To go forward we want to have clarity about how transparent it would be, how public the hearings would be, how fair it would be to the president. The American People see this for what it is because the American People are fair people, theyre just people, theyre people with common sense and they will not stand for this. The democrats have eight more witnesses their calling next week including john bolten. But we dont know who is actually going to show up. At the same time adam schiff said he may start releasing transcripts of past depositions as early as wednesday. The president is convinced that people dont understand that phone call and after tweeting about it 40 times in the last few weeks, he may opt for something a bit more dramatic, he says, at some point im going to sit down, perhaps as a fire side chat on Live Television and i will read the call to everyone. It is a strait call. Peter as i like to call you now, kevin bacon, lets start with you. It seems like the president says people simply dont understand the call, is that their bens defense right now . Yeah, i think the president is still haunted by that call. Bens defense or not, it is his strategy here. Among the challenges this parade of witnesses who have now testified that President Trump wanted military aid held from ukraine until they committed to investigations. He said this was a good call. He tells the examine her he might do these fire side chats. He wants to go on live tv, a reference to the famous addresses in the 30s and 40s saying if you hear the call, you will hear that he did nothing wrong. And the president is fighting back on that front saying you seed to read the transcript. Whether or not he would honor the document requests, and i think frankly the president and those close to him right now, they still feel pleased, feel kft, that p. M. S are with him on this certainly not yesterday, not a single republican voting to endorse that impeachment inquery. Garrett, a lot of people are on the schedule for next week. Do we know if all of these people are going to show up . Since were going halloween puns. Thank you, that is some of my best work, democrats may be ghosted. There is a lot of potential no shows. You have other folks that have rezested testifying so far, and you have Johnson Bolten who says he will not testify without a testimony and he may be definite on a court case that could be decided next month. This is part of the reason their trying to come forward the only exception to that rule is bolton who is as close to president ial decision makes as you can get. Democrats said since they started down the road they do not want to get bogged down in waiting for courts to make decisions. If it comes to that they may have to press ahead. The whole house is out next week, it may just be the folk thats have come in washington. Some of those open hearings i want to bring in ari, of course, host of the beat. Help us understand this, tim morrison, former National Security advisor. Republicans walk out feeling good thinking they have information now that will hurt democrats, and republicans feel like they can hurt republicans. How did k that be . Has has to do with the evidence and the law. This was an alleged bribery plot. This was a quid pro quo, bad evidence. But he gave his legal opinion. He said he didnt see anything illegal or improper here and that is what republicans are seizing on. Some people were so worried that they were going to the lawyers. And here are some of the facts that i didnt think. In the end, it is congress that will decide whether or not this is a high crime, not witnesses. Okay, but if it was improper, but not illegal, but falls under the umbrella of an abuse of power, then what happens . I think if we go back to clinton, big picture, something that is bad, but not a high crime. Not what the congress thought or what they think is removable, that is the clinton example. There was examples wolf what clinton did in the 90s that republicans are right now, and they said out loud i think this is terrible. Joe lieberman said it made him ashamed to look at his daughters and think about what the president was done. But Joe Lieberman and others didnt think it was impeachable. This there is a lane here, but it is not the one that theyre using right now. You cant find a republican in washington to say even that the call was questionable or a bad idea or let alone a high crime. There is lots of republicans that wont quite say it out loud. There you go, there you go. Stay with me, i want to broaden out this conversation. Julian ep steen who was part of the house judiciary committee, senior director for counter thunderstorm, and a former republican congressman. Morrison is one of only two people we heard from on that phone call. If he says he didnt hear anything that was illegal, doesnt that help the president s case . No, he is not a legal witness, he is a factual witness. The president was exchanged right away with National Security decisions for personal favors, so i think that all of the witnesses have basically confirmed that central point. I think you could easily make a case from a legal point of view that that is the solicitation of a bribe. It is probably a violation of five or six other statutes as well. You could go down the list. The question for the democrats is can they make that case. I think the difference is 80 Million People tuned in. When Michael Cohen testified in march before congress about 12 million, or 13 Million People tuned in. Were in a different time today where people live in these digital and shelf reafiring news bubbles. Prosecuting a linear argument, im not sure this is the same thing today as it was in 1998 or 1974, the case that will move that third of the country and thats what we dont know right now. Congressman do they think things are getting worse or not as bad as they feared . We have not heard them. Republicans think things are getting worse, a lot of them disagree with the president s conduct. Their critical of it, the reason theyre not saying it out loud is what every member of the house is thinking about is their next election and for most of them that means their primary elections. The reason, the main reason we had a Party Line Vote yesterday is because the president is highly popular among the Republican Base and highly up popular among the democratic base. That is why members are voting the way theyre voting now if Public Opinion continues shifts and it has shifts in the last few weeks against the president , thats when you will start seeing swing district members, they will like i will be the leading indicators that there is a potential peril in the president. Right now the president remains extremely popular in these districts among those primary voters and as long as that is the case youre not going to so many republicans moving off of their current positions. The president keeps focusing on his act of that phone call and saying he did nothing wrong and i want to share a bit of what Chris Wallace said. Zlrges and they seem to be a Broader Campaign of pressure against ukraine and that campaign was being managed outside of the traditional National Security process. And when professionals within the defense department, the state department, the National Security council itself, even the intelligence compete, they learned of these details and the witness testimony and what it showed was that every person thought that something seemed sort of odd, off, or improper in this exchange of ideas nap to me is one of of the big take aways that the National Security establishment that was not necessarily part of this tlomal to a person thought this was not right thing to do to advance our National Security interests. If you were building this, how much do you give on this known call. We dont have a recording for the phone call to show the American People and we learned from alex vindman this week that words and phrases were removed. I think what anyone making this case and the house is acting like prosecutors if they go forward on impeachment, they have to clearly tell the public look, here was the president using his power, he was demanding a bribe. Just the fact that it is happening, in a world where half a point or two points make all of the differences, that might be holding on to the presidency, the phone call is on the way to that. I could talk about the defense . Defense in a second, but they are demanding a bribe, it is one of many steps alock the way and they got it and the other ukraine investigations went forward, they were reupped, so you have to tell that case. The defense is all about Foreign Policy and at the end of the day even if you dont like the current president a lot of americans think that you know, he has the power to kill, he has the power to drone. He has the power to drop a nuke, cant the get on the phone and push around another government . The best defense is not the one from the white house yet the president believes that. A lot of president s do what you have not seen yet because they have a lot of full time focused lawyers looking at the case and are close to the defendant, get off the call and the transcript that if you can drone and nuke, why cant you call a Foreign Government and push them around a little bit pap better lawyer may have convinced them to that point now. We kaep her keep hearing chu says whether or not the process for dealing with the problem in ukraine and i want to share what he said. One of the things that the career establishment bureaucratic establishment doesnt like about the president is he doesnt do things in the same way that theyre used to and i think that is why the guy got elected and i was proud to support him. So saying something wasnt done properly or through proper channels does not make it illegal, improblem per, or impeachable. Is this the republican argument . That is certainly an argue they could make, but having serve in the National Security county till, the National Security council exists for a reason. A heavily scrutinized view of the president. And on behalf of u. S. National security interests. That is a traditional process that has been used, and that channel seems to be the one that usually delivers the best results for National Security. So going outside of that process seems to be it usually doesnt deliver the same results. Jauliulian, i want to read p of Peggy Noonans report. They are inviting the republicans in, that would be a deadly move to show respect and rob republicans of a talking point, does he have a point . I think she is speaking at a high level and she is not studying the facts. Democrats are doing that. They are bringing republicans into the process. They have been part of the depositions, and they will have the same rules that the democrats had in 1998. They are almost word for word. From the house, and i think the republicans here have as much procedural rights, and the white house has has many procedural rights as they possibly could have without turning the process over to the republicans or to the white house. You cant start saying to the white house you can call all of your own witnesses you want, they can basically filibuster the process or call hunter biden or do all sorts of things to throw deflections. They have all of the guarantees theyre entitled to. I think nancy pelosi did a nice job letting them argument that they should have the same rules that democrats had in 1998 and pulling the rug out from underneath them whichlater. I think that talking point is not that credible at this point. I think ari had it right, their argument has to shift to substance and they will say hey, inherent power, we were going after corruption. We use unusual channels, all of those things is where you will see the argument shift to, hoping that not that center third that im speaking about, not that theyre paying close enough attention to make distinctions. The problem with that legal argument that ari outlined is all of those things does not trump a president s right to does not trump a president to to l solicit a bribe. It was illegal. They have to present this case in simple and compelling terms. In a sentence, stefanie, you could say we have a power to drop a bomb, but you dont have the power to auction off dropping a bomb or get prescribes for it. Thank you all so much. The San Francisco chronicle reports prop c is an audacious overreach, threatening to overturn the ban on flavored products approved by voters. Prop c means more kids vaping. Thats a dangerous idea. And the director of European Affairs for the nation gna naal security council. And Tim Morrisson that backed up bill tailors testimony that there was a quid pro quo. That happened on the same day that we saw the first full house probe. Amy stodder is joining us and jason johnson, and a senior Political Correspondent at the hill. Now that the resolution has passed, how do they play this . Theyre going to try to avoid Corey Lewendowski moments. They have a simple path forward. There is a scandal act them coming forward as a whistleblower. I dont think this will be like health care. I dont think a i think most of the democrats that voted to go forward will vote for impeachment when all said and done. Justin amash, a foremmer republican, now independent, is calling on republicans to step up, stem out of your bubble. History will not look kindly on false defenses of this man. Obviously republicans did not look to him yesterday, but could it strike a cord as this thing moves forward . I dont think so. I think everything is maked in the cake. You dont see any movement. You thought there was republicans. I think for the most part they will remain one unit, and i think that will be how it will be, i think the big question thing is and Pete Buttigieg said this yesterday. It is easier to take it to the ballot box rather than thousand this out completely. Im just, i think that is the wrong messages, this is not, this is an example after the president told us in an interview he was going to take up a research from a foreign source. The next election will not be fair if he se extorting military aid if approved by the congress more than a year ago. Almost a year at the time. It might not be politically popular, it is about normalizing this conduct if republicans stick with this theyre saying a private citizen can run their own Foreign Policy at the destruction of the commander in chief. And for political purposes in violation of our National Security objectives. It is normalizing things that we always said is impossible to defend. The Washington Post is reporting that the president abandoned the idea abandoneding the idea. It is something he repeatedly said he would do, he said it over and over throughout the summer. This is not a time where republicans say that the democrats are obstructionists. We know there is over 300 bills on Mitch Mcconnells desk. What is the president doing here . He is throwing a temper tantr tantrum. It serves him because he is angry. He does not believe he is being treated fairly. That is how this president operates. You have over 90 of the people that support background checks what did it do to him . But they did. White suburban mothers did. And here is the problem that the republicans are in trouble with. Donald trump is not providing them with other messages they need. Trump should be like lets do infrastructure, lets move the conversation beyond impeachment. Lets make democrats look dumb for trying to impeach me right now. He is about six months behind on messaging. The idea that we have to get rid of trump at a ballot box is a failure. He will cheat. He needs to give republicans their own conversation. We will leave it there, we have more conversations that we need to have. It is back to school for the nations Third Largest district. Wall street reacting positively for a strong jobs report in the month of october. Unemployment remains low 3. 6 senior nbc analyst. This is definitely a positive jobs report if is above what was widely expected. The gm had a strike so that weighed on the jobs number. The rate of job growth is a bit faster than it was in the first half of this year, but there was general slowing, but there was 223,000 jobs per month and now were down to a pace of 170,000 per month, and i would expect that pace to slow a bit further going forward. Ron, what do you think . I would agree. I think in a certain sense, it backs up the con super. I think the president s trade war is having the single bestest negati biggest war. If it were not for you would have a goldilocks economy right now. It is still a deadweight on manufacturing. You have to adjust for the gm strike and manufacturing employment has slowed. Jason, you crunched the numbers before and after trumps 2017 Corporate Tax cut, what did you learn . You learned in the seven quarters since, the ones after the growth rate slowed. Why did it slow down . There was a slow down in consumer spending. There was a big slow down in business investment, and that was supposed to be helped and it has gone down and the only reason the numbers were not as bad as they might have been, is that growth has picked up. I think that is the pig picture in this economy and we got the gdp growth. It is consistent with a general slow down since the tax cuts of the past with disappointing investment. And i think that is a really important point is that the tax cut was not designed to help everybody. Last corporate profits were up 26 . The Capital Investment in a jason was just talking about never materialized because of the uncertainty that the president created around trade and International Trade flows and that increased activity to the point that they were not willing to make investments given the uncertainties that are at their slowest since 2008. There was a near recession in some countries. China is very slow. They are broadly speaking. They are constraining the workforce. They have more available workers, they are growing quite fast. They want to stimulate the economy. If rate cuts dont do anything, and if the Corporate Tax cut didnt do anything, jason, to spur corporations to invest, and if they would invest in hiring or wages, is there anything that can help those two . Right now we continue to have the Unemployment Rate trending down over the last year despite that the growth rate has been about 2 in the two hours. The underlying productivity growth is weak. If it starts weakening below that. The policy can do a bit, but you would want to use fiscal policy, you want tax cuts, increases in spending, infrastructure, money for families, that is the main tour that we still have at our disposal. Thank you, and jason, i really appreciate your enthusiasm for fiscal and monetary policy. You have to cover a stopic other than impeachment every now and then. A soldier with a purple heart attacked and called a spy on tv. There is one question that we need to ask this morning, does civility matter any more . Joining me to discuss, an independent strategist, and Jerry Springer, former mayor of cincinnati but you know him from the Jerry Springer show and now he has the show judge jerry. What have we seen in the role of civility right now. Most of us know you as a guy that hosted a show that featured knock down drag out fights between family members. Yeah, i used to joke and say that my anger at the president is that he took my show and brought it to to the white house, but on a serious note, civility is critical in terms of our norms, and we cant function as a society also we have norms laws to take care of every human interaction. So the norms, if we see our leaders, i mean people have always been cursing. People always get upset. But our leaders, whether theyre government leaders, economic leaders, religious leaders, when they misbehave, when they say the norms dont matter, when they say you can use whatever language you want, anything you can get away with, get away with it. If you dont pay taxes, youre smart. Demeaning other people. When they have this behavior, it tells society that we really dont have any norms anymore. Theres no appropriate way to behave. We cant have that in the leadership of our country. We can change policies, well survive that. But you cant once we do away with civility in terms of our institutions, weve lost it. But, jerry, are you saying its our leaders that need to set the example . Because, again, the success of your show in some part was predicated on americas love the battle. When people were chanting jerry, jerry, it wasnt when the people on your stage were hugging it out. Look, first of all, our show was about dysfunctional behavior. So obviously everyone whos going to appear on the show is acting dysfunctionally. That was the point of the show. But no one ever suggest will never did i do a final thought and say this is the way you ought to behave. On the contrary. When you behave badly, the consequences inevitably become bad for you. But when you have the president of the United States using language that even on our crazy show we bleep out, then societys in trouble. Do you want to start bleeping out the president of the United States during his speeches . I mean, thats what were getting to. So you cant compare a crazy Television Show where youve got people that admittedly are dysfunctional and saying therefore its okay to have an administration thats dysfunctional, that its okay to have Corporate Leaders that are dysfunctional. Religious leaders that are dysfunctional. No, its not. Norms are important. Recognizing some people dont follow them, but we still from the very top parts of our see the we have to say, this is an appropriate way to behave. Even if there are no laws. Reed, after the president got booted at the nats game, you wrote a piece saying civility wont fit america. Theres a couple things we should remember. One that the president got a little bit of whats good for the goose good for the gander. He was happy to he still to this day is happy to enjoy the lock her up chants when he goes to rallies i croacross the coun when he finds himself in a safe place. In jerrys hometown of cincinnati we see what happens when the president is confronted with his own bad behavior is he gets very upset. This is a president who must stay within the virtual realm in order to maintain his perceived power. And so i think is civility the answer . I think its the same thing weve always seen all of us growing up. We know bullying is wrong, but a lot of us who grew up in a time before this also knew that the best way to get rid of a bully is to stand up to them. And donald trump will do whatever he wants to do however he wants to do it until americans both from the local level all the way up into washington, d. C. And in the media and political elite start to stand up to him. And i understand that there a lot of distaste and uncomfortableness with having to sink to his level. I get it, i wish it wasnt possible. But remember, american politics as george h. W. Bush wens said, is not being bad nor has it ever been. Is civility required for gove governance and society . It is. But we shouldnt expect donald trump to wake up and say ive been wrong all this time. My entire life ive acted the way ive acted and im sorry. The idea that we can say hes going to do that but were not going to stand up to him and the way he acts and the things it can do to our institutions is short side and ultimately dangerous. I want to play a moment from this week when cory booker was asked about his gun policy compared to beto orourkes. Heres what he sbled im not where beto is good, because hes crazy. Well, again, we should watch the way we talk about ooeach other. We cant tear the character of people down. He has no problem doing it to me. He was very nasty about this. But you and i both know that just because somebody does something to else, doesnt mean we show the same back to them. Jerry. Well, thats true. But and i agree, just what was said before about the president s behavior and we have to stand up to him. But the only way we as a society, for example, are going to say that behaving outside the norms is not acceptable is by reflecting that in the next election. Because think about it. If if trump gets reelected, all of a sudden what is very clear to the whole world and all of america is that the behavior we have witnessed in the last four years is totally acceptable. We will never be able to shut that door again. So this election is not so much about trump, its about us. What are we willing to accept in our society by our leaders . How do we want our kid to conduct themselves . Jerry reed, thank you so much for weighing in on this very, very important topic. Coming up, more breaking news.
