Three dozen states. But the president also has his eye always on wall street. Which had one of its worst days ever yesterday due to the uncertainty from the virus and plummeting oil prices. Late monday, President Trump announced that help is on the way. Going to be meeting with house republicans, mitch mcconnell, everybody, and discussing a possible payroll tax cut or relief substantial relief. Very substantial relief. Thats a big number. Ill be working with companies and small companies, large companies, a lot of companies so that they dont get penalized for something thats not their fault. So far, theres not much in the way of details. And it is not clear that President Trump has enough support from republicans or democrats to get something done. But wall street is loving the fact that the administration is trying to take action. Futures are way up this morning. They smell a bailout. I want to go straight to Peter Alexander at the white house. Peter, obviously, the Investment Community likes the idea of stimulus, but what do we know in terms of details . Lets start with what weve heard from the president saying hell meet with those Congressional Republican leaders to discuss what he called a very substantial payroll tax cut and plans to protect hourly wage earners who might or will miss work because of the virus. The president said the relief will be in his words major. That was part of his announcement. Still, what is not clear right now is that the white house is, in fact, ready to roll out specific proposals. Inside the administration as cnbc first reported, some officialed were stunned by the president s claim hed hold a News Conference today to announce an economic plan. Quote, that was news to everyone on the inside, one official said. A lot of details need to be worked out, another official explained. The meeting that will happen today is not on the president s public schedule. The president has not said when it will take place or when today the president and his aides will make any specific announcements as hes promised. The president has also said he would consider expanding loans for Small Businesses. On the payroll tax cut alone here there are a ton of open questions, steph. Employers, employees paying 6. 2 payroll tax right now. Will the administration propose a rate cut or will they temporarily suspend it . Would it affect employers or employees or just employees . All these questions still to be answered and unclear whether theyll be able to get to that conclusion, that place over the course of the day as they still need buyin from lawmakers there. Can he get any of it done without congressional support . Lets bring in congresswoman kim schreier. Her county includes king county, epicenter of the epidemic. Thanks for joining me. Lets start with your home district. Hi, stephanie. What is going on there, and are you getting the support you need from the federal government . I think were all understandably worried right now. Youre right. I kind of live at ground zero of this outbreak. It was made worse by the fact that it immediately affected a nursing home which is the worst possible place you could have this outbreak. And we are learning a lot. We are getting much more accelerated testing right now, but we are learning a lot from our Public Health department about ways to stop or slow the spread and how important it is to really follow those Public Health recommendations to stay home if you are ill and to really wash your hands well, not touch your face and do all the precautions we should be doing even in flu season. More information is so important right now, but this morning, hhs secretary alex azar, he flatly admitted that we still do not know basic facts about the federal response. Please watch this. How Many Americans have been tested at this point . We dont know exactly how many because hundreds of thousands of our tests have gone out to private labs and hospitals that currently do not report in to cdc. Were working with the cdc and those partners to get an i. T. Reporting system up and running, hopefully this week where we would be able to get that data to keep track of how many were testing. As a doctor, whats your reaction to that . Well, it is true that we dont have that information. I have to tell you that theres other information that i think we need to know more about that might be even more important than the number of people being tested. We will get that. That will get reported. But right now, i think we need to know things as we consider, for example, whether we should close schools. Are asymptomatic People Potential carriers . How infectious are they . What do we need to think about when thinking about our children and children visiting grandparents . Its that kind of information about how contagious this is how many people really have it and who is spreading it that i think will help the Public Health response even more than knowing how many people have been tested. The more School Closings we put in place, the more businesses that send employees down will hurt us economically. I know youre open to some kind of Financial Proposal from the government to help people whose livelihoods have been impacted. What would that look like . Look, i think its inevitable this is going to hit our economies. Were just at the beginning of this. I anticipate things will get worse before they get better. Its really important to remember that most families in this country dont have 400 saved up for an emergency and that if were going to talk about something that will really help the families in this country and in my district, if were going to talk about how to incentivize people to stay home if theyre sick, we need to think about things like a month of sick leave. Imagine one person in the family gets it and then a few more. Everybody has to stay home. Imagine practically, what are you recommending . Were recommending paid sick leave. Were recommending a stimulus package that will include either low interest or nointerest loans or grants to families that have to miss work. We need to make families whole. We need to make sure theyre not out working and spreading this virus at a time when we really need to slow the spread and contain. All right. Thank you so much for joining me this morning. Talk me through the politics are getting Financial Relief through congress. The democrats and the president are barely on speaking terms, and historically, republicans arent exactly social spenders. Your latter point there is critical. This morning talking to republican lawmakers in the house and a couple senate sources. Its evident many republicans on the conservative side are not going to rally around a payroll tax cut. They think its too sweeping of an option for President Trump to pursue. If anything, they would like to see some kind of targeted tax break for certain industries. But even that would be a bit of a hurdle. Eddie, should democrats be open to make a deal with the president . This is an emergency. Absolutely. What this crisis has revealed is the ugly underbelly of American Society where the most vuln vulnerable, the most marginal are really at risk here. It seems what this moment reveals, stephanie is that decades of policy that have cut in some ways shredded the social safety net actually brings into view, what are we doing as a government to protect the most vulnerable, the most marginal here . The democrats have an opportunity to begin to make an argument for the positive role of government. To make an argument for what government, what our communal responsibility is to the most vulnerable among us. Bob, the president trying to downplay the spread of the virus or discount it entirely has hurt his reputation with Business Leaders. They have absolutely gone in a different direction. You see that response in how the stock market has performed. And in your most recent piece, you say that some of the president s advisers have privately acknowledged that his own statements are making things worse. Can you elaborate on that . I interviewed Maryland Governor larry hogan yesterday, a republican, and he said he has deep concerns about President Trumps message and how its off in comparison to what hes hearing from Vice President pence at the white house and other faciliofficials. The president is providing uncertainty to the whole situation with his public remarks. In response, partly, white house sources tell me that they are going to gather banking executives at the white house this week to try to calm people down. Okay. But lets just break that down for a moment. Banking executives. Why does the white house think that makes sense . In 2008, it was a financial crisis. Banks were in trouble. Right now, banks have low leverage, theyre well capitalized. If the president wanted to know what its like in a crisis, none of the current ceos were even in charge during the financial crisis. Why not sit down with Business Leaders who are actually in trouble. Banks arent. The white house has been meeting with certain Industry Leaders over the past few days. One other thing to Pay Attention to based on my reporting is how the Energy Industry has interacted with in the coming days as they deal with the fallout on the oil war and oil pricing from saudi arabia. Also, bob in your piece, you report that one of the reasons or the evidence of the president ignoring his own Health Officials is because hes listening to his friends. What in the world is that about . If you look at our story, President Trump has spent recent days at his florida estate, maralago and shaking hands, hearing from many of his friends down in florida based on our conversations with people who have interacted with him that everything is going to be fine. Hes fine. That he should shrug it off a little bit and they are trying to be boosters for him privately. But thats changing the whole dynamic behind the scenes at this white house. Eddie, what do you think of all of this . I mean, its ridiculous, stephanie. On a certain level. We knew he lacked a certain kind of capacity for empathy but in this moment of crisis, we dont need to be talking to the executives of banks but to those over the gig economy. Those who participate in that particular economy where theres a lot of vulnerability for folks. Folks who are contract workers. Im here at princeton. Weve kaenls canceled class and thinking about students who have kind of housing insecurity. Those students who rely on their meals here. Those students who cant travel home or go back overseas. It seems hes focusing on the wrong folk. And we need to focus on those folk who are on the front lines that not only are Health Care Workers but those who will bear the brunt of this epidemic or pandemic. It reveals once again his incompetent and, in some ways, this is harsh, his incapacity for empathy. He could talk to Business Leaders but it might make sense to talk to Business Leaders who are impacted so much in travel and leisure, airlines. Banks . Theyre pretty good. Thats the one thats do or die. A Campaign Aide telling me it would be a narrativechanging state for them because it goes straight to sanders electability argument. Senator sanders packing his schedule, flooding the zone with his surrogates and increasing those attacks that youve heard against Vice President biden. They know that after that disappointing super tuesday finish, they need a turn around here in michigan and are focused on getting in that. As the Campaign Continues to tell you and remind you of, it was in 2016 where senator sanders surprised the political world with his win right here. Then in 2016, he was down in the average of polls by about 21 points. This time around, hes down 22 points. He needs another surprise performance, stephanie. Mr. Memoli, a big, big win for joe biden last week. Whats at stake tonight . Stephanie, theres no doubt that super tuesday put joe biden in the drivers seat in this democratic nomination race. The clear delegate leader at this point. The name of the game today is to try to maintain that advantage at a time when Bernie Sanders, they know, is in the fight for his life. They feel good about their position in mississippi, for instance. Another state where africanamerican voters will be key. We saw the Vice President there on sunday. Missouri, another big state up for grabs. Michigan, though, they see polls showing biden with a doubledig doubledigit advantage. They know theyre on defense. They know that hes been running the score up there as well in terms of the time spent there. Thats why you saw the show of force from the Biden Campaign last night. Repeating the scene we saw a week before in texas with Kamala Harris and cory booker on stage and then its joe biden looking ahead to the next round of states where the delegate map looks better for them starting with ohio. Lets go there. I want to bring in two people on the ground in two of these key states. Bobby harrison, senior capital reporter from mississippi today and paul egan, Lansing Bureau chief for the detroit free press. What are you hearing in mississippi . Well, i think as you all are saying, i think mississippi is going to be biden country today. There was a poll that came out a couple of days ago showing him up 55 . 55 points in mississippi. His events this weekend at new hope baptist church, one of the states oldest and largest predominantly black congregations. And at the college. Most of the Democratic Political leadership in this state has endorsed Vice President biden. I think its going to be a big day for him. Bobby, you say turnout is crucial, not for one candidate or the other but for democrats in general. Explain. Well, i just went back to 2008 and kind of were viewed as a solid red state but we do have a significant number of democratic voters. Democrat normally get 40 of this state at least. In 2008, the Hillary Clinton barack obama primary turnout was still the largest turnout in this state, republican or democrat, in a president ial primary. So i just thought that, you know, that big turnout in 2008 bode well for the democrats in the national election. So i was looking to see what the turnout was going to be today in the democratic primary. I just dont think its going to be at that level. I dont think joe biden and Bernie Sanders is going to sort of generate the same enthusiasm that barack obama and Hillary Clinton generated. But i still think its going to be a big turnout. Paul, michigan is the biggest prize tonight. What are you looking for . The big question for Bernie Sanders really is, can he get the youth vote out and overcome what the polls are showing is a huge deficit. One thing thats different from the last president ial election, when he surprised Hillary Clinton, is we now have sameday voter registration. And thats why we saw this huge Bernie Sanders rally in ann arbor sunday night. And yesterday in the county where ann arbor is loescated, there were long lines of students registering to vote and change their registration. He had the element of surprise in 2016. There was a sense that perhaps a lot of people that might have voted for Hillary Clinton just didnt really show up at the polls expecting her to win. So theres that. And then we also have, i think, because we van open primary, we have republicans and independents that dont like donald trump who see joe biden as the best chance to beat donald trump. They are likely, some of them, to show up and vote in the michigan primary on the democratic side today and help joe biden. All right, paul. Lets talk 2016 because the late polls in michigan were wrong. And in many ways, what happened in the primary was a preview of what was to happen in november with Hillary Clinton just not able to turn out key voting blocs. Could that be the case tonight . I think that i think that its a concern, and certainly joe biden was here yesterday trying to shore that up. Whats different right now is you have some key endorsements, not only from Governor Gretchen Whitmer who is popular in michigan but from many of his former opponents in the democratic race. And another thing thats kind of unusual about michigan is that once youve cast your absentee ballot, you can actually go and retrieve it and cancel it and vote for another candidate. And what weve seen is, as of the most recent numbers, where close to 30,000 people that presumably voted for people like Amy Klobuchar, mike bloomberg, theyve gone and got their ballots back and voted again and from the reporting weve done at the free press, those votes are going very heavily in joe bidens favor. Lrkall right, gentlemen, tha you. Joining me now, a. B. Stoddard, associate editor at real clear politics and kenisha grant, assistant professor at Howard University and author of the great migration and the democratic party. And professor eddie glaud back with us. What do you think is going to happen tonight . Well, i think that point about sameday registration is a good one. For Bernie Sanders. Hes been rallying at College Campuses and he can certainly try to run up the numbers of young voters. He can defy the polls as he did in 2016 and overcome joe biden there. He likely has had a passionate organization on the ground for four years. But you can see in a lot of the outcomes of all the contests thus far and what weve seen from the data that democrats are kind of done with the primary. They kind of want a nominee now and they want this to end. Its gone on for more than a year and theyre really coming to joe biden. Most of the members of the coalition minus young voters and latino voters in huge numbers. So the party will be looking tonight at michigan to see if biden does well and if biden does well enough in the suburbs and drives up enough of that vote that theyre going to need in november. Sanders blowout would slow bidens momentum and make the march to the nomination more painful, but i believe all told it will be joe bidens night across the board. And it will be joe bidens month. And that sanders delegate haul is not going to be able to keep up likely with joe biden after the next few contests. Three weeks ago, joe biden was considered out of the race. Eddie, your home state of mississippi weighs in today. This is the state with the highest share of africanamerican voters on the entire primary schedule. Is it a sure win for vp widen and what is turnout going to look like . Im not sure let me say this. I think its going to be a sure win for Vice President biden from my experiences in the state. I dont know what the turnout will look like. I dont think it will reach 2008 numbers but probably will surpass 2016 numbers. In the first segment i said that princeton canceled classes. Were just going to remote classes. I need to get that out of the way. A huge amount of viewers who watch this show are Princeton University students so im really glad that you shared that. You know most of them start 10 00 a. M. Classes because they dont want to miss this show so thank you for reaching out to them. What im interested in, stephanie, is this. I want to see what happens among the african among africanamerican voters comparing what happens in mississippi to what happens in michigan. Because i want to see whether or not bidens favorability or his folks who are voting for him, whether hes got to pull off a South Carolina or what he did on super tuesday in michigan. If not, then were going to see theres a complex kind of divide in region. In terms of his support among africanamericans. Thats what im looking for tonight. Kenisha, what are you watching out for in mississippi, specifically . I think dr. Glaude has it right. Im wondering how this race will change. We went into this week with this narrative about the south having something to say and about black voters in the south pushing voters forward. I wonder whether that resonates with black voters outside the south. Im also going to be looking at turnout. Mississippi is a mostly republican state but im interested to see whether or not people are going to be excited enough about these two candidates to turn out. Im interested in that both for this election and for the general election where i think it will be important to have not only this message about beating donald trump but also a message about hope and unity and bringing folks together that can get people excited. He had another message last night. Vp biden saying, he was the bridge to the new generation of leaders. We know that hes got support from Amy Klobuchar, Kamala Harris, cory booker, pete buttigieg. Clearly another generation of democrats. Is this his pitch to young voters, and will it work . I think the pitch to young voters has to be a pitch to a Younger Group of voters. I think this Bernie Sanders movement is something that should not be ignored. And i think that democratic establishment leaders have to ask themselves why young people are so excited about it and start to use some of that language. Start to take on some of those positions if thats the case they want to get behind joe biden. I dont be its good enough to say, looking to Amy Klobuchar as the new young leader if you are a College Student watching this and trying to get activated to vote. A. B. , when alexandria ocasiocortez shows up for Bernie Sanders, its like beyonce and jayz. She turns it out. There really 24 parties in the democratic party. Maybe even three. But the young voters are prioritizing completely Different Things than voters over 40. And Bernie Sanders has promised them an aspirational agenda he knows he cannot pass through the congress. He knows he cannot get 60 democrats elected to the senator to create a filibusterproof majority for but thats what theyre demanding 60 trillion to 90 trillion of debt programs, and it is because of the america theyve grown up in where they really are facing durable unemployment, durable debt, that they are wanting this kind of radical change. Its completely stands to reason, but their elders are not going to support Bernie Sanders. And theyre going to continue to support joe biden. I dont think joe biden can promise them the same programs to win their vote in november so its going to be a tough challenge for him to bridge what i see as a huge gulping gap. Its just a huge, huge divide. All right. Then kenishia, if joe biden isnt reaching those young voters, is Bernie Sanders missing out on another opportunity . He keeps talking, warning the democratic establishment. But the democratic establishment is the base of the party and theyve supported Bernie Sanders for quite some time. Does he risk alienating them . I think he does. I think its important for him to continue to have the message that resonates with people and continue to say the things that he believes in. But i think its also the case that many people in the party are responding to the voters who spoke on super tuesday and like up behind joe biden. So i think as long as he continues to stay in this, hes going to continue to alienate folks in the establishment. If its the case he comes out of michigan today with a win, then its fair for him to stay longer. But i think that if its the case that joe biden comes out with a win, hes going to have to ask himself how long he wants to stay in this race and whether he wants it to be the case that they continue to go back and forth all the way to the convention or whether its the case that he wants to go ahead and complete unification of the party by endorsing joe biden. Right now, passengers aboard the grand princess cruise ship are being removed from the ship off californias coast and being taken to federal isolation facilities as part of a twoweek quarantine. They are still working on getting all of these passengers off the ship since yesterday. Youve been speaking to some of them. What are they telling you . Well, passengers are experiencing a whole range of emotions. I was speaking to chris hall and his wife nikki. Theyre still aboard the grand princess. They dont know when theyre going to be getting off, and they dont know where theyll be going. Theyre expected to find out in the next couple of days or so. And theyre anxious about it. Yesterday the feeling was very much one of relief as the ship made its way underneath the golden gate bridge. Passengers out on their balconies cheering at the sight of land. But that relief melted away to more nervousness as the ship came into port. Chris was telling me, he could see just the number of people meeting them in hazmat suits. Made them extremely nervous. Theyre allowing people off the ship in three separate groups. First, the sick and symptomatic. Next, those from california, and then everyone else. Chris and his wife are from kentucky. Its possible they can go to military bases in either georgia or texas to begin that 14day quarantine and coronavirus testing. And chris was telling me, hes a Small Business owner. It was a stretch to be able to take this twoweek vacation. Now having to extend that two weeks more. They have a 14yearold daughter at home. They are worried and stressed about the situation. No doubt. Lets turn to italy. Matt, the entire country is on lockdown. Does that mean you are . Yeah, i mean, its you wouldnt necessarily be able to know it. Its very quiet here in central rome. The coliseum behind me, one of the top Tourist Attractions in all of europe is shut down. But theres still some very brave tourists who are walking around. But very, very few of them. As you can see, this whole area, its getting to the height of the tourist season here in rome. Should be clotted with people but there arent that many people around here. So the government is telling people to stay three feet away from each other. Schools, church services, major conferences, all closed. But italians are still allowed to go to work. Theyre still allowed to go to restaurants and cafes. Those are going to be open until dusk when theres a curfew thats going to be imposed. So its really a shame because it really is a Beautiful Day here in rome and the tourists are staying away. But a lot of people are still watching this country. They want to know throughout the entire western world whether this experiment is going to work. Places like china, they are much more politically and socially capable and prepared to deal with this kind of thing. Theyre routinely intervening in the private lives of their sentence sts citizens. This is one of the places where youre seeing this kind of lockdown. Places like the u. S. Are going to be looking to see whether or not this is even effective. Stephanie . Matt, thank you. Stay safe where you are. The markets opened just eight minutes ago down at the Stock Exchange and already up almost 800. This is a major rebound today after the s p 500 faced its worst day since the financial crisis. Joining me now, cnbc contributor, my dear friend ron insana. Lets start with this. Historically speaking when we see a disastrous dive its not uncommon for the markets to rebound. But how much do you attribute this to the president last night saying hes going to work on some sort of accommodative measures, maybe for specific industries or Small Businesses. Certainly that helped and appeared to be the trigger for the bounce. Theres a horrible expression they use on wall street. First one is good. Turn around tuesday. The second one, not so good. Dead cat bounce. The notion that when youre falling so far, so fast theres going to be a day where you pop to the up side. The futures were indicating than 1100point gain at the open. Up just under 800 now. We have to see what the president proposes. Is it as comprehensive a measure that will help industries that are affected, businesses that need loan guarantees . Hourly employees who need some sort of backup pay, payroll tax cut, things like that. We dont know the details but the promise at least got us off the lows. Does it give wall street at least confidence that the president is now taking this thing seriously . I mean, even yesterday when he continues to compare is to the flu, investors are left shaking their heads going why on earth is larry kudlow, the National Economic adviser to the president , telling us to buy stocks. That isnt even his job. He did that when the market was down 7 . Weve fallen 19. 8 from the most recent peak to yesterdays low. So has he made any comments taking responsibility for that, for those mom and pops out there that might listen to those senior economic adviser in our government if they went out there and bought stocks. Even this morning the president s tweets are not on message. He is not really focused on the gravity and severity of this. The potential economic fallout in the United States. We already know that given whats transpired in china, asia and europe and now here at home, the economy is going to take a hit for three to six months. Corporate profits are going to come down. And so were not quite out of the woods yet. It would help if the president remained on message. And it would probably help even more if it was more science focused on the one hand and then, of course, big bazookastyle economic programs on the other to instill some confidence in wall street. We know its something, but whats your plan . Stephanie, first of all, we need to take a deep breath and a step back and realize the traditional tools, an Interest Rate cut, some kind of general stimulus where we give everybody x amount of money, targeted tax cuts or, for that matter, the idea of what the president is proposing, a payroll tax cut, isnt going to help workers who have been furloughed or lost their jobs. So what we ought to be focusing on are two universes. Those individuals who, by direction or by the fact that theyve got the illness, have to selfquarantine. No one should lose their job, lose their pay. There also needs to be flexibility. If your kids school is closed, to deal with those kind of life issues. And then we ought to put real focus on those industries in retail, restaurant, airline, hotel who are going to get hit, even if theyre not quarantined. So, for example, if there was targeted tax relief to any of those industries, that tax relief has to be a pass through so that the dollars actually go to the workers, not just to shore up the corporate bottom line. For Small Businesses we need some, in a sense, regulatory relief from the for the banks to be able to let things slide a little bit on payments. Thats going to require the regulators working with them and for folks who are selfquarantining, we may need to be able to use and there needs to be a chipin from the employer and from the public. One idea that im looking into is, can we use the Unemployment Insurance which has been those dollars have been stacking up. Weve had low unemployment. Those funds are already there. Waive the sevenday requirement before you go on parts of unemployment, if your quarantined or if you it looks like you may be furloughed because of those quarantines. And make sure we get the dollars to the workers and families being affected. Would declaring a National Emergency help free up funds to help those individuals and businesses that are in trouble . You know, truth is im not 100 sure on that. I would i worry with this administration where theres not a lot of confidence that they are going to play this straight. Weve not see them play straight on the health care end. My feeling is this payroll tax cut seems to be a quickie traditional response, not something thats been thought through. If there are abilities to have flexibility within a National Emergency, im open to that, but its got to be with a willingness to work with both parties in congress so that we dont end up with something that is simply, again, a president ial campaign tactic. You have to wonder, when an american president goes to cdc with a National Virus and wears a campaign hat at that trip whether we can take this administration seriously or believe theyre fully independent. As cases of Coronavirus Spread across the country, First Responders are being exposed at an alarming rate. In Washington State, more than 25 firefighters are now under quarantine for possible exposure to the virus. Joining me now, doug stern, a former firefighter. Doug, your organization represents over 320,000 firefighters and paramedics in the United States and canada. Are we doing enough to protect them . Thanks, stephanie, for having us on. We did, last week, have some firefighters in washington get quarantined and the iff has been dedicated since the beginning of january when we first heard about this coronavirus to making sure that firefighters had the protective equipment they need and the protocols in place to keep them safe on the job so we can keep the public safe on the job. We just got finished this morning with a briefing for 700 firefighters here in washington, d. C. , as part of our legislative conference. We broadcast it at the fire houses throughout north america in the hopes that the messages got through to firefighters about the protocol changes that we need to see and the protective equipment that they need. What changes . So the biggest change that we need first and foremost is we need information. From whom . When our firefighters and Pa Paramedics from dispatchers. We need the first question that those dispatchers ask and relay to the firefighters would be do you or someone in your home have flulike symptoms right now . Everything we do is going to be based on protecting folks. If this continues to spread and more firefighters are put in quarantine, when and if do we reach a number that you could be worried that we dont have enough First Responders . I think Fire Departments are going to do everything they can. And our union is working hard to make sure that we have the procedures in place to make sure that we dont get to that point, stephanie. Our goal is to keep the firefighters from getting those serious exposures by making sure they have their gowns, gloves, goggles and the protective equipment that they need, the masks that they need to have on. Were making sure we dont get there and reach that point. Thats why its imperative when we talk about Public Health and making sure that all the all hospitals, doctors offices, boards of health have the equipment they need, we put firefighters and paramedics at the beginning of that conversation. We really are the ones that are going into homes. Were not working in controlled environments like a hospital room.
