And the president continues to undercut and discredit his Public Health experts. Just as he has since the start of the pandemic. Today, the president is clashing with his cdc director, robert redfield, saying the scientifics did not understand the question when he told lawmaker that it wont be until this Time Next Year that enough people will be vaccinated to get life back to normal redfields timeline is in step with most Health Experts and most immunologists, yet the president , who is not a scientific, has no background in Public Health, and wants a vaccine before the election, says his own expert is wrong i think he made a mistake when he said that. Its just incorrect information. No, were ready to go immediately, as the vaccine is announced, and it could be announced in october it could be announced a little after october. But once we go, were ready. It is not just the vaccine. It is social distancing, it is masks. The president is holding rallies with few masks and no social distancing and he holds another one today in wisconsin so youre actually going to change your behavior after the rally because youre concerned that there may be a surge in cases here thats right. So were going to be careful were trying to get our shopping done before tonight. Just in case, you know, there is an upswing, just as there was, i know, with south dakota, with the motorcycle rally when you had a big crowd of people, just as there was, what was that, the arizona rally that trump had that caused an upswing in cases. Wisconsin resident worried about the president putting his safety at risk a number of governors are also alarmed about those events and the spread they could cause. The governors of michigan and minnesota will join me in just a few minutes. But let us begin this afternoon with the president s back and forth with the cdc director as one of my next guests puts it, the president s open and direct contradiction of one of the countrys top disease experts was remarkable even for him. With me now is nbc News White House reporter kelly odonnell, and New York Times chief White House Correspondent peter baker. So lets first start with exactly what dr. Redfield said yesterday to lawmakers let us play that bite. I think there will be vaccine that will initially be available some time between november and december, but very limited supply and well have to be prioritized. If youre asking me when is it going to be generally available to the American Public so we can begin to take advantage of vaccine to get back to our regular life, i think were probably looking at Third Quarter, late second quarter, Third Quarter 2021 so peter baker, when the president contradicts dr. Redfield and says that it will be ready in a couple weeks, maybe next month, is he saying that suddenly theres going to be enough vaccine for everybody in this country, it will be scaled up, distributed, and administered all at once yeah, thats the right question to ask, because in fact, there could be an announcement of a vaccine either before the election or right after the election the fda could give an emergency authorization to one of the vaccines thats currently under testing, if they feel like their data supports it but that doesnt mean that theyre going to be ready for all of us, with what dr. Redfield is saying is there may be Something Like 20 million doses ready, maybe a little more than that by the end of the year, that of course, wouldnt be enough to give everybody a vaccine shot, so they would prioritize it. They would prioritize it for first responders, health care workers, and those vulnerable, particularly the aged, in nursing homes, and with preexisting conditions. The president is saying were going to immediately, immediately is his wurord, go to the general public and there will be 100 million doses by the end of the year. Thats a stark difference. Its not just that theyre having a confusion on the same set of facts they have a very different set of facts theyre working from. Peter, is thisjust the president wanting to say this for his reelection bid is there any evidence behind the countrys ability to scale up at that rate . Well, theres no history that would show that we could do it that way no vaccine has been produced on a mass scale that quickly. Now, they have been trying to get prepared for this, so they dont wait just for the approval, that they can get a lot of this done in advance so when approval does come, if it does come, theyre ready to scale up faster than we have in the past, but that doesnt mean theyre able to do anything on the scale the president is talking about. I think youre right the problem is if they are, the president himself has called into credibility, into question about this because he keeps talking about it in the context of the election. He keeps saying i want to be done by that special date, meaning november 3rd i want it do be done by late october. He keeps framing it in the context of the election which raises questions about whether or not what hes talking about is a Campaign Issue or a Public Health issue and i think thats raised questions that a lot of people are asking these days. Kelly odonnell, i think its helpful to get back and look at what the president has said around testing hes repeated often, not so much lately, but in the past, that anyone who wanted a test could get a test, when during that period, you really couldnt get a test if you wanted just wanted a test you needed to be symptomatic, you needed in some cases a doctor to refer you. We never got testing scaled up in the country for anyone who wants one to get one and get the results back in a timely manner. We also have never gotten up to scale on any Contact Tracing systems in this country. So i guess the evidence that we have right now of the governments ability to do the two big things when it comes to this virus, testing and Contact Tracing, suggests that administering and distributing a vaccine isnt going to be so easy its the most recent and arguably relevant example we can look to for the government engaged in a Public Health endeavor on a massive scale. I think ironically, it was the president saying anyone who wants a test can get a test when he was visiting the cdc, standing right next to dr. Robert redfield, who he undercut dramatically yesterday, saying he was mistaken or confused by the question when he laid out the timeline that you played a short time ago. So if youre looking at that, it also takes all the Component Parts of distributing vaccine, which depending on which vaccine ultimately is chosen, could be a twoshot component, so you would need all of the equipment that goes with that just as we have seen in testing, where we have seen you needed the reagents and the swabs and the different components that are used so is that being ramped up now, we know that they are planning production of vaccine, even in advance of final approval, so they can have doses ready. But it is unclear, the president says the military will be involved and they have a game plan that they have outlined in sort of printed form but just what we have lived in these last six months suggests that the most likely path is that even if they have a large supply, it would be prioritized, which the administration would even acknowledge, makes the most sense. Those first responders, Frontline Health care workers, the elderly, and those with preexisting conditions. Someone has to determine that classification and qualification to get the eventual vaccine when it comes so dr. Redfield was arguing in anticipation of that the mitigation factors are the best response right now the social distancing, washing hands, and masks which of course, the president has been at times acknowledging masks but spending probably arguably more time discrediting masks or somehow diminishing them and their effectiveness katy yeah, and just consider how do you figure out who is in most need of a vaccine . Is it going to come from a doctor there are all sorts of logistical questions about who is going to get it and when and when theres going to be enough out there. Pro athletes, perhaps they seem to get the testing yeah. There you go kelly odonnell, cynical but true peter baker, thank you as well and joining me now, two democratic governors from the midwest, michigan Governor Gretchen Whitmer, and minnesota governor tim walls governors, thank you very much for joining us i want to start with the president holding rallies, not adhering to social distancing, very few people wearing masks. Except for those who are seating right behind him where the cameras would be showing Governor Whitmer, the president , hes flouting the rules, and we heard from one resident of wisconsin a moment ago who said they were worried, that they were going to go to the market before he got there, stock up for weeks in case there is a rise in cases. What do you do when the president comes into your state as he did in yours the other week, and flouts these rules well, i think thats the position a lot of us are in. Hes going to be going into quote unquote swing states and having these rallies, and its just its so disturbing because we know, we have made an incredible sacrifice we put this virus on, we got serious about it, we ramped up testing. We saves thousands of lives. We reengaged our economy some of our kids are back in school, were on the cusm of flu season, yet you see this behavior from the leader of the free world going in and denying this virus is still a very real threat, that its still deadly he knew this for months on sxen and has deceived the public. Were going to see, i think, more people as a consequence get sick, and were doing our best to keep our numbers down and ramp our testing up and keep our Positivity Rates low michigan is a leader we have had we have made great strides, but this undermines all of that and jeopardizes our economy and it jeopardizes the health of our people your Positivity Rate right now i believe is at 5. 3 governor walls, the president is going to be in minnesota tomorrow you have written an open letter to both the biden and Trump Campaign im going to read it you say to comply with the relevant guidelines your events generally must not exceed 25 capacity, not to exceed 250 people attendees must maintain social distancing of at least six feet at all times including when entering and exiting the event. Face coverings are required indoors. And strongly encouraged outdoors so if past is pres dependent here, the president is not going to abide by those guidelines and neither will his supporters. What do you do about it . Yeah, well, thanks, katy. I would associate myself with everything Governor Whitmer said governors were asked, and we gladly would do it, we do take responsibility were making progress. Were saving lives we know that what dr. Redfield said yesterday is absolutely true and face coverings and social distancing are the thing to do if you want to come to minnesota and earn votes, show us you care about us show us you care about our health i sent it to both campaigns. Being the School Teacher i am, we all know sometimes you tell the whole class something when we all know the kid who needs to hear it. And im just hoping that, you know, this reckless behavior of putting people at risk and jeopardizing all of the gains we made to get our kids back in school, keep our businesses open, but lets be very honest, if the president of the United States lands and packs 10,000 people into a warehouse, hes probably going to do that. What im trying to do is mitigate that risk, well be there to make sure peep stay safe, well try to get masks handed out well try to do all we can, but this is what governors have been up against from the beginning, and your previous guests were exactly right. We still dont have the testing we need. We are still dealing with ppe shortages, and the one thing i would say a bright spot is, we work with the cdc, one of four states on this issue of what happens when a vaccine comes your guests were exactly right it is complex. Ultra cold storage means you have to keep these vaccines at 94 degrees below zero. You cant store them in a refrigerator overnight this is going to be complex, so its not going to happen overnight. Dr. Redfield is right, and if the president does this, it makes it harder. What are you doing right now to prepare for a vaccine once it is developed and approved . Yeah, this conversation you had about the ethical, i guess, Decision Making about how do you prioritize it, were looking at what the Distribution Center would look like, and a good note is the professionals at the cdc were out here, and they can be trusted. They work with our Health Care Systems like mayo clinic and our Public Health officials to think about what that would look like, how would we prioritize, what would a distribution look like, where would the Storage Units be, and what would be the timeline for us to be able to handle that, so were doing kind of the background work on logistics, where we would get, you know, syringes, everything that goes with this, to be ready once they get them, but i do think once again, thats probably prudent, but were under no illusion, those arent going to all come on november 2nd. This is going to be a many months process, and all of this needs to be done on the front end. I will tell you, your viewers, there are professionals at cdc that are still trying to get this right regardless of what the president said about dr. Redfield Governor Whitmer, i want to correct myself michigan is at a 3. 4 positivity, minnesota is at a 5. 3 positivity. Im sorry for that but i do want to ask you the same question. What is your state doing right now . What are you doing right now to prepare for a vaccine . Thank you for that clarification. I think that one of the things i want to point out in this moment is that governor walls, me, governor dewine, you know, all of us governors are working so hard because we recognize that this is a virus that doesnt care what side of the aisle you sit on it doesnt care what side of the state line you live in and i care about protecting all of the people that are going to those rallies, just as i care about protecting everyone else who is not going to those rallies. And were not making decisions based on how we anticipate someone votes. Were going to if youre a michigander, my job is to protect you. And i think this conversation on the National Level about blue states versus red states is just horrible because were all american every one of us. I never ask a michigander if they voted for me or against me before we render aid to help them i know that governor walls is the same in minnesota. Our job as american leaders is to protect all americans and thats whats so crucial here so when it comes to a cdc vaccine, understanding the federal guidance and making sure we prioritize is really important. And im grateful for governor walls leadership, and minnesota for stepping up and being one of the five states that is starting to promulgate what the restf us will be living through as well i do want to play the sound bite that youre referring to, the blue state red state sound bite this is the president yesterday talking about his response to the coronavirus and saying that i guess playing politics and saying that if certain people werent included, he would be doing just fine. Lets watch. The blue states had tremendous death rates if you take the blue states out, were at a level that i dont think anybody in the world would be at. Were really at a very low level. But some of the states, they were blue states, and blue states managed them. Thats not true, either way the red states, if you just were to look at it in those cold terms, would still mean that we have more cases in this country than other countries when you look at per capita governor walls, i will let you respond to that. The president differentiating, i guess, between who he is responsible for in this country. Hes playing politics with this. How do you convince voters who are so enamored with the president that hey, listen, this is not about politics. This disease, this virus is something that is dangerous to everybody. And you have to take it seriously. Yeah, the bar is pretty low with the president around covid, but this one is pretty despicable Governor Whitmer is right. I have 1942 of my fellow minnesotas are dead, i dont know a single political affiliation of any of them this continuous division instead of working together, i just want a federal partner, but i have to tell you, again, im trying to pprovide some hope Governor Whitmer is pretty humble, but what shes talking about is shes organized the great lakes governors and a group of about seven of us, bipartisan manner, get on regular calls to troubleshoot things, to work together, to not say, oh, my state is doing great. Come over here and do whatever you want, you know, this state doesnt matter we dont see it that way i care deeply what happens in michigan and she cares deeply what happens in indiana, minnesota, illinois, and so if we just had that leadership, the lack of a federal cohesive vatagy has pushed us into this situation. Now to take us to this, my mother lives in a red state. I certainly hope that shes being cared for the same way she would be anywhere, and vice versa. So i dont really even know how to respond to this because its just cruel and heartless on a scale that we have never witnessed out of leadership, but im telling you, these governors are stepping up, and Governor Whitmer has really been a champion of that im proud to be her friend, ill tell you that. In a series of recent events, attorney general bill barr likened career prosecutors as you just heard to preschoolers he compared coronavirus lockdowns to slavery, and claimed black lives matter activists have no actual interest in saving black lives let us bring in u. S. Attorney, former u. S. Attorney barbara mcquade, a professor at university of michigan law school, and an msnbc contributor. Lets take those one by one and starting off with the prosecutors at the doj he compares them to preschoolers, saying theyre not the ones that should be making the decisions. As part of his justification for interfering into some of these investigations and these prosecutions well, katy, this is a classic william barr argument. A total strawman argument. He seems to suggest his critics are criticizing him simply because the line prosecutors want to call all the shots and want to be the Decision Makers that is far from the truth people who work in Justice Department as prosecutors understand the chain of command. They also understand that there are policies and processes and practices at the department of justice. What they object to is when william barr intervenes in a case to protect the allies of president trump. Like Michael Flynn and roger stone, and he used arguments in those cases that are not used in any other case and so he is intervening to advance a partisan political agenda it isnt that they bristle at supervision. They bristle at supervision that advances a political agenda. And calling them preschoolers is not going to sit well with the rank and file. You know, they can take it they have thick skins, but what this does, it undermines their credibility in the community and their ability to be effective as prosecutors. What about when he compares the lockdowns, which were put in place because there is a deadly pandemic thats killing americans, what about when he compares that to slavery two things prosecutors learn never to use in closing arguments because it will automatically be deemed prosecutorial misconduct are comparisons to hitler and the holocaust and slavery. Those are the third rail those are thingsia dont go near because theyre so abhorrent in our world history. So to compare Something Like a lockdown, which is not to punish people, not to enslave people, not to oppress people, but the purpose of it is a necessary step to protect Public Health. A step that the government has taken to save lives. And the idea that william barr is comparing it to something as abhorrent as slavery is just a rallying cry of partisan politics so once again, hes injecting politics in a place that an attorney general just has no business doing also, when it comes to black lives matter, he says that they use black lives as props and that there are only a handful of blacks who are killed by police every year, maybe a dozen. We have the actual statistics on this the number of fatalities in 2017, it was 224. In 2018, it was 229. In 2019, it was 250. So far in 2020, its 130 also note from the National Institute of health, victims were majority white, 52 , but disproportionately black, 32 with a fatality rate of 2. 8 times higher among blacks than whites and black victims were more likely to be unarmed, 14. 8 , than white victims, 9. 4 this is striking, striking language from the top attorney for this country is that normally how you hear an american attorney general speak about the population absolutely not. And this is not just tone deaf this is deliberately manipulating statistics. As you said there, katy, while these numbers may be fewer in real numbers of black citizens being shot and killed by police than white citizens, when you compare proportionally in the population, you said 32 of the victims are black. Only 13 of our population are black. So when you look at the number per capita of people who are being killed by police, it is grossly disproportionately black americans who are being killed by police. It is a serious problem and one we should take a serious look at to make sure that the law is working equally for all people to ignore it means that you are disserving this country, and not just black people in this country, but all people who care about equal justice under law. He also went after a lot of the protesters saying they should be charged with sedition. We had more to get to. What are you seeing down there yeah, an interesting day because you have multiple conversations here happening the first one, which you mentioned, who has control to pass legislation here that would make people wear masks, that would limit the amount of kids who could go to day care the state legislature is claiming the governor does not have that power. The second conversation is one people are framing about liberty and freedom, that they do not want to wear masks thats more of a nals conversation take a listen to what people told us this morning im against the unconstitutional overreach by the executive branch im not against masks. Im against enforcing them im against businesses, Health Departments wanting businesses to say you have to do this and this your customers are not wearing a mask, we will put you out of business its not okay we should have the ability to go back to work we should be able to have the ability to worship freely without all of the restrictions. Just calm down its just 30 days. And its just little by little by little that our freedoms are being stripped away. And were not okay with that if all the people that dont like our country, i just say go live in venezuela. Go live in cuba. Were not making you stay here if you want that kind of government, go, because those people in those countries are dying to come to our country for freedom. And they cant understand why were self destructing in our country. Katy, we heard from a number of speakers talking to the crowd about how vaccinations will be forced on them if joe biden is elected president. There is obviously no indication that that is even in the realm of possibility but it shows you the political talk thats going on out here, just 47 days out from the election, katy cal perry, thank you very much and file this under are we really doing this again. Is the president of the United States really questioning the efficacy of masks again . Because there really isnt any debate here. Not among anyone who is serious about protecting themselves or their lived ones the community or the country there is not a debate about whether they are a good idea there is not debate about their effectiveness, despite what you might have heard just there with cal. This face mask will. In case you were wondering, the question was asked by rhode island senator jack reed im going to read the whole thing so theres no ambiguity. I was particularly struck by how emphatic you were in insisting face masks are absolutely critical in a social setting youre all wearing face masks. I have mine. I took it off so i could question, yet last evening, the president again disparaged the importance of wearing a face mask he does not wear one usually hes conducted rallies in which many of the participants are not with face masks. He doesnt have a face mask. So let me just ask all of you, is the president providing appropriate leadership when it comes to this critical issue one of the most direct and important things anyone can do to protect themselves and the country and the community from this disease. Admiral giroir, quote, wearing a mask is one of the most important things we can do to prevent spread assistant hhs secretary cadlec, quote, were supportive of the masks. Im not going to comment directly about the president , but i am going to comment as the cdc director that face masks, these face masks are the most important powerful Public Health tool we have and i will continue to appeal for all americans, all individuals in our country, to embrace these face coverings i have said it, if we did it for 6, 8, 10, 12 weeks we would bring this pandemic under control. Im 70 years old and never had a flu shot i cant remember when ive even had a cold should i get a flu shot and explain why . These are good questions, all of these questions heres number one, just because you havent had the flu before doesnt mean you shouldnt get a flu shot saying i dont need a flu shot because i havent had the flu is like saying i dont need a seat belt because i havent been in a car crash. There are more cases of influenza every year, 9 million low end, 49 million high end you should get a flu shot. You dont know if youve had asymptomatic infection with flu or a mild version. Saying i havent had it before, is not what we want to do. Everyone should get a flu shot its the one way to reduce the cases of flu and lower the burden on our medical system which will be overwhelmed if we have cases of influenza in addition to coronavirus. When is the optimum time to get the flu vaccine, september or october will the use of masks possibly help with the upcoming flu season so number one, the optimal time to get the flu vaccine is between mid september and the end of october this is really the sweet spot for getting it even if you missed that spot, you should still get the flu vaccine. Getting it a little earlier means it might not last as long. We expect flu vaccines to be optimal optimally effective between four and six months long. If you get it early, you might miss the flu season which peaks in february. You dont want to miss the opportunity to get the vaccine by trying to game it perfectly it takes about two weeks to gain immunity my suggestion to people is in the next month get your flu vaccine. Its the right time to do it if you dont get it by that time, you still need to get it any time getting it is better than no time getting it.
