There are reports that they are inheriting no rollout at all. One big change already, dr. Fauci addressed the world health organization. He is also expected to be in the White House Briefing room this afternoon marking the return of information directly from the nations top scientists. As we await President Bidens remarks, and we will bring them to you once they happy, were just beginning to scratch the surface of how deep the challenge is. Carol, lets start with those checktive orders. What exactly will they be doing . Today the big focus is on coronavirus. The plth be signing a few executive orders to try to help schools and bids stay open. It has been an issue in the past nine to ten months. And invoking the defense production act as you noted to ramp up vaccine production. As you noted that the president has set this goal for 100 vaccinations in the next 100 days. And so what theyre trying to do here is show this is top priority. He will sign these ten executive orders at the white house to say that this is a new theyre turning the page and trying to start a new chapter on this. Sign this one that is a mask mandate for federal property. If youre on federal property you have to wear a mask. Well see some efforts to get people to wear a mask on places like airports and trains. Requirements for testing on international travel. So a whole host of issues and then you have executive orders that fall into different categories, which is like economic focus, saying specifically that student loan payments can be deferred. Trying to continue to moratorium and also an what are they telling you about getting these things enacted . There is people saying they are finding things worse than they thought. It is a system that just wasnt really functional. So what their hope is that there are steps that they can take early. They heard it from Biden Administration officials that things are not going to happen as quickly. There is some promises made by the administration, and theyre saying that is not the reality here, things might take a little longer. So theyre trying to set expectations for the country and theyre also saying here are all of the steps that were taking to try to get things moving as fast as we can. So they had their first press briefing yesterday and she told reporters that the pandemic is the issue that biden wakes up with every day focused on getting the pandemic under control. He goes to bed focused on getting the pandemic under control. That is quite a line from the press secretary. That this is all he is focused on right now, but given what were hearing with the plans from the last administration, and the plans from this administration, it sounds like he could be having nightmares. One year in to this pandemic as of today, and in that year 400,000 people have died. That is equivalent to oakland, california. And its not slowing down, right . 4,000 plus, right . So it is a nightmare situation, and he is trying to convey to the public that he takes is seriously at a way that the last president , of course, at times said not to. He did not say anything about the death toll as it rose and rose as rose. And i think he is trying to say i get it. There is a setting of the stage by saying oh, gosh, e inherited no plan whatsoever and were trying to make sure the expectations are low. Pulling back on some promises that we made. But youre right, it is a high priority if not the number one priority for a president coming in in the middle of such a material or deal. Youre hearing from folks on the ground that have a clear message from joe biden, what is it . Yeah, a big uphill climb ahead for this new administration. This used to be a sears auto center. Theyre going to pull through these doors here, get a shot in the arm, come out the other end, but the ceo of Sparrow Health that set this up says at this rate it will be three years before the majority of michigan is vaccinated. They say theyre not getting enough information about supply. And hospitals and health departments, they told me they did the leg work. They built out this infrastructure. I spoke to the county Health Officer here who said she cried tears of relief watching this new president talk about a plan. She has been so infuriated. The states are doing a good job. They werent ready. We are ready, we are organized. We can do this and i hope he knows, and that it just needs to start rolling out. We dont know what is going on. We just keep hearing were sending it out, and youre not administering it, but we are administering it, and where is it . Sparrow Health Systems saying they could do much more. They are all saying give us the doses and well get it done, katy . Yeah, many Health Officials are saying the same thing lately. Should we expect to even hold this Administration Accountable . They have not been changing the time line on that, but were hearing that they just got nothing out of this administration. And it makes you wonder how quickly even the most prepared administration can scale up. We saw a transition that was not a regular transition, right . They are going to share information to develop an understanding of where things are so the new president and his team coming in can have a better plan in place. The old president refused to concede defeat, and he was blocking and even after he stopped blocking the transition, he was resit tant toward doing anything to help. So the new guys coming in certainly have their work cut out for them and they have excuses if it doesnt work out, but i think it is important to hold the new team accountable if is important to point out when politicians dont meet their goals and explain why that is. It is important to remind people what has been promised and measure that against the results. Everybody, thank you very much. With me now is the former director of the cdc, dr. Tom freedman. We could be seeing them today at this executive order signing. Given all of the reporting now coming out about what this team is inheriting, what would your first move be . I have to say im so encouraged by the content of these ten borders. Theyre doing exactly what they need to do on day one. And that is just enormously encouraging. What is discouraging is that you expect them be passing the baton, but it doesnt sound like there was one to be passed. It is finger pointing instead of joining hands and working together. And some of the things that were seeing that are really encouraging is an organized structures response. A clear evidence based focus on using masks. And focus on controlling what you can control. So transportation, that is overseen by the federal government. Contesting. Looking at protective equipment. Using the defense production act. These are all things that frankly should have been done six to nine months ago. But doing them on day one, i can only say three cheers. Well have to see how it goes. It is not going to be easy. This is a very challenging pandemic. The Vaccination Campaign is the most complicated in u. S. History and the virus continues to mutate in ways that make it more dangerous. So were far from out of the woods, but at least we have taken a step in the right direction. Im just wondering where it is so complicated. Were a country of a very different size, but they have been just speeding through their vaccination process and making it look like it is not as nearly difficult or complicated as it seems to be here. There is an easier fix and a harder fix. The easier fix is that it has not been well organized. It was handled by the Prior Administration as a Logistics Program instead of a traction nation program. You need micro plans, kmooungs, detailed work. It is hard and important but only a small part of the program. Now the easy part is Getting Better organized. The harder part is that the u. S. Health care system is not well organized. We have a very week health care system. We need all government, all providers, and all of Society Working together. Its like we need the structures in place to get this done as quickly as we would have want it had to. There is reporting that fooizer will issing to sell directly to states if they get the okay from the federal government. Where do you stand on that . I hope the producing of a hunger games attitude among states is over. Lets get it and distribute it equitably. Not to the highest bidder, but these can benefit the most, save the most lives, and stop the pandemic as soon as possible. Lets talk about some inner workers of the government. Scientists were not necessarily they were not entirely in charge. How do you take the handcuffs off of them to get things working smoothly . The things we dont see. They are speaking directly to the American People on a regular basis. It was an unprecedented degree of sensorship where they werent allowed to talk about where they are going. That, i hope and i trust, will they really spent issues like a respiratory viral infection. And hearing that on a regular basis will be a big part to rebuilding trust. I keep thinking about the doctor that said early on that she was talking to her family about how they would need to stay home nap woman that was muffled and fired she wasnt fired. She has been very quietly and i know her well, i worked with her for many years. She has been developing the plans to roll out an effective vaccination program. Now with a Supportive Administration im confident that what can be dloen not be earthquake, easy, or smooth, but i think the goal of 100 until 100 days. And i look forward to passing it. I have to tell you i never expected to experience a direct assault on democracy in the United States. One of the oldest most prosperous in the world. And i thought a lot about how our republic did not arrive overnight and how it requires attention and growth to meet the needs of the population. It is going to take all of us to make sure it is strong, and that it can withstand the corruption, and that work really begins with hr 1 and everything that were able to do in the next two years for people that continue to believe this is a system that they want to participate in. Im certainly interested in the voting. I think it is a different way to go about our elections. Perhaps one that i went to minneapolis and we had it now for a little over a decade. It is a really great system that enables people to it is supposed to stop the extremes from getting elected. They are undoing the muslim ban. Here is some reporting from the washington suppose. Even if you undo the damage that the Trump Administration very creatively inflicted a youre left with a discrimination against muslims. They are going back to what it was before. Are you working on any legislation . Any proposals, in order to rectify some of the issues that we already faced as a country. With our immigration system. I agree. With the person that you just quoted. We certainly is not had a humane immigration system and we have a lot of work to do. The muslim ban was not born out of thin air. It was part of policies that were being implemented for decades. And now that we dont have them any more because of the executive order signed yesterday, we still have to pass the no ban acts so no president in the future has the ability to institute something so pateful like a muslim ban. There subpoena a lot of pieces of legislation that were looking forward to introducing again. I know the Biden Administration again has a robust immigration policy that theyre looking to introduce themselves. Well see where we can find Common Ground and where there needs to be a push for a more humane immigration system. One question on a domestic terror legislation. A lot of people in Law Enforcement want to see that happen. An officer. He say its will be very useful to stop what we saw happen on january 6th at the capitol. Being able to monoto the extreme groups. Youre not a fan of that idea, please explain why. The tools already existed for them to monitor. Tools already existed for them to protect our nations capitol. They already exist. They incited and they took part in the insurrection. And the criminalization of more people. We see what happens when we infringe on civil liberies and when we create more laws to criminalize people there usually are used to penalizing people like myself and minorities in this country. I am opposed to us creating more tools for the government to use its power. Mcconnell is trying to lock in that schumer and the democrats wont make changes to the filibuster resolution rather than in the future when it is part of a specific piece of legislation. So at this point i want to make it clear that democrats won the election in jazz, were in the ma yourty and he doesnt have any position to try to force us to give up tools like a 2,000 check to the americans out there struggling with the covid pandemic right now. A lot of folks would say yeah, its a good one. You represent more americans, but it has been hart to get them passed. Let me read you this oped arguing for getting rid of it. This is because i talk all of the time to family thats are struggling and they need that money right now. To put that in context, america makes up 4 of the worlds population. But 25 of the worlds confirmed covid19 cases and only 20 of all the covid19 deaths, we have 4 of the worlds population. The pandemic has disproportionately impacted on blacks, latinos and nativeamericans who are about four times as likely to be hospitalized. And nearly three times as more likely to die from the covid19 pandemic than white americans. Hospitals are out of beds. Businesses are closed for good. Schools are caught in between. And while the vaccine provides so much hope, the rollout has been a dismal failure thus far. So, i understand the despair and frustration of so many americans. And how theyre feeling. I understand why many governors, mayors, county officials, tribal leaders feel like theyre left on their own without a clear National Plan to get them through the crisis. Let me be very clear, things are going to continue to get worse before they get better. The memorial we held two nights ago will not be our last one, unfortunately. The death toll will likely top 500,000 next month. The cases will continue to mount. We didnt get into this mess overnight. Its going to take months for us to turn things around. But let me be equally clear. We will get through this. We will defeat this pandemic. And to a nation waiting for action, let me be clearest on this point, help is on the way. Today, today, i am unveiling a National Strategy on covid19. An executive actions to beat this pandemic. This plan reflects the ideas i set forward during the campaign. And further refined over the past three months. It consists of my transitions people, the task force, tony fauci and the team here today and other experts put this plan together. Our National Strategy is comprehensive. Its based on science, not politics. Its based on truth, not denial. And its detailed. Our plan starts with mounting an aggressive, safe and effective Vaccination Campaign. To meet our goal of administering 100 million shots until our first 100 days in office. Were on day one. And i explained last week, well move heaven and earth to get more people vaccinated for free and create more places for them to get vaccinated, to mobilize more medical teams to get shots in peoples arms, and to increase vaccine supply and get it out the door as fast as possible. Yesterday, we got started. We directed the federal Emergency Management agency, fema, to start standing up the first federally supported Community Vaccination centers with the goal of standing up 100 centers within the next month. The centers for Disease Control and prevention will launch the federal Pharmacy Program to make Vaccines Available to communities in their local pharmacies, beginning within, i think, by the 7th or 8 of february. Very early february. I will also task the department of health and Human Services to prepare and expand the pool of medical professionals who can administer the vaccine, can administer the vaccine. And ensure we have enough vaccinators, the people doing the vaccines, to meet the nations needs and quickly. In addition to this effort, our administration will be asking congress to fund for the funds to grow the Public Health workforce. We also are going to take immediate steps to partner with governors, mayors and other local officials who weve been talking to all along who are on the front lines of this fight. We directed fema to establish a Covid Response liaison for each state which means every state will have a point person at the federal level to maximize cooperation between the federal government and the states. And where it falls short to be made known immediately. This is a model we used to respond to Hurricane Sandy which i was deeply involved with. And in just a few moments, im going to sign a declaration to immediately begin reimbursing states 100 for the use of their National Guards to help covid relief efforts, something democrats and republican governors alike have called for. But the brutal truth is its going to take months before we can get the majority of americans vaccinated. So, while we increase vaccinations, were going to take steps necessary now to slow the spread of the disease as well. One of our 100day challenges is asking the American People to mask up for the first 100 days. The next 99 days. To mask to become a partisan issue unfortunately. But its a patriotic act. But for a few months to wear a mask, no vaccines, the fact is that the single best thing we can do. Theyre more important than the vaccines because they take time to work. And if we do this as americans, the experts say by wearing a mask from now until april, wed save more than 50,000 lives, going forward. 50,000 lives. Im asking every american to mask up for the next 100 days. Yesterday, i signed an executive action that requires masks and social distancing on federal property. Today, well be signing an additional executive action to extend masking requirements on interstate travel, like on trains, planes and buses. And in light of the new covid variants that were learning about, we are we are instituting now a new measure for individuals flying into the United States from other countries. In addition to wearing masks, everyone flying to the United States, from another country, will need to test before they get on that plane. Before they depart. And quarantine when they arrive in america. Our National Plan launches a fullscale wartime effort to address the supply shortages by ramping up production and protected equipment, syringes, needles, you name it.
