But we learned from the democratic chairman of the oversight Foreign Relations and Intelligence Committees this morning there are other Text Messages that were on a personal device of ambassador sondland according to the letter from the chairman that they are trying to get from the state department. The message said that those messages had been given from sondland to the state department and that the state department so far is refusing to give them over. So conducting government business on a personal device. Jake, how is this hitting capitol hill . A lot of issues at play here. One, its important to point out that now this entire process in the last couple of days is being played on republicans turf. Theyre now making the procedural arguments and this might be tough for some democrats to swallow, but theres a lot of arguments that democrats are being forced to respond to and in the absence of public hearings and whistle blowers, thats whats being talked about today ch you have the president s allies on capitol hill blasting the democrats for what they see as malfeasance. The president is making a gamble here. Its not goimg to turn out well. The president is gambling that he does not have to r participate in the impeachment hearings. He called them a Kangaroo Court. Theyre going to say were going to impeach you for that. So again, the president is making it more likely by his lack of participation here and i dont know what the end game is here. Its taking every step he can to make it more likely that hell be impeached. So again, were in the middle of a congressional recess to things are slower, believe it or not, than they could be otherwise, but the politics and strategy here are confounding me and many other republicans and democrats on capitol hill. What about the news that with sondland, in that five hour window where taylor says its crazy to withhold aide then he says you misunderstand the president. What about that piece of it . That seemingly connects the president more close ly to potentially a cover up of what they were trying to do behind the scenes . I just caught up with a republican. They said why cant the president consult with his advisers. Per miss bable aable and not imab imable. The republicans are taking that view that maybe you dont likept a Kangaroo Court. Heres how schiff and republicans responded. He was acting as the president s surrogate in ukraine even though he had a special envoy in kurt volker. A diplomatic staff in kiev. He gave license to sondland who was supposed to be representing the United States in brussels to be an uber diplomat. Not a member at all. So it was an unusual circumstance to begin with. To have the president personally interacting with the president on this is is unusual. He like to pick up the phone and talk to people. In that sense, it may not be that unusual for this president who likes to engage with people outside of the normal channels of a process that other president s have respected. Joyce, can you give us the entire process of what it will take for democrats to get so sondland to sit in front of them . Im nout sure democrats really care about getting this testimony. The president announce d his strategy was to tone stone wall, to fail to comply with every subpoena acceptability to someone in his administration and hes really confounded the democrats by doing that. Keeping them from holding hearings. But now theyve reached a new point. Theyve commenced formal impeachment proceedings. It doesnt really matter whether they take a before vote and one of two things happens Going Forward. Either they get testimony from witnesses like ambassador sondland and theres no doubt that his testimony would be highly damaging. We know if he gives truthful testimony it will hurt this white house. Alternatively, if he doesnt testify, then congressman schiff and others will have grounds to go forward with r articles of impeachment for obstruction of congress. I will say though, the politics of this are very interesting. I thought he was working on behalf of the state department. Thats what saying. I dont know who hes working on behalf of, but hes claiming privilege for whoever hes working on behalf of and again, the politics are quite tricky because the Judiciary Committee filled with people running for president on the democratic side of the aisle. Rudy giuliani in his Television Appearances has proven to be an uneven say surrogate and Democratic Candidates like cameKamala Harris and cory book would feast on him or try, and it would be a complete food fight for the duration of the hearing if they did it in a public setting and if rudy comes to capitol hill to testify. Now new numbers. This is a Washington Post poll. Remember, two different questions that keep getting polled here. This is the inquiry. This is asking do you approve of congress, do you support congress pursuing an impeachment inquiry against President Trump. This is the largest margin weve seen. 58 in support. 38 in opposition. A 20point margin here. This is also part o a pattern weve seen since the polling started coming out a week ago. This issue of the inquiry. This by my count is the fifth poll where theres majority support, more than 50 for him. So many terms of Going Forward with the inquiry, all sorts of questions about the political implications. The polling were seeing suggested more popular than unpopular. The second part of it though beyond the inquiry is the question of okay, you have the inquiry. Do you actually want to impeach and remove trump as president . You see it as tighter, but again, youre seeing 49 in support of that. 44 opposed again. This is one of the stronger numbers in terms of impeach and remove that weve seen. If you break this down, you see strong support from democrats. Heres the interesting thing about republicans, the question of impeaching and removing trump in this poll is sitting there at 18 of republicans supporting it. These numbers, when you start getting into swrjust democrats republicans, the numbers can bounce around. If that is part of a pattern, part of a trend, if that number keeps getting repreplicated, ths potentially significant because weve seen that number in Single Digits. We want to see if its replicated, about three hours from now, a new nbc poll coming out. Wasnt that 9 in another poll last week . I saw nine. One at five as well. I dont know the last couple of year, weve been seeing Single Digits in terms of republican support. In this one, where all the murrells look higher, at 18. I think the question is is it an out liar or pattern. Such an important number because donald trump won the office by such a limited margin. Greg, talk to me about what steps Congressional Democrats are trying to take in order to keep this whistleblowers identity a secret. Theyre considering some elaborate and unusual measures. Its worth reminding your viewers these committees meet in secret. They dont meet in closed session. Its not access bable to the public, but thats not seen as good enough in this case. So theyre trying to make arrangements in which the whistleblower would be in a different location. Would appear by video from that location. His face and voice likely obscured. And they would have to confirm his identity for the participants in the hearing by having somebody who knows him. The Inspector General of the Intelligence Community would be present on the other side and can vouch to the members that yes, this is is whistleblower that came forward. This is the individual who filed that complaint. Can they do that . Keep it a sket secret from their republican counterparts . I mean i think that you know that thats a really big and a very important question. Right now. Can this individuals identity really be protected in this climate. As you just noted, the president himself has on several occasions basically encouraged people to out this individual and expose him. And you have some members of congress, supporters of the president in the senate saying they think the whistleblower ought to face direct questioning before the public that the president has that right. Thats not what is supposed to happen for whistle blowers. If theyre treated that way, well have harder time seeing others come forward with evidence of wrong doing inside the government. You are begurban, you repres blowers. If his identity is kept secret from republican lawmakers, are you concerned about the crede bability of the whistleblower . Is this a route you would advocate take iing . This is, but not because im concerned about the credibility. The credibility has been established by the trump appointed Inspector General of the Intelligence Community, the watchdog who first said it was credible and urgent. Now we have gone so far away from what the normal process looks like. We have a whistleblower that goes either through the Intelligence Community or through the system in another way, they then meet with congressional Intelligence Committees staff attorneys. Meet with four general counsels who are dedicated to preserving that whistleblowers c confidentiality. Herbally here, we have specific members here defending the president saying they dont want this identity to be kept a secret. That they want to wreck, drive a wrecking ball through the entire process. Im deeply concerned this could create an accountability vacuum gifing the Chilling Effect it will have on potential whistle blowers watching this all play out. L. Lindsey graham, i know greg you were talking about a number of ways in which his supporters demanded his unmasking. A statement. No, it is the tweet. If impeachment is designed to uphold the constitution, you are in the process of destroying and preventing the president and his team from confronting the team from the witness against him. I guess urban, does graham have a point here saying that everybody in america is going to be judge to face their accuser. He l really doesnt. No in this case at least. This is not the criminal proceeding. This is simply a whistleblower came forward with a concern and wanted it to be heard. Would not get in the middle of a fight between turkey and the kurds who the turks want to, have wanted to go after for a number of months now, but what was surprising was the announcement coming out on sunday evening and then of course the quick turn around calling on u. S. Troops to moou back from the border so quickly. Richard, what is it like there in turkey . How is is this playing out on the ground there . Well, in turkey, there is a National Sentiment that the government is trying to whip up. That that is a National Security imperative that turkey most move across its border and establish a safe zone in Northern Syria. Turkey believes the kurds, the kurds have been fighting against isis with u. S. Special operations forces, are a terrorist group. That they represent a threat to Turkish Security and turkey wants to move in and establish a 20 mile thick barrier or zone along the border and not only to establish that zone under its control, but also then at a later stage, to move some of the Syrian Refugees who have been living in this country for the last several year, from the syrian civil war, into that safe zone. Thatits that combination of factors. The fact turkey wants to establish this. The fact its whipping up this sentiment, that it is imperative and turkey wants to move essentially 2 million refugees into this 20 mile wide buffer zone that has the kurds so concerned that this could be the beginning if it is launched, of an ethnic cleansing campaign. On the other side of the border, the kurds are trying to gather as much intelligence as they can. Theyre trying to figure out is is this operation going to happen . Is it imminent and how can they defend themselves. Its a tweet put out not long ago by an official account from the sdf, that Kurdish Forces saying one of their positions had been shelled by turkey but that tho one was hurt. We havent been able to verify that account, but it shows the level of nervousness on the kurdish side. Something happened, they think has it begun . Is this the start of the invasion . Is this the start of a Massive Campaign that they think is is going to involve pushing lot of kurds off an area they believe is their homeland, an area they believe they fought with American Forces to create and to defend. So, the importance of impeachment proceeding is is that you give the house of representatives the time to do a full investigation, to elevate all the facts, to bring them light for the American People. And then it comes to the senate. So my job is to wait for that package of materials, those facts that have been laid out to come before my body where i then get to decide whether to convict. I have grave concerns. Ive had grave concerns for a long time. Not only based on the mueller report, on the several laid out there for obstruction of justice, but these additional allegations to investigate a political opponent. That is absolutely in violation of the constitution and it is something that causes me very severe and significant concern about the president. I think based on what i do know, i think he has done things that are illegal and im very eager for these impeachment proce proceedings to continue so we get more facts for the American People. Your republican colleagues, some at least, are calling this whole inquiry a Kangaroo Court. Thats absurd. Thats it. Yeah. I mean, theyre just not reading the same facts im reading or theyre not acknowledging them. These recent allegations are really serious and its not appropriate for a president of the United States to ask a foreign leader to investigate a political opponent. Under any circumstances. It may well reveal the intention of the president and the ambassador. And so i think its important that the house draw out the facts so the American People know what the president did and why. Are the people in troy people of upstate new york, are they talk iing about this . You very famously turned a very red area blue when you won your Senate Position here in new york. Is is this an issue thats coming, thats top of their mind r or are they more focused on the economy and jobs and health care and more bread and butter b issues . Some are focused on both to be honest. I was in upstate new york yesterday. I was touring some of our military facilities. And i was asked by local reporters exactly the questions youre asking about, how i felt about this impeachment proceeding. So i think voters do want to know both. They want to know what are you doing to help my community and the economy grow and what are you doing to make sure our constitutional democracy is strong. Thats why i believe its our responsibility to do both and yes, i understand many people dont want to do both because its politically inconvenient, but the truth is is, it is our job. Its constitutionally mandated and sometimes you just have to do your job. On syria, do you think theres a chance bipartisan lawmakers can get the president to rethink his decision . I believe that we have to end these endless wars and i do think troop reduction and drawdown is is necessary. In syria, as well as iraq and afghanistan. However, i think we need to protect the kurds and i think we have a moral obligation to help our ally, particularly those who have helped us in fighting terrorism on the ground every day with lives and enormous effort. So i think we should be doing far more to protect the kurds with regard to turkey and i think President Trump should not be swayed by a foreign leader. One phone call on sunday shouldnt be enough to make decisions by tweet. It destabilizes the region and not the right way to conduct foreign policy. Thats why its a very strong solution to a very big problem that will allow our economy to grow. I think its an idea of whos time has come and so if Mitch Mcconnell ever wants to get back to work to the issues of the American People want solved, this would be a perfect bill to put on the senate floor. Im hope fful well get a vote the house and pass it there. We could bring it into the senate then have a debate and a vote because i think its the kind of idea that should be nonpartis nonpartisan. It solves Serious Problems for families as well as creating Economic Growth for businesses and communities. Senators cassie, scinema, al have plans. Is there a way you guys could get together, hammer out the differing portions of your plans and present something to Mitch Mcconnell to push him forward . Its b possible. I think the areas where we really have to get to yes on are make iing it gender neutral and making it for all life events. I think to limit it to just parental leave isnt good enough. Second, i think its really important that we make sure it doesnt steal from peter to pay paul. I think the current formulation by the senators on the republican side is such that you have to draw down your Social Security to get where you need it. Its going to harm women and hurt their economic futures. So i like the fact that republican senators have agreed now that it can be based on an earned benefit on Social Security. Now we want to broaden it to make sure its for all life events and wont take away from your future benefits and that solves by our formulation, we just buy in. 2 of your income, its about 2 a week, about the cost of a cup of coffee a week. You had this as part o the forefront of your president ial campaign. I had senator Kamala Harris on yesterday and she was mentioning this as well. Gien that, the is senator harris somebody you might be considering endorsing or have you made up your mind who you might endorse in this primary season . Well im really grateful that senator harris has added a paid leave plan to her platform. This is the kind of bill that needs to be b part of president ial platforms and democrats need to understand why paid leave is so fundamental to the future of this country and our economic and growth in the future. So i will be looking at candidates approach to a family bill of rights as i put forward in my president ial campaign and i hope to decide whether to endorse someone by the new york primary.
