With particular attention being paid to joe biden and Elizabeth Warren. It will be their very first faceoff. Warren gained a significant amount of momentum over the summer, and many observers are eagerly awaiting a showdown between moderate frontrunner and the progressive insurgent. Thats hardly the only narrative to watch out for tonight. Senator Bernie Sanders remains in second place coordinating the real clear polling politics average. Hell be looking to cut deeper into bidens lead, but with warren rivaling sanders in the polls, will the two leftwing darlings keep playing nice . Meanwhile, Pete Buttigieg and Kamala Harris are eager to reclaim past glorious. Both peaked earlier in the summer based on town halls, and both have seen a steady decline in their numbers since then. Theres also the question of everybody else. Andrew yang, beto orourke, cory booker, amy klobuchar, Julian Castro all polling in the Single Digits despite strong showings in past debates. None of their political sparks so far, though, have caught fire. Todays big question is will tonight change the narrative that this race has become just a threeway race . I want to show a clip of biden versus warren from a few years ago. It might give us a preview of what we might see tonight. I submit, senator, that there are many in the credit industry right now who are getting their bankruptcies prepaid. They squeezed enough out of these families in interest and fees and payments that usualry rates, not bankruptcy. Ill be the first. I know you will. But lets call a spade a spade. Your problem with the Credit Card Companies is usery rates in your position. Its not about the bankruptcy bill. Senator, if youre not going to fix that problem, you cant take away the last shred of protections for these families. Youre very good, professor. Thank you. So is that what were watching out for, ali . I dont know. I mean, these two have a long history. I guess were going to see if it comes to fruition once again. But weve seen them spar on bankruptcy, the credit card industry. Over the course of this campaign there have been contrasts drawn between them. They havent shared a debate stage yet, but i watched her attack joe biden on the 1994 crime bill saying she wanted to repeal that bill which joe biden helped to write. Its going to be interesting to see if once theyre on the same stage together, its contrast or attack i tend to lean towards the contrast lane mostly because in walking to warren aides, they dont want this to become a slug fest. They want this to be a chance to show her, introducing more of her personal narrative, and keeping it in a place where shes comfortable competing, and thats basically what her Campaign Rallies tend to look like. Weve 1999 recent weeks surrogates from rival campaigns. Elizabeth warren hasnt taken a lot of incoming from other candidates themselves, but surrogates have been knocking her on anything from her past as being a republican or the way she used to campaign for dollars, the donor functions she used to attend that shes now sworn off as a contender. Its interesting to see if the surrogate lines of attacks weve been seeing end up making their way onto the stage. Because the reality is while Elizabeth Warren probably doesnt gain anything by attacking anybody else up there, at least not first, other people on i want to know if shes seen as frontrunner now, ali, more than even biden or sanders given the way shes been rising in the polls and given the amount of fire shes taken from surrogates. I read a peace about how she used to take big donor fundraisers. Are people not allowed to change. Certainly. Thats the question you ask every president ial election. There are folks on the biden team looking at the attacks like bussing. I have voters saying is it not allowed that joe biden can change his mind over the course of a 30 or 40year career. Voters are asking themselves those questions. So its hard when youre campaigning on your record and joe biden is certainly someone whos doing that, hes going to have to be able to explain those positions. Someone like Elizabeth Warren certainly will have to do the same. So when youre putting in the frontrunner seat, thats the job of being a frontrunner. Whether or not she can rise to the occasion, well see in the next few weeks. Mike, those of us in the cheap seats, the people behind the cameras might say biden hasnt performed that well during debates, but the polling doesnt bear that out. Whats his team looking at, the polling or are they listening to folks on tv . Good to be back with you. The Biden Campaign team rejecting the prem, yelling at msnbc as theyve been doing more and more lately. These questions about his performance, if you inject truth serum into the conversations, youll get the admission that perhaps his first performance was a bit uneechbven. He wasnt necessarily expecting that quickly that early were these kinds of direct attacks like we saw from Kamala Harris on his bussing position in the past, attacks they view as unfair. You saw in the second debate that he wanted to come out more feisty, being able to show not only could he take and deliver a punch, yes, they know that these debates, biden himself said this often, these arent substantive debates. These are brief assertions, but when your argument is about electability and polls show he is more electable against donald trump. Every voter watching these debates is asking, can i see this person on stage with donald trump . Thats where performance matters. As far as whether its a Elizabeth Warren or joe biden debate, they expect more incoming fire from the edges of the stage, not necessarily from warren. But he is eager to make the contrast to use alis word, on the idea of rhetoric versus results that giant joe biden, for all the issues we talk about, climate, health care, the economy, he has delivered on those things in the past. He said himself, its one thing to have a plan, its another to execute that. Thats probably the biggest point he wants to get cross. Garrett is in texas, Home Field Advantage for a couple candidates on stage, beto orourke and Julian Castro. What from your reporting are they doing in order to claw their way back into the spotlight . If youre beto orourke, this debate couldnt be set up much better for you. His own bed in paso last night. Hell be here in houston, texas, preponderates probably to have a friendly crowd in that room. We learned yesterday that the number one issue democratic voters say they want to talk about right now is gun control and how to prevent gun violence. Wouldnt downit, thats the issue thats animating orourkes campaign since hes been back on the campaign trail after the el paso shooting. Well see if hes able to capture what hes been doing on the trail. If you can bring that to the debate stage, his performances were lackluster the first two debates. Its not his best for something but the issue sets up nicely for him here tonight. As for Julian Castro, hes proven to be a able debater and not afraid to go after other folks on the stage, whether it was orourke in the first debate or biden in the second. He comes in needing a little bit of attention. Hes been feast or famine on the trail where he has moments in the debate and toning fade into the background. I think castro is someone who they might be looking over their shoulder at. Hes shown no appetite for criticizing Elizabeth Warren. Castro complained about not getting speaking time in the second debate, so i would be perhaps expecting him to come in with a little bit more of a sharpelbow attitude to make his own opportunities. My question to you is, are we going to see this play nice pact between him and warren designating at some point or will he start going after his progressive pal . Its not just her, it is everybody on that stage. Hes already differentiated himself. Actually, he ran for the presidency in 2016. He had the courage to step you. On top of that, the entire democratic lineup is really preaching from the gospel according to Bernard Sanders because they had courage to say medicare for all should be a right notsds country, colle right. To say we need to increase the minimum wage to 15 an hour, so he will go on that stage as the visionary that he has always been. I get that, but some might think Bernie Sanders and Elizabeth Warren are cut from the same cloth. Theyre very similar. What were seeing according to some polling, cbs did a poll preen recently that voters who were into Kamala Harris have now decided theyre into Elizabeth Warren, not necessarily into Bernie Sanders. So if hes going to capture more voters and continue to increase his poll numbers as warren has been doing, my question is, is he going to need to be sharper in the way that he differentiates himself from her specifically when it comes to capitalism . The senators poll numbers, hes polling quite well. We know that even just here in the great state of texas, red great state of texas, the senator is polling better than any of his competition. This really is about the vision and the courage that senator has, not when its popular, but when its not popular. And he has stood the test of time, courage, consistency, and commitment. This is not just about him and senator warren. This is about senator sanders and everybody else on that stage who, again, they did not have the courage in 2016. He did. So that consistency, courage, and commitment will continue to rain through tonight. He did run in 2016. He got about 40 of the democratic vote. Why do you think hes not polling higher . 13 million votes, won 22 contests. News flash, when youre candidate is up, youre happy. When your candidate is not up, you dismiss the polls. Every candidate is going up and down at some point, but sanders has been polling skinlts as the person who can beat the corrupt president that we have occupying the oval office right now, president donald trump. Something else that is vitally important to this is our campaign is about to hit the 1 million donor threshold. That is making more history than anybody who has ever run for president of the United States of america up to this point. Further more, we have more than 2 million donations. But when you combine the two of those things, the people power and the polls, you have a candidate that can not only defeat President Trump but can transcend this nation. Do you think its fair . Because she used to do those big fundraisers in the past. I dont know why we frame it as hit. Senator Bernie Sanders is the only candidate that is not taking big dollar donations in the primary or the general, contrary to another candidate on that stage. The voters are going to have to decide, do they want a president thats going to answer to the needs of the people or do they want the next president of the United States of america to only answer to them, that they are their only special interest. In an open letter to the senate, 145 ceos from some of americas Largest Companies demanded lawmakers pass new gun control legislation. The chief executives called gun violence a Public Health crisis and called on congress to pass background checks and red flag laws saying in part, gun violence in america is not inevitable, it is preventable. They pointed to the multiple Mass Shootings that happened during the six Weeks Congress was on recess. While speaking yesterday to reporters, President Trump said he expects to reveal some sort of a bipartisan deal today. Were looking at background checks and were looking at putting everything together in a unified way so that we can have something thats meaningful. At the same time, all of us want to protect our great second amendment. Its very important to all of us. So we are now in meetings. The meetings are going to go on tonight. Im going to speak with them again tomorrow. And i think progress is being made. He comes across that he wants something done, okay . And theres people pushing, im sure people pushing back hard, people within his own inner circle. And i just was reiterating to him, i said, mr. President , theres a certain very strong gun groups who oppose you doing anything on bump stocks, but you did it. It didnt harm you at all. Do you think the president can be swayed in the direction of saying yes to common sense gun control . Or do you think there are voices in his ear that will stop him from doing so, and if so, who are those voices . Who are the voices . One of them is Michael Williams who used to be the lawyer for the american suppressor association. What do they do . They support the manufacturers of silencers. The gun owners have one of their own in the white house but imagine if youre the president of the United States or mitch mcconnell, and you are actually somebody who can do something to save lives and you do nothing when the rest of us feel so powerless. When you look at the polling on this issue, the voters are on the side of common sense gun legislation. Theyre on the side of background checks, red flag laws. It would seem the majority of people that support this says thats what congress would be mandated to do. The numbers have certainly changed dramatically, especially postparkland. You saw in 2018 endorse and members lost their seats. And so i think legislators no longer have to fear the nra. They should fear moms and students and the Community Groups because theyre going to continue to do this. Look at arizona. You have a candidate in mark kelly who led a Gun Rights Group running for the senate, and i think that will be a real test case if he can win. Heidi, theres also news about corporations saying enough is enough. What sort of power do they have to change the status quo . The corporations are calling on congress to change the status quo. But according to a letter that i obtained from a major grassroots organization, a lot of these grassroots groups say, actually, corporate america, its on you because we all know in washington money talks. And there are many ways that these corporations can exercise their muscle beyond just calling on congress to do something. They can talk with their money. There are a number of Companies Like target, dicks sporting goods, that still make contributions to some of the nras most heavily contributed to members of Congress Like john thune, major leadership in the senate. And so what these groups are saying is, look, congress is not going to be able to pass a really extensive background check piece of legislation like the house did until the senate changes. And so what you need to do, corporate america, is to start pulling back your money from these candidates who are standing in the way of real progress. You need to also start investing in some of these communities where gun violence is a real problem and take a leadership role here that, frankly, congress is unable to or unwilling to at this point. And so they point to their Successful Campaign against walmart, which happened after the el paso shootings within. Within a month walmart they said they were no longer going to sell these highcapacity magazines in their stores. They say they want to build on that by going straight to corporate america. Would that work, congressman . Yes. Were not powerless anymore. While we need action in congress, people as consumers can demand that the retailers and the places where we go for goods and services are also doing the right thing. If you were the house of representatives and you wanted stuff from a grand jury and you went to court to try to get it, if you just made an argument that i want it for my mere curiosity, it probably wouldnt fly. Courts wouldnt give it to you. But if you made an argument for impeachment purposes, thats going to trigger a response from the court thats probably going to get you what you need. So calling it impeachment or an investigation is more likely to help the house win in court. Why do republicans call the vote to do todd an instagram filter . Well i mean what are they trying to say . If democrats want to bring it to a full house vote . Theyre making a political argument, which is what politicians do. But not legal arrangement to succeed, the closer you are to an impeachment or impeachment inquiry, the more likely you are to win in court. So thats where the words matter. The other stuff youre hearing right now, the politics part of it it just politics. On the politics part of it, does the white house like this politics like these politics, the idea of democrats going after the president on impeachment . Peter . Me . I think the white house at this point is pretty sanguine about this whole thing. I dont think theyre that worried. Todays argument makes a difference as chuck says, in court in terms of these fights over subpoenas and requests for documents and all that. But as a matter of politics, were deep into this primary season for the next president. By the time you get past whatever process youre trying to inaugurate here, its going to be weeks if not months down the road. The idea theyre going to impeach him when the senate is clearly not prepared on this amount of evidence to convict him is a real issue. Look, the reason why the committee voted to do it this this way today is because they dont have the votes on the floor to open a formal inquiry. You need 218 votes. The democrats control the house, but there are probably several dozen democrats uncomfortable with the idea of voting on the floor for an impeachment on the floor. What does he actually want . Its a little mixed. What he wants is on the one hand, this is a president who does solicit opinions and broker a disagreement from a number of people. But unlike previous president s, its not as of this president views his cabinet as this apparatus. He is sometimes likely to ask a cabinet secretary for advice. He is just as likely to glean a tidbit or bit of advice when a host calls him after hours. He is likely to call friends late at night who arent necessarily in politics who hes known since his days in real estate and ask them, what do you think about afghanistan, what should be my next National Security adviser. He has a rolling dialogue that you wouldnt expect from a president. You spoke to somebody who said if you are in the president s direct daily reports, youre not going to last long. Hes going to get sick of you. Somebody like mike pompeo has been in the news a lot lately. He reportedly is very close to the president. They see eye to eye on a lot of things. How does he thread that needle when others havent been able to do so . Secretary pompeo is a great example. Another good example is Vice President mike pence. The president will hear a contrary opinion to a point. Thats not necessarily a deal breaker for him. The people you just mentioned who survived are the ones who give him advice. They often it do it in the smaller the setting the better. The Vice President never gives candid advice. Once they lose a fight or even if they win a fight, they dont go and trumpet that in the news media or have their allies trumpet that. They will the the president keep the success and the deal for himself. And ive also talked to people who say this is now broader than pompeo or pence, but they allow the president to think its his idea, and that also helps. Ashley parker, always good to see you. Well, its incredibly unfair to the Asylum Seekers whove been waiting in line to do it the right way. I work in tijuana. Theres over 10,000 Asylum Seekers on a waiting list, some of them waiting as long as nine months. They can still go into the United States and ask for protection, its just much harder for them to get protection administrate United States. What is wrong with saying, you have to first ask mexico . Its incredibly unsafe, especially for central americans, including other Asylum Seekers. In the past year we met Asylum Seekers from 55 countries, so this doesnt just affect central americans. It affects everyone. Frequently Asylum Seekers waiting in mexico are kidnapped, extorted, raped, murdered even. So its simply not feasible for them to stay in mexico. Moreover, the mexican asylum system simply isnt equipped to handle the numbers. Is this going to cause them to get to america through alternate routes . The way that trump has restricted legal routes to seek asylum has already done that. Weve seen an increase already in Asylum Seekers and others crossing the border illegally. I just see this as another boost to criminal networks on the mexican bored. Do you think its having the opposite effect of what the president wants . He wants to destroy the u. S. Asylum system. I think that this is a step in the right direction for him. Its not going to reduce the overall numbers of people who can seek protection in the United States. There are other forms of protection available besides asylum. Theyre just harder to obtain. What about those who might not understand how it works . Somebody from el salvador or guatemala cant just get on a plane and seek asylum here. You have to get a visa to get on a plane, right . Correct. So it forces you to go through mexico. Wealthy el salvadorens are able to get visas and come to the United States, so they would be able to seek asylum in the United States. This is affecting those who dont have money . Exactly, exactly. Congressman, you said you helped get this done in california. Explain. First, this is a personal issue for me. Katy, congratulations on the new baby. Your story moved me yesterday and it reminded me of my own personal. When i was 7 years old, i got sick with pneumonia, spent a week in the hospital. Between my parents missing shifts at work and the hospital bills, it almost bankrupted by family. When i got to the state legislator, i wanted people to use the program they were paying into so working class people got a higher wage replacement than higher income people and got a bonus for them. Thats why i started working at the state level. We learned a lot of lessons, the fact that more men have taken paid family over time, the outcomes for the babies are better, the outcomes for the mothers and fathers are better. When people return to work, its even better for the businesses because people are more focused and productive. Paid family leave is a win aufrtall the way around. Why have we not had a vote on paid parental, family leave act in the house . This is a priority. Im an original cosponsor of a paid family leave legislation. We almost have 200 democrats. We had hearings on this piece of legislation on the subcommittee in ways and means which has jurisdiction, as well as the full committee hearing. At the same time we need to work out how its going to work with different state programs currently in existence. Were going to make sure this is a priority. Well get a hearing and markup on this bill and hopefully we get a pass to the floor and senate. What is we do it this fall. We have a full agenda in ways and means with trade issues, with prescription drugs, but it is a top priority for me as well as other members of the democratic caucus. Megan, just to reiterate, i know the congressman told us his personal story and why that moved him to make sure that working class people get more money out of their parental leave system than maybe the higher income workers that dont need it as much. Are the benefits of both parents have been paid family leave . Well, its definitely important for both men and women to have paid family leave. It certainly benefits children for new parents. There are Health Benefits for babies. There are Health Benefits for mothers. But its also important that fathers are involved in parental leave. Studies show that fathers build better relationships with their children, they help more with child care, they help more with house work. When they take time off in the beginning of a childs life. And it also puts to rest the myth that child care is just mothers responsibilities. That it should be shared by both men and women. So men and women and children benefit when they all have paid family leave available. Those who have access to it, what do they need to do . If fathers have access to four months leave or two weeks leave, whatever the number swb is it important for everybody who has access to it to take it to set an example . Yes, definitely, for fathers to take it. Weve seen a number of lawsuits recently where companies have been sued because even though men were offered family leave on paper, they were often pressured not to take it. There were cases where weve seen that they didnt actually have the leave they were promised. And so we need to see men especially in higher positions, ceos, Business Owners to actually take the full amount of leave that is available to them. Again, to reiterate that its not just womens responsibility for care giving. And to set an example for the employees. Some of these policies are worded so its the primary caregiver. And the primary caregiver just seems like a euphemism for mother. Yes. It usually is. And they are working on that wording in many cases where it might be the primary caregiver gets eight weeks, 12 weeks, and the secondary caregiver getting two weeks or four weeks. So that certainly can be a problem because it is still generally women who are the primary caregivers. Theyre both caregivers. No ones secondary in a household. And if you make somebody secondary, that perpetuates inequality. I certainly agree with that. We need to get businesses more on board with that. And most legislation being written at the state level in the city county level. It doesnt have that language. That language is seen mostly in businesses with the primary and secondary. I would say we need to get away from that and say any caregiver with regard if its a man or woman. Congressman, do you think were in a unique moment right now because the president s daughter, his Senior Adviser ivanka trump has advocated for this. There are republicans who have their own versions of plans. Is there a way for democrats and republicans to come together on this issue in this heated political moment that were living in right now . Thats my hope. I actually believe there is an opportunity. Ivanka trump has said this is one of her top priorities. But i want to really kind of push back on some of the proposals out there from the republican side. One of the things they want is to have people utilize secret service social security. But if they utilize it through social security, the ef to work longer or its deducted from their benefits when they retire. Thats completely unacceptable. So i want them to lets have an honest debate about paid family leave, about the merits of this individual bill, and hopefully ivanka trump comes around and supports this piece of legislation. But i do believe theres room to negotiate and to strike a deal on something that millions of americans desperately need and want. Its only 13 or 14 of civilian workers who get paid time off. Unemployment, little funding for Mental Illness and addiction, a severe lack of affordable housing. In fact, some people who have fulltime jobs still live on the streets because they cant afford a home. According to the Washington Post, the president recently addressed the crisis to aides telling them to, quote, figure out how the hell we can get these people off the streets. Three government officials tell the paper a team of Trump Administration officials actually went to california this week. They reportedly toured a former faa facility as a potential site to relocate homeless people. The sites name and location are not known, but it is believed to be in or near the los angeles area. The tour and revelation of a possible homeless roundup has thrown l. A. Officials for a loop. They thought white house officials were in town to simply learn about the issues. If the Trump Administration does decide to round them up, it is unclear, extraemly unclear how they would do it. Specifically what lael authoreg authority they have to use it.
