Actually, see, a lot of myself in you, bill. Weve got to begin today with the showdown over syria. The Trump Administration calling out russia over its alliance with bashar al assad. We got a great pam this morning to break all of it down. I want to take you first to the white house, where nbcs Peter Alexander is live. Peter, how exactly does the administrations tough talk set the stage for Rex Tillerson to head to moscow later this week . We know Rex Tillerson has a long and strong relationship with russia, with vladimir putin. Yeah. Well see whether that earns him a meeting with vladimir putin. We know he will meet with the foreign minister Sergey Lavrov ins moscow, expected to arrive in the next 24 hours or so for meetings that could take place on this wednesday, but be clear, theres a very simple message thats going to be delivered by Rex Tillerson sort of presented himself as the toughest talker now within this administration, specifically toward russia, indicating, among other things, that what he will communicate is the need for russia to stop supporting syria or face further deterioration in terms of the relationship between these two countries. This will be Rex Tillersons first diplomatic trip to russia and what he told us first at maralago over the course of the last several days he communicated more publicly this weekend that either russia was complicit in allowing syria to keep its chemical weapons, or incompetent in those regards in allowing the Syrian Regime to keep those chemical weapons after a deal with the Obama Administration in 2013. Heres part of what the secretary said over the course of this weekend. I hope that russia is thinking carefully about its continued alliance with bashar al assad. We should ask russia how could it be if you have advisors at that airfield that you didnt know that the Syrian Air Force was preparing and executing a mass murder attack with chemical weapons. Of course thats also the National Security adviser h. R. Mcmaster. Secretary tillerson over the weekend separately accused russia of interfering not just in the u. S. Election, but in elections taking place in europe right now as well. Stephanie, whats most striking here is the sort of sharpness in terms of the tone from secretary tillerson by comparison to some of the softer lines we have heard from the now president , President Trump, over the course of the campaign talked about a desire to try to mend fences with russia going forward. Its one thing well be watching over the course of these next 48 hours. All right. I want to bring my panel in to break all of this down. Former nato commander and senior fellow the at the ucla center wesley clark, bill neely from moscow and bill cohen is a special correspondent for vanity fair and wrote why wall street matters. General, i want to start with you, the u. S. Is clearly talking tough and i realize you dont have a crystal ball, but does it seem they have a plan and a policy to back up this tough talk . I dont think theres a plan or policy yet. Maybe one will emerge, but youve got to look at what the alternatives are. Put Ground Troops in and go after isis and put some kind of a nofly zone in and then tell the russians to stay away and if they say no, then what. Work on refugees. You might be able to do that if you create a safe area. It was a better option two or the years ago than today, its stl an option, but we dont know what these options are. Just another strike doesnt do much. You know, the problem from russia and chinas perspective is they all know that america is willing to strike and use force. They use that to their advantage. So having done this, it may be a psychological boost to President Trump. It may be some sense of justice to other people who are watching it, but its not yet a policy. Bill neely, weigh in, russia and iran are now issuing their own threats. If you look at the Financial Markets reaction theyre basically saying russia tough talking, but this is political theater because the markets arent moving and normally they would take a leg down after you hear from places like russia or iran threatening us. What can you tell us about these threats . How real are they . Yeah. The threat from russia, iran and the Lebanese Group hezbollah is another red line and there are a lot of red lines being thrown around because nikki haley at that special emergency meeting of the u. N. Security council threw out another although she didnt call it a red line but the days when the United States would not intervene after chemical weapons, those days are over. So, you know, on the one hand theres no question that the rhetoric is strong, but it is still a dispute i think that is being contained within, if you like the acceptable vocabulary, after a missile strike like this. Russia, though, is watching the g7 meeting, for example, very closely, indeed. Remember it used to be the g8 until russia was kicked out after its annexization of crimea. Russia wants to know what is the clear and coordinated message that west and the person of Rex Tillerson will bring here to moscow. Is it some kind of ultimatum to putin to drop his support for assad because clearly russia appears to be simply doubling down on its support for assad saying that they will add to syrias air defenses and ill pick out one comment over the weekend from the Foreign Ministry spokeswoman, zakharova, she said the United States simply lacks a strategy on syria and the only thing thats predictable about the u. S. At the minute is its unpredictability. Thats the thing. As your previous contributor said, is this one strike and youre out for america . You know, you have a missile strike and then you walk away, or is the United States prepared to get involved as a player in this new game of remaking syria. I think thats what theyre looking for in the kremlin. Thats what theyre looking for in the kremlin and thats what were trying to figure out here. Bill cohen, weigh in, i want to share sound of what secretary of state Rex Tillerson and u. N. Ambassador nikki haley said over the weekend. Its the mixed messages were trying to parse through. Take a look. Were hopeful we can navigate a political outcome in which the syrian people, in fact, will determine Bashar Al Assads fate anhis legitimacy. No way do we see peace in that area with assad ashe head of the syrian government. Well, talk about conflicting messages. I think your previous guests are right that there is no strategy here. I think this was an effort to win a news cycle and apparently donald trump needed a win in the news cycle front and i think he succeeded in doing that, but at the cost of showing very large vulnerability in our strategic and tactical plans. I mean we dont really have one when it comes to syria. Maybe we shouldnt. I mean it may be the worse thing to do is to intervene after six years of civil war. Its hard to imagine why hes doing this now, except to get a pr victory. Frank, over the weekend President Trump there was a quote that stuck out to me that he will reject the path of inflexible ideology. Inflexible ideology seems to be Steve Bannons brands. Right. You wrote a whole column really on what caused President Trump to launch these attacks and were saying on a short level, well, it was the images, his lawyer ivanka. Does all of this fit into some new narrative he wants . With trump you never know what is causing a given action because he is ideologically all over the place. Hes impulsive and proud of that. I cant help but notice but before this missile strike we were all talking ad nauseam about possible collusion between Trump Associates and russia. The day before. Now were talking about the strained relations with the u. S. And russia. That one strike completely changed the narrative of the Trump Administrations relationship with russia. Collusion to amnesia. One has to wonder, if there wasnt some conscious ins that would happen. Really . Dont you . I do, but its i mean it is so, so tangled. You wonder, you havent said devin nuness name, none of us in days. A long wag the dog history of president ial administrations taking military actions that solve a whole lot of problems beyond the actual military action. Maybe this fits intohi we dont know. Were in the inside trumps head. Theres no one better changing the subject than donald trump. So here you have it in spades. My gosh, while this is going on the Trump Administration is reshaping its National Security team removing deputy National Security adviser k. T. Mcfarland. I want to bring back Peter Alexander. This is xwroerds, if you think about this, before h. R. Mcmaster took the position, other people who were looking at it, k. T. Mcfarland was a Sticking Point for them. They wanted to control the team and bring in their own pos se. H. R. Took the job and now it appears hes going to get to control the team and bring in his own posse. Looks like h. R. Mcmaster and the Lieutenant General is consolidating power. A sense of whos in and out right now. Among those who are in is the new National Security adviser, thats h. R. Mcmaster, the defense secretary james mattis who played a significant role in the decisionmaking process besides behind the air strike in syria last week and general Joseph Dunford the chair of the joint chiefs. Whats notable about him in recent days he traveled to iraq, hosting Jared Kushner. The president s own soninlaw on that visit. In terms of whos out right now, you talked about k. T. Mcfarland who appears likely to be the next ambassador to singapore if confirmed by the senate but on top of that among the other individuals is, well, steve bannon, the chief strategist to President Trump, who had formerly been serving on the National Security council and thatso longer the case. He, Jared Kushner, reince priebus, all took part in thi sort of gathering for about an hour late last week at maralago at the property to try to bury the hatchet in terms of the infighting existing between the three individuals. Sources familiar with that meeting close to the president tell us the president s satisfied wit the way that meeting went and sources close to bannon say he, quote, aint going anywhere. All right. Well the president was satisfied, but what we dont know is the president s goals. General, i would like you to weigh in here. What did you make of this move . Im guessing its a big positive for h. R. Mcmaster. I think its a positive movement. But hes a very smart guy, but were in some real difficult situations. Theres no easy answer in syria. Weve got a Carrier Task Force headed to korea and before we did the syria strike the president was talking and secretary of state tillerson was talking about north korea. And theres no easy theres really no military answer to north korea. Theres deterrents in place. What the administration has lined up is a onetwo challenge with dealing with syria behind syria, iran, and then on the other side of the world, north korea. So theres enough military action here to keep wheels spinning and keep h. R. Mcmaster spinning for a long, long time. The other big factor in syria is that its a home base for isis. One them in the city of alexandria the other in the city of tanta about 80 miles away. Awful. Nbcs matt bradley is live in cairo, egypt. We know the country is under a state of emergency. What exactly does that mean . Well, stephanie egypt is no stranger to states of emergency. Before the revolution in 2011, egypt had been under a state of emergency for about 30 years under former dictator hosni mubarak. That state of emergency was done away with but its been back and forth for the past couple years and its been in place in various regions of the country where theres been insurgencies that sisi and morsi and other military leaders have tried to suppress. But what it really means is its just a waving of civil liberties. Basically allows the president and some members of the military to detain people and submit them to special security courts that dont have appeals and that often come under the age of military orders. So the judges passing judgment on suspects can essentially be told what to do. It also allows for searches and seizures without warrants. It allows for the president and owe officials to crack down on the media and survey private individuals. Its a long list of things that human Rights Groups here are really worried about. Stephanie . In the other, a brigade of centrist fings eyres led by the president s soninlaw Jared Kushner and in the middle President Trump reportedly playing the role of peacemaker by ordering two senior advisors to meet and, quote, work this out. That is according to the New York Times. Joining me political analyst and Washington PostNational Political reporter robert cta and frank bruni and bill cohen. In your article bannon wants a war on washington now hes one of the insiders inside the white house. Heres my question, Jared Kushner sat and ivanka trump sat next to the president and steve bannon throughout the entire campaign. Why are we suddenly looking at them like the voices of reason, these centrists, who are going to save us from these nationalist views . They were on the campaign trail. They were at the rallies where we were hearing lock her up. Thats all true, based on my reporting, kushner and his wife ivanka trump are not diehard nationalists ideologues. During the course of the campaign, especially in the last weeks of the campaign, they thought that bannon and his world view was applicable to the strategy, was going to be helpful to winning the white house, but they didnt have this intrinsic believe in bannons world view. What im told from my sources in the white house, is that bannon and kushner are still getting along on a personal level. The divide is on policy. There are two paths forward. A moderate path and a bannon path and thats the decision that faces the president. I want you two gentlemen to weigh in. Flank, you wrote a klcolumn on Jared Kushner. Jared and ivanka have these centrist views. Where exactly did they come from and thats clearly not what the president ran on. Does he not risk losing his base if he caters to a liberal new york crowd he crushed the entire campaign. He totally risks losing his ba. Where jared and ivanka are coming from he risks losing his presidency if he operates in the first weeks when it seemed as if he was enthralled to bannon. Jared kushner and ivanka trump have revert to who they were before the campaign. They were willing to keep mum and bite their tongue in whatever way they had to get elected and i find where we are is frustrating. In one way youre rooting for jared and ivanka because they seem to be the centrist voices of reason but they want credit for saving us from this president whom they helped to put in place. Like they smashed a crystal glass on the ground and they sweep it up and arent we great. They saw up close how inconstant donald trump could be, how immature he could be, yet they worked as hard as they could to put him in the white house. Its really tough to figure out how to feel about them now. If those issues, if what hes done over the last four weeks, has turned his Approval Ratings so low. Right. 35 . Its crazy. How did that happen . Because at the end of the day, what President Trump was pushing these last four weeks, were Campaign Promises and those Campaign Promises got him elected . Incompetence, stephanie. Incompetence. Hes the ceo of our country. He billed himself as the ceo of, you know, this great ceo worth billions of dollars, ran this great Real Estate Company. We know the Real Estate Company isnt so great after all. Its a bunch of his names on a bunch of buildings. And hes showing himself to be utterly incompetent on a daily basis, whether its the tweeting, the failure to get the legislation rough, not being able to manage his own staff of people, whether its not being unable to fill positions. Hes filled 35 positions out of 535. When you see this level of incompetence, the American People say okay, we basically made a mistake, what do we do about it. But its more than that, too. When we say he was elected on these promises, a lot of the people who voted for donald trump were not endorsing every one of his proposals. They were voting for radical change, voting against Hillary Clinton. The fact in his first weeks he seemed to be governing according to that prescription doesnt mean he was really satisfying everybody, because their motives for voting him were tangled and complicated. And robert costa, is there any chance that jared and ivanka are biting off more than they can chew here . If steve bannon does get pushed out, whether he week his plan or not, he is a guy with a war room and actual plan. As it comes to real policies and governing, did jared and ivanka have those skills . Jared considers himself to be the eyes and ears for the president on a variety of fronts. People call him inside of the west wing a shadow of secretary of state, a shadow chief of staff and there are some grumblings and grousing he may be taking on too much on his plate but he has always seen throughout the Campaign Someone who wanted to have this broad portfolio knowing the president himself and candidate trump were focused on messaging and the confrontational style of politics. Jared is more operational and quiet behind the scenes. Heres the gift. If you get to be the shadow chief of staff, if you get to be th shadow sectary of state, you get to be involved in everything in the background, but you dont have to stand up and defend the president , you dont have to stand out there and put yourself before the public, i mean, i dont know if ive ever heard Jared Kushner speak publicly. Frank, does this not put jared in a different position that he will now be held accountable if he wants to move out from the shadows . Yeah. We havent heard him speak publicly but make no mistake what youve been reading over recent days is Jared Kushner leaking to certain source, steve bannon leaking to other sources. Weve had breitbart, which is affiliated with that leaking works for you. Putting yourself in the hot seat where you have to be held accountable and answer the hard questions thats a lot harder than leaking. Lot harder than leaking and if he wins this war he is accountable and people will judge him by the results. I dont know that he needs to be someone speaking publicly. We havent seen him doing that or ivanka doing a lot of that. Weve seen them instead going this other route. Incompetence, stephanie. Thats where were at right now. Okay. Were taking a break. All right. We have to move on. A message to north korea in a show of force from the Trump Administration. The u. S. Navy is repositioning its Aircraft Carrier closer to the Korean Peninsula. The move is in direct response to north koreas recent Ballistic Missile test. Joining me from seoul, south korea, nbcs Janice Mackie frayer. What does this mean . Is this somehow a signal that the president is taking a more aggressive position on Foreign Policy, at least as it relates to north korea . Well, stephanie, tension here is nothing new, but there was different sort of anxiety triggered by the u. S. Strike on syria, widely perceived in this region as a message to kim jongun that the u. S. Is willing to strike at north korea if need be. The u. S. Military ordered the Carl Vinson Strike group to head towards the Korean Peninsula to be ready for what might happen, given the provocations by north korea over the past couple of months. The show of American Force is being met with defiance by north korea, saying that theyre going to bolster their defenses and that the strike in syria is justification for the regimes need for a nuclear arsenal. Now the concern of course with any strike on north korea is, of course, counter attack. North korea has missiles pointed here at seoul. This is a city of 10 million people. There are 28,000 u. S. Military personnel stationed across south korea that would also fall within range. So, the u. S. At this point is weighing its options. President trump has been pressuring chinas leader xi jinping to do more to rein in the north. Its thought that as north koreas main ally and economic lifeline that perhaps china could use that leverage or sway to get it to stop. There has also been a shift on the part of the u. S. If not in policy, at least in tone. Secretary of state Rex Tillerson now suggesting that if north korea were to stop its testing, there could be the opportunity for dialog. This is a complete 180 from just a couple weeks ago when china had proposed that both sides stand down to allow room for dialog and that was something that the u. S. Rejected. So still these are cautious times with the u. S. Weighing its options and speculation that kim jongun is preparing for a sixth nuclear test. Stephanie. Cautious and complicated times. And these are two conservative seats, one in kansas, thats mike pompeo, who, of course, was select to be cia director, the otr in suburban atlanta, that s congressman tom prices seat. He now is the hhs secretary. These are both areas that have been held by republicans for decades. The georgia seat is Newt Gingrichs old seat. We have seen early signs and there are signs republicans have been surprised by how active democrats have been. In georgia, for example, john osof a young candidate who raised a ton of money online, 8. 3 million, that is an incredibly high number for a house race, hes trying to get 50 next tuesday, the special election rules say that if he doesnt get 50 he will go into a runoff. Republicans are hurt there because theres a huge field, 11 republicans, running against him. On the georgia side the democrat James Thompson theyve seen higher than usual early voting from some democrats. Its made republicans nervous. Theyve gone in there with a late 100,000 ad buy, the National RepublicanCongressional Campaign committee has done that. So thats a sign that theyre a little bit nervous about this seat. Really, this is a political situation where frankly we have a new context for operating and its very it can be easy to get surprised by whats going on and thats the risk that republicans are running right now. Stef . To weigh in here, frank, to say democrats have raised this money they raised a whole lot of money a few months ago for the president ial election. These are solid conservative districts. If they do, if georgia where there is a slight chance, it tells you that the passion, about Donald Trumps election, actually can transla into something very interesting. What do you think . Yeah. I think its a very excellent early litmus test of what could happen here. Again, getting back to my incompetence theme, if the American People view donald Trump Presidency as one of incompetence this is a very good first test. It will be fascinating to see. If the democrats win, that is going to be an interesting barometer for the 2018 elections. If they dont, if they get blown out here we say what . Supposed to get blown out here. Solidly conservative seats and thats what happened. Democrats have a lot of problems but losses in these two places thats not their biggest problem. All right. Were going to take a break.
