But first we start in new zealand. At least 49 dead, roughly four dozen injured after a mass shooting took place at two mosques in the city of christchurch on friday. One man, an Australian Citizen and White Nationalist is in custody and has been charged with murder. The alleged gunman was a frequent traveller to countries in europe, asia and africa and now counterterrorism teams are looking into possible ties with terror organizations. Authorities also say he had five guns in his possession including two semiautomatics and two shotguns. This morning Jacinda Ardern told the country, our gun laws will change. As we mentioned in a News Conference with local police, set to begin around 4 30 p. M. Eastern. You see some of the video from some of the remembrances that people are putting out at this moment. Well be joined by correspondent sara jamess in christchurch with a live report. These attacks that was mentioned in new zealand like the litany of attacks in mosques here the United States and a pittsburgh synagogue five months ago. Yesterday in the oval office the president was asked whether he perceived White Nationalism around the globe and this is what he i dont really. I think it is a small group of people with very serious problems. I guess if you look at what happened in new zealand, perhaps that is the case, i dont know enough about it yet. Theyre just learning about the person and the people involved. But it is certainly a terrible thing. Though the president s comments contradict warnings from his very own administration. In 2017 the fbi and department of Homeland Security issued a bulletin said white supremacist groups had more extremist action than anyone else in 2000. And susan del percio and political analyst and wajahat ali for the New York Times and also the author of the play and Don Birmingham former u. S. Attorney and joyce vance. Joyce, i want to start with you. Of the work youve done, and youve done so much and the work with different agencies and task forces related to terrorism and as we now look at day two, what is happening in the United States and how are they interfacing with authorities potentially and reacting to had a happened in new zealand as unfortunately we do have a good amount of Institutional Knowledge here in this country. So the fbi does a really brilliant job of interfacing as do the Intelligence Community agencies to share information when an incident like this happens, to find out, for instance, if the gunman in new zealand was receiving Financial Support or other kinds of support from entities in the United States. This is helpful in understanding this phenomenon, the rise of white supremacist, during the obama era a group looked at this systematically across the United States and this begins to raise the specter this is a new form of International Terrorism and much in the way we view the rise of radical islamicist and the terrorism the fringe elements bring in that area, it might be that white supremacist are in that same category. The same category. Lets go straight now to christchurch, new zealand. Sara james, our nbc news correspondent getting to the cameras. It is a busy time for you there on this day because youre hitting right about 9 00 a. M. Local time, right, sara, and well get close to, in this situation, the news briefing coming from officials. Sara james you are with us and what do we know in terms of the latest information. I do have some information about those who were injured for instance. Reporter yes. So we will be expecting a news briefing from the police in about 25 minutes. And we expect to learn more about brenton tarrant. He is the alleged gunman who opened fire, killing 49 people and injuring dozens more. Im standing here at a memorial for those victims. And it is just a short distance away from the hospital where they were just overwhelmed with a number of people who they had to treat. 11 people remain in Critical Condition. This was a horrific set of attacks. Two, in two different mosques. Terrorists attacks they are being called by the Prime Minister here in new zealand. And what were going to expect to hear at this News Conference is more about the alleged gunman, and an investigation that is proving to be more and more wideranging. So for example, it is centered here in new zealand. But it also extends over to australia. Because hes an Australian Citizen who had been back and forth between new zealand and australia. That attack these attacks have been condemned as well as far right terrorism, extremist terrorism by the Prime Minister of australia. We expect also for the police to tell us a little bit more about two other people who they have in custody. And let me raise one other question. This is an instance where the Prime Minister told us yesterday that they didnt have this suspect on any terrorist watch list. So i think another question is what have they learned now and we may also learn why didnt he come up on anybodys radar . Because we know now that there were more things that had been written and online. There were some signs of what had been going on. And finally, i would point out, that not only is this investigation here in new zealand and australia, but theyre also learning more information about far flung places. He turns out to be quite a traveller and theyre getting information from bulgaria where he was last november and also went to turkey. He went to hungary. So what was happening there and are there any leads or any information that they can learn from that . Again, a lot that were expecting to learn from that News Conference coming up in about 20 minutes now. I know well be Touching Base with you. And for our panel, the latest information we have is that of those who were injured, that 11 patients remained in christchurch also were critically in Critical Condition at the moment. Waj, what you were writing about in the New York Times to give us framework to understand what this means not only there in new zealand and in australia and also here in north america and the United States. One of your thoughts here is to look out, this is a lot like isis in a way. The comparison you were making in your opinion write piece. The analogy for audiences, this is white isis. And counterterrorism experts say the same. If you look at the process of radicalization and the grievances, the dna of violent extremists is the same. Angry dislocated men and women who find a community and purpose online. They have an ideology to give them a sense of hope and purpose. A heros narrative through violent muslim ideology and others through white supremacy. And it is no gray area. It is us versus them. This is key. They believe they are the heroes. They have to save whiteness from the hoard or the threat and the invasion. The cabal, the brains behind it, is the jews and they are using blacks and muslims and immigrants to weaken and subordinate white men and women, particularly white men. Im not surprised this happened in new zealand because the i and i will say this is important, it is mainstream in america and europe by mainstream politicians and media personalities and we have to connect the dots, it is all there. Susan, we played a bit of what waj is alluding to her and how they are reacting to this catastrophe and president some who are critical of him saying they wanted him to be more clear and he did condemn it but more emphatic. What did you make of his response. The people want the president to show leadership and he did not. He showed what he is, and he is in political mode. And it reminds me so much there are a lot of things we can say it reminds us of and whether there are good people in charlotte when he wouldnt separate himself from david duke before the South Carolina primary in 2016. And he really wanted to hope and kind of use that use that separation and play on that hate, i think, because he thought those were the people behind him. Donald trump uses hate for political reasons. More than anything else. I dont know what is in his heart but i do know he thinks it serves him well politically. And the gunman here, nancy cook, not of sound mind based on what he conducted there but he did allude to in his comments in his manifesto to the United States president. He certainly did. And i think at the white house yesterday they were doing their best to distance themselves from this terrorist. Kellyanne conway in the driveway of the white house was telling a group of reporters that maybe he was an eco terrorist. They we they were trying to down play it and we saw it in the oval office as the president was signing the veto, saying he was still getting information on it and he was down playing it, calling White Nationalists a small group. I think the white house is very sensitive to trump being tied to this group even though he they are part of his base and he is very reluctant to do anything to anger them. Also during that press conference and during the day there at the white house, it was not the only topic that was of note. There certainly was the discussion of what was happening with the veto. And that of course has been the first veto this president had to use. But susan del percio, it is also a veto that some say well we still have the cemesupreme courd what does this mean for the Republican Party, if anything. Well if there would have been 67 votes in support of this, meaning enough republicans showed they will override the president s veto, that would have been significant. I think in the end this helps the president. Hes been wanting to veto something. This is something he can say, look, i fought both parties and i fought the swamp and im taking care of im trying to make my promise make good on my promise to build this wall for you. And meaning the people who support him. So i think hes looking at it as a good political opportunity. As the president was addressing the idea of congress and he working with them and or not, joyce vance, one of the comments made by the president through his social media account was that he im quoting here, told leadership to let all republicans vote for transparency, an illusion to the release of the Mueller Report and it should be released to the public and it was unanimous vote. 4200 in his tweet. Is this more reaction or do you think he actually was the person that got them to do that and what does this mean, the fact that we have a unanimous vote . Well the president had a big day on twitter yesterday. Jumping back and forth from building the wall to jexodus and the idea there was ever a Mueller Investigation at all seems to be his response to the action taken in the house where a unanimous house i think virtually everyone, five members of the house voted present, and everybody else in favor of releasing the Mueller Report. That i think is interesting. Republicans, perhaps, believe that buried in the details will be material that supports them. But whatever the reason, there is now this body of motion in favor of making this public to the American People and it is clear that the president does not want to see this happen. There is something in that report that still is fearful for him. Well have to see what that is when it is released. But it is clear he is not on board for release, let alone for the investigation itself. And the investigation itself, here, nancy cook, is still moving along. It appears we dont know at what clip. We know that rick gates again, the former campaign aide, he is still a value at the moment. He is. But we are seeing a lot of signs that the Mueller Probe is winding down. And of course we dont know the exact timetable. But one of muellers key lawyers andrew weissmann, it was announced this week that he is leaving the investigation to take another job. That was assign assign to a lot of people this is winding down and michael flynn, they are done working with him and people are reading the tea leaves and saying it seems like things are wrapping up. Were just not sure if that means the report could be delivered to congress this week, next week, and in a few weeks but it does seem like there are key threats that are being wrapped up. Waj, which way do you see it. Weve been waiting for the Mueller Report to wrap up since last year so i think the only person who knows when the Mueller Report will be robert mueller. And maybe he doesnt. And maybe he doesnt know. And lets remind the viewers that donald trump took his takeaway from Paul Manaforts conviction and the indict was no collusion and that is not correct. And the judge came out and said, this collusion no collusion is a nonsequitur. Well President Trump issued his first veto on friday to stop and did stop a resolution blocking the National Emergency declaration along the southern border. That move a day after a dozen republicans joined Senate Democrats to rebuke the declaration and the president send congress a record of 4. 75 trillion budget for fiscal year 2020 calling for increased military spending and decreasing the Education Department budget by more than 7 billion. And i would now like to bring in the tricaucus panel, congresswoman judy chu and chair of the asian caucus. Also congresswoman eve yet clark and from california aid re ano espaillat. It is a great gathering today. And i will start in the studio first, let me ask you this, if i may, representative clark, what do you make of the budget . This move away from education, which brought one point up and increase in military spending. Is it going to make it past the house . No. There is no way that we can vote for such a budget. We know that these cuts to these Central Services of our nation are untenable. They go to the heart of the communities that we all represent. And have been ways in which our communities have been able to have some mobility, be able to sustain their families and so this is a nonstarter for the Democratic Caucus. Representative chu, as were looking at the vote that is going to be called up in congress by speaker pelosi, again, for the override of the veto, what do you expect to happen . Are the votes going to come around . It is suggested that is probably not going to be the case . Well i so encouraged that 13 republicans did join democrats in saying no to the emergency authorization. However, i dont believe that we have enough to override the veto. On the other hand, i think weve seen more republicans and especially on the senate side come and join democrats and saying that this emergency authorization is not right and it is not acceptable. As youve been working together, all three caucuses here and ill go to you representative espaillat, how you have worked on your side of the aisle to counteract to what the administration has done, all three of the caucuses, very critical of what this administration has done. I think we have a set of values and that we stand for as a tricaucus that we try to stick with. And immigration is one that has been on the forefront recently. But i think that everybody that youve said so far really speaks to a broader issue. And that is that we are now in the house of representatives and equal branch of government and we are duly elected and this rejection of the emergency is us saying as an equal branch of government, we think youre wrong. And senate joined us this time. So i think youre going to see more of that. It is no longer my way or the highway for the president. Hes going to have to listen to each branch of government. And of course a tricaucus plays a pivotal role in making sure we push our values and platform forward that we agree on. I was looking at a a couple of polls that came out on friday. Representative clarke, to you on this, one of the members here maybe i should go to you representative espaillat, alexandria ocasiocortez, you probably know well from the new york area, 31 of these respondents to the poll had a favorite feeling of her but 41 unfavorable of aoc. That is a negative 10 percentage points. What does that say necessarily about either representativo casio cortez or what might be the new energy and how the larger body, Democratic Caucus specifically, is responding to this new energy. I like her. I think shes a fresh new voice in congress. One that brings new ideas. Some of them may be a little bit too far for some people but i think shes doing her job as a new, young woman in congress and in shaking the tree and seeing whether or not those ideas that shes bringing forward people gravitate to. So my district is neighboring to her. I think the people like her in her district. And i think shes representing them well. This is part of this what is the new Democratic Energy . That is really the question out there, representative clarke and who do you look to to understand the bell weathers of what that might be, obviously the 2020 election but other than that. Ive said to my colleagues, im in my sixth seventh term in the house of a couple of minutes. Every congress is different. Chemistry changes with the representatives sent to the body. And so i go into this with an open mind. Ready to work with colleagues to advance the values that my district sent me to represent. And to work to make sure that we make progress in this nation. And i see so what would you say that is the Common Thread of all of the members. How is this different than the last congress . We have a far more diverse diverse caucus on every level. Whether youre talking about the age range of the members now, where they are coming from. Some were seasoned representatives, others were not in politics at all before they came into the boddy. And representative chu and the constituents you represent across the country are also super diverse. Some 50 origin countries in the Asian American community and you have a bit of a challenge of herding the cats. What would you say the new Progressive Energy might be on your side . Well i am so encouraged by the diversity of our caucus. We now have actually the highest number of Asian Pacific islanders every in the history at 20. And yes, they represent all kinds of different backgrounds. But the great thing about being under the democratic umbrella is that were all standing up for eek for equal justice to succeed in america and we are all standing up for the quality of life issues that will make our lives better, such as a good education, lower prices for prescriptions, a good paying job. These are things that we have to fight for. And believe that all of the democrats, regardless of where theyve come from, really want to make sure that that happens. So the energy is kraermd in kraermd in our caucus right now. Yes, we are coming from different points of view but we can agree we want to move this country forward. You know, unfortunately were talking about what happened in new zealand and i was looking at religious affiliations in congress. And first of all, as all three of you know, there are only three members of congress who have declared as muslim. And those are unaffiliated, yet across america one in five americans are unaffiliated with any religion. Do we have the right representation when it comes to religion dealing with something today that we know so well this issue of islamaphobia pushed and underlined unfortunately way too much times . I think as we move forward well see more of what happened this year, that far more women came into congress and the congress we feel the congress is very diverse. But i think in the future, it will be even greater the diversity will be greater and that i think will include that diversity in religion. And we should try to strive to make government always more representative of the people that we represent. And i think america is a very diverse country and it should be reflected in congress as well. Absolutely. So let me say were the house of representatives. Go ahead, representative chu. Let me say, it shouldnt have taken until this decade to have the first Muslim American in congress which was Keith Ellison and it shouldnt have taken until this decade for the First Chinese American Woman to be in congress, and that is me. So it is important to diversify along racial ethnic backgrounds and religious backgrounds. Having those voices are important. And defending their right to be there is so important. That is why i was so glad we did pass the resolution to condemn antisemitism and to condemn islama phobia and to make sure that we condemn all forms of bigoted actions. We need to stand together to make sure we defend each others rights and that we defend the right for us to be diverse in the highest bodies of congress. And congress being one of the most important bodies in the world. If not the most important as many might call it. There is the issue of the number of women, since you were alluding to that representative chu and representative clarke, a study coming out on friday, the numbers of women of color working at the highest staff positions on the hill and these are the numbers that were put out by all three of your caucuses here. Now the numbers, you see 23 for chief of staff that are africanamerican and six that are api and latino or or hispanic and eight, just all said these numbers are even bow low the number of representatives that elected to office. How do we get around this and what are you seeing . I think it is important that weve been putting these statistics out on an annual basis for years now and it is important that we confront it, because again as we shape policy, diversity is important. So that we are taking into account the perspectives of people across the length and br breadth of our nation and across racial, ethnic, religious and gender lines and we must make that effort. If we cant do that in our own house, then how do we expect that well see that in Corporate America and in other governance bodies. So it is work to be done in this area. Representative espaillat, how do the three caucuses Work Together on issues like this. The budget in front of us, for instance as you talk about the topic for Instance Health care budget cuts and other items. How do the three groups Work Together for those not familiar with it. First well be on our own and well set our own agenda. But there are meetings that are held by all three caucuses and theyll try to push one agenda as we move forward. We often also collaborate with the congressional progressive caucus where many of us are also members and i think we try to reach that Common Ground on certain issues, particularly budget issues as it pertains to budget cuts i think are critical to all of our communities. They will be heart felt on the ground in each representative. Representative chu. Yes, let me say that it is so important for the tricaucus to Work Together. And it is worked together successfully for last 20 years. But it is most important now that there are those who would attempt to divide and conquer us. It certainly came to a head when this immigration bill was going through and there were those in the Republican Party that were going to try to take away the diversity visas which were important to the Congressional Black Caucus and trying to erode our family immigration system, which is important to our Asian Pacific islander caucus and that is all in exchange for d. R. E. A. M. Er legislation which all of us want to have passed because we all have people who are dreamers, regardless of ethnic background. Well we decides as a tri caucus, we were not going to be divided like that. We were going to stand together and support one another and as a result, they were not able to get away with this. They were not able to separate us and today we have a bill that is, in fact, a dreamer bill and also helps those with temporary protected status from being deported to a country that they dont know and we believe it will pass out of the house. I cant thank all three of you, representative chu, clarke and espaillat representing the three caucuses, hopefully this is the first of a monthly gathering here on set at 30 rock and i appreciate all three of you. The empty microphones very shortly well see the Police Commissioner who will step to the microphones, hold a press conference and give us the very latest information on the mosque shootings and where the investigation is as well as those who were injured. Straight to breaking news out of christchurch, new zealand and press conference and briefing from the Police Commissioner. Lets listen in. Bringing the number of those that have died to 50. I also want to say that the number of injured is also 50. 36 of those remain in Christchurch Hospital where they are being treated with the utmost care and professionalism by medical staff. Two do remain critical. And we also have one child being well looked after at the hospital in christchurch. In terms of the people that weve spoken about that have been arrested,s know the 28yearold male appeared in court yesterday charged with murder. And has been re remanded to a fifth of april to appear in the high court. You will also know that two other people were apprehended at a cordon during this operation. And a firearm was seized from them. Now one of those persons, a woman, has been released without charge. The man in that vehicle has been charged with firearms offenses. At this point we do not believe that they were involved in these attacks. Some of will you also be aware that another man was arrested as a result of this investigation. All i can say is an 18yearold man will appear in court on monday. But that arrest was tangential to this matter and we do not believe that he was involved in this attack either. Further to this, i can say, and you would have seen in media reporting, that a list of victims names have been shared with family. Now that list was compiled as a result of work done with victims. And with senior religious leaders and was done to give some certainty to victims families. This is not a formal list. And we will be unable to share exact details of victims until they have been formally identified. That part of the investigation and response is continuing as quickly, but as professionally, as possible. And we will keep you updated. In terms of security right across the country, the new Zealand Police and other Emergency Services remain absolutely vigilant to keep all of New Zealanders and everyone who lives here or visits here safe from harm. In terms of the security we have around mosques, around new zealand, that will continue until we believe that there is no threat. Thank you very much. The Police Commissioner giving us the very latest on the data that they have. Unfortunately now the death count, according to the Police Commissioner, up by one to 50. Up by one than what we knew before. And 50 injured. Hes saying 36 in hospital. Two critical. As well as one child transferred. That is the latest information as well as the victims names on families being contacted and then moving into house they remain on high alert. By the way, the time right now, it is sunday, 9 37 a. M. A sunday. So again they are looking now a day later, sunrise and unfortunate situation as they try to heal. Sara james, nbc news correspondent live in christchurch. Jim cavanaugh and terrorism analyst and joyce vance with us. And sara james, there is a delay, about three seconds in case you hear the delay. You heard what the Police Commissioner just communicated to us. What did you make of it . Reporter the first thing i would say is that i think we have to appreciate the scope and scale of what theyve had to deal with here in new zealand. 100 people were shot in this attack. Half of them died. And remember, they managed to apprehend the alleged gunman 36 minutes after it began. So i think you really get an appreciation of just what a horrific event this was. And what theyve been pressed to deal with. You have to remember that this is a nation of just under 5 million people. This is a town with less than 400,000 people. And they were dealing with massive numbers of gunshot wounds and that is just not something that is typical in the city. They had more people who were killed in this attack than they have had murdered here in the last several years. So i think that you get from Police Commissioner mike bush is a sense of the scale and scope of that. Also what i took away from that News Conference is they are very much alert to the fact they are keeping people safe. This is a real tourist destination. Weve seen that here at the memorial where im standing. It is not only the locals who are coming by to share notes and flowers and teddy bears, because of course there were children who were injured in the and the Police Commissioner mentioned that but many people who were here internationally. Some of those injured in the attacks were those as well. And again, it looks like right now theyre talking about one gunman. He made it clear the other people appeared tangential and look at one gunman who they believe is responsible for both of these attacks. And richard, i think what you can expect now is a really thorough investigation. We know from the australian side, the counterterrorism and the Australian Federal police, theyre involved and they are assisting authorities here in new zealand and expect that this is an investigation that is going to go far and wide because of course this suspect was traveling in europe. We know that he visited places like bulgaria and hungary and elsewhere in europe. So expect this investigation to be very thorough indeed. But theyre certainly pressed to the absolute limits here with what they are up against. And if i could mention one final thing, they are also moving very quickly to respond on this. The Prime Minister Jacinda Ardern has said that they are already going to look at changing gun laws in in country. And she also said that for whatever reason this gentleman this man was not on their terrorism watch list. And she wants to know why. I mean, given some of the things he been writing online, how is it that Brentan Tarrant managed to not be visible, either to the australians or to the new zealand official. So that is another aspect of this as they try to find out where he got radicalized and what happened and how it was that he didnt pop up on anyones radar. Richard. Sara james, thank you so much for that. Again, live in christchurch, new zealand. Just as we finished a new brief from the Police Commissioner, if you are just joining us, 50 dead and 50 injured. The the death toll up by one and so many questions as sara was telling us. I want to go to Jim Cavanaugh at the moment. Jim, you could certainly see the pain. Weve seen this before on days like this. It is now beginning to the healing process. Sara was standing in front of the memorials at that are way too common right now. What do you see in terms of the details that have been released so far . We also by the way the Police Commissioner did mention the others that were arrested not involved in shooting, however they are stel open and looking for others that may be involved. Well there is a lot of strings to this investigation. It is big so i would say, hello richard and joyce as well. There is some important things to talk about that i dont think have been flushed out as much. When this killer went to the mosque, he had four guns. He had plenty of time. He faced no resistance. And certainly the people are just trying to flee for their lives but no security and the door wasnt locked. So he had an open mosque to kill people. He even went to his car and retrieved another gun and walked back in and kept on killing. So this went on for 20, 30 minutes. He then got in his car he put this whole thing on a gopro camera apparently and live streamed it. But he got in his car and he drove to another mosque a few miles away where he killed seven more people. At that mosque the caretaker, a young man charged him and took his gun away. That is how this thing stopped. And then this cowardly nazi killer ran to his car and fled and the Police Caught him. But one of the most important things i think we have to realize here is when he live streamed this around the world, to every neonazi and skin head and klansman in the world, hes benefiting his ideology through what we call the propaganda of the deed. This is a thing that bin laden mastered with al qaeda and isis knows how it works. It is called the propaganda of the deed. And you cannot get your mind around it when you are a normal person. In Law Enforcement and in intelligence, we had to get us ourselves to understand it as well. But it gets recruits. By seeing the carnage and the vulgarity of the act, they get more recruits. And i would say that this Live Streaming and going on all of the this is going to get more recruits for this ideology unfortunately and there is a lot already and i wouldnt be surprised if we see another attack from the knewo the neonazi size and maybe a revenge from al qaeda, isis style on a christian church. Hes really known for being a Climate Change crusader both in washington where he is governor, but also on the campaign trail. The only candidate in the field whos making the pitch that its its number one priority. If you talk to his campaign, they say thats the differentiating factor for him. Hes also campaigning against President Trump. In the aftermath of the new zealand shooting, he talked about Donald Trumps role in shootings like that. Listen. We need better. Look, i stood up, i was the first governor who stood up against his muslim ban. I understand how pernicious this man is in fanning the flames of hate. They do wantonly someone whos willing to tackle health care, whos going to be able to eventually beat donald trump. But they also want someone who has the climate front of mind and jay inslee can make that pitch to the right tune of voters. You got this all the time because youre on the road at the campaign trail and those who were out at these events will often come up to you and say what are you hearing about x, y, or z . Who are those names theyre going asking you about and what does that indicate, do you think . But the name ive been hearing more and more over the course of the past week or so since his cnn town hall appearance is south bend mayor, pete buttigieg. People here in New Hampshire have told me they like what they see from him because hes young. One of the voters said she buys that he has skin in the game because hes one of the younger candidates in this race. When you talk about picking up seats, i think youre talking about the vulnerable republican senators across the map. Youre looking in places like arizona, colorado where senator Cory Gardener is considered vulnerable there and in maine, susan collins. Those Senate Raises are going to play by different rules than the democratic primary. So were going to have to see how that plays out.
