Were going to have a lot more on those victims, their stories and the investigation in just a moment. But we are also following breaking news at the white house this afternoon where the president and Vice President are about to meet with the secretaries of hhs and Homeland Security. As they meet, nearly 5,000 unaccompanied children are at the border facility. There are questions about transparency access. To that end, a delegation from the white house and congress has just arrived at a newly reactivated migrant facility in texas. Were also getting a birds eye view of the migrant surge happening at the southern border with crossings at levels not seen in two decades as people are trying to find a better life. A lot to get to in the next hour. Joining me now from texas is nbc anchor Ayman Mohyeldin and Shannon Pettypiece. Ayman, what are they tasked with . Whats the point to this . Reporter katy, to your point about transparency, we caution that we believe that is the delegation because we dont have confirmation from anyone on the inside that that was, in fact, the delegation. It was a black bus and it was accompanied by local law enforcement, so we have reason to believe that is them, but we also know that delegation is expected today. This is a pretty remote part of texas. You dont see a lot of traffic like that, so thats why we have a certain degree of confidence that that delegation is who arrived here. But to your point, it is part of what officials and critics and activists are saying is part of an attempt to address the issue of transparency. What exactly are the capacities that are holding these Migrant Children . This is the influx care center outside of Carrizo Springs, or inside Carrizo Springs. It is run by the hhs. It is a multidepartment, multiagency effort. A lot of questions about the unaccompanied minor children that are being brought here to this country raises the question about the capacity and the logistics in taking care of them. So far we havent, as members of the press, havent been able to see those capacities independently. The government has released some of those other facilities in donna as well as el paso, but the Biden Administration wants to show what exactly is happening inside, what the capacities are and what to do about it. Theyll point to a few different things. The dynamics of the effort to try to get more care in to the children here, or the unaccompanied migrants that are here, and at the same time trying to address the broader implications of why were seeing, as you described, this influx of migrants coming across the border that we havent seen in the past two decades, katy. Shannon, lets talk about the infrastructure. They inherited a lack of infrastructure when it comes to trying to process the people who are coming across the border, and theyre obviously trying to stand that up. How quickly do they plan on having that ready to go . How quickly are they going to be able to get these children out of these facilities where theyre not supposed to be right now . Hopefully, katy, those are answers well start to be able to get from the white house or from administration officials. Were expected to hear from the president within the next hour, really for the first time addressing this issue at the border outside of questions that he has been asked in a few interviews or shouted questions by reporters here and there. When you compare this to the transparency that they have had with the coronavirus pandemic, where they have briefings three days a week open to reporters, where the numbers of vaccines are out there, you can see what states theyre going to see, how many have been administered, we dont have those types of numbers and that type of visibility. We know what their goals are on the coronavirus pandemic, on that crisis the country is facing. We dont know what their goals are, what all the numbers in realtime look like at the border. So today does sort of begin to feel like a shift where the white houses attention and focus is shifting there not only with some remarks from the president shortly out of this meeting but also this border visit ayman was talking about. Really, until now, when you talk to white house officials, it is covid, covid, covid. It is vaccine relief, and their focus has not been on this issue like it has with what were seeing today. Dasha, youve been down there for a number of days now. Youre in front of the a pvc facility. Tell me what youre learning. Reporter katy, im going to give you the answer ive given before, which is were not seeing very much, though were hearing a lot on the ground. We still arent allowed access into this facility, which you know we have been asking for. Just a couple hours ago, our team noticed some balls and hula hoops flying in the air. It seems to be the Outdoor Recreation area for the kids in this city. We got a little drone activity as well, you could see kids playing there. Lets be clear about a couple things here. Were talking about a lot of different facilities, but this is a Border Protection facility which means the kids that are housed here, they are under Border Patrol custody. And across the board, while there is a lot of debate on this issue, there is no debate that this is not a place for kids. Its certainly not a place where kids should be held for an extended period of time, and we know my colleague ayman is reporting that there are at least 800 kids that have been in Border Patrol custody for more than ten days. There is a bottleneck with serv. That is the agency that should be taking care of these children but theyre not able to keep up with the bed space, keep up with the numbers of kids coming in. And while youre hearing every couple of days a new center being opened up by hhs like the one my colleague ayman is at in Carrizo Springs there, theyre trying to open up facilities much more appropriate for children, katy. Lets talk about one of the arguments thats being made against letting these childrens families into the United States, which the republicans keep raising covid concerns. What is being done in terms of making sure that they are tested, making sure if they have covid, theyre quarantined and theyre treated. Dasha . Reporter well, here in the rio grande valley, weve been to several areas where they drop off buses of migrant families, and we watch as they get off those buses and go to a testing facility in one place in the city of mcgowan. We were in brownsville where we saw this unfold. Nonprofit volunteers help out with that, and then those migrants typically go and take shelter with one of the local nonprofits before going to find relatives across country. I talked to mayor mccowan and he said their data shows that the Positivity Rate for migrants with covid is significantly lower than the Positivity Rate for the state of texas, katy. And our colleagues julie ainsley, Jacob Soboroff just said a moment ago how the biden transition was asked numerous times by the Trump Administration to increase influx capacity at the border in anticipation of this surge, and they sat on their hands, according to biden transition officials. This is from julia, jacob and laura. When were talking about that sort of infrastructure in place, obviously, again, shannon, they inherited something. The transition can ask for things to be put in place in anticipation of them getting in charge, but they cant force the Trump Administration to do anything. Right. You know, and i will go back to even the transition. Obviously you have the department of Homeland Security and cbp which is focused on this fulltime all the time. But when ive spoken over the past two months to Senior Administration officials, to folks at the white house, the focus up until maybe a week or two ago was not just on immigration, and they would say that the focus inside the white house is really on covid when it comes to getting covid stimulus relief through congress, getting that passed, getting vaccinations out there and churning and rolling along. And thats not to say that other parts of the administration werent focused on this, but at the white house, thats what they were talking about, vaccines, covid relief. Of course, that is intertwined here to some extent. When you talk about hhs and fema and dhs, in those agencies the focus was on covid. Fema has deployed thousands of staffers around the country to deal with covid vaccinations. Same with hhs. So much of their focus has been on that. So when it comes to what was being done to prepare in anticipation of this, it sounds like some great reporting from my colleagues, and i can tell you from the white house, its just not where the focus was until a few weeks ago. Shannon pettypiece, thank you, ayman and dasha as well. There are new developments coming in every hour on the investigation of the mass shooting in boulder, colorado. New information about the suspect, also new information about the gun or guns used to massacre ten people. Nine of them shopping and working at a Grocery Store like any other monday until suddenly at 2 30 in the afternoon, it was not. The tenth person killed, among the First Responders to arrive on the scene was Boulder Police officer eric talley, a father of seven. His sister tells the washington post, i honestly know my brother. When he heard there was a shooting in a supermarket, i know his first thought was, there are kids in there. He loved kids. His family shopped at king soopers. I know eric would have wanted to save every single one of those lives. I know why he flew in there first, because he was thinking, there are families in that store. Lets get the latest from nbc news correspondent Steve Patterson who is on the ground in boulder. Steve, weve been hearing more about the victims and the lives that they lived and the people who now are missing them. What can you tell us about that, and also the status of the investigation . Well, i think, like you said, like any other monday really sums it up for so many that were in there. They were just shopping for items like any other normal day. Others were employees. Im nearby boulder now. I switched over because weve been talking to the family of rikki olds, a 25yearold, the front end store manager there was just doing her job, effervescent, charismatic, loved what she did, wanted to be a nurse, but settled to be a store manager because she loved helping people. One of her friends, carly lowe, actually worked with rikki, and shes standing right next to me. Carly, thank you for this. I have to start with the fact that you were working with rikki, you were working at that store. You were there the day of the shooting. Can you tell me what your schedule was and how close you were to that . Yeah, i was scheduled that morning from 7 00 until, i believe, noon. And its just really scary that thats a place that you work at every single day. Reporter and just by the grace of whatever, you left early and were out of there. Yeah, we didnt have orders for my department, so i went ahead and went home. Reporter tell me about rikki. How well did you know her, what kind of person was she . I actually met rikkis uncle bob first, and then small world, i found out rikki worked there. She was a bubbly personality and helped me get acquainted. She could always brighten up the room or the aisle that you were going down, very helpful. Shes always kind, you never saw her lose her temper with anybody. She just was an amazing person. We know youre close with the family, youre close with rikkis uncle. Can you shed some light on how theyre dealing and managing through this right now . I think that this is a tremendous loss for them and for all of us. I know this is a really hard time for them. Shes the light of their family, so i dont think there is a word that can kind of describe how they feel. Reporter this is your friend. How are you doing . Im doing as well as i can be. You know, those are people that shopped there every day, whether they were employees or just from the pictures, there were people there that shopped in that store all the time, and its just very scary that you go in and buy yourself lunch and thats what you walk into that day. Reporter you grew up in boulder. Yes, i did. Reporter tell me how this community can bounce back and get through a trauma like this. What kind of community is boulder . Boulder is one of the most kindhearted communities i think that there are in this world. I would argue togetherness is huge. I live nearby the fencing, the posters, the flowers. They ever all been amazing, and i think that you know, i dont know how were going to get through this or how people are going to go back into that store, but i definitely think theyll find a way to try to make it as best we can. What i want to warn you is what youre about to see is not real, its a training device. This is a photo my mom took and it was part of her back to School Training two years ago. Learning how to staunch a bullet wound. Her back to School Training when she was a teacher was learning how to staunch a bullet wound. She is a teacher, not a doctor. The reality is this is where we are, trying to teach our teachers to save lives because of gun issues in this country. Joining me now are Colorado State senator rhonda fields, and chris brown, the president of brady, one of the oldest gun violence prevention groups in country. Ladies, thank you very much. Senator, i do want to start with you. You lost one of your children to gun violence, and i know its so difficult. When you see this continuing to happen and the lack of movement on the federal side to try to protect more lives, i mean, how do you not just pull your hair out . What do you do . Excellent question. I can tell you that in the state of colorado, gun violence is very personal to us because weve seen it happen and demonstrated in our community far too often. Its personal to me, because i lost my son due to gun violence. Every time it happens, it doesnt matter if its in colorado or atlanta or wherever it is, it still brings back the pain, the sorrow that i have for missing my son, because no one should have to bury their child because someone had a gun in their hand and they decided to take someones life. Its very personal for us in colorado. So the air right now is heavy. Were feeling a lot of sorrow, were feeling a lot of grief, and were feeling a lot of pain. You know, chris, your organization has been fighting for years for years to try and do something about this problem. And its really hard to go up against an organization like the nra and the funding that they have and the influence they have over members of congress. I mean, listen, a lot of these priorities that have been polled have shown that the majority of americans want background checks, a majority of americans want there to be more common sense gun measures by a large margin, but it doesnt change because of the influence of financial groups on congress. So what does your Organization Need to be able to combat that . Well, we need support from people across the country, and thank goodness, we are getting that. We were incredibly active in 2018 and were able to deliver the nations new congress in the house of representatives, and thats why the two bills that are in the senate right now, hrh and hr1446 to address gaps in the background system are pending there. Its because we worked together, we lifted our voices, and youre right, katy, and exactly what the senator said who is just so amazing, americans are fed up, were fired up, were tired of gun violence in this country. What i would like to see is hr8 and 1446 on the senate floor for votes. Ill tell you one thing, if they cant garner the necessary support, which is 60 because of the filibuster, then we have to end the filibuster. There is a lot of people saying end the filibuster for a whole variety of issues that is in front of congress right now. Senator, lets talk about what is done locally. Because a lot of local counties, a lot of states are doing their own version of gun control. Colorado is one of those places, background checks on gun sales, new Mental Health reporting, boulder, i know, wanted to ban assault weapons and then the judge put it on hold just a couple weeks ago. Still, this is happening. And colorado is a place where its happened quite frequently. So are local rules, local laws, enough to get a handle on this . Its not enough. We really do need congress to act. You know, this is not the time for prayers and thoughts, this is a time for federal leadership. And we need congress to do their job, because i can only govern within the borders of the state of colorado. And right now we have this patchwork approach as relates to gun safety reform measures. You can go to wyoming, you can go to utah, wherever, and the laws may be different. We need to have some standards that comes from the federal government as relates to universal background checks. I mean, most people support that. And so im not quite sure whats the holdup . Its not too early to be talking about these things, and its not too late. We need congress to act now. I think the holdup is the amount of money that gets poured into congress. Chris, i asked this before but let me rephrase it. Do you need more money to be able to combat more influence against a group like the nra . The majority of americans support it. Do you just need financial help . We can use all the financial help we can get, obviously, and youre right, katy, it is very hard when you look at the history of the nra and the amount that they have contributed to political candidates over the years. Of course, its no accident given their gross malfeasance that they are already morally bankrupt but now they have filed for bankruptcy. Nevertheless, theyre still giving millions and millions of dollars away. They were the largest single contributor to donald trump and organizations like brady and our c3 and c4 work are necessary to be able to combat the lies and misinformation. The same lies and misinformation that were used 27 years ago to try to counter the passage of the brady law, 27 years ago that law went into effect, were seeing them all recycled again around hr8 and hr2426. Background checks dont work. 334 guns have been stopped by our system, but we could be even better, and thats the point. In 2017 just comparing the United States to other developed countries around the world of a large size, and the only difference between us and them, its not Mental Health, its nothing about our society. The only difference between us and them in terms of Mass Shootings is the amount of guns we have in this country. Colorado state senator rhonda fields, thank you so much for joining us. Were following more breaking news on the ongoing situation at the border this hour. As we mentioned at the top, nbc news has learned the Biden Transition Team was sounding the alarm about the influx of Migrant Children back in december, but in order to make shelter space, the Trump Administration did not take action until just days before the inauguration. That is according to two transition officials and a u. S. Official with knowledge of the discussion. One biden official tells nbc news, quote, they were sitting on their hands. Joining me now is one of the reporters on that byline, julia ainsley. Julia, with a warning, we are standing by right now for the president who has some news to deliver. I think hes coming on in just a moment, so if i do interrupt you, i apologize for that. But your reporting, what does this mean for the ability of facilities to house these migrants . Katy, in a lot of ways it explains the reason why were seeing all this overcrowding in Border Patrol stations, because we know the capacity to hold them in hhs where they are more properly cared for was very diminished due to covid. The biden transition saw the numbers start to increase and said to people in the Trump Administration, you need to go ahead and increase this capacity so that we can better prepare for the incoming, what they would imagine would be a surge of unaccompanied minors. Instead they said they sat on their hands, not even starting to do site visits or surveys just days before the inauguration. They think if they had acted earlier, we wouldnt be in as dire of a situation as were in now. Julia, we have just about 30 seconds to joe biden. Just very quickly, i know this is coming from two biden transition officials. Has the trump side of things reacted or pushed back on any of this . You know, we did speak to some people who were in those conversations as well, and they said that at the time because they were looking at having 13,000 beds, they thought they were in good shape. But, of course, those were reduced because of covid spacing, so they didnt really have that many. Julia, we have to list ton the president. Also today i said when we became a team and got elected that the Vice President is going to be the last person in the room. She didnt realize that means she gets every assignment. But the Vice President and i and all of us here have been working very hard to pass the legislation that is going to beat this virus as well as get people back to work and change their prospects. So shes traveling all over the country working that. In addition to that, there is about five other major things shes handling, but i asked the vp today, because shes the most qualified person to do it, to lead our efforts in mexico and the northern triangle and the countries that are going to need help in stemming the movement of so many folks stemming migration to our southern border. You know, back when i was Vice President , i got a similar assignment, but one of the things we did was we made sure that we got a bipartisan agreement between democrats and republicans to provide over 17 million to the countries in the northern triangle to determine the best way to keep people from coming is keep them from wanting to leave. And the reason why so many people were leaving, we learned, was that not only Gang Violence and trafficking cartels, but natural disasters, hurricanes, floods, earthquakes. So its not like someone sits around around a table somewhere in guatemala and says, i have a great idea, lets sell everything we have, give the money to a coyote, have them take us to the border of america, leave us in the desert where we dont speak the language, wont that be fun . One of the things we learned is that if you deal with the problems in country, it benefits everyone. It benefits us, it benefits the people and grows the economies there. Unfortunately, the last administration eliminated that funding and did not engage in it, did not use it, even though there was over 700 million to help get this done. Were reinstituting that program. And as i said, there are many factors as to why people leave in the first place. But this is the source of one of the reasons why weve had suc a before we took office, in the midst of the last administrations somewhat draconian policies of separating children from their parents, et cetera, what happened was that we found that there were a serious spike in the number of people heading to the southern border even in the midst of that. As al hunter can tell you, that is because there were serious natural disasters that occurred in those countries. They were coming north and we did nothing to do much about it. So this new surge were dealing with now started with the last administration, but its our responsibility to deal with it humanely and to stop whats happening. And so this increase has been consequential, but the Vice President agrees, among the other multiple things i have her leading and i appreciate it, agreed to meet our diplomatic effort and work with those nations to accept the returnees and enhance migration enforcement at their borders. At their borders. Were already talking to mexico about that, shes already done that. Were going to be dealing with a full team now that we have to be able to deal with the problem here at home, but also to deal with it now in terms of in country. I can think of nobody who is Better Qualified to do thd than a former there is a woman who ran the second largest Attorney Generals Office in america after the United States attorney general in the state of california. If and has done a great deal for human rights but fighting organized crime in the process. Its not her full capacity. The best thing we need to do is put someone where he or she speaks, they dont have to wonder, is that where the president is . She doesnt have to check with me, she knows what shes doing. Madam Vice President , thank you. I gave you a tough job. Youre smiling but there is no one better capable of trying to organize it. Thank you, mr. President , and for having the confidence in me, and there is no question that this is a challenging situation. As the president has said, there are many factors that lead people to leave these countries. While were clear people should not come to the border now, we also understand that we will enforce the law and that we also, because we can chew gum and walk at the same time, must address the root causes that cause people to make the trek, as the president has described, to come here. I look forward to engaging in diplomacy with government, with private sector, with Civil Society and the leaders of each in el salvador, guatemala and honduras to strengthen democracy and the rule of law and ensure shared prosperity in the region. We will collaborate with mexico and other countries throughout the western hemisphere, and as part of this effort, we expect that we will have collaborative relationships to collaborate with the views we share. I will also work with congress and share our perspective on the need to address root causes for the migration weve been seeing, and needless to say, the work will not be easy, but it is important work. It is work that we demand and the people of our countries, i believe, need to help stem the tide that we have seen. So thank you, mr. President , for your confidence. Thank you. Julia, this is one of the questions i had for the white house, which is a lot of policy around the border seems to be reactionary. What do you do with the people who have come here . What about the preventive policies . What is the white house doing or the administration, congress, doing to make sure people dont leave their countries, they dont have the need to leave their countries . It seems like this is an attempt to address that question. There is such a market change in tone. I was thinking back when the Trump Administration did send their secretaries and acting secretaries of Homeland Security to the region to have these discussions, but the tone was all about enforcement. It was all about keeping those immigrants from ever coming here, not about addressing the root causes of why they were leaving in the first place. As the president pointed out, its not just the false narrative thaz they get from cartels and coyotes who want them to pay the fees to go on that danger yus jr. Hes, but theres natural disasters, massive casualties, and thats something difficult to keep them from leaving their states. As you heard the reporters leaving the room, these plans are long term. In short term, they have to deal with this surge and basically whats been sometimes a record high of children and Border Protection. We know there is still 3,000 children in Border Patrol custody, and that is something very present on their hands, something they have to work on and not something the Vice President can fix through a longterm Strategy Plan in central america. No, its something that needs to be fixed now. Shannon, talking about the migrants coming across the border, part of the reason there are so many unaccompanied minors is because there has been a message that youre not going to let everyone in. So if an unaccompanied minor crosses the border, i guess they have more of a chance to staying, and youre not going to send them with their families. Has there been any discussion about allowing families to come back in so there isnt so many of these lone children making this journey by themselves . Its such a difficult paradigm this administration finds themselves in. With that exact point, katy, if people think their children can stay if they come up by themselves, wouldnt that incentivize parents to maybe send their child with a Family Member, a distant Family Member or friend rather than come up as a family unit. All of these complexities this administration is still trying to figure out, and to julias point, there is the immediate crisis happening, what do we do about them or that initial flow. I think part of it could be, you know, we have seen the phrase they used on covid relief, help is here and help is on the way. When i listen to President Biden speaking there, you can almost hear him saying to people, hold tight, help is coming. Were trying to get you some money. The Vice President , the second most powerful person in the country, she speaks for me. I am designating her in charge of this. So sort of a change in messaging about we are trying to come and help and address the root causes that are driving this migration here, so maybe if they can stick on that message, that can get back to people, too, and reassure them that the United States is coming to help them where they are, that they arent necessarily going to have to send their child up here alone as the only way, as julia was saying, for them to be able to get food and shelter for themselves. Again, i think its so important to just reframe this community with the humanity of it. Weve talked so much about policy. What would cause you to leave your home to do that, or to send your kid alone . Just imagine the hardship that you must face, the danger that you must face in order to prompt you to do that. First in court filings, federal prosecutors suggest that a prominent member of the oath keepers was in contact with different far right extremist groups, including the proud boys in the weeks leading up to the insurrection. There are new videos released by the New York Times that show what might have happened to officer brian sicknick. We warn you that the video might be disturbing. One of the suspects highlighted by the times appears to raise a pepper spray can or spray can of some sort and then sprays in the direction of officer sicknick. You could then see sicknick turning away after being hit by the spray. Joining me now is msnbc justice correspondent pete williams. Pete, do they know who did it, who sprayed him, and can they make the connection between that incident and his death . Well, two people have been charged with spraying sicknick and two other Police Officers. Theyve been charged with assaulting Police Officers and assaulting using a dangerous weapon. The Court Documents dont directly say that it was, in fact, bear spray, but prosecutors have said one of the two men bought a can of bear spray just before coming to washington and that it was stored in the oert the other mans backpack and sprayed what they said is an unknown substance.
