The bill would enact a number of dramatic reforms designed to increase participation in the democratic process and reducing corruption on capitol hill, everything from making it easier to vote and slowing the revol revolving door between congress and lobbying firm. Sweeping reform is designed to make politics work for everyone. Yes, it is a democrats plan but the president ran and won a campaign to drain the swamp. You would think they would find some redeeming qualities in the spill. Something they could discuss debate, barter, pareapparently. Why is the Green New Deal getting in the senate when h. This is a comprehensive Election Integrity and ethics bill that democrats have been putting together for some time. There are a million different pieces of this. Some of the big headlines include making election day a federal holiday and requiring tax return disclosures for president ial and Vice President ial candidates. Voter registration done through the dmv and make it compulsive. There is measures including the value of grass roots donations, limiting the strengths of big donations to our election process. This is a complete over haul of how we find our system. Why were republicans oppose to it and why wont it be brought up in the senate . Mitch mcconnell does not want it to be. Mitch mcconnell has been and hell not dispute the sentence, the most aggressive foe of Campaign Finance reform in the United States government during his career. He was the plaintiff against mccain feingold. This is an issue that created his political career. He has always been in the front line fighting against any changes. If you want to give 50,000 to the candidate of your choice, that ought to be your right because it is your 50,000, it is your voice. Republicans dont like some of the changes in this bill that would increase the strength of small donors and dont like some of the changes of this. House super pact candace close their donors or how much soupup pac pacs can do. As you said this will die a very quick death in the senate. Why is Mitch Mcconnell against voting against International Voting day. This bill is bundle up in so many different pieces with it. Mcconnell dismissed it out right. He did say there is one piece of election changes in this. It is not in many bill thats interesting. The issue of ballot harvesting. This is the issue that cost. He said if that had been in this bill, thats something he can discuss. It is not that all changes are off the table, all of these changes are off. For democrats this was such a huge priority, thats why they got the h. R. 1 designation. It was not just ballot harvesting in north carolincaro. It was the allegation also that those ballots were filled in, the blank ballots were filled in down the line for the republicans and then sentence. It was a number of things. There is two big buckets for this bill, there is the voting right component of this bill and the corruption component of this bill. Lets stick on voting for a second. This bill aims to make it easier for people to vote. Fundamentally, i think a lot of people would say listen, i like for it to be easier to vote and national holiday, i can take off work and go vote or know that i am going to be automatically registered in my stay, i dont have to go out and make an effort to register. Why is there such push back in congress on this idea, making it easer for all americans to get to the ballot box. We have dismal turn out in our elections. We have to reckon with the fact that our nation has had a long history around fighting for the right to vote. We are a couple of days after celebrating and commemorating the events, you had congressman john lewis giving us an impassion voting speech of h. R. 1. It was 50 plus years ago he was brutally beaten in selma. We have this long history contested access to the vote. This is not something thats historic that we can remember in black and white photos. We know that there is active voters suppression and there are people in this country and senator mcconnell did talk about National Election day and say it was a Democratic Party power grab. He and others feel very much that increasing and expanding the franchise somehow is a threat to their power base and instead it is based on really fundamentally a slunk electorate power base. H. R. 1 opens the franchise. There should be no member of congress that understands the rule of accountability and ethics in our government as being so crucial for the government to have legitimacy among voters who should feel threaten by this bill. Thats where we are. There is no reason why the senate should not have a hearing on the bill. They are refusing to have a hearing and to hold it. We saw voters in november come out to the ballot box, voting across the country voting for democracy reform. We ended up with the most record. I thought it is most symbolic on International Womens day today. To me this says a lot of weaponization of Voting Rights. It is an american issue. It is an issue about freeing up our democracy. There is a ton of support around the country for it. Thats why we need to see h. R. 1 become law. Why would more voting be a Democratic Power grab . Why would say making voting a national holiday, why would that be a Democratic Power grab, e. J. . Republicans tend to get more support from older voters and affluent voters. They tend to vote in larger numbers and a lot of them have more flexibility in their schedules. Democrats tend to do better. Younger voters with lower income and minority voters. I think back in the day where republicans used to be major supporters of Voting Rights, we would not have gotten a Voting Rights act without republicans. They have switched sides on this because they see where their support comes from. What you said at the out set was so important which is donald trump talked a lot about draining the swamp. But, in fact washington seems to have gotten swampier, the last couple of years. I think this bill responds to general threats to democracy both from Voter Suppression and gerrymandering but also from fears of corruption and the dominate of money in politics so thats why they put it all together in one bill. When you ask regular americans about how they feel about washington, a lot of people will tell you that they feel washington is corrupt. It is corrupt because there is so much money involved. Part of that because you cant track whos donating to whom. If it comes from the super pac, you can tell who donates to that super pac. They donate to super pacs. It is called dark money. This idea of making dark money more transparent of saying who exactly, where exactly is this money coming from, garret, i was on the hill the other day. We were asking a number of lawmakers whether theyll support Something Like the disclose act or make it so that dark money needed to be more transparent and there were a number of republican senators who were totally behind it. Lindsey graham was one of them. Why was this portion of the bill not being considered and if it is not, are there another bill thats out there that republicans would want to get behind. Theyre supposed to be anticorruption and the president ran on it. It is interesting katy, there is something coming to washington that change people spifs perspective on this. It is much easier to raise money for reelection than getting elected. You have access and donations. Once you are here, there are sources of money that are available to you that are not available to you. So you see politicians coming up here all the time talking about draining the swamp and the swamp starts to look appealing after a while. Yes. The specifics of whats in this bill because it is all packaged together, you are not going to see individual elements like the disclose act broken out of this and brought to the floor. Again, there is this sort of hypocrisy of incumbency that comes with this. Once you got here on the rules as they existed, you are not going to be the first people to the front line to change those rules. Thats why it is so important that you did have this young new diverse class freshmen and the democratic control house in particular who ran on this reform and got this passed in the house. Any time you are suppressing the vote that means you are trying to hold onto your power and take it away from other people. Is this an effort more than anything else because it was not going to go anywhere in the senate, was this an effort to get the message out to voters for the 2020 election where democrats stand and not just for the presidency but down the ballot . To be honest with you, i was hoping it would not be a Party Line Vote and as controversial as it was. I thought running on this issue it was not a bipartisan issue. A lot of my voters who were republicans and especially independent were supportive of the idea. So i am shocked that the message worked buy the republicans and it shows you how powerful those special interests are and how much they control the pursestrings of the Republican Party right now because they did not want a single reform to pass. In the broader public, this is not partisan. In the halls of congress, it is and that should tell us a lot. Speaking of another vote that could potentially be a Party Line Vote. The mueller resolution, do you expect thatll be democrats voting for that or do you expect there will be republican support . I think there is a chance that we may get a few republicans, i hope that we do again. This is something that should not be partisan. We should want transparency and the American People to make sure they have the information that they need thats about the highest level of government and whos in charge and how we can trust the people we elected on important institutions that each of us depend on in our daytoday life. We are seeing of this tendency to protect the president , there is so much control and power ex hearthed exerted at the top. Until that starts to change then it is going to be really, really hard to pull them off. We may pass the resolutio Resolution Resolution resolution again, i dont know whats going to happen with it. If we were elected and got control in congress and put a check and balance on this president. I think if we pass this resolution, probably wont gos anywhere in the senate because as Mitch Mcconnell says so smugly that he decides what comes to the floor then we have to use whatever other means we have to make sure the American People get the information that comes from that report. Shine came in with more expectations because he does have ten years at fox news and the president very fond of that coverage and that network and believed that shine is going to come in and change how this white house is perceived in a non fox media as well. That did not take place. Certainly some of that is of course as you skrus sajust said house reporters are going to cover whats happening. There are things that a director can do, to shape coverage or this way or that way. There was a sense that shine was not doing that. He also was to commit after over haul press shop. He did not bring in new hires that can help him. How much did the new yorker article contributed to this. The article does talk about bill shine and the connections he had before he went into the white house and what he was supposed to do there and there is a lot of connection between him and sean hannity. This is chairman Paul Manafort, he walked into a virginia courtroom yesterday facing the possibility of a 19 to 24 years prison sentence for a number of financial crimes. He was sentenced to 47 months about four years but a judge who says he lived a quote, otherwise, blameless life. Former federal prosecutor ken white called the decision the kind of departure defense lawyers dream of. It is the kind of departure thats far likely to be enjoyed by the person who commits crimes with banks and wires than drugs or guns. Josh, you were there in the courtroom, why such a soft sentence . This was an extended proceeding and a minor correction, he was pushed in the courtroom with a wheelchair with a cane. Hes been complaining of manafort having Health Issues and certainly he was trying to adhere to the judge to put forward sympathetic as he could, basic argument being hell be an old man by the time he gets out of jail and any sentence he got in this case. The judge says that the guidelines here really go far beyond what defendants are typically sentenced to. There are two cases involved with charges of him failing to report Foreign Bank Accounts and not paying his taxes over a fiveyear period. The judge says cases like that defendants get a sentence in the range of 6 to 12 months and some just gets probation. Manafort did make the government go through a trial here. The judge says the sentence he gave him was actually lengthy compares to what other people get under those circumstances. Does he also demand or expects that a person whose been found guilty and is about to be sentenced show some sort of remorse of what he did. That was the interesting aspect of the hearing. Judge aliellis who did the sentencing is known to look for that kind of remorse and when manafort made the statement, he was sitting there in his inmate sort of all green jail guard, it was a fourminute statement out of a threehour long hearing. It was non specific. He thanked his family and apologized to his family and thanked supporter as and the judge. The strongest thing that he said that he recognized it was his conduct that brought him here. What he said about himself was not remotely as strong as the admissions he made in front of the d. C. Judge handling the other case a couple of months ago. The judge says he was surprised manafort have not shown more regret or remorse or indicated that he knew he was breaking the law and it was a mistake for him to do that. The judge went onto say he was not going to hold that against manafort. Betsy, a big cover story about manafort last year. Who he was and what he did and what he dealt with or dealt in. He today writes about the judge saying manafort lived an otherwise blameless life. Here is what he said. A blameless life, he acted with impunity as if the laws never implied to him. He could not find that sentiment within his being. He had devoted his career to normalizing corruption in washington. By the time he was caught, it has become so common place that not even a federal judge could blame him for it. Betsy, you have done a lot of reporting on manafort and who he is, who is Paul Manafort . What are we talking about when hes accused of these sorts of crim crimes . I have been in close contact with dear friends of manafort over the last week or so leading up to or subsequent to his sentencing. They say hes basically a Pretty Simple person. They say to understand Paul Manafort, you have to know one thing. He really loves money and he likes to make as much as possible. He was not scrupulous of how he got it or who he got it from. Thats the organizing principles of his career. He worked for a host of dicta dictators and tyrants across the globe all the way to the philippines who stole billions of dollars from his people. Paul manafort worked for all of those people because they had a lot of money and because they could afford to pay him. That was how he decided what to do with his life and how to use it. What we are seeing is manafort essentially have to pay for a small priece for the fact that e has to break the law to make money. To hide money. Kim, talk to me about the discrepancy in sentencing. We just told a few stories at the top of this segment, you can go online to twitter and see defense attorney tas talking ab their clients of what they got for their cliept ofnt of a less crime. There was a gentleman earlier, five years for stealing a pair of sneakers. Why does that get treated has y harshly than a man committing fraud crimes. This judge has a tremendous amount of discretion for the law of this particular. It costs a lot of money to have an expensive lawyer like mr. Manafort went through. It costs money to make bail. People who are poor, we talk about innocent until proven guilty, poor people cant make bail sit in jail even when there is no crime proved against them. Number three, statistically that her sentencing falls disproportionately on people of color. That should not come as a huge surprise to viewers given a lot of the sort of racial tension that come to the floor of this presidency and in particular. This judge of his choice of words, he led a blameless life was a poor choice as betsy suggested. It sends a wrong message in an era where we need accountability for the rule of law. This is the man of District Of Columbia proceedings who tampered of witnesses and pulled out of his plea deal and showed contempt for thinks process. Thats the same kind of contempt that the United States are showing for the roule of law an the fbi. I hope that we do not have to worry about all elections would be mindful of those constitutional principles. His past positions and he said this is in 1965, i do not buy the concept popular in the 60s which says we have suppressed black men for 300 years and the white men are far ahead in the race. We must give a black man a head start or hold the white man back. Yes. This stuff has been out there before in this particular race so this 2020 race with these candidates, how is stuff like that going to fly . Not well. Even as a male, i know that. Does he inspire female voters or inspire voters who have not participated in a way that another democratic candidate might. He has to try. The one thing that democratic nominee breaking every promise and achieving nothing he promised, if you voted for donald trump because you did not like Hillary Clinton or her trade positions or because you like donald trump because hes going to build a wall. If you are a sane, rational person, you are going to look at his list of promises and say boy, is this guy a failure . I dont think the word easy comes into play whether it is biden beating trump or trump beating biden. Ken, i have two questions for you, first what is going on and the second one is an extension of what is going on, what is going on with this trooifl or investigation, what is happening here . These are related. Clearly there is a sealed case, an investigation going on, a grand jury investigation, and the government wants Chelsea Mannings testimony and it is baffling decision by her and her lawyers. She doesnt really have a legal leg to stand on. They will throw you in jail until you comply. Youre at the mercy of the court unless you change your mind. More importantly for the country and the significance of all of this the fraederal government appears to be making a case against wikileaks. Have we seen any clues from the this Court District about what they are looking into. I know there was a sealed indictment that we have not seen, but there was also a mistaken redaction that we were able to see. This was the first confirmation. There had been rumors about this case but this was a defactor confirmation that it existed. He made a cut and pacer ror ist. He used language about why the particular case should be sealed and it was due to the sophistication of the defendant and the publicity around the case, keep confident fact that assange has been charged. This was either a charge and the charges have not been filed or he has been charged under seal in the Eastern District of virginia. Let me keep reeding on that. The second mention is an affidavit and arrest warrant that the order needs to remain sealed until he is arrest in connection with the case. It is presupposing that he will be arrested at some point.
