If a leader like bolsonaro was invited to the white house, a leader who has said the things that he has said about gays, about women, about torture, et cetera, and then went up there and said ive got a lot in common with this president of the United States, how would a past white house react . Reporter well, and i covered the former Obama Administration and was there during a number of press conferences when former president obama would say its important that we work together. We need to work together. There are also areas of sharp disagreement. I didnt hear that today. Of course, every Leader Meeting is going to be different, but one of those areas of agreement is on the issue of venezuela, katy. The fact theres a crisis there in venezuela, you heard President Trump reiterate the fact that no options are off the table. He was pressed on whether he would move for military action. Again, not giving any specifics, but saying, look, it is among the options thats being considered. Also adding there are tougher sanctions that he can do to deal with that crisis. Of course, brazil shares a border with venezuela. So for them, this is something thats impacting day in and day out. Theres obviously Strategic Value in getting along with brazil, but theres a sharp difference that at least president obama would have said something along the lines of there are sharp disagreements. The president offered none of that today. And i think its these small things that are actually very large. In some ways, it shows that this white house doesnt have an organized vetting process because any remarks z if the president is going to be in a room with someone, they know exactly what that person is going to say, who that person is, everything about their background to ensure the president is not saying it to someone with these controversial views and is seen as cosigning and endorsing. Even the generic i dont agree on everything. In some ways, it goes to the fact he doesnt respect the office of the president si. This entire presidency is about his personality and his feelings as opposed to the respect that were supposed to have for our leaders. He doesnt act like it matters, right. I dont know whats in his head or in his heart, but he doesnt act like he has the same respect that weve seen from past president s, not just for the norms, but even vetting for security purposes. You dont want the president out here with somebody that could potentially contradict a Foreign Policy position of the actual administration. So i think, you know, its a small thing, but it actually is a big thing. I think that with this white house, its these Little Things that add up to demonstrate they dont have the same level of respect that previous administrations have had for the role that he has. Jake, i want to get your take on this. What do you think . I have a lot of thoughts here. Obviously this was very good for the president. Its a foreign leader showing him respect on his soil. Im not talking about the substance of what was said or not said, but its very good for the president in his own opinion to have someone agreeing with him next to him, somebody whos come from another country, another big country. Lets talk about the john mccain thing for a second. There are gaping factual inaccuracies here that for somebody whos covered this boggles the mind. Number one, john mccain went out the day of that vote going down and said he was unlikely to vote for it. The white house had very many hours of heads up. Number two, there wasnt just another vote laying around for the president to say, oh, mccains out, so could you come in and vote for it . So the idea that mccain here was somehow dispositive and could have been prevented, its complete fantasy, absolute fantasy. And my colleague tweeted something today thats apt and worth repeating. I think john mccain would probably get a kick out of the fact that six to seven months after hes dead, hes still angering President Trump, a president with whom hes had sharp disagreements and frankly didnt seem like there was much respect between the two. George conway tweeting a bunch of diagnoses for personality disorder and saying how many of these do you find familiar. Now the president getting involved and getting involved in the marriage between his Senior Adviser and George Conway, calling him a total loser. I dont know how he has time for that. How do you have time to attack a private citizen when youre supposed to be governing the nation . So i know that we skip over the Little Things all the time with this president because its so abnormal, but he should be working. Perhaps not trolling a staffers husband on twitter. Now, George Conway is a private citizen, so whether or not its good judgment for him to attack personally his wifes boss, thats really a personal matter, right. But were talking to the president of the United States, again attacking a private citizen, in a way that just lowers the office. It lowers the entire institution. In addition, everyone with firing neurons that are functional can look at this president s behavior and see some of the traits that are in that definition of Narcissistic Personality Disorder and say, hmm, thats something that we perhaps should consider because every single thing, whether it be policy, Foreign Policy, or a political debate over an issue is about the president and how he feels personally. Its about his poll numbers and about his feelings. Thats not what being president is about. I think we need to actually, as citizen, either put our energies behind organizing to get this guy out of here, get back to some normalcy, or try to put pressure on our congressional representatives, including republicans, so that they can have some backbone. Every president has done so before him. And if a court finds trump violated it, several lawmakers have already told me that could be grounds for impeachment. The emoluments suit is just one that could yield some hard answers to questions weve been asking since 2016. Number one, how much money is trump making from foreign interests . But there are still more questions. Right now democrats in the house are using their Congressional Authority to try and find answers. The ways and Means Committee is pursuing Donald Trumps taxes. The Intel Committee is examining trumps foreign financial interests, specifically any ties to russia. The New York Times reports today that the bank loaned trump more than 2 billion over two decades, massive loans that continue despite numerous red flags about his finances, bankruptcies, and exaggerated claims of wealth. Time after time after time threw more money at him, one time after another, even when he defaulted on his loans, even when he sued the bank, even when there are all these red flags about him inflating his assets, even when executives within the bank said we cannot do business with this guy. What is the latest in the emoluments case . This is the first case to reach a federal appeals court. There have been other lawsuits over a potential conflict between the president s businesses and his official duties. What this one is a lawsuit filed by the attorneys general of maryland and washington, d. C. They do cite the warning emoluments clause. They say thats a ban in the constitution on a president receiving a gift or a payment from a Foreign Government. Now, they claim every time somebody from a Foreign Government stays at the trump hotel just five blocks from the white house, thats money in his pocket. That violates the emoluments clause. And they say they have standing to sue because it hurts businesses in d. C. That cannot compete by saying, hey, were owned by the president , so if you want to curry favor, stay at our hotel. And they say they also have their own event spaces that compete with the trump hotel. The Justice Department argues, no, the emoluments clause is much narrower than that. It is a ban on payments or favors from a Foreign Government in exchange for some official act that a president performs as part of his duties, and therefore, they say there is no violation and they also say these local governments dont have a standing to bring a lawsuit against the president. So this they got very favorable treatment, the attorneys general did when they went to court here before a District Court judge in maryland where the lawsuit was filed. It was a little different story today before the Fourth Circuit court of appeals, which hears cases from this area. Its based in richmond, virginia. There was some skepticism both about their reading, their expansive reading of what the emoluments clause means and whether they have standing to sue, but i think its fair to say no matter what happens here, this case could ultimately end up before the Supreme Court for the simple reason that never in our nations history has there ever been a definitive court ruling on that very question. What does emoluments mean . Well, john, youve been trying to figure out what emoluments mean. Youve been looking at dictionaries that are over 400 years old to try and figure out what the framers meant when they wrote in the word emoluments, which is a word we just dont use any longer. Courts have initially agreed with your definition, which is profit, advantage, gain, or benefit. Give us the significance of this. I know its a moth balled word. I know it sounds like a weedy part of the constitution, but this is the president of the United States who could be found in violation of the constitution. Thats correct. I think the nub of the matter is whether the president is violating these core anticorruption provisions of the constitution. I do think that the founding era evidence that i and others have looked at supports the plaintiffs in these lawsuits. The term emolument is not common to us today, but it was a much more common term in the 18th century. The founders used it in their correspondence. They used it in other public documents than the constitution. General w generally, the evidence suggests that the word e mmolument had a broad meaning. Profit, gain, or advantage of any kind, whatsoever. Thats the way the foreign emoluments clause of the constitution is worded. So the founders took care to frame the emoluments clause broadly. I think they wanted to draw a bright line so that officers of the United States would not only avoid corruption but the appearance of corruption. And why does paying for a hotel room, why is that considered potentially profit or gain and not just a gift, something that could be easily construed as a bribe . Well, i think its possible to distinguish presents or gifts on the one hand for the profits of commercial transactions on the other. Thats the second category is what the founders typically use the word emolument to refer to. What we have here are Foreign Governments and officers, agents of Foreign Governments proclaiming that they are staying at the trump hotel in order to curry favor with the president. There seems to be a lot of evidence to that effect in news media reports. And thats very troublesome. Bill, Donald Trumps finances, theyve hovered over everything in this presidency so far. We havent seen his taxes. There are questions about bank loans, Deutsche Bank back in the news today. This emoluments lawsuit. I know it sounds confusing. I know some people might tune out when they hear it. I hope they dont because theyre doing it on the show. But why does it matter . Why does it matter to get at the heart of where the president s money comes from . Katy, this is the first president in perhaps forever who did not put his business or his earnings, his ownership interests in businesses into a blind trust. He refused to do that. Hes not made his income tax forms available. Hes not made available the projections of his business. Hes lied about his net worth. Hes lied about his net worth in order to obtain loans from Deutsche Bank, which frankly strikes me as a criminal behavior, but im not a Law Enforcement official. You cant inflate your net worth to try and tin deuinduce a banke you loans, loans that no other bank in the world would make to this guy. To me this all sums up the importance of oversight and congressional oversight, and were beginning to get that for the first time. And this lawsuit or this subpoena at least by the new York Attorney general, can you say it stemmed from alexandria ocasiocortez and the questions she gave to Michael Cohen, or Michael Cohen when he made a point in his Opening Statement saying that donald trump lied very often about what he was worth, what his properties were worth, and lied in different circumstances, devalued them or extra valued them depending on his mood, a particular day. Depending on what he was trying to get. Well, that too. This is a guy who knew that banks across wall street would not give him money. He experienced that with his casinos. He had at least four casinos go into bankruptcy. He knew he was the third rail. He turned to Deutsche Bank. For whatever reason, Deutsche Bank was willing to give him money repeatedly despite, by the way, him suing Deutsche Bank and acting as if an act of god had occurred for his chicago tower and not wanting to pay that money back. What might they find out with these subpoenas at Deutsche Bank . I think youll see all sorts of emails and documentary evidence of why they gave him this money when they probably shouldnt. I think whats so interesting about the article today is there are people inside the bank who are saying, no, dont do this money. Part of Deutsche Bank didnt want to give him the money. The private bank overruled that. It all went up to the ceo, and they said give him the money, isnt he a charming man, youre underleveraged. The whole thing is ridiculous. Finally were going to get to the bottom of it, which donald trump has tried to avoid now for three years. Again, in this emoluments case, it might give us the first answers to those questions. Our question is what do they actually support. Many who endorse medicare for all are not endorsing a single payer system. They want incremental reforms krd including a public option. Private insurance would stick around and americans have the option to purchase insurance from the government. When pressed on the specifics of their health care plans, many 2020 democrats end up with something closer to a public option plan. It has to be different on the campaign trail when you are asking about policy and not just about the idea that they have to build a wall. When you talk to voters about what issues they care about and they bring up health care, what sort of things are they saying . How are they defining what they want to see the next candidate or the next president do . I think in the same way you are sayi ining candidates, vote are generally in the same bucket. They have an idea. They know, for example, that Bernie Sanders popularized this platform and for people who like bernie, i found voters are more read in. There are questions that stem from that and from private experience. Something that other candidates and voters try to pick up on. Some voters are read into this. Listen to what this voter had to tell me. I want to hear that they understand health care. Most of them have not the slightest idea of what they are talking about. If they say medicare for all, i say youre an idiot. It cant be done. Its a flawed system destroyed by congress and lobbyists. It is a horrible system. The way it is right now. Whether it will be become the public option and the single payer, that could happen in a decade. Not tomorrow. If you do it tomorrow, you bankrupt the country. Wayne is a physician and he has a kind of front row seat to how the Health Care System works. On the other hand, i met voter who is generally want hear something that makes sense, specifically about bringing down Prescription Drug costs as well as making the Health Care System more understandable and accessible. Overall the one thing that all democratic voters have in common is they Like Universal Health care as a right. How you get to that point, they are open to hearing what the candidates have to say at least at this point. What are you hearing . Beto orourke gets this question or some version of it at every event i covered. He talks about getting to a point of universal Affordable Health care for all americans. He said there are a couple of ways to do it. Heres how he answered the question yesterday. Universal Health Care Means you focus on being better. Your provider focuses on you. At a minimum, we have to expand in the states that have chosen not to. We have to introduce medicare as an option on the exchanges to improve competition and drive down costs. And to that end, orourke who doesnt talk about specific pieces of legislation that often is fairly specific on this topic. He said he supports a piece of legislation called the medicare for america act that would introduce medicare as an option on the exchanges. Its the kind of thing that all americans could buy into or keep their private insurance. He sees that as a bridge that gets to universal coverage. He likes the idea of medicare for all, he doesnt think its the fastest or most effective way to get everyone cover and thats why he supported the bridge steps. Not to just focus on beto orourke, gillibrand said eliminating private experience is a goal and thinks it will be accomplished by a public option and medicare for all requires it and booker doesnt think it requires ending private experience. Inslee agrees with booker. Cloeb shar wants a medica medicaidbased public option. There are many possibilityings and appears to support a public option. They are all under the header of universal health care, medicare for all, etc. There is a lot of difference and nuance and are democrats going to have to nail down what they want to do and present a plan to get far . Part of the process is producing that and creating that. Elizabeth warren has been putting out those issues. I would encourage all campaigns to do that. The voters want to know how you get to universal coverage. Im glad we are back to having the conversation. I remember in 2007 when i joined the obama campaign, most of the people working there were there because they had a health issue in their family with a sick parent or child. Health care was the number one reason why they volunteered or worked on the campaign because they wanted to change the system. We got obamacare and lost in the conversation was the public option. Im glad we are talking about the public option because it is the one factor that was not included in obamacare that would have helped control cost. Thats one of the issues we are seeing on the exchanges. There is no Government Program controlling those costs. I think its important for the candidates to talk about specific biases that are in the Health Care System. You have to reform the experience system and eliminate it like the other candidates are saying and address specific issues within that system. You have Kirstin Gillibrand introducing a mommy act and cory booker has a mom act and Kamala Harris has mommy something. The biases in the Health Care System that impact black women who are pregnant. Its issues like that that the candidates will talk more about as it relates to health care and not just medicare for all. They will talk about the subpolicies within a larger Health Care System that makes it an ek widabquitable right. There is a doctor over there, but i cant afford it so whats the point . We want to make sure people can go to the doctor before they get sick. Lets close it out with the medicare for allpublic option. Single payer system, 56 of voters support that.
