Beginning early next year. The admiral says they will work on other parameters first. It may vary a little state by state. Youre going to lean heavily, if you have a little run youre going to lean towards the essential workers on the front line. A busy week Left Congress set to vote on a relief package today. Well have more on that ahead. We have more on the rollout of the new moderna vaccine. Lets get right to kari sanders. And were also in memphis where the vaccine is being shipped out across the country. Well they now have the moderna vaccine. The chief pharmacy officer could not have been more thrilled to see that ups van pull up and start off loading the boxes. You can see they were very gingerly moved to a pal lette enthen taken back to where theyre being stored. There was ice packs more or less in there keeping it at a secure temperature of 20 blow elow or colder. 3500 vaccinations arriving from moderna today. 61,000 are arriving from across the state for distribution. They are thrilled, this is what she had to say. How much easier is it for you all because of this staying at 20 below as opposed to 70 blelo to get it out to rural areas. All hospitals have freezers, only Research Centers have ultra cold. Unless they have a Research Site then they dont have it, so this is the best for rural areas. So it is easier to get it out to people further away from urban and Research Centers . Absolutely. Baptist health here in south florida here giving vaccines out today. They still have the pfizer vaccine. Moderna is in the freezers, and they will work on getting that out in the cocoming day books with, but a good sign for who gets the next round right now. They are finally getting that defense, the first of two shots they need. You have been outside of that distribution center. What has that rushing at this point . A worker here told me that it was a mission of vaccines and medal supply fits, and what you have been seeing is seeing the process in full detail. We got to see step by step how they started in a freezer room, they turn those vaccinations and putting those into the boxes with the cooling bads and sending them on their what i. It was happening here and in lew louisville, kentucky. They are delivering 20 million doses of their track seen by the end of the year. By the start of the summer theyre saying there will be 200 million doses. This is an easier process for them because it doesnt require the ultra cold storage too. That means it can go to more people, more quickly, show up in places like doctors offices and critical nursing homes. Truly incredible to watch it all roll out. Thank you both. Turning now to that new cdc guidance on who should be next in line for the vaccine. The next phase of distribution is expected to target those 75 and older and front line essential workers. Joining me now is the professor of epidemiology. What is your latest take on this Advisory Group . Listen, it is really important to consider who we are going to give vaccines to next. These are hard decisions. Severe disease and death. This is going to have a maximum impact. And that is key. The front line workers are also very important. Im working on a study of Asymptomatic Health care workers and First Responders and theyre out in the community in uncontrolled settings and theyre rendering care. They need to be considered. Firefighters among these groups, and ems workers are going back to congregate living situations where theyre easily spreading the virus to each other. Grocery workers, other people, teachers, theyre all able to get our economy going again and these are Important Group thats provide maximum effect. Something getting a lot of attention this morning. Here is what a doctor, a member of the biden covid advisory board, says. I dont speak for the bidenharris transition team, these are my own opinions, but im very concerned about this. I think it respects a real challenge to us globally. And this variant compared to previous version thats we have seen could increase the transition of this virus. What are your concerns about this mutation . We know that this virus does mutate and we expect for it to mutate. And all mutations are not to be of concern. This particular mutation is important because it seems to be several mutations together and second of all it appears to be linked to increased contagiousness. So were stale waiting for more information on this particular mutation an this is why viral surveillance is critical here. We need to keep an eye on what is happening with this. If it is just contagiousness here, even if it doesnt mean more severe disease, it could impact our hospitals and having more people getting sick than overwhelming hospital settings. We need to keep an eye on this. It is very important to keep track on what is happening here in the United States and globally. Right now we dont think that there is any indication that this particular set of mutations should have an impact on vaccines, but it is reasonable to keep an eye on this. So one of the things that could be done right now is ensuring that were sequencing samples from people that have been vaccinated. This should be part of surveillance that is ongoing. They are currently very, very good at preventing disease and should cover any train that were seeing right now in is important, why it is important, and were not just looking at clinical disease, but also what is happening with this virus overtime. And a new round of covid relief could be approved tonight. All sides have finally reached a deal. There is an additional 300 a week to americans on unemployment. There is a billions of dollars in funding for vaccinations, schools, and the federal eviction moratorium. Leann as of this morning youre tweeting out that you had not seen verbage on the bill. How soon could we see it passed and on the president s desk. Just moments ago we received the text of this legislation 18 hours after a deal was done overnight. And then there was some technical delays regarding printers and other issues that delayed the release of the bill now. It was a 900 covid relief bill and the government funding bill for the remaining nine months of the fiscal year nap doesnt give congress a lot of time to get done before the midnight deadline tonight. Mitch mcconnell told me off of the senate floor they will go on the senate floor about this deal. Leaders in the senate, the house, and the secretary of treasury reached a major agreement that struggling americans have needed for month. Were going to pass another package to help americans through this pandemic. So the armed forces and all governments have the resources and the certainty they need. Were going to do both of these things as soon as possible. They need to do it before tonight. And there is some heartburn among these who are having to pass the second largest bill. They would have to read 600 pages almost every hour just to get through the legislation, a feat that is not possible but they will have to get it done before the end of the night. All right, on capitol hill, thank you. With a mutant strain raising alarms in the country, the steps to keep it from spreading. More than seven weeks after losing the election the Trump Campaign filed another lawsuit challenging joe bidens victory in pennsylvania. Why this one like the 30 before it is not likely to change a thing. First Vice PresidentKamala Harris visited georgia today two weeks ahead of the states special election. Can she help rally the Democratic Base . Election can she he rlpally the Democratic Base . [ engines revving ] its amazing to see them in the wild like th shhh. [ engine revs ] for those who were born to ride, theres progressive. [ engine revs ] until i found out what itust . It actually was. D me. Dust mite droppings . Ewww. Dead skin cells . Gross so now, i grab my swiffer heavy duty sweeper and dusters. Dusters extends to 6 feet to reach way up high. To grab, trap and lock away gross dust. Nice for dust on my floors, i switch to sweeper. The heavy duty cloths reach deep in grooves to grab, trap and lock dust bunnies. No matter where they hide. No more heebie jeebies. Phhhhew. Glad i stopped cleaning and started swiffering. Every minute. Understanding how to talk to your doctor about Treatment Options is key. Today, we are redefining how we do things. Managing Heart Failure starts now with understanding. Call today or go online to understandheartfailure. Com for a free Heart Failure handbook. We will have our voices heard. We will not let anyone silence us. We will speak up about what we need. We will tell you what we want, and we will make it happen through our vote. And just like you did you will do it again. That was Vice PresidentKamala Harris earlier this afternoon in georgia. The state is on track to repeat the historic turnout that we saw in the president ial race after a week of early inperson voting and four weeks of mail in ballots 1. 4 million votes have been cast. With control of the senate on the line the name of the game on both sides is momentum. From georgian organizers, that means keeping eligible people excited to vote again and to make sure the votes count. Joining me now is alicia davis. Good to see you, about 150,000 people have voted each day of early voting through far. What are you doing to encourage people to show up here a second time. Were doing everything that we can. And thank you for having me. We are opening the first day of early vote we had drummers at the polls. We had a dancing black santa. We had cars concerts. Were hitting barbershops, deejays, rallying people, dropping literature. Were on virtual events. Were going live events with celebrities. We have michigan, ohio, pennsylvania, florida, alabama, and mississippi calling and texts into georgia. We are doing everything we possibly can to get out the vote and were pausing to talk with people one on one. Those folks that just turned 18. The folks regular e stered but have not pushed to get out. Were talking with them and letting them know we can help you, show you, take you. We have rides to the polls. So whatever it is that is needed, were trying to mobilize the entire community and were encouraging over to get out and vote. People across the country were watching capitol hill last night as they negotiated this final covid relief deal. We know there was a lot of pressure on those georgia senators. My question for you is do voters in georgia have a sense of how nationally, how many eyes, how much attention, is on this race . Absolutely. Jazz has never been so with the events, with the races, people have an appreciation for the balance in the senate. Georgians are hurting from the impact of covid19, the shut down, the slowing of the economy, it is a really, really difficult time. It is unusual for us to have senate races and be voting in december and january. So people are alert and mobilized. It is also a challenging time with christmas, new years, all of the stresses that the economy brings. There is getting people excited and motivated and then there is a piece about making sure their votes count. You know better than anyone they have some of the most restrictive voting regulations in the country. They also reduty the amount of locations vagt for runoffs. What happen are some of the Biggest Challenges. Any challenge that comes up we have been able to get some polling places added back, so the main thing is that you make sure youre registered to vote. Take your government issued id, and do o not leave, we have Election Protection monitors and cler clergy. We are there, the peoples agenda. We have even cities, all across georgia. People can call if youre not able to vote, do not leave the polling place. Were there to assist. We want to make sure that very vote gets cast, and we want to make sure that every soft is cast and is sounding. Low numbers of colored voters. Thank you for your time. Joy reid will be interviewing Vice President elect Kamala Harris tonight on the reid out. Governor andrew cuomo is calling on restrictions between the United Kingdom and the United States. Governor cuomo is joining me now. Other areas have shut down, you called it reprehensible that the u. S. Has not done the same, what do you believe needs to be done . Good to be with you. This is the spring redone, right . We have been watching the covid virus for a dangerous mutation. It does mutate, but does it mutate into a new virus that is truly diabolical. Remember when we first spoke about the second wave, the second was a mutated virus, right . And that has not happened, yet. This would be a second wave. It it shut down essentially after the Prime Minister said he would not set shut down. 120 countries have banned travel from the uk. And why the United States, after what we went through, watching 120 other countries, why you would not take action and require people that fly to this country be tested first is beyond me. How many time dos you have to make the same mistake in life if is just negligence by government not to say, before someone gets on the plane and flies to the United States, they test negative for the virus. To your point there has been little federal guidance from this administration. Are you confident they are able to act now . No, im not confident. This subpoena even more complicated situation because youre between administrations. But new york is not going to wait from the federal government to protect new yorkers. We made that mistake back in the spring. I called the Airlines Flying in, and i said, you have 120 countries on the list that require testing. Please add new york to those 120 countries. And they agreed to do it. British airways has done it. Theyre testing for 120 other countries, but they will add new york. But it doesnt do new york any good unless it works for the nation, right . Otherwise you will vus have people flying to chicago or somewhere else and then fly to new york. You cant control this virus state by state. It is impossible. We are one nation. So i took action as new york, but really this nation should just say we want to join the other 120 nations that require testing. You cant fly into the United States unless you test negative for covid or this covid variant. That is just common sense. Gorvernor, i want to make sue i understand. Are you saying now that delta and vir defines agreed that that as well . Yes. British air wways agrees this morning. Delta has agreed. I have not yet come to conclusion with virgin airlines, but theyre doing it for 120 other countries. Why wouldnt they do it for the United States . Right . I am confident they will wind up, all three, doing it for the state of new york. Again unless you stop the virus everywhere you dont stop the virus anywhere. And what is frustrating to me is that we learned these lessons. We went through this in the spring. We saw how covid came and the federal government had no idea. Everything was retrospective. Covid was coming to new york back in february. Can came february, march, april. And the federal government didnt even know it, they thought it was still in china. They didnt figure it out until much later. Lets at least learn. When you have the countries banning the uk, you have the uk itself closing down, what other signal do you need . New york has one of the lowest invex rates in the United States. Were the fourth lowest state in the nation. But i cant protect new yorkers unless we protect the entire country. And this virus has been ahead of us every step of the way if is time that we get ahead of the virus. We have been worried about it well, now i mean im wondering are you concerned that the new variant of the virus could already be in new york . Yes, i am. Yes i am. They say there is no evidence that there is, but ive been dealing with all of the gloeshl Health Experts in the past year. A scientist will tell you what nay know as a fact when they know it. They wont say there is smoke. Pour water on the smoke. They wait until they see the fire. Once you see the fire its often too late. For me in a practical matter when i see smoke, i start to pour the water, and when 120 countries ban the uk when the uk cancels christmas in essence by its own Prime Minister that didnt want to do it and says this virus is deadly, it is a gross negligence for this federal government not to act. Right, governor, thank you. Coming up, the secretary of state and the attorney general said russia was behind a massive hack of our federal government. Plus, california is running out of icu beds and Health Care Workers risking their lives complained theyre not being protected. A nurse tells us what it looks like on the front lines. You sure did now in the app, get a free footlong when you buy two. Because its footlong season™ a taedy stream of late night tweets that has alarmed some of the president s top aides. President trumps prechristmas weekend was an active one. A report that first broke on the new york times, the president meet with sydney powell and considered naming her special council overseeing election fraud. All of the while what President Trump isnt doing, talking about coronavirus or publicly receiving his own vaccine shot. Joining me now is peter baker. And andrew weissman. Peter, your paper is the first to report about that friday night meeting. One of the ideas that came up was imposing marshall law. On twitter the president claiming it is fake news. How seriously are they looking at ideas like sydney powell as a special council. You know i have seen the situation where the spth so anxious to find anything to grasp on to and all 50 states certified their elections and he is spit balling in a way we have never seen the president do. Throwing ideas out there that would not normally be fair near the oval office including the idea of seizing the Voting Machines to find fraud or calling in mike flin, they want to rerun elections in twinge states. Any precedence, and he is being talked down by a handful of people and the circle of people around him who talk him out of the more foreign they are shrinking, the white house council. They are trying to keep the president from going too far. But the but i think whether or not they lead anything or not, it is a rather telling moment in the end of this particular presidency. The Trump Campaign legal team filing another lawsuit yesterday asking them to overturn election results. This morning one trump lawyer sounded very confident with this case. They didnt take that up, they found that texas did not have standing, to challenge what could happen in another state. The candidate and his campaign clearly have standing. So were over the threat hoshol over the hurdle. Andrew, how likely is it that the Supreme Court will even take this case . I dont think the Supreme Court will take it but it doesnt really matter. Even if they take it the g. O. P. Has already said it will not change the election results. When you look at what theyre actually challenging this goes straight to the capillariecapil. They are such minor issues with such few votes it would not change anything in pennsylvania and even if it changed something in pennsylvania president elect biden still would win into this is not even a hail mary buzz there is no chance of it purr vailing. And all that the president is doing by flailing about in this way is having the courts over and over and over again validate the fact that biden won the election. So it has been quite counter productive in terms of continuing this conspiracy theo theory. You judges all saying there is literally no factual basis for a claim of fraud. This latest petition to the Supreme Court is really ked dea arrival. Part of why this is all perplex Social Security there is good news in the background of the two vaccines. We saw Vice President pence getting the vaccine. Any plans for President Trump to do it and if not, why . So far the president has talked about he is immune because he had it. He says he doesnt feel the need to get it, but there is a modelling reason why. Showing that it is safe and they trust that that is what joe biden plans to do, what mike pence plans to do, what president s bush, clinton, and obama have done. They want people to feel as confident as possible. Given how supportive they have been in other Public Health measures, it could go a long way. So far he has not done that. He has something to brag about in terms of the vaccine. It was completed in record time in part with the help of the federal government. He doesnt want to talk about the virus that is also at the same time racking up record death tolls. Were now roughly around 3,000 people a day dieing and that is essentially a new 9 11 each and every day. There is a long way between now and when most americans will get this vaccine. One study shows it may save 25,000 american lives by march. And that is not something that youed hea eheard the president about. Thank you both. While the president focuses his tweets and attention on overturning the election, he is also not talking about the massive cyber attack on government agencies. His only mention a tweet contradicting his own secretary of state. Suzan suzanne, mike pompeo said it is clear that russia is behind this cyber attack. Suggesting that russia was not even behind the attack bhap is your reaction to the contradicting statements. You know secretary pompeo is not known for making cont contradictory statements from the president and attorney general barr today added his voice to those saying we have strong evidence that it was russia behind these attacks. It is very significant. He is muddings the waters with who is responsible. It really em boldingens russia to take these kinds of very provocative actions. It is a persistence failure to call out russia over the years and it has embolden them to take this kind of action. What would you be telling the biden administration, for what they need to do, as that consider their own Cyber Security plans. President elect biden started off the right way which is being very clear that we have strong evidence that the russian government is behind this. That we do view this as very provocati provocative. This is not just traditional nationstate espionage to learn plans and intentions. This is a massive reach that we are told, at the moment, appears to have affect more private sector entities. We need to make it very clear. We take this very seriously, we strew as very provocative and there will be consequences. We learn that the networks were there for nine months, does that surprise you . No, when an adversary like russia gets into your system theyre very stealthy, theyre very good at hiding their tracks, and it takes a long time to detect them in this case it looks as though it was this private security form that may have first detectedtivi this activity. Thank you. California hospitals so over whelmed by a surge in coronavirus cases is that Health Officials have to start rationing care. S have to start rationing care right now in california the crush of coronavirus patients is getting worse. That would mark an alarming new phase in this crisis. Sunday more than 16,000 people statewide were hospitalized with the virus. That number could skyrocket to 75,000 by mid midjanuary. Erin mclaughlin is in Los Angeles County where hospitals are beyond strained. Also with us a Critical Care nurse from West Hills Hospital in los angeles. Give us a sense of the scenario these hospitals are in there in california. Reporter weve been watching the crisis unfold at this hospital in burbank. We watched as two patients were brought to the emergency by ambulance and they were stopped and triaged outside because they had no hospital beds available in the hospital itself. The patients were eventually admitted but it gives you a picture of the kinds of scenes playing out across the entire state of california. 47 million californians live in areas where there is zero icu capacity left. Here in los angeles, the four busiest hospitals in l. A. County are so full, theyre preparing for whats called crisis of standard of care mode which means they would be taking resources from the sickest patients and reallocating to the patients most likely to survive. Doctors warning those hospitals could be days away from that eventuality. This is a crisis playing out all the way from San Francisco to san diego. Take a listen. As you can see right now, we have one problem, respiratory failure from covid. We have most patients on ventilators, a lot of them are being proned. You can see that behind me. It puts a lot of work on our staff. Doctor after doctor that ive spoken to has one underlying message which is, this christmas, please stay home, stay safe, and stay apart. That chart really says it all. Yolanda, take us through what youre seeing in your hospital. What are the Biggest Challenges you and your colleagues are facing right now . Right now, the Biggest Challenges thank you for asking is the amount of Covid Patients that we are getting in. The numbers that we cannot maintain. We have, i think, 80 patients with covid right now in our hospital. And were a small hospital. So were seeing that across the board and as was mentioned earlier in the report by the doctor, they all are pneumonia, respiratory failure and covid. And were seeing that across the board. We have holes in the e. D. Right now and we are and everyone is overwhelmed. Were one of the smaller hospitals in the area. Were seeing incredible numbers. I know colleagues at other hospitals are seeing numbers in the 130s, the 150s of just pure Covid Patients. Yolanda, for weeks, nurses at three Southern California hospitals were preparing to go on strike. It was called off over the weekend. What were you able to achieve in your negotiations that made the nurses call off that strike . Well, you know, the reason a that we were planning on striking, we started our negotiations in july. The employer was not coming to the table. They would end up leaving early and finally last wednesday we went through 108 hours of nonstop negotiations. Their headquarters are in tennessee and in florida and we finally brought them to the table. We wanted to see safe staffing, which we are not seeing right now. We wanted to see break in relief nurses. Im a charge nurse, i have no one to give breaks. Im the only one for 14 nurses and then safe staffing, safe staffing, meal and break, and just being able to maintain what we have. We sometimes only have one cna on the floor. These are the things that we were striking for and we were preparing to strike at 4 30 p. M. , Pacific Standard time, we were able to come to an agreement with the employer and we pulled our strike notice. We did get some assurances for safe staffing, for workload and the things that we were asked for. This was not about money. This is never about money. Any negotiation always has a financial component. But we wanted to see our patients coming first which was not happening. And our nurses being protected. And thats all we were asking for. And so fortunately we were able to stop and avert the strike. We have a minute left. I have to ask you your message to those who are still planning to gather for christmas at the end of the week. Well, if you saw what we saw on a daily basis, i can tell you how many patients i have watched die, watched die alone, watched die behind a glass door and maybe well let the patients in to say their goodbyes outside of that door. These patients are struggling to breathe. Theyre suffering. And if you are if you dont want to see your Family Member like that, if you want to spend another christmas with them next year, stay home. Dont go out. Please be careful. Wear a mask, wash your hands, keep your safe distance. Thats all were asking. Its not that if you have the opportunity to get a vaccine, please do. If you really want to care about your loved ones, then you will do everything it takes in order to protect your family. All right. Thank you. That is it for me today. And you can watch me on american voices every saturday and sunday from 6 00 to 8 00 p. M. Eastern. Ayman mohyeldin picks up our coverage next. [ thunder rumbles ] [ engine rumbling ] [ beeping ] [ engine revs ] uh, you know theres a 30minute limit, right . Tell that to the rain. [ beeping ] for those who were born to ride, theres progressive. Good afternoon, everyone. Im Ayman Mohyeldin in new york. Were expecting joe biden to receive the Covid Vaccine this hour. Hell be the highest ranking official to get the shot after Vice President mike pence, speaker of the house nancy pelosi and Senate Majority leader mitch mcconnell. Still notably absent from that list, President Trump himself. And right now hospitals across the country have two vaccines available, moderna is shipping out doses of its vaccine. The company is hoping to send 20 million doses to hospitals across the country in the coming weeks. Were going to have a check on that. But amidst all of this optimism surrounding the vaccines comes new alarm from across the ocean. More than two dozen countries have shut down all travel from the United Kingdom after a they discovered a new mutation of the covid19 virus. Scientists say it could be as much as 70 more transmissible. Here at home were also keeping an eye on capitol hill where lawmakers are on the verge of passing another round of coronavirus relief. A vote is expected this
