Suspects accused of plotting to kidnap the governor of michigan. Plus, the fading hope of a new covid relief deal before the election, where everything stands this morning. And good morning to you. It is sunday, october 11th. Im lindsey reiser. And im kiendis gibson. Thank you for being with us. We begin with the white house and the president s doctor, saying hes no longer a transmission risk to others. The doctor did not give the president a clean bill of health but cleared him for campaign trail. He is cleared for discontinued selfisolation and shows no active evidence of active replicating virus. This was released after the Trump Administration announced the president s travel and rally schedule the coming week. Meanwhile, heres a look at the latest national polls. Joe biden leads President Trump in a potential popular vote by 12 , 52 to 42 . Voters say the top five issues are the economy, coronavirus, racial equality, health care and next Supreme Court pick. On the top two issues, Voters Trust Trump over biden to handle the economy and to handle covid19. Voters say they trust biden over trump by a 17point margin. And from capitol hill, no relief in sight for those hoping for another coronavirus stimulus package. Republicans and democrats are equally against the latest offer from the white house. A 1. 8 trillion proposal. House Speaker Nancy Pelosi told treasury secretary Steve Mnuchin shes not in favor for removing tax credits for childcare and cutting Unemployment Insurance to 400 a week to 600. Were live at the white house. Josh, does this provide any more clarity about his health or answer the numerous questions weve had in the past week . It gives us a little more information. It certainly does not answer all of the questions we have but it shows how the white house is moving the goal post as far as what makes the president safe to return to Public Events and travel, debite beispite being r from the hospital with coronavirus just six days ago. When you think they were still pushing for the president to debate this week in person, the president s campaign manager, bill stepien, who also contracted coronavirus, said by the time the debate occurred, he would have posted negative tests. And we have no indications this hour the president tested negative for coronavirus. We know sometimes you can continue to test positive for the virus because its in your system even if youre no longer contagious. And thats why the president s doctor and this new memo clearing him to return to his public schedule is pointing out in the fact in the president s most pcr sample by currently recognized standards, the president s doctor says, hes no longer considered a transition risk to others. Theyre pointing to things like when he had his symptoms, being fever free 24 hours and improvement of the symptoms to suggest hes no longer infectious. We should say this is not an exact science and a lot of determining of this requires knowing how severe the president s illness is as well as exactly when he contracted this. But we dont really know how severe the president s illness was and because the white house will not tell us when he last tested negative, we dont exactly know how long hes had it either. Josh, what are some of the other highlights you can tell us from the abc News Washington post poll . When you look at the numbers, you see the president eroding across the board, losing his edge with male voters and problems with women voters really getting much worse. If you take a look at the advantage that biden now has among women voters, its now 23 points, while men are now roughly split between trump and biden. Thats very different from 2016, where on election day men barked trump by 11 points and women backed Hillary Clinton by 13 points. That gender gap is even bigger in the suburbs where you look at how women are now favoring joe biden 62 34 for trump in the suburbs, while men, he still has an advantage with men in the suburbs who now prefer the president by nine points. And that erosion of the president s support is also being seen among older voters, who largely back the president in 2016. But now voters 65 and older, joe biden and donald trump in a statistical tie for those voters within the polls margin of error of plus or minus four percentage points. Cant be good news for the white house, especially this point with 23 days to go and voters already casting ballots. They would have to turn it around fairly quickly. Josh lederman at the white house, thank you. Lets go to the president s campaign with the former Vice President clarifying comments he made to voters in pennsylvania. Joining us now, deepak shimmeren. I believe the word he used was chicanery. Why was that so controversial other than the fact people had to google what it is . Exactly, it was a classic joe biden vocabulary word there. Joe biden came to a town the Democratic Candidates have not visited since Barack Obamas visit in 2008. You know pennsylvania, this huge battleground state for this election in 2020. The comments joe biden made, looking back at joshs remarks there just talking about the massive lead essentially the Biden Campaign has over trump is doubledigit lead in several polls, including the one that came out morning, shed lights a little bit on these comments saying if they lose this election, it will not be because of anything but some of this chaos with polling locations. And weve seen on the other side of this ticket the Trump Administration casting doubt on the process of mailin voting, absentee voting, making it sound like more chaotic than it actually is. We know theres nothing wrong with mailin voting. It is a perfectly easy mailin system and people cast absentee ballots with ease so far. And also theyre unwillingness to unequivocally say they will accent the results of the election. With that you saw joe bidens comments there. Before he left pennsylvania, kind of clarifying his remarks saying without a doubt, he will accept the result of this election. Take a listen to what he said heres the deal, guys. You got to go out and make sure you vote because the only way we lose this is by the chicanery going on relative to polling places. Understand one of the comments i made was taken out of context. I will accept the outcome of this election period and the American People will show up and vote. But i was referencing attempts made to try to influence and scare people from voting. You should not Pay Attention to them. The American People are voting. Theyre voting in large numbers. Theyre going to determine the outcome and im going toi accep the outcome of the election without any question. You hear there, guys, joe biden saying emphatically he will accept the results of the election. Of course, thats not something we heard from the other side of the ticket. You heard him say also there the importance of voting, of turning out and making sure people make their voices heard. Thats the message democrats have really been carrying through this entire election, especially the last few cure weeks. And with us now is the Political Correspondent at business insider. Good morning. Thank you. Talk about the messaging for me. From the biden and Trump Campaigns, will we see any significant changes in the final stretch to the election . Its difficult to say just because so much theres been so much unpredictable news, even over the last week or two, with respect to both of these campaigns. Obviously, the overarching controversy for the Trump Campaign that the Biden Campaign is not basing not just his handling of the coronavirus pandemic but the fact is virus, which he downplayed from the very beginning, which he said was no worse than a flu which he said would be gone by easter and by april, its in fact reached the highest levels of the white house and the executive branch. So theres continuing questions about whether the president when will his next negative test be and, of course, when was his last negative test . Was he positive for the virus before the public found out about it when bloomberg reported on hope hicks positive results i believe that was two weeks now. Its difficult to say. We dont know where the campaign is going to go from here. We do know the president is continuing to cast doubt on early voting, absentee voting, mailin voting. But his campaign actually saw a massive loss in that field yesterday when a federal judge in pennsylvania struck down his campaign bid to rule ballot boxes in pennsylvania as unconstitutional. So we are seeing despite the president s claims about these issues, were not seeing any real results to back those statements up. And we have been listening to the president s diagnosis and hes trying to steer the conversation away from that. Do you notice it sounds like the president is resurrecting some of the greatest hits from four years ago. Yesterday in speech talked about draining the swamp, calling obama a disaster, even though he hasnt released his own plan. This week secretary of state mike pompeo saying he will release Hillary Clinton emails. Do you think any of this will stick . Its really unclear but what we do know is, like you said, hes certainly arriving with a lot of his 2016 playbook. There are two issues with that. First is hes not running against Hillary Clinton. So his campaign can release information about clinton that they say, you know, proves that the deep state with engineering against him in the 2016 campaign. Certainly, they can do that. But hes running against joe biden. The problem for the president is that none of the attacks that hes made on biden so far have managed have managed to stick. We saw him really leaning into his claim that biden is not physically fit and not healthy enough to be able to run the country if he were to win the election. Obviously, that talking point kind of devolved when the president himself caught the virus that he believed he was immune to. So we dont know what theyre going to continue to roll out. But if its i wouldnt be surprised if we saw a lot more talk about Hillary Clinton over the next couple of weeks. Oh, my god, if they bring out lock her up, im just going to pull whatever hair i have left out. Okay. Too early. Back to the subject at hand, were talking about these talking points and the president , and it includes misleading statements. Like even just yesterday at the balcony hes saying theres a tremendous problem with ballots, even though theres no proof of voter fraud and his comments on twitter keep getting flagged. Or the fact the left wants to launch a nationwide crusade against Law Enforcement. These these big scare tactics, do they work . We have not seen any evidence, one, thats it true, two, that its been working. If we look at the results of the early vote and absentee ballots that have come, americans have actually been voting absentee at astronomical numbers compared to what theyre doing in previous elections. So its difficult for the president to continue making these claims when there just isnt any real world evidence to back that up. Just a couple days ago we saw in fact some of the u. S. Top counterintelligence forces release a video discounting the conspiracy theories of integrity of the election and mailin voting. We could see friction on that front between the president and u. S. Attorney general and u. S. Intelligence community has they try to kind of counter a lot of false messaging that weve seen on this issue. Sonam, the president spoke for just 18 minutes yesterday. A contrast, of course, to his rally speeches that have extended well beyond an hour. Was there anything to that . Was he originally scheduled to go longer . Were not actually too sure about what his campaign is scheduled for in terms of the ins and outs of that speech. But we want to point out how surreal it was this event took place in the first place. First off, the hatch act is presents federal officials from campaigning or Holding Political events from the white house and using that platform to further their political messaging. So thats definitely one kind of irregularity that took place with this event. The other was it was impossible to not watch this and think about what happened a couple weeks ago during the white house reception for trumps Supreme Court nominee Amy Coney Barrett and that now being described as a super spreader and 18 people tested positive for coronavirus. Are we going to see some of those consequences come from this event because the president has not yet tested negative and those around him have not yet tested negative . All of that is really up in the air too. Thank you. The Michigan Attorney general said the alleged plot against the governor may just be the tip of the iceberg of the threat posed by militia groups. Were learning more in the meantime about the suspects charged with a criminal plot to kidnap michigans governor grechle whitmer. Their web history show most of the men are charged with the boogaloo movement, an antisex tryst group. They believe there will be a second civil war. Joining us now is msnbc contributor and former u. S. Attorney joyce vance. Joyce, good morning. You prosecuted hate crime cases before where one case actually someone tried to hire a hit man but he was really talking to an fbi undercover agent. Do you notice any similarities there . Well, the use of fbi undercover is whether its a confidential human source, thats somebody whos not a member of Law Enforcement, or an fbi agent in an undercover capacity is really critical in these cases because the most important thing that you want to do once you learn that theres a plot like this afoot is you want to make sure that the people that are involved are not successful in carrying out any of the criminal conduct. That usually means having taped conversations that demonstrate just how serious their plans are is critical to getting a prosecution. Based on what weve learned so far, whats most alarming about this . In the affidavit we learned that they had actually constructed an explosive device which they wrapped in shrapnel and were able to explode to test its effectiveness. So thats very alarming, particularly when you view that along with the fact they identified the governors Vacation Home as the weak spoipt in her security profile and the plans was so sophisticated, they talked about and had scouted out locations for planting alternative bombs that would be used to draw Law Enforcement away from the governors residence so they could execute their scheme. This shows a level of sophistication and planning probably consistent with military background, maybe Law Enforcement backgrounds. Well learn more about that in the days and weeks to come. Yes, and, joyce, have you prosecuted a case like this that involves so many people and also a growing movement . How do you prosecute a case like this . The most important thing in a prosecution like this is deterrence. You have to make it clear to other people who are concerned, who dont like trends in modern civil society, that their response must be a civil one. It cannot be a criminal one. So the most important thing that the Justice Department expresses typically with statements from its leadership, which have not happened in this case, is how unacceptable the use of violence is. We express our political views in this country at the ballot box, not with bombs. And so what we will see will be a prosecution of these individuals. It looks to me as though the evidence is very good based on what weve seen so far but they will challenge it. They will say this was more fantasy and locker room talk rather than an explicit plan but it looks like the evidence here is pretty solid. The question will be whether the Justice Department with this leadership with the president who condemned Governor Whitmer even as this indictment was issued, whether they can somehow muster the ability to express to groups like this group that they must not engage in further violent conduct or they will face serious consequences. And the question also is whether Law Enforcement are actually going to go after people like this, and whether they can be sympathetic to these extremists. Take a listen to what one michigan sheriff had to say about the arrest. They say its a charge, plot to kidnap. Are they trying to kidnap because a lot of people are angry with the governor and they want her arrested. Are they trying to arrest or kidnap . In michigan you can make a felony arrest. It doesnt say if youre in elected office, youre exempt from that arrest. I have to look at it from that angle and im hoping thats what it is. In fact these guys are innocent until Proven Guilty so im not even sure if they had any part in it. Joyce the sheriff sounds a lot more like a member of one of the militias than he sounds like a member of Law Enforcement in that segment. Look, kendis, theres an ideology out there that are espoused for groups like this that advocates for citizens arrest. Dont try that at home, folks. Particularly when youre talking about not arresting a governor but kidnapping her and you have bombs on hand and violent id eeation, this is not something any sheriff should be encouraging and this sheriff should face a challenge in his next election, if not sooner. Now some are calling the midwest a possible hot spot. Joining us now is the president and ceo of preevia health. Welcome to you. Is hello. Whats going on in the western states, especially wisconsin, thats leading to the spike in cases . Wisconsin, definitely we say probably one of the biggest hot spots in the country if not the world with our percent positivity anding areas such as green bay are in crisis because of the number of patients we have in our hospitals as well. What do you attribute that to . You know, its a combination of a lot of things. You look for the surges we experienced, we had one significant surge in the spring due to meatpacking plants and a couple manufacturing situations. At this time we could control it, number one, we knew where it was coming from and we had Human Behavior on our side. If you look at the surge now, its about three times as bad as it was in the spring looking at total hospital conditions, under triple. When we look at it, we definitely dont have Human Behavior on our side. People are not staying at home, not social distancing, having weddings, going to bars and its creating havoc for us. And then you have an election in the midst of all of this taking place. What is the biggest concern right now for you, at least in wisconsin . I say hospitalizations. People say covid isnt that bad and listen to some of the political rhetoric around that. But unfortunately, you may not get admitted with covid. You likely are not going to have to go to the hospital with it, although likelihood of getting it in is with witness is pretty high right now but its all of the other things we cant do when our hospital beds are filling up with covid patients. Its the heart attack, stroke, next baby to be born, taking care of you when theres a car accident, that all is significantly limited because were on day to day, sometimes hour by hour bed management tryi trying to find beds for patients. October, of course, is Breast Cancer month and a lot of people are alarmed many women have been skipping getting checked out because of all that has taken place this year. Lets talk about regeneron for a second mere. The company that administered the experimental antiviral cocktail the president got and another company, eli lilly, both asked the fda for emergency use for their antibody treatment. What do we know about this kind of treatment . Has it worked historically . We dont have a lot of experience with it. I think thats the biggest concern, even when Going Forward with an eua, antibodies from a common sense standpoint should work well. Obviously regeneron has gone through some testing but its not definitely in the phases where we would say, you know, we evaluated it not only from an efficacy standpoint but longterm side effects and shortterm side effects. A lot more needs to be studied before its rolled out to a significant amount of people. Obviously it got headlines today because the president received the medication. Somebody at that time must have thought that was safe. Really the scientific studies havent been published to the degree we would normally expect at this time. Doctor, youre in green bay, wisconsin. Right now its a chilly 41. By thursday the high in green bay will be 39 and just continue to dip lower into the 40s. Are you concerned if wisconsin is already seeing around uptick what will happen when it gets so cold, people are not congregating outside anymore, theyre staying inside . Most definitely, probably one of the our largest returns. We had a beautiful weekend, probably the last weekend in the 70s and now it will get colder and colder and in the golf course, people will be indoors instead. And that increases the risk tenfold, if not more. Especially if people are congregating with people they dont normally live with. Those activities such as watching the Green Bay Packers game in a bar, that is very dangerous. Especially packers starting 40, a lot of people will be watching them throughout the season. Thank you very much for your time. President trump is starting to close the gap with joe biden. A new poll overnight from the Washington Post abc news has joe biden leading by 12 points. The polls have been really strong for joe biden. He just came off one of his busiest weeks on the trail. What are you advising him to do in this final stretch . You know e. Something i have always said in the midst of work is we cannot rely on the polls. Everything happens when voters go to the voting booth. You never know what will happen. The Biden Campaign is not taking this for granted and thats why hes speaking to the American People. Thats why joe biden this thursday will talk directly to the American People in philadelphia at an abc town hall. Its important for him to continue to have conversations with what folks are going through, get them back to work, get the economy up and running but most importantly, make sure people are safe in the midst of the coronavirus pandemic. So lets dig a little bit deeper through that abc News Washington post poll. It shows joe biden is leading President Trump by 12 points. I said that, but among independent voters as well. Whats biden doing to successfully tap into a group that was scene as helping trump just four years ago . Well, i think hes showing them, well, actually i think trump has shown folks who he is, the lies and the destruction and discourse hes sewn around the American Public and Vice President biden is bringing confidence, and hope and people he believes that we can get people back on track. And what we also are not talking about here is how women, young people, people of color, are always overwhelmingly supporting Vice President right now because they believe in the and plans and promises that he can actually get things done because of the track record of the Vice President as the senator. Also how he is handling everything as a candidate. And the Supreme Court, joe biden was asked yesterday where he stands on Court Packing ahead of the election. Lets listen to his answer. Theres Court Packing going on right now. There are republicans packing the court now. Its not constitutional what theyre doing. Its to focus on whats focus on whats happening right now. The fact is the only packing going on is this court is being packed now by the republicans. After the vote has already begun. I will stay focused on it so we dont take our eyes off the ball here. Snl also took on this issue. Will we get a clear action before the election . You know, heres the reality. The American People should be deciding on who is going on our courts. It is unfair that the American People are voting right now and republicans want to be partisan and pack the courts and ram through a Supreme Court justice. We should let the American People decide and wait until after the election day to see who our president is. And the side stepping of a number of questions, including Court Packing and Kamala Harris asked about liemt change and seemed to sidestep it at this past debate. When it comes to the Green New Deal, are biden harris on the same page . Listen, i dont think she sidestepped. I think the question is about the Green New Deal but having a detailed plan as the biden does about greenhouse emissions, bringing back manufacturing jobs, a detailed plan to reduce the impact on the client in contrast to what this Current Administration has done, which is nothing and made our Climate Crisis even worse than it already was. I think these are conversations we have on how we achieved this reduce impact on the climate and there are ways to talk about this. I dont think people are sidestepping it. I think theres a very real contrast with what we have right now in the white house. Youve did a very good job of sidestepping my question just there. Good question, kendis. Per usual with us. It comes as the state the president won in 2016 is shaping up to be a crucial battleground in this years election. Msnbcs cori coffin joins us from state college, pennsylvania. Cori, what are you hearing from these supporters of trump ahead of the election . Hey, guys, good morning. All of the people we spoke to voted for trump in 2016 and they feel Even Stronger about voting for them in 2020 but not all are lifelong republicans. Some come from strongholds in many diddic households and union jobs where they voted democratic for decades. Bu but they say they felt left behind by the Democratic Party, and they just didnt feel seen. And then the Trump Campaign came in. That was huge in 2016. Because the working class people have felt like theyve been ignored for so long, and to have somebody actually come out and like he did four years ago and visit us and talk to us and learn the issues, thats very important. It felt like they had somebody that understood them. You hear this over and over again, the Democratic Party has left me. Im not leaving the Democratic Party. So President Trump speaks to these voters and thats why theyre changing their registration. She spoke on registration. Republicans trying to close the gap on registrations here in centre county, trailing democrats by just ov3,. And they flipped to clinton in 2016, but by two, and the margin getting so much thinner, guys. When it comes to the issue of jobs, we talked more in depth to the folks we talked to yesterday, 18. 4 poverty rate here in the county. Why continue to trust the president four years later when it comes to jobs . They say they just dont trust biden on the issue of bringing jobs back to pennsylvania, not taxing companies enough to insein p incent phi companies to stay here and the issue of fracking, they believe he wont go after fracking if elected. On covid, they still trust the president with the pandemic, they have no issues with his diagnosis. Guys, Something Else they agree on, in the next debate coming up they want to see the president talk a little less, maybe let biden talk a little more on the issues because they think that will allow them to speak for themselves, the issues at hand. Guys . That debate thats right now canceled but another one on the books for a little later this month. Cori, thank you very much. And ali velshi on state number five on his tour, michigan, like you know a state like pennsylvania donald trump was able to flip in 2016. Now with 26 days until the election, ali spoke with a Diverse Group of voters about whats driving them to the polls this time around. Im voting for joe biden and Kamala Harris. The reason why im voting for joe biden is because he has a plan. Not like our Current Administration. At least the plan we currently have, were not really aware of what it is and that causes a lot of confusion and a lot of chaos. Im voting for joe biden because of the plan that he has, specially surrounding Student Loan Debt in this country. First of all, i lean more towards republican. And i believe that before republican, im an american first. And i believe that america is the land of opportunity. I would not rather be anywhere else in this world than america. I can just speak from my own experiences in life, the freedoms i have had. Freedom of speech, right to bear arms. And this is nothing against anyone here because i dont know any of you personally at all. But all i have seen from the left side is hatred for america. You can watch much more reaction from top officials on the alleged terror plot to capture Governor Whitmer. Thats coming up at 8 00 a. M. Eastern.
