So im assuming most of what the white house wanted to do is listen to them rather than relay privileged information or anything like that. Im actually okay with that meeting taking place, but i think the bigger issue is that Small Business does not have as powerful a voice as wall street or the hedge fund community. They dont have the political influence. Meanwhile, they account for 45 of all employment in the country and jpmorgan estimates half of all Small Businesses in the country have less than a onemonth buffer of cash. So when we talk about sba loans and forgivable interest rates, 350 billion program to make that happen, thats all well and good. But are there enough people at the sba answering the phones to process these requests from the millions of Small Businesses across the country . Is anyone thinking about how long it can take for that money to actually be given out . To me thats probably going to be a much bigger issue than who the president is speaking with day to day. Im thinking much more about Small Businesses, as a Small Business owner myself. I actually love you just brought that up. Some of those web sites are crashing and people cant get through. Andrew, can you comment on that . To joshs points those are mass everybodily influential smart, seasoned guide that can provide insight to the white house, but right now public sentiment is so important, and Small Businesses hear about that and they say, what about me . Look, i completely appreciate the perception of it, and maybe theres a problem. Im probably more in joshs camp. I think theyre on a listening tour of sorts and listening to all sorts of people, including i do believe Small Business. The one thing i would say, if youre a Small Business owner out there right now we were talking about this on squawk box this morning call your bank. Call your banker, explain where you are and the situation youre in. Over the next couple weeks, you may not get that money as quickly as you said, but you need that relationship and conversation happening immediately. There will be banks who will give you some semblance of forbearan forbearance, some forgiveness, and it could be so late. I think thats the most important thing you can do for Small Businesses. As more cities shut down in the wake of the coronavirus, businesses deemed essential, like pharmacies and supermarkets, are still up and running with workers, many at minimum wage working really long days at the front lines of this pandemic. They have been working with Major Companies like stop and diop to implement new policy aimed at keeping those workers safe. Joining me now, mark perrone. Were seeing more cases of workers who are getting sick. Do we need more protection for them . Yes, stephanie, we really do. I cant stress that enough. I think it is in fact difficult in order to do that, because the personal Protection Equipment is just not available unless youre a first responder. And, as seen earlier this morning on morning joe, there will be transmission points for this virus if were going to stop it. We believe those transmission points already Grocery Stores, pharmacies, some of those essential businesses that will have to remain open. We know some of the bigger chains can afford to do it, but should these people be getting increased wages, given what theyre putting themselves through . Well, we ultimately believe that they should be getting increased wages, because of the amount of increase of sales per man hour thats taking place. The shareholders and corporations are doing really well through that process. The workers are actually delivering that increased product activi productivity. Its just having the opportunity to share in some of in a. We also think that because that is taking place, the owners and the shoulders have a respond when its available to provide that personal protections equipment, or at least when its not available to provide screens, plexiglas screens up on each checkstand so it gives them more protects. We think thats important and critical, and some of our employers have started to do that systematically through their stores. Whole foods and its owner amazon have faced major backlash on their apologies towards workers, whole feeds even saying those who could not work peak hours could lose their fulltime status and benefits. Have they changed their policies in a meaningful way in. Whole foods is a nonunion Company Owned by amazon, and i believe its their position to maximize their profits even at the expense of the workers. I think thats a terrible thing to do. I think its irresponsible, irresponsible as it relates to what theyre doing for their customers. If people believe, for instance, they cou they cant go to work, because if they dont go to work, theyll lose their health care, theyre going to show up at work, whether or not theyre sick. If that takes place, like i said earlier, theres going to be a transmission point that will take place. Thats the reason why were fighting so hard to make sure workers impacted by the virus, in other words, they have symptoms, that they can ultimately themselves take themselves out of the public and protect the customers that theyre wanting to serve as well as their coworkers that are serving us, to make sure we have food on the shelves and weve got everything available to us. Its the same way with the packing and Food Processing sections that we are connected with. Those workers are working in close proximity to others, and its necessary for them to be able to take themselves out of the Assembly Line on positions, so that they ultimately can protect each other. Because many of those places are locate indeed rural parts of the United States where Health Care Systems are already stretched to the limit, as well as theres not as many workers in those outlying areas that they can draw upon to replace very quickly. We are at the forefront and on top im getting a little feedback. We need congress to not do what they did back in 2008. We need them to bail out the workers, not the corporations. Trickle down is a great idea in theory and on paper, but it never comes down to us and when we have, like i said, the risk of our health care and now our retirement at stake, we need to be fully supported and that means right in the pocket. Even on top of the unemployment only is a margin of what it is that we make day to day. We need 100 of our income in order to have comfortability about our futures. All right, moving back to the president. If he gets his way, and the country is open for business 18 days from now, it could put millions of people at risk. And no one would be more as a rulable than poor americans who dont have access to testing, doctors, or hospitals. Nevertheless, the president has suggested the human toll from a stalled economy would be greater than the toll from the actual virus. Theres a number of people to the flu, but youre going to lose more people by putting a country into a massive recession or depression. Youre going to lose people. Youre going to have suicides by the thousands, youre going to have all sorts of things happen. I want to bring in wes moore, ceo of robin hood. What do you make of what the president just said . Well, theres nobody who wants the economy to get going more than us. Theres no one who wants people back to work. Theres no one who want people to have this economic engine revving, particularly people who are living in poverty. Here is the challenge, when were talking about that single mother who is working at the Grocery Store or when youre talking about that the man who the 65yearold man who was working as a textile worker and is now part of the gig economy and not even that is going, no one they want to see this thing going more than ever. Theres another distinct reality, we are dealing with a Global Pandemic that we know has already had massive consequences on the way that we structure our lives in terms of the way our economy functions and works and we know if we are not dealing with that, that the longterm consequences for people who are living in poverty and people who are on the cusp of it are going to be severe. Our population is always the population that is worst hit when these things happen and were seeing desire consequences because of it. A column in the Washington Post said what the president is pushing is a strategy of survival of the fittest. If thats the case, what does that mean for the poorest of americans . It means oftentimes for those who are most disadvantaged, the most who are disenfranchised, its a narrative that weve heard. We continue to make a false choice about who it is were going to fight for, how much suffering can we see in our neighbors as long as it doesnt effect us. Its a wrong choice. As were going through this process of thinking about what is our role as a large society, who are we going to fight for in all of this, we know that the idea in coming to the point when were making choices about who survives and doesnt, who makes it and who doesnt, we know that for our population, thats a choice thats been dictated upon us. And so as were having this, thinking about what does our country look like, how do we come up with a moral and a sustainable fabric for everybody, it means that we have to make sure that were taking care of the basic needs of all of our citizens and then in addition to that, were pushing toward policies that can make sense on a longterm basis thats not picking and choosing who makes it and who doesnt.
