We used to, ethical, straight, telling the truth, supporting our allies, all of those good things. Joe bidens comments there a shorter version of his formal Campaign Announcement where he directly rebuked President Trump and warned that another four years would, quote, forever and fundamentally alter the character of this nation. Biden enters the race at the top of most primary polls and Morning Consult poll gives the former Vice President an edge over President Trump but this isnt joes first rodeo. This is his third run for the highest office in the land and the previous two didnt end very well. 2020 promises to be just as challenging for biden, who now at 76, seeks to win over a party thats grown increasingly liberal and increasingly progressive. Where does biden stand on the issues . We have not seen his 2020 platform but here is what we know given his history. Hes work workers right and ending an income inequality. He called for free public college, signaled for support for health care but called short of medicare for all. In 30 years hes advocated for action against Climate Change but has not yet endorsed the Green New Deal or carbon tax. He supports row vs wade but has voted multiple times against federally funded abortions. Although its unclear where he stands against criminal justice, its been criticized for his role in the 1994 law thats been blamed for mass incarceration. So the big question were asking today is what do democrats want . A return to normalcy or a new direction . Joining me now, Nbc News National Political reporter mike nextly, washington political reporter eugene scott, former rnc chairman and msnbc political analyst Michael Steele and former adviser to Bernie Sanders, mark wanabaugh. Thank you for being here. I know getting here has not necessarily been the smoothest of roads. There have been a lot of questions. Now we finally have the answer to will he or wont he . How are they framing the big picture and how thats the first day on the trail gone so far . So theyre setting up this Campaign Launch day of not just a day but a month. The framing is around three pillars, first we saw in the Campaign Video talking about this being a battle for the soul of america, charlottesville being the fist worz coming out of his mouth referring to the white supremacist rallies we saw in 2017 and President Trumps reaction to that. The second we will hear more about in pittsburgh monday. That will involve his plan for the middle class. The third pillar for joe biden will be focused on at a big rally in philadelphia next month is about building the bridges and bringing this country back together. We just heard from the Vice President. Of course, really enjoying that retail environment here at a pizza shop in delaware. We realize, by the way, its 1600 delaware avenue, perhaps an intentional choice of location. But i want to bring in cara. She was at the pizzeria but missed joe biden. I just found out this morning as everybody else did that biden was officially running for president for 2020, and like most everybody else, i like to think were all thrilled. Its fantastic its finally announced and that, yeah, this is a big deal for our country. And i think we really need this right now, and i support joe all the way. Its a big field. Are there any other candidates you have been eyeing since this race is unfolding . There are and there are a lot of other good candidates out there. I cant even say there are no. However, joe biden has just been a great person for our country. When he ran when obama and, yeah, i hope nothing but the best for our future for our country j jwith joe coming into play. Thank you. We have nothibut support for jo biden. He really good fund raising, an important factor for joe biden. He talked about how important early days are but more importantly is bringing in the money to build the infrastructure, bringing in smalldollar donations. We seeing a lot of activity on his social Media Channels to build that up. Thats all part of joe biden on day one, kasie. Mike, it seems if the big donors are waiting to see if this will be his best day on the trail or if he will take off here. What are the early signs on that . What are we watching for to judge joe biden by in that situation . I think whats interesting is there are a lot of people looking at small dollar donations to see how Many Americans are giving to multiple candidates with such a large field. I think what will be interesting to see is how many of these larger donors are not just hosting events for the Vice President. We know its part of his initial few weeks on the road, but how many are hosting events for Pete Buttigieg, Kamala Harris . There are certainly, i have heard in talking to folks in Southern California especially, that, of course, joe biden will benefit from the relationships he built in two terms with the Obama Administration with big democratic dopers but they will be loyal to him, maybe help him with some events early on but not necessarily ruling out helping some other candidates as well. Fair enough. I want to talk about how joe biden can fair in this primary. His biggest rival in the polls, frankly, is Bernie Sanders, who you used to work for and one of joe bidens major strengths historically has been his longstanding ties to the africanamerican community. There have been questions about the progressiveness of that, which we will talk about in a second. But what was the reception at the she the people forum yesterday. Take a look. I actually was at the march on washington with dr. King back in 1963, and and for black women specifically . Im sorry . Black women will be an integral part of what our campaign and our administration is about. And that means hold on. Hold on. Rough moment there for bernie, mark. Do you think hes done what he needs to do to win over that was specifically an audience of africanamerican women who booed him. Right, but i think if you showed the entire clip things got a bit better as the rest of the interview went on. Look, i think Bernie Sanders still needs to address the issue of race in america. Before i left the campaign, i encouraged the campaign and for bernie to go out and give a big speech on that subject. Im hopeful he still will at some point. But i think its an issue he will have to address. As you suggested joe biden has had a long and close relationship to the africanamerican community. I think he leads in the South Carolina polls at present. So i think thats a real factor as to who can build the broadest coalition to lead the democratic party. Eugene scott, you covered africanamerican voters closely so far in this unfolding race. What is your take how joe biden navigates the differences between some of the stalwart africanamerican voters we see in South Carolina, other southern states, perhaps, and younger africanamerican voters who frankly think the crime bill is a mistake and focused on a different, perhaps, set of issues . Right now his first steps have been to make sure his Team Includes a number of black millennials. When you look at the names of folks we saw, symone sanders, they come from the activist space that will try to work really hard to help him get connected to millennial voters and black. We know millennial voters are now the largest voting block out of voters. While the former Vice President has relationships with black voters, many are older voters who are more familiar with his legacy in the senate and the white house then some of the younger voters. It will be really interesting to see him be able to or attempt to connect with the voters who quite frankly have been paying attention to people like Kamala Harris and other young lawmakers who are just a bit closer to the current base. Michael steele, turning to the general election, i see that as a huge part of joe bidens strategy, the pillars that mike menily has been reporting on. He is taking him on directly and Bernie Sanders the other one. If youre republican, are you most worried about joe biden or not . I think you are and youre going to get a lot of breastbeating and ugly tweets from the president which we saw this morning and belies the fact hes concerned. Joe, in my estimation of the candidates at the table at the moment, is the best prepared to actually go after trump in a mature, sophisticated way without having to get in the gutter, without having to show his behind as my momma likes to say, but rather to take him on as we saw in his opening salvo. The president responded to that immediately. And that should tell you everything thats ahead for this president in terms of having to deal with a joe biden versus many of the others in the campaign. And just one other quick point about joe in his legacy and some of these other issues, whether its, you know, the hearings on Supreme Court, et cetera, time and place matters. And joe responded, every politician did, time and place. I think it will be very hard to hold him to a standard and in a point of view that did not exist at the time of the hearings or at the time of the crime bill that were supported by wide swaths of democrats at that time. So its like a barack obama, do they hold barack obama to his position on day marriage before he changed it . No. They recognized the evolution of this process. Joe has led on some things. Joe has not led on some others. So thats going to be an interesting balancing test for democrats to make in this primary process. Absolutely a fair point. Mark, i want to go back to you on this broader question were asking in the context of that primary, where voters will have to grapple with this very question, do you think democratic voters are looking for the return to normalcy argument that joe biden represents . Or are they looking for wholesale change . I think they may be looking for a little of both. Let me say i thought joe bidens announcement video this morning was very, very well done. He took on a moral leadership in a direct contrast with donald trump. And i do think the country cares about the moral leadership of this country. And i thought the thing was very well shot. I think it also displayed another thing about joe biden which we also underestimate and thats his candidate skills. One of the most powerful things you can do with a candidate is take them to camera if they deliver the goods. He delivered the goods this morning, he looked like a president in direct contrast to donald trump. There was a bigness there and i think thats exactly where biden wants to run his campaign. Buttigieg hasnt shied away from talking about his sexuality and his christian faith. He spoke openly about his own marriage, and hes taken on the Vice President for his record on lgbt issues. Speaking only for myself, i can tell you that if me being gay was a choice, it was a choice made far, far above my pay grade. And thats the thing i wish the mike pences of the world would understand, that if you have a problem with who i am, your problem is not with me. Your quarrel, sir, is with my creator. Now an evangelical preacher and adviser to President Trump is calling on buttigieg to repent for being gray. And in a series of tweets Michael Graham wrote as a christian, i believe the bible which defines homosexuality as a sin, something to be repentive of, not something to be flaunted, praised or politicized. The bible says marriage is between a woman and a man. So the question is, who do people subscribe to, peters or graham . Jeremy, i want to start with you, you have done reporting on this. What is the point of the tweet from Franklin Graham at this stage . I think, kasie, certain members of the religion right have struggled how to respond to buttigieg because he jammed their signals and speaking in the language of faith, which are not how leaders of the religious rights are used to hearing discussions of homosexuality and religion. What this has done i think is throw the conversation into a completely different realm, put it on turf that the religious right once felt it had a monopoly on. So they really havent figured out an equal basically acrosstheboard response here. You heard mike pence say things like hes being attacked for his faith. You know hear Franklin Graham pivoting back to the notion homosexuality is a sin. These are talking points. So i am curious to see how they come to a unified type of response. Thats a great segue to steve kornacki. Steve, jon meacham was on morning joe calling this outside the mainstream view now, what Franklin Graham has been saying. Why is our country on how they view homosexuality now . Its changed so fast. No, it has, thats absolutely true. You look at polling, there are different ways to look at attitudes. One is day marriage. Heres another one from the general survey conducted over time, same question asked year after year, decade after decade. You can see on this question youve been asking for a long time, youve seen a significant change in the basic question do you think its wrong for samesex bills to have samesex relationship . You can see where it stands now you have widespread acceptance. 60 saying not wrong. So one of the things to keep an eye on, you have Pete Buttigieg running for president. As it comes up, are there folks in this camp, a third of the country, who say it is wrong. Will there be problems for him in a potential primary or general election if we get here . I dont know, its unchartered territory. But saying the religious right, the question about the attitudes is broader than that. You look at the republican party, republicans 48 say its wrong. Go to the democratic side though. There are a lot of religious folks voting in the democratic primary as well. Not all evangelical, variety of faiths, and yet 28 of democrats say its wrong for samesex to have legislation. We dont know how this plays out but i will say the attitudes changed dramatically. Still, a third of the country is in the camp that says its wrong. We will see how sex affects a candidate like this. Whats your take on this number steve showed us here . It puts what pete graham said in a cynical light, hes trying to activate more people to oppose Pete Buttigieg. I think youre on to something, kasie. If you think the religious right was motivated, galvanized to the polls with the idea of Hillary Clinton nominating Supreme Court justices, can you imagine what they will do and say and do to drive out their voters if the nominee from the democratic parties is a gay man. I think it would be a huge force and one im not sure how it plays out really. I think not only is almost a third of the country who believes homosexuality is wrong but a poll i saw recently, a third of the country is still uncomfortable with the idea of voting for a gay candidate. So while uncertain cities, big ones like where you and i and steve live have kind of moved on from homosexuality and the idea of gay and lesbians being a big deal in politics, a lot of the country really hasnt. I think the other thing is, voters, white evangelicals, make up a third of the electorate and they really vote. You have to be factoring that in as youre considering what impact Pete Buttigieg has on the nomination process. I will say this though, bill clinton, jimmy carter, barack obama, the last successful democratic nominees for president , all had large evangelical followings. Good point. You forget bill clinton was elects with im sorry, barack obama in 2008 was elected with 26 of the white evangelical vote. Its almost unthinkable when you think Hillary Clinton only got 17 . But that door is open. I dont know how many of those people Pete Buttigieg would reach if he were the nominee but theyre not all in line with donald trump. And as you mentioned before, the language Pete Buttigieg uses comes across as very authentic and something that can resonate with christian voters. Steve kornacki, jeremy peters, thank you both very much. Coming up next, President Trump escalates his fight with House Democrats into allout war. Theyre americas biopharmaceutical researchers. The white house has directed a former personnel Security Officer, carl kline, to ignore a scheduled deposition in front of congress. They threatened to exert executive privilege to compel former White House Counsel Don Mcgahn to defy a subpoena to testify about the mueller report. And now the doj is ignoring a subpoena of its own related to an oversight investigation into changes in the 2020 census. And what can House Democrats do about it . It doesnt seem like much, as it turns out. As President Trump has proven time and time again, there are surprisingly view safeguards in place against a president willing to defy every existing political norm in washington. Joining me now, the Washington Post White House Reporter and msnbc senior political analyst Ashley Parker and former u. S. Attorney and msnbc contributor joyce vance. Shes currently a professor at the university of Alabama School of law. Joyce, lets start by looking at this from the legal point of view. What recourse do democrats even have here . Its an interesting question. You know typically this is part of the accommodation process, where the different branches of government try to negotiate these issues. Its only in recent years they spilled over into court. But thats definitely where democrats will be. They will ultimately have to head into court if they want to try to force their prerogatives of the coequal branch of government. So, ashley, your paper writes that trumps decision not to cooperate with house committees, coupled with reluctance from republicans struggling to cross him, very left it up to congress to struggle with the coequal branch, which is now setting up struggle thats could define the executive and legislatelive brafrms f branches for years to come. This seems to encapsulate the president s strategy here, doesnt it . Isnt this how he operated in business before . Yes, its true. Theres a world that get tied up in court fight which is an advantage for the president. It makes democrats look overzealous if he forces them to subpoena and fight for everything, it will look like theyre badgering him. And it has the added benefit of tying up in court fights which by the time theyre adjudicated may be to the president or maybe not, it could very well be past the 2020 election where it doesnt quite matter as much. This is classic trump. To be clear hes not the First Administration who has defied congress on some of these witness testimonies and subpoenas. Previous president s, both democrats and republicans have done it, but its classic trump in that hes doing it on steroids and to a degree never seen before and seems unconcerned about the precedent hes setting going forward. Joyce vance, is there a risk in the courts for democrats as they try to fight all of this . What concern ive heard from my sources on the hill is that if they get into these fights the wrong way, we all know that one legal precedent that kind of goes a certain direction can undermine an institution or party for a long time. And thats what theyve been concerned about. H how big is that risk really . The typical wisdom in these kind of cases is bad bats make bad law. Here the democrats have good bats on their side. For the president s tax returns, the statutes that require those be turned over by the irs to the chairman of the house ways and Means Committee said they shall be turned over and it does not permit the executive branch to have any look into the rational that the chairman is offering. So that should import the relatively easy battle. But that, of course, is speaking just strictly from the outside looking in on the law. The president and some of his tweets seems to believe judges hes put on the bench will be friendly towards him. I rather suspect they wont be, they will just call the balls and strikes. So in some of these cases the democrats may find success but it will require good lawyering and strategic decision making. You cant press on absolutely every front. Interesting. Ashley, one thing that i have sort of learned over my ten or so years as a Congressional Correspondent is this is usually one of the rare areas to get bipartisan cooperation is when a president kind of sticks it to the legislative branch. They all tend to get angry about it. But that doesnt seem to be happening in this case. Republicans on the hill seem to have folded. Is the president counting on that . He is. And you have seen throughout his presidency he keeps on sort of stepping up and inching towards these alleged red lines where members of both parties in congress say well, if he does that, of course republicans will stand up to him then. And then he says it or he tweets it or he does it and he faces very little backlash. I think hes seen he can push that line to quite an extent. It works to his benefit and he sees no reason in stopping when hes not facing any backlash. To be clear, the only backlash he really cares about is a political backlash. If he suddenly believed it was hurting him with his base or hurting him in the polls or republicans were responding in a way that was hurting him in 2020, you might see some changes but so far thats not the reality on the ground. Good to see you, kasie. Is facebook going to write this off as the coast of doing business . How much does this actually matter to them . Whats going to be important is not the size of the fan. Whats important is what facebook does next. The question is whether facebooks going to change the way all of its product teams are governed from a privacy perspective. One of the big challenges at facebook is its a huge company with a lot of product engineers and managers and theyve always been measured on the ability to make products popular, get more people to use the products and get people to like it. They need to be governed and measured on whether or not they respect privacy, and thats an open question at this point, does facebook respond to this as a call for them to change how they build their products overall. Do you get the sense facebook has absorbed that as a lesson in the last year or so, and to what degree . I feel like story after story seems to just illuminate how i mean the selling of consumer data was one of the ones we were talking about most recently and kind of trading it with other companies. It seems to paint this picture that all they saw pewere people giving their information to facebook with ads were changing the way to make money. Is that changing . First off, most of the stories reading about customer data, they predate 2015. There was a major change in the way facebook acted with other companies in the 2015 time line where the interfaces by which facebook would work with other companies, the ones like cambridge analytica, were shut down. Were now living through this period of time where were talking about all of the things that happened before then. There have been other privacy issues since then. I think the best here is Mark Zuckerberg wrote a big piece about opinion to privacy a couple months ago. And that seems like its both in response to what the legislators are saying in the United States and europe but also what people want, people are moving away from the parts of facebook they talk publicly, have a huge number of people talking or commenting on their pages and seeing their stuff. People want to move to the smaller groups where theyre able to interact in a private private manner and thats the thing facebook cares about. They care about what do users want . Youre saying if users demand privacy, then the business prerogative will be privacy and thats the kway you will get facebook to actually care about privacy . Thats right. And its actually an interesting question of how much do users care . One of the reasons facebooks stock is way up today is yesterday they announced that more people are using facebook and its products than ever before. Thats i think one of the challenges the company has, is as they tell their employees, we care about privacy, a large amount of the compensation to the rank and file and especially to executives is still based upon what does wall street think about facebook . And wall streets really happy with facebook because the Company Continues to have lots of growth and lots of numbers. And i think thats one of the things i would like to see from the company in the next six months, if theyre going to pivot to privacy, they also have to change how do they pay your employees . As long as youre paying them based upon what wall street thinks, then whatever you say, that is what people are going to do. Yes. And the verge wrote this fine from the ftc is basically a meaningless amount of money for facebook, it doesnt really matter and what theyre getting out of it is a headline is that says facebook is being held accountable for this and the reality is they dont care. As you point out, the intentions are all screwed up. Is there a regulation that you think would be effective in helping push facebook in this direction where the privacy and business incentives line up . Yeah, i think congress at this point following california, so here in california our Legislature Passed a pretty comprehensive privacy law. And that has created a lot of movement in the Tech Industry to accept a federal privacy law because one of their big fears is for 50 different security stand ards enforced by 50 different state ags. So this is a possibility where all of the lobbyists are lined up, both Political Parties seem to support comprehensive privacy legislation. So this is the moment where congress can act and set those standards and learn from some of the lessons of whats happened in europe over the last couple of years and build the privacy standards that holds the Companies Accountable but also gives them the assurance that those standards will be held to. Thats one of the challenges here, theres a constant moving goal post of what is considered to be acceptable protection of peoples privacy. And its about time weve seen all of these mistakes, people have started to understand how their data is being used and what theyre willing to try for that. Now its time to codify that into law and build a privacy regulator at the federal level to work with facebook and other companies to help them understand what to do and punish them when they run afoul to those rules. Huge challenge with how fast this technology is moving and how not Fast Congress typically moves. Alex stamos, thank you for your time, sir. Theres enthusiasm, and enthusiasm for guns across this convention and enthusiasm for President Trump. But there is an acknowledgment maybe they may be short on finances. I have covered several of those conventions. Good luck down there. Last fall meanwhile florida passed amendment four, giving Voting Rights back to 1. 5 million felons who served their time. As the New York Times puts it, quote, it was one of the most hopeful outcomes on Election Night last year. But from the moment that it passed, Florida Republicans have been trying to undermine it. Yesterday the statehouse passed a bill that forces former felons to pay off their criminal fees before they can vote. And in florida that could take a while because according to slate, florida doesnt just fine people for their crimes. The state taxes on a mindboggling array of administrative fees, sometimes to the tune of the hundreds of thousands of dollars. According to slates estimate, the former felons who regained the right to vote under amendment four, up to 80 still owe debts. Joining me now is political reporter mark caputo and mother jones Senior Reporter ari berman. Mark, let me start with you from the ontheground reporting perspective in florida. Just run us through exactly how this came to be. This was something the voters down there decided they wanted and how it may play out in the legislature going forward. Is this going to become law . I think the chances of it becoming law are pretty high. It is a Republicancontrolled Legislature and why we dont have a clear analysis of the Party Registration and leanings of former felons or returning citizens as they call them, there are pretty strong indications in part if you look at the racial composition and you note africanamericans and hispanics tend to vote for democratic, chances pr that more returning citizens happen to be democratic voters than republican voters. Republican lecture sees this, sees that florida has razorthin election margins, with year after year, election after election, so theres an incentive for the goch to make sure that fewer of these folks get on the voter rolls. Now that having been said, there was a colloquy during the florida Supreme Court hearing on the amendment where it was asked by one of the justices of the lawyer who helped draft the amendment and said, basically, what does full completion of a sentence mean . And the mention of paying off all fines and fees was mentioned there. However, that lawyer at the same time did happen to say that he was thinking a courtimposed fine or fee was something the judge handed down, not something that the court system tacked on. So there is a certain amount of ambiguity here. Chances are this is amount of ambiguity here. There is a chance it will get passed. It will get challenged and go through the court system. If it goes through the state court system, it is a Supreme Court that is majority republican appointed. So i think the chances of this having a favorable outcome for those who oppose with that the Republican Legislature is going to do are pretty slim. Its quite a disconnect between what voters in florida say they wanted, the legislators and judges they have sent to their legislature. There is a huge disconnect. Remember, the whole reason this was done as a Ballot Initiative was to pass the legislature because they knew the legislature wasnt going to restore Voting Rights to 1. 4 million voters. You have the aclu, the christian organization, the Koch Brothers wanting to have Voting Rights restored. If you serve your time, if you paid your debt to society, you should be able to vote. People didnt think, oh, youve completed your sentence, and by the way, you have to pay tens of thousands of dollars to regain your Voting Rights. So floridians believe, a, this is a modern vote tax, and b, the legislators dont need to do anything. The voters passed this. It was clear this would apply to everyone except for murderers, and there was all these issues on right to vote. This a partisan thing between legislators because those who voiced their idealogies agreed with it. Heres what Bernie Sanders had to say about it recently. If you commit a terrible crime, youre going to pay the price. But that does not mean that your right to participate in our dmo democracy is taken away from you. I will be criticized by this, but once you take away someones right to vote, youre moving down a slippery slope. Youve committed a crime. You cant vote. Youre poor, you cant vote. Pretty remarkable words, mark, from Bernie Sanders. He has, as he pointed out, taken some criticism for this, but this seems to be on the way to being a litmus test issue in the primary. Yeah, understand when he made his statements, it was first brought up in a town hall, and he had a much more expansive view on the right of people to vote. That is, he included people who were incarcerated, and he had mentioned it was folks who had been convicted or imprisoned for murder, even. Azhas ari just mentioned, it includes murder and sex offenses. Thats a little different here. Also floridas longtime ban on former felons from voting or restrictions on it, its pretty much a jim crow message. Its been around for quite some time and also was embedded in the constitution. So the fact that the legislature has little incentive to change this, it was in the florida constitution, so it needed to be changed in the constitution amendment, anyway, by florida voters.
