According to officials we have been speaking with, republicans felt blindsided. Just to take you into the oval office, republican lawmakers went in pushing for a longer exsengs of t extension of the debt limit. Democrats were not having it. They would not go with that plan, they were dug in on wanting a shorter time line. They said ultimately three months. It was something that the president agreed to in the room there. Really surprising not only top advisors, but republican congressional leaders. They thought this was going to just be a typical oval office meeting. But the president clearly had a very different idea in mind. Based on my conversations with some of his top aids, the strategy, the thinking behind it, the president wanted to get through hurricane funding. He wanted to clear the debts. He wants to move on to other Priority Issues like tax reform that he knows will be very difficult, and daca. But there is another piece to this. He felt stung by congressional republicans, and he is coming to the realization that to get some of these big things done he may need to work with democrats. Their concern is that he may have just given away his leverage for some of these future battles. So he will ask about all of that in a few minutes. Were going to maybe have to interrupt you, garrett haake. We heard this kind of oh, it is for the better good, but privately how ticked off are some members of congress . Theyre not just privately upset, theyre publicly upset. I spoke to Lindsey Graham about two minutes ago. He said other than not doing this in the time that we want, and putting republicans in a box, this is a great deal. Theyre not happy, and theyre showing it in different ways. We saw earlier today two amendments to this package. One was a rand paul that would have off set all of this money by taking it from foreign aid. Another was to just to a clean Harvey Relief package. So a lot of conservative republicans, a lot of sort of hardcore conservative republicans are finding ways to dismiss their pleasure on this. But as they said to me, theyre in a box here, there is not much they have to do about it. They found a willing partner in democrats, so now democrats are reaping what they sued on that. I want to ask about your piece. They revealed the daca, he told aids that most of the feed back was positive. Then mr. Trump grasped just how perilous it had become. You could see, glen, in the press conference with nancy pelosi, she almost could not believe it. Nancy pelosi and Chuck Schumer are two pretty smart customers when it comes to figuring out leverage and he just lead them in the room basically. Paul ryan is really good on policy but he does not possess the political riles that others do. And grasping the degree of letting schumer into the oval in a meaningful way, and that picture of schumer an trump in the oval office i think said it all. They almost hugged, they were kidding around. I think what people dont realize is this thing about them not talking has been kabuki. They have been communitying through aides. I would not say they love each other, but he sees himself as a driver, that is the way trump views himself in queens. They speak the same language. Is this going to turn out, maybe, to be a win for this p d president , that when he turned on cable news they keep saying that he is not the dealmaker that he said he was . I think it depends on how you define win. The president defines it as getting a deal no matter what that deal is. We saw it with the original Health Care Bill that passed the house. At the time he was excited, he had a win. I also would go back to the iconic picture yesterday of the president and assumer that was so jarring. This was the image, if you remember, going into this white house that we were promised. There was a sense that this was a president , shumer was a deal maker and they could do this bipartisan deal. It ended up not happening until yesterday, but i think there is a point where he said he loved the coverage of the bipartisan moment and he loved the positive Media Attention and he does define that as a win. In the meantime, you have steve bannon making comments in the news. The stuff leaked out by that week was unacceptable. If you find it up snacceptable should resign. If you dont like what gary cohen is doing, you dont agree with it, you have an obligation to to resign. They need illegal aliens to fill churches. They have an economic interest in unlimited immigration. Unlimited illegal immigration. Can he say what he wants to say, he does not have a chief of staff that will stop him from wandering into the oval office. My understanding is that he saw gary cohen going out, giving that interview to the financial times, criticizing him for the response in the wake of charlottesville. As wildly inappropriate. You certainly dont air it in public and that is why he was taken out of the running for fed chair. Were going to continue to wait for the president to come out. A lot of things out there we want to talk to him about. Lets get caught up in the meantime while we wait for the president on our next big story. Facing the next natural i did sas aeroas Hurricane Irma sets its sites on the United States. Were working very hard. We have tremendous groups of talented people there. The people of florida are like the people of texas and louisiana. You see how they react under this these horrible situations. Not as much power as Hurricane Harvey. Hurricane watches and storm surge watches both issued for the state. The category five storm predicted to hit early on sunday. They labelled it a nuclear hurricane. They are urging them to get out. More than 30,000 people have evacuated the florida keys alone. Now they are out of gas and people are trying to book last minute flights and their seeing very high prices. It is being fuelled with images of destruction. 90 of the buildings have been levels. The size of the storm, wiede than the entire state and could have life threatening impacts coast to coast. It is that powerful. This is my first real hurricane in florida. So im looking at it better safe than story. The patio door a few times, and the wind speed was so strong we had to hold on to we did not blow away. Are we getting any clearer picture of where this storm is headed . Moment by moment and update by update. This storm is not shifting the strength very much. The good news is all of our models are in agreement but that is not good news for where the storm is going and what it will bring. Sustained winds at 175 miles per hour. This storm is still, as we look at it right now, the perfectly formed eye of this monster that, by the way when you look at this clouds, its about 600 miles across. When you see the eye traveling north, that is good for those islands. Then you notice the turks and caicos and the bahamas are a little further north and that is not good for those areas. The eye really will drag all of the way across to a good portion of the southern baa ham mas as it works closer to florida. So winds and a storm surge for those islands that are about 20 feet high. We only have about a minute but tell us what is going on at the airport in miami. I have been here since 4 00 in the morning and the scene here has not changed. If anything it has gotten worse. But there is also the possibility and a real one that the center of this storm will move on landfall of south florida. That is really bad news. We have not seen anything like this in south florida. Hurricane irma is racing towards florida, and i want to go back to Kristen Welker, we heard from the president already today, about the preparations from irma, but what is on the list of questions were likely to hear . The delegations have just arrived including secretary of state rex tillerson. In terms of what will be on top of the agenda here, undoubtedly daca. President trump had conflicting messaging frankly when it comes to daca. He announced he would rescind the program and give the white house six months to take action. Then he said if that doesnt happen he may revisit the issue. So we will press him for clarity. Will he will laeaning towards putting forward a piece of legislation, and obviously north korea, the crisis there. It is the biggest Foreign Policy crisis this this administration is facing. We pressed the president on if he would consider military action and he continues to pivot on some of those questions. Those are among the top issues. I was surprised to learn myself that there are about 6,000 north koreans that work in kuwait so that could be a topic, what else is on their agenda here . I think youre right. President trump expected to press him to stop the guest worker program. The 6,000 north korea guest workers. The president has consistently tried to pressure a number of countries, particularly those in the rejob to cut off essentially any economic ties with north korea to choke that country out so they will stop their provocation. The leader of kuwait is dealing with, and the fact that the number of countries, and that they have cut off with qatar, from potentially providing funding to those who are terrorists or those who are kris, im going to send it back to you as we await the president and the leader of kuwait. On the question of north korea, the country feels a crisis is comes. Some have described it as inevitably moving forward. Do you support a north korea that has weapons but is deter d deterred, or do they absolutely need no weapons. Military action is is certainly an option. Is it inevitable . Nothing is inevitable. It would be great if Something Else was worked out. We have had president s come through, the day after an agreement is reached, new work begins in north korea. Continuation on noouk luclear, would continue not going the route of the military, but our military has never been stronger. Were in a position now, we have seen the numbers, it has been tens of billions of dollars more in investment. New equipment is delivered, the best from anywhere in the world. Hopefully we wont have to use it on north korea. If we do, it will be a very sad day for north korea. Is it acceptable for you, as president for north korea to be nuclearized but contained and deterred . Is that a strategy that you would prefer . Im not negotiating with you. Maybe well have a chance to negotiate with someone else, but i dont put my negotiations on the table. I dont talk about them. But i can tell you that north korea is behaving baddley and it has to stop, okay . A question for the amir . You mentioned in a general sense the situation with qatar, how optimistic are you that it would be resolved and what role would you like the president of the United States to play in achieving a resolution . We hope, we still have hope that the dispute would be resolved between qatar and its neighborly countries in the gcc. Especially and our friend thats are assisting us in resolving this issue. Im optimistic that the situation would come to a end in the very near future, god willing. Question for the amir first . The question is for you first, mr. President. Reporter do you support qatar and the four countries and the holding of a conference that will include all parties in kuwait . Thank you. I would be willing to be the mediator if i could help between uie and saudi arabia where i have very great relationships. I spoke the other day with king solomon, we spoke on unrelated suspects, but it was a long conversation. I would be willing to mediate between them i would do so and i think you could have a deal worked out very quickly. Kuwait has been the leader of getting it solved and we appreciate that very much. But i do believe that we will solve it. If we dont, i will be a mediator right here in the white house. I think we will come together quickly and have something solved. Translator mr. Amir, in light of the regional conditions in the region, has there been an assertion on the role of the u. S. Agreement on the state of Kuwait Security . Thank you. Thank you, you heard now what they have said about the relations between kuwait and the u. S. , and its assertion of its commitment to the security of kuwait. And this is not something new. And dont forget that the United States has managed with the other allies when kuwait was occupied and liberated kuwait from iraq within a few months. And you just published a report about syrias regime using chemical weapons. Does that mean that president assad now is immune from any persecution, and what can you do to stop the further use of chemical weapons . First of all, the palestinians and were working. They say it is the most difficult deal but it is something that could happen. I believe the relationships we have with both could help. It is an event that has never taken places. I think we have a chance of doing it. I think the palestines would like to see it happen, i think the id rasraelis would like to it happen. I think there is a chance that there could be peace, but again i say that a little bit reluctantly. We have tremendous talent of that particular transaction. We have a great group of people, we will see what happens. I find it hard to believe that after what happened last time that assad would do that again. I have not heard what you just said, and i find that a little difficult to believe, but we would be extremely upset if he was using chemical weapons. We have very little to do with syria other than killing isis. What we do is we kill isis. And we have succeeded in that respect. We have done better in eight months of my presidency than the previous eight years against isis. Isis is rapidly disappearing as you know, and that is because of our great military. The military has been absolutely incredible in terms of what they have done with isis and iraq and syria. Do you have a question for the amir . Translator yes, to the amir. All of the parties are holding on to their own positions with respect to qatar, where do you see a breakthrough in this dispute . Do you see any indications to make is believe that this crisis will come to an end . The hope has not ended yet, i would like to affirm that qatar is ready. To meet all of the demands that were put, the 13 demands that were presented, and is ready to sit at that table to negotiate with us all everything related to this dispute related to the parties. The gulf parties. As you know we have 13 demands that were presented, and we know that not all of these demands are acceptable. But if we were to sit down together and discuss these 13 demands, and we have indeed accepted them, we would be able to resolve all 13 bhands, all of the issues and points that harm and relate to the dispute between the countries of the region and anything that harms the interest of our other friends. Thank you. This all began because of the fact that there has been massive funding of terrorism by certain countries. And what i want is i want to stop the funding of terrorism. And were going to stop the funding of terrorism. And if they dont, i dont want them to come together, but i think they will, okay . You have a question . Your people have a question . Yes. Go ahead to the emir. Translator your highness, sorry, mr. President , we talk about kuwait mediation, the meetings that happened in kuwait that received u. S. And international support. Is there, in reality, something clear and in breakthrough has that been accomplished in this crisis that were about to see at the beginning of our breakthrough or are the issues so complicated that we talked about a deep discussion. What is the real issue, complicated issue at the heart of this dispute . We would like to find some information of where is the problem here. How can we solve it, thank you . First of all, i would like to say there is no problem that cannot be resolved. True it is complicated, but when we meet around one table, and now we have an affirmation from the country, to which some demands were presented by its brotherly nations in the gulf region. When we hear it is ready to discussion all of these demands, were not among those countries, but we are guarantors and we can guarantee that we will pressure ka tar because it is not in the interest of qatar to remain outside of the flock. Rather it should join its brothers in the gcc. As you know, thank god the wisdom of our brothers in the gulf region, they should appreciate the situation were in today, the situation in syria, in iraq, in syria and in libya. Now is the time that we have to forget all of these differences. It is through we have desc d descended into some not very healthy issues, especially in the media, but in spite of all of that, we were one of the most people to be affected by this situation by what our brothers in qatar have done. When that happened, and before this came into existence, we met with our brothers in qatar and put an end to this issue. And this is now a normal issue. We met in the presence of President Trump and there was no one who said there was a dispute between us, but suddenly this dispute came into existence. Thank god now what is what is i that we have stopped any military action, and these disputes, as i said, they are complicated and we have seen the Media Campaign that is totally unacceptable to the people because the media coming out of this country is against the people, not the rulers. And for that reasons, we have received from qatar a letter in response to the letter i sent them, and they are willing to sit down at the table and discuss all these demands which the other parties have put down. And were talking about 13 demands, and im certain that all these 13 demands, some of them a great part of them will be resolved and the other part we and perhaps we might not accept them because anything that affects sovereignty we would not accept, but they are very hopeful. We have great hope in our friends in the u. S. That they will assist to restore things to where they used to be. Well, that is a problem that we will get resolved, and im very, very honored and happy to know that you have problems with the media also. Thank you, everybodyme. Thank you very much. The president and the emir of kuwait with a press conference that was dominated by Foreign Affairs, middle east peace, north korea and obviously the role that kuwait has been playing in that diplomatic crisis between qatar and its arab neighbors. Lets go to Kelly Odonnell and talk about a couple of the headlines here. And certainly he didnt answer, kelly, a key question which was whether or not the president was willing to tolerate a nuclear north korea. Thats right skpchlt it fits to a degree a pattern of President Trump where elment reveal his future military plans. I thought it was also notable that he did not repeat some of the tough language we heard earlier in the summer when the president was at his working vacation in new jersey where he used the phrase fire and fury toward north korea. The likes of which the world has not seen before. A bit more muted and yet still approximate firm on the issue of the potential for military action should that become necessary. Theres hope that that will not be required. But the question was a notable one because we have seen the escalation in north koreas capabilities with Nuclear Weaponry and distribution, a means to get a weapon to the United States, and that raises the question of would the United States do something militarily or diplomatically to try to remove that capability from north korea. The president did not answer that directly. Containment is a policy that the United States has used with foes around the world overtime. What we dont know, is that the policy of President Trumps administration toward north korea. Chris. And i want to go back into the room where Kristen Welker is standing by. In addition to north korea, the other big headline out of this may be as he stood next to the emir of kuwait and of course kuwait has been playing this role of mediator with qatar and its arab neighbors of the he said i would be willing to be the mediator. Thats right. And we heard some very Strong Language on that point. You also heard the president say that, and he didnt name any specific country, but clearly this is focused on qatar. He said that effectively it needs to stop funding terrorists. And he was very firm on that point, chris. I also thought it was interesting to listen to the emir talk about this crisis in his own region, saying that, look, there are 13 different points that have been put on the table. They are trying to come to some type of agreement, but they still have not yet. And so this is an issue that will continue to be at the forefront certainly for the gulf states. Now, one other headline here is that truck me was when the president was asked about the prospects for mideast peace between the really i didnt see and plinls. You heard him say theres a channels for peace but i say that reluctantly. That stood out to me because he typically takes a very affirmative view in terms of the prospects for mideast peace. His soninlaw Jared Kushner has been working on very vigorously. He was in the room here. And so the president really striking a more realistic tone about this crisis that has of course evaded so many president s before him. And then one final headline. You heard him pressed on whether bash ar alassad of syria has in fact used chemical weapons again against his own people. He said hes not aware of that, but he was very firm reminding essentially people of the action that the United States took the last time that syria used chemical womens its own people and reiterated that thats not something he will tolerate. I want to to go to on dreea mitchell. So interesting and i want to just pick up on something that kristen said was that he seemed to back off a little bit by suggesting that, you know, it was maybe he was suggesting there could be middle east people a little bit reluctantly, but when he talked about potentially being a mediator in whats going on with qatar, he suggested i think it can get solved fairly quickly. I wonder as you listen to this press conference that was dominated by Foreign Affairs what your headline is coming out of it. I guess my main headlines would be about north korea because as my colleagues have been pointing out, kelly and kristen have pointed out, he was much more toned down about north korea, even after their Nuclear Blast, which has all the indications could well have been hydrogen. Were waiting for final confirmation of that. But certainly the size and scale of that Nuclear Blast was unprecedented. And that said, he was much more toned down than he had been during his previous kmentsd in bedminster, for instance. Clearly the impact of spending more time with secretary mattis, secretary tillerson today and certainly the ongoing presence at his side of his new chief of staff john kelly seemed to be having some impact on the rhetoric at least. This at a time when theres so much going on. Youve had Vladimir Putin hosting a summit, president xi hosting a summit, president xi of china in particular being very embarrassed by what the north koreans have done and also having a very tough, quote, frank conversation with the president himself as to what more clean is willing to do. Some are indicating from the chinese diplomatic corps that they are willing to take a step up toward more sanctions at the united nations, but still no agreement on an oil embargo, which is what the u. S. Has been pushing among the five permanent members of the security council. On the subject of the dispute between the soud i didnt see, the uae and kuwait and others in the region against qatar, this was also more toned down with the president saying that hes willing to be a mediator in this dispute.
