Breaking news to cover, a white house shakeup, Donald Trumps head of communications is out this morning and we have exclusive new reporting, if Corey Lewandowski comes back, other staffers may walk. If he would ask me to come in and help him i would look at that. New rev glations about Jared Kushners reported attempts to set up a back channel with the russians. I know that some Administration Officials are saying well, thats standard procedure, i dont think its standard procedure. And who is the russian banker at the center of it all as the president reportedly works the phones trying to get ahead of this story. Plus, hitting back, President Trump goes after germany again this morning, while frances new president blasts russian interference in their election as he stands directly next to Vladimir Putin. So much to cover today. We will begin with the president making changes in an aggressive attempt to stem the tide of disruptive headlines regarding russia and his inner circle i have the best team with me to break it down. I want to take you first to nbcs Peter Alexander live at the white house. Peter, here we go, today is first day the full white house staff back in the building, following the news about Jared Kushner, following President Trumps International Trip and maybe theres a shakeup in the house. What do you know . We know at least the beginning of a shakeup. The White House Communications director, mike dubke tendered his resignation on may 18th, almost two weeks ago, no out date has been set but this demonstrates what has been a challenge for this west wing which is the delivery of its message, particularly challenging when you work for a president who believes he is the best communicator of his own information. Mike dubke has been working as part of the team with sean spicer and Deputy Press Secretary huckabee sanderss. Spicer will be briefing reporters on camera the first time in more than two weeks hes had the opportunity to do that. This white house right now is also focused on its Crisis Management unit, whats being described as a war room that im told will be headed up by Jared Kushner, Reince Priebus, and steve bannon as well. But they are also considering bringing in some now outsiders, former insiders, members of the campaign, former Campaign Manager Corey Lewandowski and former manager david bossie, who was on fox news saying there isnt some job waiting for him right now, to be considered in a situation like this, this is more about addition than subtraction as the white house looks to sort of buffer to strengthen its ranks at this time right now. What was striking to me in speaking to a Senior Administration official here just a short time ago, is how all of this conversation focused on the turmoil surrounding the scandal about russia, has in effect swamped the ability for this west wing and white house and president to focus on what they want to be talking about and what is it they want to be talking about. When i asked a short time ago what would you like to be talking about besides russia right now, they said well, we would like to focus on the foreign trip, the budget, but notably, president isnt doing any of those things himself. He has only one public event today on his schedule at least, thats a meeting with his vice president. Heres what he was tweeting a short time ago. He said very simply, russian officials must be laughing at the u. S. And how a lame excuse for why the dems lost the election has taken over the fake news. So President Trump back to his familiar ways. Stephanie . Im not quite sure the russians are laughing. I want to stay on reports that lewandowski and bossie might join the administration. If that happens a source inside the white house tells me other staffers could leave as well. Why . Not because of ego or personality, but because there are people inside the administration who want to Peter Alexanders point to focus on policy and they are afraid if the president gets back on that campaign trail with his old gang, it will do nothing to advance the administrations agenda. In fact, it could bog it down more. Possibly derail it. According to the source i spoke to inside the white house it is basically a choice between promoting the trump brand and governing the country. And as we said, for folks who want to focus on the country this could be the last straw. Sparking defections from the Current Trump team. I spoke to someone who said this could be the moment where good people leave the white house. It all depends. While many were on the foreign trip with the president , steve bannon came home, Reince Priebus came home, and the talk of someone like Corey Lewandowski being back in the mix, that is campaign President Trump, Campaign Trump, not President Trump, who is surrounded by people who came there to do Health Care Reform, tax reform, deregulation, which by the way we aint talking about. I want to bring my panel in. My former colleague shannon, a White House Correspondent for bloomberg news, Michael Lupica columnist for the daily news and msnbc contributor and megan murphy editor of bloombergs businessweek. Shannon, what do you make of mike dubkes resignation . How significant is that . I dont think its surprising. He never seemed to really get in sync at the white house. There was a story, a comment that leaked out where he said there was no trump doctrine that was sort of early around the 100 day mark and trump did not like that. He was upset by that. From then on the writing on the wall was there for dubke he wasnt fit out to cut it. I dont think thats surprising and i dont think it signals anything, any bigger about a shakeup in that individual move. All right. Maybe not that move but megan, i want to talk to you about this idea that President Trump may go back on the road doing these rallies. His campaignstyle tactic. Who does that serve besides the president and his hard core base who arent leaving him anyway . If why you are a member of his administration, he could make promises and claims they cant deliver on, a la health care. This has been this administration the divide between the president ial governing trump and the Campaign Trump and which one is winning and who he has around him telling him in his ear which is better at this moment in time. Peter referenced a tweet about saying the russians are laughing at us. Another tweet referring to germany and again, in the wake of this foreign trip, perceived widely as disastrous in europe, him calling germany saying that they have really exploited trade in this country, really drawing a stark line again with Angela Merkel and you have the situation where the governing trump, cant even come up with what policies they would be advocating had they had the opportunity, you have health care, tax reform, none of this work is being done and, in fact, in some cases he fanned the flames of the Russian Investigation this morning by referencing it. They cannot get behind it. The business of the country is directly in peril as of this. A yeah, Corey Lewandowski and other people come back, you will see more people peeling away from that . Why do we say President Trump has an issue with his Communications Team . It is President Trump himself who undercuts the message, whether its sending his team out, talking about why he let james comey go or to megans point about germany, gary cohn talked down the president s claims about germany last week and then there he is, right back in there, about nato. I mean whether he talks about nato or trade, it shows that the president is ill informed about these issues. We dont have a one singular trade agreement with germany and by the way, Steve Mnuchin said last week were not going to have a border adjustment tax and would you like to know tens of thousands of german cars that are manufactured here in the United States stephanie its fascinating to me theres a lot of messenger shooting going on in this white house when the guy at the top keeps shooting himself in the foot about this. It was extraordinary over memorial day weekend that chancellor of germany spoke more to this countrys values than our own president after a european trip and a trip to saudi arabia that he described as one home run after another. I was the thing with li lewandowski, its like the godfather line, when you think youre out, they pull you back in. When he said that trip was a series of home runs, we had merkel come out yesterday and say, in germany, in a beer hall, we can no longer rely on the u. S. And the uk to back our interests in europe. That is something i certainly never thought i would hear in my lifetime. Many people in the Trump Administration who will have seen that particularly and look at distancing with europe and be deeply concerned about the significance, not just for the domestic agenda but international agenda. The reporting cnn has saying there are sources telling them russian officials were heard saying they had derogatory information about candidate trump. One source describing it as financial in nature. We should mention the white house says this is false but there is another opportunity here for President Trump to clear things up by releasing his taxes. Im not a betting woman. I dont think were going to see those taxes unless congress or the fbi pull them out of him. But as you mentioned this is just one more distraction. Every day a constant drip of distractions that arent going anywhere. Jared kushner, you know, was a distraction of the weekend. You have an fbi investigation, you have congressional investigations, leaks every day in into the media. A distraction that isnt going away. The millions of people who voted for donald trump for president for jobs, for tax reform, for health care, for the economy, those issues in the white house are not being talked about with the focus and at the high level that they should be talking about. Theyre not being talked about seriously in congress either because every time they try to get momentum going with health care in congress, again, these russia issues come out. They have to get this russia issue under control if they want to get to the bigger domestic issues that trumps base wanted to see from him. We know that was a source of tension, that off Camera Press Conference that h. R. Mcmaster and gary cohn did in sicily on friday where they wanted to talk about the learning experience for the president and the win overseas the press wanted to talk Jared Kushner and russia. That issue isnt going away, and i want to share what senator john mccain had to say in response to the idea that Jared Kushner was seeking a back channel with russia. Take a look. I know that some Administration Officials are saying well thats standard procedure. I dont think its standard procedure prior to the inauguration of the president of the United States by someone who is not in an appointed position. Well there you go. Weve heard from people inside the white house, the risk with Jared Kushner is, he doesnt know what he doesnt know. Well, neither does the president. And this goes on. In what world did kushner think this was a good idea during the transition . I mean was he skaulg on his long experience in government when he thought he could set up back Channel Communications. We know what his job qualification was for the status he currently has in the white house. He is loyal and he is the first soninlaw. But what mccain said, its 100 true. This is not standard operating procedure. I was shocked to hear john kelly say that. John kelly and mcmaster and mattis, these are fine americans who are being diminished when they go out and become part of the White House Communications team. Reportedly proposing back Channel Communications with russia. The New York Times is reporting that federal and congressional investigators are both now coming what kushners motive was have been in his discussions last december with russian banker Sergey Gorkov whose Financial Institution remains under sanction by the United States, quote, it is not clear whether mr. Kushner saw the russian banker as someone who could be repeatedly used as a go between or whether the meeting with mr. Gorkov was designed to establish a direct secure Communications Line to mr. Putin. Joining me Msnbc National Security analyst and former cia acting director John Mclaughlin and former undersecretary of state for Political Affairs ambassador nick burns. John, i want to start with you, dhs secretary john kelly says a kushner back channel with russia is, quote, normal and acceptable and, quote, not a bad thing. You are the former acting director of the cia. Do you think do you agree with him, first of all . Well, we have to specify a couple of things. First, back channels are not unusual. Its how you do it. And in a normal transition if someone wanted a back channel to a Foreign Government they would go to the state department or to the an Intelligence Agency and ask for that to be set up through normal procedures. And that apparently didnt happen. Now we dont know yet whether its absolutely accurate that mr. Kushner asked to use Russian Communications channels. Theres one press report to that effect. Hes offered to speak and tell his side of the story and in fairness we should let him do that, of course, and reserve some judgment. But the odd part is not informing anyone in the sitting administration and doing it in the way it was done. And then the other part of it, of course, is the context in which this occurred. That is to say, knowing that russia had interfered in our election, and in the context of the president saying so many things about russia that appeared to be, if not friendly, certainly not critical, so that context changes it too i think. Ambassador burns, it is important to underscore that Jared Kushners attorney has said he will be open and answer any questions. But can you envision any scenario where this kind of back channel arrangement set up like this would be beneficial for the u. S. And specifically, Jared Kushner doing it . Yes, he is the special assistant to the president , but at the time during the transition, we didnt know what role he was going to play. Back then it was unclear if he could legally do it because of nepotism rules. If anyone, wheres Rex Tillerson . This is a guy who actually knows Vladimir Putin very well. He received the medal of honor, the highest award you could be given from anyone outside of russia, so why is it in your opinion that Jared Kushner would be the right guy to do Something Like this . Well, first of all, i agree very much with John Mclaughlin that mr. Kushner deserves the right to speak about this. Theres so much we dont know about this, and its very important that he be given the chance in all matter of fairness to tell his side of the story. But the story so far doesnt make much sense because as john has said, if he wanted to establish a back channel to the russians you could easily do that through the American Embassy in moscow, through the state department in washington. We have a tradition in the United States and its a very sensible one, one president at a time. When this was all happening, president obama was president of the United States. You do not want to have a situation where the incoming team is establishing a separate secret channel to the russians, our greatest adversary in the world, without the white house and state department knowing about that. The other aspect of this, which is troubling and a little bit bizarre, is that apparently the suggestion was by the United States, by the trump officials, that they use Russian Embassy communication facilities. That makes zero sense from a security perspective. And in total, theres a dark cloud hanging over the Trump Administration and its russia. They would be very well advised to come out with an explanation for all the facts for Public Opinion not just for the investigators because theyre laying the ground for a complete misunderstanding i think of what were trying to achieve with the russians. I want to talk about the new cloud or at least the new rift. John, the president is taking a swipe again this morning with this new tweet, quote, we have a massive trade deficit with germany, plus they pay far less than they should on nato and military. Very bad for u. S. This will change. This, of course, comes after german chancellor Angela Merkel proclaimed europeans must take their fate into their own hands because they can no longer completely depend on others like the United States. Why in your estimation is germany such a target for trump when its supposed to be one of the United States strongest allies . The issues hes going after, trade, for example, his own economic adviser gary cohn talked that down at the end of last week, almost seeming that the president doesnt understand how trade works or how the nato agreement works . Well, i actually think the president allowing this rift to open with germany and with europe more broadly, is one of the most damaging things that ive seen in this administration so far and really for years and years. Europe, as im sure nick burns would agree, is the solid basis for our International Alliance system. 20 more than 20 of these countries have fought with us in afghanistan and they are the this is the basis for our International Alliance system. When i was in europe early this year, a number of senior figures from the Trump Administration were there at for example, the Munich Security Conference saying the right thing, but all the corridor talk, what you heard from other europeans was, does the president believe that about article 5 and so forth. Will he say it. So everyone was waiting to see if he would mirror what theyve heard from people like general mattis and so forth. And dropping that ball and opening up a rift with europe is, frankly, just shocking to me. Ambassador, isnt it more than dropping the ball . Last week one could have made the argument he dropped the ball, he didnt underscore clearly enough that the president backs article 5, but the fact that today hes doubling down on it again, what does that tell you . To me that doesnt appear that the president made a mistake. This is his intention. Well, it appears that president is looking at europe through the prism of economic competition. And not looking at europe as an ally. And europe is so much more than just a competitor on trade. Its actually our largest trade partner, our largest investor into our economy, the largest number of American Allies in the world and as john said, quite rightly, we need europe to be with us on iran, to contain iranian power, on the russia sanctions, theyre fighting with us in afghanistan, over 800 europeans have given their lives for the effort that we have together in afghanistan, there are strongest they are our strongest partners in the world, best friends we have in the world and a lot of people noticed this juxtaposition of President Trump being so respectful and deferential to the saudi king and gulf monarchs and so bruising and disrespectful to the european leadership its a big strategic mistake to try to distance the American Public and the American Government from europe and to pick a fight with Angela Merkel when youre not willing to stand up to putin, that contrast is jarring to me and separates President Trump from all of his predecessors going back to president truman. Put it in perspective. He said absolutely nothing when the president of turkey was here and his goons and thugs attacked Peaceful Protesters while president erdogan sat in his car and did nothing and our president said nothing. Extraordinary. Extraordinary that were out of time and we havent covered Vladimir Putins visit with the new president of france. Theres that much to cover. Thank you both for joining me this morning. We have to go back to President Trump. A stunning new report by politico saying the president has become obsessed with current russia investigations plaguing his administration. Quote, two white house officials said trump and some aides including steve bannon are becoming increasingly convinced they are victims of a conspiracy against trumps presidency as evidenced by the number of leaks flowing out of the government. Joining me is one of the coauthors of that report, Politico White House reporter josh, and my panel mike and megan. Josh, one source told you the president , quote, obsesses about the socalled deep state conspiracy. What exactly is his strategy to confront it . I think back to Joe Scarborough saying day in and day out, when the president went after the Intelligence Community, you dont want to go after these guys, theyve got the information. Right. And President Trump has conceded that privately to friends his attacks on the Intelligence Community may not have been the best strategy. But i think now hes in a bit of a predicament. Theyre putting together a war room as we and others have reported. He was spotted yesterday at the white house meeting with former Campaign Aides Cory Lewandowski, folks he trusts in the battlefield. The white house is realizing this is going to be months, maybe years long process and theyre going to be taking fire from all sides, its going to be difficult to advance an agenda in the middle of all of this and trying to put together an apparatus to handle it. Its difficult to bring folks in a climate like this to do messaging and politics. No one knows whats going to happen next and its hard to communicate for a president who, you know, likes to be his own spokesman. You also write that President Trump repeatedly talked about the russia investigation during that foreign trip and he seemed agitated about negative press about him. Day in and day out when the president walks into that morning meeting with his senior staff thats what he covers. Negative headlines about him. What more can you tell us specifically about what he said in europe and about the headlines around russia . Well, i think the coverage of his soninlaw Jared Kushner was particularly frustrating for the president. I think the president , you know, is a voracious leader as we and others have reported of everything thats written about him, almost everything he sees on tv, sometimes he consumes hours of media a day, while he was even overseas he was calling friends back in new york and florida and asking them questions about who he should replace, what changes he should make on staff. Do we know what kind of friends . I reported earlier people inside the white house said, you bring a guy like Cory Lewandowski back, that is not going to get anywhere near the positive probusiness trump agenda. Who is he calling to get this kind of advice . He relies on a number of folks. Governor Chris Christie of new jersey, richard lafrack who is a Business Executive in new york, steven schwartzman, a whole cad re of folks he calls on a weekly or monthly basis. He took some people like cory a lot. Trump basically sees the campaign as a glory days. He loves talking about the campaign. The people that surrounded him on the campaign were great. A bit of revisionist history but it is what it is in his mind, and hes trying to replicate that and trying to go into, you know, battle mode again and listens to all of these people outside the white house and grumbles about his current staff but his current staff privately notes sometimes the staff might not be the problem. Sometimes it may be more than that. Quick caveat you mentioned steve schwarzman. Several years ago when i sat down with steve in davos he said blackstone was not interested in doing business in russia because they couldnt trust the rule of law there. Megan, i have to share this, the white house spokeswoman hope hicks released this statement to the Washington Post if you havent heard it turn up the volume, President Trump has a magnetic personality and exudes positive energy, which is infectious to those around him. He has an unparalleled ability to communicate with people, whether he is speaking to a room of three or an arena of 30,000. He has built great relationships throughout his life and treats everyone with respect. He is brilliant with a great sense of humor and an amazing ability to make people feel special and aspire to be more than even they thought possible. Megan murphy, that quote right there, i mean thats extraordinary, how does that help people who voted for President Trump who are looking for tax reform, Health Care Reform and looking to get a job. The people youre talking about, who want an economy, theyre not getting that. He cant get his agenda on tax reform or broader infrastructure reforms to spur job creation. Pro Business People who have stuck with him are starting to peel away from him as they see the agenda stalled. Theyre not seeing that happen right now. We will have to see how much longer that lasts. The third part, i dont think anyone who was on that foreign trip saw a lot of foreign leaders dealing with his amazing ability to make people feel comfortable. You saw what happened with merkel and macron. America is forming its own policy agenda it cannot see an agenda to. That quote seems irrelevant and divorced from the reality that the American People face. Its so interesting that real enemy for so many people running this country right now is the word no. Because so many of them have existed in a world where you are supposed to say everything to them except no. This is extraordinary. The president continues to say as his offense here, fake news, dont trust anyone who uses the word source. Well i remind you the president himself continued to say sources, sources, sources have told me, when he himself went after president obama with regard to the birther issue. Those tweets, they stick around. Josh, thanks for your time. You two stay with me. He is an immeasurably good man, made a mistake of leading mike pence and thats why he was fired. Hes not a bad person. He would never do anything treasonous or alleged against him. Hes awaiting seeing how far this goes because i think completely everything hes done is completely defensible. How is he holding up under all of this . As far as i know hes good. I dont speak with him that often and i dont ask him details about any open investigation but i check in from time to time and file for the guy. He served this current for three decades at some of the highest levels with facing some of the most grave threats weve ever seen. I wish him the best and i recommereally hope this investigation can conclude quickly. He also got fired and now more and more information is coming out and now he says he has a story to tell. How is he planning on telling that story . Well mike flynn is a calculated guy. Hes, obviously, experienced this in the Intel Community and i think that if you just release information sporadically through Media Outlets it doesnt get the right message. He has very good counsel and waiting to do this properly through the correct channels through the investigative channels and if needs be in a trial. I think that, you know, just going out and releasing blushes and twitter and media will not fix this.
