Not for the wall. It will never be for the wall. Were not looking at amnesty. Were looking at allowing people to stay here. Were working with everybody. Senator schumer is anxious to sort of declare victory, but i think to me it looks like a deal to make a deal. Maybe nancy pelosi and Chuck Schumer hijacked the president s message. I dont know that theyre going to get another invitation to dinner at the white house if theyre going to do that. Schumer is an interesting guy. I dont agree with a damn thing he says, but hes an interesting guy. If you have whiplash after hearing all of that, so do we. Lets back it up. And i want to lay it out for you how it all unfolded. Chuck schumer and nancy pelosi dined last night with the president and then emerged trumpeting their deal on daca. The fallout from trumps base though was fast and furious. Breitbart news, trump caves on daca, wants quick amnesty for 880,000 illegal aliens. Its front page was basically screaming. Conservative talk show host la ra ingraham called it the art of the steal, thats what schumer and pelosi misrepresented. And iowa congressman steve king, if a. P. Is correct, trump base is blown up, destroyed, irreparable and disillusioned beyond repair. No promise is credible. The president s Early Morning tweets didnt silence his critics. And the president s florida trip was overshadowed by questions about daca. House Speaker Paul Ryan insisted theres no deal. There is no agreement. The president and chief of staff called me from air force one today discuss what was discussed. And it was a discussion, not an agreement or negotiation. We have so much to discuss this hour with our reporters who are covering every angle of this story. I want to start with my colleague, Nbcs Kelly Odonnell whos in the White House Briefing room. Kelly, can you please explain what has been going on today . Because i dont know about you but being up on the hill this morning, im pretty confused. Reporter well, i think at this point now that its a new day, people are assessing this and those who are finding something less than desirable about this supposed agreement are really speaking out. So paul ryan, he wants to be involved, its his responsibility to put any bill on the floor. Certainly Chuck Schumer today also reinforced that the president still says that he intends to seek funding for a border wall at some other time. And then the president backing away a bit as well saying there is no discussion of amnesty or citizenship. At the same time, the president certainly wants to send the signal that hes willing to talk with, work with democrats to get off of his plate as quickly as possible this issue known as the dre dreamers act or daca, weve heard all these acronyms roughly 800,000 brought here to the United States by parents without proper documentation, lived here their whole lives, consider themselves americans but dont have the documentation. So the president who was maybe the strongest in modern history against illegal immigration as a candidate has signalled that he thinks there is something that can be done here. So can he make a deal with democrats . Well, weve also watched the president who likes to talk about these deals as theyre happening. Sometimes legislators like to only say theres a deal when theres ink on the paper. So were somewhere in between the two. Certainly seems like the president wants to work with democrats. And it certainly seems like conservatives are worried he may give away too much. Kaci. Kelly, there seems to be a lot of back and forth today over this question of citizenship. Nancy pelosi held a press conference where she said, look, this is a part of this the president understands hes signing onto the dream act, this is the basic framework, it does include, its long and winding but still does include a path to citizenship. Do you think the president understands that based on what youve heard today . Reporter i think the president has most of all signalled a desire to allow this classification of the 800,000 young people were talking about a legal status in the United States. That is something short of citizenship. But nancy pelosi is right. Democrats that ive talked to have said what they discussed with the president was the dream act. He may not have been aware, dont want to presume too much about what he knows or doesnt know, that does allow for a path to citizenship after a period of time. It first begins with legal status and then a pathway to becoming full naturalized citizens. The president definitely will have political trouble with that from the right. But is there something short of citizenship . Democrats want to see full citizenship. The president it appears based on his comments has been talking about a legal status. Kaci. Jeremy peters is a reporter with the New York Times and an msnbc contributor, sam stein is politics editor with the daily beast. Gentlemen, thank you so much for being here. I want to pick up a little bit on where kelly left off there, and, sam, you are sort of the democratic whisperer in many ways. Youve covered them for a long time. Talk about nancy pelosi the Democratic Caucus. Where is the risk here for them in doing this kind of a deal with the president . Theres not much risk depending of course on what the final deal is, right . The risk they do run is that the dreamers themselves, the daca recipients, have long said they shouldnt be used as bargaining chips. So if the perception comes out that their status is being done in exchange for a border wall or in this case that wont happen, in this case some enhanced security measures, there will be some blowback within the Immigration Community about how these peoples futures and their legality in the United States was used as a political bargaining chip. But, if they are to enshrine daca protections into law and if they were to do so with Border Security measures that were part of the gang of eight bill from 2013, thats something that by my reporting talking to democrats today, they feel like is palatable throughout the party, something they can sell and wont face much pushback. Do you think they can do it if they didnt have a path to citizenship in whatever this is . If its just a path to legal status this is where you begin to pull and pull. If theres no path to citizenship in there, then of course youd have less Border Security and vice versa. So these are the elements of the negotiation. What im shocked at is that were shocked. I mean, a week ago basically everyone was talking about this being the main tradeoff, talking with Senate Democratic aides, House Republican aides, everyone assumed this was the contours of the deal. Whats newsy about what happened is trump agreed to it. But people on the hill knew this is where it was going to go. I think what people are surprised about is that trump agreed to it without including paul ryan and Mitch Mcconnell. Indeed. Before we touch on that i want to show you a little bit of what nancy pelosi had to say earlier today because one thing republicans have had trouble learning or at least had a difficult rough road on democrats may be figuring out now theyre the ones trying to cut deals with the president whether or not they can trust him. Take a look. Do you trust the president of the United States . And should the dreamers trust him . Yes. I do trust that the president is sincere in understanding that the public supports, that overwhelmingly the public supports not sending these young people back. The president , weve had a discussion at this point thoroughly. And as chuck and i as leader schumer and i said coming out of the meeting, it was interpreted by some that we had a deal on the bill, but that wasnt on the package. That wasnt the case. We had an agreement to move forward. So, jeremy peters, we did not see the point there where shes telling me its not a fair question to ask, but im going to ask you, is the president trustworthy in these negotiations . No. And quite frankly neither is nancy pelosi because the president s new best friend, the minority leader in the house, is going to impeach him if she gets the house back. I mean, that is going to happen. Fair point. And trump should realize that. And he thinks right now hes cutting a deal to really what i think is ultimate impulse here, ultimate motives are to undermine paul ryan and Mitch Mcconnell and remind him hes fully capable of cutting these deals on his own, but, you know, the Establishment Republicans are not your friend, donald trump. The democrats are really not your friends. And i think thats what has a lot of conservatives very uneasy right now. Its not that there could be some sort of path to legitimacy or legalization for 800,000 undocumented immigrants. Its that the republican president of the United States, or republican at least in name, is cutting deals with people who are supposed to be republicans, mortal sworn enemies. Indeed. Well, joining me now is republican congressman Ryan Costello who represents the state of pennsylvania. Congressman, thank you so much for joining us. In some ways you are in a different category than the people that jeremy was just talking about. Youve tended to be one of the more moderate members, somebody who has been willing to stand up for paul ryan and defend him publicly. What has gone on behind the scenes in the Republican Caucus for the last, how many hours do we have . 24 hours, since the deal was announced. Not even. I think there continues to be a learning curve in terms of how the president negotiates. I think what were learning is its really issue by issue. I think this is a good thing. I think any time the president is willing to speak to anyone on a big issue that most people feel needs to be resolved, right . Daca is something i think policy wise most people agree with. I think many republicans feel that unilaterally doing it through the executive branch, which is the way that president obama did it, is not constitutional, but its also not sustainable. So to the extent the president is looking to get to the finish line on addressing that problem is a good thing. I also think common sense dictates that a Border Security measure there is something that a lot of republicans would want to see. But, i mean, all of you just hit the nail on the head. I think for democrats the issue of citizenship versus lawful permanent residence is something thats going to have to be discussed on that side of the aisle. With republicans, i think many of us want to see the issue resolved. Right. But do you think that based on how i mean, look, nancy pelosi was at that podium saying this wont include citizenship. Can you imagine going to the republican conference and say paul ryan i mean, you were in the room, it could explode, no . Yeah. Look, the Republican Party is big tent just as the Democratic Party is. I think sometimes the American Party doesnt realize how much diversity of opinion there is. But i think there is a way to do this. There is several bills out there that i think addresses the underlying resolution to daca that sidesteps the issue of citizenship. And i think, look, i think the president is trying to thread the needle and find a way to get it done. I think thats a good thing. Lets be clear, also this is a majority popular opinion. The opposition if this does get held up, it is probably if not squarely because paul ryan decides not to bring it to the floor. Which is a real thing. Which is a real thing. He could lose his speakership over this. Every time something is considered quote unquote amnesty right. He promised he wouldnt do it. I think that the speaker i dont want to speak for the speaker, but if the president is going to lead on the issue, i think that that changes the paradigm through which a lot of republicans look at the issue. There has to be a resolution here, right . There has to. If theres not, i think that its deeply problematic for those 800,000 as well as the Republican Party. And i think that digs in democrats to be unwilling to deal with some other Immigration Reform measures that have to happen. Whether or not a deal occurs or not remains to be seen, but i do think this is a healthy discussion. And i do think i think its a little unfortunate that mr. Schumer and ms. Pelosi took to twitter last night. I could say the same sometimes about President Trump because i think that the president was trying to open up room to discuss this. And i think maybe they jumped the gun a little bit. On that point, the president does not seem to have consulted the speaker of the house on this. Should he be checking in with the speaker . I think they spoke today. They did speak today. But look, from a broader perspective, not just this deal, o are Congressional Republicans losing control of the ship here . I dont think so. I believe that the president is looking to get things done both on the immigration issue as well as tax reform, right . I think most people in this country dont care whether youre republican or democrat to the extent that the president is looking to kind of open up the negotiating table to anybody who wants to come and is willing to get to yes, i think that thats a good thing. I do believe though that that probably creates a little bit of consternation and uncertainty among some republican members of congress and particularly the base. But this is going to be an unconventional its proven itself to be an unconventional presidency. Understatement. What gave that away . What your take, has the president i mean, have Congressional Republicans lost control of the car . Well or is the president underestimating the power they do have . They dont really have a functioning majority. Neither does Mitch Mcconnell in the senate, right . They have a numerical majority, but theyve been unable to pass any kind of legislation that requires real republican consensus. They failed on obamacare. They are not that close, frankly, on tax reform, something they agree on in principle. But when it comes down to the details, its something that could really split the party. Immigration, do you think theyre going to be able to come to a consensus on immigration . Im very skeptical. One of the things weve reported is that the president is frustrated with republican leaders, precisely because of the failures jeremy ill lit rated right there. It creates this interesting dynamic. It would be one thing if trump was a president who was content with managing government and not worried about being in the headlines every minute. But hes obviously somebody who craves headlines and craves action. If thats the case, he needs to find dealmakers, naturally he will gravitate to someone he can do deals. Would you gravitate i think that we can find a way to get to the finish line. I think that it is a challenging political environment. And i think, look, every issue set is going to bring different people to the table in order to get to a majority. I think its largely going to be republicans on tax reform. But on the immigration issue, the coloration of who gets to yes may be different than on some other issues. Eight patients are dead after the nursing home in hollywood, florida, lost its airconditioning after the storm. Police are now conducting a criminal investigation. The Florida HealthCare Association says nearly 150 of the states 700 Nursing Homes dont have full power. The tragedy prompted this scathing criticism from florida senator bill nelson. I think it is an emerging scandal of gargantuan proportions with eight deaths already. Now the question is to prevent this from happening in other Nursing Homes, some of which are out in rural areas without all the resources. Nbcs Maya Rodriguez joining us now from hollywood, florida. What have we learned today about the investigation into these deaths . Reporter well, kaci, police and the city had a News Conference earlier today. And police have told us that they have now been granted a search warrant for the facility. They have not executed that search warrant, but they have been granted one. Now, what we are hering according to the initial investigation is that clearly the airconditioning system at this facility was not working properly. Even though individual portable ac units have been brought in, it was still excessively hot inside of that facility. Now, for their part, the facilitys operators released a statement. Theyre telling us, quote, the center and its medical administrative staff diligently prepared for the impact of Hurricane Irma. Our staff continually checked on our residents wellbeing. We are devastated by these losses. We are fully cooperating with all authorities and regulators to assess what went wrong. By the way, there are 700 similar facilities to this in the state of florida, and we are being told that 150 of them right now are not operating at full power. So some municipalities have been going in and basically doing welfare checks on the residents in those particular facilities. Kaci. Maya, to follow up on that, what else what can family members do . What can other authorities do to try to prevent this from happening at some of these other facili facilities that are still struggling to gain power . Reporter thats something the family members have told nbc news. They trusted their loved ones in these facilities and basically at some point along the way somebody dropped the ball and they just were not even aware this was a situation that was unfolding at this particular facility. But like i mentioned, some municipalities have taken it upon themselves to go in and check on these people, see how theyre doing, especially given the fact that the whole state basically is recovering from Hurricane Irma right now. Its something that relatives could also do, check on their loved ones and see how they are doing at this point. Because, again, this storm affected so many different areas of the state as you know. Intelligence officials tell nbc news they observed north korea moving mobile missile launchers in the last 48 hours, suggesting a possible test in the coming days. In light of this, secretary of state Rex Tillerson today urging china to use its leverage to restrain its ally. I am hopeful that china as a great country, a world power, will decide on their own and will take it upon themselves to use that very powerful tool of oil supply to persuade north korea to reconsider its current path towards weapons development, reconsider its approach to dialogue and negotiations in the future. That is a very powerful tool. And it has been used in the past. And we hope china will not reject that or discard that. Nbc pentagon correspondent hans nichols joins me now. Hans, what more do we know about north korea moving these missile launchers . Put it in context for us. The rhetoric hasnt changed out of north korea. We saw that overnight with their hot language on japan and the u. S. , and their activity hasnt changed, visa vis their Ballistic Missile program. What u. S. Intelligence officials have seen is this idea theyre moving assets around, theyre moving hardware around, they may be preparing some sites. Thats consistent with the kind of preparations and warnings that the u. S. Has had in the past when they have launched. And its consistent with the launch coming in the coming days, not in the immediate future, this isnt imminent, but it suggests a possible launch, a possible test by the north koreans. Kaci, when you look at what the secretary of defense has said, secretary of state has said, theyre trying to let north korea make the right decision, but theyve always been very skeptical that north korea will modify its behavior, will change the way its operating. And this intelligence is an indication that the Missile Program inside north korea is matching the rhetoric and that its not slowing down. And to that point, hans, can i just ask you about potential additionals . What is on the table here . What are u. S. Options . Say if the test doesnt go any further than previous tests but still is yet another point on this line of tension were experiencing, whats left diplomatically for the u. S. To do . Well, it depends on where the launch is directed, where the test is directed. If its detected towards u. S. Territory, ie guam, its likely they would shoot it down. These most recent tests have been intermediate range Ballistic Missiles. Remember in july we had intercontinental Ballistic Missile, basically shot straight up into the air. The irbs, the ones they shot over japan here most recently, they know within minutes what direction thats going and they make a decision throughout a variety of different command modes in the United States on whether or not to shoot it down. Thats what we should wait for. Hans at the pentagon. Thanks so much. Now i want to go back to politics and the debate over daca. President trump in florida insists theres no deal for socalled dreamers, at least not yet. And while a deal could be in the works, hes not backing down on his promise to build a wall. They cannot obstruct the wall. The wall to me is vital. If i dont get the wall, then we will become the obstruction. But democrats insist there was a deal and that the wall wont be part of it. All agreed on a framework to pass daca protections and additional Border Security measures, excluding a wall. The question now, just how far are democrats willing to go to get something passed to help these dreamers . Joining me now is democratic congresswoman michelle grisham, also the chairwoman of the gone gregs gre congressional hispanic congress. Congresswoman, thank you very much for joining us today. Thank you very much. Im delighted to be with you. So the House Speaker says this was basically a deal to talk about deal. The president says theres no deal. What are you hearing from Democratic Leaders inside the caucus about what happens next . Well, the reality is theres been several different efforts, right . Theres been the leadership at the white house with the president. Theres been a meeting with speaker ryan including leadership and myself representing the hispanic caucus. And all efforts are if were going to protect daca, there has to be a legislative fix. That legislative fix is the dream act, so we are laser focused on the dream act. And frankly for us whatever the rhetoric out of the white house, we feel that theres productive momentum in both the senate and the house, right . Weve got a bicamera, bipartisan bill, the dream act, republicans are getting on that bill. Were moving as quickly as we can to try to get a vote or a bill on the floor, either end of september, first part of october. So all of this other effort should be what my takeaway is that we are really clearly putting pressure on about that legislative fix, protecting daca and dreamers and moving forward with all the other legislative activities that have to be done before last legislative day in december. Congresswoman, you focus in on the dream act, which is of course what nancy pelosi and Chuck Schumer said they fundamentally agreed to discuss with the president last night. But the dream act of course includes a path to citizenship for these undocumented children, thats something nancy pelosi highlighted in her press conference today. That is something that may be a complete nonstarter inside the republican conference. Is there any way that you and the Democratic Caucus as a whole, though i know you probably only want to speak for yourself, could you support a bill that made a legal fix for these dreamers but didnt offer them a path to citizenship . Well, the reason that we are pushing so hard on the dream act, and i would actually just remind folks that we have republicans on the dream act so its clearly not a nonstarter. And on the senate side youve got Senate Republicans who have embraced the idea that there is a pathway to citizenship and its earned. It is an arduous difficult path for dreamers. And so that could you support legal status, not citizenship . I think what were going to do is stay focused on the dream act because thats the agreement between many members in the republican conference and thats the Democratic Caucus and more importantly the hispanic caucuss position. If in fact they bring other options, and were going to look at those options because were clear, we really want to protect these 800,000 young people whove done everything right whove created incredible opportunities in kmuncommunitie which they are participating in. But for today, look, pathway to citizenship, dream act, its comprehensive, its earned pathway to citizenship. And, again, were going to keep that focus on that we have republicans. If we have republicans there would be no need, right, to start moving away from the landmark piece of legislation that really does permanently fix daca. One of your colleagues, Luiz Gutierrez has been very critical of general kelly who of course was dhs secretary now the chief of staff. I want to read you what he had to say. He said, quote, general kelly is a hypocrite who is a disgrace to the uniform he used to wear. He has no honor, and should be drummed out of the white house along with the White Supremacists and those enabling the president s actions by just following orders. The majority leader in the house has called on mr. Gutierrez to apologize for that remark. Do you think that he should apologize . You know, i appreciate that thats been identified, right . Someone said maybe he should apologize. And i cant speak for luiz, i can do this, however, while i absolutely and i would say most members of congress honor the general kelly served his country admirably and continues to do that and im grateful, like every other citizen in the United States. The tensions between secretary kelly and particularly our caucus when he was at Homeland Security were an alltime high because we would have meetings about, look, these dreamers and other folks who have not committed felonies are not in the priority list. They would be general agreement that thats true. And then the very next day we would have detainments, right, and deportations. We had multiple discussions about veterans being deported. And it really felt as if no matter what kind of effort or if we anticipated that we actually had a gentlemans agreement about something, that would not be how it was executed through Homeland Security. And i think that has created some pretty hard feelings between individual members of congress and from Luiz Gutierrezs perspective, a guy whos been fighting for this community his entire congressional career, who has supported a variety of negotiated packages, which is included incredible investments in Border Security when he was working with the gang of eight, he gave up part of his own leadership career to participate in immigration negotiations in the judiciary committee. Hes been pretty selfless about that work. So i certainly wish that, no, i dont think any member of congress should personalize in a negative way. I respect everyone who serves this country in the way general kelly did, but i can appreciate congressman gutierrezs disappointment and passion. And i hope they come to a place where they can work more productively together. New mexico congresswoman michelle grisham, thanks so much. Thank you. She goes onto say my presence in and of itself would carry so much weight with my father he would abandon his core values and the agenda that the American People voted for. Its not going to happen. To those critics shy of turning my father into a liberal, id be a failure to them. So for more on this courtney weaver, the Financial Times reporter who interviewed ivanka trump joins me now and jeremy joins me back here as well. Courtney, fascinating you got to spend this time with ivanka trump. And she you asked her specifically about her descending from her father and she said, quote, to voice dissent publicly would mean im not part of the team, when youre part of the team, youre part of a team. Were you satisfied with how she answered these questions . No. I mean, shes obviously very, very guarded when shes speaking publicly in an interview. You know, just kind of goes to the heart of who she is. She is a complete opposite of her father, the president. Shes all about, you know, controlling her image. She wants everything to be perfect. Her office is spotless, everything has its place. And shes kind of found herself in this very chaotic white house. But i do think that quote gives you a little bit of insight into the position she feels shes in. And, you know, that the power she has does derive from the fact that she is her fathers one of his closest con fidants. One of the details i love is the one piece of art on the wall you said was a framed photo of her with Jared Kushner and her father had signed a note, im so proud of you. All over the painting. You know, taking up a third of it. And its all very different than the rest of the west wing when you went into her office . Yeah, she did this big renovation, its very white, very modern, very sleek. You know, and everyone elses office including Jared Kushners, you know, looks like kind of these upscale marriott. Ive stayed in a lot of upscale marriotts. Im sure you have as well. Some not upscale. Exactly. Jeremy, whats your sense of clearly ivanka and jared have an operation working behind the scenes to push back in any instance where they come under fire for not doing anything like this. I mean, do they still feel like aliens in washington . Do they feel like theyre effective . I think that theyre certainly taking a victory lap right now because steve bannon is out of the white house. And so are some of the conservative hardliners who they felt were bringing out their fathers worst impulses, right . In one sense ivanka was absolutely correct when she said in this interview, you know, look, im going to get blamed no matter what. There is no way that somebody who is seen as complicit in her fathers agenda, regardless of her own personal views, is going to be seen as acceptable by liberals. And i think that was a source of tension in the administration. My understanding, my reporting is that what ivanka and jared have always felt they could do is persuade their father, fatherinlaw, to do nice things. To give the dreamers a shot at citizenship. To not pull out of the paris climate accords. And then people might give him a second look. But the conservatives inside the administration always argued, no, thats not going to happen. People hate the very mention of your name. You mention steve bannon as somebody who and i know you talked to ivanka trump about bannon. Whats your sense of how she feels about him being gone . Does she still have rivals inside . She obviously wants on the record that steve bannon is her rival but from my reporting andiermys, im sure, its obvious that was the case. I think its interesting that bannons departure came right after charlottesville because charlottesville seemed like such a low point for the administration and jared and ivanka are practicing jews. She did step out and tweet about that. She did and then you have bannons departure a few days later. On much firmer ground in the white house, even from the outside it looks like a chaotic situation, i think they feel quite comfortable where they are right now. The way investigations work at the Justice Department, often times you know well before the conclusion what will happen. Especially if youre not likely to bring charges. You havent made the decision officially. You might find something stunning a bombshell completely changing the case. From all reports, it was clear early on from career agents and prosecutors and senior people there wouldnt be charges in the case and given the significance of it its not surprising comey and others at the Justice Department started to think about how to announce this well in advance. And would this potentially get in bob muellers way . Many are surprised he is the key witness against the president if there ever is an obstruction of justice case and a lot of times you dont want your key witnesses testifying publicly telling the world what they know. It wouldnt be surprising in comey objects to it and goes to special counsel and says, i really dont want to do this again. Can you help me out. Give me a solid. So turning to the other facebook and twitter and social Media Companies coming into view in this investigation. What is your sense of what their obligations might be in this . Having worked for the department of justice, what will they testify before congress . Do they need to turn over information to the Justice Department . The question is how willing they are willing to cooperate without subpoenas. Talking to committees now and to the special counsel. Are they willing to talk to them voluntarily without a subpoena . I would guess with some certainty if they dont fully cooperate theyll get subpoenas. They are very really policy questions whether or not a criminal act was committed. Should facebook be doing more to Police Activity on the side and other laws if not to be changed . And criminal questions. The kurdish, primarily kurdish Opposition Force fighting isis. We have this confirmed via the sdf and not with u. S. Intelligence officials or military officials. But the significance is, an american fighter, fighting under the black flag of isis has apparently according to Kurdish Forces been handed over after isis to the sdf and is now in u. S. Custody. This will present a challenge for President Trump on where and how to try this individual. Hans, you mentioned they were kurdish fighters in syria. What do we know about the background of how this exchange may have come to be . Is this something people have been working 0en . Do you know that at this point . We dont know a lot on that. I mean, this Kurdish Forces, the s sdf. I shouldnt say kurdish, a combination of syrian kurds in the group coming from the north. From the south, russian and regime forces. Isis is in the middle. A movement on isis. We dont know whether or not this individual surrendered to the sdf or captured by the sdf. We do know according to the sdf she in the hands of american forces.
