He responded immediately, of course you got my support to the state i love. You folks in alabama are wonderful people and surely in your time of need well support you. He since told fema to give the state of alabama aplus treatment to all the wonderful people that live here. So to the people of lee county, please know that we are here today to stand with you today and tomorrow and the days and weeks ahead. Well stand together and get through this together. Thank you, governor. First we have been listening to kay ivy. Shes the governor of alabama detailing the tragic events we have seen in lee county alabama. We had 23 People Killed and dozens injured. Kay ivy says she did speak with President Trump around 8 15 this morning. Shes asking for more expedited fema assistance for the state. She says the president has said hes going to try to expedite that Disaster Relief and he says the people of alabama are good people and he asked for aplus treatment from fema. Well watch all of these events unf unfolded. We want to turn to breaking news in washington where democrats are escalating their investigation into donald trump. The house judiciary is leading that charge for requests of 81 people and entities connected to Trumps Administration or his business. Among those, trumps eldest son, don mcgahn and trumps organization cfo, alan weisselberg. Jerry nadler says theyll lay out a case against the president focusing on obstruction and corruption and abuse of power. The republicans have spent two years shielding the president from any proper accountability. It is our job to protect the rule of law. Thats our core function. To do that, well initiate an investigation into abusive of power into corruption of justice and into corruption and obstruction of justice. The House Judiciary Committee is not alone. As the hill puts it, a half dozen committees are investigating the president and his associates. The democrats are also taking their time in according to axios, thats part of the plan. Lengthy public hearing and witnesses to pick apart trumps finance and presidency. The big question we are asking today is whats the end goal for House Democrats investigating President Trump . Joining me, nbc news, michael and msnbc analyst, fiphillip rucker and our msnbc contributor joyce vance. Mike, in a piece you wrote today, you said the committee began with a list of more than 150 people before narrowing it down to the final 81. How do they make those decisions . This is a lot of people from a lot of different areas in trumps orbit. How do you outline theyre looking at these areas of investigations . Theyre certainly casting a wide net as you indicated. The net was even wider initially. Community officials just told me theyre not done yet. This is the initial batch of letters and request of letters going out. The committee is announcing in coordination with these letters they are opening a threeprong investigation into the rules of law. One is obstruction of justice, whether the president or his Close Associates were attempting to interfere with the Investigation Underway into his conduct. Second, you have the public corruption issue. This involves other things that may involve the way the president s personal businesses, hes using his office to enrich his personal businesses. Last is abuse of power. This has to do with the freedom of the tax and judiciary and investigator themselves. We heard that from the president today. Whats interesting is we had more time to digest these letters and looking at the request th requests they are making. Those requests are saying when he want you to turn over what you already produced to the Southern District new york, special counsel mueller. A big request once narrows i first. We have more breaking news from the oversight front today. The chairman of the House Foreign Affairs committee and the Oversight Committee sent letters to the state department and the white house asking for really the goods when it comes to trump and russia when we ask questions about what that person or relationship is like. They want to interview the translator or any officials involved in preparing the president for his meetings and phone calls with Vladimir Putin point two months after the start, casey, we are seeing the democrats ramping up these investigations. Very interesting, mike. One person sort of describes as the democrats are trying to build an insurance policy if they dont get what they need out of the mueller report. The president was asked a minute ago about these requests, take a look at how he answered that question. Are you going to cooperate with mr. Nadler . I cooperate every time with everybody. You no the beautiful thing, no collusion. It is a political hoax. There is no collusion. Phil, as mike points out, these document requests are things that are already produced. At least allows democrats to argue, hey, you already have these, you gave them up already. How compliant do we think the white house is going to be with these Committee Requests . A couple of things, kasie, his answer about collusion does not make any sense because this is not an investigation into russia necessarily. It is a far expansive line of inquiries and all sorts of issues that may detail. It is not a hoax and it is real and a threat to him, not just politically but legally as well. In terms of how the white house is going to be dealing with this. Lawyers and political strategists inside the white house have been preparing for this level of investigative scrutiny from the House Democrats for several months now. They brought more lawyers to the White House Counsels Office to prepare for this. Theyll be studying the letter and respond slowly. Well see how this escalates. If it reaches a point where subpoenas are issued or people are called forward to the publicly. If there is a new sort of layer documentation that congress is demanding beyond what we saw today well have to see how the white house deal with this. They are prepared for this. Joyce vance, we know building a political case which is what congress is doing which is much different than building a criminal case. The Southern District of new york may continue beyond when we mueller completes his report. Whats the difference between how congress will go about this and do they risk over lapping of the sdny case if they proceed . Thats a risk. We have to assume they are being careful of the potential for any sort of bad interaction between congressional investigation which is meant to impose oversight on the executive branch and prosecutors who are strictly in determines whether crimes have been committed and if so, whos responsible. The example that i think most of us who are old enough to think back is ollie north. That tainted evidence that prosecutors needed to use against him in criminal cases. Ultimately criminal cases was abandoned. Prosecutors are in intteractingh folks who are up on the hill. That includes familiar names because prosecution is being given consideration by people who are running the investigation on the hill. Mike, we touched on this idea of subpoena phil mentioned it in the ecvent that the white house does not comply. What congress is doing trying to prepare for that legal battle. There are some risks if they try to issue these subpoenas, they get tide up in court, they can lose a power a bigger way. According to a Different Committee i have been speaking with. They coordinate each other and along with the oversight, the general counsel, the house of representatives of everything they do. What we are seeing in terms of the subpoena process, part of getting into that point involves of what we are seeing today and initial requests for cooperations. If we dont see that then theyll threaten subpoenas and if they need to, theyll issue subpoenas themselves. There is a long history of executive branches and congresses going into battle over executive privilege and really what often happens is there is no immediate satisfaction from either side. You can look at the fast and furious case in the last congress involving the republican oversight and the Justice Department on president obama, that was not resolved until after president obama lost office. There was a lawsuit involved there. We had other cases involving Harriet Myers or the bushs administration where they want to look into the firing of the u. S. Attorneys. The documents they requested were not produced until after president bush left the white house. These are fights that well be following everyday throughout the process. If the white house wants to dig in and fight, they are certainly dragging this out. Our new wall street journal poll shows trumps Approval Rating ticking up a little bit. 46 approve and 52 disapproved. How does the white house feel right now about where they are with Senate Republicans and whether or not they are at risk of kidney of loosing that foundation thats preventing this from going that way. As long as the president s Approval Rating among what Republican Voters and republi n republicarepublican leaning we have seen over the last two years that very few Senate Republicans are willing to challenge President Trump because he remains such a potent force within the Republican Party and within that base. What we have seen with that poll you just mentioned is a bit of a bounce back for President Trump after the government shutdown. The 35day historic shutdown through december and january for which trump was blamed by most voters. There is a little bit of distance now and we are seeing trump getting back to where he had been before in his Approval Rating. He remains unpopular overall. It is good to have you. It is good to be here. The president s tax returns and how the ground work is being laid to try to get those out of the system somehow. What are the potential hit falls of asking for them too soon. There is a reason for it, right . There is. We have to lay an important factual background for the reason that we want to gain access to the tax returns. We had a hearing to establish the clarity, we have the authority to request the tax returns that goes back to the scandal and the early 1920s. That law is in place. Because we expect the challenge, we dont expect the president to roll over or secretary mnuchin to hand over the returns. He oversees the irs. We have to be able to defend and what inevitably be a big fight. The reason that we have to request these returns, of course, the president helps with that every time he opens his mouth or sends a tweet. We have to lay the ground work for that. Some have been critical and thought we should have asked for them on day one. I dont agree with that. I think chairman richie neil is doing it right. I think we have to be careful. How do the public Oversight Committee hearing with Michael Cohen help this case . We saw ocasiocortez trying to establish the president committed insurance fraud. Is that something that will give you some rationals to demand these returns. The president made claims of his assets and what his obligations may be. There are other questions that came up for the hearing and even while president , he continue to potentially involve himself in what could have been criminal activity by fraudulently claiming he was paying Michael Cohen for Legal Services when he was reimbursing him these pay offs to stormy daniels. The fact that he never distance himself from his own financial interests the way past president s have. It begs the question whether or not the president continues to act away in his personal self interest trying to guard his own wealth rather than the interest of the American People. Jerry nadler over the weekend, the chairman of the House Judiciary Committee says we are quote, a long way from impeachment. There are commentators who are insisting and rich lowry, he wrote on twitter, dont be fool, being a long way from impeachment is the first step of impeaching him. Various committee and chairs are moving forward and gathering and organizing justification for removing the president. The time and decision is still up in the air. Is this actually whats going on here . It is hard not to read it that way . I can see why people may want to read it that way. I talk to members of Congress Every single day and i talk to senior members and our leadership, no. There are members of congress who have views colorful language to say that they want to impeach the president of the united states, there are members who clearly want to do that but i dont think it is anything close to a majority. What we want is transparency. We want the information in front of us. What in your mind constitute high crime misdemeanor . Is paying off a porn star during election season, is that enough . I dont know if thats enough. I have to look at the specifics of it. If whats being alleged is part of a pattern behavior which i think could very well be the case where the president continues to abuse the authorities he had whether it is the shutdown or firing comey or paying off porn stars. This paints a picture of a president whos unfit for our office. The pieces of the puzzle forms a picture consistent of a few pieces we have been able to see. I dont think congress has a choice. I dont think we should based the decision on whether to impeach or for that matter to not pursue impeachment based on the political moment. No one is in this position in responsibility wants to be measured by history as using the threat of impeachment or avoiding impeachment for political reasons. Do you think that there has to be crimes or misdemeanors relate related to russia in order to impeach this president . Collusion, do you need to prove that . Is what hes done here at home, these pay offs, is that potentially enough . I dont think it has to be related collusion for us to take a step. I think it is important. We keep hearing him say no collusion when nobody is asking about collusion. It is a fair point. One macon collude that the president may have collusion on the brain. Perhaps, hes protesting too much. Is this what every speech going into 2020 sound like . I dont think every campaign reality is going to be two hours plus. Certainly President Trump as he was as a candidate has a lot he wants to say on the campaign trail. He was not stick to a script. There is no message of the day that he drives. It is kind of a free for all with him and what we saw with the cpac speech this weekend is he had gone a couple of weeks without an opportunity to give him an address like this. He was flying half way around the world to vietnam for what ended up being a failed summit and left with no deal with north korea. Hes been dealing with trouble with Michael Cohen testimony, he just wanted to let it all out, let the steam out. He seems to do that at cpac filled with falsehoods. He hit triple digits in the speech. The post counted 9,014 total falsehoods out of the president s mouth since taking office. Eli, why does this seem to stop mattering to the president supporters . These fact checks, they seem to not if anything they want to defend rapidly when we point out. The answer to that question, briefly, i think it is a couple of things. One, triablism is so intense right now that it does not matter. It is urs verses when that post truth politics where there are a lot of people. The truth Still Matters and Fact Checking Still Matters. To the president s supporters, it does not matter. They exceaccepted the fact that exaggerates and hy exaggerates. Back to all the campaign i went through when the president attended the rallies, a lot of them would volunteer and say the president to them is more honest than your average politician. We are detailing 9,000 falsehoods. It is the way that he talks going off scripts and he tells his crowds what hes actually thinking or he takes them into a room and describe something whether it is accurate or not. He gives them the feeling that hes telling them something that an ordinary politician would not. That explains to some degree the bond he has with supporters and wh why they may forgive or not see certain things inaccurate. He convinces them that everybody else is lying. The politicians who stick to the talking point maybe dont. Phil rucker, i want to ask you too about one of the things that we heard that was directly related to the 2020 campaign which was his comment about Elizabeth Warren at cpac. I should very saved the pocahontas for another year. Because i destroyed her political career. I dont want to knock up some of the good stuff and end up with somebody that actually got talents. Is that the president speaking honestly of how he feels about Elizabeth Warren . We talk about how racist and d degrading this attack is but the president seems to think it worked. He feels like it is a good contrast for him going up against Elizabeth Warren, he calls her pocahontas and a term that many people view as racist. He talks openly about her and his advisers will talk privately about that matchup, that hypothetical matchup in 2020, they think that would be a good race for trump and trump would be eager to run against her. It is a big democratic field. Theyre not sure if shes going to make it into the nomination and there are other candidates that are fearful than most at the moment. Your point is taken rick, i do think there is a sense among many younger people that their view of what socialism is. Take a look at this. I was born literally literally sorry, we were taking a look at this poll that shows that 45 of young people have a positive view of capitalism. 51 have a positive view of socialism so tiffany, what do you make of what rick is talking about here . We cheated a bit, we talked about this. When you Start Talking to people outside of this bubble and this echo chamber that we live in. When you get out to the fly over state, real america as they call it. When you talk to people about specific policies and you take away titles that we assign here in d. C. It is not so much of a divide. You ask people do you support medicare for all or the 15 minimum wage. People are afraid of the title socialism. With Bernie Sanders, i think perhaps he may be to the left of some of the people in his party. You have younger leaders adapted some of those positions to not necessa necessarily leaning towards what you are describing. Bernie sanders during the cold war, he was a supporter of hugo chavez and you can see where venezuela is today. His idea of free healthcare, he has seen the atrocity that occurred under socialism. While younger people support socialism as a concept as a label. Democrats do overwhelmingly, 75 is a positive. When you look at the broader electric going into the general election, 75 of the country thinks that socialism is a negative label. When you this i of where they are getting that from. If you ask people what does socialism mean to you, i wonder how many people would be able to get you a response to that question. You may be with socialism. Here is the other question is can the president and his campaign if in fact Bernie Sanders were the nominee, the democratic party, you know people support the under lining ideas here. They support healthcare for all people. They support increase support for education. These ideas are popular. Can republicans succeed and labeling . I think it is a great point. What we learn the democrats have someone of an advantage because their solution is the government will take care of him and politicians create Solutions Via government. I will run to the private sector and solve all your problems. I will run so the government will solve your problem. Here is the thing, if you think that government controls healthcare is a good idea, ask yourself as a democrat, would you like the Current Trump administration being in charge of your healthcare . I would be impresse impressed thats sort of how hes positioning himself in this feel, tiffany cross, of somebody thats an extreme moderate. Is there any lanes from the extreme moderates . . It is a challenging field. Hes known for having bipartisan success and economic success in colorado and all those things work in his favor. Were he running against donald trump . It could be a Healthy Exchange of ideas but hes not running against donald trump. I dont see a lane for him to stand out and to the point you made earlier of personality and the people on ideas, voters like personality and voters will vote on personality and i am just not sure he has a lot of personality or where i see a lane for him. Governor hickenlooper, this was how he was on Good Morning America this morning, here is what he had to say about Mitch Mcconnell when i come into office, i would go to mcconnell and i would sit down and say whats the issue again and we would talk and i will speak back to him, it sounds silly, right . But it works. I want to flash back to barack obama who, just take a look at the tape. Some folks still dont think i spend enough time with congress. Why dont you get a drink with Mitch Mcconnell if they ask. Really . Why dont you get a drink with Mitch Mcconnell. Thats a joke which i am entirely amused by. This does not seem to be something democratic voters are looking for. The bad news is governor hickenlooper have not made a name for himself. The good news is he has not made a name for himself among most democrats. He has a chance to make his case and pragmatic and bipartisan. I dont want to say he has a mixed record because it sounds negative. He was for the Death Penalty and reversed himself on the Death Penalty and he was the governor at the Aurora Shooting at the theater. He worked with republicans and getting things done. Hes a geologist. Impressive of his encyclopedia. He has worked with democrats and republicans and i think democrats ought to look at somebody like governor hickenlooper. Well see, rick tyler and tiffany cross. Thank you both. Rand paul says hell vote to block the president s emergency declaration. That means, it is going to pass the senate. When enthe president vetoes it, what happens next . I knew about the tremors. But when i started seeing things, i didnt know what was happening. So i kept it in. He started believing things that werent true. I knew something was wrong. But i didnt say a word. I think what is clear in the senate is there will be enough votes to pass the resolution of disapproval. That will then be vetod by the president , and been in all likelihood the veto will be upheld in the house. Joining me now is garrett haake. Rand has obviously disagreed with the president on issues like this before, but this is in this is a pretty significant rebuke for senator paul who has been friend ri wly President Trump. Paul becomes a pivotal fourth vote here to give the democrats that oppose the National Emergency enough votes to block it until the president vetoes their resolution. He will not like i will be the last. We were stuck for about a week last week wondering who the fourth vote would be last week. There was a few that came out last week that said they would oppose this. There has been a number i have personal reasons, constitutional reasons that im not going along with this plan or that plan, and he changed his mind later. He would potentially allow other republican senators to join in backing up their democratic colleagues. Well see who is coming out of the wood work. Yeah, it could open the flood gates. I want to ask you about an unfolding drama in the house. Some remarks on friday that have been widely condemned by leaders in her own caucus by antisemitic. We have confirmation now on what democrats may do in response . Yeah, a senior aide confirmed that the house will vote on a resolution condemning antisemitism on wednesday. It is unclear right now if that resolution will mention representative omar by name or her comments specifically. The targets of it is pretty clear. This is the second time that they have gotting into trouble. And she says her comments are about israel and their not antisemitic on their face. It angers her democratic colleges as well for this latest remark and well see exactly the text of that resolution when it is finalized, but House Democratic leaders have apparently had enough of this commentary from their freshman rep ift.
