Lets begin with the house speaker. Speaking her mind about impeachment and sending a message to the president , to republicans, and her fellow democrats that she believes impeachment would do too much damage to the country and President Trump, in her words, is just not worth it. I have a great team to break this down. First, i want to explain whats going on. Speaker pelican has never be has never called for President Trump to be impeached, taking a wait and see tattitude. Monday she said its time for the party to stop focusing on the president and put its focus back on whats good for the country. Listen. Im saying we are for the people. Thats why i say impeachment is not worth it. Now, while some republicans, even the president himself, might consider what she just said a kind of victory, the speaker is clearly looking at a much longer timeline. Any push to impeachment president now would almost definitely fail and, she says, divide the country because remember even if the house did pass articles of impeachment, you need twothirds of the senate to approve them. That would mean at least 20 republican senators would have to get on board along with every single democrat. The speaker acknowledged that special counsel Robert Muellers report could push some people off the fence, but that depends on what he finds. You previously said you wanted to wait for the Mueller Report. Well, if its so conclusive that there is a bipartisanship, there is a message to the president , so be it. President nixon was not impeached. The republicans finally saw the light. It divides the country. Unless there is some conclusive evidence that takes us to that place. Now, in the meantime, Speaker Pelosi has probably accomplished a couple of things with all of that. She has taken some of the sting out of the republican attack lines and maybe, maybe even gained goodwill from the white house. Her decision to let Mueller Report and the Ongoing Investigation speak for themselves puts her more in line with the American Public who are not on board with impeachment at this stage. The recent quinnipiac poll shows nearly 60 says congress should not push this issue right now. While some members of her party have come out uneequivalent fromically for impeachment. Many quickly sided with the speaker, including and some people might be surprised by this, the california congressman who filed articles of impeachment against the president on the first day of the new congress. Just because he has crossed the legal bar doesnt mean we have hit the political bar. We cannot remove him until the folks in the United States senate vote to remove him. That will take a change in public opinion. I suspect she is thinking about the fact that it would be tough to get the necessary votes to make it happen. There is a difference between somebody committing impeachable offenses and whether you get the votes you need to impeach. If we were to impeach and the senate failed to convict, i think we would feel the result of that in the 2020 elections. So i understand where she is coming from. Its a conversation thats ongoing. All right. So a lot of people are talking about what nancy pelosi had to say. Among them Garrett Haake talking to members of congress. Even though its weird not to see you on the hill. I know you were there all day yesterday. What are you hearing . Well, look, there is a division among democrats about whether this is a good decision or not by nancy pelosi to come out so strongly. As you pointed out, this is not totally new. This is similar to what she has been saying in the sense that while there is a feeling among a lot of people in her party that the president has already done enough to be impeached, that an impeachment process in the house that isnt backed up by republican support, that isnt backed up in a way that could lead to the president s removal would be, as congressman butterfield said there, a political act that would lead to democrats being punished. What she has done is set a high but not unclearable bar for democrats moving forward on impeachment. She also made another comment thatna Washington Post interview where she talks about the respect that she has for the president s office. I think this serves the same purpose. If we could bring that up, she says my relationship towards him is respectful, respectful of the office he holds. You will hear me saying anything publicly. I am not saying here in the office. I am hopeful at some point we find Common Ground hell stick to. Respectful, honest, and hopeful. When you put that quote side by spiedside with Speaker Pelosi saying the president is unfit and she wants to see overwhelming bipartisan evidence you are left with an enormous trap door, an enormous exit strategy if the Mueller Report contains something particularly damning or if any of the investigations already going on in the house, including one in the judiciary committee, where impeachment hearings would start, should turn up the necessary evidence to make a public case for impeachment. So i dont think the actual landscape on the investigations in into the president have changed this much, but the context in which we are talking about them has changed a little bit. And i think by sounding and acting like the grown up in the room, she draws a strong contrast with the president. Great to talk to you. Why did she say what she said yesterday . Politically smart to do so. She looked at the polls. The public doesnt want impeachment right now. It is kind of silly to start proceedings before the Mueller Report is delivered. She left herself an out if there is overwhelming evidence of criminality in that report or in other legal proceedings. So, it was clearly very smart for her to do politically. My concern about it is that it might deprive the democrats of the opportunity to kind of connect the dots and tell a story, to have a compelling narrative of the criminality and deprafty hue would it do that . How does that stop the democrats from using more facts to build a case . Because its coming out piece kne meal. If there was an impeachment trial in the senate, even if it failed, everybody is assuming it would be like with clinton. People would have sympathy for clinton. Maybe not in the way they did with clinton because if the whole story was laid out by what they call the impeachment managers, house members who would essentially be the prosecutors in a senate trial, and a story was told, then the country could maybe see exactly we have been doing but to tell i want to make the argument, doug, weigh in here, to tell a story, to tell a really strong narrative you have to be able to have the facts. And to fail to not tell a convincing story works to the other side. But i dont know. What do you think . Well, look, Speaker Pelosi didnt take impeachment off the table. She said there needs to be compelling evidence and the public will for it. I think what she is trying to do in the house is conduct a thorough surgical oversight investigation of this president and all of his possible wrongdoings. Ultimately, if it leads to compelling evidence, then maybe impeachment is the right way to go. We also have the Mueller Report. To jonathans point, i think a lot of this evidence will come to the evidence could come to light during these hearings. You have adam schiff, elijah cummings, rich neil, jerry nadler conducting thorough investigations in the public under the, you know, in the public domain. I think that could ultimately lead to what jonathan is looking for. But, look, he is unfit and corrupt, but i think that the public will and the votes in the senate arent there and pelosi knows that. I want to play what the president said back in january about a conversation he had with Speaker Pelosi about impeachment. Good reminder. We even talked about that today. I said, why dont you use this for impeachment . And nancy said, were not looking to impeach you. I said, thats good, nancy. Thats good. You dont impeach people when they are doing a good job. Susan, from the republican perspective what do you make of that . A few things. Its a way of her putting town her own marker as speaker because there have been a lot of members out there in the recent days saying impeach, impeach, impeach. She is saying leadership is not going to do it until we find good reason. It also allows a methodical review of the Mueller Report or of oversight. It will allow the republicans to gain information, too. So if something is found that is, you know, really bad, it can move republicans. But anyone who is going to be like that is going to have to see the stone cold hard facts. Let me play what some republicans have been saying about impeachment. Take a listen. Congressman nadler decided to impeach the president the day the president won the election. Trying to get the goods on this president in an apparent effort to impeach him. A forum to tell stories and lie about the president of the United States so they can all start their impeachment process. This is an attempt to injure our president , lay some sort of soft cornerstone for future impeachment proceedings. There are members here with a goal in congress to impeach President Trump. Their talking points are consistent. They are. They are consistent even from two, four, six, eight years ago. And thats republicans basically having one line and its to go after the democrats and whatever they are doing. And i was against the party of no in the congress when it was Republican Leadership doing it, and i think that right now nancy pelosi is actually trying not to have that and not to be the party necessarily of no, but be the party of responsible governance. That will really help her as far as looking towards 2020 and her majority. Could we take it out of politics for a minute . By politics, i mean the pure politics of whatever is decided, however the democrats in the house decide to move forward, it is going to have an impact on 2020. Its going to be a conversation whether they go for impeachment or not. But there is work to be done for the american people. I dont mean to sound pollyannish, because we havent had well, we have had a series of congresses under the republicans and lets see what happens under the democrats that have been wildly unproductive. Could this help nancy pelosi if she wants to be somebody who gets stuff done . Does she at least have the respect to go in and try to get some sort of compromise on issues that maybe both sides can agree on shh. I think its unlikely trump will do that. He has had opportunities to do things on infrastructure and other things where there is room for compromise. It gives pelosi and the democrats a chance to go back to the issues that won them the election last fall. So, for instance, this week the trump budget came out. It cuts 545 billion from medicare. Remember, donald trump promised in the campaign in 2016 he was not going to cut medicare. It was one of the ways he distinguished himself from the other republicans. I want to stop you here i want to this is a huge yeah, but this is a huge gift to the democrats. So to that point, because i dont want to forget just because you are not at the table here, thats the argument that a lot of democrats who are making who are supporting nancy pelosi in this. They are saying, look, we have enough to get him out of office in 2020 in a way that is not seen as illegitimate, in a way that does not split the country. He is doing things. And if we make our case, we will have a democratic president come 2020. What do you say about that . Absolutely. If democrats make their case, we will win the white house in 2020. To jonathans point earlier, you know, look, the democrats passed several weeks ago a background check bill. Last week they passed one of the massive anticorruption bills in a long time, hr1, the for the people achlkt that will go to the senate and probably sit there and collect dust because Mitch Mcconnell isnt going to bring it up. Thats going to be a great thing for democrats to push and run on in 2020. And so theyve also got ideas on health care. , reducing the cost of spri s prescription drugs, that nancy pelosi want to have out there as a conversation point a way to distinguish the two parties and the vision that democrats have and that republicans have, and of course on the budget, thats a statement of your priorities of your principles and what were seeing from this republican budget is that its totally radical and will do serious damage to this country. District judge who has been entrenched in the mueller case for more than a year is going to decide the fate of Paul Manafort. How long the former Trump Campaign chief will spend in prison. She could tack up to ten years on to the 47month sentence that he got in Virginia Court last week, or could decide that hell serve out both sentences at the same time. But former cia director john brennan is throwing another possibility into the equation. Firstly, i dont have any doubt that mr. Trump is going to pardon Paul Manafort at some point. The question is when. But then if he is also convicted of state charges, donald trump is not going to be able to pardon him for that. Joining me now is former federal prosecutor doug burns and you also represented three white house employees during clinton scandals. Doug, what do you think . Do you think there is a chance that a pardon is on the table . Well, i mean, that was an aggressive prediction. I have no doubt whatsoever he is going to pardon him. I dont know where he is coming up with that. Number one, that will never happen unless and until the president is reelected. Number two, he might commute the sentence faster than he would pardon him. That would enable him to say they treated him too harshly, but the conviction for the wrongdoing stands. I completely part company with that prediction. I do not believe its clear he will pardon him. If people, jeff, are talking about the possibility of a pardon, can that legitimately factor into the judges decision tomorrow . I dont think it will because i think the judge is sitting on two conspiracy counts, including tampering with a witness. The judge is aware of the cooperation that manafort was supposed to provide and did not. I think the sentence will be harsh an consecutive. It may not rise to the level of ten years, but it will be significant and more significant than the virginia sentence. I think if the pardon occurs, it will facilitate a medimmediate state attorney general investigations and possible indictments because that is not pardonable. The states have been also the victim of tax improprieties if the federal were excuse me, the federal government was. Asked about the possibility of a pardon yesterday at the first press briefing in 43 days, and here is what she said about that. Why hasnt the president ruled out a pardon for Paul Manafort . The president has made his position on that clear. Hell make a decision when he is ready. Thats not a ruling it out, doug. You know, you could make the argument his base would support that. You know they think its a witch hunt. Thatpolitically toxic. Nobody is saying its a good idea politically. Yesterday there was an apology to the judge for rereleasing roger stones book, something she says violated his gag order. They said they did not intentionally, the lawyers did not intentionally try to hide anything. Whats going on here . Judge berman again said three strikes and youre out and this appears to be the third strike. She has a number of options. She could revoke his bond. She could lock him up for a couple of weeks in order to teach him a lesson, if you can teach a lesson to roger stone. But she will do something because she has said three strikes and youre out. And two big cooperators with the mueller investigation, Michael Flynn and rick gates, have status reports due this week. So, doug, whats going to happen there . The importance of that, chris, is its going to tell you where we stand. In other words, when you have a cooperator as a federal prosecutor you hold their sentence in abeyance until you are done. When we get a read as to how close they are to being done, we will know how close they are to using the utility up. So of those three things, and they are pretty big things going on, jeff, what are you watching for most closely this week . Well, im certainly watching for the manafort sentencing because of all of the consternation that judge ellis took for the sentence that he imposed. And a big part of that story remains boeing, you mentioned what happened yesterday in the wake of that tragic Airline Crash in ethiopia over the weekend. It was one of the big reasons why the dow underperformed the way that it did, even though we had an up day. Other parks of the market like the s p 500 and nasdaq werent as affected by boeing. This morning, the dow is off by about 50 points to start the day. 100 plus points are being dragged down by just boeing alone. The reason why is because over the course of the last couple of days a number of jurisdictions in the world, specifically in asia, have now grounded Domestic Airlines in places like singapore, indonesia, malaysia and elsewhere, and china, they have ordered their Airlines Flying this boeing 737 max model to have those planes grounded. We found out, by the way, in the last five minutes or so that u. K. Civil aviation authorities have now ordered their boeing 737 max jets grounded as well. So what you have playing out in the market right now is a generally up market with a lot of folks liking technology and internetrelated stocks and balanced by the fact that there is this negativity around boeing. Until there is more clarity around whats going to happen with the boeing situation thats where traders will take a liberte, egalite, fraternite of a pause in the market. It will be a driver for the dow today. Thank you for that. I want to go to tom costello, our aviation correspondent. Tom, that sounds like big news what he just reported, that the u. K. Has a pretty aggressive approach to this right now. It just happened. We have an avalanche now of countries around the world grounding this plane, and this one is a very big announcement. The British Aviation authority grounding the 737 max. They follow australia doing the same thing, china yesterday, indonesia, and a handful of other countries, plus about two dozen airliners. So we now count, before the u. K. Announcement, we had 40 . 40 of the worlds maxs grounded because the world is awaiting details on the ethiopian plane crash to find out if there is any Common Thread between what happened in ethiopia and what happened in indonesia last october when another plane went down. Another brand new 737 max went down. A max 8. And so without that information right now many of the Worlds Airlines and now regulators are saying we simply do not have enough data to have confidence in this plane. However, the faa is not yet, not grounding the plane. The faa has said it has confidence in the plane and no data to suggest that it should ground it. Boeing insists the plane is safe. Chris, we need to make the point. Every airliner in the United States and canada that flies this plane, american, southwest, united flies the max 8, air canada, a whole bunch of canadian airliners are standing by the plane, insisting that the plane is safe and that they have not had any issues. However, one of the worlds biggest Flight Attendants Union with 50 members is calling for a very aggressive and assertive stance on the part of the faa. Find out whats wrong with this plane now, if anything, so that it can be sure that its flight attendants and passengers are safe. By the way let me interrupt you. Feinstein and bloomen thoume calling to ground the fleet. Whethats where i was going. T people who are concerned are saying what more data do you need . We have two crashes where everybody was killed within a very short period of time on this same plane, and then you have this letter from Dianne Feinstein and richard blumenthal. They want a temporary grounding until at least the initial investigation, these black boxes which will take a couple of days, gives folks, investigators more clues about whats happening. How much pressure is building, including with what the u. K. Has just done, on the faa right now . I think the political pressure is mounting and fast, and heres when you have got china yesterday having grounded the plane, that was one thing. And indonesia much but then australia with an ntsb that is very similar in structure and in terms of mission as the american ntsb, and now the british Civil Aviation board. These are among the most respected aviation regulators and Transportation Safety boards in the world. All of them coming down on this and saying we dont have enough data to be confident and comfortable and we dont want to take the risk that another plane might crash. Let me underscore yet again, we do not know what caused this ethiopian plane to crash. We dont know whether its pilot error. By the way, one of the pilots had 200 hours in the cockpit. Thats hardly anything. We dont know if there was an engine problem, electric problem, hydraulic. The list includes just about everything at this point. Its just a simple fact that many of the nation many of the worlds regulators are not comfortable right now with the unknowns. So again the big headline, the u. K. Civil Aviation Authority saying they are going to stop any of the commercial flights either into, out of, or over u. K. Airspace. Lets see what the faa has to do today. I know you will stay on top of it. You just said it. Or over u. K. Airspace. You are going from belgium to ireland, you cant fly in a 737 max 8 over u. K. Airspace. Is that the kind of route that might fly that plane . Potentially, sure. Its a shorthaul flight. I dont know the carrier. I through that up hypothetically. Can i make a last point . Sure. I talk to a lot of pilots who say we believe in data, we believe in facts. We want facts to decide this. I talked to quite a few pilots who said, you know, there are enough unknowns at this point, i may not really feel comfortable right now flying a 737 max. I had two aviation experts on the shows that i anchored yesterday and asked both of them point blank would you get on one of these planes right now and they both said no. Lets see what faa does. There is buzz this morning he may have recruited a top iowa political consultant. And speaking of actual signs, check out the ones that were waiting for folks at the joe biden event today. Run, run, joe, run. Susan jonathan, doug is with me. Beto is going toize. If he is going to run, he has done either a great job of building suspense or ticking people off who say, would you just tell us already . He is pretty clearly getting in, even if it hasnt been confirmed yet. The question is how he will do. And he brings two major assets to this race beyond being a kind of combination of Bobby Kennedy and barack obama for his most ardent supporters. One, he can fill arenas. Now, didnt used to matter in american politics, like nobody cared if Michael Dukakis got 6,000 or 4,000 people to his events. N nowadays its a way of keeping score. Related to that is that he has a small donor base. This is critically important in this campaign because if you lose a primary, your big donors head for the hills. Your small donors stay with you. So it lets you stay in the process longer if you have a small donor base. So, let me point out the other side of that. Our nbc team reports that technically beto has hired no staff. The key folks that would be in the campaign are still volunteers. They have reportedly identified people in key states, but i guess the question is, is this is a new way of running for president , or would he start his campaign at a disadvantage . Well, he ran a very unorthodox race for the senate. He didnt have consultants. He didnt have a pollster. He relied a lot on volunteers. I am not totally shocked by. This the train has sort of left the station but he can catch up, and so can joe biden. But joe biden has been putting together an infrastructure. Thats the different. And he has the contacts that beto doesnt have nationally. Thats right, and a name i. D. Yeah. That beto doesnt have. I said that the train has slightly left the station. I think he can catch up based off of, you know, what we saw in texas. His excitement. His ability. He raised 80 million in a race against ted cruz. He cultivated a ton of small donors. Thats a question about whether he raised the money or the antited cruz faction was there. Chris, thats a really good question. There is a lot of methodology around that senate race that i think what is important for democrats and progressives to understand about beto orourke, what does he believe in and will he be able to do what he did against ted cruz in a field of democrats that are much more popular to democrats, obviously, than ted cruz is . That is a question thats unanswered. It may have caused him to give some pause before he jumped in. And yet the club for growth, susan, released a twominute long ad targeting orourke thats going to run in iowa. What does that tell us about who the republicans are worried about . It looks like they are worried about beto orourke. You know, i think right now the republicans are monitoring the whole field. But i understand why they are scared of beto. I think he is right now someone who poses a really interesting challenge to donald trump not just because he doesnt fit into the typical box like a u. S. Senator or governor, but he doesnt react the same way. When you watched him in the campaign trail in texas his responses werent the typical political response that we see. He does not look like he is answering every question with a talking point. And that will resonate. And i think he seems very that is the authenticity that he brints th brings that i think a lot of other democrats do not. All right i want to go to whats happening right now because joe biden is speaking at the International Association of firefighters conference. I showed you that sign, you know, when it said run, joe, run. He commented on that. You know, id like you all to, i appreciate the energy you showed when i got up here. Save it a little longer. I may need it in a few weeks. Be careful what you wish for. Oh, be careful what you wish for, jonathan. So this is the heart of joe bidens base. The head of the Firefighters Union has a longtime biden man. So he is going this is his sort of log cabin. You know, the problem yeah, i think its important to point out that this is an organization that is heavily often republican. 316,000 members lean republican, but the leadership has often supported a deputy. I wonder, as you look at that, is this the joe biden who cannot only get centrist democrats but rally some of the disaffected trump republicans . Yes. He is enormously popular with first responders, many of whom you said voted for trump. If you go back a few elections, the firefighters have been with biden before. The problem is when he has run before, he hasnt done well. For whatever reason, he has not been a successful president ial candidate in the past. Not only did he not get the nomination. He didnt even get out of the starting gate in the past. And when you just saw him just now, he does look a little bit what you could call low energy if you wanted to use a trump insult. He has already used that for jeb. Thats taken. He also hasnt been challenged in six years. Thats the other thing. He really hasnt been. But for a lot of people who watch him, and this is what i hear from republicans and democrats, he looks like the big boy, right . He is somebody who goes to work every day, has been in the room. This was not a Vice President who just sat back and, you know, got a big scissors and had ribbon cuttings. He was somebody who was actually at the side in many cases of the Critical Issues facing barack obama. Absolutely and he wasnt questioned bigger people on that. He was with the president. I understand what he brings to the table. I think he would be a democrat that a lot of moderate republicans would support. However, i just wonder how he does against other democrats because, again, not being challenged and being on stage with ten other people taking shots at you and my crack team watching him right now said he is getting fired up. We have run out of time. Look at him there. Now he is not low energy anymore. But you could make an argument, chris, that he should say, you know, hell only go for one term. That would put him in a different place. Run, joe, run, theyre chanting. Run, joe, run run, joe, run he hasnt, as you pointed out, always had the best campaigns in the past. This is a right decision, if you are slowly rolling it out, go before a friendly audience like this, but that also isnt super progressive and get people shouting like that. Right now tens of thousands of former felons and Voting Rights advocates are gathering in the florida capital kicking off their biggest Voter Registration drive in the states history. One that could have major impact on the 2020 election. Last year more than 1. 4 million former felons had Voting Rights restored. The goal is to register 500,000 of the newly eligible voters. Hans nichols is with us. You were on the bus with many of these voters earlier today. What are they telling you about registering and what the feeling is about who it could help . Reporter its empowering. When you look at these former felons here, we have hundreds here. Theyre basically getting a boot camp on how to be more active citizens. The bus ride, 11 buses throughout the state. Left at 2 00 in the morning. We were on one of them. Theres a great deal of energy to make sure that amendment 4, this is what passed in november to make sure that former felons returning citizens could vote, that that is implemented. Some other things they want. They want to raise the threshold for felony convictions on theft. And they want to remove barriers so you can get a job. I think one thing thats clear is that they want to make their voices heard at state and federal elections. I hope to bring awareness to legislatures and to know what were working on and to push forward with the implementation of amendment 4, to job awareness. Many people feel their vote doesnt matter. You have 1. 4 million individuals who have the right to vote. Your vote does have volume to it. Reporter there are estimates of 90 trying to get 90 of those 1. 4 million felons, former felons back in the system registered to vote. Thats a lot of new voters in a very crucial state. Today theyre focussed on the state. They want to really meet with all the lawmakers here in tallahassee to make sure amendment 4 the fully implemented and there are no barriers for registration. This has the sound and the view of a souls for the polls kind of thing weve covered extensively in past president ial elections. Im wondering is the push being head by democratic and progressive groups . No. And theyre clear this isnt a partisan push. One of the main organizers is off there. Hes speaking right now, neil, he is a former republican lobbyist who is very big in this organization in making sure that returning citizens have their full rights. You almost feel like you blunder when you ask people here who theyre going to vote for. Theyre much more interested in the issues than the parties or individual candidates at this stage.
