Their case. Meantime, covid19 is relentlessly spreading. Right now the u. S. With the most infections in the world. And the onset in another wave up to thanksgiving. Passing the conservative threshold rate of 3 . We will talk to the nosh Health Commissioner next. Good morning, its sunday. Could new york city be days away from another shutdown of restaurants and gyms . So far no schools and very few people out at this hour at time square. We have the latest correspondents with the developments this hour. Josh jimenez in washington, d. C. Now. What exactly happened overnight . What is the purpose of the presss latest gambit, josh. The president seemed determined to show to his supporters he is still in his fight, hes not giving up any challenges nor conceding loss to president elect biden in this election. The latest blow to the president s legal course coming in pennsylvania with this judge tossing out this case that had to do with how various counties in pennsylvania handled ballots that were mailed in that might have needed some type of additional verification that needed issue and whether certain counties gave an opportunities for voters to correct those errors in an process called curing and if other offices that had more votes for President Trump did not do so. The judge there not only saying the trump failed to come to court with the proper evidence but warning an argument that all 7 million or so ballots in pennsylvania should be thrown out as a result was something that was particularly egregious. Now we are seeing the states republican senator pat toomey arguing after this Court Decision that the president has essentially exhausted his Legal Options and should move on and recognize president elect joe bidens victory in this election. All of this coming, kendis, as the president is trying to lay the groundwork as you pointed out legislatures should usurp the will of the voters by giving the votes to President Trump, something that is dangerous and most likely unlegal. This is quite unbelievable the actions this president is taking, especially in the last 24 hours. You had the president partially taking part in the g20 summit possibly his last appearance this year. How did it go . Its not hard to see the president does not see a value with these type of World Leaders and he showed that lack of interest yesterday as he briefly appeared in the morning in the opening session but was using that time to fire off tweets about Election Fraud he was basically claiming in georgia and elsewhere. As the session moved on to a breakout session specifically focused on covid19 response, the president was already off at his golf course in virginia, kendis. That summit continues virtually. Its being held in saudi arabia. And we will hear from ali vitali soon how the Biden Administration is going ahead without cooperation from the trump administration. Schools this week closed in new york much to parents dismay and will stay closed through the weekend. Will Indoor Dining be next . Businesses are getting creative, bought igloos to protect customers and keep them warm. Unfortunately, mayor de blasio said its not a question of if but when. He said its likely to happen within the next week or two. Dr. Fauci and other experts blame the sky individual rise on covid fatigue, and Colder Weather forcing people indoors where the virus is more easily spread. That theres a color coded micro cluster here. It essentially targets spikes on a blockbyblock basis by destine nating th designating them orange or red zones. This is a number to watch. If this hits 3 according to state data, the area will likely enter the orange zone, which will shut Indoor Dining. Restaurants are on high alert as they await the decision on a shutdown. The fact is that in the winter, were going to suffer serious damage. If its too cold or snowing, we cannot be open during those days. So we are going to suffer losses but the point is to try to minimize the losses. I think it makes sense for restaurants. It does make sense for the restaurant to be closed at least indoor for a certain period of time at least. Am i happy about it . Of course im not happy about it. Are we going to suffer business wise . Yes, we are. But we have to deal with it. Other orange zone regulations include closing gyms, nail salons, spas, houses of worship will only have a max of 25 people and outdoor gatherings will have to be limited to ten people. Joining us right now to discuss is dr. Dave chachi, new york administrator of health. Thank you for being with us at such a busy time. What do you say to parents who dont understand why schools are closed but Indoor Dining is still allowed . I start from a place of empathy. I certainly understand that as a parent myself, actually, as someone whose spouse is an educator in the Public School system, and were just entering into such a challenging period. When i look at the trajectory of cases, when i look at whats happening with respect to infections and hospitalizations and the rest of the country, and we really have to take the precautions that entails some difficult choices about what needs to be done. Specifically around schools, you know, i do want to be clear, our goal is to reopen schools as quickly as possible. And to do the things that we need to do to keep them safe, but also to keep the infection rate low so schools can continue to operate. When you heard the Restaurant Owner i spoke with, he said it makes sense for restaurants to close down. A lot of people wont see it that way. And this decision will make a difference between whether these workers can put food on the table or afford their bills. How do you weigh that decision . Its a tough decision. As a doctor i took care of many people who earned their likelihood through the restaurant industry. Cooks and waitresses and so i certainly understand what a challenging thing it is to have to shutdown, even for a temporary period. At the same time, we know through good science and evidence around the world that places where youre indoors and unable to wear your mask consistently are among the highest risk settings with respect to covid spread. Thats one of the key reasons that were looking hard at restaurants but also gyms, other places where we know they are very high risk for transmission of covid. Doctor, you often see restaurants not only here in new york city area but all across the country, theyre either buying the igloos you saw on the up every west side or building makeshift outdoor areas to keep people warm. Are those really safe . You have some restaurants in essence that are building those enclosures, mind you outside, but its right next to the restaurant itself, the building. Weve been keeping a close eye on this with respect to the different types of Outdoor Dining structures that have been created. I have to say theres a lot of ingenuity taz be ingenuity thats been deployed with respect to those structures. But from the health standpoint, if you dont have ventilation and the ability for people to space out in those structures, theyre just as risky as dining indoors. So they have to be subject to the same precautions as if one were dining indoors. For example, from new york city right now, we have 25 occupancy restriction, and that has to apply if something even if its outdoors, has the same characteristics, as if one were dining indoors. The other piece of it was to make sure the larger outdoor structures have enough openings to be able to allow air to pass through to have that sufficient ventilation. Doctor, thank you. We should mention why were paying so much attention to new york city with this, at least in this perspective here, this was the epicenter. A lot of people were so concerned with it being so dense at this point, if our case numbers continue to rise, what impact that will have here as well as across the country. Yes, the Positivity Rate can skyrocket quickly. And we remember the field hospitals. We forget we had thousands of people dyeing in new york city alone on a daily basis in the spring. Breaking news overnight,ed biden team slamming President Trump for his latest efforts to block certification of votes and try to overturn the election. Nbcs ali vitali is joining us from oversethere now. What youre supposed to do at these places, if you show up and theres a question about voting, you are offered a provisional ballot and then cure that and make sure it is counted as a regular vote. This lawsuit targeted counties that offered that and tried to get those thrown out. The judge did dismiss that case. Youre right, the bidens slammed that slaught. And overnight, another court rejected trump and giulianis baseless claims of voter fraud and appalling assault on our democracy. Our country will not tolerate trumps attempt to reverse results of an election he decisively lost. This has been the posture from the legal team that they were always feeling confident, ultimately the trump team did not have evidence to back up the point they were trying to make. So they felt confident they were going to prevail. At the same time the point of the lawsuit is no what theyre trying to do in each state but instead prolong the process and muddy the waters across the board. We have heard some of trumps lawyers, head lawyer among others, try to make clear this tests the limits of democracy but democracy itself is intact. Theyre watching what the lawsuit u. S. Are doing and the white house, but watching from the outside. The fact the transition has to be ascertained is an issue keeping them running in place. Theyre not allowed to coordinate with agencies on things like a potential Vaccine Distribution strategy this administration would run in the early part of next year. Why this is so abnormal is you look at the screen and see the latest gsa ascertainment over the last 20 years. You see there right after al gore conceded, george w. Bush azer takened. Look ahead to 2016, election day november 8th, Hillary Clinton conceded the next day. Donald trump was ascertained then. This is a very benign government workflow process but as with so many benign government things during the trump era, its gotten a lot of attention because now its functioning abnormally. This is not the usual period of time that it takes to ascertain a transition and actually get these things going. So its why we are seeing democrats on the hill start ramping up the pressure for the gsa to explain what the heck is going on here but also we expect to hear from biden allies and top surgettes today on the sundays shows continuing to ratchet up that pressure because they would like to see this get going two weeks ago but certainly as soon as possible. Democrats on the capitol hill asked for the head of the gsa to appear there tomorrow. Theyre not sure if she will appear. I have never paid amuch attention to the gsa as within the last 18 days. Nbcs ali vitali in wilmington, delaware for us. Thank you. More on breaking news President Trump working on an appeal after a judge dismissed his case, being slammed by the judge as an attempt to disenfranchise almost 7 million voters. He went on to claim this claim, like frankensteins monster, has been has harderredly stitched together from two distinct theories to control a representative. Joining me now is a representative from pennsylvanias 181st district. Good morning to you. Thank you for being with us sunday morning. Good morning. Im sure youve seen a series of tweets, the president planning to take this to the supreme court. What is your reaction to not only this latest effort but all of trumps efforts to overturn the election . So many of the things are legally frivolous but they are deeply dangerous. Weve never seen a president go out of his way to this degree to try to destroy the very democracy that hes swore an oath to serve and protect. I think the story of the saga with donald trump, its not just about him. Its not just the president in a vacuum making these claims. Its also the entire Republican Party at the state and federal level. The ridiculous things hes saying, even though he know better, but they are cowards. So they continue to lift up this mans ego at a moment when our country needs a peaceful and clear transition to deal with the issues that are before the american people. Trump is making claims of voter fraud in heavily black cities like philly, detroit, atlanta, milwaukee. There was a lot of talk prior to the election about long lines in voter suppression. Is this just another effort to suppress voters . Well, we know and its no major breaking News Donald Trump is a racist. And so sure he does not want to count the votes of black voters who voted in historic numbers to remove him from office. Lets be clear, joe biden got more votes in philadelphia in this last election than any person thats ever run for president in the history of running for president. People came out in record numbers to really vote against what has been an inept and corrupt administration for four years. Now those votes need to be respected. The president elect needs to be able to begin to engage with all of the mechanisms of government from dealing with this vaccine, to dealing with uptodate, National Security threats as they become available. He and his team need to be in the loop. The gsa should have signed this ascertainment at least a week ago at this point and we need to move on. But it is so it really is just disgraceful to watch the republicans who i think are just worried about the president tweeting primary opponents against them, a year or two, depending when theyre up, so theyre willing to go along with anything. The judge, a deeply conservative juch judge, who just ruled against them talked about frankenstein. I think donald trump is a frankenstein of the Republican Partys making. Prior to the election your governor had an ad saying everybody calm down. It will take a few days to know the results. That doesnt mean theres anything strange going on or fraud going on. The do you think pennsylvania will learn anything about this time and seeds of doubt that have been sown and apply that to the future . The republican majority will not. Democrats begged and begged for us to do what bipartisan county commissioners were asking. They were asking for the ability to precanvas bloallots and saw that in many other states who were able to report Election Night or the day after because they had a precanvas period. This was a strategy of state republicans to do this, they did not want precanvas. They wanted this period of delay, and they wanted to fill the delay with the type of dismf dismfdi disinformation and misinformation were hearing. Representative, thank you so much for being here. The Ohio HospitalAssociation Reports staffing shortages in 20 of hospitals. The Cleveland Clinic said nearly 1,000 caregivers are out due to covid19. And thats just triple the number from two weeks ago that shows how quickly these case numbers can explode. Msnbcs Valerie Castro is in cleveland. Valerie, you not only have patients that are overrunning hospitals but now you have these workers who are out sick too. It feels like the perfect storm. It certainly is, lindsey, and its only a growing problem. Yesterday 925 Health Care Workers here at the Cleveland Clinic were out sick. Today im told that number is closer to 1,000. Just a few weeks ago november 9th, it was 300 workers. Those numbers are going up quickly. Keep in mind when we talk about 1,000 workers out sick at the Cleveland Clinic, this is an small percentage of their staff. This is an long work and workers out for a long stretch of time and anywhere around them may have to deal with a twoweek quarantine. As you mentioned the Ohio HospitalAssociation Says 21 report staffing shortages and the governor points out covid cases are rising in all 83 counties so you really cant borrow staff from one to another. Everybody is strapped around the state. Statewide, 16,000 new coronavirus cases reported in just the last two days. There are 4,000 hospitalizations and a quarter of those are in the icu. You cant afford to have Health Care Workers out sick. The Cleveland Clinic recently put out a Public Service announcement on twitter showing people and saying the best way to show your appreciation for Health Care Workers working so hard here on the frontlines is wash your hands, practice social distancing and wear a mask. They say if you want to show your appreciation, your thanks for the Health Care Workers this Holiday Season, that is really the best thing you can do. Lindsey . Important to keep them in mind as we think about the risks were willing to take as thanksgiving approaches. Covid19 is still spreading rapidly on College Campuses. This new the New York Times article is tractioning infections. At least 321,000 cases and 1,700 deaths, including four in the last several weeks. Lets bring the chair of the Harvard Association covid19 task force. Doctor, thank you for being here. How concerning as you look at the numbers and those the cases about whats happening on College Campuses and beyond, how concerning is this . Its very, very concerning. That is why the American CollegeHealth Association has been issuing guidelines on a regular basis to help institutes of Higher Education to help students understand the best health practices, and how to implement them on campuses. Is there a 100 safe solution or a majority safe solution . Youre encouraging students to stay on College Campuses. That would protect their families or would protect them from their families. Is there any way to really escape this . Well, the way to escape it is so follow the Public Health advice of limiting your contacts and mask wearing, physical distancing, good hand hygiene, and wiping, you know, surfaces that are touched by the public that you come in contact with. If you are we advise people to stay on campus if the oncampus experience is going to continue after thanksgiving break. So by staying on campus, you eliminate travel back and forth for thanksgiving, and youre only traveling then home at the end of the semester. I understand what youre saying there. Very good point. Is there anything though beyond that that you think schools can do to better avoid becoming superspreader campuses . Again, i think that we need consistent messaging. We need leadership to model the Public Health behaviors that have been put out there for protection, like mask wearing and physical distancing. They need to see that in leadership. They need to see that in folks who are in the public eye. So we need to model that behavior. We need to message consistent sciencebased information. And we need to do social warning campaigns and storytelling. People need to see this in a more personal way and good way for people to relate to what is happening, if through storytelling. People talking about their experiences, either their personal experiences with the virus or the experiences of their loved ones. How do we relate, if we werent personally affected, to the numbers . We passed 256,000 covid tests this weekend. Do you get a sense were getting numb to all of this . If so, how dangerous is that . Its very dangerous to get numb to this. And its interesting, the thing were all striving for, is a sense of normalcy. And yet were on a path that really is not going to take us to a place of normalcy. Were experiencing a toll on our hospitals and our Health Care Systems that even if you are not filled with covid, what happens if you need hospitalization for an injury, a serious injury, or another Health Condition . And because theres a shortage of Health Care Workers, we cant provide the kind of care that we can otherwise provide to people. So even if you dont get sick with covid, if you have another Health Condition, it can affect you. Theres a toll on our economy. Especially small businesses. We have a toll on our Education Systems and their ability to respond to the virus, contain outbreaks and continue the academic experience. And it is certainly taking a toll on our mental health. So we need to become sensitive to this situation, and we need to start taking care of each other and ourselves. Families need to talk about a plan, how theyre going to protect each other from becoming ill. So i think that, again, that consistent messaging from Health Care Providers and Public Health experts and our leaders in education and entertainment, we need to model the behavior. And we have to look out for each other. We do. Its okay to look out to friends and family members and ask if youre okay. Even if youre not impacted by these deaths or illness, we all share health, an important thing. Dr. Anita barkin, thank you. Lets go to sweden where the country is rethinking its risky experiment to combat covid19. Officials made the decision not to lockdown hoping it would lead to widespread immunity but cases are surging. Heres nbcs bill neely. Hi, kendis and lindsey. Sweden right from the beginning had few restrictions and no lockdown anywhere in its battle to tackle covid. And many people, conservatives in the united states, thought it was a success story. Its not anymore. Sweden has one of the highest infection rates in europe. Sweden is in crisis. Its hospitals are admitting Covid Patients faster than anywhere in europe. Today it reported its worst week of infections ever. So swedens getting tough and changing course. Bars and restaurants are not forced to close from 10 30 at night. Many owners unhappy. Its going to take away like 33 from us, from the business. Its going to cost. Many. For some, simply closing early makes little sense. If we are a threat to health, i think we should be closed down. On stockholms streets last night, people kept drinking outside bars but swedens government is still shopping short of a lockdown anywhere. We dont believe in a total lockdown. We believe that the measures weve taken, the decisions that were taking, are appropriate. Until now sweden imposed few restrictions. Gambling that letting covid spread in spring would mean herd immunity in full. It was wrong. It was done in a way that no other country had done and from my opinion, that was extremely dangerous. One way of judging sweden is to compare it to its neighbors. It doesnt look good. Swedens death toll is four times higher than all of its neighbors combined. Its failing to test enough so its appealing to neighbors for help. Starting next week, its banning Public Meetings of more than eight people. I definitely think thats the right thing to do. As the Holiday Season approaches, its not ruling out tighter restrictions, even sweden may now be abandoning the swedish experiment. And sanctions are rising right across europe. 15 million cases now, the World Health Organization says someone dies of covid in europe every 17 seconds. Some countries with strict lockdowns are seeing signs of progress. Sweden, which doesnt even recommend face masks, isnt one of them. Kendis, lindsey, back to you. And that was bill neely reporting. You dont like to see it, and they were criticized in the beginning. And this up isser gave a victory lap saying it worked. Not so much. Georgias Election Results may be certified but the dust isnt settled yet. President trump requests another recount. It comes as the state Senate Runoff is struck with a covid19 scare. This morning republican senator Kelly Loeffler of georgia is quarantining after inconclusive covid19 test results. Shes been campaigning across the state ahead of her Runoff Election in january. Meanwhile, the Trump Campaign is asking for another recount in georgia, just after bidens win was certified. Nbcs julie jester is in atlanta with the latest. Julia, good morning. How likely it another recount . Good morning, lindsey. President trump is within his legal rights to request a recount. The margin of difference between his vote share and president elect bidens was about 2. 6 , well within that. 5 margin needed to request that. But that means trump would have to overcome a 12,000vote deficit here but thats not really his concern. His criticism has been about absentee ballot signature matching. He was just tweeting ago, its all about the signatures on the envelopes. Its worth noting the statewide handcount audit that just finished did not address for that and neither will this recount. Its a machine rescan of paper ballots. Governor brian kemp suggested a sample audit be conducted matching the signatures on ballot envelopes to absentee ballot applications. Its unclear whether that measure will be taken. In addition to the new recount, which the Trump Campaign doesnt have to pay for, its actually on the taxpayers and local jurisdictions here and they have their handfuls prepping and sending out ballots for the january runoff coming up in the special doubleheader senate race. Linz why . Nbcs julia jester in atlanta. So much going on in your state. Thank you so much. As we inch closer to january 20th, the question about the president s future plans has yet to be answered. What could his post white house life actually look like . Democratic strategist emily tisch and bill kristol, founders of defending democracy together, are joining us. Good morning to both of you. This should be an interesting conversation. Bill, trump still hasnt conceded to joe biden. There are talks, of course, we heard. And hes thinking about a potential rematch in 2024. What would he get from that, and what would the rest of the country get from another matchup like that . I suppose he thinks it will be the ultimate comeback for drama, trump coming off the bench to win the president begin. Its got to appeal to him. And he can make a lot of money over the next three, four years by staying relevant, having his base ginned up and have them subscribe to whatever he wants them to subscribe to. What hes done over the past two weeks is terrible, but its a way to cement the loyalty of him to some chunk of the conservative base and Republican Party base. Not most of it perhaps but enough to make him a viable figure going forward. I think its a mistake to assume, i wish it were the case we could say january 21, no more trump, no more trumpism. Were sort of beyond it. I dont think thats going to be the case unfortunately. Compared to that, what the rest of the country will suffer, we have the rematch in 2024 as heartburn most likely. There are reports the president wants to be a repeating force in politics and media. Emily and bill, do you guys anticipate he would use existing republican and media platforms to do this . Or could we see something entirely different and new . That was certainly the thinking coming out of 2016, if trump trump was spending the last couple of weeks before the election anticipating not winning but actually building his own media, network, empire, whatever it may be. Theres good reason to believe he may try to do that again. We already see him kind of breaking up with fox news, turning on them a little bit, finding some alternative outlets like oan, newsmax. But whats likely to happen hes more likely to continue the channels he had. They actually did a lot of reporting of trump tv, for his wife and daughter hosting on there. What i think is probably not more relevant but indeside the Republican Party will be a big battle because he will try to keep ronna, the chair of the rnc. And what is not at stake is not necessarily the Republican Party brand but the list and data. If the rnc is already standing, and continuing to stand in lockstep with trump and letting him youll of that as much as he wants, its very hard to see an open field with another credible candidate being able to get in. Theres a lot of republicans elected in the senate and house right now who feel like some of their colleagues only made it out because trump excited enough people, not the senators themselves. I know they feel that way about iowa and even south carolina, trump had enough of his people excited to bring the senators over the line. So i think the Republican Party is going to have a lot to reckon with over the next couple of years because of the position trump is in. Maybe it is media, but maybe it is the party. Bill, you know the media business. Have you seen any sort of work towards possible trump tv so far . No, except for his attack on fox, but that could just mean he does newsmax and so forth. Building an actual Media Company is a lot of work. Its easier to be a celebrity and trump will certainly be that. On emilys point, look, who will pay for the rallies . He wants to travel around, be a big shot. He doesnt want to pay for it. He doesnt pay for anything. He will get his supporters to pay for it. What he will do is go to his supporters and compliance and say you need to pay for my plane and rentals for the rally. Its a party. I think hes interested in a big Republican Party helping him stay alive. Will they have the nerve to say it to him, do that thought experiment, february 20th comes and he says will you pay for this . Do they say sorry, sir, were going to treat you like anyone else . I dont think so. For all of the media and damage hes doing to the country, trump is positioning to be a major, maybe the major figure, the most prominent figure in the country. Will that fade some when hes out of power . Sure. If the media interested in somebody sitting at maralago spouting off as opposed to the in the white house . Probably not. But how much does the glamour depend on being in the white house . Emily and bill kristol, thank you so much. A covid game changer. Frank figliuzzi applies for emergency approval for its vaccine.
