But the thing s what is allowed and what is acceptable are, of course, not the same thing. For all of the shifting narratives about how the white house handled the spousal abuse allegations of rob porter, nothing changes the fact that rob porter, the person responsible for handling the information flow to the president didnt have Adequate Security clearance, and that the fbi considered him vulnerable to blackmail on account of the allegations made by his exwives and its leading to new questions about Jared Kushner, the president s soninlaw and Senior Adviser who still doesnt have a full security clearance for his role in the white house after more than a year on the job. Kushner is getting special treatment given his relationship to the president and that is krj. There are also questions about don mcgahn and the role hes played. But at this point its not clear who if anyone will account for the many questions about who has access to Sensitive Information in this white house and why. Vulnerable to blackmail reminded me about michael flynn. Michael flynn was the National Security adviser also working or at least in the past working for turkey, not disclosing his meetings with russia or what he spoke about in those meetings. He was also, according to the doj, vulnerable to blackmail and he maintained that position, correct me if im wrong, for two weeks after sally yates and told the white house that. Thats another example. Ken, i was talking to a former obama intel officer this morning. When i asked him why Jared Kushner might still not have a permanent clearance or why it might be taking so long, the intel officer told me that his instinct is that the white house is not furbishing fbi for a resolution. That was probably the same thing for porter as well, that if they dont want to hear what the fbi has to say theyll put it off because they know it will be bad. Like troughing grade an exam because its likely to student loan will get an f. I spoke to a legal expert today, katy, who had the same adhere and said since he has an interim clearance, the pressure may be off to pursue it further. Its his information, he can give it to whoever he wants. He can bring the white House Cleaning crew into his intelligence briefing if he wants to. But this expert said its unheard of for the president to go against the fbis conclusion if somebodys not suited for a certain classification level it would be extremely unusual if not unheard of for the president to overraid thide that. This is a serious matter that would cause anyone to have trouble getting a security clearance. He had to revise his forms three times. Correct me if im wrong, but if i talked to former fbi agents, they say the number one thing you dont do to the fbi is lie or not tell the whole truth. Every time you update it they just restarting the process and then theyre going to look at those updates and say why didnt you disclose this before . These folks in the white house are a security clearance processing disaster. If youre in the National Security community, usually you know always report your foreign contacts, any sort of trips overseas. These people, most of their life is either making trips overseas or meeting with foreign contacts. You also see repeatedly they dont disclose everything. This is leading to people discovering things and having to go back and processing again. What are the risks of allowing him, especially when to cnn if hes going to get a permanent clearance or not, what are the rivgsks of allowing himo see the nations most sensitive secrets, you have to put additional scrutiny and monitoring on that individual while they have the interim clearance. The other thing thats troubling is they havent divested from their businesses. Theyre still maintaining other activities outside the white house. So its like the version of insidertrating trading when National Security secrets. If youre watching everything that comes in, whats preventing you that making sure your real estate deals arent benefiting from it in some ways as well or picking up on this information. The first rule of thumb when you go in government is to get rid of all your associations outside of the government and the private sector. Usually we see your tax returns. We know about that as well. The things i listed, the Kislyak Lavrov meeting, the unsecured phone, the releasing the memo despite the recommendations by his own fbi and doj, when you hear those things, what does it say to you from your knowledge and experience about the way donald trump values classified information . Katy in this respect in that case so many others, there is a very unusual president. He is doing things differently than many of his predecessors. I think its fair to say prior administrations you would give a different degree of deference. We heard this president speak to the fact that, number one u he doesnt have faith in the judgment of a lot of these Law Enforcement officials, and shes shown a greater willingness to use classified information in more of a strategic sense, from a strategic declassifications or judgments that may not track the recommendations of his intelligence professionals but what he has deemed to be in the best interest of the nation. Do you mean his own political benefit, stuff that he can use to his advantage . When you look at the memo, he can use at a to his advantage. When you look at the meeting with kislyak and lavrov, you have to wonder was he trying to brag . The unsecured phone, he just wanted to talk to his present address, presumely. Is it about how donald trump could use it . Its a clear example of the president was obviously concerned about reports that he got about what led to the wiretap on carter page. When he was told of the information in the nunes memo, he said there what i classified secrets but thats outweighed by the greater good of getting the nunes memo out to the public because it told the story he felt the American People needed to know. Donald trump campaigned on this very issue. Hillary clinton cannot be trusted with classified information. You had donald trump surrogates saying even worse things that she should be locked up or shot for treason because these things and were seeing the way donald trump regards this information for the year hes been in office. The president s daughterinlaw has been sent to the hospital as a precaution after a suspicious package containing powered was sent to her apartment in new york city. What we know from officer Law Enforcement officials here in new york is that Vanessa Trump, whos donald juniors wife was taken to the hospital along with two other people as a precaution after they opened a letter and inside the letter which was addressed to donald trump jr. There was a white powdery substance inside. And so out of an abundance of caution they took Vanessa Trump to the hospital along with two other people. They did field tests on the powder and so far it has come back negative for biological substances. No anthrax . None at this point. Theyre going to take that substance now and do a more thorough investigation, but at this point it hasnt come back to be anything suspicious. Theyre obviously going to investigate who sent this letter. This is an ongoing investigation, but so far its turning out to be nothing nefarious at this point. Donald trump jr. Didnt want to have his secret service detail. If he had the full detail, would their mail go through the a different Processing Center before it gets to them . Its a good question. Once you start getting outside of the first family and then once you start getting into spouses and relives. Why are they opening their own mail . Its a little unclear if there was procedure in place or if one needed to be in place. Was there a protocol that normally is put in place. Those are things that will be reviewed. But also the president is continuing to defend this person, raising questions aboutwell did they want him to go . So this is a scandal in the white house that is lasting several days because theres so many lays, the desk abuse, the National Security elements with security clearance, white house hiring practices, the circle around john kelly. And i think the president is only serving to kind of fuel this for the coming days. What is the reaction, curt, among the gop. What does this do for 2018 . Does it make those running having a harder race . There are 79 women running for governor, and number of Democratic Women up nearly 350 . I think what youre seeing is a continuation of what we saw during the whole roy moore fiasco, republicans trying to bury their head in the sand and avoid having to talk about this. Fundamentally they dont see these issues as real issues. It was referred to as soap opera news. That was an insight to window in which republicans tend to look at these issues, very important and major allegations and they continually tend to to be silent, try to avoid them or talk over them and try to move on to something else. Thats been the republican trend since donald trump became president of not addressing what he says. Not addressing what the white house is doing. In the morning the implications of these personnel decisions are having. Theyre going to hope they can bury their hands in the sand and not get tagged. A source close to the white house talking to mike allen saying that donald trump is looking to find unexpected cultural flash points, something about the nfl or tweets about it, hes going to start culture wars all over again to make sure the gop wins in 2018 and he wins in 2020. Worked for them in 2016 hitting those cultural flash points partially because white women voted for donald trump. But theres reason to be concerned. Abc Washington Post poll says the support for donald trump among white women have fallen ten points. Are white women the key here for democrats to focus on trying to pick them off . Right. Democrats have been focusing on the suburb areas trying to attract more moderate republicans who dont like donald trump as weve seen before. But also women, of course, are extremely key in elections and ems in midterms. I think what youre hearing about these culture wars, weve seen the president do this over and over again. And its a way to rile up support among his base. Midterms are going to be a competition between the two bases. Everything that donald trump does energizes the other side. While this issue this week surrounding this particular scandal might not be the exact issue that mobilizes voters, its kind of the agagregate and democrats will point to this that serves to animate democrats. What happens to john kelly. Is he going to be able to survive this . I think theres a lot of momentum, obviously, internally and externally by different factions to have him go. Hes been somewhat of a stabilizing factor, sometimes its overstated how stabilizing he is. Im not sure the culture wars ever stopped. I dont think hes been ever to stop that. Right now it appears that theyre trying to put on a brave face and say hes going to be there for the long haul. The big question would be who would replace him . This white house had a hard time getting people to come into it because of the controversy that continues to royal through the administration and its ranks. Maybe he would like to ship kelly out, but theres not a huge number of people who would want to take that position. Kelly has his own issues, obviously. This is one of them, the calling robert e. Lee an honorable man. The list goes on for him. But ultimately, the culture is established at the top in the west wing and donald trump is somebody, curt, that surrounded himself with pretty controversial figures that he has defended. Look at the men donald trump has defended in the past. We got a graphic there. One of those is your former boss, steve bannon, who had his own allegations against him during a divorce proceeding that were ultimately dropped because his exwife didnt show up for courted. Why do you think he surrounds himself with them . You look at donald trump who he himself has a long record and history of being accused of misconduct and sexual harassment. And i think he sees in all these men the same philosophy that the women are at fault or this behavior isnt what he defines as summary judgment. Hell, you go back to the campaign, Corey Lewandowski put his hands on a reporter, Michelle Fields, left abuses on his arm, and hes bringing him up on stage the next day. Steve bannon did nothing to defend Michelle Fields either . He did the exact opposite. He ran the bus over her. This is where my part in all this came in where i left breitbart because i wasnt comfortable lying to all of you when asked if breitbart was defending michelle, when they werent. Its a trend. If you cant get in the room from Suzanne Collins passing the baton, how do they expect to get it done on the floor of the senate . My conversations with senators in that group indicate they have come to a pretty good agreement on two of those issues, on the idea of a path to citizenship and on securing the border. Its those other two proposals, the other parts the president wants addressed, family migration and the visa lottery that have been the sticking point. Thats led some senators to propose narrowing the scope of this bill further to get it to be whatever they produce in the senate to just deal with those two issues and leave the family migration and the visa lottery stuff for another day. There is some appetite for that in the senate, but thats a nonstarter in the house. So its a very complicated puzzle thats being put together essentially by a bunch of different people playing with all the pieces at the same time. Garrett, whats going to happen in the house . Is there anything the senate can come up with that will be acceptable in the house . Bonus question, what will donald trump sign . Well, let me answer the second part first because i think its key. This is how theyre working becoming in the house. Paul ryan end every statement he makes on what hell bring to the floor with this idea of something the president is willing to support. Its going to work backwards. You might have to lobby the president of the United States to say hes for it. The president could provide a lot of cover for republicans in supporting a bill like we just saw on this budget deal where a number of conservatives didnt love it but having approximate support of the president was a big deal in convincing republicans to get behind it. The framework will generate ant unprecedented 1. 5 to 1. 7 trillion investment in american infrastructure. Well have a lot of public private, that way it gets done on time, on budget. It leans on state and private investment and asconsist of 200 billion in funds. It will increase spending on the military and new border wall and fighting the Opioid Epidemic while making big reductions in entitlement spending. The white houses first public in a long time that large spending increases and the 19. 5 trillion tax cut are putting severe pressure on the governments debt. Joining me the reporter behind that Washington Post piece, damien po let at a and am i la mcguinness. Thank you for being here. Damien, i have a bit of a whiplash here because seven years ago republicans wanted an amendment to the constitution to balance the budget. Now they have a republican president who is proposing eliminating the budget deficit, not to mention the tax bill added to the deficit and this infrastructure plan which is going to add the deficit. Where do republicans stand . I think since President Trump took office theyre on a spending spree. The budget last year would have eliminated the deficit by 2027, a surplus. This year theyre project ing a deficit and even 1 trillion deficit in the next two years. So i think were seeing them almost fully embraced this idea of spending more on the military even if it requires them to spend more on other programs to get votes from democrats and big tax cuts for everybody to the juice economy. Theyre piling up debt when the Interest Rates are going up and it could be incredibly expensive and difficult to respond. Experts say the stock market is starting to have some flucization. What the budget does it reflects how bad your fiscal situation is in terms of the numbers. This is a big switch for republicans whove been insisting on balance for years and years now to completely give up on that goal. But at the same time his budget demonstrates how bad the situation is. So the rhetoric doesnt point this as this big problem which it is for the country, but the numbers show theres really no way they can get to balance. I dont think balance is the necessary goal, but getting the debt under control most certainly s. If you pull out the exaggerated part of this budget, Growth Numbers that are higher than is realistic, a lot of savings that are really not going to materialize either overstated or politically impossible, you see what were facing is trillion dollars deficits forever until he hit 2 trillion and more but growing indefinitely. This is such a departure from where we are a year ago and its a reflection of a tax cut that wasnt paid for and a new spending bill that wasnt paid for. We seem to have given up on fiscal responsibility even when the president was running for office that he talked about as such an important priority but its disappeared. Last years budget did have this kind of line item for tax cuts. That did end up happening. So its not the tax cuts they envisioned in the budget but they did get that threw. So i think in some respects we should look at this budget as statement of priorities. Maybe the border wall or more military spending that the white house is going to push on, but a lot of things arbitrate going to happen. 550 billion to medicare cuts is really hard to do in an election year. They want to completely reform and make changes and cuts to food stamps and medicaid. Those would be really difficult too. I think what this budget shows us is when you get up to trillion dollars deficits in a strong economy, at a time when things are supposed to be going well, its going to be hard for congress to spend more on other things. Its starting to tackle entitlement, they couldnt do it in 2018 in an election year. Thats right. The president said its going to be impossible to do that without support from democrats and democrats are going to try to use the budget to hit him over the head going into november. Maya, what would you want to see in a president ial budget . You need to start with an actual fiscal goal and the goal needs to be reasonable and achievable. And that means ensuring the debt doesnt grow faster than the economy. On the revenue side, we cant afford the tax cut we just had. We either need to talk about scaling back big portions of it or looking for new revenue sources. Damien just mentioned entitlement reforms that need to happen. We have to address the aging of the proposition and the political nonstarters shows how unrealistic we are talking about what needs to get done to preserve these programs and also to get all this borrowing under control. But it all starts with leadership at the top. You need a president whos going to emphasize hard choices instead of massive borrowing at a time when the economy is expanding. Theres been zero sign of that. I dont imagine its going to be change anytime soon. That puts it stable Economic Situation at jeopardy. That doesnt bode well at all. Guys, thank you very much.
