His press secretary at the briefing here at the white house a little bit ago. 1 00 or so. Let me highlight a couple of points made by the president. In quofrgss the Pentagon Team including courtney, whom you know well, the president did not need to authorize this kind of military action. This can be taken at the battlefield level. He was asked about this. Whether he still did. Whether he directed this and the president says Everybody Knows what happened. He went on to say that he is giving his military total authority in this situation. And this is the president essentially delegating responsibility for the fight against isis to the people hes put in place to lead. His pentagon and defense teams. The other question was by kristin welker, who has been there as the Television Reporter tasked with reporting back what happened. This is a rotating pool that happens on a rotating basis. And kristin asked if this is a signal to north korea. On saturday, if there is potential activity from pyongyang, perhaps a nuclear test there is a have been reports trickling out about. Is this a warning shot . The president said he didnt think so. He went on to praise chinas leadership and chinas partnership with the united states. Specifically his relationship with president xi as being something that could help put some pressure on north korea moving forward. And so bottom line, in answer to your question. I think it is notable what were hearing from the president. He is putting the authority into the hands of people like secretary mattis, people like members of his military and his National Security team. And to you at the pentagon. Youve been there a long time. You cover it day in and day out. Talk about what the pentagon is saying. Do they have any information about what the targetwas . And i have to reiterate what hallie said. The geners do have the authority to do this just as she said. A strike like the, the military doesnt see this as terribly different than when they drop a 5,000 pound bomb. They use the appropriate munition for the appropriate target. In this case was large isis complex in a more remote area in eastern afghanistan and hit a somewhat extensive is that complex opportunity system underneath it. The reason for the large bomb was to take out the entire complex at once. It was a large zpartarget and t dropped a large munition on it. They can do it in consultation with u. S. Er Central Command but it doesnt necessarily have to come to the white house. President trump has changed the delegation of many of these strikes and given that authority dlikt to his battlefield commanders and his combatant commanders. The kind of bomb were talking about, it was designed a while ago. It was tested in the early 2000 ooze but its not been used on the battlefield. Thats right. It is a real specific type of weapon meant to suck the air out of what is near it and cause this gigantic explosion. And courtney is right to focus making this point that the commanders have the authority to drop this weapon. It doesnt need to go to the white house and im not sure that it would have gone to the white house if it was still obama. The reason were talking about it is that the implication is that obama was slowing the generals and trump would loosen the reins and would it all change. And then the criticism of that has been thats why were seeing the bigger weapons and more civilian casualties. Really, the pentagon and the military itself is pushing back saying not so fast. The reason weve had these, what they found on the ground. Because were deep entire mosul, iraq was happening, the target presented itself in the last week for this specific weapon. I would also disagree, or question that it is some kind of message to north korea. The message to north korea has been an Aircraft Carrier that steamed offshore. Just overnight the u. S. Air force has done an he will the fastball walk. They put out dozens of planes across the runway in japan to show force to north korea. I think thats the clear message there. More than this specific strike this side of the world. I want to come back to you in a minute, kevin, with more about afghanistan. I feel like i need a lesson on eastern afghanistan. Politically speaking, what does it mean that the president , that the pentagon used this massive bomb. You just heard kevin say it is not really a signal to north korea but how does it play . I think a couple ways. Domestically, President Trump is all about this projection of strength. That he is a strong man who is going to return america to a pofgs dominance. Clearly critics feel that can be unpredictable, overly belligerent. I think thats one of the reasons even though he does not appear to have directly authorized the strike, he certainly isnt running from it or expressing reservations or squeamishness about it. I think in the wider world, it is interesting, some place like north korea looks at this, doesnt see it as an expression of american strength or doesnt see it as an evidence of unpredictability that might actually feel that they need strengthen their old arsenals and i think the same could go for other regimes like the one in iran, for example. Hallie, the president said this on the campaign trail in november, that he had a plan for isis. And we all remember he famously said that he may know more than the generals. Maybe he would take it, maybe he would leave it. In all seriousness, is there a plan out of white house on isis right now and does this fit into whatever plan theyve articulated . The white house has directed the pentagon to come one this isis plan. This review of u. S. Strategy toward the terror group. I will also say that what you have seen from President Trump, this is something we talked about during the transition. You mentioned the now infamous comment of President Trump saying he knows more, he believes, then the generals speaking not specifically. He has put in place in his nationalecury military team gerals. Look at whats happening in the department of Homeland Security. You have general can mcmaster, mcmattis, these long Time Military experts, people who have come up through the military that are now guiding the president through this fight against isis. One of his key Campaign Promises. And the fight against terror. So it is significant in who he has put around him and who he has delegated authority to. I feel like much of the world hasnt been focused much on afghanistan. I know there was a u. S. Casualty, a u. S. Service member killed over the weekend. Whats the situation on the ground in eastern afghanistan . Well, eastern afghanistan has been a real problem. Real quickly, right to your point, at the press conference with secretary mattis and courtney was there, i asked specifically, where is the counter isis plan we were supposed to get 60 dats out . And they really put the brakes on it. It will take time. It has to be methodical. He said they had the meeting a couple weeks ago. He is going exactly as planned. This is pace they thought would happen. Trump has been told, this is reality now that hes the president and he is not asking for any plan. In afghanistan, whats going on there that has been in the news if youre paying attention, the war is still raging. The war the back. Theres a lot of territory that has been ceded back to the taliban and they took me losses. Already you have the general come to congress and say he needs several thousand more troops but only still as advise and assist troops. Not like the old afghan surge obama asked for but still more. The idea that you know what . We have to get more guys back in there to help turn tide around and put a renewed focus on pakistan. Thats the real concern. Between kabul and eastern afghanistan and pakistan. Thats where the terror comes from. We dont hear about it but were going to this spring. I think were going to in the next 24 hours, also. Courtney, what do we know so far . We dont know much about casualties or whether, this was a remote area, we believe. It was. It is a mountainous area near pakistan border. Nangarhar province. The compound itself was in a relatively remote area. The u. S. Military does as much as they can to limit civilian casualties. They did that. They were hopeful. We dont know about how many isis fighters may have been killed. And to pick up on what kevin was saying about how the war is still raging in afghanistan, hes absolutely right. Tuesday military is sending a couple hundred u. S. Marines into afghanistan back into Helmand Province where they fought some of the most bloody and difficult battles of the afghanistan war. Several hundred marines will be arriving are in the spring. Eastern afghanistan, there is been a problem there with isis for some time. And the u. S. Has the authority to conduct strikes. The u. S. Has three separate wars theyre fighting in afghanistan. The one against taliban which has been ragin sce 2001, and al qaeda, thats the second one against al qaeda, a the third one is against isis k. When i was in afghanistan in october, i interviewed general nicholson and he talked about the threat and he saw it as a growing concern is that something the military would take care of in the coming months. If i can, i want to switch subjects. I want to ask about President Trump. It was really glaring in the last couple of days that he has said things that run counter to things hes said previously. Let me play some examples. It is staying at zero because shes obviously political and shes doing what she wants obama to do. I do it at zero. Its obsolete. I said it was obsolete. It is no longer objection least. I will direct my secretary of treasury to label china currency manipulator. Lets take look at that last opponent. One of his favorite targets was clean, in particular, the accusation they were ma anymore la , manipulating the currency. They devalued their currency making it difficult to compete. Changes in tack. Not just the currency but the other clips that you played. In part i think this is President Trump accommodating himself to certain realities. But there are real political dangers, it seems the me. When he was a candidate he wa seen by his supporters as someone who was going to shake things up. He was not a conventional politician. He was going to slap people into shape. Whether that was overseas or in terms of the government here. Had now hes really backing away from that in a number of areas. And this goes to some of the palace intrigue stories were seeing as well. Where theres speculation that the quote unquote globalist tendency, the liberal tendency in the white house identified with people like gary cohen is becoming asendant over the more national impulses of someone like steve bannon. The white house says there are no conflicts of interests but ethics watch dogs are really raising questions about whether these trips to a trump Family Business are actually benefiting the president privately, hes though he is doing president ial business. According to the county sharon, rick bradshaw, the cost to his department in terms of overtime is about 60,000 to 70,000 a day. And the trip with the chinese president , that cost 1. 5 million. The total since the inauguration to the Sheriffs Office is more than 2 million. About 2. 2 million. The white house isnt saying exactly how much this is costing but according to a report from the gov accountability office, president obamas trip in 2013 to chicago and to south florida cost about 3. 6 million for that trip. Air force one costs about 142,000 an hour. Thats according to, from the d. O. D. And the Judicial Watch as well. In the eight years of his presidency, the total travel for president obama was at least 97 million. Now, again, these numbers are squishy. But throughout the first year, if you look at some of these numbers, it took President Trumps travel could well exceed that. We walked the an ethics watch dog at George WashingtonUniversity Law school. Here was his main concern. The president should have divested from his properties to begin with. He shouldnt be traveling there on a regular basis on the publics time and he shouldnt be going. It is unacceptable. The white house has repeatedly said the president is doing business down here and at previous president s travel. For example, president bush to crawford, texas, what the ethics watch dogs are saying is that it is different because maralago is still run by the trump family and it is a private business where President Trump can mingle with paying guests who pay 200,000 just to join here. So in terms of recouping costs, they are looking is that it. They have asked the secret service when they might be reimbursed. Local officials here as well as new york where trump tower is located, they have not officially heard back. The sheriff said that he spoke to mr. Trump personally and was assured he would be repaid. And one more thing, the county commissioner in west palm beach, theyre looking into whether they might rezone maralago to get extra taxes. Youre a local there. The people you just mentioned, i think the sheriff is a support he of President Trump. What is a weekend like when he goes there . He is going your way. What happens . Su. President s and president ial candidates have visited before this but not so frequently as were experiencing. When the president arrives, there is a motorcade to maralago. A relatively brief trip. The roads shut down temporarily. Theres a 1 a, a very scenic road in west palm beach. It is shut down completely while the president is in town. So there are those inconveniences while the president is traveling. The big issue with the local folks is the local tax dollars that theyre spending on security and whether theyll get reimbursed. What about what gabe the just mentioned about an added tax on try to help defray the costs . Sure. One of the county commissioners has talked about trying to set up putting maralago in some sort of special taxing district. I dont know whether that will fly. Another commissioner had a good idea involving the hotel tax. And theres various legal and practical obstacles to it. So i think what local folks here are hoping for is that the federal government will eventually be persuaded to reimburse the locals for what theyve been spending. Is there a Silver Lining . Are tourists coming into the area because they know it is where President Trump likes to come . I think Palm Beach County is that florida all together, tour six a big industry here. That i know especially in the winter time when you have footage of when it is cold up north and you have footage of the president getting off air force one. So i know county government folks and the Tourism Industry folks like the eosure that Palm Beach County is getting and they see the upsideo it. I havent seen hard numbers. It is hard listening to that press conference to feel any sympathy at all for United Airlines. Egregious in the extreme. And if a United Airlines had been hoping that today their nightmare would start to dissipate, instead theyre going to face many more days of bad headlines. You have seen now the 69yearold really an elderly doctor, suffer significant serious injuries, all at the hands of this Airport Security team. Theyre not even police officers. Theyre Airport Security officers working on behalf of or in conjunction with chicago police. We have now heard from the United Airlines ceo again today at a City Council Meeting in the city. More apologies from the united executives frrgs the Airport Authority which oversees the police department. Ive also seen emails from saying stop blaming united. This was republic airlines. No. United airlines has completely taken responsibility. Thats the ceo. Oscar munoz. It was a gait agent who called the airline security. It was the entire thing on behalf of United Airlines. It is all flagged. United airlines. There is not a lot of hair splitting here when both the Airport Authority and the airline have accepted responsibility. So now you may ask, if theyre going to sue United Airlines and the Airport Authority, or the city, which is as the attorney said, highly likely, how much money are we talking about . What could dr. Are dao get . Ive been talking on aviation attorneys. Today when they started detailing out the extent of his injuries, then you started seeing the dollar signs going higher. And i heard one aviation expert say, i think we may be now talking about well north of 10 million. And then again im sure he would trade any amount of money to take back that entire incident. Yeah. Phil, there was a lot of talk about changing the culture. This is from daos lawyer, thom thomas. I would say there is a culture of disrespect, rudeness. But what is unfortunately occurred here in dr. It took a long time to say, okay, we have to change the perception of this airline. As much as you say change the culture, it takes a long time for that to happen. And i think the folks at united would say, sure, were going to make sure this never happens again. That doesnt change the fact the perception is out there now, that this is how they treat stomers. Even though it may be one incident, it is an extreme incident. I think theres a perception out there that across the airs, Customer Service is now almost an afterthought. It is about the airlines there first very often and the customer can come second. Not every time. Not every airline. Not every employee. But there was a perception that this is not fly the friendly skies. This is very much a situation where people really dont enjoy flying anymore. Part of reason is they feel like theyre getting nickel asked dimed every time they get on a plane and they feel like theyre constantly fighting with Customer Service. If they have to change their plans ever so slightly, theyll be billed again to change their ticket. And the rebooking fees. Somewhere service. The old airlines Customer Service long gone. And all three of russ frequent flyers. So we know that pain. Talk about overbooking for a second. The first statement was how this was an overbooking situation. My understanding was wasnt really that. They actually tried to fit some people on who wouldnt be on and it was a sold out flight. Can something happen. In realm . Can they change today lawyer said, you have to stop overbooking, stop filling these flights so fulfill. Well, first of all, united, to make it more egregious, just conceded a few minutes ago in the City Council Meeting in chicago, that in fact crew didnt even need to get to louisville. It didnt have to start flying until next day. So the question is, could they have driven them on louisville over the course of that period of time and then still given them federally mandated rest period . Thats up in the air. So how will united deal with it . They say theyll take steps to come one better incentives. What Delta Airlines does, and ill let phil fill in the banks. But delta makes it. More lucrative to get to you voluntarily give up your seat, right . Yes. And i think thats what everybody is gearing toward. Well have to see some changes in terms of how much money is offered for people to say, yeah, ill take a different flight. Weve all been on flights enough to know, youve hit a certain point. Everybody looks around and you see people saying, okay . 1,000 . Thats about the right price for me. Where you will see airlines, they may still oversell flights but you will see them go much higher. In terms of incentive. How come many they havent reached out the this family . Are they staying clear because of the legal action . His attorneys claim they havent reached out to him. However in a statement they say they have reached out to him. One possibility is that weve tried to call dr. Dao himself. Perhaps his phone is off or overloaded with voicemails. It would have been a heck of a lot cheaper for that airline to up the ante. Lets say they paid 2,000 for to you get off the plane. They have now had hundreds of thats of dollars wiped off the value of their stock. They have got the biggest corporate black eye i think in 15, 20 years in terms of damage to the brand worldwide, talk of boycotts in asia. Bill, just moments ago in the press believing at the white house, the subsidies, these payments are an ongoing discussion within the white house. Isnt this a risky strategy for the president to say that he will let things fail in order to try to get democrats to talk many. Yeah. Especially when republicans control congress. So it is one thing to play hard ball to get democrats to come to the table. But his problem when he tried to pass health care, it was republicans, not the democrats. So do you disagree with the strategy . How does he get anybody pack to the table . I think he has to have paul ryan devise better legislation. The problem was, i looked at it. Ive been a huge critic of obamacare. I couldnt honestly say this new bill would have improved the Health Care System compared to the Health Care System with obamacare. So some serious salesmanship has to happen. You cant just drop a bill and change 1 6 of the u. S. Economy and get it through in 18 days. So getting back to oldfashioned legislative boring. Crafting legislation, with groups, not 17 like are it was a few weeks ago. Thats all necessary. Trump seems to think there are short cuts that will provide a replacement for obamacare. He told the wall street journal, i havent made my viewpoint clear yet. I dont want people to get hurt. What i think will happen is the democrats had start calling me and negotiating. So again, the response from democrats so far has been, are you crazy . These are people who need health care coverage. Thats exactly right. One of the things donald trump is experiencing and is admitting is that being president is pretty hard. A lot hder than he thought, it turnout. And reforming health care is pretty hard too. Whal the republicans want to do is save the things that are very popular like the prohibition on denying care for pre existing conditions but then repeal what made it possible. And then what thoughtful, considerate members of congress are figuring out is that you cant do both. I think bill kristol is right. His problem is he has a Republican House and senate and they cant put together a bill can get a majority of majority. I love when youre in agreement. Go on. And the only way he will get it double, democrats have said that if he comes to the table and says here how we can improve obamacare, democrats are all in. If his solution to repeal it or to take away health care from the poor to get democrats to the table, he will get blamed for it. Theres old colin powell rule. If you break it, you own it. If he breaks it, he will own it and it wont glucose at the ballot box. And had it was said that the white house and congressional leaders are really close tow some kind of new piece of legislation. He predicted the house will pass it within the next three weeks. Does that sound realistic . Im doubtful but its possible you might squeeze something through the house. I dont think it has the votes in the senate. Even if it passes firgts not well considered legislation, then they tone Health Care System and we saw how that worked out for president obama in 2010 or even for the democrats in be 2010 or 2014. I dont understand what theyre doing here. They took a shot at repealing and replacing obamacare. Im for it. Just take some time off here. Let people work on this. Let people talk to the different players and build support and go ahead with something else. Theyre sort of maniacal to keep coming ck. I dont see how it works out one wa or the other for the Republican Congress or the trump administration. Im going to agree with bill again. I didnt think i would come on and agree with bill. If there is any way to improve, there it is only by getting democrats to the table and only by focusing on those things that arent and not starting off by saying, were going to wipe the table clean and wipe 25 million peoples he health care off. Reporter this is a leak of a document thats twhactually not final, dated april 25th so it hasnt been submitted yet. The department of Homeland Security says its subject to review. It basically lays out, its a Progress Report on what the president asked dhs to do in terms of his executive order on closing the borders to illegal immigration and i think the most interesting thing in it, it says where they would start to build a wall once they get the money nr it and the real ground for about 38 miles and south of san diego for about 14 miles. All thats going to happen this year, kate, is prototypes of what the new wall should look like, be built by contractors, the government will look and try to decide how tall should it be, how should it be shaped, see whats the most effective and start to bld it next year if Congress Appropriates the money. The dhs secretary, john kelly, said its not going to be built, in his words, from sea to shining sea. Not just the dollar, china, too, calling china a currency manipulator and yesterday he said theyre not a currency manipulator. He criticized the fed for keeping rates too low earlier this year, and now he says the low rate Interest Rate policy is what he likes and dont get me wrong, thats good for markets, having a low rate having a lowrate environment, but taking such a sharp uturn is perplexing for Market Participants especially when as im sure you know, wall street likes certainty and right now, theyre not getting a whole lot of it. Well, one thing thats interesting is when trump made those comments about that the dollar had gotten too strong, the dollar immediately fell, but its mostly bounced back today even though stocks havent. So weve seen this in a number of cases when he will tweet about Companies Like boeing, you often see an Immediate Reaction and then a pullback when the market realizes that donald trump talks a lot and doesnt necessarily mean very much. But overall, this week hes been saying lot about what hell do on the economy and a lot of it is a signal hes going to be more normal than people expected, particularly the stuff with china, backing off the idea of a trade war with china, saying hes happy to do a friendlier zey eier deal on chi trade if china will be helpful with us for north korea. Some signals ought to be good for stocks. On the flip side, stocks want a tax reform package, a cut in Corporate Income taxes. With the president saying he wants to get health carkay done first what he told the journal today, Health Care First then the big tax cut. Maybe means tax reform, tax cut never. I think the thing thats weighing on stocks, they think the tax cut isnt going to materialize, the hopes they had for the trump administration, they may not get one of the things they were hoping for. Was he right the dollar is really, really strong . He said too strong. The dollar strengthened significantly since he became president , since he was elected which is a funny thing. Trump ran on the idea he was going to get trade back in balance. When the dollar strengthens like that, it becomes hard for u. S. Exporters to sell their goods abroad because things made in the u. S. Are really expensive. You have to pay for them in expensive dollars so the reason i would expect him to want a weaker dollar, if hes going to deliver on his Campaign Promises about more u. S.
