Nearly 10 million americans said theyre out of work. That is more jobs loss in the last two weeks than in the Great Recession. And if you think that is the bottom, well, think again. Remember, we are weeks into a crisis that will likely go on for months. Businesses cannot reopen which means people cannot get back to work until the virus is contained. And the virus is nowhere near contained. We still dont have enough tests, doctors and nurses still dont have enough ppe and theres not enough medical equipment or space for the patients in need. Which is why in new york city an order to paramedics do not bring people in cardiac arrest to the hospital if you cant revive them on the spot pronounce them dead. The hospitals are too overloaded. In new york state, alone, the death toll is now over 2,000. Refrigerated trucks are parked outside of manhattan hospitals functioning as makeshift morgues to store the dead. Across the country, there are more than 232,000 confirmed cases of covid19. Over 5,500 people have died. Today dr. Anthony fauci said we could no longer avoid it. The United States will be italy. If you look at the curves of the acceleration of cases, hospitalizations and deaths, you know, it is super imposed corrected for population. Its a really serious issue. Italy got hit very hard and its railroad clear that we are getting hit very hard right now. The epicenter of it in the United States is new york city but as you see its not going to be confined to new york city. We will be seeing this kind of thing in other large cities. Its a very difficult situation as was predicted. This is going to get worse before it gets better for sure. Joining me now, msnbc host and Business Correspondent david gura, jake sherman and former administrator of the Small Business administration karen mills. Jake is also a political contributor. David, these numbers were more than double what economists had expected and probably worse because of the way that people are trying to file and crashing the loons. Just help us understand the magnitude of 6. 6 Million People looking for work just two weeks into or just a matter of weeks into this crisis. Yeah. These numbers are dismal and discomforting, as well. You talk about the magnitude, that is the thing here. Economists trying to reckon with the size and scope of this and what complicates it so much is this is an event that doesnt have a time horizon. Yes, final point of this is going to be when the epidemic is curved and we dont know when that will be and fumbling blindly through this. Looking to history and theory and getting the lessons from that but the simple matter is looking back to 1918 and had that pandemic some parallel there is but not a lot of data for an indication of how similar it might be and the response economically. So theyre trying to figure out how big it will be. You look at the data today, these are huge numbers. We stare stupefied last week when the weekly claims report came. Just for perspective here, back in 2008 the biggest weekly gains saw in terms of applications for firsttime applications for Unemployment Insurance 650,000. So this is magnitude larger than that. To have that happen last week and this week is startling and talk about the impact, there are millions of people trying to come to term with whats happening in their lives, how long theyre going to be out of work. You mentioned the fact that states are overwhelmed by this. We heard from states across the country and unprepared for how inundated they have been and economists are looking at traditional metrics inld cases of joblessness, traditional statistics and other things to tell them how much anxiety of the unemployment picture in this country. One said he is looking at number of calls, emails to 311 to ask about jobless claims, how to file for them, looking for indications, that or google searches for color anecdotally of how bad this is going to be and as the data bear out the picture is bleak, katy. David, im wondering because we compare it to something in the past, were using the Great Recession but this is so far exceeding what we saw in the Great Recession. When you talk to economists, does anybody throw around the d word and talk about not a recession but a depression . Theyre not using that word yet and they actually paint i wont call it a rosy picture but optimistic in the second half of the year if the outbreak is curbed things could improve and praise what we have seen out of washington, that policy vacuum, the federal reserve, central bank done a lot for Monetary Policy saying its prepared to do all it can to fortify the net underneath this economy. You know . 2008 is a good example talking about Monetary Policy action because they did things kind of slowly processing what was happening in 2008. The Lesson Learned is moving faster and more aggressively this time around and economists have been cheered out of washington so far and reluctant to call it a fiscal stimulus package because it is above and beyond to stimulus the economy. Its something to keep people afloat but they have mentioned more and certainly heard from the president in the recent days is a willingness for another t reiteration to get it beyond the couple of weeks, katy. Much of a lifeline than a stimulus. Karen, you worked under the Obama Administration as the sba administrator and people are Small Business owners looking to the Small Business administration right now for help and theyre trying to figure out the systems. You have a better knowledge of this than most of us do. Is the federal government as it stands equipped to process the number of claims coming its way . Well, this is the most difficult time i have ever seen in my lifetime, including 2009 for americas Small Businesses. Everybody is hit hard at the same time. And you know, right in their cash flow. Small businesses have very low cash offers. Maybe three, four weeks and were already three weeks or so into closures. Thats why you see so much in the unemployment numbers. And it is a pivotal time right now. These days as we speak this 349 billion bill is being hooked up to a pipeline of banks through the sba and treasury and the question is, is this money going to get out into the hands of Small Business owners . I have been talking to banks. Some of them have literally 23,000 applications lined up and as you can imagine, you know, the sba in 2009 we had a record year. We did 30 billion in loan guarantees over the year. We are talking ten x that amount of money. Banks need to get their systems in line. They need to get them connected. Treasury and sba need to make this as simple as possible and im hearing theres still not enough clarity. Small Business Owners dont know exactly what to put in their application, theres murky areas and banks are really concerned because in the bill much of this will turn into grants for small owners which is great but banks are concerned about whos taking the risk. Luckily these are 100 guaranteed by the federal government so a good scenario would be banks will start getting these out. Will hopefully get some of the fin tax out there like square and paypal and stripe and cabbage and get some of the Tech Companies also dispersing this money with an agreement with banks and sba and treasury and if we can get it flowing then we can provide these Small Businesses with this bridge and a lifeline but if we start losing Small Businesses it is very hard to restart them and get them back so i would say the next few days are pivotal. Tomorrow, friday is when the spi got is supposed to be turned on and well see what happens. I i have a lot of concerns of the systems. They have an etrans system and it is not built for this volume. I imagine it will get overwhelmed. Ive heard that some of the big Tech Companies might step in and provide some backstop and i say absolutely, it is all hands on deck. There is nothing more important than over the next few days getting this right. And theyre going to need it because threlets be honest her. This administration gutted federal agencies, vice presidha like it needed Big Government and you need systems in place to handle we use unprecedented loosely but this is an unprecedented flow of requests to the federal government to help them and theyre passing the bills for tons and tons of money. The systems need to be in place to distribute that money otherwise the work that congress is doing and the president is signing is going to go be useful. Jake sherman, on that note, looking at congress there are whispers of a fourth bill. Not whispers. The democrats are talking about a fourth bill. The president seems to want that, as well. Mitch mcconnell is pumping the brakes on that. Does he have any idea do republican senators not feel like that there is a Freight Train coming their way and have done enough . No. Well, let me tell you what theyre saying. What theyre saying is that they want to see this phase three take hold. They want to see how its implemented, whether the loans are getting out the door an how they get out the door and then they want to make a decision. Remember, congress is not here at the moment so theres not a lot of chatter or as much between members as usual but this is a weird kind of dynamic with nancy pelosi and President Trump agreeing on the need for a large public works program. Now, theyre not on speaking terms at the moment and couldnt discuss that thechmselves but t aides are speaking of 2 trillion over 10 years. Theres all sorts of questions about that. Number one, construction is not really active at the moment and theres a whole host of issues that would prevent or make it complicated to get an infrastructure bill through but at the end of the day this is going to at least hinge at partially on whether mcconnell and mccarthy in the house have the appetite for it and at this point we have seen and not a passing comment but said time and time again over the last couple of days they do not want a phase four bill right now and roy blunt whens in the Republican Leadership said as recently i think a couple minutes ago some point we need to care about the debt. Economists disagree. A lot of budget hawks disagree about the need to care about our debt that the moment in time. So i just dont know how this is going to play out. Remember, katy, we are in the middle of an Election Year so im not sure what that means because we dont know what any of this means that the point and not sure if it makes things easier or harder and nature of congress is its an inperson institution and people are not in person it is much more difficult to get things done. Well, thats not good news at all. Jake, thank you very muchl. Karen, thank you. David, we appreciate it. Now joining me is director of the Columbia UniversityNational Center for Disaster Preparedness dr. Ledliner. Always good to see you. I want a sense of likewise, katy. Seeing people go back to work. I know the administration is preparing for april 30th. Theres talk theyre preparing for the end of may. This economy cannot get restarted until people are able to leave their houses and come into contact with each other. Theres the abbott test out there thats promising. Its not widely distributed yet. Unclear when that will happen but is there a light at the end of the tunnel in terms of when we are going to be able to know who th who in this country is infected and gotten over it and could be immune and those infected to separate populations and get at least some people back to work . Well, katy, this is a massive conundrum. We have ourselves pitting the Publics Health against the economy of the country. And they are actually inexplicably linked. In other words, the failing economy now is not just a matter of macro numbers and stock market, gdp. This is a matter of very, very personal strains on american families. We want them to tolerate the Public Health con stranstraints sheltering in place but people are worried sick of the ability to pay the rent, to buy food and so on. So we have to be able to do these two things simultaneously. The hope is from a Public Health point of view that the relief packages, the one, two, three, maybe four, whatever it is, are totally focused in good measure on stabilizing income security for american families. That to me is a number one priority otherwise we cant expect people to tolerate the Public Health restrictions necessary to control this pandemic. Clearly things like the new rapid test are going to be important. Its very hard to predict anything. There are, there is a world of disease and modelers who use assumptions and make predictions of when the peace will be but those are imperfect models, all of them, because they change as new data comes in. We dont know when there will be a second wave even if this first wave starts to look like its coming down. It is very likely that by the end of the summer into the fall well get a second wave. People will be leaving the shelter in place situation, going out into the general public and if we dont know who has the virus and who doesnt we may be accelerating the appearance of that next wave. So theres all kinds of problems where theres a total intermingling of the challenges with Public Health controls and the economy. This is not easy. Let me ask you this. Yeah. Im sorry to interrupt. We saw a map from the New York Times today about the places that people have where they have not gone farther than two miles from their house. In recent weeks and where people stopped and started to lock down. People who stopped traveling more than two miles. Obviously, context surrounding this is a lot of these people in the red parts, they dont live within two miles from a Grocery Store or an essential needs place and travels further. That accounts and not all and lockdown orders this many of the states. If this passes, the peak in new york city, new york state or california or other places that took it more seriously faster, do the rest of us need to wait for the peak to hit in the states that didnt take it as seriously as quickly like florida which is just coming on board for lockdowns or social distancing guidelines as of today . Or will there be able to be a staggered reopening of the places where its already passed . Well, you know, if we can turn back time wed say that we should have lets say enforced a National Shelter in place and a real restriction on travel movement, et cetera. On the other hand we also have a country thats got a lot of variation in how people live and like you pointed out there are people who live in communities that are just far from the Grocery Stores, pharmacies or whatever and medical care for that matter so this is going to be a big challenge and by the way anybody that thinks that the rural areas of america are going to be unaffected by this need to think again because most of our attention on the big cities. For obvious reasons. But the covid pandemic is coming your way. I dont care where you live. Smallest hamlet and smallest county, et cetera. And it is coming. Ironically and unfortunately it is coming to places that already have problems with access to medical care and so on. But we will have to deal with all of this and i think this is a national problem. It was difficult, i saw that map. It was difficult looking and seeing that there are areas of very significant failure for whatever reason to comply with the appropriate Public Health practices. I dont know what excuse to make for florida that took so long to initiate the closures but they should have, could have done this earlier but it is water under the bridge now. When restaurants were forced to close the doors the sector of the economy came to a sudden halt. The Restaurant Owners delivering or offering food for pickup still say that isnt cutting it, though. The ones able to stay open. The vast majority of workers meanwhile have been furloughed or laid off and now for the owners just like everyone else bills like rent are coming due. The latest stimulus bill trying to help offering Small Business loans and grants but for restaurants specifically is that enough . Joining me is Matt Kleigman owner of black seed bagels here in new york city. Always good to see you. We have been talking about the sba loans and what restaurants need. You can apply for the loans and grants tomorrow. Do you have an expectation that that money is going to come to you quickly . And will it be useful . Well, firstly, katy, thank you so much for having me. Im hopeful that the process will be streamlined and seamless. By experience in the past with Small Business loan applications admittedly has been a combination of challenging, us from tracing and ultimately underwhelming but im hopeful and will be applying tomorrow. Why is the Restaurant Industry so particular in this case and why might these sba loans and grants not be as helpful to someone like you as they would be to, i dont know, an Architecture Firm . Well, you know, i think its important at least the way that ive been thinking about this theres kind of three phases. Phase one we are in now which we all know about, quarantines, social distancing, settle at home. But what will happen is phase two and phase two is a period i believe where some people are uncomfortable going out to restaurants. Some people uncomfortable going out to bars. Tourism is effectively nonexistent or limited at best. I dont know how long that phase two lasts for. And so, the ppp has a 60day period for forgiveness. Thats going to be very challenging for restaurants who probably arent going to have their business either open or at least return to a normal consistent amount of sales during that period of time. Are you confident that the restaurants you see in your neighborhood or people see in their neighborhoods across the country that theyre all going to be able to come back from this . I think thats you know, i hate to say it but i think theres going to be a large percentage of people that just cant reopen. I think theres another group of people that will probably apply for some of this financing. Use it and then go out of business, also. And i think both scenarios are tragic and depressing. How worried are you about taking on even more debt right now, especially when you dont have the profit to offset it and arent sure when that profit might come in . You know, im uncomfortable and im definitely considering all the options. I think last week the ppp was tenyear term 4 interest. By monday it was twoyear term. 5 interest. Thats a very different loan. So thats a pretty quick timeline to have to repay your debt. I think its going to be matt, just quickly, if you could say one thing to lawmakers, to chuck schumer, mitch mcconnell, President Trump about what you need right now, what would that be . I think that its really important id say a few things. One i think lawmakers really need to reconsider this 60day period of forgiveness, especially for independent restaurants. Its a timeline that just doesnt work. I would also add that i think the states need to put a lot of pressure on the Insurance Companies to pay your Business Interruption claims. The ppp alone will not solve the problems. We need additional financing and the Insurance Companies need to pay their Business Interruption claims. I think those two if lawmakers were to heed that advice i think it would be a huge benefit to our industry and the millions of people that are employed by us. Texas, florida and georgia just became the latest to do so. And new york, though, continues to be the epicenter of the virus. The state accounts for almost half of all virusrelated deaths across the country. Joining me is aern thompson and from florida correspondent sam brock. Anne, we are so focused on new york, a place so hard hit right now and youre standing in front of what is a big red neon sign illustrating that. Tell me what youre seeing. Reporter well, katy. Right behind me is a temporary morgue. It is outside Lenox Hill Hospital which is just off park avenue here on new yorks upper east side. This morgue has been here for at least 24 hours. And there are it is basically a refrigerated truck. There is a tented walk way that the staff will be able to take the corpse from the hospital into the refrigerated truck but it is not just here at Lenox Hill Hospital. This scene is being repeated at hospitals throughout the city as they prepare for this onslaught of coronavirus victims. There are 250 patients here at Lenox Hill Hospital who have coronavirus. About one fifth of them are in the intensive care unit and most of those im told are on ventilators. Its just devastating to see this. That along with the field hospitals around new york and the ems order of paramedics not to continue trying to or not to bring people they cant resuscitate on the scene from heart attacks to the hospital. Tell me more about the what happened in the Decision Making process to make that order. Reporter well, the decision or that order comes from the governing board that oversees the citys Emergency Medical Services and its probably one of the most unsettling developments in a very unsettling day and essentially what this board has told all the emss and paramedics is that when you are out and you have a youre called to a cardiac arrest and if you get there and the patient doesnt have a pulse and there is no sign of blood flow then you do not transport that patient to the hospital. And the reason you dont transport that patient to the hospital is because that patient doesnt have much of a chance of making it. Under normal times they put the patient in the ambulance, do cpr on the way to the hospital but these are not normal times and they do not want to overwhelm hospitals that are already struggling to meet the need. Its just astounding. Sam, you are in florida. The governor has finally relented, he issued a stay at home guideline to the state of florida. And there are now these two cruise ships out there that are going to be docking later today with passengers on board trying to go home, both to the United States and around the world. And there are also some sick passengers. Tell me what exactly is happening. Reporter well, katy, good afternoon. It is good to be with you. We are dealing with a Public Health conundrum with issues of liability all wrapped together. There was a deal, a framework in place, according to my colleague Kerry Sanders to get them, 2,500 crew and passenger members off the 2 ships sailing around for up to 28 days get them off the ships. There are nine we understand according to Holland America, the cruise line operator, critically ill. Another 200 that had exhibited signs of flulike conditions. And they got to get them off and so the framework to get them here and figure out how to get 300 americans and then some 2,000 plus foreign nationals back to their countries of origin or at least to airports without jeopardizing the health of other people. At the moment right now, katy, supposed to be docking somewhere over my shoulder here in the distance. Births 19 and 20 scheduled at 1 and 1 30. Hasnt happened yet. Theres an app of Cruise Mapper that shows that the two ships are still about 12 or 13 miles off the coast of florida so clearly its not imminent. When will they get here . Our understand is that lawyers have to still go over some of the logistics, the fine print on this because theres a couple major questions, one is 45 people treated on board one of the ships. What happened to the 200 or so who are sick . Then theres private chartered planes for the foreign nationals to get them out of florida and to whatever their country of destination may be. But 300 americans, are they supposed to go through once they pass temperature checks into may major airports . If theyre asiymptom attic do they travel normally . Still waiting to learn details an at this hour it appears that it could be much longer. We dont know when today the ships actually dock but meantime, katy, all of the people are just waiting in limbo to find out what their fate is going to be. Sam brock, thank you for that reporting. Ohios Kelly Phillips is from one of the families. After a weekend celebrating her mothers Successful Surgery last month her brother died from coronavirus. Then she watched as both of her parents succumbed to their infections two days later. Her husband don is in an icu on a ventilator believed to be infected and kelly and her daughter katie waiting for test results while theyre under quarantine at home. Joining me now on the phone is Kelly Phillips and joining me by skype her daughter katie. Ladies, thank you very much for joining us. Kelly, i understand you didnt want to be on camera. We appreciate you calling in. The time line is hard to understand. You came out of surgery, kelly, and then suddenly your mother was sick and your mother and father was sick. Tell me how that happened. So my grandma had had a heart surgery. Several weeks back. She was in the hospital just recovering, gaining some strength. And the weekend that my aunt and uncle came down to visit we broke her out of the hospital, transferred her to the rehab facility. Spent the whole weekend together. Monday when returning home is when my uncle started feeling sick and showing symptoms. And by end of the week he was in the hospital in icu. Fighting for his life. From there my stepdad started showing symptoms and then my grandfather and grandma and within the week all three of them went into the hospital and were in icu, as well. Katie, i cant imagine how difficult things are for you. I know you and your mom are waiting for two things, one is your test results but also whats happening with your stepfather and just if you can give me an update on his condition and what doctors are expecting. So we have not been tested. Since we have not and are still not showing any symptoms we wont be until that point. Were still under quarantine and been in the house for going on three weeks now. Hes still in very critical condition. Still stable and its going to be a long road to recovery but we are starting to see those baby steps in the right direction. Kelly, i dont know if you can hear me. Im the mother. Youre katies mother. Im hearing myself. I hope that youre there, as well. Can you tell me how youre feeling . My emotions vary by day. Physically im fine. Mentally im broken. Im sorry. Katie, we are trying to coordinate with your mother and you. You said mentally its really difficult . Yeah. Hows your mom doing . Shes struggling. I have no doubt that we will dig out from this but our lives have been forever changed and if theres anything that our story is able to tell other people its to stay home. Stay away from other people. Pay attention to the social distancing. Hunker down. You dont know whos carrying, whos been around somebody whos carrying. And if were able to save one other family from the trauma that we are feeling then thats the only Silver Lining in this for me. Youre being very clear. Take this seriously. Dont mess around. This week at an Amazon Warehouse just outside of detroit some workers walked off the job. They say after a number of confirmed cases at their facility. Amazon is not doing enough to protect them, according to them. Amazon though says it is making changes. The company says it will offer new protections starting next week including masks and temperature checks at the start of each shift. Amazon tells us in part, our employees are heros fighting for their communities and helping people get critical items they need in this crisis. I want to understand what exactly is happening in these warehouses. So many of us are getting our packages from amazon right now. Were concerned about the box and the packaging. What are you concerned about . Im concerned about all of the employees lives at this point and all of our families going home after the end of our shift. Tell me why. Excuse me . Tell me why. We as you see, weve been told for several weeks that we will receive face masks and we just keep getting told that theyre on order, that were getting them. We dont want to take the mask away from the Health Care Workers that definitely need them more than we do. The cleaning regimen that we have is were relying on a lot of associates to clean their own stations as far as wiping down equipment and anything that its touched. So if that associate fails to wipe down that station, its not being properly sanitized, along with our cleaning crew that is just your basic cleaning crew. Theyre not specifically trained in cleaning to reduce the germs and bacteria of such a virus that has caused this in the United States. Its very hard to wipe and clean every crack and crevice of that building. I totally understand. Thats why so many of us are at home right now. We have a home studio built in our basement. Were certainly very lucky and there are people out there like yourself and other amazon workers, Grocery Store workers, ups workers, postal workers, people who are still going out and doing their jobs to make sure that everybody can still stay at home. You are on the front line. You organized this walkout. Now amazon says theyre going to do temperature checks and theyre going to get you masks. When you go back to work, do you expect both of those things to be in place . I do expect them to be in place, but are they going to be in place . I highly doubt. The temperature checks i believe will happen within the next couple days but also with the temperature checks, from what im being told from other associates, theyre actually asking for employee volunteers to check temperatures. So theyre not even going to be done by what you would say a professional. Youre relying your life on another associate to take your temperature. Tonya, are you going to go back to work . Im still undecided. I have bills to pay. I have a life to live, but i also have children at home.
