The nations leaders are facing growing cries to do something after backtoback Mass Shootings claim 31 lives in texas and ohio. And today the president is defending himself by tweeting quotes from fox news. Insisting that Mass Shootings predated his presidency and again declaring himself the least racist person. Those tweets appear to be in response to an indirect condemnation from his predecessor barack obama. He issued a rare statement calling on all americans to, quote, reject language coming out of the mouths of any of our leaders that feed a climate of fear and hatred or normalizes racist sentiments. Trumps name was never mentioned but it struck a nerve at the white house. The president and his staff have been busy divorcing themselves from the kind of rhetoric that critics say led to the violence and the deaths we all saw this weekend. Looks like this dayton monster, the shooter in ohio, had a leftist leanings in a twitter feed that was complimentary of antifa and complimentary of Elizabeth Warren and Bernie Sanders. Am i blaming them for the shooting . Of course not. We should not overstep with these tradition to just make it about politics. We are not blaming a the political motives of the dayton shooter on any specific candidate, nor did we blame Bernie Sanders for the congressional shooting, and to just always come back and make this about President Trump does a disrespect to the victims. So theyve been answering to critics but the white house hasnt been quite as busy answering those calls to do something. When the president took the podium yesterday to address the nation, he made mention of the Death Penalty of Mental Health and video games. But he offered up no specific ideas for gun legislation. In fact, he didnt even mention background checks, although he had tweeted about it earlier in the day. And its an idea that is widely popular with americans. To be clear, if the president really wants background checks, he could call up Senate Majority leader Mitch Mcconnell. Tell him to call back senators to washington and vote on the bill passed in the house. He has not. So todays big question is will President Trump do anything about gun violence . Joining me is nbc White House Correspondent hans nichols, politico Senior Writer jake sherman, New York TimesWhite House CorrespondentMichael Crowley and greesa martinez roses from united we dream. Were going to start with that question about what the president is willing to do. No mention, hans, in his address of any gun restrictions and, frankly, again, if the president wanted to do something about background checks he could pick up the phone and call Mitch Mcconnell. Has there been any shift in policy in the wake of this mass carnage . Slightly. If you take what he had been saying about red flag legislation before, which was kind of weighing it, exploring it, yesterday he more fully endorsed it. And that has the prospect of passing congress, both houses. Theres some bipartisan support for that. The most you can say about the president s policy changes, he hasnt foreclosed the possibility of working with democrats or republicans in congress on background checks. Hes a long ways away from endorsing either banning assault weapons or background checks. I was with the president when he went to the nra and gave a fullthroated endorsement of what the nra is doing. So well see if the president changes and shifts in attacks against the nra but theyre saying all doors open. Not a whole lot new on specifics. Meantime, the Vice President announced President Trump will go to both ohio and texas. I want to play reaction a short time ago from the mayor of dayton. Hes made this bed and hes got to lie in it. He hasnt, you know, his rhetoric has been painful for many in our community, and i think the people should stand up and say theyre not happy if theyre not happy that hes coming. Everyone has it in their power to be a force to bring people together, and everybody has it in their power to be a force to bring people apart. Thats up to the president of the United States. She echoed a sentiment that a lot of people have about this president which is that he delivers one message and then muddles that message with an offthecuff comment thats often divisive. I want to play a couple of examples of that kind of behavior after national traditi tragedies. Racism is evil, and those who cause violence in its name are criminals and thugs, including the kkk, neonazis, White Supremacists and other hate groups that are repugnant to everything we hold dear as americans. And you had some very bad people in that group. But you also had people that were very fine people, on both sides. This evil antisemitic attack is an assault on all of us. Its an assault on humanity. It will require all of us working together to extract the hateful poison of antisemitism from our world. If they had some kind of a protection inside the temple, maybe it could have been a very much different situation. They didnt. Michael, its almost as if the president sometimes is playing dueling roles, uniter and divider. Can you be both . Well, probably not, but in different moments, you can be wearing different hats, i suppose. And theres obviously some part of the president and the people around the president who understand and appreciate the value of that traditional power of the presidency and of the National Leader to be a kind of uniter, a healer and a consoler in moments of tragedy. So as you did yesterday, you will see President Trump on these somber occasions reading prepared texts from a teleprompter saying what are basically, you know, the traditional, appropriate, comforting things that a president says and calling for unity and looking for common bipartisan solutions. But its when he goes off the cuff in unscripted remarks, and hes, i guess you could argue, really showing his true self, that he reverts to a role that is much more divisive, inflammatory, pleasing his supporters, but infuriating his critics by going back to politically incorrect commentary sort of rubbing the rounds you might say with controversial ideas and remarks. So he really hasnt figured out how to strike a balance. He kind of goes from one to the other in a really unpredictable way. Its almost like going from consoler in chief back to campaign mode. And there was a woman whose daughter was killed in the shooting in ohio on the today show this morning, and i want to play her message for viewers about how she sees the state of our country. Hug your kids and love them because you dont know in america now when they leave, they may not come back. Is this where we are . Hug your kids because they might be murdered in a church or a walmart or a restaurant or a club or a concert and the government isnt going to do anything to try to stop it . Yes, its exactly where we are and its exactly where donald trump wants us to be. I think that this is a moment thats horrific in scale but not unfamiliar to immigrants, black people, in this country. What i know to be true is that theres a vision rising all across the country of young people that are calling for comprehensive gun violence prevention, ensuring that those immigrants are welcome in this country and that mothers are able to go home and hug their kids. So i will say that not all is lost. That there is hope that young people all across the country are coming together to organize and to be able to reclaim a democracy from the jars of or the claws of like hopelessness and fear. And so, you know, people all across the country want something different. We are clamoring for something bold and visionary, and were going to deliver it this coming november. We talked about the difference between sometimes what the president says on the teleprompter and then his offthecou cuff remarks. A big part of this conversation has been about what he has done and said in the past. This is how the Washington Post described the president s speech yesterday which is in contrast to his rallies and his tweets. That unifying message stood in stark contrast to more than 2 1 2 years of namecalling, demonizing minorities, inflaming racial animus, much of it carried out on twitter. Just two hours before his white house speech, trump tweeted an attack on the Fake News Media for contributing to a culture of anger and rage. In another set of tweets, the president suggested pairing strong background checks with desperately needed Immigration Reform and then dropped the matter entirely during his speech. And yet, jake, he and his supporters have been outraged and we heard some of that at the beginning of the hour that anyone would suggest his words have the power to back up the kind of culture of anger and rage that we are seeing. And most republicans generally will not draw that conclusion. They will not draw a line between the president s words and what we are seeing right now in america. Very few of them will. And they wont do it publicly and many of them wont do it privately, but the president does have an opportunity right now if he were to very clearly lay out what he would Like Congress to do. Mitch mcconnell has basically said, and his allies have said, if theres some sort of bipartisan deal on gun safety or gun legislation, Mitch Mcconnell would let it through. And the only way thats going to happen i dont know if its going to happen but the only way its going to happen is if the president embraces something specific. Hes embraced as hans said, a few things across the board. A few changes to law and to policy, but if he were to embrace any sort of big proposal like background checks in some form or tightening some loopholes or an assault weapons ban or limiting high capacity magazines, things by the way that he has expressed at various times, opposition to and support for tightening those things. So if the president were to take a consistent and tight position on any of those items or any item, frankly, over a week long, twoweeklong period, he would get something done. Theres an opportunity right now with divided government. I think theres an opportunity to get something done if thats what the president wants to do. But without him clearly articulating, thats not going to get done. And this is not an advocacy on one way or another. Just republicans do need political shield to support things that their base has traditionally been opposed to across the country. Remember, the Republican Party right now in congress is mostly people from the south and the rural west. The suburbs have gone much more democratic in recent years and thats where this Republican Party is. So the president needs to give political cover to many republicans to get Something Like that done. Yeah, and i think you can make an argument, michael, that he has to change his messaging because for all the white house denials, the shooters manifesto includes the phrase invasion of texas and a reporter at your newspaper, the New York Times, found since january, mr. Trumps Reelection Campaign has posted more than 2,000 ads on facebook. That include the word invasion. Part of a barrage of advertising focused on immigration, a dominant theme of his reelection messaging. Of course, we also have him on videotape saying that word many times. This is the kind of talk that used to be on the fringe, right . It was used by White Supremacists. Thats right. The president has amplified and normalized phrases that were not previously part of mainstream political discourse, and thats something people are very alarmed about. In particular, this word invasion is quite fraught as, you know, a linguist explained in our story about this today. The concept of an invasion conjures foreign enemies, violence, a takeover of your country by hostile foreign powers and that does sort of imply a need to defend possibly with arms against it. So its very fraught and loaded word and particularly in the political environment were in now, where we see how strong the passions run, and were seeing more and more intimations of violence on the margins and, frankly, now in our walmarts and city streets. Senate majority leader Mitch Mcconnell is saying Senate Republicans are prepared to do their part, but apparently doing their part doesnt include canceling the Senate Recess for a vote on background checks, something called for by a growing number of democrats. Instead mcconnell says he spoke with a few of his republican chairman and asked them, quote, to reflect on the subjects the president raised within their jurisdictions and encourage them to engage in bipartisan discussions of potential solutions to help protect our communities without infringing on americans constitutional rights. The word gun youll note is not mentioned in this statement. Also note that mcconnell wrote reflect not study because something called the dickey amendment is included in annual budget legislation and it bans the use of federal funds to advocate or promote gun control. So i guess arguably you could fund a study, some people say but then you couldnt use the findings to push for gun control. Joining me is nbc news capitol hill correspondent kasie hunt and politico washington correspondent anna palmer. I want to read something that you wrote this morning. Quote, reality check. Barring another tragedy, this weekends shootings could be all but forgotten as a political issue by the Time Congress comes back in september. So what does it say that Mitch Mcconnell is encouraging reflection . Its certainly a sign that he is, i think, feeling pressure from what happened and in terms of the number of republicans and democrats and people and constituents who are coming forward saying that they want some kind of gun control to happen. But i think reflect is a far cry from actually getting something done. Unfortunately as we noted in playbook this morning, this is a long time between now and when Congress Comes back and oftentimes the news cycle, the media, everybody else, as time goes on, theres the less and less kind of push for something to actually happen here. It seems very unlikely to me that the senate is going to take up some real meaningful legislation. Maybe theyll take up red flag laws, other things on the margin but as far as a big package on gun reform, thats not what mcconnell is saying hes looking at doing. One republican has said hes ready to cancel the recess. Take a listen. Something that i would be happy to do. Id happily come back to washington to have a conversation about gun violence. Right now . I hope we do it in a thorough way. I do. Id leave tonight. Ill go tomorrow. It doesnt matter to me. This is such an important issue. Kasie is there any realist chance mcconnell does an aboutface, that theres enough public pressure to push him or the president to call back the senate or to even seriously talk about reform here . I certainly dont see an emergency session of any kind on the horizon. I think that statement they did put out reflects, as anna was note, the pressure that mcconnell is under on this. And tim scott, obviously, is a unique voice in the Republican Party in the september. And he is somebody who has been part of conversations about gun violence, not just in the case of Mass Shootings but lets not forget how many of our communities are afflicted day in day out by gun violence, even on maybe a smaller scale every single moment. But still, in very large ways. And i think tim scott is speaking to that as well. But, you know, to annas point, congress hasnt been able to do anything at all on gun violence or gun related legislation in years. They try to do something sweeping after the shootings at sandy hook in newtown, and what started out as a broad package that would have included potentially an assault weapons ban, limits on high capacity magazines and other policies quickly was reduced to the expanded background check bill and in the end, they couldnt even get that across the finish line. And that was when we had a democratic president in the white house. And so i think the question is going to be, how much has the tragedy that we have been through over and over and over again, how many times have we sat here and remembered victims of yet another mass tragedy at a place where we all expect to be able to go and be safe, whether its a walmart or, you know, our children going to school. You know, whether that puts enough pressure across the country that comes to bear on these lawmakers to actually make a real change, i mean i see the sense that that is changing, chris, especially in the suburbs, but not fast enough to get something done now. You bring me to the point that sahil capur made. Some republicans are raising alarms that their opposition to new firearm limits is making the party toxic to the suburban women and College Graduates who will shape the 2020 election. I guess thats the question, isnt it . Are they going to be more afraid of the suburban mom voters who dont want their kids to go to school being afraid, who dont want now to take their kids to walmart or target or wherever they go to get backtoschool supplies because theyre afraid theyre going to be shot. Are they more afraid of them than they are of the nra . I think that thats exactly the question. The sad reality is that this has been a political question. And the gun rights lobby, whether its the nra or there are even groups to the right of the nra that advocate on this issue and have been putting pressure on the nra in recent decades. Gun owners of america is one of them. You know, whether those groups who particularly hold sway in rural areas ultimately are overpowered by what has been a rising tide of people speaking out about gun violence and getting more involved and having it be their number one animating issue from the other side of the coin. New jersey senator cory booker who will deliver a speech tomorrow from the Charleston Church where nine people were killed by a white supremacist during bible study faced this heart rending question from a young man in South Carolina today. What are you going to do to help kids in general from School Shootings the greatest chance that youre going to pass away in your life as a young black boy is unfortunately through gunfire. That is a terrible thing to say. I will make this a priority. I will organize. I will awaken the conscience of this country and span the moral imagination of this country. Were going to end this nightmare in our country and have the kind of common sense gun safety so that no child in america will ever have to ask that. Joining me now, republican strategist and msnbc political analyst susan del persio and distinguished lecturure, michael. You were how old when you were shot . 12 by a 14yearold. That question hits home with me since ive seen in. After several shootings, theyre selling bulletproof backpacks now. I guess has this become, for democrats, the new bottom line . Who will lead on this . I think so. But because we talked about it for a long time, but people didnt really vote on it. Thats right. And i worry about whether or not they that will ever change. I do think because were in this cycle that were in and the place that were in and the way that cory and others have been talking about this that youll see a lot more attention to it. I think if the how the president responds here after will be we may be able to see a contrast between his response and what i think americans broadly dont you think that contrast is already there . It is, but i dont know that people are voting on it. But i would say this. Great reporting today about how we have four members of congress retiring from texas. And you have i think there was a stat that 1 of the california population is actually moved to texas. So there are a lot of new blue state residents moving to red states. And maybe that has some impact in terms of Holding Members of congress in the senate accountable. Barring that, honestly, im just tired of hearing it because i dont see any change coming. One thing we were just talking about with our panel was whether or not republicans would pay a price with suburban moms if they dont do something about this. But is there a danger on the other side of going too far for the democrats, or is there no such thing anymore almost as too far . Well, whats too far . I think actually democrats and republicans, at least the democrats that im aware of, pretty much want to put an end to ban assault weapons, which makes all the sense because why does anyone need a weapon of war . A ban on magazines that have a hundred bullets to a clip. Lets not forget the shooter in dayton, ohio, was able to put out 41 bullets out of that clip in less than 30 seconds. And then he was flagged. And if he had gotten inside its impossible to gauge what the carnage could have been. He was stopped in 30 seconds. Law enforcement did their job. So thats another thing. And then, of course, background checks. I think those three things are pretty well received across party lines. It becomes a division, i think where the Republican Party goes doubles down and wrongly especially under this president is that somehow they can get their base to vote on it more so than the base will vote or the Democratic Base will come out for that. But this is a time where state legislatures make a difference. Theres a campaign by women or mothers for gun safety. Thats a tremendous organization. You know what they did last year . They outraised and outspent the nra. Who do you think got drunk driving into the public conscious and got laws its mothers. Moms. And its in the states, and its happening in the states, and the state senator that you elect today can become tomorrows member and i get that and i accept that. But is it a legitimate question on the part of every american who has felt this, who went to bed knowing that at that point 20 people had died. Now its 22 and woke up to nine more in another state, in another part of the country. Are we just going to see this and say, okay, congress cant do it, so lets move on . I mean, the 2020 candidates have to lead on this. They do. And i think they will. In a comprehensive way . And in a real way . I think in a comprehensive way because i do think and heres the point because, touching on what you said in your question earlier. Beforehand, it was fairly easy for a lot of republicans and others to blame gun violence on urban america. Weve gone past that now. It was easy for them to say, well, look at chicago. Its been video games and that was on with someone yesterday that said fatherless fatherless children have contributed deeply to this which upset me substantially, but having said that, its moved beyond sort of that traditional rhetoric that race specific rhetoric and is now touching these suburban families. Maybe that will have something to do with the outcome in 2020. Not because not just because of anything democrats say, but that those parents and those mothers wont sit idly by while the president does nothing. And there is one other thing to think about. We had 251 shootings and Something Like 217 days. Mass shootings, excuse me. At some point, everyone is going to be affected by a mass shooting. And thats its been in their town, its been in their state. They know somebody. They have to feel connected and thats the urgency you need. Thanks to both of you. Much appreciate it. Farewells to people whose lives were so senselessly taken in saturday mornings murderous spree. Now we have faces and stories to match that horrible number. The youngest victim was javier rodriguez. He was just 15 years old going into his sophomore year of high school. 63yearold David Johnson was the Cash Register was at the carb register with his wife and granddaughter. He died protecting them, using his body as a shield against the bullets. A husband and wife were also among the victims. Jordan and Andre Anchondo who were in the store with their 2monthold son. The mother was shot while trying to shield her baby who was hurt but did survive. Theyre both heroes because they were doing their job as parents. Joining me from el paso, nbc news correspondent gadi schwartz. I see that people are still flocking to what was a growing memorial near the walmart right behind where youre standing. Now folks there know that the president is coming, and i wonder what they are telling you about that. Yeah, we were down there just a little while ago talking to them about President Trump coming. And many of them said what they want to see from President Trump is for President Trump not to come to el paso. Many of them saying that they did not want the president to come here because they didnt believe that he was coming here for the right reasons. They thought he was coming here for political reasons. There was one man that we spoke to that said that the president is the commander in chief. That is something youll hear a lot in this town, too. This town has a very large military presence. Ft. Bliss is right around the corner. And so he said that the president should be given respect here and he was hoping that things tomorrow will be peaceful. For the most part, most of the people we talked to say the president s rhetoric was not welcome here. And that wasnt just about this shooting. That goes before this shooting. One person even brought up the fact that President Trumps campaign hasnt paid back the city of el paso to the tune of about a half a Million Dollars for a rally he had here back in february. They say that they think that hes coming here for political reasons, and they would rather that he didnt show up. Gadi schwartz, thank you very much, there in el paso. From dayton, ohio, new video shows the chaos and the horror inside the bar sunday morning where nine people were shot and killed. I do want to warn you, this is disturbing to watch. You can see people diving for cover in the moments before Police Officers shot and killed the gunman. All of it happened in about 30 seconds. But the motive behind the attack is still unknown. Here was Ohio Governor mike dewine this morning. It is clear that the assailant, while in high school, clearly exhibited antisocial behaviors, antisocial behaviors that should have alerted anyone who knew about them that there was a problem. A serious problem with this high school student. Joining me from dayton, ohio, nbc correspondent cathy park. The government listed a 17point plan this morning that included background checks for all firearm sales in ohio with some exceptions, increasing health behavior. They were talking about arming preschool teachers just last year. But how are people reacting to the governors proposals, and do they think they go far enough . Chris, good afternoon. Yeah, we asked that question to a lot of the folks on the ground. I want to acknowledge the fact a storm, a severe storm is moving through the area so it may look a little chaotic behind me. People are moving the makeshift memorial in front of where this shooting happened. But going back to your question, chris, yeah, i think people struggled to answer that because, you know, they clearly think that change has to come. They appreciate the fact that lawmakers, the governor is coming forward just after this shooting and listing the proposals which he mentioned actually a lot of them were already theyve already been introduced in the legislature. But, you know, people think that it goes beyond just the regulations and the legislation on stricter gun control. They think that its more of a societal issue, a cultural issue and people just have to spread love. I mean, thats kind of the sentiment that i seem to be hearing from people on the ground here, chris. This afternoon, the mayor of dayton was asked about the visit from the president. And i want to play what she said. He has an official capacity as president. And official capacity as mayor, i will greet him here. I know that, you know, hes made this bed. Hes got to lie in it. He hasnt, you know, his rhetoric has been painful for many in our community. And i think that people should stand up and say theyre not happy if theyre not happy that hes not coming. Is that what youre hearing from people in dayton about the visit by the president . Yeah. A lot of the folks that we are speaking with here on 5th street, they actually are a little lukewarm about his visit tomorrow. Some people flatly said, hey, he messed up during his speech yesterday when he had that platform. He had that moment to address this community and show some genuine emotion and connect with this community as they continue to heal, as they move forward, but theyre not really forgiving him for that gaffe. But, you know what, one individual did say, hey, the thing is, we are talking about these Mass Shootings all over the country, and they kind of gave him the benefit of the douc doubt. The president needs to find some sort of agreement with china. They do not want government bailouts which theyve been getting and trump tweeted about again that hell hand out bailouts again next year. Thats not enough to make up for the lost sales to china. In may, another 16 billion package. Republicans in the past criticized democrats for propping up failing industries, and isnt the president trying to do exactly that . This is socialism for farmers. I dont know how else you can describe it, and the president talking about patriot farmers sounds like something out of the old soviet union, does not sound like conservative politics where the free market should decide and it is not what farmers want, they dont want to get government checks instead of doing business and selling products into the biggest growing market in the world which is china. Everybody agrees that the president is broadly right, the chinese cheated for years. And he has labeled them a currency manipulator. Odd thing to do when the chinese currency fell because china stopped manipulating it, what china was doing is artificially enhancing. They stopped doing that, it fell. Odd to say theyre a manipulator when theyre doing the opposite. China cheats on trade. Theres no key heercoherent str change that.
