Im disappointed because we could have had it. The president now on the verge of victory. We begin the end of obamacare once and for all. All right then. Were going to start with break. House republicans gathering at this very moment behind closed doors, a final meeting less than one hour before the first procedural votes related to the health care bill. I want to take you first to nbcs Mike Viqueira on capitol hill. Do you think they got the votes . They say they do, stephanie, but its really going to be touch and go. Youll see mibehind me Members Congress being chased by a hoard of press in the capitol as the republicans file into as closeddoor meeting, their second one this week, trying to get the final details to hear it directly from their leaders who behind closed doors decided last night that they were going to go for it. That they are going to put this bill on the floor after weeks of arm twisting and lowying. The Congressional Budget Office has not told anyone much less the public or members of congress how many people stand to lose or gain their insurance, what its going to cost in terms of dallas and cents. The larger impacts of this bill, youre right, the last 8 billion was added on, seemed t get a lot more moderates on board for this bill who are holding out. They were concerned about those with preexisting conditions. Their access to insurance and more importantly, how much they have to pay for premiums. Apparently the the white house putting the pressure on congressional leaders, putting the pressure on Vice President pence, up here for three consecutive days behind closed doors, twisting arms, trying to find those pressure points as these members continue to file in. The plan as you outlined it starts with procedural debates preparing the ground for the largest debate this afternoon, the debate, the procedure a. M. Debate snargts just a couple hours starting in a couple hours by mid afternoon. We will know if republicans have the votes to move forward and send this bill to the senate where its future is far from certain. Stephanie . All right. Now i want to take you to Nbcs Kristen Welker live at the white house. Kristen, President Trump and Vice President pence, they got personally involved with these lobbying efforts. What is it specifically that they think put them over the top . Because this is a risk for President Trump if it doesnt he has used all of the master negotiating skills. This is a hero or zero day. Thats right. It would be an epic defeat if this doesnt passes in the house. You did see President Trump get personally involved, really in the past 48 hours. Hes been working the phones, he invited lawmakers to capitol hill as you reported at the top of your show yesterday. Really tried to twist final arms to get them on board. It was vice presidemike pence w shuttling back and forth to capitol hill having facetoface meet force weeks now trying to take this piece of legislation over the finish line. President trump getting involved, but he didnt go out on the bully pulpit. He didnt travel the country to try to get this passed. Hes really trying to walk a little bit of a fine line here. But look, theres no doubt the political stakes are high for this president. This is an issue he, obviously, campaigned op and then just this past weekend he promised that this legislation would cover those with preexisting conditions and thats really going to be a flashpoint, not only as we watch the debate unravel in the house but if this does, in fact, move to the senate. Now, that amendment that vick was talking ability would put 8 billion over the next five years to lower costs for those with preexisting conditions. But yesterday, i pressed press Secretary Sean Spicer about this issue and asked him if anyone who has a preexisting condition would actually wind up paying more. He couldnt answer me definitively no, stef. This could be a potenti messaging problem movg forward and as vick pointed out this hasnt been scored by the nonpartisan Congressional Budget Office. There is still a lot of steep hurdles but this could be an important first step. The president has a number of events and then takes off for new york where he will meet with the Prime Minister of australia. No word if we will hear from him about this today, but stef, i would be surprised if we didnt. If this vote does, in fact, pass. I want to bring in jeff weaver, Bernie SandersCampaign Manager and ned ryan, founder and ceo of american majority and former president ial writer for george w. Bush. Ned, i want to start with you, the fact that we dont have the cbo score, whether or not we think its a great measure or not, its the best weve got. How do republicans, given all that they have to say during obamacare, go through this without knowing how many people are going to get covered and what it costs . Part of the problem were dealing with is the fact and i want to go back to the weeks after the election, where paul ryan didnt sit down with everybody and have a plan in place for legislative agenda to say were going to knock these things out. Theyre feeling the pressure to pass something before the reconciliation deadline june 15th because they want to get this through the house, get it to the senate so they only have to get 51 votes to pass this before june 15th. They feel they have to move on this because they want to get to tax reform. Its one of the things it if they had been better on legislative planning we might have had that cbo score. Theyre feeling rushed on the calendar. Does that not seem irresponsible. This is truly life or death. So when you look if 130 billion wasnt enough, why is it that now this additional 8 billion has members saying well, im going to go for it now. Is it the 8 billion that has nos turning to yes or get this thing through . The conflict on march 24th, what is happening now is what i thought would happen, they would comeack from the easter recess and push thrgh bill because you had the Freedom Caucus guys and the tuesday Group Meeting together, and the tuesday group wanted, are you going to cover preexisting conditions. But theyre not really. 138 billion over ten years, its a step in the right direction. Some think it should be closer to 200 billion in the next two years. It alleviates some of the tuesday group fears and with the Freedom Caucus dream weaver youre in the house, where does the public voice step in here . When i look at the Numbers Center for American Progress has estimated if you have asthma 4 grand, pregnancy 17 grand, arthritis 26 grand. Every person in my family has one of these three things. Right. So when these members of congress have to go home to their town halls, where if and where do the public play a role at this point . They cant like these numbers . Let me tell you, we heard the Vice President saying this is the beginning of the end of obamacare. If they go through with this halfbaked plan this will be the beginning of the end of the republican congress. And a lot of those people who are going to be putting their careers on the line for this sort of jumbled together plan thats going to strip a lot of people of their health care two years we will be watching congress from their living rooms and not from the capitol. All right. Steve schmidt is joining us, msnbc contributor, replican strategist. If youre a republican congressman what matters more to you, pushing this thing through, no matter what it smells like, or not getting it through, and get the finger pointed at you. Guess what republicans couldnt get anything done. Whats worse . Well, i mean they have two bad options, stephanie. Its always a good situation. At the end of the day here, if they do not have a vote to repeal obamacare, after promising the American People for years taking 60 plus votes, extraordinary high number during the Obama Presidency to repeal it, go down as the biggest broken promise in american political history. None of these members voting today have any idea whats in this bill, they havent read it, its halfbaked. And it really has no chance of passing the United States senate. So, theyre taking a really bad vote, democrats will use this against them in the midterm elections when they get into the details, nobody has ever repealed an entitlement once its been given to the American People. And the trump voters, you know, the people that are below that line that separates those who benefited from globalization, benefitted from the technology revolution, and the people who have been left behind, those people are hurt by this. These trump voters that narrowly put him over the top in those states that determined the outcome of the election against hillary clinton. This is this is politically very, very difficult for republicans and its going to have adverse consequences. Ned, if this thing dies in the senate, if it goes nowhere, whats worse . Do trump voters want repeal and replace because it was promised or just Want Health Care . Its a great question. Yes. Youre dealing with if you were to say trump campaigned four or five of the biggest pledges, repeal obamacare is one of the biggest one. Lock her up, and build the wall and a whole bunch of other things if you were to come down to defense spending, obamacare repeal, dealing with build a wall all these things but obamacare whiz unof the big ones. They have to get something passed. Hes feeling the pressure. Were now into may and this is one of the big item agendas and they feel theyve got to get something passed. Im fairly optimistic if they can get it done before june 15th something will pass the senate and we will see what will happen in 2018. This is if they can heres the thing if they can get through Health Care Reform and get to tax reform will there be enou other things that hapn well see what takes place. Are we putting too much credit on how great tax reform is going to be . Because based on what weve seen thus far in tax reform, that sucker looks like a tax cut saying were going from 35 to 15 when the majority of corporations ill eat my hat if we can find one single ceo who has visited the white house in the last two months whos paying 35 . We look at the 35 like its this holy grail, 35 to 15 and nobody pays 35. But heres the thing that im optimistic about the revenue overseas 2. 6 trillion we give people a tax holiday, bring it back, 260 billion put it back in the government spend it on infrastructure and whatever. You can take that money sitting overseas and repatriot it without that tax cut. Look what that is, the repatriation is a reward for companies hiding their money overseas so they dont have to pay taxes here. The average man or woman who goes to work every week they cant hide their money overseas for years waiting for the republicans to give them a tax break. Do we want the 2. 6 trillion over there or here . You know what we can do what a lot have proposed, lets just tax it. Put it wherever you want to put it. We can tax it. Lowering it to 10 to bring in over 2 trillion back into the economy and businesses and workers. How about we tax it like everybody elses wages and income. I will take that and leave it over there or bring it home. Its working for other people over ther i would rather bring it back here and if it means giving them a price discount im all for it. Steve schmidt is tax reform the holy grail, if we get through Health Care Reform and this thing gets pushed through, is tax reform where the trump team wins . What weve seen as far as that tax proposal, was honest to god like a book report i wrote on the school bus on the way to work. Yeah. On the way to school. Look, stephanie. Only having read the cliff notes. Its rendered on two pages. The country is 20 trillion in debt. How are you going to pay for it . 25, 30 trillion in debt at the end of the first four years of the trump presidency, cut taxes for everybody, every S Corporation in the country, every individual owned company is going to be down to 15 . I just dont know how you pay for it. So i do think that it might pass the house, but when it gets to the United States senate where you can lose two republican votes, you know, well see what happens. But lets be clear, there is no actual tax cut plan. There is no package. I mean, i think that people are taxed to death in the United States. I would like to see a revenue neutral tax reduction, you know, from top rates, Corporate Tax rates but there is no plan. You know, it doesnt exist. We sit here and we talk about the tax plan, there is none. Right. Its one sheet of paper, its all nonsense talk that will add 10 trillion to the deficit. Just hours before the house is expected to vote on the gops latest health care bill. Joining me now is republican congressman Thomas Garret from virginia. Congressman, you were a no on the original Gop Health Care bill. Then an undecided. And now supporting the latest version. What changed your mind . The fact that i was invited to the closeddoor meeting. We have a bill that allows a lot of latitude to drive down the cost of premiums and deductibles in their states, the concept of 50 laboratories of democracy to see what wcan do not to have coverage for people, but care for people. The paradigm weve been working under on the aca and saw the cbo that said 24 million would lose coverage is false. When news media tell us americans cant find the money to scrape together for the case of emergency but deductibles is 5 or 6,000, that isnt coverage. Were going to give people Affordable Access to real health care. Youre going to be voting today without the cbo report. I want to share what paul ryan said back in 2009 during the Health Care Debate with president obama. Take a listen. I dont think we should pass bills that we havent read that we dont know what they cost. So, isnt that what youre doing right now . Well, we actually have a very good idea where were going to end up with this. Very have good outside projections of what will happen to premiums and deductibles. I have said all along that it was sort of hypocrisy for us to lament passing a bill to find out whats in it and do the same thing. That was with the original aca, 17 days in when we went to vote on that. Weve had several months to sort of wrap our brains around this. So thats how i differentiate this from what happened in 2009. Now were almost 90 days in to working through the repeal and replace and i feel good about where we are. Have you read the whole bill . Oh, gosh. Lets put it this way people in my office have read all the parts of the bill. I dont think any individual has read the whole bill, but thats why we have staff. Is that not a risk . Because people in your office werent the ones who were elected. Dozens of protesters were kicked off your Office Property in virginia this week and they want you to vote no. Take a look at this. Its like whackamole with this house republicans. One bad bill goes away and another comes up a few weeks later. People will literally get sick and be dying at higher rates than they would otherwise. The Affordable Care act for me saved me its really a matter of life and death. People in the state of virginia, they voted for you not your staff and there were protesters there who said obamacare saved their life. What do you say to that . I would wager based on the locality that that particular event occurred in. I wasnt there. That none of those people did vote for me. What i would say is the Free Market Health care system saved my moms life when she was diagnosed with terminal cancer 30 years ago that the ability to innovate, the ability to let companies earn a profit to incentivize medical innovations saved my moms life. We can have these discussions. At the end of the day a false paradigm on the American People which is coverage equals care. If you cant pay your dedubltsble or premium than coverage is a piece of paper. We know as weve seen premiums and deductibles sky rocket, providers shrink in every single state in the union there are a lot of people who think they have coverage but when they get that bill for that deductible they cant pay theyre back into indigent care system. Were trying to create real access to care for all americans. Well, the last thing we want is a false narrative, especially as it relates to Americans Health and the center for American Progress says under this plan, the estimated premiums for the following conditions, i just want to walk through this, theyre going to sky rocket. Theyve said asthma will go up by 4 grand, pregnancy 17,000, arthritis, 26,000, and cancer, and i am glad to hear that your mom was able to get the treatment she needed but cancer is going to jack what people pay 140,000. People dont have that. How can republicans say this bill protects people with preexisting conditions because the conditions i mentioned, lots and lots o people have them . Sure. There are 138 billion at this point going into the high risk pool that will continue to be funded over the years. What we know is about 5 of people drive about 60 of health care costs. What happened in maine one of the few Success Stories weve seen with outside the box thinking which related to driving down deductibles and premiums they isolated a high risk pool, separate pool, where you know that premiums and deductibles will go down and subsidized coverage for those people in the high risk pool. Thats what were going to do here. So look, ultimately pick your source. Pick your think tank. I can provide numbers that show a 38 decrease for 95 of the population with the remaining 5 receiving federal subsidies and seeing no outofpocket increase. So well see what happens. But look, at the end of the day we will be held accountable and were tied to this. The reason i opposed the original bill i did not think premiums and deductibles would go down. It should be Affordable Access to real care not to coverage that makes you feel good until you need it and you cant pay your deductibles. Are you going to eat your own cooking . A new article that points out under this bill Congress Members will be exempt from losing any coverage for preexisting conditions and republican Tom Macarthur would close the loophole later. Its go time, close it now. We are closing it now. Congresswoman martha mcsly of ariza, scott tipson and myself have iisted a bill get to the floor voted on today before we vote on the repeal and replace bill that would put members of congress in the same pool as everyone else as we are now. So that correction has been made. And i think youre right, and i think vox is right, had it not been made thats unconscionable. I tip my hat to senator grassley in 2014 put the senate and the house in the same Obamacare Vote as the citizens. Unfortunately president obama didnt do that for members of the executive branch. But were going to fix that today in a vote prior to the vote on repeal and replace. All right. I just want to confirm that then. You will not vote yes unless this loophole is closed . Top republicans are confident they have the votes needed to pass. James kemi wi comey will ret to the hill for a closed door hearing before the house intelligence committee. He testified in front of the committee for four hours yesterday in an Ongoing Investigation into russias interference in the 2016 election. The house passed a 1. 1 trillion spending bill wednesday to fund the government through the month of september. The bill increases spending for defense and Border Security but does not include money specifically for a border wall. It heads to the senate for a vote before the friday night deadline to avoid a government shutdown. And Prince Philip stepping down from royal duets thties th fall. A decision he made himself and supported by the queen according to the palace. The duke who turns 96 next month will attend scheduled engagements through august but will not accept new invitations. Wall street. Just kicked off its day ahead of the house vote on the gops Newest Health care bill. The vote is expected some time later today. Maybe in the next hour. And joining my panel now ceo and cofounder of Wealth Management josh brown and my panel ned ryan, jeff weaver and Steve Schmidt. Downtown josh brown, lets start with you. Yeah. This proposed bill, what is this going to do to Health Insurers . We read yesterday aetna is dropping out of the state of ra virginia. We havent heard anything for what all of this means for the insurance industry. On the surface you would hear the headlines and some of the details and say this must be a disaster. When you look at the stock market the reaction shinz the opsite. Every major Health Insurance company you can find is trading at a 52week high, anthem, sigma, united health, go down the list. Thats a function of the fact that the real issue for the Large Insurance Companies is, not necessarily the repeal but the subsidies. It does not look like the subsidieses will be pulled away. Something on the order of 7 billion that enables these companies to participate in the exchanges and doomsday if thats taken away, and i dont think wall street thinks thats likely. The market is up 20 points on the day and you cannot deny that sentiment has been positive since President Trump won the election. But why is it, do you believe, were starting to see less and less of a reaction . During the transition, he was a truly marketmoving guy. Every time he would mention a company, industry, we would see huge swings in the market. As the weeks and months are passing, were seeing less and less of a reaction. I think back a few days ago when talking about breaking up the banks we didnt see much happen. Why is this . The only people who traded on that breaking up the banks thing were algorithms not people at all and that was receny fide when sension being said why is jp morgan down, theres no way hes going to do that. We see the cycle play out with just about everything and what wall street is, what the market is, more importantly, is a discounting mechanism and when i say the market, 100 million people, very smart people, and they quickly realize oh, okay, he goes to wisconsin, he meets with the dairy farmer, the next thing you know were in a trade war with canada over milk. Then, you know, he talks to the president of china, and oh, it turns out north korea is a little more complicated, so people understand this is the way things work in the president s mind and their eokay with it at this point and come to realize not everything that should quote unquote be looked into is going to be looked into. And not every single tweet is going to carry with it some sort of action. So the pharmaceutical executives are breathing easier, the Bank Executives are breathing easier and this is the way things typically go with the street. The reaction and subsequent reaction we see a lessening. Steve, lets put this in perspective. Traditionally, when someone like the treasury secretary speaks or fed chair speaks their words matter. The street listens to every word, note, breath they take. The fact that that is trailing off in terms of the response to the president , what does that mean about the impact of his word to the American People or the markets at least . Well look, were used to a world where the words of the president of the United States matter. Its not the case anymore. Time and time again, since he was inaugurated, we have white house spokespeople, we have cabinet secretaries who come out whether its mike pence, going to brussels, whether its the secretary of state in Homeland Security and mexico city, the defense secretary, the Munich Security Conference saying dont Pay Attention to what the president says, Pay Attention to what we do. So increasingly i think its the case he only means it if you believe he meant it. And so what wall street is figuring out is that he doesnt mean any of this stuff and the chances of it passing, isnt great. And so whether its the congressman who just said im going to reorder a sixth of the nations economy in health care but i havent read the legislation, hes wrong by the way, its not his staffs job to know whats in the bill, in fact, its his job to know whats in the bill, all of these issues in their totality its a lot of smoke, its a lot of fire and brimstone talk coming out of the white house, sut none of ff is actually going to happen. None of it is thought through. And so this is much more like a reality show where todays script for episode 106 has really nothing to do with episode 105, and no bearing on what will happen tomorrow in episode 107. All right. Ned, before we go, if the message has been, listen to what President Trump does, not what he says, why is it that we should have confidence in his special adviser ivanka trump when they keep saying to us, Pay Attention to what she cares about, she cares about women and girls and refugees, yet the legislation around these doesnt support how she feels. So its the opposite when it comes to his daughter. First of all going back, were 100 some days into 1400 day term. Lets just take it take the step by step and understand that American People for the most part were getting ourselves whipped into a frenzy over what hes tweeting and said on monday. If the american hes the president. If the American People get money in their pockets and food on their table, he can basically tweet whatever he wants, hell get a second term. We have to take a commercial break on that. Next, the Trump Administration will issue a new executive order aimed at protecting religious liberty but does it go as far as some conservatives hoped. Today, is the national day of prayer and the Trump Administration is marking it with a new executive order aimed at protecting religious liberty. A senior white house official tells nbc news the executive order will do three things, declare that policy of the administration is to protect and promote religious liberty, it will direct the irs to ease the enforcement of the johnson amendment, which says tax exempt religious organizations cannot participate in political activity, and it will provide relief for religious objectors to the obamacare provision that mandates contraceptive coverage and other Preventative Care services. Were going to break down what that means with jeff and ned here in d. C. And Steve Schmidt in new york. Ned, social conservatives theyve had sort of the biggest win in the last 100 days with neil gorsuch being confirmed. This executive order is that a win or go far enough . It is a win for them. In some ways this was a much ado about nothing. A lot of people concerned there was going to be discrimination against the Gay Community through federal bureaucracy and the federal businesses. Thats not in this. The win was the part of the deals with religious hospitals, universities, all those having the freedom conscience religious believes to not have contraceptive. The other win for them, in some ways is the johnson amendment, taking a look at that and freeing up a little bit of their speech. I have to tell you, i think coming from an evangelical background if people think there will be political speeches out of pull pits theyre kigts kidding themselves. There was a marist poll that showed 90 of the American People think religious freedom is a priority. Three points, religious liberty, i think its a win for trump, a win for social conservatives and i dont think its as controversial people thought it would be. Steve schmidt, President Trump promised to protect the Lbgt Community and women. Since hes become president. Is he breaking those promises by signing this . Youve seen some of this legislation floated out around the country in states like arizona where essentially you created a backdoor legality to discriminate against people in the Lbgt Community. I dont believe this bill does that or this executive order does that. The reality here is that religious institutions should not be compelled by the government to violate conscience and so if youre at a catholic hospital, or youre at a catholic university, you shouldnt be compelled to violate the religious teachings that are the foundation of your faith. And so, you know, i think that this is a measured executive order and it doesnt have all of the really troublesome backdoor discrimination that weve seen in some of these state legislative efforts over the last couple years. Jeff, we saw in early february, the nation leaked some of that language that we had been expecting out of the executive order around religious freedoms and there was sweeping aggressive language in there. Given that this is a far more narrow scope, should democrats view it as a win . This is really bad and not horrendous, is that the comparison . President trump did win so my kids go to catholic school, you know, i go to catholic church, my religion upholds my sort of political views. But look my religious views and my religious liberty stops where yours begins, right. And so we dont want a president that sort of sends a green light to everybody whatever their religious view is can be imposed on the next person. You had to expect something was going to come out of this administration, President Trump and mike pence did win. Well, they won the electoral vote. Its true. Hes the president. Hold on, jeffery. Hes the president of the United States. He is. You had to expect something was going to come. Yeah. Well thats why a lot of us want him to be president of the United States. But he is. Of course republicans want to make it worse so they can use that to scare people and say see, the Affordable Care is not working. What we need to do is come together to reevaluate those Risk Mitigation pools which will incentivize Health Insurance markets to come in and we also have to have a public option with medicare as the public option. The problem is that theyre making these changes without calling or discussing with democrats behind closed doors and without the information that we need to truly analyze whether this is good or bad. This is going to allow private Health Insurance companies to drop people with preexisting illnesses, diabetes, asthma, any other condition that they have and say now, we can drop you because you can go to the high risk pool. The high risk pool is a high cost pool, meaning that theyre not going to get the coverage and the guarantees of coverage that they want. Theyre going to have to pay a hell of a lot more money and theyre not going to be able to afford it. Was it a mistake in retrospect for democrats to rush the Affordable Care act through congress . Its such a massive undertaking, and clearly it needs improvements. Given where we are now, the fact that youre looking at this repeal and replace and saying its a sham, its worse than a sugar pill, should this have been handled differently by the last administration . First of all, i wasnt here during that time when the Affordable Care act was done, but if you can review what happened the debates on at fordable care act lasted about a year with 80 meetings throughout multiple committees. This bill hasnt been evaluated by the cbo. The stakeholders havent been at the table, no dialogue with republicans and democrats. What we need to do moving forward is lets stop the ideological hyperpartisanship and come into Pragmatic Solutions to figure out what we can do together. Im willing to sit down, im willing to figure out how can we reduce costs outofpocket for patients, for care and for medicines, and thats not what this bill does. This bill is going to increase costs for everybody. Theyll pay more for less coverage and giving 600 billion tax cuts to the wealthiest families. Thats not fair. Congressman i have to leave it there.
