Today they will attempt to force a long shot vote on the house floor and censure intelligence chairman adam schiff. They take issue with how hes running the inquiry. And acting chief of staff Mick Mulvaney is still trying to insist he never said politics were the reason the administration held up aid to ukraine except that is exactly what he said. There were two reason thats we held up the aid. Weve talked about this at some length. The first one was the rampant corruption in ukraine. The president was also concerned about whether or not other nations, specifically european nations, were helping with foreign aid. You were asked another time why the aid was held up. What was the condition for the aid . And you didnt mention two conditions. You mentioned three conditions. I was involved with the process by which the money was held up temporarily. Okay . Three issues for that. The corruption in the country, whether or not other countries were participating in the support of the ukraine, and whether or not they were cooperating in an Ongoing Investigation with our department of justice. Thats completely legitimate. Meanwhile, the president is at the white house today, where he refused to answer questions about mulvaneys future with mu mulvaney right in the room. And he said the constitution, well, that doesnt matter. I dont think you people with this phony emoluments clause and by the way, i would say that its cost me anywhere from 2 to 5 billion dollars to be president. And thats okay. Between what i lose and what i could have made. I would have made a fortune. If i just ran my business, i was doing it really well. I have a great business. I have the best properties. And he called democrats names. I think the democrats fight dirty. I think the democrats are lousy politicians with lousy policy. They want open borders. They dont care about crime. They want sanctuary cities. They dont care about drugs. They dont care about almost anything. They dont care about usmca. How about that . I think theyre lousy politicians. Two things they have. Theyre vicious and they stick together. Impeachment, syria, the g7, the president saying the constitution doesnt matter. If there is a dam, our question is how much pressure can it take . Joining me now from capitol hill, nbc news correspondent geoff bennett, Los Angeles TimesWhite House Reporter eli stock olz. And pbs news hour White House Correspondent and msnbc political analyst jam yeesh alcindor. Welcome. What do you expect to hear this week and how pivotal could bill taylors testimony be . Bill taylor is the star witness of the week. Hes the guy in the infamts text chain that said youd have to be crazy to hold up military aid for ukraine for a political request. You see the text right filip and we understand that he is set to appear here. He will be the flaft string of current and former Foreign Service officers who are defying the Trump Administration orders not to comply. So we expect him to trudge up here to capitol hill and tell these house investigators what he knows. We should also mention that hes also represented by the same lawyer who represented michael mckinley. Hes the former righthand man to secretary of state mike pompeo, who resigned i guess a week or two ago now over complaints within the state department about the pressure that was being put on career officials. So the story now that is being sort of echoed and supported by one diplomat after another, its all of them telling the same chapter of the same story about how career diplomats were really sidelined by this Pressure Campaign that President Trumps outside attorney Rudy Giuliani ran and a lot of them raised flags about it and the ones that did were the targets of a Smear Campaign by Rudy Giuliani and his associates. And so house investigators are putting the pieces together of this story about what preceded that july 25th interaction between president s trump and zelensky and what came after. Theyre outlining a shadow campaign. Theyre working towards being able to show i guess definitively that they believed there was a quid pro quo. The president basically mentioned a quid pro quo in his phone call, yamiche, with the president of ukraine saying i need you to do me a favor, though, talked about the 2016 dnc server, and then also talked about joe biden. And then Mick Mulvaney last week, yamiche, said yeah, there was a quid pro quo even though hes trying to deny it right so i guess what is the white house left with today . Theing to get its messaging to be more on the same page because Mick Mulvaney came out to that press briefing and really stunned the entire room, myself included, by saying that really the white house and President Trump were holding up money and military aid from ukraine because they wanted that country to look into a now debunked claim about the dnc and its servers and this relates loosely to the fact of Hillary Clintons emails. So what you see is a president who is saying through me and through other people, through sources, saying that he has confidence in Mick Mulvaney. But as you mentioned, when Mick Mulvaneys in the room he doesnt want to answer questions about him. And Mick Mulvaney understands that the biggest problem with him trying to backtrack off what he said about the dnc is that he was on camera, that everyone saw him say this and that there was right after that there was all sorts of fallout. I was talking to a senior doj official who quickly said the doj has nothing to do with what Mick Mulvaney is doing. I was texting Rudy Giuliani. Same thing. Jay sekulow was on tv moments later saying we have no idea what Mick Mulvaneys talking about. So you have right now a president whos having to still wanting to keep his acting chief of staff at least for today but that is really looking forward and understanding that the democrats are feeling like theyre getting more and more evidence for their impeachment inquiry. Eli, i wonder who they have left who the white house and the president has left to defend them on television. Mulvaney had a hard time this weekend. Had a hard time at that press conference. Pompeo had a hard time this weekend on one of the sunday shows, was asked about the quid pro quo and then just went silent for what felt like an eternity twachg but wwatching i really only a few seconds. Who does the white house have to put out there beyond the president . The president is basically it. That might explain why he just held forth in the cabinet room for 71 minutes earlier. Its hard for folks to go out onto tv and defend the president. You know, i was in turkey on thursday following Vice President pence and pompeo around as they tried to hammer out this ceasefire and that was exactly the same time that mulvaney was at the white house podium. Reporters were frantically trying to figure out what was in the deal and also to monitor mulvaney and these crazy comments at the white house. Its just insane the amount of pots on the stove. Theyre all boiling over at once and its difficult not just for journalists but its difficult for republicans on the hill. With all of these crises, manmade crises at the white house. For them to go out and be on tv getting asked about all these things. The g7 was impossible for republicans to defend. They eventually communicated that message to the president and he pulled back on that idea of having the g7 at doral. He pulled back late saturday night. But you see the president all weekend long tweeting constantly, talking to the reporters today. He is trying to get that message out. But you can see how defensive he feels and you can see why all of his actions are continuing to make it harder and harder for republicans to stand up and defend the things that are going on at the white house. Eli, theres been a lot of reporting out there that the president ial is in a weak position. Would you define it as a weak position . Well, i think if you look at individually certainly. You know, turkeys getting everything they want from this president when it comes to whats going on in syria. The president did back down to republicans on the hill as it relates to the g7. But on the whole, you know, while those things can somewhat erode his support with republicans on the hill, you know, he feels like hes still safe because hes got his base and hes got the Senate Republicans and republicans writ large locked down. And as long as he continues to do that, he feels like he will survive the impeachment inquiry, he will come out of it stronger because the democrats will not have removed him from office. So as rattled as he appears every day and as weak as a lot of his actions demonstrate him to be, he understands and i think we all understand that fundamentally the Politics Around the president havent changed that much. Maybe there will be some more polling coming out on impeachment. Maybe well see some more movement. But at this point he may be weaker but he still has the base of support he needs to be where he wants to be. Is it enough for 2020 . It might be enough to survive impeachment but is it enough for 2020 . Thats another question. Geoff bennett, just quickly, we can show what the schedule is for this week but whats happening with Michael Duffy . Is he the omb political appointee, is he going to be testifying and what would he have said if he was . Yeah, apparently not. We know that because the acting chief of the White House Budget Office said today that he, meaning the entire office that he runs, is not going to comply with the impeachment inquiry. The reins why the office of management and budget even matters here is because they would have keen insight into that 400 million that was held up. That money was authorized by congress. So the White House Budget Office would know how that money was deployed or how it was withheld. So apparently, that piece of the story house investigators arent going to get from duffey himself. What picture do you think is being painted for you from all of the testimony that youve heard so far . Well, were having a steady stream of career Public Servants who are apolitical. Theyre coming at great expense to themselves, hiring their own attorneys, and theyre defying white house orders not to cooperate and theyre telling evidence telling us basically what they saw and what they heard regarding evidence of misconduct with regard to this ukraine issue. Theyre very credible. Theyre consistent in terms of what they say versus what are the documents and Text Messages from them. And so theyre very compelling. And my republican counterparts are hearing the same thing. Ive got to believe that some of them at this point have got to be asking themselves what the hecks going on with the ukraine policy. Whats the most egregious thing youve heard . I cant get into specific testimony. But i think that its fair to say that some of these folks are basically talking about a shadow Foreign Policy thats being conducted by Rudy Giuliani, one that is not necessarily in the best interests of the United States but perhaps in the best interests of his personal private clients including donald trump and some oosz. Have they established that there was a quid pro quo, that the Ukrainian Government knew that in order to either get a white house visit or to get that aid released that they had to investigate the bidens, investigate 2016 . Again, i cant get into specific testimony. But we can just look at the Text Messages. Again, you dont need a quid pro quo for a crime to have been committed. Its enough for the president to request foreign assistance with a domestic Political Initiative or campaign. That being said, just take bill taylor, for instance. He wrote at least three or four Text Messages that clearly stated that he believed that military assistance was being withheld for help with a domestic political campaign. Of course we heard Mick Mulvaney the other day who basically blurted out an admission to that effect. What do you do with witnesses who refuse to testify after a subpoena . Sure. Well, i think two things have to be gleaned from that. One is that that is evidence of obstruction of an impeachment inquiry, which is very serious. And then secondly, i think any blocked testimony or evidence should be considered potentially consistent with the allegations of the whistleblower complaint, which is an adverse inference. And so i think that this is really something that i think is getting people to come and testify at this point. And then just one question finally. With what youve heard so far, would you vote to impeach the president . I want to wait until the complete investigation is over with. At this point im withholding judgment until we have all the facts and evidence. Congressman raja krishnamoorthi, congressman, thank you very much. But you pick up on something really important, katy. When she talks about when shes asked about taxes, she talks about costs. And i asked her about that here. Listen to what she told me. I spent most of my adult life working on one central question. Whats happening to americas middle class . Why is it being hollowed out . Why are families who work hard and play by the rules going bankrupt . And a big part of the answer to that question is the cost of health care. I know you and i talk about this race as a trifecta, bernie, biden and warren, but Pete Buttigieg showing that in iowa anyway hes really making a run for it too. I talked to some of the campaigns and they do point to pete butd grig as being someone to watch out for, that theyre not they dont believe that hes going to just be a shortlived candidate, they believe he could really operate in that moderate lane if something happened to joe biden. Reporter yeah. Thats exactly right. And he has the money to keep going, which is really the important piece of this, right . Is that as the Campaign Goes on yes, its important to make these debate stages, its important to continue showing momentum in the polls, but its also important to be able to keep the lights on in your campaign. So many of these candidates believe that once the field winnows theyll be able to have a fair look from voters. You think of how many people we even started this race with. Once the field winnows down and once the debate stages get a little more focused, a lot of these candidates think thats when they can get a fair look from voters. But the key is being able to have the money to get you there. We saw the f. E. C. Filings last week. Aught of the money that these campaigns do and dont have on hand. So certainly its going to be a question of can you go the distance . Pete buttigieg of course has a lot of money in the bank, so he should be able to do just that, katy. [sfx mnemonic] the impeachment inquiry is pushing the white house into a defensive crouch. The president is facing heavy criticism from republicans for abandoning allies in syria. Over the weekend the commander of Kurdish Forces warned his people will face a fullscale ethnic cleansing. Defense secretary mark esper suggested the administration was considering leaving troops in syria, but earlier today the president said that is not going to happen. We dont think its going to be necessary. I dont want to leave troops there. Its very dangerous for you know, we had 28 troops as it turned out. People said 50. It was 28. And you had an army on both sides of those troops. Those troops would have been wiped out. On top of that republicans were not happy with the president s decision to hold the next g7 at doral. According to the New York Times, some republicans thought it crossed a line and they couldnt defend it. We just dont need this. The president reversed the decision on sunday. Today, monday, he complained about it and wondered why no one is investigating Obamas Netflix deal. Obama made a deal for a book. Is that running a business . Im sure he didnt even discuss it while he was president. Yeah. He has a deal with netflix. When did they Start Talking about that . Joining me now, New York TimesWashington Bureau correspondent eric lipton. Politico senior washington correspondent anna palmer. And back with me Los Angeles TimesWhite House Reporter eli stokols. Eric, im going to start with you. This decision to hold the g7 at doral, what happened and why did the president make an aboutface . He so rarely does that. I mean, it drew not only criticism from democrats in congress and legal experts who questioned if it violated the constitution, but a number of members of congress publicly and privately were telling Mick Mulvaney and the president himself that this was something that they could not defend. And i think it just left him in a more vulnerable position and he decided this was not worth trying to continue that fight. Eli, its so rare that the president does this sort of thing. What sort of pressure did he need to face from republicans and why in this moment . Well, its remarkable really that he needed to be told this was something that was one, didnt look good. Two, wasnt legal. And three, would make it harder for republicans to stand up to him or for him. But you know, that was the message that was delivered on saturday after chief of sfaf mulvaney met with a lot of moderate republicans. And this is not the first time that the president has walked Something Back. Often tooichlz ittimes its a hastily thrown together nomination and the president walks it back and instead of taking responsibility himself of course blames democrats and the media. That was the same playbook this time. Blaming the doral reversal on democrats and the media. But it does show you that on some level the president understands maybe its a little bit after the fact, he should understand this ahead of time, but at some level he does get the message that he is going to need these republicans and on certain things its best to back down. Anna, we asked this question at the top of the show. The president s facing impeachment. Hes getting criticized roundly by republicans for his decision to abandon the kurds in syria. And then there was this move to host the g7 at doral. We asked if there is a dam how much pressure can it take . Youre there on capitol hill. Youre talking to republicans every single day. How much pressure can that dam take . I think the g7 at doral is different than a lot of other things for republicans. I think youre still going to have them widely supporting him, particularly in the house. Theres no threat that all of the sudden the dam is going to break, as you suggest, and all of a sudden youre going to have a bunch of republicans flipping on impeachment. Yet. I think this was different because it seemed as if he was enriching himself. Its a very easy narrative. And i think you also have republicans on the hill who are frustrated by the president and just continuing to feel like they are having to defend him at all costs every day. And i will say i think if you look at whats happening with some of these poll numbers on impeachment that is where i would look in the next coming weeks and months. If those numbers start to get flip even more than they already have i think youre going to have some moderate republicans have a very hard time potentially standing with the president. Are republicans tired, anna . I think a lot of republicans are tired. They want to feel like theyre doing something. They want to be able to bring Something Back to their constituents. Certainly once they get into campaign mode. Right now theres only 23 legislative days left on capitol hill. And pretty much all we are talking about now is impeachment. Is investigations. Its whats happening abroad and the president , what hes doing in syria and turkey. And they feel like theres a constant onslaught. When it comes to syria, eli, i know you were traveling with mike pompeo and Vice President pence over the weekend when they went to turkey to talk to erdogan. There is now talk the president wants to send those troops that hes taken out of syria to iraq to fight isis over there. If hes just moving the troops around and not actually bringing them home, what does that show . Is it becoming clear that he was trying to capitulate to what erdogan wants . Is that a fair jump to make . Well, its hard to really ascribe any longterm strategy to what the president is doing because hes acting without a lot of advice of the generals and the folks in the pentagon. He makes this decision after the call to erdogan. Hes presenting it to the public as im bringing the troops home even though obviously these troops are not coming home, theyre just being moved around. Hes saying they shouldnt be there. Then hes also saying they should be there to take the oil. I mean, hes so the messages are often in conflict and hes making it very difficult for his commanders on the ground, for the pentagon, for mike pence going over there trying to hash out a diplomatic deal when hes basically saying we dont need to be there. Hes taking away his own teams leverage, giving everything and you know, sending a message to erdogan that turkey, you can do what you want, were going to leave it alone. And hes doing the same thing when mike pence is over there. He told us so many times how important it was to make sure that the arrangement protected the religious minorities. And when the president speaks, hes basically making explicit his indifference to the plight of the kurds. And so hes just his message is his message. There is not really a consistent Administration Message as it pertains to syria or Foreign Policy more broadly. And eric, just one more question on the g7. Is there an indication of where its going to be held . Are they going to revert to one of the places that the secret service already vetted . They said they had a list of four places. Are they just going to go to number 3 or number 2 . 1 . One specific place that was mentioned as a possibility is camp david, which is the last location that it was held during the obama administration. That offers the advantage of being in a pretty secure area in terms of potential for protesters or for any type of even effort to something more serious, to disrupt or attack the gathering. There are other place thats have been mentioned, hawaii and utah and michigan as options that they said were on their list before. But we have no indication so far as to where theyre looking other than the fact that theyve restarted the process. Eric lipton. Eric, thank you very much. I realized firsthand as a new dad thrust into this position where we had every advantage available and yet still, you know, my wife had a rather traumatic and difficult birth, and to not have this time to feel like any of my employees would have to be worried about choosing between their job or their families, that felt unconscionable. And then to think that for so Many Americans just even the opportunity to take that paid leave doesnt even exist felt just morally wrong and it felt like an opportunity to make some real change. I think theres a belief out there that if paid family leave happens it should go to the mothers because the mothers need to be home because physically they need to be caring for the baby. I think that thats wrong. I think thats the wrong way of looking at it because men need women need their husbands or their partners to support them in that time. Tell me what sort of support serena needed and how you were able to provide it. Yeah, well, look, and some of it made it on the screens in the hbo series. Because she was bedridden for a number of weeks after because of all the surgeries and complications, a lot of the responsibilities for not just olympia but also taking care of her fell to me. And it was an example of just a dad stepping up which i dont think is actually that different from what most dads want to do and only a few are actually able to do. And this is the kind of thing we want to empower because we know that this is better for the health of moms and there are more and more studies showing that that support is going to be not just good for them emotionally and mentally but also physically. And we know that right now we lose about 500 billion of value from women who arent able to get back into the workforce. And that is just a small estimate of the value that we can get back once both partners have access to this time off. It has long been conventional wisdom that the United States has what is called a progressive tax system, meaning the more money you make the higher percentage of your income you pay to the government in taxes. Meanwhile, as the working class has seen stagnant wage growth and rising debt, their tax rates have increased. He argues that it doesnt have to be this way and he has put his ideas to the test as an adviser to Elizabeth Warren and one of the architects of her wealth tax plan. Joining me now, cnbc editor at large john harwood and economics professor at the university of california at berkeley gabriel zuckman. Hes also the coauthor of the book the triumph of justice. John harwood, you were not the adviser to warren on her tax plan. I want to make that clear. Gabriel, you were. We just had alexis oheinian in here, who is a very rich man, founder of reddit, and he was saying as he walked out the door he would be happy to pay higher taxes. What is going on with our tax rates . Why do the rich get to pay less than the poor . Yeah, so what happened is that in 2018 for the first time over the last 100 years the very rich have paid less in taxes than the working class and the middle class. They paid 23 . And the working class and middle class they pay 25 , 30 in consumption taxes, payroll taxes, individual income taxes, everything included. So thats the injustice were talking about in the book. Even as they grow richer, americans have seen their tax rates collapse. Because there is a long tradition of tax justice and tax progressivety in the u. S. Weve created theories that go all the way back to 1913, theories about the effective tax rate paid by each group of the population. And we found that the rich in the middle of the 20th century from 1930s to 1980s, they paid 50 , 60 of their income. So down from 60 to 23 today. Critics would call that socialism or youre soaking the rich to give to everybody else, its not fair. Is that the way to look at it . No, thats not the way to look at it. Look, the u. S. Has terms of hea. In terms of child care. In terms of infrastructure. There is a need for more government funding. There is a ton of income and wealth at the top because inequality has exploded. So its perfectly natural to ask those whove gained so much from economy growth to contribute more today. Why do it in a wealth tax . A 2 federal tax on every dollar of a persons net worth over 50 million. Thats warrens plan. Yeah. The wealth tax is the most powerful and direct way to make the rich pay more in taxes. The income tax many rich individuals, think about warren buffett, for instance, they own a ton of wealth but they have little taxable income. For instance, because their companies dont pay dividends. And so if you want to make people like them pay more in taxes, if you tax wealth itself, you can do that. So just an example, the warren wealth tax, a tax of 2 above 50,000,003 above 1 billion. You generate more than 2. 5 trillion in revenue over the next ten years and you made the tax system much more progressive. You double the tax rate of billionaires from 23 today to 46 just with the wealth tax. John, why is this a new idea now . Why is this not something that had been discussed beforehand . Well, its become a prominent idea now because theres so much focus on the widening gap between rich and poor in the United States. And the way our economy has evolved toward greater and greater levels of income inequality. Now, there are valid objections to the wealth tax and you hear that from people like Larry Summers who is a former treasury secretary and National Economic director under president obama. Arguments that there are measurement problems. That it is difficult to come up with an estimate every year. There will be a lot of tax evasion. When i interviewed andrew yang, the democratic president ial candidate, a couple weeks ago, he said in practice, it will be anywhere from problematic to a disaster. But the reason its coming up now and bernie sanders, of course, has a wealth tax, which is higher than Elizabeth Warrens, is because theres so much frustration among middle and working class people who have not been able to get ahead in this economy. And theyve seen people at the top doing a whole lot better. Grabry yelabriel, lets talk that. Germany, sweden, netherlands all abandoned their wealth tax. Does this warren version of it address the problems in europe . Yes. You know, look. Taxes are neither bound to fail or to succeed. You know, tax avoidance. Tax evasion. Tax competition. These are not laws of nature. These are choices that we make. Sometimes government choose to let tax avoidance fester and tax competition. Thats what the European Countries did. But the u. S. Can make other choices and the u. S. Can learn from the European Experience and the warren wealth tax, for instance, learns from that experience. It starts much higher in the wealth distribution. 50 million. In europe, it was 1 million. It has no exemptions. No deductions whatsoever. It comes with much more funding for the irs to make sure that tax evasion is limited. And, you know, the difference between the u. S. And europe is in europe, if im french and i move to london, i dont have to pay taxes anymore in france. In the u. S. , if you are an american citizen, even if you move abroad, you still have to pay taxes in the u. S. I know very well. So thats a big difference. That means you dont have the problem of tax competition. That was the key reason why European Countries, many of them, abandoned their wealth taxes. Because they saw people just leaving those countries and going to better tax havens. Tax places. Exactly. But the u. S. Is not in that situation today. Gabriel zuckman.
