We are collectively mourning the nearly 3,000 americans lost in the attacks. As well as the First Responders who are still getting sick from the rubble of ground zero. To say nothing of the american soldiers we lost in the wars that followed the attacks and the countless civilian casualties. Today is a solemn day. It is a day to take stock of all that we have lost in the past 19 years. It is also a day to take stock of where we are right now. Over the last seven months, we have lost more than 190,000 americans to covid19. 190,000 men, women, and children. Parents, grandparents, and siblings. There is hardly a facet of American Life left untouched by the tragedy of 9 11. Now we wonder how covid19 will mark us in the years to come. Let us begin in washington, where even as our dueling candidates try to keep today as apolitical as possible, we are still just 53 days away from the general election. Joining me now is nbc News White House correspondent carol lee. So carol, in this moment in history where we are reflecting and looking forward, how much is the current atmosphere, how much are the current crises factoring into the Reelection Campaign of the president . Well, i mean, certainly, katy, this is a day when the president has decided to take a pause from being overtly partisan. We saw that in his remarks in pennsylvania. Thats tradition for the past almost two decades now. But the coronavirus pandemic certainly is hanging over all of this, and its something that the president is still having to deal with, even if he hits the pause button for one day. We saw it just in the images from the event where he was at in terms of social distancing, and you know, now the president is supposed to do a medal of honor ceremony this afternoon. He had an announcement in the oval office about another agreement between one of the gulf states and israel to formalize ties. So hes kind of going about some of his regular business, but in a much more muted tone. But still having to answer a number of questions or at least theyre hanging over him, as he goes through the motions of this somber day, and hell be pivoting as soon as tomorrow into the campaign once again. How much is the woodward book still echoing around the white house . Oh, its still echoing. That is not going away. And i think what you have seen so far and it doesnt appear that there is going to be a real dramatic shift from this, although thats always possible, is that the president has decided hes going to punch back and dig in and press forward with the same messages that we have heard from him from the beginning of the coronavirus, really touting that this is turning a corner or we have turned a corner, is how he phrased it, even though dr. Fauci, one of his top advisers in the medical experts, said thats not necessarily the case. Were seeing him push back on the woodward book, both attacking bob woodward himself and also then trying to explain what he meant when he said he likes to play down the virus. Thats something hes going have to continue to explain as he campaigns in a number of states, really expecting the president to ramp up his travel and do a lot more campaigning in the coming days, katy. Carol lee at the white house. Carol, thank you very much. With me now is democratic senator chris murphy of connecticut. Hes the author of the new book the violence inside us. Senator, welcome. Were going to get to the book in just a moment, but today were remembering a tragedy, were remembering a crisis. Were in the midst of another crisis. And we learned just this week through the president s own words in recordings that he knew the virus was deadly. He knew it was airborne. And he knew it was very contagious. Did you know that much back in january when the president was hearing these things . If you had known more as a body, as lawmakers, would lawmakers have done Something Different in terms of the response to the coronavirus . I remember being in a briefing on february 5th, very early on. This was only when a handful of cases had reached the United States. The administration was telling us then that they had it under control. They didnt need any additional money from congress. A number of us republicans and democrats in the meeting were begging the president and his allies and his advisers to come to congress and give us a plan. We would fund it. But they were certain at that moment in time they didnt need more money for supplies, for training, to stand up a National Testing program. Yes, i think if congress knew what the president apparently knew and was holding back, we might have acted differently, but its hard for congress to act independently. Every dollar we give is only as effective as the administration is willing to spend it, and in those early days, the entire administration to the president was trying to play down the virus, pretending it was going to go away and was refusing to work with congress to allocate more funding. We can disagree with the steps president bush may have taken after 9 11, but he was vigorous. He did not stand down. He had a plan to try to reconstruct the country and to go after the people that attacked us. What is just so astonishing is that the president after his travel ban didnt work, effectively gave up. He just stood down. And he let this virus spread across the country, knowing that it was going to end up killing tens if not hundreds of thousands of americans. We heard very little from your republican colleagues about not just this woodward book but also the atlantic story on the president calling our troops losers and suckers. The white house is obviously denying saying that. I want to look forward to a couple months from now, on election day. There are election experts, many people out there worried about what might happen if donald trump were to lose and to say that the election is rigged. If a scenario like that happens, do you have an expectation or are there conversations being had potentially in the cloak room between senators, republican senators, about what they might do if the president tries to claim the election is rigg rigged . Will they stay silent . We are having those conversations and i want people to know that because none of us want a crisis with respect to the transfer of power in this country. And im glad that were having the conversations, but i have those talks with republicans a year ago in which i asked them what they would do if there was a constitutional crisis, if the president tried to use his office in order to score political points in an election. And they told us they would rise to that moment. They didnt, except for one Senate Republican when impeachment was brought before the senate. I hear a lot of republicans saying the right thing today. But im not sure that they will follow through. And remember, it is very likely that we may not know the outcome of the election. It may be that the president is leading that night because of the number of mailin votes and absentee ballots that need to be counted. I just im not sure whether republicans are going to step up and do the right thing. Were certainly talking to them about it. On the coronavirus, back to that subject. Are we is there an expectation were going to see a bipartisan bill the president is going to sign for relief for americans . Or has that ship sailed . I dont think it has. I mean, i have this maybe false confidence, false optimism that Mitch Mcconnell will not send all of his republican members who are up for reelection this fall back to their states having not even sat at the negotiating table. I mean, i just dont think voters are under any mistaken impression as to whats going on here. The president is out playing golf. Hes not engaged in negotiations at all. Mitch mcconnell wont even enter the negotiating room. And ultimately, if republican senators go home and stand for reelection without money for schools, without money for testing, with the post office going bankrupt, i just dont know that voters are going to stand for that. I know its zero hour. We only have a couple weeks left in our session before the break, i still think theres plenty of time for Mitch Mcconnell to get a deal done. It may not be the 3 trillion, it may not even be 2 trillion, but we can pass something significant that will save lives and i think it frankly might end up helping some republicans electorally. I dont care if thats the case. I just want my constituents to have a chance of surviving the next few months. We can say that the theme of this interview is crisis. Were talking about an economic crisis, were talking about a health crisis. Were talking about a racial crisis also in this country. One of the other crises that comes and goes is the crisis of gun violence. And you wrote an entire book about this. Youre from connecticut. Sandy hook looms large over you. Is this something that you have hope will actually, actually get addressed and laws will be changed in this country so as to protect kindergartners from people who are mentally ill with guns walking into a school and killing a bunch of kids . Is there something that going to happen in the near term to make us safer . Im one of the few parents of young kids in the senate, and so i know what its like to have a conversation with a kindergartner who comes home and explains he got stuffed into a bathroom with 26 other classmates and told to stay quiet so they can practice what to do if a bad man enters the building. Thats an abomination that parents have to have that conversation. I wrote this book because i have undergone a transformation in the last seven years and this is really a story that explains why america is such a violent place and what to do about it. My hope is this will be a primer for folks that want to become more active, who want to join our movement. As you know, this is actually not a crisis that comes and goes. This is an everyday crisis. 100 people every day die from guns. Either suicides or homicides, accidental shootings, so though it commands the nations attention when theres a mass shooting, it is an epidemic every single day. And i think that we will get something done in 2021. I think well pass a comprehensive antigun violence measure because our movement is getting stronger. We are now more powerful than the gun lobby, and my hope is this book, which is, you know, not necessarily a political book or a memoir, its really a history to explain to people why we got here. Yeah, katy, this is something were looking forward to doing every week between now and the election. Just taking a look out there, with all of the headlines, all of the predictions, all of the forecasts, all of the things that candidates are saying. Whats actually changing in the numbers . Is anything changing in the numbers . Lets take a look at it a couple different ways. First of all, lets look at the president s job approval rating. The average job approval rating. All the Different National polls floating out there, if you average them together, a week ago, Donald Trumps average approval rating, the real clear average was 44. 3 . That was a week ago. So now, today, where is it . 44. 0 . What has changed this week is there has been a very, very slight. 3 drop in Donald Trumps approval rating. From 44. 3 to 44. 0. Thats his approval rating. How about the horse race . How about trump versus biden . The average of the National Polls there. A week ago, joe bidens lead was 7 , exactly 7 . 7. 0 . Where today does the race stand . It is biden plus 7. 5 . 7. 5 . So biden a half a point on average, his lead, a half a point higher now than it was a week ago. Thats what changed when it comes to the horse race. To put these numbers in some Historical Perspective here, where trump stands, we say down 7. 5, down 7. 5 points to joe biden right now, how about the most recent incumbents running for reelection at this same point in their campaign . Where did they stand . How does trump, down 7. 5, compare to barack obama in 2012 . Obama led by basically three points at this point. Remember, narrowly reelected, obama was, in 2012. 20 2004, another president narrowly reelected, george w. Bush. He was up six at this point, really 6. 5 at this point. We saw the president early this morning in a ceremony that really represented these times due to the pandemic, there was a far Smaller Group here. Not 1,000 people, as in years past. The president with dignitaries and many of the families laying a wreath alongside the first lady, melania trump, and in remarks that didnt sound a lot like the Traditional Campaign season, he focused on a message of unity. He thanked those heroes, 40 passengers and crew members who gave their lives to make sure that more lives were not lost on 9 11, 19 years ago. That unifying message was really a theme today. Its one we also heard from the former Vice President , joe biden, who came separately, just a couple hours later to the same site, alongside the former second lady, jill biden. The two of them visiting without any formal remarks. Just coming to the wall here, the wall of names, laying a wreath and having a moment to talk to some of the families who had stayed here throughout much of the day for the opportunity to see him. I had an opportunity to ask the former Vice President a couple questions before he departed this site. I asked him about what this location meant to him. He said never underestimate the willingness of decent people to lay down their lives to help or in this case, to save others. He recounted the story that his mom said to him, basically saying that there will come a time in everyones life when they face that day where theyre asked whether they can summon the bravery needed to respond. The question is will you respond in that moment. He said on this day 19 years ago, those people aboard united flight 93 responded. As we push through the final two months of this president ial race, microsoft says it has found hundreds of cyberattacks targeting both president ial campaigns. The Company Warns the Russian MilitaryIntelligence Unit that attacked the Democratic National committee four years ago is back and more sophisticated than before. Russia is not alone. Hackers in china and iran are also stepping up their efforts to gather information from the campaigns. Nbc News Senior International correspondent keir simmons has more. Microsoft warning that several Foreign Countries are trying to interfere with american elections. Saying hackers in russia, china, and iran are actively targeting 2020 campaigns. And u. S. Think tanks. . We have been targeted and we expect to be targeted in the future. Microsoft says russian state hackers have attacked more than 200 u. S. Political organizations, while chinas targeted highprofile political organizers including People Associated with the biden campaign. Adding iran has attacked personal accounts of People Associated with the Trump Campaign. Its not surprising to see malicious activity directed at us, the Trump Campaign told us. Bidens press secretary responding, we are prepared. This morning, the department of justice official telling nbc news the report broadly fits with what they have been seeing. In 2016, Russian Military intelligence hacked the clinton campaign. 2016 was just the opening. Other countries saw what russia did, and theyre following suit. And now, its more sophisticated. Microsoft describes constantly changing ip addresses. London journalist Laura Walters says she was tricked by a russian propaganda operation into writing an article for a fake russian news site. Her english was fantastic. I mean, it wasnt just that it was correct. It sounded so natural. Facebook pulled down all the sites social media posts. Incredibly, walters article was about chinese election meddling, she now fears even an email thanging her for her work was written by bots. Its hard to believe how totalitarian countries are finding their ways to meddle. Ironic. So ironicironic. President putin taking a similar tone when i asked about intervening in americas election. Is russia attempting to influence the 2020 elections in the United States . Translator ill tell you in a secret, yes, were all definitely intervening. Its a secret. So that everybody can laugh. Quite a moment there with president putin, katy. Senior doj officials tell me they do believe that they have learned lessons and that they are being more effective, particularly at tackling this hack and drop idea, where adversaries hack u. S. Political organizations and then take that information, use it to influence the election. China today, katy, saying that it has no intention to interfere in the u. S. Election. Russia saying it has not interfered. It is not interfering. It will not interfere. Although, of course, katy, they would say that. Keir simmons, thank you very much. And joining me now is elizabeth neumann, cofounder of the republican Political Alliance for integrity and reform. She served as assistant secretary for Threat Prevention and Security Policy in the trump administration, and she was part of the inaugural staff at the dhs when it was formed after the attacks of 9 11. So according to the reporting just there from keir, elizabeth, microsoft is saying that these hacking taempattempts are more sophisticated than they were in 2016. Are our defenses against them more sophisticated as well . Are we prepared . I think we are prepared. We have tremendous patriots in our Cybersecurity Agency at dhs, in the intelligence community, that despite the rhetoric from the top, are still doing their jobs. They are communicating with the campaigns. Theyre communicating with state and local Election Officials to make sure that their shields are up, that theyre prepared, and while our adversaries are increasing their capabilities and their attacks are getting more sophisticated, we are more prepared this go round than we were in 2016. Its not just hacking into the systems of democrats or republicans. Part of this is disinformation. And the social media activity from russia and other foreign actors hasnt slowed down since 2016. Its only increased. There was a dhs warning about it saying they were going to go after joe biden because of his health. All over American Social media. We have heard the president repeat those same talking points about joe biden and his health. I want to read you something from dan coats that came out of the bob woodward book. Dan coats apparently harbored a secret belief that russian president Vladimir Putin had kompromat on trump. This is something that is lingering from this book. And with dan coats, who had access to all of the information, all of the intelligence, for him to say that, i want to know how it strikes you as somebody who worked in the administration and was assessing these sorts of threats as well. Look, i have talked to people that genuinely believe he just likes dictators. But i have to say, theres Something Special about putin, and it never struck me as kosher, if you will, like theres something there. And so when i saw coats comments in the woodward book, i was like, yes, thats what many of us were feeling. Theres something off. And i dont know that we have hard facts, but it makes me really uncomfortable as an american to have our president be cozying up with basically a dictator who has numerous human rights abuses, violates all sense of norms, and we see not strength in pushing back on those violations but rather a cozying up. Its very dangerous. And while we dont have facts, i think its okay for americans to say, if something doesnt look right, maybe thats a good sign we dont need him to be our president for the next four years. What red flags are you watching out for in the leadup to november . Oh, theres so many challenges that our country is facing right now, and im particularly nervous about the level of division in our country. It really stood out to me today, here it is september 11th, a day when we look back, and remember the horror and the terror of that day, but also the unity with which we came together to both lament and cry out over the suffering, as well as to find the resolve of what we needed to do to both protect our country as well as just make sure this never happened again. I dont see that same unity anymore. I dont see lament over the deaths of nearly 200,000 americans. I dont see lament over racial injustice. In a unified way. We seem to keep fighting each other. I think that is directly tied to the way that this president has operated for the last five years. Sowing fear, sowing division, and the Republican Party getting coopted by that and not standing up and saying no, this is not who we are as an american people. So i think thats where i feel very uncomfortable, that we have threats. We will continue to have threats. Where are we going to go if we dont have unity at the top . Booing at the nfl game yesterday from the fans. I was speaking to a trump supporter today who told me that only 10 of that 190,000 has actually did actually die from covid. The rest were just underlying diseases and that really wasnt covid. So yeah, a lot of disunity when it comes to the crises that we are facing. Elizabeth neumann, thank you for joining us. Jacob, what is it like there today . Reporter katy, people are digging out here in this region. A region that has seen lots of smoke but never really seen fire on this scale. Im here at the home of tony and robin, who run a wheat grass farm here. They hurled buckets of water from their hot tub at that fire as it came over the hillside, but in the end, they lost this house. A house they built for their family 14 years ago. Raised four children here. Heres how robin described the scene as they fought the flames. We saw the wind change and so we thought we were going to be okay. We sat down here at the end of the road. And tony was here trying to fight the fire. He was determined to make sure that our home wasnt taken and our house that we built and we put everything into wasnt taken. And we were so scared because he wasnt with us. You know, he was up here, so and then when we saw the wave coming, we were right there. And we saw the wave just move, the wind changed and it just moved this direction. And i was calling him and trying to get him out, and it was so scary. Katy, tony and robin planted trees for each of their children in the year of their birth. This is tobias, their eldests tree, which burned. But the tree of the youngest son survived. Tony said at that point, this is my American Dream, and hue knee he would be able to rebuild his American Dream with the help of the community. But a lot of fear, a lot of uncertainty dealing with an unprecedented set of wildfires here in oregon, katy. Is anybody having the conversation, jake, about Climate Change and how this is all contributing to the changing environment and the intensity of these fires . It absolutely is on everyones mind here. I mean, this is, as we say, unprecedented, but also the weather has been unpreunprecede. An incredible amount of drought, new weather patterns. Thats at the forefront of peoples minds as they grapple with the idea this may become seasonality. Oregons governor saying this is the bellwether of a new future for oregon. What the study found out is when these adults who came down with covid19 symptoms, if they tested positive for covid19, they were more than twice as likely to have gone to a restaurant over the past couple weeks, plus they also found out if they had no contact with anybody with covid19, nobody they knew who might have given it to them, they were more likely to have gone to a bar or a restaurant. The commonality is taking the mask off. What you see are some differences when people go to bars and restaurants and coffee shops is they tend to take their mask off for the entire time theyre there, versus just when theyre eating or drinking, but you have to remove it for that time period there, so the caution here is, if you do go, you definitely its better to carry out and take home, by far, but if you go inside the restaurant, you want to do it outdoors versus indoors because outside, the virus can dilute through the air. You dont have as many crowds, and you can social distance more. You also want to make sure if youre at a table, that table, it is social distanced but its also not in a traffic pattern where people are walking past you because that walking past you could also give you a higher risk of catching covid from them as well. So i dont think the lesson here is to not go out and eat. I think the lesson here is to go out and eat, but do it appropriately. Do those steps that you know you need to do to keep safe, and hopefully that can keep you safe throughout the whole time period and you can still enjoy it and have fun like you did, katy. What about when the weather turns and more people do go inside . New york is going to start having Indoor Dining at the end of this month. I think its a 25 capacity. Theyre going to try to socially distance those tables. The restaurants need this business, and when it gets colder, outside dining isnt quite as easy. Is it safer to go inside if you maintain your mask on for all of the moments where youre not drinking something or eating something . One thing we have found out is its definitely safer to be outdoors than indoors, but you can go indoors and still be safe as long as, one, like you said, the social distancing is there. You wear your mask except when youre eating or drinking actively, and put your mask back on. And also, ask the restaurant or the bar or the coffee shop about their ventilation, what are they doing to ventilate the air there . Thats extremely important to keep you and whoever youre with safe. One of those split systems that are in restaurants nowadays, they have i think they have hepa filters. Is that what you should be looking for . An air conditioner like that . Well, i think with the covid19 environment were all living in, first and foremost, a lot of americans are going to choose to vote an absentee ballot or return a ballot by mail. Our state and local Election Officials have to the capacity to deal with the hundreds of thousands of ballots that are going to come in by mail. Do they have highspeed Processing System in place . The controls theyre not having more than one ballot counted . They should be working with their local postal authorities. Local postmasters to make sure they have good communication and what they need to do to comply and they feed to be talking to their voters and making sure theyre communicating to be successful to have their absentee ballot counted. How long does it normal ly take your state to count all the votes on election day . Let me say preface it, this has a postmarked requirement, as long as the voter has it postmarked on or before election day, they have 21 days to receive that ballot make, we received in the primary election we just had in august, 60 of the ballots the week pof the election, by the monday after election day, we processed the majority of those ballots and had meaningful results. I think thats a trend of what well see nationwide. Whats your message about not getting results the night of, something nefarious might be happening if it taking longer to count these votes. Whats really important, first and foremost, talk to your Election Officials, that will put your mind at ease. Our job as ballot counters to make sure our election is accurate, fair and secure and accessible. Thats what Election Officials are going to work on across the country. Taking time is making sure its accurate. Thats not a bad thing and its a good healthy part of our election process and we should be encouraging of it. President says mailin ballot are ripe for fraud. Number of trump voters believe that, polling out that republicans are nervous about mailin votes and fraud, is it a problem . I dont believe it is anymore more that poll side voting, a state that has time to build in controls like signature verification of every return ballot to make sure the voter that was issued that ballot returned that ballot. So, all of those control measures are what inspire confidence and i know that states around the country are working to make sure those are in place.
