What is it like there this morning . You may be able to hear heavy machinery. Theyre beginning the cleanup. You can see just some of what it looks like. Those cars werent parked interethere, they were carried there and just dropped by the water. You can see mud there as well. It was cars it was carrying away. Some buildings collapsed. We had road cop lapllapses ther. You see these damages. As you said, absolutely incredible, just the power of the water. The river here rose 17 feet in just 2 hours. When you talk about flash flood, thats what they mean. It really just happens so quickly. This morning we learned there is one man who is missing. He was reported missing overnight. His friends this morning saying that he was an air force veteran, a member of the National Guard and he may have been actually trying to help people in those floodwaters. So theyre continuing to look for any information about his whereabouts. But really incredible when you see those images that were not talking about. More people being lost in that water and more people being injured. You heard earlier that Officials Say this is a 1,000year flood. It happens here two years ago. A flood that was almost as bad as this. They really thought they had been through the worst of it. Finally rebuilt. And then this happened between. So a lot of people in shock they are going through this again. For some people, they say its going to be just too much. Others say theyre ellicolt city strong. They are going to rebuild. Ayman. As weve been hearing officials there saying theres been no losses of life. Thats welcome news to the residents there. Bonnie, as we can see from the images where kristin was standing, it seems the rain has stopped, at least for now, but does that mean it is over . Its going to take a while for all that water to recede. What happened, is it unusual. I know it happened two years ago. It has a lot to do with the topography of where the city is situated. Its in a lower elevation, surrounded by a lot of hills. Being in a valley, you have all that water coming in so fast. Funneling into one spot. Thats why when you look at the legend, it says 7 inches plus for that area. Alberto is not headed in that direction but it is headed for florida, alabama and much of the south. We have 2 million americans under a Tropical Storm warning. 35 million under some sort of flood advisory. Because alberto, this subtropical system with maximum winds at 65 miles per hour, is on the move. It may not look like a typical tropical system to you. Thats because its a hybrid system. We have a lot of dry air from the west. Also have a separation of two plumes of moisture with plenty of rain just to the east of really the more populated cities. Look at these rain bands, theyre just coming in one after the other. This is the beginning of the big flood threat for the panhandle of florida. We could seal inches or more assuccumulating with this syste. Not just to florida, but into alabama, georgia and parts of the midsouth. In the coming days, that moisture will work its way into the Tennessee Valley and it will bring heavy rain. So its a rain maker to keep a close watch on. Unfortunately, not great weather in this part of the country. The rest of the country is dealing with heat. A lot to watch out for, at least on the east coast with those rains. Thanks, bonnie schneider. All right, the other big story, the diplomatic dance with north korea. Trying to lay the final groundwork for that historic summit. The summit that President Trump abruptly canceled just a mere four days ago. Theres an urgent effort to revive the meeting for the original june 12th date. Nbc news global correspondent bill neely is in seoul for us. A lot of moving pieces. Both sides say they want to meet. I guess the lingering question is what are they going to meet about . What does a framework of any meeting look like from what weve seen just in the past 24 hours or so . That is exactly right, ayman, thats the question, how do you set an agenda in two days . Because we understand the delegation will be in north korea today and tomorrow, tuesday. How do you set an agenda in two days for decades of mistrust for an agreement that will, you know, possibly be to President Trumps liking . We know this is the third time in as many months a delegation has been inside north korea. This one is highly experienced. It will be trying to get real commitments from north korea, not just fine words about denuclearization. It is a highly experienced delegation, led by sung kim, who was a former ambassador here in seoul, he is an ambassador in asia. Hes been negotiating with the North Koreans since 2005. During that agreement, it was of course an agreement that collapsed, so he knows this game. On the north korean side, well, their delegation is led by choe son hui, who is a vice foreign minister. She speaks fluent english. She, too, is experienced, and its thought she has a direct line to kim. Once again, the american delegation is trying to flesh out what kim jongun means by denuclearization. We heard at the surprise summit from president moon when he met kim jongun that kim believes in complete denuclearization and peace, but critically, ayman, president moon did not spell out how kim defined denuclearization, and also theres the issue of verification. Now, we saw last week the North Koreans blowing up a nuclear site but, you know, explosives at the edge of tunnels, the destruction of a few wooden buildings in front of foreign journalists, thats not a verifiable destruction of anything really and crucially no nuclear inspectors were invited to that. So how does the u. S. Trust north korea . President moon said that kims problem was he couldnt trust the United States, frankly, not to depose him, if he did get rid of Nuclear Weapons. So, as you say, there are so many issues and so little time. President trump seems fixed on that june the 12th date. These officials, this delegation appears to have only two days to set up the framework, the agenda you said right at the beginning. Many people here in the u. S. And perhaps people like you and me deeply skeptical about kims real willingness to give up his Nuclear Weapons. Bill neely live for us in seoul. With me in new york is gordon chang, author of nuclear showdown. Also a columnist for the daily beast. In washington, joe rubin, former assistant deputy of state in the obama administration, now president of Washington Strategy group. Let me begin with you first as you heard there from our correspondent bill neely. Two teams operating, one in singapore, led by the deputy chief of staff, white house. The president is confirming the u. S. Team is really adding what he believes is an opportunity to give north korea great potential. He sent out a tweet saying it seems like this on again off again meeting is now on again. Whats happening behind the scenes right now to ensure that this meeting takes place on those two fronts . Well, ayman, its great to be with you. It is fascinating to watch. There really is no diplomatic process currently being led by President Trump. Its very scatter shot. I find it ironic and positive to a certain extent as well that hes called on the Career Foreign Service to bail him out. Ambassador kim is highly respected inside the States Department and internationally with diplomats. He knows how to organize and get things done. We worked together a bit at the state department. He understands how to make this happen. The problem here is that the president has created a framework for potential failure. He has not organized his team in a way where they are speaking from the same page, where they are clearly laying out objectives in the manner that is achievable, and hes putting ambassador kim in a difficult position in terms of organizing a summit in a very short notice. This is going to be a very hard behind the scenes for the state department to organize at this late date. Can you put your finger on a kind of comprehensive strategy here for somebody like the former ambassador, kim, whos going there . What is the strategy hes trying to put this piece of the puzzle into, if you can see a larger one . What ambassador kim is goinging to try to do, first and foremost, is ensure there is not a failure at a summit on june 12th if that is going to take place and it seems like the president does want to get there. That means creating some type of agreement between the United States, north korea and the south of, of course, helping to coordinate this, that has a communique, laying out parameters for discussions. In a sense, reverse engineering the diplomatic process. Typically, these kinds of negotiations are done at the lower levels, at the ambassadorial level, the senior white house director level, where they organize a plan and a platform and an approach that then goes to the top, to the leader. This is in reverse. Hes goinging to try to reverse engineer that and have something they can build upon after a summit. Gordon, at the heart of all this is obviously the word denuclearization. You and i have talked about this a lot. It seems just the parameters, in terms of not just the agenda but the talking points and agreeing on what denuclearization means, is that something the ambassador does now, or is that something President Trump and leader kim are going to be doing when they sit facetoface . What are they going to talk about when it comes to denuclearization . When we talk about denuclearization, were talking about dismantlement. The North Koreans giving up all their Nuclear Weapons. The North Koreans, we dont know, at least i dont know at this particular time, what they mean, and for instance, they could be saying, look, you got to break your treaty with south korea. Youve got to get your Service Personnel off the peninsula. The other one might very well be you, u. S. , you have to give up your Nuclear Weapons as well. The North Koreans have talked about that in the past as due nuclearization. Im sure theyre going to start with a maxmalimist position and thats where they are now. Is the ambassador talking about that now . I think theyre certainly going to talk about it now, because they need to set some parameters. They need to define what theyll talking about. And also im sure this is the heart of the trump kim meeting where basically trump is going to lay out, again, what the u. S. Position is. Remember, the North Koreans have said they are willing to go for complete d complete denuclearization. All they wanted was a couple of things from the u. S. Thats a marker. Now, im sure they dont mean it, but it is a marker trump will hold them to. We know that, gordon, we know that, you know, leader kim obviously wants to stay in power. Does he run the risk of, by opening his economy to the outside world, by taking some of these american capitalistic incentives, if you will, it may internally weaken him . Whats his incentive for doing this besides just money in his bank account . The kim family playbook basically is you keep the north Korean People destitute so they dont have the means to resist. When President Trump tweets about a strong and prosperous north korea, thats the last thing kim wants. Also today south korea media is reporting theres a shakeup in the north korean army at the top. Thats an indication that kim doesnt actually control it. He probably controls the security services. But that other key pillar, very well may be beyond his means of influence. Hes asking generals to give up their most destructive weapons. I think this is going to be most difficult inside the korean military. Bogreat to have both of you with us. Rudy giuliani reveals the trumps team tough attack on the investigation is actually a pr strategy. Giuliani says against impeachment. Plus, President Trump promised his base he would be tough on immigration, so why is he backing down on separating children from their parents at the border . Remember, were defending to a large extent it is for Public Opinion. Eventually the decision here is going to be impeach not impeach. Members of congress are going to be informed a lot by their constituents. Our jury is as it should be, the American People. I want to bring in msnbc legal analyst danny cevellas. Let me ask you about this legal strategy, if you want to call it that, Rudy Giuliani is undertaking. I have to jump in right away, when i hear giuliani say the jury is the American People. Thats an exact opposite of what an impeachment is. An impeachment jury is really the most biased opinionated jury you could find. Its the members of congress. Thats why impeachment may cosmetically appear like a jury trial or a judicial process. But thats really not what it is. It is a political process and its governed by congress. If Rudy Giuliani is looking to play to the American People as some sort of jury in his mind for impeachment purposes, hes going to be disappointed because while congress is ultimately accountable, as representatives to the people, it is congress and those folks who are elected to congress or will be elected to congress that ultimately make the decision on impeachment. And may only be accountable after that decision. And certainly it could be a very big issue come the midterm elections depending on who controls congress after those midterms. I want to actually play you the sound bite from giuliani where he talked about wanting access to fbi documents. Take a listen to what he said. We have to know, however, before we can recommend to the president whether or not to be interviewed. The reality is, were not going to sit him down if this is a trap for perjury. Until were convinced of that, if they dont show us the documents, were going to have to say no. A couple of weeks ago they made demands to find out more information about the fbi informant inside the trump administration. Now it seems hes requesting these legal documents in order for the president to sit down for an interview with robert mueller. Is that a reasonable request . Defense attorneys and federal public defenders all across the country are probably saying oh, if only we could have this kind of bargaining power. If only we could make these kind of demands for our clients or even when clients are just subjects of an investigation, of the doj and of u. S. Attorneys this is not the norm. Defense attorneys are confronted with very few options when they learn their clients the subject of an investigation. And ordinarily the doj or u. S. Attorneys wont even comment on the existence or the nonexistence of a federal investigation. So it is surprising for people like me to see Rudy Giuliani figuratively pounding his fists and saying, well, we dont know if well sit down or lot. In most cases, please understand the terms are take it or leave it. If we like what we hear, maybe well make a recommendation at your sentencing. For Rudy Giuliani to say hey, sometimes i used to come forward with this information if i wanted to get a plea. Well that implies that if they sit down, a plea is imminent. So is it likely to see the doj and fbi have already briefed members of congress on the informant and the information vournding that. That was a request the white house made under the guise of transparency. Is it likely to see them give over these documents . I dont know if its likely but i have an opinion as to whether or not its proper. Confidential informants, as much as theyre the bain of a defense lawyers existence, they must be safeguarded. Thats why investigations are not made public. Because its not just practices and procedures that become at risk, its actual human beings, lives, that become endangered. Youll hear a wooshing sound in the country as criminal investigations and prosecutions dry up because nobody will ever come forward again if they know the rule is hey, if this is politically, than my name could get out there. Are we also using it as an opportunity in the same tweet, mind you, not later on in the day, but in the very same tweet, to tout economic success and progress . Not just his base, ayman, i think 90 of america sighs at the obsession of the media in finding something to criticize the president about. As opposed to, for example, finding something to compliment him about. I dont think this tweet makes a lick of difference in anyones opinion about donald trump today. Nor will anything, because its all baked in. He has successfully defined us in the media as his enemy. Every time his base hears an antitrump story, they go, well, here he goes again. Thats not going to change no matter what any of us say about any particular tweet. Lets talk about policy. I want to ask you about another set of comments made, again, through twitter. The president putting pressure on the democrats to end the horrible law that separates children from their parents once they cross the border into the u. S. Catch and release lottery. And chain must also go with it. Heres what the administration has done in recent months. Well put these up on screen. Troops sending more attorneys and judges to the border. And puts in place a new zero tolerance policy that will prosecute every migrant crossing the border illegally, even if some are asylum seekers. That last part will add to the number of separated families a lot of people have been talking about. I think the numbers around 1,500 people. How can the president be blaming the democrats for this . Well, to be clear, the deploying the National Guard is something thats something bush did, something obama did. Every president does this as a very politicized move. That happened in the past and before. The thing hes right about is the immigration mess we have generally speaking and the policy mess and some of the sort of antihuman parts of our immigration policy is bipartisan track record and bipartisan record of failure to come up with the legislation. The separation of families, this is something trump himself and the administration has started emphasizing. Jeff sessions announced this recently. This is a john kelly has talked about it. Theyre using the separation of families as a conscience deterrent. Dont come here with your kids because we will separate you. That is a new thing and you cant pin that on democrats. Hugh, James Langford spoke to my colleague kacie hunt last night. Hes been working behind the scenes to hash out some type of bipartisan deal on daca. Take a listen to what he said. The wall, would you give the president his wall . In most areas, its not really a wall. When you talk to the department of homeland security, most of the time theyll say theres a wall in some urban areas where we have to have a clear point of separation but in most areas its technology. We have ways to put technology in areas of the desert you can see for miles. We dont need a wall. A wall just slows people down. You hear him calling into question the president s own characterization of the wall. Do you believe the president realizes this mischaracterization . I think the president actally wants about 1,500 miles of double fencing which he calls a wall and i call double fencing. The key point, and i know the senator knows this, matt does as well as you do, ayman. 50,000 people were apprehended in april trying to cross the border. The office of Refugee Resettlement takes control of the children who are involved i. Some of those are being trafficked. They have lost track over the last year of about 1,500 of the children who have been separated from whoever brought them over the border. Everybody i know from the democratic and Republican Party say that ought not to happen if a child is with a mother or a father who can be released into custody. Ive got reachouts to the office of Refugee Resettlement to talk about this. But that double bordered fence, that would help deter human smuggling as well as illegal entry into the United States. Its the most prosecuted crime in the United States and Jeff Sessions new policy is that everyone who crosses in illegally will be prosecuted. Thats the new policy. Its the old law that says if someone is in jail, their child cant be in jail with them. I dont know we want to change that. Its important to emphasize it is a bipartisan law that was passed by congress in 2008, signed by president bush, a republican. The president is mistaken when he says its the democrats, right . Well, what hes i think hes referring to is that it requires a bipartisan consensus to come up with an immigration reform, one that takes care of the dreamers, which he put on the table, one that builds the barrier, one that allows for family reunification. All right, lets take a deeper dive with our panel, rick tyler, msnbc political analyst and adrian elrod, former director of Strategic Communications for hillary clinton. Let me begin with you. Realistically, can beto orourke turn texas blue . Probably not. Why . Well, because the half remember the number half a million, the democrats did very, very well. Theyve turned out a half million more people than they did in the last midterm election. But the republicans also broke their record and they had 1. 5 million. So thats a half million more. Ted cruz got 85 of those 1. 5 million and beta orourke got 61 of the 1 million that showed up for him. Theres just a huge numbers gap. The democrats did very well. Theres no question about that. Hes an attractive candidate. He has raised in the first three months double what cruz has. But cruz got double the votes that beto got in the primary, so its just an uphill climb. 60 of the votes cast on primary day were cast for republicans. Thats actually slightly better than the 2006 year which was a great year for democrats. They had a blue wave that year. Texas did better, republicans did better in texas this year than they actually did in 2006 in the last blue wave year. Adrian, ricks point there, some powerful numbers to back up his argument. One certainly that orourke and his team will look at is the outspending of cruz in this election cycle. Is that enough . Should that be a cause of concern for the Cruz Campaign that he is outfundraising him and outspending him . Yes, of course, it should be a huge concern. I mean, ted cruz ran for president of the United States. He has a huge fundraising base. The fact that orourke hassing outraised him, several quarters in a row, is significant for orourke. The other thing i want to say about betos chances of winning in the midterms, its all about turnout. The numbers are there for democrats. We see this time and time again. Actor Morgan Freeman has issued a second statement responding to a cnn report that he sexually harassinged eight women. He said he did not assault anyone and did not offer work in exchange for sex. Hes also said hes devastate dollars his lifes work is at risk of being undermined because of these claims. He writes, quote, all victims of assault and harassment need to be heard and we need to listen to them. But it is not right to equate horrific incidents of assault with humor. It sites 16 people, ast whom say they were victims harassment or inappropriate behavior and eight who say they witnessed the alleged conduct. Msnbc legal analyst katy joins me now. About to have you with us. Whats your reaction to this latest statement from freeman . How do you break it down . From a legal perspective i would urge Morgan Freemans handlers to tell him to stop talking and stop from issuing quote apology statements that arent apologies. The fact that hes now saying thee were misplaced compliments and humor say yeah, did i it, i said it but i didnt mean do it or say it. And so, again, from a legal perspective i think that hes walking a tight rope in terms of an admission of guilt. And frankly, if he did say these things and do these things, he should probably own up to it. Theres been kind of a lull in the me too movement in terms of the outing of offenders and now hes just the latest and its disappointing pay the lot of people have looked at Morgan Freeman has an oscarwin, ground breaking, trailblazing actor and to have these accusations come out now are disconcerting. Theyre quick to judge these days. So it is kind of important to make sure, though, that if you can look back retrospectively and see whether or not there was anything that could have been done better, maybe the next step is for people like the company and his cofounder lori mccrierry to make changes that are beneficial for everyone in the company.
