Im answering this question. You are very rude. So we had a good conversation about many different things, okay. Did you ask him not to meddle in the next election. We didnt discuss that. So why did trump initiate yesterdays phone conversation with putin in the first place . Are we learning anything about that . Reporter we heard our very rue Kristen Welker of nbc news asking those questions of President Trump in the oval office about what the president described as an hourlong conversation and why was the call initiated . There are a number of frontburner issues around the world that these two leaders have to discuss. There is no question about that. North korea and the situation in ukraine where president putin or sources favorable to Vladimir Putin continue to occupy Eastern Ukraine and trade and north korea and the situation in venezuela, the crisis there but it is what they didnt talk about. 13 russian individuals, three Russian Companies indicted by bob mueller over the course of that 22month probe and all President Trump and president putin talked about in President Trumps accounting was how it was over and that mueller found, quote, unquote, no collusion and no conspiracy. Even though bob mueller pointedly said that the Trump Campaign expected to benefit from russias efforts over the course of the 2016 campaign. Sheer more from that oval Office Exchange with our reporter. Mr. President did you address the election meddling issues that came up in the Mueller Report with mr. Putin today . We discussed that he actually sort of smiled when he said something to the effect that it started off as a mountain and it ended up being a mouse. But he knew that because he knew there was no collusion whatsoever. So pretty much that is what it was. Perhaps most significantly, kendis, 2016 is behind us but Law Enforcement officers, top intelligence officials within the Trump Administration say that russia is still at it. They plan to do it all over again in the 2020 elections. Still, it didnt come up in the conversation according to President Trump. Including the person he selected for the head of the fbi. Reporter christopher wray. And are we getting reaction from congress to trumps lack of concern over the whole russian meddling. Reporter what weve heard is consistent all along and keeping with and jiving with the investigations orn going now. Disbelief among democrats, particularly after the performance of bill barr before the Senate JudiciaryCommittee Last week. Obviously the house in a threat from jerry nadler, the chairman of the house judiciary committee, a 9 00 a. M. Tomorrow deadline for bill barr to produce an unredacted Mueller Report and the Justice Department not expected to comply with that as theyve stonewalled every request from house democrats. What is your read on why the president was not confronting putin about the russian meddling in the Upcoming Elections . This is like the 107th time that trump has not confronted putin. Go back to the helsinki meeting in 2018, when he got out there and said putin said he didnt do it and i have no reason to disbelieve him despite everything in the Intelligence Community coming out at that point in time and now we have the Mueller Report that said that russia engaged in a quote, sweeping and systematic attack on the u. S. Election. And trump says nothing about that. He is transfixed on one matter, whether you can prove that he conspired directly with putin. There is no proof of that but there is a lot more to the scandal and the russian attack. It is not a hoax. Yes this comes through in the report. He feels tainted by any questions about the russians helping him in 2016. So he acts like a child, puts his handed over his ears and eyes and said i cant see that or hear that and then he has this long talk with putin and despite what the fbi said, they are going to be at it again. He doesnt bring it up once. He cares more about his own psychology than protecting american democracy. Frank, what is at play here . You cover counterintelligence and after seeing the president s readout of what took place yesterday during that hourlong conversation, what is your thinking out of all of this . Well, weve all been kicking around the theories as to why the president simply wont confront putin on this issue and weve all heard the theories. There are three floating around. I would like to add a fourth today. The first one that were familiar with is that he claims putin over his Intelligence Community. The second theory is that hes fearful that as soon as he acknowledges the sweeping assistance he got from russia, he delegitimizes his election. The third is that he wants to leave open the possibility that this will help him again, that russia and or other countries may come to his aid in his reelection but ill add a fourth theory, kendis, which is that he actually is also setting the groundwork that if the election reelection doesnt go his way, he will claim that that election was illegitimate, hacked, the result of some foreign nation interfering and so we these all combine to an environment where he simply has little or to no interest in defending and shoring up the security for our next election. Where this leaves us from a counterintelligence perspective is hes again wide open to compromise by some other nation, be it china, north korea, iran, pick your nation, that wants to let him think that theyre about to help him or have helped him with his reelection. At that point the other country owns him and we have a president essentially controlled by a foreign power. Ed, do you think that phone call and the results of it reenforced all of those four points . If that is for me, kendis, an hourlong call with Vladimir Putin that does not address the central National Security concern around russia is essentially a joke. The president has chose in his own personal interest over National Interests and it is now up to the American People through congress to demand answers from their local county, state, registrar of voters, secretary of state, ask the question what are you doing to secure the 2020 elections and see what they answer. And that is a key question right there. As we get ready for 2020, indeed. And david in the meantime what, are the implications that would you say for trump not actually openly addressing the threat with putin there. Well, we had this story that came out a couple of days ago that when Kirstjen Nielsen, before she was ousted as secretary of homeland security, wanted to bring up the issue to trump and talk about russian efforts to penetrate the election again in 2020. Mick mulvaney, the chief of staff, said dont do that. Dont bring this up in front of trump. It gets him too mad and he thinks youre questioning his election. So it goes back to the point that he doesnt focus on this. And as frank or anyone who worked in the u. S. Government could tell you, if you dont have the president making something a priority, it makes it harder for the gigantic federal bureaucracy to do anything that is extensive. To deal with securing our elections chrks are run locally through states and county entities would require a really massive effort of coordination and you would have to get the president really pushing that, making sure all of the different federal agencies are working with the different state and local agencies. He has no interest in doing that. So it is not just another trump stunt or a quirk of his psychology, or whatever you want to call it, this really means that were not doing everything we need to to make sure foreign adversaries or someone else doesnt do this again. And frank, it does appear as if they discuss a number of different things. They discuss north korea with putin yesterday on the phone call. The discussion took place before south korea announced that the north fired off several shortrange missiles off the norths eastern coast and today trump was tweeting about it saying anything in this very interesting world is possible. He said that there will be a deal between him and north korea at some point. He believes in kim jongun. What do you believe in, frank . So i believe hes over his head when hes negotiating with these World Leaders and i think clearly that putin has an advantage over him in controlling the geopolitical scene. So if he believes putin over our Intelligence Community on one thing, then hes likely to believe putin over our Intelligence Community on other things like the degree to which north korea is still progressing in their missile and Nuclear Program so in the face of reality we have a president who wants to perpetuate the appearance of winning. He has to win even as we watch missile missiles being launched by an adversary he said is no longer doing such a thing. Putin is a former kgb officer and highly trained in deception and manipulation and has trump right where he wants him with regard to north korea and other situations and trump is just being duped almost on a daily basis. Sure thing, kendis so breaking news right now out of jacksonville, florida, the ntsb is planning to give us an update on the charter plane that slid into a river in florida. That boeing 737 remains in the water as investigators begin analyzing the scene. Authorities say all 143 people on board are alive and accounted for. Joining me now is aviation journalist jeff wise, the author of the taking of mh370 and thank you for being here with us. My pleasure. So we know the ntsb is there on scene and plan to investigate three key factors, human, whether the pilot experienced machine function, plane systems, maintenance and environmental weather, geography and many of those categories right there. Why are they focusing on those things right there . Well, basically, listen, the reason were all really interested in this incident is because it involved a 737. We hear so much about 737s lately. The two fatal crashes, the grounding of the 737 max fleet. I think the most important thing to point out is this plane was not a 737 max and it was an older model with not the dangerous features from boeing and so when the ntsb is looking to ascertain the cause of the accident, they are looking at the factors that were present. And the most pressing one is the fact that this took place near or actually in a pretty intense thunderstorm. That is not someplace that any pilot wants to be. But among the other factors that you mention, there is look, let me back up and say, accident investigators never want to jump to conclusions. Even if there is something that looks like an obvious cause, they want to approach it with a clean sheet of paper and say, look, even if this other thing seems like an obvious cause, could there be other factors, maintenance or maybe the pilot was did lack the training that he should have had and so forth. So what you listed were sort of a major category they are looking at as they try to approach it with an open mind. And of course there are many people there in jacksonville calling this a miracle. And as you see it right there, this plane virtually in tact, 143 people on board were able to get off of it safely. Though you are an aviation expert, what do you make of this whole scenario and how it played out . I always find it curious when something really bad happens and people say it is a miracle it wasnt worse. First of all in aviation, we dont want to rely on acts of god to get passengers where they are going safely. We should have planning and correct procedures to be followed. I think when people hear about a plane winding up in a river they think about the famous miracle on the hudson where that really was a crazy story where a plane took off and it lost both engines at low altitude. That really could have been a much worse scenario. Here we have really something that shouldnt have happened, frankly. It looks like, at first blush, like a plane that landed in really severely bad weather. It was unable to come to a stop before the end of the runway. Thank goodness nobody was hurt. Or killed certainly but i wouldnt call it a miracle, i would call it a shotty show all in all. Well find out what the ntsb is calling it when they have a press conference later on this afternoon. Theyre concentrating on texas and iowa but former Vice President joe biden is focusing his energy on South Carolina as you could see down there. And that is where we find mike mem ollie in the capital of columbia where a biden event is scheduled to start in the next hour. And, mike, biden opened his campaign appealing to midwest working class voters and who is he courting down there . Reporter hey there, kendis. Joe bidens campaign believes his appeal to working class voters makes him a strong general election candidate but his appeal among africanamerican voters is why we may underestimate his strong as a candidate in this nomination battle. If you remember the 2016 nomination, Hillary Clinton won the nomination because she absolutely trounced Bernie Sanders in the early state wheres africanamerican voters made up a majority of the electorate and won more than 70 of the vote here in the South Carolina primary. And if you look at some of the Early National polls like the cnn poll, joe biden is at 50 of the vote among minority voters, even in this very crowded field that includes some strong africanamerican candidates. Now one advantage joe biden has among africanamerican voters is his close connection to barack obama. Those eight years in the white house with him. And we heard him talk about that relationship every step of the way in iowa earlier this week. Now today it is Bernie Sanders in iowa and that is where i hand things off to my friend and colleague there vaughn hillyard. Reporter thanks, mike. This is the first of six stops for him here in iowa this weekend and what you heard was this conversation after yesterdays Unemployment Rate came out in which showed Unemployment Rate in the country of 3. 6 . He took that issue head on here from the stage at this first event and he said, well the Unemployment Rate may be well relatively low, he said he told everybody in the crowd to look at their own lives and ask, youre ordinary people are the issues that are important to you, on childhood poverty, teacher care and student debt, declining Life Expectancy and Health Care Costs and ready to prosecute this Current Administration and i want to play you sound with one woman we talked to before this event because Bernie Sanders is relying on a groundswell of support that is still with him today. Now on the 2020 race. I want to bring in the panel for me right now emily tish sussman, a democratic strategist and republican strategist amy tarkanian. Thank you for being here. So lets start with the recent cnn poll, beto and biden and sanders leading is a mong the democratic rivals and in a matchup against trump. So emily, will voters gravitate more on the to the candidate on the issues or more to who can win . Emily here with me . It is a great question. Look, i think that is something that people are grappling with across the board. That do they want there are so many candidates that people like. They like a lot of candidates. I think in this moment that were in in history, people like to process things like opening a news feed, there should be new news and have some direct emotional connection to them and not like anybody else. But that is actually really not the approach that most people are taking. They are saying i like a lot of candidates and see where they are going and so they areseeing what issues are popping to the top for each candidate, what are they talking about the most and are they talking about solutions that connect with them. But people are still liking a lot of candidates in the race. There are a lot of candidates too like. 23 possibly by the end of this. Here is what trump is say being who he could face in the general election. Joe biden seems to have a lead. I would be very happy if it were biden. Happy why . Sleepy joe. I think he did a bad job and id be running against sow think hes beatable . I dont think hed be a very good candidate. Well see what happens. I hope i wish him well. I would like him to get it. Id be happy with bernie. I personally think it is those two. It does appear as if hes obsessing a little bit about biden . Yes, you are correct on that. We have to remember, too, the president did a great job in the rust belt states. Hes going to have to refocus on those areas in order to win his reelection including other states like arizona, new mexico and here in nevada. I think they are very important. And then i think by going back to the result belt states where the manufacturing jobs have increased dramatically under President Trump, that is a win for him where they were actually a huge loss under president obama which obviously biden served as Vice President. So i think that could hurt biden pretty good. As you know, the best Campaign Video came out this week and it was basically the house or the Senate Judiciary committee grilling of attorney general william barr. A lot of those running for office or there on capitol hill. Take a look. You look at the totality of the evidence, that is what i learned when i was in law school, you look at the totality of the evidence and the pattern here using the word the president s own words having been criticized by mueller himself, but to challenge the challenge we now is that we are going into an area where you seem to not even be willing to be in the least bit critical in your summarization. As the attorney general of the United States you run the United States department of justice, if any any u. S. Attorneys Office Around the country the head of that office when being asked to make a critical decision about in this case the person who holds the highest office in the land, and whether or not that person committed a crime, would you accept them recommending a charging decision to you if they had not reviewed the evidence . That is a question for bob mueller. Hes the u. S. Attorney. Hes the one who presents the report. But it was you who made the charging decision, sir. Emily, how will those performances because they were performances, will resonate with voters do you think. This reminds us of two things. One there are great candidates on the democratic side and two the president is deeply, deeply corrupt and that spreads to everyone around his administration. So i just think it high highlights the fact there are so many candidates and the choice are so stark. We have to try to avoid on the democratic side being too critical and tend toward eating our own. That could start to happen. So when we see great clips like this of a number of candidates doing really, really well, it is just a good reminder that they are great candidates. And picking up on that, amy, in the meantime, there are great candidates out there, according to emily. What about the messaging . How tough will it be for the democrats with the economy right now, the Unemployment Rate at the lowest in 49 years. How tough will it be . Well, i think it will be extremely tough historically we see that people do tend to vote with their pocket book however the democrats may have a way to find their way in with a little bit of wiggle room because there are soft republicans and independents who still arent so pleased with the president s personality. They might like his policies but maybe just not comfortable enough with his personality so they might look to somebody like joe biden who is known for being more of a chummy guy that youll go and have a beer with. Unfortunately somebody like Kamala Harris who is an attorney herself and served as a. G. In california, shes being disingenuous when she is attacking attorney general barr for not reading the underlying reports. He baps he basically took muellers findings as fact and now were here with congress possibly holding him in contempt and issuing subpoenas. And this is a very difficult situation to put the public in. Weve seen in the past where clinton that when you had a republicanran congress when this happened republicans were voted out of office the next election. So democrats should be very careful with their move here. I would just like to push back for a moment on the presumption of the idea that people like trumps policies and have benefits under trumps policies. Only 12 of the public think they have benefited from trumps policies, economic policies. And less than a imagine art think they benefited at all. So even if they were initially attracted to him and what they thought were policies, it is everything from trade policy and from tariff and from immigration and people are and health care is was the big driving issue in the midterms and trump has done nothing to bring down the cost of health care or to bring down the cost of drug pricing so on the Economic Issues people are seeing a stark contrast. And lets be honest, were more than 500 days away. There could be a turn or an adjustment in the economy. Were going to leave it there. Emily tish sussman and amy tarkanian, thank you. There is a growing number of democrats who are calling on barr to resign or be impeached. All of this following his explosive hearing and joining me right now is ben wittes, senior fellow at the Brookings Institute and an msnbc legal analyst. And matt zeppet owski a National Security reporter at the Washington Post. Thank you for being here. So ben, the battle lines do appear to be drawn and the democrats threatening barr with context. How would that play out . I dont think we know. I think neither side is likely to let it go. And the result, i think, is that we are on some relatively inex orable tract to some kind of confrontation, whether that is a contempt citation and people are talking about impeachment or whether there is some way to ratchet things down a little bit and reach a kind of negotiated framework for barrs appearance, i dont know. But i do think were on a collision course at this point. And matt Holding Someone in contempt of congress, it does have its caveats and drawbacks. What are the hurdles here . Well, look, bill barr is not going to turn over the full unredacted Mueller Report. It has grand jury material in it. So i agree with ben, we seem to be on this collision course where both sides are dug in. Contempt, im not sure how much bill barr will care about that. The blood is just bad between him and democrats. I would expect if he doesnt turn over the report they probably will go that route, impeachment, maybe. But in bill barrs mind how much will it matter. He and the democrats dont really like each other. And i think the president would sort of like to see them just keep sparring and it be about bill bar and not President Trump. And what do you think about the president discussing the mueller outcome with Vladimir Putin . Yeah, well it is the sort of latest breathtaking action by the president in regards to the russia relationship that seems to be a a real slap in the face to people who have concerns about his relationship with Vladimir Putin. Its really of a piece with the way hes behaved in the past and it is about as inappropriate as the way hes behaved in the past. And in the meantime, as you know, senator Lindsey Graham wrote a letter to bob mueller just yesterday asking whether mueller felt the attorney general misrepresented their phone conversation in his Senate Testimony in front of grahams committee this week. You get a sense this letter might be enough to get mueller in front of congress . Look, i think mueller will get in front of congress, even if it is not Lindsey Grahams committee, it will be over on the house side. House democrats have subpoena power, theyre in the majority there. They will certainly try to get mueller in front of their committee. Lindsey graham kind of seems to have a narrower idea, just focused on the issue of did bill barr misrepresent your phone call and that letter didnt strike me as a broad demand to come testify for hours like bill barr has done. But democrats certainly want that. I think the big question, though, remains what does Robert Mueller want . Does he want to testify . Is he willing to testify . That is a question that we sort of just dont know the answer to yet and that to me seems really critical. It is critical. And ben, in the meantime i want to switch gears to roger stone and they are saying that an obstruction charge should be held against him since the Trump Campaign conspired during the 2016 election, how do you interpret that. That is a simple statement of the law that the the viability of an obstruction charge with respect to the investigation is not a function of the of whether the underlying investigation did or did not find criminal conduct. You could obstruct any investigation, not just an investigation that ends up bringing criminal cases. And so it is a sort of useful point in i think for atmospherically for roger stones defense lawyers that, hey, this investigation never hit pay dirt so why is my guy being held criminally responsible for or instructing it but it is not an accurate reflection of the state of obstruction law. Is it a dire signal of counterintelligence threat or just more ammunition for the president. The New York Times reporting that the fbi sent investigators to london to meet with former Trump Campaign adviser George Papadopoulos in the early stages of the russia investigation. The times say the fbi sent her to london as part of the counterintelligence inquiry opened that summer to better understand the Trumps Campaign links to russia. The Trump Campaign leapt on the story characterizing the fbi actions in politically charged terms saying, quote, there is a word for this in the english language, spying. So lets dig deeper into this. Back with me is National Security reporter for the Washington Post matt zap ott owski and from counterintelligence at the fbi and an Msnbc National Security analyst, frank frank, i want to pose the first question to you because the president out there talling calling it spyinging. You worked for the fbi under counterintelligence, what do you make of this . I make it is a deliberate use of a loaded word and that the fact that the attorney general is repeating the same phrase as the president is very disturbing. Because the fbi doesnt spy on the American People. The word spy means youre doing some extra legal, outside of the bounds of legality, for example the cia abroad often runs the risk of getting caught and getting perhaps arrested if they are overseas doing what they do in terms of intelligence collection. The fbi doesnt do that against American People. What the fbi does is they flesh out predicated investigations with solid investigative techniques and what were seeing reported in the New York Times piece, is that, they inserted an undercover agent to flesh out directly by a trained professional the allegations that we were getting through George Papadopoulos and through an australian diplomat. So you take that person out of the picture to protect him. You protect the human informant that was involved in this case and you put in a trained set of eyes and ears and you determine yourself what papadopoulos is saying. And matt, in the meantime the New York Times did go on to identify the investigator who tried to infiltrate the Trump Campaign. Said there was previously unreported. Does this sound like more ammunition for the president or more damning for the fbi than the Trump Campaign . Well the president is certainly seized on this. They are very interested in that report and very interested in just all instances of informants kind of running up against the campaign. They are also interested in this fisa warrant used to surveil a former Trump Campaign adviser. Just based on that story, it seems to me those seem like valid investigative techniques when you are dealing with a president ial campaign of course. Sort of unprecedented but i think the fbi would say we had an unprecedented threat and we thought russians were trying to infiltrate or working with a president ial campaign, what did you want us to do, just wait until the elect and do nothing. This is how we would investigate this with any other person if it wasnt a president ial campaign but the president and his allies are seizing on this to say spying is in appropriate and lets investigate the investigators. And they are using loaded words like spying and saying it is bigger than watergate but the reverse, is this bigger than water . Ill tell what you is bigger than watergate is the corruption that were seeing evidenced in the Mueller Report and the degree to which the russians were interfering with our system and the degree to which perfect president tried to obstruct t the the investigation to uncover that. The fbi was taking a predicated counterintelligence case and choosing the most discrete way to flesh it out. Look at the other options they could have done if they were truly part of a deep state and wanted to take down this candidate. They could have held a press conference and said we have Grave Allegations against this campaign and russian collusion and they could have gone to congress and briefed them and run the risks that would all leak out. And again destroy the election for the candidate. Instead, they took a very quiet, discrete investigative technique in undercover investigators to see what was there. And that is the right thing to do. And in the meantime the president is talking about spying overall for this investigation. But he targeted jim comey specifically. Here is a listen. I would say he probably led some kind of an effort the words spying has been used and he was probably one of the people leading the effort on spying. That is a very serious charge to make. I know. And well find out if it is true and it could very well be true and well find out very soon. How serious is it to claim that the former fbi director was leading an effort to spy on a campaign, matt . Well, i mean, it is a significant allegation but it is not proven in any kind of respect yet. The firing of james comey caused President Trump a lot of probation. That is really the spark that led to the appointment of Robert Mueller and led to all of this. That is maybe the worst political decision that hes made so you could see he had this animosity toward james comey and that is why he fired him and that has only heightened the animosity so that is a serious allegation and the Inspector General is looking into the allegations and it doesnt strike me that that has bourne out but well see. And frank, do you get a sense that the doj right now is investigating james comey as a result of all of this . I think the Inspector General is certainly charged with investigating whether the case that turned into the special counsel was properly predicated and all of the investigative techniques were within the guidelines of doj and the fbi. I think that is happening. I think it is healthy that that should happen. The problem is once you make that hellacious allegation of socalled spying the toothpaste is out of the tube and you cant put it back in the tube and even if the i. G. Said everything was by the book, there will be a percentage of the American Public who think that somebody spied and that is the problem. That is a big problem indeed. Access to that data is tightly controlled and it has a zerotolerance policy for abuse. It said the echo does not record or send any audio or data to the cloud unless you specifically wake it up by speaking your chosen wake word. Though amazon said the device can be activated by accident and record your conversations without you knowing it. For some customers that is a dealbreaker. But we begin with the president s relationship with Vladimir Putin. Which appears to be thriving. This even after the release of the Mueller Report. Trump is sending out new tweets today lauding the conversation as moscows stateowned media is celebrating the moment by circulating a photo of putin on that very phone call right there. The president said they discussed what he calls the russian hoax. Even after the Mueller Report revealed that the Trump Campaign had expected it would benefit from russias sweeping and smm attic effort systematic effort to effect the election. He smiled and said something about it started off as a mountain but ended up being a mouse but you knew that because there was no collusion. Did you tell him not to meddle in the next election . Excuse me. Im talking im answering this question. You are very rude. Did you ask him not to meddle in the next election. We didnt discuss that. What do we make of this phone call between trump and putin. And joining me greg brower from Congressional Affairs and eugene scott and a. B. Stoddard from real clear politics. Greg i want to start with you. What is your reaction to this phone call and the president s read out of it . Good afternoon, kendis. It would appear that the conversation, it was missing the things that should be in such a conversation and included things that probably should not be. Look, International Diplomacy is a very highstakes game that needs to be executed by the president in a very strategic way. In a way that brings together all of his relevant advisers from the department of defense, state, fbi, et cetera and it needs to be a well thought out strategic effort. It doesnt seem as though that is the way this president does International Diplomacy. It is off the cut and specifically to not bring up this ongoing effort by the russians, an effort we know is ongoing and we heard the fbi director confirm this just last week. Is obviously missing an opportunity in my opinion. And let me pick up on that. With a. B. , because you had the fbi director as you mentioned there, greg, christopher wray, who had said that russia is still continuing to meddle in our elections. Here is a listen. Our adversaries are going to keep adapting and upping our game so were very much viewing 2018 as just kind of a dress rehearsal for the big show for 2020. And before director wray thats mo made those comments a. B. , you said that trump and republicans wont act on political interference warnings and what sort of political implications are facing if they dont act. I think the republicans in congress have taken their signal from the president who dismiss this is entirely and was never going to bring it up with president putin on the phone yesterday. We saw him in helsinki say dismissively, russians didnt do it and putin told me strongly and so i have no reason not to believe him and he threw his Intelligence Community under the bus and the finding of Robert Mueller that russia engaged in a sweeping and, quote, systemic effort to infear in our elections and is and is dismissed by the president and dont want to front him on any issue except for nominees for the federal reserve. So what you are seeing is with the exception and as i wrote in my column of senator marco rubio of florida they toss this off as the onus of the social media platform, something the voters dont care about. Something that didnt affect the outcome any way. But we know from director wrays comments and from the leak from Kirstjen Nielsen or those around her to the New York Times that she tried to launch a whole of government effort and was rebuffed. It is a topic the president doesnt want to be told about. Said chief of staff Mick Mulvaney this is not taken seriously and we have no defenses Going Forward in preparation for 2020. When we know as wray said russians have been perfecting active measures through 17 and 18 and 2019 in preparation for next year. And eugene, picking up on what a. B. Talked about, hell sinky and people believe that trump through the intelligence agencies and his directors under the bus, do you get the sense that did he that yet again yesterday . Indeed. If that is what happened, that would be business as usual in this administration. What is most concerning to people that ive spoken with is is the fact that the phone call had to happen at all and it wasnt necessary and the optics of it happening so close to the barr testimony makes it more that russia and the Trump Campaign perhaps did some things that were trouble some as quite frankly described by the Mueller Report. And so this doesnt give the impression from the white house that the president is taking a firm stance against putin and his government which his own Intelligence Community has repeatedly said has our least best interest in mind in elections moving forward. And in the meantime, you have a lot of democrats, a lot of people who are upset with that hourlong phone call with putin. Here is one congressman jimmy raskins reaction. It is absolutely scandalous that the president could be speaking to Vladimir Putin yesterday and then to refer to the russian hoax. It was clear that there was not sufficient evidence to charge his campaign with criminal conspiracy but on page two of the report special counsel mueller said that there was sweeping and systematic evidence of the Russian Campaign against our election, interference with the dnc and the dccc and with Hillary Clintons came and to me it is scandalous and sker lus that donald trump would refer to it as a hoax. There are democrats upset by all of this, but what could Congress Actually do to get the president to take a harder line with russia . Well it is tough because the house is only the democrats are only in control of the house. They can pass Election Protection bills all they want but they are not going to get through the senate. As i mentioned before senator rubio is a cosponsor with senator Chris Van Hollen calling the deter act introduced last congress and the leader did not put it on the floor on the senate side. It is introduced again by senator Mitch Mcconnell the leader will not put it on the floor so the democrats could talk about this in interviews, they could talk about it at home but there is not going to be a bipartisan effort past the congress and sign into law by President Trump before next years election. And greg, how alarming is it to hear the president of the United States days after a report into russian meddling as is confirmed talk to the russian president and calling this a russian hoax. Well, it is disturbing to be candid. And what is puzzling about this is that repeatedly the president s own appointees, including the deposit attorney general rod rosenstein, the fbi director chris wray have said on the record under oath in front of congress that they do not believe that the Mueller Investigation is was a witch hunt or a hoax and certainly the russian threat is not a hoax and even bill barr during his confirmation hearing said clearly that he doesnt believe that Robert Mueller would be involved in such a witch hunt. So it is puzzling to say the least to hear the president continue to describe it in that way. Let me add one thing, though, that i think is important. We should all rest assured that despite the president s seeming nonchallance about the russian threat, the countrys intelligence agencies, cia, nsa and fbi and others are working this threat 24 7 every day. This is a very serious matter. In fact the fbi just shifted a whole bunch of resources to the Counterintelligence Division to meet that and other threats and so the agencies, despite what might be coming out of the white house, the relevant agencies are working this threat. Greg, eugene and a. B. Stoddard, thank you. Happening right now, quite a scene in northeast, florida, near jacksonville on the river there. A boeing 737 800 is still in the water this afternoon. Federal investigators are getting the first look at the plane and plan to give an update at the top of the hour and well bring it to you live but in the meantime kathy park is following the developments and is joining us now. What are you hearing . Reporter ntsb investigators are on the ground and in fact the agency tweeted out a photo of one of the investigators holding the all important flight data recorder. So hopefully this will contain some information and we will know exactly what went wrong. But just to recap here, the boeing 737 was coming into Naval Air Station jacksonville from Guantanamo Bay just before 10 00 last night and an aviation source said there was bad weather in the area when the plane was coming in and then eventually skidded off the runway and into the water shallow water. Were also told that the water, in fact, didnt get into the main cabin of the plane. But all 143 people on board the aircraft, they were all brought to shore which is pretty remarkable. There was also mention that there were minor injuries, 21 people who were transported to the hospital. But during a press conference last night officials mentioned there there werent even any broking bones. So boeing issued a statement working with the ntsb offering Technical Assistance and as you mentioned, the ntsb will hold a press conference a little later on this afternoon. So hopefully well get some more answers. But we do know according to the local affiliate there in jacksonville, they had mentioned that any fuel that may have spilled out of the plane has now been fully contained. It is still unclear whether the pets and cargo which were still on the plane have been retreated but we are following that closely and also monitoring any situation that is happening over there in jacksonville. But, yeah, these are some pictures recent images of the plane still in the water, and it is still unclear when this aircraft will be out. But well be monitoring this and bring you any updates. And we should point that this was a 737 800, the older verse of the 737 max which is the one that is grounded across the world right now. Well still ahead, a bump in the polls for Elizabeth Warren. Well go live to iowa next to see what voters on the ground are saying. Its all about iowa. Multiple candidates are saturating the state today working to win over voters in the hawkeye state. Where Leeann Caldwell joins us. And she is in mason city with senator Elizabeth Warren. I understand her day started with a bit of a disturbance there . Reporter there was. Were in mason city and shes inside right behind us at this brewery, doing her traditional stump speech and started to ask questions and there were protesters who stood up from iowa and they are upset about a piece of legislation that Elizabeth Warren cosponsored that they said subsidized big dairy and they want small or plantbased dairy farms to have more access to the market and they are surprised at the fact that Elizabeth Warren, a very progressive candidate, would sign on to such a bill. Elizabeth warren never addressed their concerns. But it was an interruption for about five minutes and then she went on into her program. So a little bit of excitement, kendis, in mason city today. But shes experiencing a bump in the polls recently. Can you feel the shift in the crowds out there . Reporter she is experiencing that bump and i am seeing the difference as well. I covered Elizabeth Warren about a month ago in iowa. Voters here were candidate shopping and just to see what she had to say. But now that im here for the two days, there is a lot of people in the audience who are really on Elizabeth Warrens side and they say that shes one of the top candidates. We talk to one voter, her name was pat and this is how she put it. I think shes very good at not only pinpointing what our problems are and our country, but also shes telling us how shes going to solve it. And that i like. And the plan, she referenced Elizabeth Warrens plans that she puts out and that is something that voters are talking about. Shes become known as the candidate, the queen of policy who puts out plan after plan. And that is really resonating with a lot of voters here. Im seeing an uptick in crowds and an uptick in enthusiasm in the crowds and that is definitely the trajectory that Elizabeth Warren and her Campaign Want at this stage. They hope that that keeps increasing because iowa is a critical state in her path to the nomination, kendis. Good for her. Having the uptick in crowds this far out from the caucus there in iowa. I want to bring in Michael Steel and former spokesperson for House Speaker john boehner and Stephanie Brown james a naacp field director and from the africanamerican vote for the obama 2012 campaign. Welcome to all of you. So lets talk about the polls. Because the latest quinnipiac poll does show warren in second among democrats at 12 right there. Ahead of Bernie Sanders, just behind joe biden. That is an 8 jump from the month before. Michael, what is driving this momentum. I think Elizabeth Warren is better than any democratic candidate in this race. And in combining her biography and her plans for future that creates a compelling narrative. That is something were not seeing in the degree of detail or enthusiasm from the other candidates and it is getting her positive attention doing these strong policy rollouts every couple of days or weeks with plans that are really politically appealing to the democratic base. What is her campaign doing to try to capitalize on this bump. Shes exactly where she wants to be right now. Which is in the bogs that she continues to grow. This is a tortoise and the Hare Campaign and so what they have done very well is to make sure they focus on organizing on the ground. So you could have many candidates c candidates candidates come in and out of iowa but shes set up a core team in place in iowa so when the other candidates are gone, her campaign is still in place and shes done that in iowa and massachusetts and in early primary states and knows that establishing a strong ground game is going to help her maintain a strong position in this race. The president doesnt appear to feel as if hes that threatened by warren. Take a look at what he to say. Can you imagine sleepy joe, crazy bernie, you look at candidates and i think pocahontas. Shes finished. Shes out. The president dismissing Elizabeth Warren. But take it is interesting when you take a look at the new cnn poll. You have beto orourke and biden and sanders and harris and buttigieg all beating trump but Elizabeth Warren is the only one on that list that is not, stephanie. Well there is also a recent Quinnipiac University poll that showed that democrats actually dont think that Elizabeth Warren is the best candidate at this point to beat trump. They only polled her at 3 and joe biden is polled at 56 likelihood to beat trump. And so that is a concerning number for Elizabeth Warren. As much as people love her policy prescriptions, people want a candidate that will beat President Trump and so they has to convince democratic voters and democraticleaning voters she could stand toe to toe on a debate stage with President Trump and be able to beat him at his own game. And michael, that is the number one issue for many democratic voters out there. Who can beat trump. Elizabeth warren has two problems and one is a 70 somethingyearold white man from brooklyn and one is a 70yearold Something White man from queens. I dont see how two of them get out of the primary so shell have to start chip ago way at Bernie Sanders support and beat bernie to be a serious contender and then there is a real sense if shes up against donald trump, shes bringing a scalpel and he brings a broad sword. The detailed policy proposals dont mean much in the face of the president and he certainly proved that dispatching more policyheavy opponents like jeb bush in the primary and Hillary Clinton in the gem election last time. And tiffany, in the meantime, is warren a factor when it comes to the black vote . Absolutely. Just last week she went to the shethepeople event for women of color and been able to speak to issues that black and brown women especially care about. Shes talked about Maternal Mortality which is in a crisis situation now in the black community. And so she has been able to directly connect to black voters. Now she did miss going to the africanamerican mayors conference which was a notable absence of hers but shes making sure to talk specifically to voters to base voters because she knows they are crucial and critical when it comes to turning out the vote in 2020. That indeed. Just want to pop up the shot of these guys and get their facial reaction to bill de blasio running for president. [ laughter ] stop, guys. All right. Could be possible. He could win. A new weapons test conducted out of north korea this morning could be a sign of rising tensions on the peninsula. U. S. Allies in south korea say several projectiles were fired into the sea and the White House Press secretary Sarah Sanders said in a statement that the United States was aware of north koreas actions and would continue to monitor the situation. Reporter kendis, this move by north korea raising the level of uncertainty here as talks with the u. S. Have stalled and the lines of communication with pyongyang have apparently gone silent. South korean officials confirm for nbc news that several shortrange projectiles were fired. They traveled about 120 miles. Then landed in the sea between japan and north korea. A missile test by north korea would be the first in about 500 days. They tested a tactical weapon back in april. And it was in 2017 that kim jongun announced that he was finished with missile testing for now. That he was announcing this selfimposed more torum. What could be happening is that kim is now sending a message that he has the power to lift that moratorium if he chooses in order to get a breakthrough in talks. And there is a stalemate since the collapse of the hanoi summit when President Trump walked away without a deal. Though he said at the time that kim jongun had given him a promise that there would be no more testing. President trump tweeted today saying of kim, i know that he knows that im with him and that he will not break his promise to me. Israel is threatening more airstrikes on gaza following the latest flareup and they say hamas fired more than 200 rockets into southern israel and injuring two people. A hearing three weeks ago congressman Charlie Crist the senator from florida asked barr about reports alleging the mueller team had complained that bar had not accurately summarized muellers findings. Under oath barr said he didnt know what the mueller team was referring to. But this past week in a change of tune barr acknowledged that letter from mueller to barr detailing the mischaracterization. I think that if he felt that he shouldnt go down the path of making a traditional prosecutive decision, then he shouldnt have investigated. That was the time to pull up. The letter is a bit snitty and i think it was probably written by one of his staff people. It is snitty. Joining me now Katelyn Knowles and dana milbank. Dana, let me start with you. I dont refer to any friends ive had for 30 years as saying anything to me that is snitty. What is going on here with their relationship . Well maybe you would but you might not say it in front of the in front of the state senate on National Television and might whisper it to another friend. You know, it is a little baffling and we kpnt get inside their friendship, if it is a friendship, any way we could get into george and Kellyanne Conways marriage but he told the president and the senators during his confirmation they are good friends. He reportedly told Lindsey Graham that he attended they attended each others childrens weddings and their wives were bible study together. That even characterizes as a best friend. If that is true, it is really very hard to explain what is occurring here. Because hes not just disagreeing with mueller, hes trying to eviscerate mueller, the letter sent by the white house surely barr knows about that is basically suggesting that he was behaving in an unprofessional and perhaps illegal way. So i suspect what it is is he was overstating the friendship in the first place. A washington friend. That is fairly common what you do here in washington and say, the honorable gentleman, my good friend and they were probably more like frenemies to start with. And if you want a washington friend, you have to get a dog. Dana, i should mention that you have been the opinion piece about this. You write about it and youre saying how it is so appalling, their relationship because of barr used to boast about mueller. But katelyn, let me have you pick up on this. What do you get a sense is going on behind the scenes . Barr and mueller have exchanged and letters and phone calls that seemed a little testy. Right. And i dont know that we have a good sense of what is going on behind the scenes here. All we know is how this is playing on in a public manner where mueller has we found out that mueller has told barr that he doesnt like the way that barr portrayed his report and the initial summary. Weve got the snitty comment. And now this keep going where i believe it was yesterday Lindsey Graham, the chair of the judiciary committee, invited mueller to testify about his problems with barrs summary so this could get worse before it gets any better. But what is going on behind the scenes with these two, i dont think anyone knows. To pick up on that, yes, as you mentioned Lindsey Graham is saying, mueller should just come here and testify. Do we get a sense that that has put us one step closer to this actually happening . You know, again, i dont think that we know yet. Bob mueller has been extremely disciplined about not making this any more public than it already is. The Mueller Report is a source of speculation ever since mueller was appointed as special counsel. But mueller himself has not leaked to the press, he has not made any kind of press statements, hes not appeared in the public eye whatsoever. So if he did go and testify before a senate committee, that would be a big aboutface. Although it would surely be a complete spectacle of but members of both parties just trying to get to the bottom of what happened with this investigation and what the report said and even getting more thoughts about is this was any crime committed. And it wasnt just the snitty comment. Dana, during the testimony this week barr seemed to attack muellers career as a prosecutor. Take a listen. A career prosecutor rebuking the attorney general of the United States, memorializing in writing. Right . I know of no other instance of that happening, do you . Well i dont consider bob at this stage a career prosecutor. Hes had a career at a prosecutor. Well hes a very imminent prosecutor. He was the head of the fbi for 12 years. Hes a career hes a Law Enforcement professional. Right. How does barrs characterization match up with muellers cv . Well mueller has a background and pedigree that is larger than life. First of all hes a republican which make this is whole controversy ridiculous. Platoon leader in vietnam. George w. Bushs appointee to run the fbi held over by obama. He has the superb reputation and even before President Trump was just saying a month ago he behaved in an honorable way as he conducted this and he is basically the only honorable man or woman at this point in this whole process because he has been silent. Hes just getting pummelled not just by the president and barr and the administration, republican senators are piling on, the democrats have been sort of equally hysterical in the other direction and you have barr having this you have mueller with this unbelievable discipline in not saying a thing. I have to believe at some point that the man would want to appear in public and have his say. You have to believe that at some point well hear from the mueller team somehow in some sort of reporting. In the meantime, kate lan, the testimony on wednesday, as you are watching this, what does all of this do to William Barrs legacy . That is a good question. Axios reported i think the next day that that is President Trumps dream attorney general where bill barr defended the president often in his testimony, he was tough, he kind of held his own throughout this this entire hearing. And so i think if your a conservative, if you are a diehard supporter of President Trump you love bill barr. His legacy is someone who stood up for the president against the hysterical democrats. If you are not a trump supporter or you dont like the president , i think that bill barrs legacy is tarred where he had this kind of he was an attorney general for president bush, obviously there is partisanship there already but he generally came across as a respectable figure so i think for a crowd who doesnt like President Trump, now i think barr they have different feelings about him. Dana, ill give you the last word. I had a congresswoman i was talking to last week who described the mood there in washington as war. Youve been covering d. C. For a little while. Is this the worse youve seen it . It is so hard to say because every week smeem seems like it is warfare here.
