Gabe, youre in minnesota, there is a lot of concern about hospitals running out of beds especially in the midwest where were seeing the virus spike once again. What are are they telling you . What are they telling you they need right now . Reporter the state of minnesota just reported they broke more cases. The hospital here in mipz has a spike, we got to see, we were granted rare access. There is about 30 beds here. I asked them what their biggest concern was in the next few months. Take a listen. How worried are you about the staffing shortages . I think it is going to get worse. The higher the Community Spread the more and more everybody is affected. It used to be our exposures came from work or that was our biggest worries but now it is out in the community. Who knows who you might get it from. That is something that were hearing over and over again. Not just a concern about bed space but staffing. What that doctor told us that the Health Care Workers here are getting tisick not just at work but other parts of the community. What happens not just if they get sick, but a Family Member gets sick, and they have to quarantine, then what happens . The governor here is imposing new restrictions and trying to limit gatherings into the thanksgiving holiday. It could be worse in the coming months, katy. The problems only snowball. Down there in texas, in el pa spaso, there is talk about another stay at home order near is causing a fight. Is certainly is. There was a county judge here in el paso. He extended that order and that went into effect at 12 01 this morning if is closing nonessential businesses and right now a local Restaurant Group and the state attorney general filed a lawsuit saying he is abusing his powers and hurting local businesses economically in the process. Now we know this is going to an Appeals Court which is expected to make a full ruling tomorrow. That judge telling me that despite this legal challenge he felt that it was in the best interest of his community that he grew up in to extend this order to try to drive some of these statistics down. Take a listen to what he had to say. We need to, in every possible way, stop the mobility and the transmission of this virus. I believe that the stay at home order and the curfew has decreased the average positivity rate. With that said i decided to extend the county stay at home order until we can regain some stability in our community. Now as i mentioned the texas state attorney general joining this lawsuit against that shut down just within the past few minutes he issued a statement coming out against the current shutdown order for el paso. And he says that the brazen disregard for state law has reached new heights and it must be stopped. From District Court to the 8th court of appeals, and to the texas supreme court. So all eyes go to that potential ruling tomorrow to see if this shut down order will remain in place. That said the judge tells me he has the full support of the medical community here which absolutely has their hands more than full. We saw when the mobile morgues arrives, and by the end of the today, we expect ten of them to be in this community. You know i think we have been in the pandemic now for a little over eight months. And the images that were seeing out of American Cities from the ppe that the doctors need to wear to mobile morgue units are just still stunning. It doesnt feel like it is real. So i think for us we are first and for most focused on the science and really trying to communication th communicate to the American Public everything that they can do. Fighting in their homes and in their communities. We know our hospitals are overflowing. Were so the most that we can each do to really try to stave off this crisis is really important moving forward. That means make sure youre wearing your masks. We know that it also means limiting our social gatherings. It is tempting to want to go back to live as usual, but we all have to Work Together to try to really try to prevent this from getting out of control. What does january, february, march, and april look like . What does a Joe Biden Administration do to contain this virus. What restrictions does he impez. What does he tell governors to do to tell their constituents . I think that for us on the Advisory Board, i think the way that we will council the president elect is to follow the signs. They are very committed to really snurgeing theyre looking at what works best, i think that is going to be hard, of course, to really heed to all of these rules harder than asking to do so. I think a lot of us recognize fatigue that can set in, right . The reality is you cant let up at this point. We know we need more consistent adherence to these guidelines and make sure that everyone is Wearing Masks across the board and across the country. I cant speak to the decisions that the president elect and his team will make, but surely were fully supportive of the guidelines that we continue to put forward. You keep talking about scientific guidelines. Does that include advising governors to close down Indoor Dining . Does it include advicing govern advising governors to make masks mandatory . Does it include governors sheltering in place . I can appreciate that certainly. I know the president elect elect and their team are wanting to work closely with legislatures across the board with state and local officials especially so of course we are happy to get in front of those officials and make these recommendations and yes we know that masks work, so we do want to see the state and local officials comply with those and other guidelines and the gatherings and ensuring theyre not in crowds that is the most that i can offer, providing that information to protect the general public, certainly. How concerns are you about ppe shortages in the future . I think that is in our radar. I think the Advisory Board knows this is an issue even into this year. And it is possible that the gsa will take some of the certifications in certain states as enough to warrant ascertainment that there is a winner here and they should where they have con partments for doing business. That is a big delay. That puts the biden team behind the 8 ball no matter how much they want to get don. I think they have come to expect this. They were not expecting the trump team to be helpful and they expected that all along that they would have to do it on their own. The president is planning executive orders, appointments, and things like immigration, health care, china, school choice. It is seeming like it is a lot to do when joe biden could reverse those. Is anyone in the administration saying we should focus our energy on the pan determine take is affecting more americans an ever and causing hospitals to will over run once again . Certainly watching your previous segment the numbers are stark and frightening. They liked to tell people and you have not heard any messaging from them on this increase in spikes of the coronavirus. Vice president pence has not appeared he is the head of the stask force. We have not seen briefingings of it and the president is not focused on that. He is looking for anything to hang a hat on in these various states. And youre right i think that it is rather striking that that is not a higher priority and theyre focusing on things that will be reversed, probably, on day one. This president will sign an order freezing all pending regulations that will be implemented by the outgoing administration. There is a lot of scrutiny by the biden folks and not going through the process to embed it. I think they are just giving them a this in 70 days from now. As if there is not a crisis that were in the middle right now. We have some unfarnished advice for the president from carl rove. Is the president listening . I think we can say at this point, no. As you mentioned california for the first place to lock it down. They sent their people home very early. In some cases earlier than whole counties did. I think were looking at the comparison between a state like ours, nearly 40 million people, and other nations. Europe right now is in the middle of a second rise, about 240 days past, 240 days from the first death rate really coming on to the radar. Hours is similar. Were seeing a second rise in spite of all of the restrictions that we have seen. Like you said there, right . It doesnt get tired. It feels to me like coronavirus is like water in a ship. It wants to go into any crack. In this case were seeing complacency, were seeing the approach of the holidays. The weather is starting to change here in sunny california and all of that is a problem. If we have this problem, as you were just mentioning, chicago, other parts of the country, theyre about to see it as well. Were seeing the spike in other places. Were hearing about the new restrictions being imposed in chicago. I was trying to get answers out of president elect joe bidens own Coronavirus Team and what should happen when he takes charge. People are nervous. Are they going to be told that they need to stay home all over again like we saw in the spring . I dont think that will be the path that the Biden Transition Team takes. I think this is something that we have learned from the early part of the pandemic has a lot of ans lair damage. We see vaccinations go down, and now i think we have the ability to test better than we did before. What is spreading the disease, what isnt spreading the disease, and honing in on those activities. I think the lockdown is something that we should be fearing. I think that is option that people use and that is an option in a last case scenario. When we did it early on we had no ability to tell who was infected and who was not. Hospitals are really in a tight place in new york at that time. I dont think were quite there even if the number of cases are higher. We have more tools and more understanding and i think we can do this the correct way with testing, tracing, and isolating. Is it safe to keep shops open . To go to grocery stores, to live your life almost formally norma youre washing a mask . I think they are the great equalizer here. I do this think that we can get back to a modicum of our prior lives if people would wear the masks more diligently than theyre do. No one on an airport can get infected if everyone is wearing a mask. This is a very common sense thing that everyone can do if people who are thinking about closing down schools or whatever it might be, it is something that question do today and avoid the other discussions and horrible consequences of unchecked spread. So movie theaters have been hit hard by this. Some of the restrictions coming into play have to do with movie theaters. If you want to see a movie, you sit down, you wear a mask, can you go see a movie at capacity if everyone in the theater is wearing a mask . I probably think that would not be something that has completely zero risk. It would be reduced, but i dont think you could be that close to people for that long of a period in an indoor situation and have people lapsing with their mask. Some people transmitting surface to surface. I dont think full capacity with masks would be safe. I think if you take it down to a level where they can sit six feet apart, were in a different ball game then and that could be something that you could do safely. Fl nothing can be with zero risk. This virus is in the population, spreading widely in the community. Anything you do will have some risk. Well have to go back to what it was like in 2019 or we will face the consequences. Doctor, at the same time youre saying and many people have said, that you dont get sick on an airplane if everyone is Wearing Masks, is it not just the mask wearing but installing filters that can circulate air in and out . Is that the way that we reopen entertainment . Is that the way we get back to normal in places beyond just, you know, a regular shop. A gym, frior instance, or a mov theater. When we see airborne transmission, it is singing in a church, in an exercise facility where people are breathing very heavily. It has not been shown in other settings to be an important mode of transportation. It is duration of exposure and the intensity of the exposure. If you wear a mask and youre infected you spread less of the virus. And the people wearing the masks get infected with less. On airports people are more meticulous. Flight attendants are coming up and down the aisle to make sure people are complying. So especially not in a way that would overturn the election. So what is your opinion of what common like James Langford is trying to do right now. Will he have what he needs . I think he will and i think it is important to have someone like senator longstandie eor la Homeland Security matters and a lot of that information goes into these briefings. I think that is an important step. I think what carl rove put out is another important step. It shows that the tolerance level for what the president is trying to do is less and less every day. Both sides were getting the briefings before the election as the nominee of the Democratic Party and president of the United States. The only thing that changed is one won the election and one lost. So i think it is important and i think you will see and hear more of it. Does that translate to trump saying oh, okay. These senators that are particularly in the senate where we have the majority can move on that information and open up those doors directly with the agencies since they have oversight of those agencies. So i think that is something to pay particular attention to. And we will watch that. I guess my other question is is the Republican Party going to survive coming out of this . What version of the Republican Party will survive. You have kelly laufler and dug collins going after the georgia secretary of state, i mean it is republican on republican here who can be more protrump even when being pro trump means that you have to, i dont know, ignore the truth in front of your eyes . Yeah, it it is the madness of trumpi trumpism. At a certain point rationality sets in. You have it act as ration rational beings. You have to get the next administration the information they need. You cant declare there is fraud where there is no fraud. The realities in the case of the numbers, the math, is really setting everyones teeth on edge a bit in the party. To the broader question you asked, i dont know. I think that remains what kind of Republican Party comes out on the other side of this. Everyone is contacting like trump will up and leave. He is not. He will be part of the narrative through the 2020 cycle. He will be a former president with a twitter account that will still have a significant portion of the Republican Base following his every tweet and his every action. That will have an impact on those that want to run in 2024 and how the party emerges on the other side. Especially if he wants to run again in 2024. What might that mean for the Republican Party . Well those that want to take up that mantle. There are a lot of republicans that would not be happy about that. Christie nome is probably one of them, she is trying to get fundraising done for what could be her own campaign. Joe bidens Climate Change agenda might be the most ambitious of any president to date. What he plans to do, next. Ans t. Four years of Climate Change denial will come to an end on january 20th when president elect joe biden takes office. Hes planning a flurry of climate focussed actions on day one including rejoining the paris accord and requiring Public Companies to disclose their operational Climate Risks and Greenhouse Gas emissions. His Transition Team has a 300page blueprint on how to attack the problem. It begins with reinstating many of the climate regulations that trump rolled back. It also details how a biden presidency can avoid the pit falls that prevented president obama from accomplishing those goals. Joining me is former climate aid to problem jake levine and michael mann the author of the climate war. Michael, we had this discussion about the number one priority for getting back in the fight against Climate Change. You said step one is getting donald trump out of office. Step one seems to be down. What does joe biden need to do to make sure that we are not in a bad situation 25, 50 years from now . Thanks, katy, good to be with you. Theres reason now for cautious optimism. We have to reestablish global diplomacy. We have to once again reassert leadership in the world. We were once leaders in this issue under president obama. We need to bring the rest of the nations to the table. We have to go well beyond what we accomplished. Paris alone doesnt get us where we need to be. Establish, diplomacy, reengage our global partners, demonstrate leadership and we have to undo all the damage that was done by four years of trump. That means restoring regulations against polluters. That means once again reinforcing our existing po policies. We have to tighten regulations on carbon and methane emissions, improve fuel efficiency standards. Thats job one. Again, we have to go well beyond that. Whats exciting about project 21, this new report, it looks at this problem from an interagency standpoint. We need to tackle this problem using every avenue available to us within the executive branch. We may see at least two more years of inaction when it comes to the legislative branch. Its about executive action, taking advantage of all the departments of the administration to attack this problem in a multiprong fashion. Jake, you worked in the last administration on Climate Change, the administration before donald trump, the Obama Administration. He used a lot of executive actions to get what he wanted done to fight Climate Change. Donald trump rolled them back when he came into office. How do you get past a see sawing of democratic president goes for Climate Change, republican president denies all of it and rolls back regulations . What needs to be codified . Sure, and thanks for having me here, katy. Its great to be here to talk about the hopeful future we can have. Look, this report that you mentioned, it does a lot of really great things. Its important to take a step back and remember that this new incoming president , joe biden, as a candidate from day one has been focussed on Climate Change. The best response to your question is that what we have so badly needed and lacked in our Climate Policies is real leadership. That is something that we now have at the very top. You know, as we now see the president elect rolling out his Transition Team and naming his chief of staff, ron klain, somebody who has gotten all the approvals from the most progressive sides of the Democratic Party based on his experience in terms of not just climate, but a whole host of policies that bear on climate. You know, he the president is going to be focussed on creating an administration with climate expertise in place at every Single Agency and with the whole of government approach. What do you do so the next president doesnt roll it back, jake . Look, professor mann aptly pointed out there may be limits in terms of the legislative landscape that President Biden will be dealing with. Whats totally unique about this strategy and different than what we had in place in the Obama Administration there are going to be strong connections formed in the interagency so that every policy that gets rolled out look at infrastructure. Look at the economic stimulus that we may be at the precipice of implementing in response to the covid recession. You know, you have a chief of staff who was responsible for implementing more than 90 billion of Clean Energy Spending in the previous recession stimulus plan and now we will have a situation where the entire federal interagency is coordinated on this approach. Thats the type of strong bonds that we need to be able to withstand the swings of politics that go up and down from administration to administration. I think that, you know, one thing that will be clear is providing leadership and reinforcing what the American People have voted for. This is an incoming president who campaigned on this issue. The American People voted for that. The hope is that it will continue to be strengthened as federal policy over time and the politics will demand that we have a government jake levine, thank you.
