We want people nationally to understand the importance of social distancing. We live in a nation that has a system of federalism and the governors get to make the decision and were going to give them the best possible dwins and ths to stay home and social distance. In the middle of a Public Health crisis, the president has refused to open up a special obama care Enrollment Period which could help the uninsured when they need it the most. The one thing the president has done in the last 24 hours is change his tone. Again, he said it was no worse than the flu and questioned how contagious it was. Sounds like it might have changed at least for now, but it took dire projections from his own health experts. The model showed best case is 100 to 240,000 dead americans. Again, by the end of the summer. I want every american to be prepared for the hard days that lie ahead. Were going to go through a very tough two weeks. And then hopefully as the experts are predicting, having studied it to hard, were going to start seeing some real light at the end of the tunnel, but this is going to be a very, very painful two weeks. When you look and see at night the kind of death thats been caused by this invisible enemy, its incredible. So a change in tone is great but were wonderfing how much time was lost and what could have happened if the u. S. Took this more seriously. The president , yes, changing his tone and it would be great if he remains serious Going Forward, but weve seen him reverse himself so many times in the past and in the to mention, its taken him a will the lot of tim to this point and americans dying and tests not getting done and now were in a very dire situation. Right. I dont think we should make too much of the change in tone. It have two weeks ago. He also had a couple of briefings where he seemeded to be more somber and was praised by some in the media by taking a new approach and by the end of the week, he was clashing with the press again and down playing the severity of the crisis. We should focus on the change in approach and policy. That seems to be where the white house has come around in the last couple of days. Remember, it was just 72, 96 hours ago where the president seemed dead set on trying to reopen portions of this country by easter, now under two weeks away. Instead of now being easter the moment of economic reverse, it seem ls like its going to be t highest death tolls in the days surrounding easter april 12th, and the president has had to adjust. He was charts by dr. Fauci and birx over the weekend showing just how bad this is going to get and the president warning the nation next two weeks are going to be tough. Already, there are more deaths thanks to this virus than americans killed on september 1th and if it ends up being 200,000 or so deaths across the nation, that will be more than were killed american soldiers were killed in both vietnam and korea combined. So these are extremely sobering numbers and what needs to happen now for this president is not just a change of tone, but a change of policy. Thats what experts are saying and perhaps to push states to have, to uniform stay at home guidelines. Were now seeing florida in the last hour, doesnt even go into effect yet, but theres great worry that may be too late for to stop a great deal of spread in that state. One that is home to of course a lot of vulnerable senior citizens. John, is that under consideration by the administration . People are calling for the president to issue a national order. Surgeon general basically said the president should issue a general order. There will be governors and local officials who arent going to listen to the Surgeon General, but will listen to the president of the United States. According to reporting, as of this morning, no. The president does believe in federalism. All along, hes put the onus on the states to handle this crisis. For them to be the ones to get the necessary medical equipment, ventilators or masks in recent day, pushing them to handle more tests even. Of course though the federal government with its faster resources seems to be in a much better position to do that. So at this moment, the answer is is no. So theres a real tense for the white house and some state houses. You have democratic governors like cuomo in new york, really clashing with the president. Pushing the federal government to do more. At the same time, there have been others like mcmaster in South Carolina who was urging the president to reopen things. Thats a state that hasnt been hard hit by this virus and he feels that Small Businesses are paying such a deep price because of the slowdown. At this point, the white house seems comfortable letting it be a state by state decision, but if this does trend as dramatically and negatively as experts seem to think, thaktd be something thats reevaluated. My question is if it does trend negatively and if the next weeks are going to be really bad as everybody is is saying they will, what does that look like . Well, it looks actually horrible. Even the graphs that were shown at the recent White House Briefing looks like theres going to be a peak sometime mid april and the its going to smooth out and be over and that could not be farther from the truth. Theres going to be a second wave when ever it is we let people out of the really more serious strixs. This absolutely should be by the way national policy. Many things should have been national, not just guidance, but orders to the extent that thats possible in a federalist system. We were left actually with the spectacle of each governor and every mayor and mayor of every city kind of going on their own and its been a problem since the beginning. But i do think its going to be a horrible pril and maybe a horrible may but whatever it is and whatever this sort of peak seems to die down, once people get out in public and going back to work and so on at a regular activity, were going to see another spike in the fall. Almost inevitably. And i dont think, you know, i think theres a clash now between what the economists would like to do and i agree with. Wed like to get economy going and wed like people to go back the work. On the other hand, were facing a terrible, lethal pandemic wed like to deal with. The solution or part of this solution is the view the relief package of 2 trillion or so, hopefully more, as a way of alleviate lg some of the anxiety people have in not going back to work. Not talk iing about the macro economy, but every family needing to worry about paying their rent. So this is the ideas of one of the countless field tents thats being set up outside the hospitals all around new york currently being overwhelmed by the staggering patient volume occurring because of the covid19 pandemic. Tell me what youre seeing there and who they expect to be admitted. I can tell you that this is just about four miles if you will, from elmhurst hospital, one hospital you heard a lot about, that as the doctor mentioned moments ago, is just being overwhelmed by patients. Whats going to happen here . The stadium, the dome, over to the side is the training center. It is closed right now, but they are going to put 350 beds in there as a temporary facility to house covid non icu patients. Again, these patients have the virus, but do not require to be in the intensive care unit. They are doing this in order to free up some of that valuable space so desperately needed at the brick and mortal hospitals. To that side is the lou armstro armstrong, the second largest stadium here on this tennis grounds. This is being used as a Food Distribution center. Thaer going to be feeding parent, children, worker from low income families who are struggling to get meals at a time when restaurants are closed. Grocery stores may not have the kind of food items on their shelves then for some people as you were talking about a moment ago, rent is due. A a lot of bills are due. A lot of folks just dont have the money. No doubt about that. We heard from Governor Cuomo today. He was threatening closing down the citys playgrounds if people didnt keep social distance and sounds like they did not because today now he is shutting down new york city playgrounds. What else happened out of that News Conference today . One of the things he said i think was a big thing to come out of this News Conference. He says based on their models, theyre saying this could go into july. We know the president said hunker down for april now. But the governor, Governor Cuomo was saying we may be looking at july before anything changes and again to your point, he said people are not social distancing the way they want them to. The mayor of new york city has said the same thing. I think youre aware hes taken down Basketball Hoops from 80 different playground locations throughout the city. Trying to urge people to comply with what they say is a very serious warning. Not a suggestion that people may or may not gather in tight groups. Theyre saying its in their best interest to socially distance themselves so that they can remain safe. Katy. Get the message is what theyre sayi ining and once it warmer, i wonder how much that message is going to get through because youre couped up here in new york city and understandably, people want to get outside. Dr. Spencer, thank you for joining us and just the tell me what you think is going to happen at the new york City Hospitals. We were talking to dr. Sun, the emergency room freelance essentially er doctor who moves from hospital to hospital whos been throughout most of them here in new york city and hes worried that the new york City Hospital system is going to, could at some point, could collapse from all the stress. There are more than 1,000 people that have died here in new york city from this. I think more than 40,000, 41,000 people in this city, who have tested positive. Is that a b possibility . I think thats what we were all preparing for. We know we were behind the curve. We started too late. We had mixed messaging early on well into when we were having community transmission. There are way more cases than those that we are reporting. We are only testing certain individuals. There are a lot of people being told to stay home with symptoms that are likely positive. What we know is that social distancing may be starting to work to decrease the rate of new infections. But theres a difference in the lag between when people get infected and when they show up in Emergency Rooms and need ventilators in the intensive care unit. So even if we start getting some type of slowing in the rate, which hopefully well be seeing soon, were still going to have a huge challenge in the next couple of weeks because the patient volume will increase, the patients needing ventilators will increase and unless we have beds, its going to be hard to provide that best possible Clinical Care for each one of them. So what is the best Case Scenario for new york city now . If everybody stays inside until april or may, what happens . Well, we know that thats the only way to flatten the curve, to reduce the spread. The virus cannot infect you if it never meets you. Every time you go outside, theres a non zero risk. There are people that need to go outside. We have essential workers, but ols people in grocery store, trooifing the trains, everyone thats doing the essential work. People will still be at k. What we need to do is really enforce this message to else, stay home. Staying home saves lives. It decreases the number of people that show up in emergency room, that need ventilators and i think that new york city, its really important here, but its really important that everyone around the country looks at whats happening here and uses this time to prepare. Im from the midwest. I grew up in detroit. Cases are climbing. My family is in florida. I have friends in new orleans. Cases there are climbing. The rest of the country will be hit by this. You have time to prepare. Please take it seriously. Stay home, social distancing. Because thats the only thing we can do now for making it worse in other places. I got to ask you this because frankly, i dont know else whos contracted eboue will bola, yet you said this virus in your opinion is scarier. Tell us why. Couple of reasons. One, im really afraid for the u. S. We had an opportunity to really learn from the Ebola Response in 2014. Not only internationally, but dmesically, but we didnt. We didnt have a lot of providers that went there. Im seeing things im used to seeing. The physical and mental anxiety that i got used to in west africa. But a lot of people im working on the front lines here with in the u. S. Are not used to that and its new. I think we missed an opportunity to train a generation f workers in a really bad outbreak where we could have used those skills and helped out at the same time. Im really avoid and fear covid because i know the impact it can have on Health Care Workers, on my colleagues. 8 of all infections in italy were Health Care Workers. We know if ers and icus dont have the personal protective equipment, the number could be higher. H that means fewer doctors, nurses, few r people on the front lines when people come in with coronavirus or coronary t artery disease. Dr. Spencer with some wise words and advice i hope we all take. You know his doctors have said that this is a marathon and not a sprint. Were strapping in for this roller coaster. Im relieved we were able to see him a little today and say some things to him. Im also very concerned about him and his ability to recover. You have a 17 and 21yearold. How are they doing . Theyre hanging in there. Its very rough. They miss their dad. Hes a very involved, hands on father, aus going to all their activities. Wanting to speak to them every day to know what was going on in their lives and swrjust support them 110 so its very hard for them not to have him here. Youre looking for some sort of treatment as is everyone who has a Family Member in the hospital. Youre hopeful about a plasma treatment. What are the accepts that need to be taken in order for your husband to have that experimental treatment . Yes. His physician told us hes eligible for this plasma donation. It was authorized on an emergency basis and its case by case. You need to have had a positive covid test result as well as be 14 days symptom free and in addition to that, which were running into some problems here in new jersey with thrks they want you to have had a negative covid test in order to be b a donor and i have had multiple reports to me from yesterday and today that people are being turned away and told they cannot give them another test so its very, very frustrating. If were going to look, covid 4 can probably be more forward looking at the economy and if were going to do infrastructure going, we need a big, we need it bold and future futuristic, which means green. Theres trashl infrastructure, roads, bridge, highways, we need that, but new Green Infrastructure for the fouuture. So we should do that, but weve got to look at specific things with what we get up to that bill, which will not be three, four weeks from now and i hope the president means what he says when he says he wants a 2 trillion bill. Last time Speaker Pelosi confronted him, he got up out of the room and didnt want to do it. So lets hope hes sincere. We have, we need a lot of thing, but we have some very, very grave fro brave front line workers. Nurses, doctor, Health Care Workers, and they are risking their lives just like the firefighters and policemen and construction workers risk their lives after 9 11. These are our heroes. They need hazard pay. Today, i am urging President Trump to give all of the federal front workers hazard pay and i think a very important thing in our next bill is to require hazard pay for all of the front line workers. A 25 pay increase. Heres the second thing. We produced a really good program called Unemployment Insurance on steroids. That means that people will get their salaries, most people will get their full salaries for four months if theyre furloughed or laid off by their employer. That puts money in the pockets of the people who need it the most. The people out of work. We need this administration to make sure that money starts getting to these states and to the people within a couple of weeks. That is the most, that is the strongest stimulus to the economy as well as dealing with people. Mentioned people cant pay their rents. If they get their salaries, theyll be able to pay their rents. Also put in there forberns on paying mortgages. If you live in an apartment, if your landlord, which must do, no evictions. So the people need that money right away and the third thing we need, the front line workers dont have supplies. They dont have the mas b ks. The ppe. We need President Trump and the federal government to set up a czar for the distribution of the materials under the defense production act. The bottom line is very simple. And that is the defense production act allows the federal government to come in and say we need, its like wartime. The president just said that. I agree with that. We need the, we need ventilators here. This is what the greatest need is is. We need these number of mas b ks here and we dont really have anyone and ive called a few people in the administration. A czar. It should be a general. Generals are great. The quarter masterer in our military is so good is a able to get lot of equipment to different places quickly. Asap. Because lots of the materials are not getting to where they should be. When our mayor has to try to call up sweden to get ventilators or our governor goes to someone in california and says ive sold it to someone else, its not good. Back to bills and people who are suffering economically right now for a moment. As i said, rent is due today. You were talking about federal mortgage forbearance. Is there anything being made to freeze bills from the bottom up . Starting immediately, people dont have to pay rent, their ewe it willty bill, their cars, their house. A freezing of that sort of thing so people arent in fear of getting kicked out of u their homes. They have this stimulus money to buy food for their families because who knows how long this is going to ls thlast then mayb an injection of stimulus money or relief money at the top to those lending institutions like the banks and also to local governments, to state governments, so that money gets reinjecteded back in, but everybody at the bottom isntin during this time and can stay at home. Yes, our bill does a good deal of that. When we said we werent going to go along with the bill that Mitch Mcconnell put forward, we made it workers first so there is this Unemployment Insurance. Fore forbeerns, but a greater step would be to say freeze everything. Thats complicated. You dont want to freeze the salary of someone driving food to the supermarket. You dont want to freeze the salary of the guy who runs or the payments to them. So its a complicated issue, but obviously we have to go deep and big and strong. Covid 3 does a good deal of that. But we can do a lot more and thats something to look at. But it is complicated. Well let me ask you this. I know its complicated, but there are projections that the Unemployment Rate may hit 32 . Thats a whole lot of people who will be out of work. How quickly can you look at thinking bigger when so many of our lay makers are now sitting home. When should people expect a fourth covid bill to be passed by congress and sign eed by the president . I believe we need a fourth bill and i think probably the end o april is about the right time. But we have a month to get the money in peoples hands. Get those unemployment checks, which are full salary. Thats big. Thats the biggest problem the federal program putting money in peoples pockets that weve had in kek cads. Get get it working. Make sure that the lending to Small Businesses and the money so that Small Businesses can pay their workers even if no customer rs showing up, gets out there. We have to make sure that this administration implements what congress has done. We came together in a very good, bipartisan way, 960, but the second step is getting them to implement this. And thats what were looking at. The distribution of these needs a much stronger federal look. Thats why we need a czar for disbugs. We have to make sure the Small Business money gets out. We have to make sure the unemployment money gets out. We have to make sure these loans get out. Then we should come back and do a bold covid 4 aimed at two thing. Things we didnt do in this bill. One thing we havent done is protect how are we going to vote . In primaries and general elections with, were probably going to need electronic voting and ways to get there. We didnt do paid family leave or sick leave. Thats important to do. But first job, make covid 3 work in the next three weeks and thats the administration. I have a thousand more questions. Just more more immediately, what do you say to those whose rent, who need to pay rent today . Do you tell them to not pay it . Should they keep that money in their pocket and just wait it out . I believe the vast majority, the law will pass covid 3 provides, no evictions for four months and that will be most of the people who rent. Because there are federal mortgages involved. Coronavirus is hitting our front line medical workers at an alarming rate. Heidi and Sarah Fitzpatrick collect eed day from state Health Departments across the country. In ohio and minnesota, roughly 20 of the people infected are health care professionals. Weve seen singapore, china, treat large numbers of patients without Health Care Worker infections. Thats why its so important that people stay home to flatten the curve and not have unsafe overwhelming care, but the second thing we have to do at this time is to get ready. I still get colleagues in Emergency Departments and intensive care all over the country contactinging me saying we still cant get tests done. But there has been a lot of progress. What im focused on now is what is the next phase. What do we need to be getting ready for so were not caught unawares. What that is is not just te testing, but contact tracing. Isolation. Quarantine. Of huge numbers of people. We can learn from countries around the world that have been able to se press this. Were not going to be able to eradicate it. It will be here with us. Everyone is asking the question when will we be able to go out gw again, but the important question is what do we need to do today so we can come out again as soon and safely as b possible.
