Eyes on alabama and the fight for a Crucial Senate seat as roy moore and doug jones make their closing arguments. It is time that we take a road thats going to get us on the path to progress. Its difficult to drain the swam whp we youre up to your n in alligators. The fate of the senate will be decided in less than 12 hours. And day 326, President Trump blasts the russian investigation, saying thousands of hours and millions of dollars have been wasted. This as his lawyer calls for an investigation into the investigation. Straight out of somebodys playbook. And true voodoo. Aft effort months of stall, the Treasury Department releases a onepage im putting it in quotes a nall sis on tax reform, with zero data and a whole lot of assumptions. No amount of fake math can change the fact that the republican tax bill will be a boon to the wealthiest of americans. A chip off the old block. Jmy kimmel returns to the air with his son in tow, begging for congress to act before the Childrens Health care program, you know it as chip, expires. This is literally a life and Death Program for american kids. We begin this morning with that very special election in the state of alabama. Roy moore trying to survive allegations of Sexual Misconduct. Doug jones trying to pull off an upset of historic proportion. Starting with nbcs Vaugh Hillyard live in his new home, montgomery, alabama. You must be thrilled to have joe and mika there. Its the day, we made it. Here you are. So walk me through the two campai campaigns, turnout is important. Turnout is important. Before we set up today and where we are in montgomery, i want to take us back to last night. You had roy moore, along with the likes of former white house strategist bannon, former Milwaukee County sheriff david clark. They were down in the rural wiregrass part of the region. The southern part of the state. What they were setting up for republicans trying to get them to turn out. Is what they said last night. Were alabama, were republican, and were not going to stand by and let other people from out of state and money from california control this election. You know what theyre doing, theyre trying to shut up President Trump and judge moore. Theyre trying to shut you up. And then, down over in bi birmingham. Its where doug jones is from and where hes relying on not only strong democratic turnout but republican crossover voters. He appeared with who, charles barkley. This was last night in birmingham. It is time that we put our decency, our state, before our political party. At some point, we got to stop looking like idiots to the nation. So that brings us to today. Doug jones, excuse me, roy moore is going to be riding on horse back. The horses name im told is sassy. Hell be riding to his polling location at about 11 00 eastern, 10 00 local. Also doug jones will cast his ballot in birmingham. The question is turnout. Not only does doug jones need democrats, he needs to get those republican crossover voters. Have suggested they are willing these are, you know, more the affluent, particularly women in the suburbs of the likes of birmingham, huntsville, here in montgomery. I just talked to amanda adams. Shes a teacher out here in montgomery. She told me she hasnt voted for a democrat in more than 20 years. She said she wasnt sure she was going to vote at all. She said she thought she was going to write in a good friend of hers name on the republican side. She goes, but instead she ultimately voted for doug jones. Whether theres going to be enough of them, stephanie, because he needs a significant number, that being doug jones, in order to pull this off tonight is the question. We will be paying close attention to over the course of the next 11 hours. All right, vaughn, i hope you had your wheaties, this is your day. I want to bring in my National Political correspondent steve c carnacki. Alabama has not sent a democrat to senate in 25 years. The last one that ended up winning in alabama ended up switching parties too, so it didnt even take. One thing to keep in mind, it is probably the most racially polarized state when it comes to voting. About 90 of whites typically vote republican. At least 90 of blacks typically vote democratic. You still want to get that 90 plus percent of the black vote. That tends to come from these counties. These are largely black counties. Quote for the Jones Campaign becomes turnout. Can you get the kind of support that barack obama was able to get in terms of turnout. How about 90 of white voters that typically vote republican . You heard him say they are looking to the suburbs for that. Thats where they think they can make inroads and chip away. Lets go right outside to shelby county, alabama. This was the trump clinton race last year. This is a largely white suburban county. Look at that margin. This is what it normally looks like. A 50 point margin here. This is the kind of place jones people thinks they can bring that 73 that trump got. If they can bring that down to 60 , theyll be in the ball game. They have to replicate that around the state. Thats the huntville area, down in mobile, you need that suburban crossover. Heres the best thing that the Jones Campaign has going for it when you look to this history. Roy moore, the last time he ran for office in 2012, he almost lost. You see this, this is before all the scandals. He barely beat the democrat in 2012. Remember, roy moore came tho election with a lot of baggage. You add in the scandals hes dealt with the last few weeks. There is a path here for democrats, at least in theory. Weve forgotten about a lot of that baggage but this is our moment to bring it back up. Thank you, steve. I want to bring my super panel in today. Both msnbc contributors, republican strategists Steve Schmidt and eddie log, professor at princeton university. I think this speaks to the heart of the race. Just look. One thing i dont like the media said that a lot of people who are republicans claim theyre going to vote for me and just ignore what they believe. Im going to tell you, if you dont believe in my character, dont vote for me. Is that what this is about, whether you believe roy moore or not as it relates to the Sexual Misconduct allegation . Its a significant moment in time. We see this tribal era of american politics. We see the sickness in the land thats come from it. But doesnt a tribe represent a set of values . Isnt that how tribes are created . I would think about it more as an organized conspiracy to gain and hold political power. Weve seen the discarding in one short year of every central element of the conservative philosophy over the last 30 years that has defined the Republican Party in the movement from americas role in the world, sense of dignity and attitude around the office of presidency on issue after issue. Look, in this race, this is a credibly accused child molester. Someone who has been removed from the bench twice for failure to comply with lawful judicial orders. He is a racist crackpot, and should he win, this will have a permanent lasting and maybe fatal effect on the Republican Party. He will be the second most famous republican in the land behind donald trump, and his service in the United States senate will then be put before the country. The whole country. Not alabama. As a referendum about the fitness of this party in american life. Or it will be a moment for the nationalist movement that steve bannon faction of the Republican Party to feel more empowered than ever. I want to share hold on a second, because even before we got to these misconduct allegations, we need to share some of the things we know about roy moore before all this happened. Because even when he won the primary, he was a far outsider, that even republicans were worried, god, we cannot have this guy take a sheet. Things roy moore has said. Transgenders, dont have any rights. Islam is a false religion. 9 11, this one speaks to me, was gods retribution. Gay people should not be allowed to have children. And heres one, america was great when families were united, even though we had slavery. Eddie, these are all things that roy moore has said. Yet we dont even notice them anymore because of the Sexual Misconduct allegations. How is this being ignored . And what will it mean to the Republican Party and the American People . Someone who represents these values takes a seat . Well, it would make explicit something ive experienced as a part of american politics since ive come of age, you know, since the 80s. Theres a sense, i mean, Pat Robertson is known to have traded in 9 11 conspiracies about this is gods punishment. Weve heard but wheres Pat Robertson now . I know, but he used to he ran for president at one point. Theres arguments that theres been this kind of Faustian Bargain that americans have made somehow with the Republican Party that theyve engaged in transactions with this third of the country. And now its become full blown, right, the bargain has demanded, right, its price. It has come fully into view. And so part of what we have here, i think, is the last gasp, right, of this element of the country. This is its last gasp. The racist bigoted feature of what america is, right, of what america has been. This is its last attempt to hold on to everything. And the question is, what damage will it cost, what damage will it do to us, but i think its its last gasp. This president has a 32 approval rating. And hes president. It is the third lowest in the history of the presidency. It is the lowest of any president this soon in his term. The country is rejecting it. Like a body would reject an organ in an organ transplant. Now, we wont have an opportunity for the country to weigh in on the totality of this, the whole country, until november 2018. Were 11 months off from that. We do know from the 17 elections that there was an enormous price to pay for association as a republican with trumpism. And so well see. Alabama is a deeply red state. Roy moore, should he win, lets say, with 51 , 52 of vote, in a state that is so overwhelmingly republican, thats not a sign of strength, thats a sign of weakness. And when he comes to washington, d. C. Lets say, as a United States senator, god help the suburban republican who has to stand for election in front of the American People in a district that is so fundamentally opposed to this. But will voters put those ridiculous fringe beliefs that he holds dear to the side . Because President Trump a moment ago just tweeted this. The people of alabama will do the right thing. Doug jones is proabortion. Weak on crime. Military and illegal imglad. Bad for gun owners and veterans. And against the wall, jones is a pelosi puppet. Roy moore will always vote with us. Vote roy moore. Now, think about the last election. Many people found President Trump morally reprehensible. But they felt like he represented some of their base values. Many of the things that President Trump just put in here, while they may not be true, like weak on crime, do you know anything about doug jones, are not true, but will resonate with a republican in alabama. Could polls be wrong . Could there be more people who are going to walk in and vote for roy moore and they just dont want to admit it . They could be. It could be a version of the bradley effect we might call the trump effect. People dont want to be associated with that person and so they wont tell the poster who they actually vote for and then they go into the voting booth in the privacy of that moment and vote for that person. I think what we need to do is understand how trump got elected, right. Trump did not, to my knowledge, did not substantively increase, right, the number of voters for him. What we saw was a decrease. A lack of turnout among democrats. In particularly, among particular democrats, and young folk breaking to third party candidates. What will happen if we see 28 , 25 of black voters in the black belt turn out . And i think, just like what happened in virginia, its going to be driven by black women, in an interesting sort of way. Charles barkleys message was real last night. Whats interesting too about this election is that the dnc and the democrats in washington, d. C. Might not have an idea of whats happening on the ground. Project south. Theres an organizing. Theres an organizing effort from the bottom up thats happening in alabama. That didnt happen in the president ial election with hillary clinton. But happened in virginia. Happened in new jersey. Im not sure that roy moores going to pull this out. Im not sure that doug jones is going to pull it out. What i do know is whats going to happen in alabama is going to be a foreshadow of whats happening in 2000. I need you to explain to me why does bannons message work . How does he get on a stage and go after globalists and wall street and outsiders when he gets to the stage in alabama . He goes after joe scarborough, who went to the university of alabama, and steve bannon, a harvard guy, who worked at goldman who was in film finance, who is fully funded by the mercer family. Robert mercer, who coran one of the biggest hedge funds on the planet. I mean, this is the year of hypocrisy. How does steve bannon, with who he is, get on that stage as a good old southern boy and they a plaud him . Well, i cant speak to the room. I do know this. Hes a neilist. Hes a fraud. Hes a vandal of our institutions in this country. He is a pernicious force in american politics. But hes not winning anything. Bannonism, trumpism, 32 of the country supports it. Now, understand, Richard Nixon had a 29 approval level the day that he resigned the presidency. The numbers arent just low, theyre historically low. The country hasnt yet had an opportunity to reject this. We see steve bannon out there. Propagating all these crackpot ideas. I get it, people in the room with excited. That room is not representative of this country. Let me add one more adjective for steve bannon. Hes also the poster child of the culture. Hes the poster child of the current iteration of the cultural wars. He allow folks to be as ugly he allows this ugliness to come forward. A poster child, steve bannon, did you ever think youd be a cover girl . I think you are a poet, my friend. What a great conversation. We have to turn now to yesterdays attempted terror attack on a busy new york city subway station. Stunning that this happened monday morn, two weeks before christmas. The suspect is telling investigators he detonated the explosive device in the name of isis. Nbcs Pete Williams has more. Pete what else are we learning about him . Well, i think we know pretty much what the story is here. Its always surprising that someone is willing to do something so violent against other people and yet the moment theyre arrested, they then begin to tell their story. That appeared to be what happened here. He talked for hours to investigators and said he carried out the attack in retribution for American Bombing against isis, that he was radicalized by isis propaganda, he studied how to make his pipe bomb by looking at al qaeda magazine articles in the inspire magazine. Fortunately, he didnt do it right and the device was not constructed well and it basically dissipated the energy of the explosion and he was the only person seriously injured. The new york authorities have filed some place holder charges but we expect that federal charges will be filed later today. Charges of Material Support for a terror organization. Namely isis. Also use of a weapon of mass destruction. Thats the federal term for a bomb. So hell probably i dont know what hell appear in court or whether it will be by television or how that will be done. But i would expect the charges will be filed later today, stephanie. All right, pete, were going to continue to watch that story. Investigating the investigators. Theres a new axios report. President trumps lawyer, he wants a special counsel to investigate the special counsel robert mueller. Plus, were taking you back to alabama. Voters are heading to the polls to cast their votes on this critical race for the u. S. Senate. You are watching msnbc and i advise you stay on this station all day long. Its a big one. A worm like, a dagger . A tiny sword . Bread. Breadstick . A matchstick a lamppost coin slot no . Uhhh. 10 seconds. A stick a Walking Stick eiffel tower, Mount Kilimanjaro ding time sorry, its a tandem bicycle. What . What . as long as sloths are slow, you can count on geico saving folks money. Fifteen minutes could save you fifteen percent or more on car insurance. Your body was made for Better Things than rheumatiod arthritis. A lawyer for his team, jay sokulo, is confirming they want a second independent counsel, this time to investigate the justice tent. Nbcs Kristen Welker is at the white house. Whats the rationale here . Ive been speaking to members of the president s legal team. Bottom line, they feel there have been conflicts of interest. I want to be very clear about this, though. What the president s legal team is calling for is an investigation into the doj, the fbi. Not the special counsel. So heres what jays seculow said. They cannot ignore the obvious problems created by these conflicts of interests. These revelations require the appointment of a special counsel to investigate. Now, what specifically set this off, well, they cite this recent revelation that a Justice Department official was demoted last week for concealing his meetings with the men behind that antitrump dossier that got so much attention. So this is, they say, just one of the instances of conflicts essentially that they want to be looked into. This obviously is something that has gotten under the president s skin. You have a number of his confidants saying there needs to be a tougher approach to dealing with this a tougher legal approach. I think were starting to see the start of that approach take root, but look, the president feels as though this is not only overshadowing his white house here but potentially undermining his agenda. So were seeing the president , his legal team, fire back more strongly than ever, stef. All right, we got to talk about his tweet, tweeting about senators gillibrand and Chuck Schumer. We know shes come out swinging in the last 24 hours against the president , but whats he saying today . Just to give a little more context to that backdrop, senator gillibrand called on President Trump to resign yesterday. She also said she supports that congressional investigation into the accusations of Sexual Misconduct made against him. He denies all of those accusations, but he raised a lot of eyebrows with this tweet, stef. Let me read it to you. He tweeted out just moments ago, lightweight gillibrand, the total flunky for Chuck Schumer and someone who would come to my office, quote, begging for Campaign Contributions not so long ago and would do anything for them is now in the ring fighting against trump, very disloyal to bill and crooked, used. Now a lot of people upset with the inference there about the idea she would do anything for contributions. Gillibrand firing back moments ago. Let me read it to you. You cannot silence me or the millions of women who speak out about the unfitness and shame you brought to the oval office. So we have an Early Morning twitter smackdown these two, stef. I wouldnt be surprised if it didnt ramp up in the coming days and weeks. This is an issue that gillibrand has made her mark on and shes not letting it go any time soon. Paranthesis, and would do anything for them. Stunning on a week when he might get tax reform through. Your response to trumps team saying we need an investigation now on the doj, the fbi . Well, its absurd, its deliberate, it is synced up with the state media fox tv propaganda trying to undermine this investigation and it may, at the end of the day, precipitate next year a constitutional crisis, should donald trump move to fire robert mueller. That wasnt a word. Scared as hell. There you go, scared as hell. Gentlemen, my goodness. All right, well, breaking news just a moment ago. Guess who voted . Senate democrat nominee in alabama doug jones. He showed up at the polling station not on sassy, the horse. I believe he walked in, maybe he drove there. We know at least one vote is in and its for doug jones. Shawn evans its 6 am. 40 million americans are waking up to a gillette shave. And at our factory in boston, 1,200 workers are starting their day building on over a hundred years of heritage, craftsmanship and innovation. Today were bringing you americas number one shave at lower prices every day. Putting money back in the pockets of millions of americans. As one of those workers, im proud to bring you gillette quality for less, because nobody can beat the men and women of gillette. Gillette the best a man can get. Right now, doug jones is speaking after having just voted. Judge more has been consistently wrong about the constitution consistently wrong. Cbs 42 back there. Garner the black vote well, look, weve been trying to send a message to everyone. Weve been trying to make sure that everyone knows that theyre going to have a partner in alabama. Weve tried to identify votes that we believe are doug jones supporters as we travel around the state. We have been moving to get out the vote in a number of places. So we are happy. We were pleased with the effort. We have had so much support from the Africanamerican Community over the years. I think theyve seen in doug jones a partner for a long time and they sure dont see a partner in roy moore if you look at the history of what he has said about slavery, successi successioni successionists, getting rid of amendments that were passed right after the civil war. Its only natural i think that the Africanamerican Community rally around someone who was there for them and prosecute a heinous crime that occurred decades ago. Following up on the question about roy moore, if the day doesnt go like youre hoping and he wins, should the Senate Immediately im not going to answer that question. I mean, you know, look, thats not going to be me. First of all, i dont think were going to get that. In alabama, we have come so far with too many things. And theres this saying, fool me once, shame on you, fool me twice, shame on me. Alabamas not going to let that shame happen again. You just said that you dont think thats going to happen. That is to say that the senate i dont think, no, i dont think that roy moores going to win this election. All right, thank you all very much, thank you, and thank you that of course was doug jones. I want to bring in a local political reporter Michael Dowdy with the affiliate in alabama. Michael what are people telling you . Well what people are really saying is theres going to be a lot of people really watching this race as it will likely go down to the wire because when it comes to this issue, when it comes to picking a candidate, a lot of people are pretty conflicted here in alabama. Again, a democrat has not won a statewide race here in this state this decade so far. But a lot of people are conflicted about the allegations that are surrounding roy moore. Having to basically make that choice basically on what they think about those allegations and whether or not they want to support doug jones, the democrat, maybe for the first time in quite some time. All right, michael, get out of your comfort zone who do you thinks going to win . Youre there. Well, im not going to give you a pure prediction. Why not . Its a little bit tough to tell right now. Because it all depends on exactly where the turnout is. If you see rural alabama turn out a lot more than you see areas like birmingham, madison county, montgomery, well, then youll see roy moore win. If you see the inverse of that, thats where you actually see doug jones end up on top. The big question mark when you see when you see these poll results come in is wheres the africanamerican vote. Does it turn out to doug jones. What about the suburban white women in areas like birmingham which can be the difference maker for doug jones. Right now the Republican Base is just so large here in alabama. Roy moore probably has a slight edge. We could be in for a pretty late night here. Youre going to have a big day. Coming up, jimmy kimmel returns to the air after, remember, heart surgery for his young son. What did he do last night . He begged congress to Pay Attention and to act on chip. Please dont get up to go to the bathroom or get a cup of coffee, i want you to Pay Attention to this. Last night, late night Host Jimmy Kimmel made his return and he brought along a very special guest, his 7monthold son. Kimmel was out last week while his son underwent a second heart surgery. During his return, he made an emotional plea to protect a Childrens HealthInsurance Program known as chip that congress let expire in october. Chip is the Childrens HealthInsurance Program. It covers around it covers around 9 million american kids. Overwhelmingly, democrats and republicans supported it until now. Now chip has become a bargaining chip. Its on the back burner while they work out their new tax plans. I dont know what could be more disgusting than putting a tax cut that mostly goes to rich people ahead of the lives of children. I want to bring back my channel. Steve and eddie, steve, 9 million kids get their Health Insurance through chip. 9 million kids who didnt choose poverty. This thing gets wide bipartisan support. Welcome to 2017 and the policy making process, its terrible. This was a no brainer. Of course it was. This was always popular with the republicans and democrats. Have broad bipartisan support. Should never have lapsed. It should absolutely be authorized. Congress has an approval level somewhere around 16 . They didnt get there overnight. Its well earned. The country despises the congress because of issues like this. A pediatrician from the Childrens Hospital in philadelphia, one of the best Childrens Hospitals in the country, wrote a piece for the Washington Post. I want to share what he wrote. Every day i see patients in my practice who stand to lose their health care if congress does not act to extend chip funding. Those of us on the front lines of medicine, remember well the time that we turned children away solely because their families were working hard to raise themselves out of poverty. Help me, eddie. States had enough money for a few months, but it truly is running out. Were going to face january and states like colorado have warned people your kids wont be insured. Why dont they have money for this . This seems like such america voted for bipartisanship. They voted because they felt like President Trump was not an ideologue and he would be pragmatic. Help me understand why there wouldnt be the money for this. Well, theres kind of cruelty and callousness that kind of rule the day but who does that win for . Who says, right on, man, dont help the kids . Thats what i cant figure out. You think about what senator orrin hatch said on the floor in the senate. That we are broke. We dont have the money. And we know that the estate tax in the tax plan is actually more expensive than chip. What we have here, stephanie, i see the emotion, what were running here is a value deficit. We talk about monetary deficits. But we have a value deficit in this country. What do we value . What do we cherish . How do we extend to our fellows dignity . And the most vulnerable among us, children. What is the republican rationale . One of roy moores points, i think it was, roy moore loves children, doug jones loves abortion. If it is the party of family values its not. Then who wants greed and power who at the republican roundtable says let it ride . The hypocrisy and the rot are worthy of discussion. The meanness, the cruelty. But this is a very simple thing to understand. I cant figure it out. Ive spent my life in the Republican Party. Gives me no pleasure to say this. This party has demonstrated a complete incapacity to govern. Period. And i think there will be a tsunami come 2018 that wipes it away. Youre still not answering. I want to understand who is the body thats saying this isnt a good political move, we dont have the money . They have the money when they want the money. Part of what im trying to say is there is a hierarchy of concern. We dont have the money because were busy giving money to our donors. We dont have the money because were governing for the top 1 . The top. 01 . Steve wynn who raises money for the rnc is like yes, forget the kids . Who is the person who says lets not do this . They dont care, period. The government is corrupted. Its corrupted. It is not about regular people. It is not about that vulnerable child. This tax bill is a payoff. Corrupt from a to sencz. One thing jimmy kimmel said is wrong. Rich people arent benefiting from this. Faceless corporations are benefiting from this. Theyve even taken rich people out of the equation as beneficiaries of the programs. So this is a bought and paid for corrupted institution. And the American People revile it. Theyve assigned it a 15 , 16 approval level. And theres good reason for it. But theres no understanding here. Other than the broad understanding of the magnitude of the corruption. And this is for corporate america. Absolutely. This is why they dont have the money, because theyre giving a Corporate Tax cut . We saw that on the floor with senator hatch responding to senator brown. Yes. Thats basically what he said. I coauthored chip. We simply dont have the money. After they just pushed through highway robbery. Called it the current tax cut. This thing is stunning. All right, im going to lose you now. Whats your final message for the day . This is an important day in politics. Pedophiles and child molesters should not serve in the United States senate. What if people say i dont believe that . For those who say i dont believe the Washington Post . Then the line falls back to the United States senate. Mcconnell has said he believes the women. Begin the proceedings to dispel him. If the United States senate wont do that, we fall back to the final skirmish line. Then for 11 month, well have to endure a child molester in the United States senate until the American People with their righteous anger will have the ability to weigh in when they walk in a voting booth in all 50 states, in every town, in every county in this country and then they get to weigh in on pedophile child molest irroy moore. Put pedophile and child molester on the back burner is alabama going to vote for someone who says gay people cant have children and 9 11 was a product we did to ourselves . Maybe. Lets be clear, alabama is not an exception here. That reflects broad tendencies across country. Each generation must achieve democracy for itself. Each generation. And so here we are in this moment of crisis and it is a moment of national crisis. We have to do the work that democracy requires of us. Because its fragile. And its on life support. Its on life support. So folks need to go out to polls. Folks need to not only go out to the polls, they need to take control of their immediate circumstance. In some ways try to save the country from itself. Gentlemen, im honored you came to join me today. Youre the best. When we come back, oh, god, theyre best, but its my favorite part of the show after this. Money, power politics. After months of promising a thorough review, the Treasury Department releases its analysis of the tax reform bill, but heres the issue, theres not much analysis. Shes nationally recognized for her compassion and care. He spent decades fighting to give families a second chance. But to help others, they first had to protect themselves. I have afib. Even for a nurse, its complicated. And it puts me at higher risk of stroke. That would be devastating. I had to learn all i could to help protect myself. Once i got the facts, my doctor and i chose xarelto®. Xarelto®. To help keep me protected. Oncedaily xarelto®, a latestgeneration blood thinner. Significantly lowers the risk of stroke in people with afib not caused by a heart valve problem. It has similar effectiveness to warfarin. Xarelto® works differently. Warfarin interferes with at least 6 bloodclotting factors. Xarelto® is selective, targeting just one critical factor interacting with less of your bodys natural bloodclotting function. One columnist in the Washington Post calls it fan fiction. The chief concern, incredibly rosy estimates on the deficit that literally matches no other estimate out there. And heres how democrats responded. No amount of fake math can change the fact that the republican tax bill will be a boon to the wealthiest of americans and the largest corporations while increasing taxes for millions of middleclass families and leaving 13 Million People without health care. Its no surprise that would be democrats response. I was excited to look at the analysis. For me, its come pretty short on information. Jared walzak is a Senior Analyst at the tax foundation. Jared, this tax bill, it is 429 pages, and this analysis, i dont think it is 500 words. How does the administration defend this as analysis . Its really important information. Youre right, this is not analysis. This is a onepager that really is a justification for a decision that has already been made. There is a serious analysis out there on the effects of tax reform. And my organization, the tax foundation, has done analysis. The Tax Policy Center has done analysis. And most importantly, the joint committee on taxation has done analysis. All of these say there are important progrowth provisions in the bill. None of them say that the tax cuts pay for themselves. Thats an important distinction. There are good things in here, there are really good things in here, but treasury saying that effectively you can pay for it through this reform. Thats not something youre seeing anywhere else. Then if there are good things in there and organizations like yours recognize that, but across the board, tax foundation, tax policy, goldman sachs, none are saying it pays for itself. And it is what the Administration Says it actually is. So should they wait on this before they vote . You get tax reform once every 30 years. This is major. And since theres such little support, do you think they are rushing it . Well, this is usually how a process like this works, for better or worse, and maybe that is not for the best, but what we usually see is that major legislation, especially legislation that is going to have a narrow vote, does get pushed through relatively quickly. Now, of course, its a process that is going on for much longer than the last few weeks. But there have been people thinking and working on this for years. In fact, some of the reforms in here, like the move to full expensing, is something people have been working on for decades. But the main architects of this in the administration are gary cohen and steve mnuchin. Gary cohen didnt know President Trump until ten months ago and neither one of them are economists, they are deal guys. If you look at what the administration put out back in april where they just put a few pages out, i would suggest that it was one page, actually. That basically what were seeing here is driven more by congress and that you do have people in congress who have been working on this for years. You dont really see leadership coming from the white house primarily on this. Their proposal back in april was very simple. And this is not exactly what they have proposed either. Instead, were seeing perhaps some of the longer time priorities, members of congress being reflected here. I want to ask you about assumptions here. If you look at the gdp estimates, some of it, half of it, comes from court rates. But a large part of the other comes from Regulatory ReformInfrastructure Spending and welfare reform. Up in of those three things have happened. So youre going to vote on a plan and push a plan through where three of the biggest drivers that pushed gdp forward, we dont even know if theyre going to happen. I dont think many members of congress are going to vote on this based on a single page from treasury. I think it is important that we have that. I think it is important were discussing that. I dont know why they made those assumptions. There are real problems there, but again, there are series analysis out there. Theres jtc score, which is important. Theres my organization, the tax foundation, doing analysis on this. Tpc, penn wharton, members of congress do have credible analysis of the effects of tax reform. And i know they are taking that into consideration. Im sure it is getting a lot more consideration than a hastilyputtogether onepager from treasury partially tax reform and partly other extraneous issues.
