The president is endangering our elections, our National Security, endangering democracy, they said, and impeachment cannot wait for 2020. The argument why dont you just wait amounts to this. Why dont you just let him cheat in one more election. Why not let him cheat just one more time. Why not let him have foreign help just one more time. Despite everything we have uncovered, the president s misconduct continues to this day. Unapologetically and right now. Its been two and a half months since Speaker Nancy Pelosi first announced a formal inquiry. There have been 18 witnesses and nearly 200 hours of testimony. Both behind chosed doors and in public. Democrats are expected the to continue on that track by hold both the committee and floor vote before congress breaks for the holiday and if what were hearing on capitol hill today is any indication, House Republicans have zero intent on walk iing way from President Trump. Democrats still cant get over the fact the president won the election and they lost and now and today, we watched them introduce two articles of impeachment. It changed the course of congress to take away due process for any point of where we are. And its still unclear of what might happen in the senate and whether every republican will stick by the president. Joining me from capitol hill, Garrett Hague and kristen welker. Garrett, whats going happen next. Over the next few day, well see the mark up of these. About nine pages. The process typically involves a committee amending a document here. These articles written essentially by these Committee Chairmen will come out looking like they do now. That could start as early as tomorrow night but is expected to be an all day affair. Were looking at one of the longest hearings weve seen yet in the impeachment process. Then the articles will move to the floor. They seem like they really are on the track to get this done before christmas holiday. Both Speaker Pelosi and steny hoyer said theyre not whipping this vote. They are not koupting votes. Not out twisting arms. They consider the ultimate floor vote which will almost certainly break on exactly partisan line, to be a vote of conscious. So if there are democrats who decide they cant vote for impeachment, so be it and well find out together when that floor vote happens some day next week. Are they concerneded about front line democrats in swing democrats . Ones that are being targeted by the Trump Campaign now with some expensive ad buys, either tv or social media campaigns . Are they worried about those democrats and their vulnerability . That depends who the they is. Remember one of the last steps taken before this was haunhaw launched was the oped written by a number of those democrats. I think it was seven. All with National Security experience who were among the last to really come on board before nancy pelosi pushed the go button on starting the impeachment inquiry. Leadership in house has tried to frame this as a matter of constitutional duty. Not a matter of politics but, all of these front line democrats are pretty savvy, political operators thechls. They can see the spending thats going ton in their r districted and they know theyre going to have to defend this vote when it comes, but theyve had time to figure out how to frame that since weve been starting this process almost 80 days ago now. Kristen welker, we got a preview about what exactly the president s defense, what exactly its going to look like. Lets play that. I know the president has made clear he wants adam schiff, the whistleblower, hunter biden, joe biden and many others but we dont have a witness list past what hes said public lew, by again, we expect in the near future well have more. Thats who he wants in the senate trial. Are they coordinating now with nat Republic Senate republicans . Theyre trying to coordinate, but its not clear theyre going to get that list and the reason for that is a few. One, you need 51 votes to get sign off on any type of witness list eed turning this into a show. In other words, he wants to give some of his Senate Republicans who are in top districts some cover there by say this is a process they felt good about. They were able to review all of the information, all of the witness testimony then come to final conclusion. So hes worried about holding on republican majority in the senate. The white house has been girding for this moment. Theyre focused on the senate trial, but also on firing back at this entire process. We saw that in a series of tweets from President Trump. Let me read you a sampling of what we saw from the president today. He called this a witch hunt. Surprising surprisingly. He also says of adam schiff, shifty schiff going back to that nickname he has for him, a totally corrupt politician. And then he goes on to essentially say that adam schiff got caught make iing stuff up. He was very embarrassed. Going back to some of the early days of the proceedings when schiff was essentially talking about the phone conversation President Trump had on july 25th in not very specific terms. Something that schiff has said just justifiable because he was making a broader point about the messina the president was trying to send. Bottom loin, President Trumps going to be out this with you in hershey, pennsylvania, later on today and hes going to be making his case to the voters. That is an arena hes very comfortable in. Hes going to use this to try to energize his core supporters. He needs the keep those voters in mind if he wants to make it through the senate because he knows without them, senators could turn against him, but such a good point. Although there are juvulnerable democrats in the house, there are vulnerable republican senators in the house as well appreciate it. Thank you guys. And if this does get to the senate, it looks look it will, the big question is whether republicans will argue the merits of impeachment and the president s conduct in good faith or will they do what their house counterparts did and all but refuse to engage with the facts as they were presented. Everybody, welcome. Mike, i want to start with you. When you look at the paspeed wi which the democrats are going, theyre justifying it by say in its an immediate threat. The president is going to try to cheat again if we allow him to and we cant wait until the 2020 election. What do you think of that argument . That strategy . Its a powerful argument theyre making, but there are many differences between that and the nixon impeachment. We heard witnesses in the Judiciary Committee. This Judiciary Committee just heard from the lawyers. But we also presented numerous articles of impeachment to be considered by the committee. Some were voted down. I think one issue democrats are going to deal with in the mark up is that some more progressive democrats are going to say perhaps why arent there mueller charges within the abuse of power umbrella. So i think theyre trying to streamline it, but in doing so, maybe theyre going to accept on the toes of some of the progressive democrats. Jake, what about the, the strategy for Senate Republicans . We know how House Republicans have worked. They engage with the facts as they were present ed as we saida moment ago in testimony that we saw after over hours during the house impeachment hearings. A lot of the time, the republicans werent asking questions or veering off into a different argument all together. Any indication thathow Senate Republicans might engage with this process if it gets to them . Well, i want to make one point at the top. Hunter biden and joe biden and adam schiff will not be testifying in this trial no matter what. So the white house seems to be endpanlging with the hypothetical that could only set them up for disappointment. Presumably they understand whats doable and whats not. They know this isnt so im not quite sure what the strategy is with posturing iing and presentg a reality. It seems like a fever dream of some sort. Thats number one. Why isnt it a reality . Well, the rules for this trial are quite circumscribed. They are subject of bipartisan negotiations. They have to pass the chamber in the senate you need 51 votes to do this. This is not a Committee Hearing in which the Majority Party controls the majority of the hearing and controls the rules. They do control the rules in this senate, but there are still some senators who are going to bristol and bringing in hunter and joe biden and creating a trial to bring witnesses that only have to do with the matter at hand. So again, this is not a reality that anybody up here on capitol hill where the rules are going to be written, theyre not dealinging with these hypotheticals, although the white house appears to be for reasons not clear to me. Two, this is a much different setting. This is a trial. The rules are going to be written and peter, who knows this toustuff well understands. He wrote a wook on it. This is a going to be details in the rules and what they can and cant do is going to be details in these rules as well. So i just, theres not going to be grand standing of the same kind of magnitude you saw in the house hearing. Of course theres going to be some of that, but this is a trial and the chief justice presides over it, so a totally different format but we have to accept the reality that republicans by and large maybe minus one or two or three of them, are going to defend the president. Thats what their politics demand. Thats what theyve been doing up until now. They have not engage nd the same set of facts that democrats have so were going to see a close resembling of what we saw in the house, but on the senate floor in a trial format. Peter, jake just invoked your name. Said youve written a book on impeachment. Kickoff e covered the impeachment of bill clinton. How much though is past president when it comes to donald trump . You wrote hes the the guide post by which People Choose their story line. Most tell poll stores they dont believe what he said, but a significant minority considers him a truther saying what others wont about a broken system he vows to fix. So donald trump is the war shack test. On, in when impeachment gets brought into it, how do the cards fall . Not to mix metaphors. All right. This is the big difference between this impeachment and 20 years ago. President clinton lied to the country for months about israel his affair, but by the time it got to the house and the senate, you know the jig was up and there were no real dispute about the facts. Everybody knew what he had done. The question was what do you do about it. The question at that time was it impeachable . Did he you know lie under oath, obstruct justice and if so, was that important enough to remove him from office. This time, you have this war shack test. Either you have as we saw yesterday at the hearing, a president who has abused his power in order to further his own interest above those of the country or you have somebody being railroaded by a complete witch hunt. A perfect call as the president likes to say just being twisted into this partisan showdown. I think that reality is what makes this different than it was 21 years ago. Were living in these two different realities rather than starting same set of facts and arguing about what to do with them. How important are the rallies for the president now, getting out there and trying to gin up support in states like pennsylvania . States that he narrow lly wonderf wonderful and would need to hold on to and keep republican senators in line. I think its very important. Im glad youre there tonight for this. This is whats sustaining him. This gives him comfort and a solace at a time when youre under a lot of pressure the president. He goes to rallies like tonight and the people there are 100 on his side. They are cheering. They are providing i think a sort of you know mill and spiritual sustenance to him. That kind of encourages him. Republican allies would say maybe too much. Maybe more compromise on his part might do him some good but because he goes to these rallies and hears at a boys and keep it going kind of reaction, it encourages him to challenge the system and hes trying to make this impeachment about him versus the system and the swamp. His actions using american aid according to the democrats at least to leverage political help from a foreign power. Thats not what youll hear about tonight. Youll hear about shifty schiff and nervous nancy and sleepy joe and all that stuff. Or about the concerns he had with ukraines, that many republicans echo, even though the Intelligence Committee has rejected them and concerns that were again echoed today by the president s attorney general, bill barr. Here he is with my colleague, pete williams, a few minutes ago. Zbh what about the allegation that it was the ukrainians that meddled in the election, not the russians . I am confident the russians attempted to interfere in the election. I dont know about the ukraines. Ukrainians. I havent even looked into it, frankly. He says he doesnt know about ukraine. This is one of the president s talking points . One of the russian talking points. And remind everybody, the russians will be with the president at the oval office again today. My gosh, hasnt he been watch ing the hearings . The evidence is compelling before the house Intelligence Committee that ukraine was not involved in the, in any way in influencing election. Miss hill made that point and chastised from republican congressman for promoting it. Bill barrs been carry iing the president s water even before the Mueller Report and he was actually shot down yesterday in the ig report, doj that said there was no spying on the truch campaign. So again, a lot of tension around this meeting. A lot of scrutiny around it. We got a little bit of a preview about what might be discuss ed this moments ago and lavrov had this press conference with pompeo and continuing to talk about how theres no evidence there was any Russian Election meddling despite indictments by Robert Mueller and findings by the Intelligence Committee. The press is not expected to be allowed into this oval office meeting. Of course that can change sometimes at the last minute. The white house opens up these events to forecasters and reporters. The next time well probably see the president is when he departs for that hershey, pennsylvania rally tonight and that will give us an opportunity to question him and find out what went on in this meeting. Part of this comes as ukraine still has not had a white house meeting. President zelensky wanted a white house meeting with the president in order to legitimize his government, in order to push back against russian aggression, to tell russia, hey, listen, we have the United States behind us. That has not happened. In the meantime, were now seeing republican senators on meet the press saying we dont know if ukraine meddleded. Ag barr said he didnt know. Again, these are talking points at hill described in her testimony. Talking points that directly benefit russia. Talking points that could have come directly out of the kremlin. Michael, just put it into perspective for us what it means to have lavrov at the white house before zelensky . It shows us how backyards trumps Foreign Policy is. About what benefits him, right . Russians are the runs who he asked to him in the 2016 campaign so they get oval office and red carpet treatment. Meanwhile, a country like ukraine, a close partner of the United States, fighting aggression right now from russia. Doesnt comply on with trumps requests to help in the 2016 at least they didnt get that far and the scheme was outed. Thats how President Trump rolls. If you help him personally, help his own political goal, you get what you want. But i think this splitting image you pointed out before is fitting. I think it furthers the case for the articles of impeachment that democrats announced today. In 2016, he asked russia to help the election. Three years later, he basically has gotten away with that. So he feels okay. He feels comfort bable with inviting lavrov back to the oval office and the democrats are rying to make the case if they dont hold him to account, hes going to do it again and again and again. Theyll tell you what the president did here in 2016 in pennsylvania winning narrowly was crucial to his election and if he has hopes of winning a second term. That will be in big part due to these rust belt states that weve seen, but its notable the president is returning here to the keystone state for a rally for the first time in about seventh months. He spent the summer campaigning in long shot places and now hes returning to what his Campaign Says will be the critical states of things he would need to win in order to get there. They like to point to the fact that in 2018, the people who were on the ballot were not truch. They were not in a lot of the voters who supported him in 2016 did so because of that. But they need to turn those people out again and thats what theyre hoping for. Impeachment is fascinating in this regard because they think that is hardening support for the president. They believe that some of his supporters, even some who are more lukewarm voted for him for other reasons now are so either disgusted by what they say the democrats are by this, that that may motivate them. The Campaign Says theyve seen a new record of volunteers who have come out. They tell you b about fund raising and donations. As spoke to people here this morning outside the rally in hershey, the overarching theme is that they believe this inquiry could be the key to helping him make a more effective case to his voters for 20. Take a listen to what system of them told us. No fangcts, no firsthand knowledge. Theyre going by what the expert says happen and an expert got us into trouble that the the United States has been in for a while. I dont buy that. Nobodys perfect. And he hasnt been without mistak mistakes, but he certainly has done more things right than wrong. And hes done a lot for this country with jobs and everything, supporting the military and everything that he does. Just wonderful. Im breaking up here because im very upset today. Im glad im here. But i think so hard because you know hes done such a great job and this is the way that hes being treated. Its very upsetting to me. Sfwl governor, people might point to that sound and say hey, listen, theyre at a trump rally. Of course theyre going to be on the side of donald trump. Theyre going there for a reason. He won the state by less than a percentage point in 2016. Have you seen this state move towards trump or away from trump in the last three years . Its hard to tell because in 2018, his voters, those first time voters, registered in 2016. They didnt come out. Because theyre not truly republicans. Theyre trump voters. They didnt care about the local republican candidates, so its hard the tell. But if you look at 2018, the gains the democrats made r were in the suburban counties. Harrisburg. Philadelphia. Suburban pittsburgh. Women especially. And women especially. In traditional rural areas that used to be democratic. B about four counties in the west flipped from democratic control to republican control. Four counties in the southeast flipped from republican to democrat control. So its going to come down to whose base comes out more. When it comes to impeachment, a lot of the 2020 democrats arent focusing on it too much. Theyre talk iing about issues like health care. Like the economy. Jobs. How much is impeachment going to factor into the Decision Making in 2020 if donald trump gets the point where he can run for reelection in 2020, if he survives a trial in the senate. Well hes going to survive a trial in the senate. I have more of a chance of combing my hair in a pompadour as donald trump does of getting remooved from office. Hard to gauge because there are two factors. Those independent voters in the philadelphia suburbs who did vote for him against hillary. Assume hillarys not going to be on the ballot obviously and its going to be a more palatable democratic candidate. Will they come out and vote against trump because theyve had it with all the drama or will the trump base increase . Hard to see it increases a lot because he did such a great job in registering people who hadnt been registered before, but will there be a fall off in the trump base . Even a 2 or 3 fall off, not voting for democrats, but just not voting this time, means cant win in pennsylvania. Democratic campaigns say that what Hillary Clinton did not have in 2016 was Donald Trumps record. They can run now against Donald Trumps record in office. Is the campaign confident in the record that hes had . They tell you, they would prefer to be talking about all of these things is what they say or want to be talking about the economy. Do they . And trade and the tax cuts, but all anybody wants to talk about is impeachment and thats their spin in terms of that. They are comfortable with the president running on a couple of the things he has been able to accomplish in office. One of the major promises made, promises kept question mark is of course the issue of building the wall and immigration and a lot of his supporters if you talk to them, do believe that the president has actually done that. And performed on it a vow like that. Is that really the case . Depends on who you talk to. Theyre confident if he kopts to talk about the economy, if this deal ends up being finalized, thats something theyre going to be pointing to. Whats your canary in the coal mine county . These counties are very good. Northern part. Rural. Trump has to do very well there. Around hershey. Suburban. Democrats have to do well. Whos going to do better . Thats the challenge there. All right, so whoever wins president. What i got a sense from this morning is people who had more opportunity generally felt like the government wasnt necessarily responsible. This administration wasnt necessarily responsible for it. It was a trajectory. The people who didnt have a lot of opportunity looked towards this administration as one that was fighting for them. That as i tweeted out that pennsylvania i think is the singly most important swing state in the country and that i really believe that and its going to be incredibly co competitive. Its about margins in smaller counties and those are the individuals that donald trump speaks to. And those are the individuals that have been or feel left behind by a lot of the recent Economic Trends and turns and the its going to come down to battles in small places and counties that a lot of people havent heard of. Not philadelphia and pittsburgh. And i always try to push back on this notion that theres a blue wave in pennsylvania. Theres not. For as many counties as we flip in seepa, we lose or did lose an equivalent amount in western pa. The issue should be running a 67county strategy here in pennsylvania. Thats the mistake that s secretary Clintons Campaign made in 2016. They went to the major metropolitian areas and left a lot of these places behind. Erie is the most important bellwether county. Lucerne as well. Its less important what color the county is. And donald trump put up some impressive margins in 2016 and that was responsible for that 44,000 vote margin that he won by. Today, the democrats introduce d articles of impeachment. You u and i have been going around the country for the past year and been talking to them b about what matters, jacob, impeachment is a relatively new thing, but even though people are paying attention to it, it hasnt been the number one issue. The people that watch us every day, the people who tune in to see us its not to minimize impeachment. I guarantee you tonight when were at President Trumps rally, hes going to talk about the strength of the economy. The trade deal. Putting people back the work. It wont match the economy on the ground. If the economy falters in the next year, what does that do to the president s Reelection Campaign . It would have an impact. If the democrats need a blueprint for a winning plan, i would have them look at my governor, governor tom wolf. We won in pennsylvania by 852,000 votes compared to donald trump winning two years earlier by 44,000 u votes. Thats not just an accident. Its a deliberate approach for governance in the era of divided government and the things that the governor champions, whether thats minimum wage, a more compassionate approach for criminal Justice Reform and marijuana legalization. These are the kind of issues that are winning democratic. Does a crossover voter exist . Is voter who voted for trump in 2016 who might be interest ed i Bernie Sanders or warren or joe biden . Absolutely. And like i said, you dont swing by a margin of nearly 900,000 votes if there there are people who are unreachable clearly in pennsylvania but there are plenty of reachenable ones. Voters cast ballot on modern, multi Million Dollar Voting Machines, and just both everything that could go wrong did. The touchscreen machines registered wrong candidates, wrong parties, or no vote at all. They failed on a massive level in multiple machines at multiple locations and now theyve got to address how to fix all of the machines so when they go back out again, we dont have to feel uncomfortable as a voter and taxpayer. North hampton had a backup plan. The machines had paper ballots. By morning, the county had a recount. The paper ballots worked. The machine marked voter verifiable audible paper ballots worked. Had a legal, fair, accurate election that wasnt challenged by anyone, despite all of the fury subsequent to the election. The manufacturer blames a software error. Thursday, they say theyll be announcing a fix for 2020, just months before nearly 20 of pennsylvania voters use the machines once again. That confidence has been broken now, that confidence is gone. I dont see how theyre going to rebuild trust and confidence having people go to a machine that failed in many areas. Confidence is a big deal, the machines are just one part of a much bigger, more complicated picture. That includes questionable oversight and disinformation. Federal officials are aware and are working on it. Joining me in pennsylvania, senior technical adviser to National Election Defense Coalition and chief technologist for citizens for better elections, kevin skogland. There are commissions in the federal government, cyber taskforces, theyre all working on this. We have i believe 3300 counties in this country, most under 50,000 people. A lot of different election systems. James comey called it a bit of a hair ball. That can be a good thing when it comes to hacking. It is. Elections are challenging field to secure because it is so distributed, because the law in different places functions differently. But it does benefit us somewhat, but there are different systems out there because those systems may have vulnerabilities that other systems dont. We look towards Voting Machines and worry about hacking individual Voting Machines, worried about malfunctions like in north hampton. Federal Election Officials are more worried about the centralized system, Voter Registration databases, voter rolls. What happens if one of those is compromised a week before an election, a day before an election, a month before an election . Right, thats one of the challenging parts of security. We have to secure all aspects of it. If a voter cant get to the ballot box, then they obviously cant vote and that can have significant impacts on the outcome. When you ask about voter confidence, and we heard that voter talk about it, saying his confidence was shaken by the machine not working, democrats are more likely to say they dont have confidence in the 2020 election, especially democrats. Put this up on the screen, who believe russia interfered, russia did interfere, who believe russia had an effect on the 2016 election. How do you shore up voter confidence in the face of disinformation campaigns . I think when problems happen like in north hampton, we have to take those seriously, we have to do a post mortem, see what lessons we can learn. We have to show we are responsive and earn voters trust. You cant just ask them to trust the machines. What does that look like when you say please trust us, how do you gain that . At this point, the vendor is looking at the fix. I think thats not enough. When you talk about National Critical infrastructure, we have to be asking the federal government and the State Government to come in, provide oversight as well, to ensure their solution is correct. How do you oversee 31,000 different voting systems . It is tough. Really tough. We do it, have been doing it for years. We know how to do it. What is the thing keeps you up at night . Counties that dont have any kind of paper trail whatsoever, paperless machines. Still a number of those. The thought of machines that dont start up on election day. Election day is a limited time period, so we need machines to function. If they dont, we need a resilient backup plan. Lastly, Voting Machines connected to the internet. Seems crazy, but we do. In over 11 states we have that. Do bar code machines worry you . They do. There are concerns about that. They have to know this is my vote, i can verify it is correct. Kevin, thanks for joining us. Proposals to give all workers paid leave had been introduced in both chambers, but remains stalled in both chambers. This deal for civilian workers is included in the National Defense authorization act, and annual spending bill that still has to pass the house, senate, and signed into law by President Trump.
