A lot of critics look at sdmoez say they target a Certain Community and they say, no, this is about making it a more meritbased entrance into the united states. Well, its definitely tleer that the. This does target mexicans just by the mere statistics, right . A lot of these policies do that just by who is coming into this country at this time. Th they say it cant do that, but this is targeting people of europe. The president is campaigning in 2016, hes campaigning in 2020 and they feel the need to show that hes making good on his promises. When Ken Cuccinelli came to the white house to give a briefing on this, the first thing he said was, President Trump is making good on his promise. It went into effect just today, and what it does is it gives a break to plaintiffs from the statute of limitations that would ordinarily exist in a civil case, depending on the type of tort thats alleged, many times the statute of limitations is three years, and after that period of time youre barred from bringing a lawsuit. But what this statute does is for one year, 12 months starting from today, anyone who is a child, if they think they have these claims, can bring it during the next 12 months. After that, the new statute of limitations will be up to the age of 55 for the victim. In i think this is a really important lawsuit because it will bring attention to that new law, and i bet we see cases coming out of the woodwork, not just against Jeffrey Epstein, but other assailants. This wasnt supposed to be against any coconspirators. Now that epstein is dead sdrks th does that agreement still stand . It still stands but it only bars the Federal District of florida. When berman and the Federal District this weekend said the Case Investigation will continue and noted it included a conspiracy charge, that includes people like ms. Maxwell. I would also think it could include people who were customers, so to speak, or people who participated in this, because the statute includes the word patronize. Tom, walk us through what were learning about the investigation in terms of where it stands at this moment. Between what weve learned and the reporting from my colleagues is there are some real serious questions here. Weve known all along that clearly steps were not followed, and those steps were you needed to check on epstein because of where he was being housed within 30 minutes every 30 minutes. Basically, you could check on him at one point, then ten minutes later, then the next time 29 minutes later, but it had to be inside a 30minute window. We knew that didnt happen. What we did know in some new information were learning was that it was hours in between checks for Jeffrey Epstein. On top of that, were also learning this new information about where the investigation is going, which is looking at whether or not these two guards that were responsible for checking his unit, the special housing unit, or shu, as its called, shushu, not only we they not doing the required checks, they may have been sleeping during this time period. This is where they really get in trouble. Two people had been placed on administrative leave on this unit, that they may have cooked the books, essentially, and not filled out the required paperwork or may have said they were doing the checks when, in fact, they were sleeping or not performing their duties. Do we know anything more about why he was taken off suicide watch in terms of that protocol and procedure . Thats a great question. Is beto orourke listening to the Houston Chronicle . What do we know about what his response might be and now with this statement coming out tomorrow, i guess first big written statement . Listening, yes. Following their advice, no. Orour orourkes campaign has been quite frustrated for the outside calls for him to exit this race saying, for a long time, its early. They believe hes the one person that can put the state of texas in play in a general election. They think he needs to continue to fight this out. Ive heard pointed out not from his camp but from others in texas, no one talks about julian castro, the other texan in this case who tends to put worse than orourke, hes not dropping out, either. They seem fairly centered on his president ial run, and this speech tomorrow will be a refocusing in light of the shooting in el paso. This got very personal for orourke very quickly. Hes been off the trail back in his hometown which has always been part of his stump speech, his political identity. Now he is reframing his candidacy essentially around what he sees as this urgent link between donald trump, his words and actual violence on the streets of his hometown. So expect to see a new urgency, a new focus on the president , a new focus, as you said, on the issues of racism and gun control, and potentially a way of getting those out. I think we can see less of orourke campaigning in additional ways and more of him trying to raise the stakes by where he goes and the message he chooses to deliver going forward. I think its a true reset of this campaign. Well see if it sticks. One of the things i was going to ask you, gargarrett, the momentum he had when he ran for senate made a lot of people think he could break through. When he announced his candidacy, he raised a lot of money, but since then, i believe candidate orourke is only made about 6. 8 million, less than the 19. 4 million he raised in the First Quarter of the year. Do you get a sense as to why, from his campaign, that enthusiasm as it translates into a dollar amount in polling has dropped a little bit . I think some of it was sort of a decision paralysis. So many people in the race, so many more candidates getting in even after orourke got in. Absolutely his best week was probably his first week in the race. He raised the most money. His poll numbers really took a spike. And then like so many other candidates, he got a ride at the toc top of the ferris wheel and his numbers dipped back down. He also was not shaken at all by that first debate performance. Hes run up until now a fairly lean operation, but now he has much more infrastructure, more staff, more of an operation. Theyve been able to make the money last, but hell need to see some kind of recovery. Running for president isnt cheap and it doesnt get cheaper the farther along you go. How widespread is the belief in texas that beto should consider a senate bid . Well, we saw that even before he jumped into the president ial race. He came off the senate race against ted cruz having done better than any democrats since 1994. He kept cruz under 51 . It was very tight. He generated huge crowds. He raised a record 80 million. There were a lot of democrats in texas and around the country who felt, well, if he just gaive ita shot against john cornyn in 2020, that would be his best shot taking a seat in texas. Beto was listening to the voices that said, you have all this momentum coming out of the senate race, so much notoriety around the country, so many donors in your database that you should give it a shot for president , and he stuck with that. There are still some democrats in texas who would like to see a stronger candidate than the ones who have put themselves forward, and, of course, people like mjhmjh mj hagar probably not too excited about beto trying to squeeze her out. Hes running for president for better or worse. I think the strong contrast with john cornyn may be one of his tasks, because the contrast with ted cruz is loveable, affable beto orourke. You call them, quote, isolated 2degree celsius clusters from highaltitude deserts in oregon to stretches of the Rocky Mountains to the northeastern shore of lake michigan. Explain to us what you meant by why they are scattered and is it surprising that these places have already crossed that threshold . These are the fast parts of the united states. It is a little surprising to find so many. There are some common themes here all along the u. S. Northern border with canada basically from montana all the way over to maine, you see this really intense warming thats way above the u. S. And the global average. I mean, these are more northern places. They have a lot of snow in winter. The one thing Climate Change is doing is its changing winters and i think snow is melting out a lot more quickly. And maybe the bare ground is heating up faster. Thats something climate scientists have said they expect to happy. I know that you defrm determined that the northeast is warming especially fast. You outlined a little bit of that. How is it that the northeast can experience such brutal winters . Because you have the president and the president has repeatedly called for a dose of that good oldfashioned global warming. He is widely considered to be a climate denyer. So explain that for us. Its the old distinction between climate and weather. We looked at the data, and in the northeast winter is the fastest warming season december through february, the warming in many places is above well above 2 degrees celsius. Now that doesnt mean that you cant have a polar vortex come down and give you a really cold winter. These are trends, and theyre trends that we calculated over 120 years. But the data dont lie. So while there will be weather variability, winter is a fastwarming season and the whole season is warming at an accelerated rate across the northeast. I know you guys know that Climate Change plays out differently in different places. Rhode island where warmer water has depleted the lobster catch by 75 . Rising sea levels have caused beaches there to erode. And new jerseys lake where warmer water led to toxic bacteria. Even elsewhere in new jersey where you say pests no longer eradicated by cold winter are attacking people, crops and landscapes. Is that what our future is going to look like . The answer is yes, but its going to play out differently in different places. These hot spots that are at or very near 2 c, Rhode Islands at it, new jersey is going to be there soon if trends continue. They are a sign of the future we can already see now. They are ahead of the average, but the average is increasing. So other places are going to be like them unless the whole trajectory of the planet changes.
