The focus, were being told, is the shooting of blake and the ongoing unrest that has followed. And today, the First Court Hearing was held for an illinois teenager accused of killing two protesters in kenosha. Hes now being charged as an adult with homicide. Were going to have the latest on that case in just a few minutes as well. All of this unrest is the simmering undercurrent of the general election which begins frankly in earnest today. President trump, who will rally supporters in New Hampshire in a few hours, appears to have found the message he thinks will carry him to another four years. As he accepted his partys nomination, he seized on the unrest in kenosha without once saying the name of jacob blake. And warned that chaos and violence that is happening during his presidency would reign under a biden presidency. Joe biden and his supporters remain completely silent about the rioters and criminals, spreading mayhem in democratrun cities. They never even mentioned it during that entire convention. Never once mentioned. Now theyre starting to mention it because their poll numbers are going down like a rock in water. Too late, joe. In an exclusive interview with my colleague, craig melvin, Kamala Harris said the president and his party are failing to address the problem of police brutality. I have yet to see these people who profess to be National Leaders speak about this issue of the killing of unarmed black men, brown men, indigenous men in our country. The american people, regardless of race or gender or age or geographic location, have a right to believe that their leaders will speak truth, even when these are difficult truths. To speak and to hear. But a recent poll suggests mr. Trump is tapping into sentiments that already exist among white voters, at least in one critical swing state. Were going to have more on that in a moment and what it could mean for november. Lets begin, though, in manchester, New Hampshire, were going to see the president in a few hours. Joining me is nbc news digital reporter shannon pettypiece. We saw a lot last night, not least of which, all of the people crowded on the white house lawn, not wearing masks. Now the president is campaigning having these smaller venue hangar campaign events. And hes using, as we just said, this law and order message, trying to scare people into thinking that there are their suburbs are going to be in danger under a joe biden presidency. What more are you hearing from the campaign and why they think that this messaging is going to be effective . Well, katy, you hit on it a minute ago. They feel like they have found their message. And part of that, sources tell me, is they see improvements in their internal polling, particularly in these key battleground states. And you can see that reflected a bit in some of the public polling in places like arizona and florida and north carolina. Of course, a lot of polling is really even more of a guessing game before the convention, so after the convention, we should get a better look at the state of play, but i think along with this message that they seem to be sticking with that you outlined of fear and danger around a biden presidency, the fact hes in New Hampshire also speaks to the strategy. This state has four electoral votes. It barely went to Hillary Clinton in 2016. There is some Electoral College math where you could see New Hampshire coming into play, for example, if trump holds everything he had in 2016 but wisconsin and arizona, for example, you know, among some other states, go for biden, where all of a sudden these four electoral votes really matter. I remember, katy, you and me were here back in january when the president was essentially trolling democrats at their debates and before their primaries. I didnt think i would really be back here until 2024, yet here we are again. I think it speaks to how close the Trump Campaign sees the race right now. It also speaks, and i think youre totally right about that. It also speaks to how the president is going to address the coronavirus pandemic and going to continue on this path where the campaign and now him are going to make it look like its in the past. And that theyre recovering from it right now. Holding these rallies, campaigning in person even though the pandemic is still raging. Shannon pettypiece, thank you so much for all that reporting. Good luck out there. And the president s reelection is a throwback to 2016 when he drew on fear and division to win the white house. Is it going to work again this time around . With me now is Nbc News National Political correspondent Steve Kornacki and obama biden 2012 pollster and msnbc political analyst cornell belcher. Steve, were looking closely at a poll coming out of wisconsin. What more can you tell us . One of the most critical battleground states. Trump flipped it very narrowly in 2016. His strategy depends on getting a win in wisconsin, some other things, too. What were seeing here is a shift thats taken place in wisconsin from june until now. A shift when it comes to altitude towards black lives matter, towards the protest movement, and what you see here is back in june, and of course, this is right after the death of george floyd, when that video was making the rounds everywhere, the protests really beg began. This pole was taken in wisconsin, a marquette law poll, the Gold Standard pollster out there, and you see wide approval of the black lives matter protest. 61 approve, 36 disapprove. That support then cutting across party lines, cutting across racial lines too. Fast forward to august. From june to august, this is what theyre seeing. There it is, the approve disapprove has changed from 61 36 to 48 48. That is an even number. Obviously, right there, so theres been a change in a way, a fair number of voters in this critical state think of it. A change for the negative when it comes to black lives matter protests. You can see this by party, still, this is the net here. Theres net approval of 71 points. 71 points more approval than disapproval among democrats. But you see its among republicans, excuse me, this is the change here, among republicans where you had the big shift against it, and independents. From 30 points favorable down to just one point. So thats where you see the shift. Some among democrats, but its really republicans and independents. So i guess the 48 48, and also theres this finding in the poll. They asked do you think the black lives matter protests are mostly peaceful . Are they mostly violent . You see 41 now, that number getting up there, saying mostly violent. So the backdrop for all this, katy, is wisconsin. We say a very, very close state in 2016. Trump depends on it in 2020. And more specifically, where this incident happened, Kenosha County, southeast corner of the state, it is one of those obama, obama, trump counties. There are a lot of those in wisconsin. Other parts of the country, but sort of the epicenter of whats happening in wisconsin right now is obama, obama, trump. Cornell, i wonder what you think of this poll and if you think its worthy of the Biden Harris Campaign to be more cognizant of. What should they do about it . Well, i think broadly, if you look at the numbers, i think the most startling number in that poll is how increasingly voters are seeing it as the movement and the protests as violent. Look, if you overwhelmingly think the protest movement is violent, yes, youre going to stop being for that. I think there is a danger here that the protests and the movement begin to lose the narrative battle. If you look at fox and a lot of the other outlets, you know, the imagery of it is overwhelmingly negative and violent, and look, if you think the black lives Matter Movement is primarily violent, of course, youre not going to be for the protests. I think that is a danger of the movement right now. Them losing the narrative. But it also, look, it feeds into the trump strategy. If this is overwhelmingly a violent movement, then you are going to want a law and order sort of candidate. That only makes sense. I think when you look at the protesters that are happening right now, i think you have to start thinking about what are the other tools in the strategic arsenal here to get to where they want. I mean, House Democrats just put out justice in policing act which is a broad sweeping act that does ban chiokeholds, goes after qualified immunity, bans noknock warrants. All of it is sitting on the desk of mitch mcconnell. Whats the next organizing step for the black lives Matter Movement . Is it to continue protests or is it time strategically to turn and mobilize in a different way to put more pressure on the senate to in fact enact the justice in policing act which democrats have put forward . To your point, katy, yes, democrats should be very anxious about this because theres not a lot of history in america that says when you raise racial angst it benefits the democratic party. When you raise racial angst, when you pull the race card, thats going to benefit donald trump and the republicans. The more tribealized this electorate is, the more it benefits donald trump and the republicans. George packer in the atlantic is arguing joe biden needs to address this head on by going to kenosha, wisconsin, and giving a speech there, trying to get out ahead of this messaging that the president is selling, regardless of whether it is the actual reality on the ground and, you know, Many Americans will walk outside their homes in big cities and say this is not at all what the president is describing. Regardless of that, there is an argument that joe biden needs to address it. Would that be something you would be advocating for if you were advising them as a pollster . If i were advising them, i would absolutely tell them that they have to address the concerns and fears of Middle America about law and order. Look, we cant look, donald trump is absolutely going there. Hes trying to use that. But at the same time, heres the problem, katy. All this is happening on his watch. I mean, the idea that youre going to solve this problem by reelecting the guy who is in fact creating the problem, i think, is difficult. I think that biden can talk to voters about in fact how we heal this division, how we bring people together to solve this problem in a real way that brings unity and moves the country forward in a way that donald trump cannot. I think thats where i would say democrats should pivot. He argues that biden should go meet with the blake family, that biden should go to the small businesses. Then on the burned out streets without a script from the heart, biden should speak to the city and the country. He should speak for justice and for safety, for reform and against riots. For the crying need to bring the country together, if he says these things half as well as Julia Jackson did, we might not have to live with four more years of donald trump. Also, we are awaiting a News Conference on from the authorities in wisconsin, kenosha officials, were told, will give an update on the Police Shooting of jacob blake and the protesters that have followed. Well bring you that when it happens. Also, earlier today in neighboring illinois, a First Court Hearing was held for the teenager charged as an adult for killing protesters during those demonstrations. Kyle rittenhouse himself did not appear. His lawyers are fighting his extradition to wisconsin. They say rittenhouse shot and killed two protesters and injured a third. While he and other armed civilians patrolled the streets in the unrest. Meanwhile, jacob blake remains paralyzed from the waist down, although he cant walk, his family says he is being handcuffed to his hospital bed. Joining me now from kenosha, wisconsin, is nbc News Reporter shaquille brewster. So much to digest today, shaquille. I want to get to rittenhouse. I want to get to the police response, how rittenhouse could have just walked by cops, driven home, and slept in his own bed, but i do want to start with the news that jacob blake is being handcuffed to his hospital bed even though he was shot seven times, even though hes currently paralyzed. Thats right, katy. That is coming from jacob blakes father, who is in washington, d. C. Right now. He spoke at the march on washington, and he also spoke to our Garrett Haake and told him that, yes, he saw his son, and his son is being restrained right now. We have reached out to the family attorney, benjamin crump, to see if there is any explanation he has gotten as to why that is the case. We have also reached out to the sheriffs office, and ill tell you, were waiting right now for this press conference to begin. Shaquille, forgive me for interrupting you. There you go. A second day in a row, but the kenosha Law Enforcement is giving a press conference. Well come back to you right after this. And the whole focus is that we want to charter a better course off kenosha to insure that we would have inclusion, equality, and equity for all of the citizens. And its a call to wake up to the reality that we have systemic racism in our community. And we want to address it. To bring a better life and a Better Future for all of kenosha. Im encouraging that at this moment that kenosha wake up. Its leadership, to lead with the dignity and the position, what the position demands. Also, we want to lead in such a way that everyone has an opportunity to get to be fair and to prosper and to understand that were all in this together. The second thing i want to say is wake up, because what were seeing is that everything is being boarded up. But we want to wake up to building up our community, and so that we can have hope and not only hope, that we will dispel disparity. Wake up to inclusion that allows everyone the same privilege and rights and not the violence and unfairness. Want to wake up to equality for all its people, no matter their color of their skin or their race or their faith. Want to wake up to equality that we can have peace and freedom to grow and not judging and being biased to everyone. I know that kenosha can do this. Because we know that a community that comes together, we have to build relationship first, and we build those relationships now, we can encourage each other to come together under one, lets say thought, and one collective agenda, to be fair, with all people. And once we do that, we can come now to lift people up. Out of despair, and we can give a person a chance that they can move forward in life too, live out their aspiration, not only for their city, but for their children and their family, where theyre safe. We want to also be able to educate everyone that kenosha has a place because we love this place. And its our home. And we want to make it better. I want to let kenosha know that as were doing this, i want to paint a picture forward because this is our investment in our community and wanting to be safe. We know that kenosha can do this. With the right information, with the right purpose, that we can go the right way. And so were calling on all of its citizens as well as its leaders and anyone that wants to come alongside of kenosha to help us, that were going to charter a better course for kenosha, that the world can see that we are a place that the world can be a model, we can be a model for the world as were moving forward. I want to thank everyone for giving us an opportunity to do that. I want to thank pastor peoples. He has been working with the city, and i know that the county is also planning on participating with this for the last two months in trying to put together committees and creating a system that we can use to deal with racism in our community. I think his comment, though, is really important in the sense of unity and bringing our Community Together so that everyone knows they have the ability to reach and to become whatever they wish to become. We havent done a good enough job in my opinion, especially with our youth and bringing them along and making sure they have an opportunity. It shouldnt be the situation were in today, but we have to learn. And we have to change. And thats why i have asked him to be there. I also want to talk about the issue of just quickly safety for the community. The police and sheriff and the National Guard and all of the other entities that are here from all over the state and the feds that are helping us, we appreciate and give them a great deal of credit for helping us get to where we are today where the violence has dropped dramatically, in helping us keep people from outside the area from coming in and causing trouble. The last number of nights, you have seen very peaceful protests, and thats what its about. Thats how you make change. So we encourage the peaceful protesting that has occurred. And lastly, rebuilding. Rebuilding is more than just rebuilding buildings and rebuilding businesses. Though we have made a request for the state, the governor, and i will be calling the legislature asking them for Financial Aid to help these businesses and the community to regrow and rebuild the businesses that have been damaged. I also will be talking with the congressman and the u. S. Senator making the same request on a federal level. Those things were going to do. But even with that, it still goes back to one simple thing. And remarkable how much you become your father over time. My father used to always say, people talk. Thats not the issue. Its how you listen. So thank you very much. Good afternoon. Im jim cruiser, Kenosha County executive, and on behalf of the Kenosha County board chairman, john oday, were grateful to be here on a second straight night of relative calm in Kenosha County. And were grateful and thankful that the protesting last night was done peacefully. To everyone who has been abiding by the nightly curfew, thank you. Thank you. Thank you. I support everybodys right to protest peacefully, but i think we found that people going home after dark has played a significant role so this is an update from Law Enforcement in kenosha, wisconsin. We have been doing these three days in a row, and so far, we havent gotten an update on the investigations into the shooting of jacob blake or into the 17yearold who shot who allegedly shot and killed and injured another person the other night when he crossed the state border from illinois into wisconsin with a long gun in order to allegedly take Law Enforcement into his own hands. So were going to keep watching this. Well bring you news as it comes. Lets go back to Shaq Brewster who is with us from wisconsin. Were not getting the update from Law Enforcement, but what can you tell us from what you have gathered from your reporting . Yeah, and one thing that you heard the mayor start to allude to is the idea that, first, the protests over the past few nights have been relatively peaceful, but he then said groups from the outside, people from the outside that hes crediting, essentially blaming for the violence that we saw the first few nights, and that mirrors what he told our Gabe Gutierrez in an interview this morning, saying that he blames both people who came in with their rifles to say, in their words, defend property and protect property, and he also blamed some outside agitators, and theres been a video that has gone around of police effecting an arrestover the past couple days of a black van, and you see them bang out a window, and they say that in that van, they found illegal fireworks. They found tear gas excuse me, masks, gas masks, and helmets. And were expecting to hear a little bit more on why that arrest was happening in that press conference. So thats what the mayor has been saying, and well see what he continues to say in this press conference thats still ongoing. Katy. We are going to monitor it. Shaquille brewster from kenosha, wisconsin. Now we have to go to the president of the United States who has just pardoned, made a pardon. Lets listen in. Alice johnson has been just incredible. Shes recommended people to us. She knows many, many people that have been put in prison and whether they should have been or not, she knows that they were put in for too long. Alice was given a life sentence. And you spent about 22 years. Yes. And for something that today a lot of people wouldnt even be going to jail for. And it was it was horrible. And we found out about it. And we gave a commutation, and that means we were able to get alice out, and she has been just so outstanding, and im so proud of you. And were giving alice a full pardon. I just told her. We didnt even discuss it, you were out there. I saw you in the audience last night. And i asked the folks if you could bring alice over. Were going to give a full pardon. Were going to do it right now. That means you have been fully pardoned. Thats the ultimate thing that can happen that means you can do whatever you want in life, and just keep doing the great job youre doing. Alice has done an incredible job since shes been out. And recommending other people. We said how many people are like you . Theres only one alice as far as im concerned, but how many people are like you or your circumstance where they were given this massive sentence and theyre good people, great people . And she said so many. Theyre in jail, so many. And shes looking for those people, and shes recommending those people, and we have already done some that you know, that you know are good people, and they have done really well since they have been out. So were taking alice from a commutation to a full pardon. And im going to sign it right now. And were very proud of alice and the job you have done. And what you represent, and pastor robert jeffers, unrelated, but he was here. And we thought maybe ill sign this and then maybe you would like to say a prayer. And maybe you could include the media, because they need it probably more than we do. They definitely need it more than alice. That i can tell you. Okay. Thank you. So alice, its a full pardon. Originally, there president had commuted her sentence. Last night, she gave a speech at the rnc, and she praised the president for giving her a second chance. Now, she has a full pardon from the president of the United States. Just down the street from the white house, thousands are gathered in the Nations Capital for the anniversary of the march on washington. From the steps of the Lincoln Memorial, they are heading to dr. Martin luther king jr. s memorial for a new march. Very much, though, in the spirit of the one he led 57 years ago. And very much confronting much of the same inequality and injustice of seven decades ago. Todays march was organized in the wake of the killing of george floyd in minneapolis. George floyd died in may. But in the three months since his death, even more black families have been impacted by police violence. And now those voices have been added to todays list of speakers, including the family of jacob blake. George floyds brother took the stage last hour to talk about their familys shared pain followed by blakes father just a couple minutes later. Take listen. My brother george, hes looking down right now. Hes thankful for everything that everybody is doing right now. Yall are showing a lot of empathy and passion, and im enjoying every last bit of it right now. If it werent for yall, i dont know where i would be right now. Because yall are keeping me running. I have to advocate for everybody, man, because right now, jacob blake, im feeling its hard just to talk right now. Shot seven times, man. With his kids, thats painful. There are two systems of justice in the United States. Theres a white system and theres a black system. The black system aint doing so well. But were going to stand up. Every black person in the United States is going to stand up. Were tired. Im tired. With me now from washington is nbc news correspondent Garrett Haake. Garrett, you were able to talk to jacob blakes father. What did he tell you . I was, katy. He gave me a little bit of an update on his sons condition. He said hes still heavily sedated. Still unbelievably shackled to his bed. The younger jacob blake isnt really fully aware of the larger scale moment that his shooting has made, his father told me, probably the only thing hes been keenly dialed in on over the last couple days is a phone call they got from players on the Milwaukee Bucks calling to share their support. Katy, i have to tell you, i thought it was really important the way you talked about the history here, because listening to the speakers and in talking to attendees here, including mr. Blake, sr. , the history is really ever present. Theres a sense of frustration. But a sense of resilience that theyre still fighting this same fight thats been going on in this country really from the getgo, but certainly over the last 57 years. And in fact, mr. Blake, sr. Told me even his father was at the original march on washington 57 years ago. And i asked him about that historical throughline to the present. Listen to what he told me. Your father was here. Now youre here. Resisting the shooting of your own son. Do you feel like things are moving in the right direction . Do you feel like there is change . We havent moved too far in 60 years. Because oppression is oppression. It only allows you to move so far. It constricts movement. It constricts thought. It constricts everything. Because this systemic racism is real. I dont care what they say at the trump white house. So you hear that frustration there about the slow pace, the present pace of change and the white houses role in it, katy. Garrett, what about mask wearing out there and this march . What are you seeing with it, and i know people arent keeping their social distance as much as Health Officials would like them to. Give us an update on that. Yeah, at the start of this event, there was much more of an effort to maintain social distancing. In fact, everyone here, including i and my crew, had to go through temperature checks as we came in. I saw one person turned away for being tested temperature too high. That was at the start. As the crowds grew, that has broken down a little bit. A lot of folks packed pretty closely together. Getting into the march portion of this. I would say on mask wearing, its tough to quantify with a crowd and the tens of thousands. But i would say 80 to 90 of the folks out here are wearing masks, katy, as we now begin the march from the Lincoln Memorial to the mlk memorial just a few blocks down the mall. Today, louisiana is still dealing with the sweeping destruction left behind by hurricane laura. Joining me now from lake charles, louisiana, is nbc news correspondent sam brock. Sam, you have been following the National Guard. Youre with them in a highwater vehicle, i believe. What are they doing, and what are the residents who are still there saying . Yeah, you believe correctly. We are in sort of a military style highwater vehicle that is covered with an awning on top, and katy, this is a portrait right now of devastation and decimation. Look at this. Thats a tree in the middle of the street completely uprooted with power lines dangling from each side. I would tell you, any block you go on right now for the most part, youre going to see something that looks like that. So what the National Guard is doing is helping people who are literally blocked off from getting any resources, be it today theyre handing out, water, fuel. Theyre delivering it and helping those who are stuck right now. I have an example of two people that find themselves in that position that are nice enough to talk wus. This is carrie and tamika johnson. When the hurricane hit, lets start with you, how did that feel . It felt like death came and knocked at the door. Yeah. You couldnt hear nothing. All you heard was wind. I thought it was cats flying around the way it was going. The pressure inside the house, you couldnt do nothing. So youre lucky to be alive. Lucky to be alive. The house that we came out of, we had to run out of it. They may not understand. You didnt leave in time. You know, were having an issue with sam brocks live shot. This is what happens when youre in a moving vehicle and trying to transmit in a place where the cell signal is not so great because of the storm, but sam brock, thank you so much for bringing us that reporting. Were so happy those two people were able to survive this and that the National Guard is helping with what they can. And it is irresponsible, though, to discuss the frequency and severity of natural disasters without talking about Climate Change. This year is already one of the most active hurricane seasons on record. Atlantic storms are named in alphabetical order. So far, this is the earliest we have reached the letters l and m. On the other side of the country, california continues to face destructive wildfires. Lets go to two guests i have been looking forward to having. Michael mann, who is a noted climatology and also lieutenant russel honore, who is Lieutenant General russel honore, who is well known for his response to katrina. Gentlemen, thank you so much for being here. I want to talk about the Climate Change issue, but first i want to start with you, Lieutenant General, about the response and how the response dovetails into Climate Change. Were seeing these storms more frequently, theyre more powerful. We have infrastructure that is not so great. So when youre talking about the response to these storms, you have to also talk about the preparation to these storms. Well, thats a great question. And i might just divest for a minute, Cameron Parrish and parts of cameron, hurb rita, hurricane gustav, hurricane ike, hurricane harvey, and now hurricane laura, put lights out in cameron, in parts of cap eschew parrish. The bridge in the parrish, the interstate bridge you see thats closed, got hit by a barge. The undercarriage of that bridge has been deteriorated from pollution from a plant from south africa, a company in west lake. The chemicals got out. It has deteriorated the bottom of that bridge and the state and the federal government keep arguing about whos going to replace that bridge, and theyre not holding the company. These are effects of man thats deteriorating our infrastructure and putting our people at risk. This is the outcome of continuing pollution, warming sea levels, aging infrastructure, not taking into account they put four brandnew plants in Cameron Parrish, in a flood zone. L g that were not going to use. Its sold overseas. And louisiana is still the second poorest state. But we get all of the effects of the pollution. Im sorry for a long answer. Lieutenant general, if were not going to admit that Climate Change is a problem in this country, this administration is not going to admit that it is a problem, can you adequately prepare for these storms that are going to come regardless . No. We have to come up with different solutions. This will be the third rebuild, and i have great friends in cameron. This will be the third rebuild of cameron. We built it up twice. The second time, it wasnt quite high enough. And now they have the option to rebuild it again. We need to come up with a different solution for Cameron Parrish, and it needs to be done quicker because they provide a great function. That is the doorway to the gulf. And a lot of things we use in our industry and make our country run, it starts right there in Cameron Parrish. So but we need to have a different solution. We need to build different, and we need to build in different places. All because rising sea levels and warm oceans, these storms are going to keep coming harder. This one set a new record, maam. Michael, i think the Lieutenant General has teed you up. Take it away. Yeah, thanks, katy, for having this conversation. Thanks, Lieutenant General, for your service and for your advocacy here. Theres no question that we are now reaping what we have sown when it comes to Carbon Pollution and the warming of our planet. Its the very warm Atlantic Ocean that caused us to predict as many as 24 named storms back in april. We knew this was going to be a hyperactive season. We knew that that was primarily because of the unusual warmth of the Tropical Atlantic and the gulf of mexico right now. And we know that that anomalous warmth can only be explained by human caused Climate Change. Its not that difficult. This is where we are. And we have to accept that we are now dealing by some measure with catastrophic Climate Change. Its not off in the distance, off in the future. Dangerous Climate Change is here, and now its a question of how dangerous were willing to let it get. I mean, is that even a question, though . Because when we decide we have reached the threshold for how dangerous were willing for it to get, wont we allow it to go much further because were not acting with any forethought right now to prevent it from getting that much worse . The ball is already rolling. Yeah, well, so you know, the general mentioned the aggrava aggravating effect of Sea Level Rise. Now, if we allow the Greenland Ice sheet to melt, and much of the Antarctic Ice sheet, were starting to talk about 20 or more feet of global Sea Level Rise. And then you can imagine if one foot is already leading to the exacerbated impacts were seeing now, imagine what 20 feet of global Sea Level Rise means. It means were literally retreating from the gulf coast. We can still most likely prevent that, if we act now, if we reduce our Carbon Emissions by a factor of two within the next ten years, and thats doable, we can likely prevent the most catastrophic events of Climate Change. And we have an election coming up this november where we have a stark decision before us. We can vote for a party thats committed to actually doing something about the problem or a party that couldnt even bring itself to talk about this problem and the crises that are playing out right now with the wildfires out west and the superstorms were dealing with back east. They couldnt even bring themselves to talk about the problem. Instead, touting their efforts to dismantle protections for climate. This comes down to voters. Regardless of who is in power, if the voters want this to be an issue that is addressed, they will make it one that is addressed by using the power of their vote. And Lieutenant General, i want to ask you this question specifically, because we had a gentleman from cameron on yesterday who was telling us about the destruction that he saw. He was wearing a trump hat. He supports an administration that does not think that Climate Change needs to be aggressively addressed. An administration or a president that has called it a hoax. So when youre talking to people like that, do they personally accept Climate Change . Do you talk to them about the issue and what they can do to make sure that they arent in this scenario year in and year out . Thats a challenge we have. We have turned Climate Change into youre this party or that party. The reality of it is the way i speak, and i have spoken to many in cameron and vermilion and other parrishs there about this issue. I ask them, what is the impact of pollution . Are there places you cant hunt and fish anymore . Are there beaches that have been eroded . They all raise their hand and theyre mad at hell. They recognize the impact of pollution. But they do not recognize Climate Change as a political statement, as opposed to the impact. They dont want to wake up in the morning and smell chlorine or toxins or any type, they dont want their gardens to be polluted. They dont want their cattle to be polluted r but when you use the word pollution, i can connect with them. If i use the word Climate Change, thats a hoax, thats a problem the chinese got and we know were the second largest carbon producer in the world. We have to connect with people, but that word Climate Change has been politicized. Just like wearing a mask or not wearing a mask. God, its so sad that we cant just we cant just accept what the science tells us and that we have to work around the language, but that is good advice. Two Staff Members and two attendees from the Republican National convention in charlotte have tested positive for coronavirus. According to the local health department, all four were quickly isolated. And a Group Representing local Health Departments has sent a letter to the cdc asking them to rescind new guidelines. The guidelines call for only people who are symptomatic to be tested, not people who were exposed but have no symptoms. And the university of notre dame announced it will resume inperson learning on september 2nd. The university has had suspended oncampus classes for two weeks due to a coronavirus outbreak on campus. Universities and k12 schools are being asked to make important decisions about when and how to bring students back, but the data that could inform those decisions is not always available. In arizona, a new emergency measure issued by the States Department of health requires all schools and Child Care Centers to report any covid19 outbreak to a local health department. Teachers, students, and parents will be notified of any outbreaks. But the general public will not. And there is no federal Agency Tracking outbreaks in schools. Not the cdc nor the department of education. So parents who ultimately decide what is best for their children have very Little Information to help guide them. My next guest wants to change that. Shes working with National Educational organizations to develop a data dashboard that she hopes will help everyone stay more informed about what is happening in their communities. Joining me now is Brown University economics professor emily ausser. If you are a new parent, im sure youve read her books and understand she knows a lot about data and making recommendations on that data. Emily, thank you for joining us. What exactly are you doing and how quickly do you think this resource is going to be able to parents across the country . So what were doing is were trying to have a nationwide survey of schools that will have information on their enrollments, on their staffing, on whether theyre open in person, and then well track any biweekly frequency covid cases in schools. Its simple and ambitious. The idea is to be able to see are there cases, where are they, are they spreading from single case into outbreaks and help people make choices that they think are safe for their family. We are hoping that the dashboard will be up at least with some subset of schools by maybe the third week in september. So that is our goal. Its a heavy lift, but im hoping we can do it because i think its really important for people to make these choices based on science. And where can they go to access this resource nchts . So you can go to covid explain that will tell you a little bit about it. Thats covid explain. And then you can also find us at the association of school superintendents. Emily, this data is not being aggregated by the federal government. Is it going to be possible to do it without their help . I hope so. I mean, i will say ive been incredibly impressed with the number of people willing to put time and resources into this recognizing that its really important and many of them are parents so were having kids with parents in the background trying to think about how we can make these choices and make these choices right for our families and help other families do it. I think it would be much better if the federal government would step up, and im disappointed that they havent, but i think that we have to try and fill those gaps a little bit. Explaincovid. Org. Tens of thousands of voters who submitted their applications will have to refile or vote in person this november. Joining me is joe miller, auditor in iowa. Thanks so much for joining us. So this judge says that by putting the personal information on these ballots you are potentially allowing for fraud. The republicans had an argument or the Trump Campaign had an argument for that and that, two, there are some counties in iowa that dont have the resources to do the same thing, which would mean its inequal or unequal across the state of iowa. What is your response . Well, its interesting that in the complaint that the republican party, the Republican NationalCommittee Never produced one witness that said they were harmed by this, and there was no voter fraud that im aware of in linn county in the 2018 elections nor in the recent 2020 primary election as well. And i dont expect any this fall in the november election. So i think those are false claims. Again, they didnt produce one linn county resident who complained about receiving a prefilled absentee form. When you fill out these ballot forms, you include a voter i. D. Number. I guess if you dont have a drivers license. If the person doesnt know this is what a blank application looks like and a prefilled application. How often do people not know what their voter i. D. Number is . Well, you can put in your drivers license or your nonoperator i. D. If you have an iowa issued drivers license there. No one knows what their pin number is unless theyve requested it and the law forbids us for sending out in mass pin numbers even though a court ruled that everyone was entitled to a pin number last year. So i provided the pin which can only be used for elections and was sent by usps firstclass mail just like drivers licenses are sent and other confidential items to each of the 140,000 people we mailed to. So iowa is a swing state. Theres talk about potentially rnc being in danger or in jeopardy this fall. Its unclear whether the state will go for joe biden or for donald trump. 50,000 ballots is a lot of ballots. Are you advocating for people to request another ones thats blank, to go to the polls, are you going to be fighting this . Whats the next step . Ill be doing two things. Looking at my legal option, likely an appeal. The second one is complying with the judges order unless we get a stay to send out a blank absentee ballot request form to the people that provided prefilled forms to us. And those are coming in daily yet and probably will come in daily so the 50,000 number is probably accurate for how many mail pieces well have to send out.
