Over the holidays and after Unemployment Benefits lapsed for at least 12 million americans. Also this hour were watching capitol hill where the house will return today. To vote on a bill that would raise stimulus checks to 2000 a person. House republicans already blocked that measure thursday. And they could do it again. While aid is coming, the fight against the pandemic is still in full force. Yesterday the u. S. Marked 19 million cases and more than 118,000 americans spent their holidays in the hospital. State officials are gearing up for a post holiday surge. And were learning more this morning about a Christmas Day bomb that rocked nashville. Authorities are looking into any possible motive after identifying the suspect behind the blast. I want to start with the latest on the relief bill that impacts millions of americans. Monica alba is in West Palm Beach with the president. Lee ann ald well on capitol hill, and jeff mason is our White House Reporter for routers. Monica, whats with the reversal . A sigh of relief. This was a crisis of the president s own making. After a days long prolonging this decision, this was really something in the president s control. He said he didnt like the bill and had so many issues with several parts of it but was not presenting any solutions before finally caving and signing it late last night. But we should point out, lindsey, he did not do that in front of cameras. In fact, we havent seen him do any on camera or Public Events while in florida over the last five days or so. Instead, the president has been firing off tweets, spnding a lot of time at the golf course, but ultimately, the fact that he did delay this did mean a lapse in Unemployment Benefits for millions of americans. The fact that the president took all of this time and essentially threw a temper tantrum that was of his own making while here in florida instead of spending time negotiating or being a key part of those conversations, ultimately he did relent and now hes saying he does want to see an increase in the number of money that is going to be going to some americans, but essentially what he has signed off on now is exactly what both parties and both house and Senate Lawmakers had agreed todays ago with the president not really explaining beyond that, his thinking, except issuing a statement that had a lot of Fact Checking issues and false claims in it claiming that lawmakers are now going to be investigating voter fraud. We dont have any details on that and we expect to learn a little more. Essentially this is a president who is wrapping up his presidency with a controversial decision to delay help and releefr, though it is finally on the way for americans despite the president dragging his feet. One of his last acts in Office Putting so Many Americans potentially at risk of in the getting aid, causing stress. The president put republicans in a tough decision as monica was saying. It seems like mim mcconnell is going back to his defense of the president. Well, lindsey, republicans are propping up the president as a hero for doing what he was expected to do, sign the covid relief bill, including leader mcconnell saying its because of the president s leadership the government did not shut down. When in reality, the only reason the government was on the verge of shutting down is because of the president. That is also why peoples Unemployment Insurance lapsed over the weekend. Because of the president s inability or unwillingness to sign this covid relief bill. But the fact is mcconnell needs the president for eight more days. He needs the president and his supporters in that georgia runoff on january 5th. Where two republican senators, Kelly Loeffler and david perdue will determine if mcconnell maintains his position as majority leader. One thing mcconnell did not do, he did not commit to doing with the president demanded which is strongly focusing on voter fraud, revealing section 230, and even voting on a 2000 stimulus check increase. The real test for mcconnell is if the house passes a 2000 stimulus check today, which theyre expected to vote on, will mcconnell bring that up in the senate . We have throwing a temper tantrum versus being the hero and saving the day. Contrasting messages from either side. Yes, the president is at his golf course. In fact, im in the press pool today, and we dropped him off at his golf property. Thats what hes doing while as you say, other americans are struggling and just probably relieved that theyre getting the relief that he ended up signing into law last night that monica mentioned. In terms of the broader look, is it a good look for him to be on vacation or the other leaders to be on vacation and traveled at a time when dr. Anthony fauci and other Health Professionals are warning against doing that and gathering . I guess thats up to the American People to decide. Heres what else people might not consider a good look. The New York Post had strong words for the president splashed on their front page, writing in an editorial, give it up, mr. President , for your sake and the nations. Jeff, they label his efforts as an undemocratic coupe to overturn the election. They say he should be more focussed on january 5th, the georgia runoffs, rather than january 6th, when congress meets to certify the Election Results. What do you think is the significance of this paper saying this . Its significant because the post is a murdoch property. Its a newspaper that has been extremely supportive of the president. You have to assume thats something hes seen and is probably contributing to maybe not a great mood today. I think to your broader point, this is exactly what hes been focussed on and not the bill, not the other elements of governing. Hes been focussed on overturning democratically achieved election, and that is where his mind set has been since mid november, and continues to be now. Right now investigators are working to determine a motive for the Christmas Morning explosion that rocked downtown nashville. Were learning more details. Many of them, in fact, of this man, the fbi identifying him late yesterday as 63yearold anthony warner. Fridays massive explosion knocked out internet and phone coverage in the city. And damaged 41 buildings. Due to the great work by shorts there, only the bomber himself was killed. Nbc news correspondent Morgan Chesky joins me now from nashville. First, how are investigators able to nail down a suspect . Reporter yeah. Good morning. It was a team effort by federal agencies and local Law Enforcement here on the ground. The nashville pd the first to respond, but the fbi saying more than 258 agents and employees took part in the investigation. It comes down to a couple key pieces of evidence. One being human tissue recovered at the scene. The importance of which detailed to us from a federal investigator, i want you to listen to what he had to say. We had a known individual where we were able to get the tissue from the scene, the crime seen itself, and then we were able to gather some comparative tissue and dna from his former vehicle, a vehicle that he owned. And we were able to go to that vehicle, recover some items from the vehicle. That vehicle, of course, a secondary piece of Critical Evidence here. And google street view helped lead investigators to warners home. Anthony warners home just outside of nashville. It was in the street view image they could see the rv parked in his backyard, an identical match to the one parked on a nashville street not too far away from where im standing early Christmas Morning that later exploded after giving a warning and playing music. And so those two pieces of evidence combined led authorities to believe that quinn warner acted alone. He, of course, died in the blast, and at this point, theyre trying to focus on his past history in hopes of fleshing out more of who he was. Lindsey . Now, are we getting any information about a possible motive here . Were seeing some video of these agent taking evidence out of that home. Do you think well ever know why warner did this . Well, its anyones guess at this point. Investigators say they certainly hope to nail down the exact reasoning that yet dont know why he parked that hv in such close proximity to the at t data facility. It caused such extensive damage to the building, it caused outages for at t as far as rural parts of georgia, kentucky, alabama, People Living in those areas werent able to have any service on their cell phones, their internet went down. And thats proven to be a significant problem that at t says should be for the most part rectified by the end of today. They are hoping to interview any associate of warner and encouraging any member of the public with any useful information about him to come forward, stressing this is an active investigation, and they, of course, hope to nail down a motive. But as of this point, it remains unknown. Over the weekend we saw some surveillance camera footage of the explosion. The video where you can see the fire ball, it really is just its erie. Its saddening and striking. Morgan, thank you. Joining me now is nbcs National Security contributor frank f frank, the author of a book out next month called the fbi way, inside the bureaus code of excellence. Frank, good morning to you. What i want to ask is how they were able to get a dna match so quickly. Morgan says they found human remains at the site. How were they able to match that to warner . Well, first, the technology around matching dna has accelerated almost exponentially over the last few years q and what they needed to do was find some comparison dna to match the tissue they found at the scene. And you can do that in a variety of ways. I think aused all of them. It sounds like they took material from inside the house. You can get it off a toothbrush or hair brush if it has a follicle full intact hair shaft in it. You can go to family members. We understand thats what they did, and theyll have similar or near ie dental dn that. Thats how this happened so quickly. Both with the Tennessee State lab and the Fbi Laboratory in the washington d. C. Area. Frank, the deday tails are erie. The bomb went off on a cold Christmas Morning. There was a message. Three casualties. More than 40 buildings damaged. Do you think this points to the intent of mass destruction and not necessarily mass casualtys . Yeah. Crime scenes speak to us. Its a question of being able to hear that crime scene speaking. This tells us the choice of early Christmas Morning on a deserted street tells us there was an intent to hurt a lot of people, even the warning recording tells us hey, i know Law Enforcement is coming, but i dont want people near this vehicle. Then you shift this your search for motivation. You have to shift to the location of the vehicle and the potential for targeting that at t building. And im sure theyre working to do that. But lets also understand, that motivation is often really within the province of prosecutors when they try to decide what to charge a subject with. This subject is deceased. So its not about charging anyone. Instead, the search for motivation is really to help understand and inform Law Enforcement about who else is out there with similar thinking or beliefs, and might act out similarly j especially with a copy cat incident. At t already saying they have no known contact with the suspect. Frank, i want to play something the fbi, special agent in nashville said about why this isnt being labeled domestic terrorism. Lets listen. When we assess an event for domestic terrorism, nexus, it has to be tied to an ideology. Its the use or force of violence in the furtherance of a political or social ideology or event. We havent tied it to that yet. Why do we have those parameters, frank . I think people need to understand there is actually a Legal Definition of terrorism for purposes of criminal statutes. I know social media is exploding right now with, well, if this person were a person of color or a muslim, wed immediately call him a terrorist, but thats not how this works. The Legal Definition of terrorism is the unlawful use of force or violence against people or property for the purpose of coercing or intimidating a government or a civilian population to further a political or social objective. Thats a mouthful. And it requires you to really understand why someone did something. Timmy mcveigh in the bombing of the Federal Building in oklahoma city, he did it because of an antigovernment, antifederal ideology. He wanted to take out that symbolic Federal Building and kill federal employees. Its different than what we have here. Time will tell what this is about. Frank, thank you very much. Were seeing tents going up in parking lots to try to meet the demand. The problem here is doctors say look, we can continue to add beds. The bigger issue is that theyre running out of Trained Medical staff to properly and adequately care for the patients that continue to keep coming which is why we are hearing from doctors here in Los Angeles County who said they could be days away from having to ration care, having to prioritize who gets certain types of care and who doesnt. This is the worst case scenario. But they certainly dont see any end in sight. Right now theyre experiencing the thanksgiving holiday surge. Whats expected, the second surge, the christmas surge, hasnt even arrived yet. All this happening while friday hospitalizations here in Los Angeles County are expected to double to go from 700 people going into the Hospital System a day to 1400. Lindsey . I mean, were already seeing those people crowding up the tents in those horrific images. Whats going on there was already bad. Now its getting worse. Vaughn, while youve been reporting on the vx rollout, theyre starting to go out more to longterm care facilities. How is it going where you are . 36 states today. 36 states in washington d. C. Longterm care facilities are going to begin receiving their vaccinations today. We were at a couple states last week, initial states including the likes of ohio, connecticut, florida that began the initial process. But this is the mass rollout. Were in kansas, and this is one of the 1100 cvs depots where theyre storing the vaccines and then sending them out. Look at the conversation with a cvs district manager here. We have pharmacists arriving at the store this morning. Theyre picking up the vaccine product shipped in and stored and ready to go on sight. Were going to go out today and start immunizing seniors that live in longterm care facilities. Chrissy is one of those pharmacists here. That is where the partnerships, the federal partnership between the cdc, cvs and walgreens is crucial. Because they have the abilities to send out the vaccines, store them at facilities like this and then go out and administer them inside of the facilities. This is a big day in america. Absolutely. And this is the first time that im seeing those boxes of vials being put in the bed of someones truck in some of the rural areas. She has coffee. Shes going to make the day of 100 people. Everybody that traveled during the holiday needs to think of themselves as being significantly exposed. Theres so much level of Community Spread going on. Its hard to avoid anybody thats been infected or carrying this virus. So you should wait probably about five days since your exposure and then get tested. If youre negative at day seven, you can kind of start to open your circle a little bit. You have to be meticulous, looking for symptoms, keeping in touch with people you were with during your gathering to see if anybody developed symptoms or tested positive. Thats important to keep this to a minimum. Doctor, lets talk about what vaughn was reporting there. The u. S. Set a goal for 20 million vax naxs by the end of the month. Were behind that right now. I think everybody was taken aback, but more importantly, it added a layer of terrible angst during the Holiday Season for people who are facing eviction, people who are unemployed and worried about putting food on the table. And let alone, people who are looking forward to the vaccination and theres lots of money in this bill for the distribution and administration of the vaccine as you just reported. To threaten all of that while hes playing golf at his resort in florida is really playing, as i said, russian roulette with american lives. The president s chaotic weekends was summed audiotape as a neat encapsulation of the relationship with congress. Is that your experience as a member of koccongress. Yeah. I think all of us frankly roll our eyes. We know that trump really isnt the factor. He can inject himself as he just did, but hes not the one negotiating. Hes not the one who follows details. Some of the criticism he lobbed at the composite bill was about dollar amounts that his administration suggested. He picked on egypt specifically. Well, egypt is part of the camp david accord. That amount for egypt has been around for decades. The fact that he doesnt even know whats in which bill, and what his own administration recommended for action, the congress honored, really shows how disengaged this president is from his daytoday responsibilities. Congressman, senator mcconnell credited the president in his statement saying the president s leadership prevented a president shutdown at a time when our government ud could not have afforded one. But the Washington Post says the final act in office could be to block a emergency relief package negotiated by his treasury secretary even by the u. S. Economy is battered by a new wave of shutdowns. Which of these is closer to reality . I think Mitch Mcconnell is nowhere near reality. There are real victims from trumps decision to hold off. There are 14 million unemployed americans who are going to find their support interrupted. And theyre going to have to reapply for that insurance in the next few days in order to qualify in january. So they have an interruption in their benefits which are essential for their staying in their homes and putting food on the table for themselves and their kids. There are real victims. And for Mitch Mcconnell to praise it shows how out of touch he is. The house is going to vote today on increasing the direct checks to 2000. Will this go anywhere in the senate . Theyre going to have to think long and hard. Their own president has said thats what is needed. We democrats agree. We wanted a higher amount to begin with. People are suffering people are in need. So lets bump that amount up to make a difference in american families. They are in real pain and suffering. And will the grim reaper, Mitch Mcconnell, allow his colleagues in the senate to vote their conscious, their constituents needs or are they going to stay with an ideological absolutely its the reason it took so long to get to an agreement on a covid19 relief bill in the first place. House members will vote on overriding the vee a on the military spending bill. Is this the first override on the president s tenure . I believe the votes are likely there, although i never underestimate the subservience of my friends on other side of the aisle when it comes to donald trump. Both of the Democratic Candidates outraised their republican opponents, but when you look at the spending happening by outside groups and pacs, the republican groups are dominating in that area. My colleague reporting as Chuck Schumer is largely not meeting with donors at this point. Thats causing the money to slow up. So you see Democratic Candidates coming out with the memo asking for more grass roots supports from their organizers and supporters saying theyre not going to be able to keep pace with the hundreds of millions of dollars being spent on Television Ads and the ground game. That is going to be important in the waning days of the election. Not only the ads and making sure that the candidates are on the minds of voters but that the voters actually turn out. This is going to be an election that will come candidates ra on the minds of voters, but that voters actually turn out. This is going to be an election that comes down to turnout. The texting and calling is going to be very important in the final days. So were just over a week away from the special election, whats the early voting tell us so far . Georgia has seen pretty incredible early voting turnout, particularly for a runoff. Today more than 2. 1 Million People voted early in person or absentee thats nearing the record for it any runoff. Democrats are hopeful about that and the work they have been doing on the ground. But the important thing here is going to be what happens this week. Were heading into another holiday week. Polls will close here on wednesday for the new years and new years and they will not reopen again until election day on tuesday. So its really going to be interesting to see if these numbers keep pace over the next week or if they begin to sort of triple down with the poll closures and the holidays. Thank you so much. And right now, we have record numbers of folk who is are applying for unemployment assistance. We have over hundreds of thousands of people applying in just one week for unemployment assistance. So i do believe that the new provisions for stimulus will actually impact the turnout for this election. As said, we have over 2. 1 million folk who is already voted in person or they voted by mail in this election. But we have over 7 million voters registered in georgia. So that means this week is the Game Changers that we will see a higher number of turnout in this one week before election day. You guys put out a statement a few days ago about reported plans to challenge the results before we even know the results. And you guys warned there will be a delay between when polls close on january 5th and when reliable Election Results are available. I mean, this feels like da vase view. Are we seeing the same seeds of doubt being sown sloo runoffs that we saw in the general election . We definitely see the same seeds of doubt. I always tell people that we definitely want to manage expectations. That we will not get results on january 5th. In order to have results on january 6th. We will not finish certificate if iing until january 8th. So by january 9th well have a clearer picture, but we still have to make sure that all provisional ballots are pure. We have to make sure voter ballots are accounted for. We want to manage those expectations, but we do know they are are outside groups sew doubt in our elections prosecutes. Were going to try to make sure people know our elections here does work. There needs to be some fixes to it, but were doing a really good job to make sure that every vote is accounted for and that everyone has a fair and equitable process to the ballot box. President trump will be on the ground there in a week. Hes the architect of those calls of voter fraud. What kind of impact do you think his visit will have. I think the impact will be really rallying up his trump army or his supporters. But as we keep saying in georgia, the ground game is here. As many as those folk who is are really wanting to really put dismay into our elections and doubt into our elections, there are many people on the ground who are strong supporters of making sure that we have a fair option in democracy in making sure the voice of the people are are hard. So trump is coming here. Just a week ago we had Vice President pence here. We are having a circus of folks that come through georgia, but its where it counts is what happens at the ballot box. We have more than 4. 1 million job losses that have been claimed. We have 25 of our Small Businesses that were in operation in 2019 have shut down permanently in 2020. And sadly our two u. S.
