The first place. The pentagon looks into the incident as john mccain says the administration is not being up front about the attack. No bid contracts. And in the russia investigation, an exclusive report from the daily beast, some of the biggest names in the Trump Campaign, including his own son don jr. Pushed tweets from russianbacked trolls before the election. We have a lot to get through today. Beginning with the president and his administration trying to walk the line between defending their contacts with gold star families but not disputing what those families are saying. All of this growing under what under any ordinary circumstances would have been a private call to a grieving widow. I have a great panel. Starting at the white house with my friend kristen welker. This started with four soldiers who died tragically in nijer but now its including contacts with other gold star families. Including chris baldridge. Well, his father speaking to the Washington Post said that President Trump did call him after the death of his son over the summer. That phone call taking place in july. And he says the president at that time not only called to offer his condolences but said he wanted to follow up with a 25,000 check. Now, according to baldridge, he still has not received that money. Officials here saying that the check was recently sent. And so the question, stef, whats the hold up. Well, they say theres a very robust approval process. The statement says the check has been in the pipeline since the president s initial call with the father. The president has personally followed up several times to ensure that the check was being sent. As stated earlier, the check has been sent. Now, of course, this all started, stef, when President Trump indicated that his outreach to gold star families had been more robust than some of his predecessors. He says hes called virtually every family. Well, since then, some families have come forward to say they, in fact, have not gotten a call from President Trump. Take a listen. When Sara Huckabee sanders was pressed on this point yesterday. Families that have since come forward in the associated press, the names are in these report who say they have not heard from this white house in any capacity. All the individuals the president has been presented with through the proper protocol have been contacted. So the white house fielding all of those difficult questions, as questions mount, stef, about what exactly happened in niger to those four american soldiers, why were they ambushed, the calls growing louder. Eli stockle, the White House Reporter for the wall street journal and msnbc political analyst. Megan murphy is the editor of Bloomberg Businessweek. And mike, the host of the gist and contributor to npr. Eli, our white house insider, take us inside the building. How is all of this unfolding . Starting with the president s press conference on monday. Well, the president , monday, when he wanted to get a lot of stuff off his chest in the rose garden, was asked about the slow response or the lack of response after 12 days to the four green beret deaths in nige re. He had lettered that were about to go out. Then he took it in a different place. He really made this more about him than the families by saying, you know, i respond to all these families, call all these family, whereas not all my predecessors have done that, drawing a compare and contrast it seemed with president obama specifically because the next day he said in a radio interview, you know, i dont know if obama called john kelly when his son was killed in 2010, maybe you should ask him about that. Sure enough, reporters asked the white house about that. The white house was happy to feed an answer back and confirmed that obama had not called general kelly. Weve yet to hear from general kelly about this. We were told he was in the room for the four condolence calls to the families of the soldiers killed in niger that took place tuesday. The white house yesterday at the briefing, Sarah Sanders really was pushing back not on the specifics of the allegations from the florida congresswoman who was in the car with the one family that was upset by the president s comments that the sergeant had known what he signed up for. The family reportedly found that to be quite callous from the president. The president yesterday and through Sarah Sanders really pushing back on that notion, but not saying that he didnt say those words, just relying on the accounts of the people in the room with him, that he meant no offense by that,ing that he, as sarah said, did his best to convey his condolences. Obviously, this is not something that comes naturally to this president and thats sort of where we are. Okay, megan, its not something that comes naturally to anyone. Can the white house easily argue here that the president is trying to do his best . He did call sergeant johnsons wife. He has reached out to a number of gold star families. Are we tearing apart things here where it doesnt need to be . I dont know. Did we check on every single call that president obama made at the time . I think its a really good point. Because when you put this into context and the Washington Post and ap and other organizations have talked to families that he did call, that he did have a lengthy conversation, 20 to 30 minutes with, came across as being incredibly sympathetic to the circumstances. Youre right in that were delving into this more deeply than perhaps we have in past administrations. I want to make an important point. I thought we reached the low point of this on monday when he incorrectly said that other former president s had not reached out to the families of fallen soldiers. We have sunk so much further into the mire. Where were now in a position of literally checking whether or not what he said with these families who have really had the worst sacrifice that any of us can imagine, where general john kelly, his chief of staff, has yet to come forward to address this, because of zone situation. So what is so interesting and tragic and sad about this isnt whether or not the context of every single one of these conversation, but that we have a president in an administration who we are actually forced to go back and look at these kind of conversations. Look at if hes telling the truth about what he says about past administrations. But megan, are we forced to do it . If we go from monday to today, youre right, we sunk lower and lower and lower. But who has been hurt the most by this . I might argue its the gold star families. Last night, ari melber talked to gold star parents who lost their son several months ago. I want to share what this mother had to say. Its not really about whether or not a person may have called or did something more than the previous one. Its about what are you doing now to help those who are left behind who have to struggle day to day. If that letter or phone call could bring my son back, i would run from here on foot to washington, d. C. To get that letter. But right now, it really doesnt matter who did the greatest thing. What matters right now is that people remember my child. Michael, this is the woman that matters and shes not asking for a phone call. Is all of this anger and digging into what the president did or didnt do misplaced . Hes going to give us plenty of red meat tomorrow and the next day. Well, first of all, without the call from the Washington Post and the followup journalistically, that father might not get the 25,000. Great point. If you totally buy the white houses word it was in the pipeline, yet there are plenty of reasons not to totally buy the white houses word. This all stems from a pattern that is demonstrably of lying. How much the president saved on the lockheed deal or china trade policy doesnt resonate with people. Theres more of an appetite to look into it. I think maybe some more people are appalled. This matters to them in a way that, you know, facts or claims about the International Economy doesnt. The other thing to talk about is his language. When he talked to this grieving widow and the Congress Person was there, what he said, he knew what he signed up for, thats a version of something that you can say with great sensitivity, thats always said, right, these people are heroes because they knew the risk. And still they went towards the danger. We know he has a poor grasp of the english language. A lot of his deficiencies coming into play. Focusing on them because we really care about these people in a way we dont about more abstract concepts. Eli, there is something the public can do. For example, just two days ago, a go fund me page was set up for the children of Sergeant David johnson and already half a Million Dollars has been raised for their college fund. There is some level of a Silver Lining that puts the attention back on the soldiers. How do we continue to do that . I mean, even this, sergeant johnson, wasnt the only one. There are three other families, all who have children. Right. I think the medias done a pretty decent job of trying to focus attention on those families as well as on a president who has insisted on really publicizing his role in consoling these families. He talked about how difficult these calls were for him. Not really as much about what the families are going through. And whatever this president s sense of morality, whatever his, you know, the difficulties he displays about communicating, empathy, really consoling the country. Weve seen him after other national tragedies, charlottesville comes to mind, struggle to really unify the country. Some would say he divided it only further after that. Obviously this is a situation with gold star families. Typically when we hear of u. S. Service men and women who have made the ultimate sacrifice, that is one of the things that unifies all of us in appreciation and gratitude for what these families are going through. Here we have a case where this has been politicized to the point where you have the white house lashing out at the press, saying the press is getting it wrong, in a fight with a democratic congresswoman. Its really become another political litmus test and i think that is not a great place for us to be as a country when we should be focusing obviously on the pain of these families and certainly demonstrating our appreciation for those families. But it is difficult in covering this white house not to also track the words of the president. And especially if people perceive a family thats just lost someone perceives that hes falling short in that regard. We know the white house lies all the time. In addition to the go fund me page for the johnson family, if there are any other out there, any other initiatives being led for those other families, please, tweet it at me. Well be sure to get it out. We continue to focus on what specifically happened there. As we speak, the u. S. Military has got a team in africa desperately trying to figure out what led to that ambush that killed these four soldiers in niger. It is stunning that john mccain, of all people, would come out and say the white house isnt telling us everything. Well, theyre still trying to gather all the facts because there was so much chaos in this mission that went horribly wrong. What we know is there are about 8 to 12 u. S. Forces. Some of them were technically green berets. Others were there in a supporting role. They were ambushed by a much larger welltrained force likely linked directly to isis. Theyre claiming that theyre an isis affiliate. They came in with light arms fire as well as rpgs. Heres what the investigation is looking at. Number one, you need to know the cause of death. I apologize for being gory here. That involved autopsies of the four fallen soldiers. They want to find out where they killed by friendly fire, hostile fire, shshrapnel. What led to the intelligence that led them to believe they were on a, quote, quiet environment. This is whats called a key engagement meeting. They were basically going around to tribal elders, tribal villager, trying to have conversations with them and disrupt these rat lines, these lines for terrorists all throughout west africa. Heres the biggest two points of confusion right now. Number one, what was the med evacuation like . Initial reports from everyone here at the pentagon, it was two french super puma helicopters. Now theyre saying wait a second, it may have been private u. S. Military contractors from a group called berry aviation. There are a lot of contractors that work in this part of the world. We still dont know how those wounded and dead were extracted from the battlefield. And then crucially, initial counts were that the u. S. Forces did kill so many enemy. That hasnt been corroborated. They never really said how many enemy may have been killed. Now there seems to be some question whether any enemy were killed. We still want to know the precise role of the french when they flew over 30 minutes in. Did that flyover with 30 minutes air support, which officials here are saying is a pretty good response time, did that 30minute flyover disrupt the attack, disrupt the assault. We have a lot of questions and we will try to seek answers on capitol hill. Thank you, hans. Megan, what i want to know is more about how the white house handled it. We know they put together a statement almost immediately but never circulated that. What do you make of that . Still tremendous confusion. This is still a white house that seems incapable of getting ahead or on top of these type of incidents. But also just going back to what we were discussing before as well. Lets not normalize this kind of behavior. This is such a good point. Lets really not normalize this kind of behavior. Yes of course the focus should be on the families of fallen soldiers. That is where we want support, relief efforts. Lets be sure to reemphasize, this is a president who consistently lies, who has lied about whether former people in his job did not do the highest responsibility of their office with afluency. Weve sunk down into the muck over the last four days. Lets continually call him out when this happens. Where is this check . When is it going to be sent . When is this family going to get it . Hes lied continuously. Yesterday, former new jersey senator bob torricelli said i am panicked. That what he did to john kelly will hurt john kelly so much that kelly could simply say i have to walk out. And torricelli said we need kelly there. We need to tamper down the chaos. Eli, i want to ask you, the president has said over and over hes skeptical of foreign engagements. Are you surprised at all we still even have u. S. Forces still operating in west africa . That seems like something President Trump would never have wanted. Its a mystery sort of how much the president actually knows about all these activities weve heard so much about him being briefed and then shortening the briefings and then just giving him the topline information on a lot of these things. He can really only be upset about a lot of things at once. He reacts so much to whats in the media. Its not something we believe the president really spends a lot of time focusing on. Yes, hes skeptical of foreign engagements but he also deferred a lot to his generals as he likes to refer to them, to mattis especially. And so, you know, when mcmaster and mattis and tillerson come in the room, i think there is some willingness on the president s part just to sort of let them handle things like this. Its unclear why the white house would draft a statement about the what happened in niger and nobody would really give that statement, the president wouldnt talk about this for 12 days. Had to be asked why there had been no response. Before we started as a country talking about all of this. Thats a question we still need to dig on and figure out. Were going to keep on asking. Sarah huckabee sanders, sharpen your pencil. We are understaffed, thats a part of it. Were not, they are. I dont think its wrong were in niger. I dont think its wrong if you talk about the global fight on isis. Last point is we are actually achieving a lot in the fight on isis. Thats a great point. Hes not talking about that. Hes hurting his own agenda. Which is something that his voters and regular americans would really like to know about. That is a great point. We cannot understate during this administration this week what happened in raqqah is a big deal and the president should be taking a victory lap. Yeah. Im not sure why hes not. The situation is so dire, it has prompted tens of thousands of Puerto Ricans to seek refuge in Central Florida. Following the story out of orlando. Orlando is already densely populated with those who have moved from port rico to the area over the last ten years. Its only about to get a lot more crowded. Thats exactly right. For the past couple days, ive been talking to families who have fled puerto rico and they tell me that for them this is a second struggle. Many of them are having to start from scratch with just the clothes on their back. So they describe this as a second hurricane that is coming to the Greater Orlando area. Governor rick scott telling me, his office that 60,000 people from port rico have come to the Sunshine State just in the last two weeks. Theyve set up two Welcome Centers here. You can see behind me there at least six to seven families seeking help here. Every single area you can imagine. This center hasnt even opened. It opened at 10 00 in the morning. That just expresses the need that the orlando area is going to start to feel now. Im here, let me just find a county commissioner. Can you tell us the impact that this influx, this wave of evacuees, is having on the community here . Well, first of all, this is our response to the impact, that we knew we were going to receive. Because we have a population already that is heavily hispanic. A lot of Puerto Ricans. Were expecting impacts especially on our housing system. So right now a lot of the people arriving, if you speak to some of the people, are staying with family members. I have a lot of families that are doubled and tripled up. If they choose to stay here in osceloa county as their home, theyre going to want a house or home, an apartment. Were ready in Central Florida have a shortage of housing. Its tight. Its very, very tight. Ive heard concerns about, you know, health records, enrolling children into the school district. This is a mass v transition youre going to have to deal with. Do you have the resources here . Right now we have as many resources as we could provide locally. We are hoping to get more resources on a state and federal level. The state did send over the licensing so that people could get their identifications here. Its a great place for people to come and stop in. Get their i. D. And get access to services. Again, this is a massive transition that the Greater Orlando area, the state of florida, is going to have to deal with. I want to stay talking puerto rico. The latest issue looks into how fema is handling Disaster Relief in the face of hurricanes harvey, maria. It is giving no bid, thats right, no bid contracts to. Since harvey, fema awarded 215 million to a group in charge of providing bottled water ed wate. But after hurricane katrina, that same group submitted inaccurate documentation and was paid 900,000 in unsupported costs. Another Company Awarded 1. 6 million committed hundreds of federal wage and labor violations. And i want to bring back megan murphy along with politics and policy editor for businessweek matt filps. Matt, how is this happening . I talk to people in puerto rico who say you go to the fancy hotels in san juan and it is all security from black water and halliburton. Companies like out of whitefish, montana, where ryan zinke is from, are working on the power grid. 2 billion have gone out of fema since harvey. Thats almost cobbdouble what t give out during an entire year. Theyre under immense pressure to get money out the door and on to the ground. When youre under that much pressure to move this amount of money that quickly, you bypass your basic Competitive Bidding processes. What ends up happening in this case, you get money in the hands of contractors that you dont know if theyre capable of doing the job. You also get money in the hands of contractors who have spotty track records in the past. But why . If theyve got violations in the past, why wouldnt they be knocked off femas list . Look, we encourage people. We called one of the people on the list. It literally was a man at a house in florida. This is how what do you mean, systemic yeah, in florida. So hes got a go daddy website. They got 74 million to build mobile homes. The address is a Single Family home in longwood, florida. A reporter called him. He didnt want to talk. They have no they have five employees. They have revenues of 200,000. So look, maybe theyre going to be very good at this job but theres no track record that would indicate thats the case. Whats the argument for no bid . Its getting this amount of money out the door. Heres the thing. This is whats really important right now going on. We talk about nfl kneeling. We can talk about soldiers. We want people to dig into people, who this will make a real difference. Whether these phone grids get repaired. Whether or not theres temporary housing. Make the difference. Getting access to water. Getting access to infrastructure. To make sure we dont repeat the mistakes of the past. We all know what happened after hurricane katrina. We want people to put pressure on fema to make the right decisions and make sure this money, 2 billion, is being allocated. This is so much more important than whether or not players are taking a knee. Even if you are an american who doesnt think we should be sending billions of dollars to puerto rico. Even if youre one of those people, you should want major scrutiny here. Fema keeps a list of vetted contractors. Its quite deep. But in the situation like here where you have three major hurricanes in the span of a month, they blow through that list. Theres not capacity among the contracts on that list. When we scrub this data, there are big public corporations who are getting lots of money. Ibm, verizon. They seem like theyre up to the job. When you blow through that list, you have no choice but to turn to whoevers next in line and in some cases the person next in line is somebody that you dealt with ten years ago and they didnt do such a great job. We reefed out to fema and i want to share they responded in part. While the fema workforce continues to focus on response and Recovery Efforts related to the current disaster activity across the country, that has not compromised the integrity of our disaster procurement process or our acquisition workforces ability to administer contracts. Our focus always remains with providing the maximum support. While also being mindful of our responsibility as stewards of taxpayer dollars. Now, brock long has had a very, very difficult job over the last few months. Is there an argument to be made this is a disaster situation and theyre going to take the help where they can . Oh, no question, we dont want to minimize the challenge they phase responding to such multiple of this scale disasters they have. Brock long has a challenge that no one before him has faced in terms of these coming in sequence. But at the same time, there is no also excuse for giving money away in the kind of amounts were seeing to people who have previous record of such deep violations or no scrutiny. 900 grand in undocumented costs. Are you kidding me . Fema had ten years to change the way it does its contracting and bidding process. It was mandated to change this process by congress in the aftermath of katrina. The gao said you still have some big problems that you havent fixed yet. You get these gaps. Obviously right in the aftermath you get these gaps where there arent people on the ground making sure that the waters being deliver order that its not being billed twice, for example, which is something we saw repeatedly after katrina. They had ten years to fix this process. Now once this all hits the fan, you dont have time to go through your processing situation. You got to get this money out the door asap. Attorney general Jeff Sessions yesterday speaking to the Senate Judiciary committee. We are learning just how easy it was for russian propaganda to be spread during the last election. The daily beast reports that the prominent Trump Campaign staffers pushed russian propaganda on twitter by retweeting content from the twitter account 10gop. That account is run by what is described as a russian troll farm. Allies of the Trump Campaign retweeted the account right around election day. The white house did not respond to request for comment. The woman who broke this story Betsy Woodruff is here. Politics reporter for the daily beast. What a piece. Betsy, what can you tell us about this . What this highlights is not just the work that the russians did in the leadup to the campaign but also afterwards. We dont have any indicators that the Trump Campaign staffers who boosted the content produced by 10gop were aware it was produced by a russian troll farm. That said, though, this shows how effective russianings wes w using social media to push messages that didnt make a lot of sense. In one case, donald trump jr. Retweeted a tweet from this account, claiming that there were thousands and thousands of fake votes being counted in florida and that it was part of voter fraud. We know thats nonsense. We also know that his dad ended up winning florida, despite any of that alleged fraud when we stay staffers, that can be misconstrued as just low level people. Walk us through some of the key figures who are tweeting this out, besides the president s own son don jr. Kellyanne conway retweeted this account. We also know Michael Flynn retweeted it at least once. His son retweeted the account. Dozens of times. And brad parscal who headed the Trump Campaigns digital operation also retweeted this account at least once. The head of trumps digital operation. Even if Kellyanne Conway or don s jr. Can call themselves technology neophytes, how does brad who just went on 60 minutes and kind of padded himself on the back for his digital genius, how did he not know . Its a good question. I had a conversation earlier with a longtime republican digital expert who told me that he had been following this 10gop account over the course of the campaign. He assumed, just like upwards of 100,000 other people who followed 10gop, it was just another tea party account. However, he told me as it kept popping up in his feed, he noticed something a little funny about it. It kept pushing the russian, the kremlin line on issues like syria and it pushed for Michael Flynn to be reinstated as the National Security adviser after he was put out. That was a big red flag. Additionally, 10gop tweets were frequently embedded in russia today stories. He said he got a pretty strong idea there was something fishy about this account, that it was troubling. The likes of Kellyanne Conway may not have realized that. If youll recall, she once stated that your microwave oven might be conducting surveillance on you. So she has a different relationship in terms of technology expertise. What are some of these people saying since you reached out . Kellyan kellyanne, don jr. . We havent received comment from any of those folks about this item. My guess is their basic argument is going to be they retweeted lots of Trump Supporters and perhaps werent capable of doing Due Diligence.
