Will debate in miami. And be a town hall format. So the obligation is on donald trump to prove that he is not contagio contagious. Steven miller oig is just the latest to test positive and seven of the eight members of the joint chiefs are in quarantine after being exposed to the virus. Have not pence will no doubt be asked to explain why this administration could not keep its own people safe. Let alone the country. With 211,000 americans dead. Not only because he is the Vice President of the united states, but because he leads the White House Coronavirus task force. And yet back in washington where the white house is a growing hot zone, we learned that the president wants to resume working in the oval office and that safety preparations are under way even as, and it bears repeating, he has covid19 and is still contagious. Joining me know is shannon petty piece, ali vitali, and also with me elise jordan. And also dr. Peter hotez. Thank you everyone for being here. Shannon, the president wants to start working in the oval office. What sort of precautions are staffers now taking to keep themselves safe and is he being advised that that is prudent for him to do that . Well, our party indicates that there have been some additional precautions put in plarks but o place, but a colleague is looking eeover at the executive office and there are still staffers on without masks to having lynunch. And there was a memo sent campus wide widing satchers to practice the same basic social distancing Public Health measures that they have been advising since the start. That of course as we know this white house has continued to disregard. Hoe adr. Hotez, the president s doctor released another note today and saying that the president has antibodies already from this virus. Why is that causing more questions among the medical community . Well, certainly most people who get covid19 develop antibodies. Typically it develops around two weeks after infection, that is the median time when you see high levels of what is called iggm antibodies. So if he has antibodies, it could mean that he got his infection earlier than we thought. Although roughly a third of individuals can develop antib y antibodies within a week. So it is not all that instructive. Another possibility is that he received antibodies as a therapy. So you want to make sure that you are not measuring that becausele it linger in the system for a couple weeks as well. So just the statement that he has antibodies i dont find all that instructive. Shannon, did people who work at the white house feel confident in the doctors assurances of their safety given the mixed track record of being nof forth coming . Weve heard from a number of staffers who feel in the dark and on their own about this, who are essentially trying to be their own Public Health expert figuring out whether or not they would count as a closed contact. What precautions are best for a them, sort of making up their own guidelines on the fly as they ggo. The president s doctor i think as this goes for all president s and all president ial fishing p first bound by confidential and hipaa and privacy laws and the president has the right to privacy like all americans to some extent. However, the president also outranks the president s physician. The president s physician is a member of the military, the president is the commander in chief. So there is also that level of outranking him which is something that people who worked in this white house and other white houses understand. So that has led to this continued sense within the white house of anxiety about what best practices they should be following for their own safety and frankly many people are working from home at this point either because they were in close contact to of more than dozen staffers infected or because they just find that best and they see no reason to go into the office because so many are at home already. Who do you go into the office to have meetings with at this point. And we keep showing that video of the president saluting marine one. And every time i look at it, im struck at how the president seems to be gasping for blreath and struggling as he is standing there. Ali vitali, there is a debate tonight good pbetween mike penc kac d Kamala Harris. I know that his team says that he should be safe, but Kamala Harris says that i want plexiglass. And there will be plex city glass on the stage tonight. Tell me about how the president s response and the Vice President s responsibilitys on the stage tonight. Tell me about how the president s response and the Vice President s responsibility as plead leader of the task force will play into tonights debate. And you will see those visual reminders because there are things like plexiglass on the stage, they will be seated 12 feet apart, there will not be many members in there of the audience. And if they are in there, they will be Wearing Masks. So all of those optical he reminders that were still amid a pandemic. But a senior harris aide put a frame on this, which is that as much as Kamala Harris is on the stage debating mike pence tonight, this is a debate that will consist of prosecuting the case for them against the mishandling of the pandemic by the Trump Administration at large. Mike pence and the reminder of the week has been this from harris aides that he is the head of the Coronavirus Task force and so this is basically an application of the pitch that harris and biden both have been making on the campaign trail now putting it on a debate stage. And really both have the job as running mates of defending the top of the ticket. But donald trump has made that job much harder in recent days. You talk about the images of trump on the white house balcony, the way that hes talked about the coronavirus and advised people to not let it dominate their lives, pulling out and opting back into the relief talk, all of those things make it harder to mch mike pence to play defense. And allel of thisz thinof these it harder for him. And i want to get to the safety of the debate stage. But lets stay on politics. When you look at the polling, the president is facing right now, he has a deficit among seniors which is a surprise for a republican, usually republicans dominate that voting bloc. Also a dig defi big differenc d Anthony Weiner deficit among Anthony Weiner. If you are mike pence, you need to come out strong and try to defend the president s response to the coronavirus pandemic. And the administrations overall response, which as you pointed out, he has been ostensibly the head of the White House Coronavirus task force, although it is debatable moisture real power he has had since Jared Kushner inserted himself also into that process. Now, this is an incredibly difficult task for mike pence because a week and a half ago the Trump Campaign thought that they had finally achieved a pivot away from coronavirus with the nomination of judge Amy Coney Barrett to the supreme court. Instead they hosted a super spreader event, launching her nomination into the conversation and bringing it back yet again to the administrations response to coronavirus and how donald trump is such an inept manager that he cannot control a spread within his own complex of office buildings, the white house. So tonight, i dont envy the position that mike pence is in, although he is a information hidable debater. This is not a coms problem, this is a policy problem with the administration that is completely bun gemmed a attend that has left over 200,000 americans dead. And we just got new numbers there quinnipiac, some polling from a few states. In florida, likely voters, biden over trump, 51 to 40 . And in pennsylvania, likely voters support biden over trump 54 ps 54 to 41 . And in ii iowa, 50 to 45 . And these number, how do you look if you are the trump team, what do you do with this . I never would have thought that we would have seen these names especially in iowa. A five point lead. You look at florida, it is just game over if jbl woe biden wins there for the Trump Campaign. And this is a poll that was taken after the debate. I think that we cannot oversttet how orable of a performance that was with donald trump with seniors who are turning away from him in record numbers. And women were particularly disgusted, even women who supported trump that ive heard from, they were particularly disgusted by his debate performance against joe biden last week. In iowa as well, it shows joni ernst losing to her competitor 50 to 45 . And this is also after the president s dying kn es diagno covid19. And so dr. Hotez, on the Vice President shadebate, would you l safe of course in that hall with mike pence . No, i think it is a mistake to hold the debate. I think the plexiglass gives a false sense of security, this is a highly transmissible virus, and we have to assume that there is a number of covid infected individuals in there. It is not worth the risk. If you want to hold the debate, you can do it virtually. No reason to be holding it tonight. At least from a medical standpoint. So i think that is a mistake. And i was surprised that toes plexiglass dividers were as small as they were when i heard it, i imagined that they would be larger, number one, but also maybe potentially cover the overhead part. No doctor, but it seems like that might be safer. In terms of the next debates, there is one coming up next week between the president and joe biden. Is therehere is scenario where safe for joe biden to be in a debate with the president . If i were advising the biden team, i would advise them not to debate the president in person. Again, this white house has expressed no real interest in trying to control covid19 within the white house, there is not a culture of masks. Were seeing widespread transmission. I think as many people as possible should be working virtually right now, certainly within the main building, maybe some of the executive office buildings. But there is so much virus transmission going on throughout the white house. They have to do a reset, they have to send people home, work virtually as much as possible unless it becomes a security risk. And in the meantime let the president finish all of his treatments at least ten days following his initial symptoms. I would not recommend any inperson debate. It is just not safe. And certainly not safe for the Vice President. The Vice President put himself at a lot of risk just by that last debate. Is the president out of the wood woods . Were still learning about the virus. We dont know. We know that there is quite a bit of rebound from this virus infection because there is two phases which is the initial invasion, and then the vigorous post einflammatory response and then the long haulhaul. So it can produce effects per month. And so we also dont know if the antibody that he got which potentially reduced the amount of virus that he had in his system helped and therefore reduced the likelihood that he would have the long term effects. But it hasnt been studied enough to really know. That is one of the things that the two big manufacturers of the mo mo monoclonan ant monoclonal antibodies are looking at. And tonight the debate will be required that everybody there other than the people debating and the moderator wear a mask and if they do not, they will be escorted from the debate hall. Thank you all very much. Cases of coronavirus are surging in wisconsin and it seems like people dont care. And Vice President ial debates dont normally have much of an impact on the end results, this time though Younger Voters say that it matters to them. But first up, confusion and anger on capitol hill, and much of the country after President Trump abruptly ended covid relief talks and tried to revive them hours later. Remember, there are millions of people currently out of work and permanently out of work and the president is trying to push a piece meal approach. Who is on board with that . Ard w . Muscle pain. Give up, the couch is calling. I say, its me, the couch, im calling. Pain says you cant. Advil says you can. Tech every customer has their own safelite story. This couple was on a camping trip. When their windshield got a chip. They drove to safelite for a sameday repair. And with their insurance, it was no cost to them. Woman really . Tech thats service you can trust. Singers safelite repair, safelite replace. Stop your cough from interrupting, with dq cough and congestion. Its max strength formula coats your throat and provides powerful relief. New dayquil cough and congestion. The maxcoat daytime power through your cough medicine. After he brought talks on relief to a halt, the president is trying to vee verse course. Today he is advocating for an a la carte option including a standalone agreement for tweflt 00 stimulus checks. Democrats still want a comprehensive bill which they argue will reach more americans. But mark meadows says that it is not going to happen. Im not optimistic for a comprehensive deal. I am opt mits taimistic that we things on a piece meal basis sflp and sflp. And we learned that nancy pelosi and Steve Mnuchin spoke bine phone and mnuchin reportedly required about a standalone relief will and the speaker says that the republicans blocked that proposal on friday. And jake sherman is joining me now. And the president s back and forth make less sense and tell me how this is being received on capitol hill and what is the likelihood that millions get the relief they need before election day . It is like walking in to a credit square and speaking into a native tongue from a far away land. It doesnt make any sense. The president is advocating for something that nancy pelosi has pai been rejected for 12 to 14 weeks. Mark meadows knows this because he has been advocating it for 12 to 4 weeks. From Nancy Pelosis point of view, why would she do the 1200ed stimulus when she believes that states and localities need 400 billion. So why as seed to what the president wants while note g getting what she believes is urgently necessary . Other areas of funding . I understand what the president is trying to do. He took the blame yesterday just like he did during the shutdown in late 2018, and then he 1 now trying to shift the blame to nancy pelosi. And say that nancy pelosi wont pass a 1200 check for the American People. Whereas in reality, no one thought that was a possibility. I will say that it is possible that congress could pass some sort of Airline Relief bill in the next couple weeks or months or whatever. That is something that nancy pelosi has signalled her willingness to pushing through without any other options. But otherwise the president , it is amazing to me because how many times have way been wondering about the president s legislative strategy. We are in october of 2020 and he still does not have the even germs or seeds of a legislative strategy. It is astounding. It is create chaos and then try to cure the dchaos. And well put up on the screen the impact of a lack of covid relief talks, what it has for americans. The impacts are felt well over the country. I had a debate about this with my his last nighusband last nig. Why does the president think that this benefits him when he is underwater on all of the polling . Do republicans feel like this sort of talk helps their reelection bids, is Martha Mcsally and joni ernst happy about this, is Lindsey Graham happy about this . We saw Susan Collins is not hope about this because she said that the negotiations should continue, it is unacceptable. I cant speak to the other ones because we havent heard from them. Id say any american president that we can think of would be salivating over a trillion dollars of stimulus in the runup to the election. Political wisdom should dick indica dictate that you take whatever you can get. Frts if the president were for use the power that he has and the sway he has over the Republican Party and push that bill through, it could get through. He has not done that and he has ch chosen not because he doesnt think that it would get the republican votes. But if the president put elbow grease into this, he could get it through. And having covers the obama vaik administration, if he had this opportuni opportunity he would jump at it. And lets make the point also that the republican tax bill that arent and the president patsed earlier 00 added a lot to the national debt. So the debt argument is sort of no nonsensical. And the chair of Federal Reserve Jerome Powell said that it would be tragic if congress didnt act and that there is very little risk of overdoing it, that the American People main street needs this relief, this pandemic is into the going away until we have a vaccine and the likelihood of majority of americans getting that vaccine according to the officials is not until middle part of next year. Spring at the earlier. Jake sherman, thank you very much for joining us today. Sorry we missed your rant about wall street, but i saw it on twitter with stephanie ruhle. Ill call you later and give you a private performance. Good. And after weeks of declares, the white house apapproaprufred the standards, supposed to restore the Publics Trust but the president calls it a political hit job. But more broadly, you because of the president s illness and the outbreak under his administrations own roof. Mike pence is the leader of the White House Task force. And joining me now, Chris Jansing and also steve kornacki. Steve, we have a host of new polling out today and you are focusing on three states. Tell me where the numbers have us at this moment. Lets take a brand new polls. This one out of pennsylvania, this is a quinnipiac poll, they have biden ahead of trump by 3 points in pennsylvania. The widest margin weve seechb. A monmouth bomb alpoll also had digits. If you average everything together out there in pennsylvania, not quite this high, but it is getting close to ten points. High Single Digits. And remember, state donald trump won in 2016. Critical to him in 2020. The numbers coming out of there have been rough for him. And wisconsin, brand new poll this afternoon from marquette law, a little bit of a different story, still a biden lead, but you dont have a runaway double digit biden lead like pennsylvania, but again, a narrow Trump Victory in 2016. And michigan, again, this one is actually from yesterday, bullpen you have biden ahead by high Single Digits in michigan. Pennsylvania, michigan, wisconsin all three have been democratic for three decades, all three flipped to trump in 2016. And all three of them by less than a point. The simplest path to the white house for joe biden is a win over michigan, win over pennsylvania, win over wisconsin. If nothing either changes, he gets to 270. And i want to ask you about down ballot races in a secretary. Lets go to Chris Jansing. This Vice President ial debate could be different. The first debate Many Americans turned off from because they thought that was gross all the interrupting pnd and tand the n debates are up in the air. What are you hearing about tonight . Im not sure that weve seen anything like this before, not only are undecided voters telling me that tonights debate matter, they are saying that it could be decisive. As ive been talking to undecided voters you can o, i e about the president ial candidates health and age. And so i sat down with a mom and we started with a question about how much do you know about Kamala Harris and mike pence. I dont know a whole lot. Ive seen them around, but i havent looked into a lot of what their political standpoints are. So this is pretty big for you. Establishing a baseline. Uhhuh. Only thing i heard for theiris are and petheir harris and pentsz oce and ais t but i dont pay too much. And they could get population from one side to vote for one or the other. So could you pick a president ial today based on their Vice President ial candidate . Most likely. Do you feel confidence that people your age are going to vote . No. Why . First time voting it was four years ago and i didnt feel like voting. It is hard to pick one that im passionate enough about to vote for them. And that is why i think that the vp debate might have the potential 20 chanto change mind. So i think now they will either not vote or are undecided. So they are looking for seriousness. They are among the people completely turned off by the president ial debate, thdont kn if they will watch another one. And they want to hear what them do to recover from the pandemic. And so we learned that joe biden and Kamala Harris will be coming here to arizona tomorrow. Shows you once again that that is a Battle Ground state. And on down ballot braceraces, was a report that put South Carolina as a toss up between lichblg a Lindsey Graham and jachl Amie Harrison oig. And i was speaking to a long time member of the gop there. And i asked about jamie har ris son o oig. And they said there is no way that requi h harrison could pull it off. Yeah, these are all the different Battleground Senate races. And in red, these are the incumbe incumbents. And one endangered democratic incumbent, doug jones. But Lindsey Graham on average he leads in the polls right now by 0. 6 of a point. Democrats are looking good here or have a shot to knock off republican incumbents. But right here, the democrats pickup takeover odds increase greatly. And if President Trump wins the state as he is still expected to do, if he wins the state, is South Carolina actually going to elect a senator from the other party . We cant sdidnt see any states6 that does that. In a president ial election, how polarized everything is, could you see that happening in South Carolina. That might be what harrison has to pull off. And are they going to split the ticket. Steve, thanks so much. And Chris Jansing, thank you as well. And still ahead, it does not matter how young they are, we need to take them away. Wisconsin recording an average of more 2,000 new cases every single day. Governor tony evers has ib of ordered indoor are public gathering tos limited. There will be big changes for fwars and restaurants as well. And this as doctors in green bay raise red flags about what they are seeing. Where we are here, there is in trend and so that is concerning to me that it is so widespread that it is not like there is a hot spot anywhere, it is everywhere. Everybody is tired. The patients are tired, the society is tired, the doctors are tired, nurses are tired, were all tired of this, nob wants to keep doing it, but were not done yet. The ship is sinking. And joining me now is gabe guttierez. And there are concern that people arent taking this seriously. What are you seeing out there . Reporter doctors and nurses say that it is an increasingly dire situation. A few moments ago, wisconsins governor announced that previously constructed Field Hospital would be activated and that is because there is a critical staffing shortages in certain parts of the state. Here in green bay, we just spoke with the doctor who said that the hospitals here, only a bed or two away of reaching capacity and that is making it more difficult to treat Covid Patients but other ailments as well. And there is also a staffing sho are theag shortage, nurses are coming to wisconsin to aid the theres and nurses here like they did in new york. And take a listen to what that doctor had to say. The situation in wisconsin is awful. From the number of patients turning positive compared to the number were testing, were admitting more and more people that have covid19. And what that is doing, it is causing the whole system to get on the verge of collapse before every hospital is one bed away from being over capacity. Some are over it already. And it has to do with the staff necessary and our staff are getting sick too. Reporter so here in wednesd wisconsin, 120 patients or are so at any one time diagnosed with covid19 inside hospitals. May not sound like a lot, but remember this is not new york city. And so that caseload stretches the system here considerably. And now there is a fierce debate being ignited and the governor announcing a 25 capacity of indoor gathering, bars and restaurants, a lot of concern here especially among President Trump supporters who argue that that could be cripplinging to the economy here, in addition to that, just this week the Green Bay Packers announced that there will be no fans at the iconic Lambeau Field here until further notice. So a lot of concern here about what it means for the economy. But again, the doctors weve been speaking with say that this is an increasingly dire situation and something needs to be done. The doctor you just heard from there actually signed a letter along with 200 other Health Professionals to local elected officials urging them to really keep up the messaging of Wearing Masks and social distancing and, you know, they say it is an increasingly difficult period here in wisconsin. Very concerning in wisconsin. And also remember we are less than a month away from the election and wisconsin will be a pivotal state. It will be a big factor in deciding whether people show up or try for seto send their ball. And the president was pushing back on the new fda guidelines, the stricter guidelines for a coronavirus vaccine. He was calling them a political hit job. Well, now those guidelines are now in effect and the cdc has put them sorry, the fda has put them in effect, it includes a two month followup for Clinical Trial patients on the vaccine to make sure that there are no negative effects. So that would put the time line for approval past election day. And this is out of cedarssinai in los angeles, they found that most covid19 patients in Southern California during the early months of the pandemic appear to have been infected by a var janiant of the vie rebs o introducintroduc introduced through new york. And so coming up next, infants pulled away from their mothers and government prosecutors told to try cases no matter how young the kids were. Org a twoyear inquiry by the justice departments Inspector General is revealing more on the origins and enforcement of President Trumps zero tolerance family separation policy. First reported by the New York Times and confirmed by nbc news, the draft report shows the justice departments top officials were the driving force behind the policy that took thousands of kids away from their parents and despite repeated public denials that the intention was not to deter immigration, behind closed doors former attorney general Jeff Sessions and his then deputy, Rod Rosenstein, pressured prosecutors to pursue as many immigrants as possible. It doesnt matter how young they are, rosenstein said, according to the times, prosecutors should not have refused to try two cases simply because the children were barely more than infants. Mr. Sessions told prosecutors, we need to take away children. One added in shorthand, if care about kids, dont bring them in. The New York Times is also reporting and weve confirmed im sorry is also confirming our nbc reporting from earlier on how the administration decided to start the policy with a show of hands vote led by white house Senior Adviser Stephen Miller in the situation room. Joining me now is the man behind that reporting, one of them, nbc news correspondent Jacob Soberoff who did this with julia ainsley. Hes the author of separated which is all about the separations at the border. Jacob, it is really difficult to hear someone say it doesnt matter how young they are, these cases need to go forward, even if theyre barely more than a year old. We remember reporting that talked about toddlers sitting on tables inside hearing rooms and judges being confused about what is going on. What more did we learn from this new i. G. Report . Despite what you might have heard from Jeff Sessions, they knew, just like Kirstjen Nielsen knew, like what was warned from health and um helhuman services exactly what they did, torture, in their words, meaning the definition of over 5500 children. And what i think is particularly interesting and important about these new revelations that came out in the times from this draft i. G. Report which we also got our hands on is that just like within hhs and dhs, there were career officials and i report this in my book inside that warned against policy because it was going to harm children. We know that u. S. Attorneys also warned against the policy because of what they perceived to be the impact on children both during the el paso Pilot Program in 2017 and the leadup to the wider scale separations in 2018 but politicals in all three departments pushed by Stephen Miller and the president himself ultimately moved forward with this policy and i think perhaps the most shocking of the shocking revelations was that Rod Rosenstein refused to rule out separations of children under five. Thats something that was reported previously by the guardian but to see it in such detail here really makes it hit home. Expand on that because his name didnt really come up with this at all during the course of reporting about the separations, about the enforcement of zero tolerance. They could have declined to prosecute people who were referred to them, anyone across the board. At a certain point, Kevin Mcaleenan who was the head of customs and Border Protection after the el paso pilot put out a blanket declaration that they were going to stop separating children under five years old. The mcallen Border Patrol processing station, the sector chief told us that at that time. If it was up to rod rose en stein, he would have allowed for the separation of any child regardless of how old they were, and we know from one expert that was involved in the reunification told me that separating children, especially Young Children at that age, leaves them with a century of suffering. It is so hard just to look at those images of the little kids, the babies on the floor in that video that we were showing you. You could see between the legs the toddlers, the babies in those detainee centers. Just a horrible story all together. Jacob soberoff, youve been doing a great job following it and thank you for bringing this to us today. That is going to do it for me today. A reminder, everybody, it is october 7. There are 30 days until the election. Four years ago on october 7 with less than 30 days to go, i believe it was 27 days im sorry, there are 27 days now until the election.
