Youre effectively doing a logistical rehearsal for the vaccine rollouts in louisiana. Reporter good morning. Thats right. We know that larger hospitals will get large shipments of the vaccine, because they have the capacity to store it. But there are smaller places that need smaller shipments. So were here at morrison and jackson sorry. Morris and sorry. Whats your last name . Were at morris and dixon in shreveport. Theyre making the large shipments smaller to pharmacies in rural areas can receive the shipment and make sure it saves that integrity and this is paul dixon junior, the Vice President of operations. Youre going to do a dry one of how this is going to go later today. Walk us through the steps of what it will look like. Well receive a bulk shipment and place them in the ultra cold freezers. Once its time for allocation, well break them down to smaller containers and pack them in an insulated cooler. With the insulated cooler, there will be a digital data logger displaying the temperatures at all times to monitor the shipment all the way point to the Administration Site. Reporter take us through what this is going to look like in the freezer behind us. Sure. Reporter this is has been different temperature . Minus 79 degrees. These are not the exact viles but this is similar . These are the viles for a trial run today. Valerie, thank you. This is whats happening not just have valerie is but across every single state as we get ready in the u. S. For potential Vaccine Distribution maybe as early as friday afternoon, as early as the weekend after the key fda meeting tomorrow. In the uk now oyou know theyre rolling out the vaccine. They have scenes that have played out to hospitals around that country. Officials there are now making a change in the guidance, though, on who should be getting the vaccine. As we hear firsthand from people who were among the first to get it. Keir simmons asked Martin Henson who works in a hospital how it went. No problems at all. Amazingly, something so important is so simple. It is, isnt it . Got to get it done. Any rezer vaservations j any thoughts . You thought have thoughts, but its always better to have it. Two older people describe how difficult the wait for a vaccine has been. This is not a life were living. Losing one person is terrible. Losing more than one, its just Richard Engel is in london where more vaccinations are taking place. Talk about how the process is changing on day two after lessons from the initial rollout. So they are learning lessons as this goes on as theyre dealing with the Pfizer Vaccine. The process you just described earlier, in which valerie was talking with how the distribution will take place, youll receive the bulk doses of the Pfizer Vaccine which have to be kept in ultra cold storage and broken down into cooler units to be pushed out to centers for individual distribution. Theyre struggling with that here. They mostly are just keeping the doses in bulk and then giving them out inside the hospitals. They are not breaking them down into these smaller units and able to push them out to care homes or other local community centers. Thats something they think theyre going to start in this country in a week or in two weeks, but that will be a significant step. But right now, its concentrated in hospitals. Theyre calling people in on an appointment basis. So you cant just show up if youre over 80 in this country. Thats the category that is getting treatment now. People who are over 80 or people who care for those who are compromised or elderly. But you need an appointment. They need to tell you when to come in. But today, there was yet another wrinkle. Because the National Health service and the body that oversees the distribution of medicine warned that there could be complications with the Pfizer Vaccine and people who have allergic reactions, strong allergic reactions. Yesterday two nurses who were part of the initial rollout two nurses that care for the elderly developed some allergic reactions. These were nurses that had previous conditions. They knew they were susceptible to allergies. They were both carrying epipens, the auto injector pens, and they had an allergic reaction. Rashes, nothing that was severe. They were treated on the site. The allergic reactions they came on quite quickly, and went away. But because of those two cases, new guidance has gone out today that anyone with severe allergic reactions to food, medicine, or other kinds of vaccines should not take at least in this country, the Pfizer Vaccine. I saw that play out in front of me. I was at a Vaccination Center today, and i was watching the staff interview people who were coming in. They were asking if they had known strong allergic reactions. Some of them said they did, and as soon as they said that, they were told much to these patients disappointment, that they couldnt get the vaccine and they were sent home. That happened to several people right in front of me, and they said well, you know, this was a long time ago. I had this allergic reaction 20, 30 years ago. But for you, the guidance was if you had a strong allergic reaction to food, medicine, or other vaccines, they dont want to give you the Pfizer Vaccine for now. So as you point out, richard, a lot of sort of Lessons Learned as this develops now over the last 24 hours or so that this vaccination drive has been happening. Richard, thank you for your reporting. Back here at home, we mentioned the pentagon is briefing right now updating the distribution plan. Letting americans know just how exactly that vaccine is going to get from where it is to where its going, where you are, as soon as the fda gives it the green light. Were going to bring you updates from that as soon as we hear headlines for it. Were watching whats happening at the pentagon and across the river in washington on capitol hill. Its a covid carousel there. Plenty of movement ruound and round, but not going anywhere. Confusion is now gripping the capitol over mostly the tradeoff for Unemployment Benefits versus direct stimulus checks with millions of americans coming up against hard deadlines at the end of the month. They need help. I want to get to Garrett Haake with the latest. It seems like we are vacillating between optimism and pespessimi based on conversations. Reporter right now were waiting for this Bipartisan Group thats been working for weeks to come up with a solution to release a detailed summary of the things that they agree on. This time yesterday, we were waiting for that Bipartisan Group to release the detailed summary of the things they agree on. We are stuck on this question of liability, shield, and reform being included in any kind of bipartisan deal. And were still stuck on the idea of state and local. Late last night a new proposal from the white house came over. Democratic leaders almost instantly rejected that. It would have been the first serious proposal to include direct payments to individuals. About 600 for people who qualified. It didnt have the kind of Unemployment Benefits that democrats wanted to see. Before the mnuchin proposal was on the hill, it was dismissed. Still, i think the bottom line, most people up here are still looking to these bipartisan negotiations to see if perhaps they can break the gridlock on the last two issues holding them up. That may be the plan that gets through. Right now, a lot of that running in place. Waiting to see if somebody can do something to break this gridlock. Garrett haake live on the hill. Lets head down pennsylvania avenue to the white house as we get word of an urgent call for stronger action coming from inside the covid task force. Kelly, nbc news has a copy of the updated guidance coming to states. What can you tell us . Reporter good morning. Part of what the task force is saying is there needs to be more uniformity in mitigation. We heard how the president was touting the vaccines as what he referred to as a miracle and a way to end this. But the task force is saying, with knowledge of the fact it will take time for the vaccine to be distributed and provided to americans on a big enough scale that right now states need to do more. And a uniformity action is part of what theyre talking about with different mitigation efforts. Its mask wearing, staying at distance from others, hand washing. Its the things that have been a part of our lives for months. The task force is pointing out they dont believe theyre being imp plemted in a uniform way across the states. Thats something weve heard from the Biden Incoming administration when they talk about wanting to have a nationalized plan. This is the kind of thing that the task force has in many ways been saying quietly for a long time, and its at this critical juncture where theyre talk act the need for states to work in a more cohesive way. Weve seen how the spread of the virus has not been by region. Its anywhere. And so wanting to have a more uniform position in that. And so its a real challenge, because, of course, in our system, states, governors, local municipalities are on the front lines of trying to implement this, and compliance has been one of the big issues. So if youre talking about a message sent from the top, thats even con vo levoluted at point. When you saw the celebration at the Task Force Meeting and the progress, you had many of the people on his team wearing masks. The president not wearing one himself. In North Carolina they are running logistical dress rehearsa rehearsals. One hospital testing delivery drones to make sure they can get to remote areas. After the fda gave the strongest signal some americans might get the first doses of the vaccine maybe as early as this weekend. We are in wilson, North Carolina, and im joined by a medical contributor who served as Health Adviser in the obama administration. This is going to require some creative thinking, technologically, to get this shot to people who need it. Talk to us about the plans where you are. Reporter when we think about drones, we probably think of them as super cool toys as nuisances. What im talking act, this is not your teenage nephews drone. This drone is a piece of technology that flies at 50 Miles Per Hour for a range of 50 miles. It can carry a cargo box of 10 pounds, and this is a demo for our purposes here. This drone has been taking vaccines and medical supplies from the finishing facility in town here and delivering it to health facilities. This cargo box, one of the key pieces of technology is what this drone is about to do. Its doing a soft touch landing. Its landing, dropping that cargo box off gently, and then releasing it. Then it can let go. This is so that if there are vaccines in there, it does not break those. Now, hallie, this is a test project. This is really the goal is to see the value of this technology, see how it can scale and potentially use it for Covid Vaccine delivery. This is not going to be used everywhere. There are specific use cases here for, like, rural america. Think about this. Weve been talking about these cold storage units, not every hospital, not every medical facility is going to be able to have those. So this is a case in which if youre a rural facility, you cant get a massive delivery of vaccines because you dont have the cold storage capability. You can order the supply on demand. A supply you would use for those couple days or that week in your community. So look, there are challenges here. Its new technology. There are limitations from the faa, regulations that limit what this technology can do for now. As the communities require some more innovative solutions, this could be one piece of the puzzle here. Whats the challenge, the big challenge in getting this vaccine out . Weve seen a couple instances in this show. Some of the socalled dress reher talls around the country. What weve heard from the administration has been talking about the distribution plans. How confident are you that the pieces are in place to make sure that our rollout, when it happens maybe soon, goes as smoothly as possible . Yeah. Hallie, good to be with you. Im confident this early rollout will be candidly, as smooth as it can be, but remember, unlike the uk, were really rolling this out among High Risk Health professionals and longterm care residents and workers. Its not kind of a free for all. I think this initial phase will be a rollout with the expected bump. And already one of the bumps weve seen is some states are gettingless doses than they thought and a lot of that has to do with the amount were getting and the first batch from pfizer. An important meeting tomorrow with the fda. Another important deadline, they have to submit to the federal government, what they want for second doses. You dont want to waste any. Its a twodose vaccine. I hope the first tens of millions of doses are a little bit of a learning experiment for exactly what youre seeing coming out of the uk. So we can understand how to make it smooth and as seamless once its rolling out to a larger part of the population. So two points on that response you gave. One, let me ask about the meeting tomorrow. A big deal meeting on the Advisory Board thats making recommendations to the fda on the emergency use authorization. What are you going to be listening for tomorrow during this hearing . Yeah. And luckily we already have a little bit of a preview, hallie, in that document you referenced which has more details of the study, and then we also know the fdas response which has been positive. What i am going to be listening for are a lot of the things that have come up already. How does the Fda Advisory Committee explain or think about some of the side effects . Not just the common ones, but weve seen about four cases of something called bells palsy. We need to understand a little bit more about comorbidities. Patients in the trial had obesity, heart disease. What do we know or not know about people with compromised immune status, and there were people in the trial that were pregnant that didnt know, but they became pregnant over the course of the trial. Is there anything to glean from that . I think the focus will be on adverse effects, and then you cant help but think some of the questions coming out of the uk about the allergic reaction might be a source of conversation tomorrow, and ill be looking for that. Let me ask about that quickly before we run out of time. The allergic reaction in the uk. People should not be panicking at this point. Right . I mean, this is not this doesnt mean the vaccine doesnt work or has severe problems. This is just a potential side effect. Give us the reality check. Yeah. Let me be extremely clear. Im in a clinic where im giving vaccines for things like the flu today. We tell patients they have reactions to eggs, they might not get the flu shot. Its similar. I think theres going to be a degree of reactive, a reaction to the shots. Its a little stronger than the flu. And a little bit milder than the shingles vaccine. And those are things like injection site soreness and some fevers and aches. But it is not covid. And it is extremely expected. I personally look forward to getting this vaccine and talking to my patients about it. Okay. I hope youll come back and talk to us when that eventually happens. Many of us talked about the characteristic of the person who should step into office day one with the ability to rally the support of the existing staff of doj. Understand how it functions. Theres no need to bring anybody in to have on the job training. I dont know doug jones background. This is an opportunity for us to put in place someone who understands how doj works. Time is of the essence. We have domestic terrorists and public corruption that need to be dealt with. We have to right side our administrative systems. Theres so many things that we have done for the development of donk, we need someone that can walk in the door day one and get the job done. Do you think, sir, that Merrick Garland fits that . And did his name come up . No names came up. The question is have any of these people served in the department of justice in the past. Will the staff when they walk in the door know who they are so they can build confidence and trust in the system . There was so much undermining within the department in the current administration, we need a leader the staff feels good about. They know their work is valued. They would not be undermined, and then that person can direct that staff to focus on some of the most pressing issues that this department of justice will face. Domestic terrorism. We have individuals who are still organizing one of those groups was seeking to kidnap a sitting governor of a state. We have individuals who go into chu churches and commit mass murder. We need someone who can start the job day one and move us toward. I have to note Merrick Garland worked at the department of justice. Hes now a judge. Let me ask is his a name you would feel comfortable with if the president elect selected him for that role . I would need to know for about his background. Im not dismissing doug jones. I do know salliuatey yates work that department and others. None of the names came up. We know these are individuals who can walk in day one and engender the type of confidence from the staff that have been berated over the last four years and moved the department forward. I also wonder, i know before the meeting you said you were planning to push for this idea for the president elect to create a role of a civil rights czar. Did you make that push . Is that something you think the Incoming Biden Administration is considering . We absolutely made the case for someone who can oversee Racial Equity. Its a statement this president made saying its a priority of his campaign f. If theres a priority there, there has to be someone responsible to oversee it. To make sure Racial Equity goes across all the cabinet appointments and make sure its embedded in the decisions thats made, because what you measure is what you hold people accountable for, and it needs to be somebody whose sole purpose is to do this. We knnisi see it in corporate a. We need to see it in government so its done correctly. We need to get out of this place of racial injustice. Derrick johnson, head of the naacp. That doesnt seem like its going to happen. Hes tweeting about it. He says the case everyone has been waiting for is the states case with texas because texas is suing other battle grounds over their results. Places where more people voted for biden and trurmp. This happened after the Supreme Court had a one sentence order. Refusing to hear a gop lawsuit about voting by mail in pennsylvania. Let me bring in Pete Williams live for us. Pete, two sort of pieces here. Two bites of the apple. Is texas the case that everyone is waiting for . What are the chances that goes anywhere and how does the pennsylvania case the president is trying to distance himself from affect his legal fight . The pennsylvania case was brought by a congressman from pennsylvania and other candidates for congress who were not successful. I dont think anybody ever thought it was going to go anywhere in the Supreme Court. They took their shot in the state courts and failed and didnt do any better in the u. S. Supreme court. Yes, i think there is some republican excitement about the texas case only pause it comes from texas and is filed in the Supreme Court, but when you look at it, its going to have a really hard time getting any traction. There are a number of procedural problems with it. When one state wants to see another, the cases start in the Supreme Court, but you have to ask for permission. And thats the stage where the texas case is right now. Justice alito asked for a response or the court asked for a response in this case by tomorrow. Its a little unusual to get that kind of action early on in one of these cases. I think it would be very surprising if this case went anywhere. I suppose hopes are there just because its i think the only other case that can make it to the Supreme Court, but this was such a stretch. I dont know of anybody who knows anything about the Supreme Court and about how the cases work. Republicans or democrats who think this case has any legs at all. Now that you have it, i understand you have been taking a lot of precautions prior to getting the vaccine. You hadnt seen, for example, your grandchildren, your great grandchildren. What was that like for you before, and now that youve had the vaccine, are you making plans to eventually get together . Not yet, because we are still in a lockdown. I have to wait until we go into our text tier next tier down. I have to obey the rules, otherwise this place is useless, and im quite happy. For weeks now the political world that be focussed on the number two, the runoffs in georgia that will decide control of the snalt and hurt or help bidens agenda. After the new congress is sworn in, democrats will have two fewer member in their caucus shrinking their majority to the smallest in well over a century thanks in part to martha fudge and Cedric Richmond being chosen to join the Incoming Biden Administration. Democrats are likely to win the elections to fill the seats, but it could be months away. And worry someif biden hires others. They could potentially lose the majority. Im joined by Joe Cunningham, democrat from south carolina. Congressman, thank you for being on the show this morning. Hey, hallie. Great to be here. Thanks for having me. So speaking of razor thin margins, i think you came a point short of coming back to congress for a second term. Sunny hoyer said do not lose heart. Whats your message with a small majority . Do you believe the party needs to moderate the message or no . Well, you look at the seat that we lost here. This is a very tough race. The district that President Trump won by 13 points back in 2016. And its a district that he won by about 7 points here in 2020. We only lost it by a point. So i think we had a very strong message, but its during a president ial Election Year with President Trump at the top of the ticket, it wasnt enough to get us over the top. But im proud of everything that weve accomplished in the last two years and looking forward to what the future holds as well. Its interesting. You talk about the message there. The strong message that you believe obviously you had, the democrats had, but there has been post election analysis from some consultants, democratic consultants who say it wasnt messaging or ideology that sank some of the House Democrats but a bad strategy. They say candidates were told to do things like dont physically campaign unlike the gop. Do you think it was a strategy flaw that ended up being the problem for democrats . I mean, hallie, look, when you lose by a point, you probably run through everything in your mind you could have done or would have done or should have done. We can always monday morning quarterback this thing and think about things that may have done differently during our campaign and our race but at the end of the day, this was a very tough seat. It was a gerrymandered seat, one that President Trump won handedly, and we came within a point of winning it again. But i think i look back at what weve done in the last couple years, and the results that weve gotten by having a couple of our bills signed into law by President Trump. That bipartisanship, reaching across the aisle. I wouldnt change any of that. I think its what our country needs more than ever. People working together, and we lost a lot of good members in the house. Mcadams, max rose, some of the most bipartisan independent members. And a lot of them were replaced by qanon supporters and conspiracy theorists. I think the country as a whole needs to get back to the point where people are listening to one another, and were not dm m demonizing each other. Thats the message this country needs. Its a drum well continue to pound on moving forward. Okay. Let me ask you, switching gears here about the current covid relief bill being talked about on capitol hill. S. s biggest military installations in the world, ft. Hood. Boy, do lawmakers have a lot to talk about. More than a dozen Senior Leaders at the base were fired or suspended after an independent review of the command climate found leadership created a, quote, permissive environment for Sexual Assault and Sexual Harassment. That review started after the disappearance and murder of specialist melissa guillen. Morgan hood is in texas. Tell us what youre hearing from people on the ground, her family and those looking ahead to this congressional hearing later in washington today. Reporter hallie, lots of changes to come at ft. Hood. I had the chance to speak to lupe and mira guillen last night. They say the findings give them hope but there is a long road ahead. The conclusions that were afound with the release of this are daunting. This morning the army taking action against its own, suspending or firing 14 soldiers and Senior Officers at ft. Hood and ordering policy changes to address a disturbing pattern of Sexual Assault and violence at the military base. Army secretary Ryan Mccarthy condemning those responsible. Ive determined the issues at ft. Hood are directly related to leadership failure. The acting ft. Hood commander w was. The tragic death of Vanessa Guillen and a rash of other challenges at ft. Hood forced us to take a critical look at our systems, our policies and ourselves. Reporter according to the army the base is known for some of the highest rates of murder, Sexual Harassment and harass encampment the branch. Guillens family speaking out after the announcement. What has the past eight months felt like for you all as a family . Its been a nightmare. Reporter their familys attorney making it clear they want more answers. We were looking for something that was completely outside of the military altogether, outside of the secretarys hands and we did request that congressional investigation and they did pursue congressional investigation. I understand its still on going. Reporter during its review, the fivemember civilian panel interviewed more than 500 women uncovering a high number of unreported instances of Sexual Assault and harassment. What we found is there was a fear of retaliation, all forms of retaliation. Reporter the review concluding the command climate at the base created a permissive environment for Sexual Assault and Sexual Harassment. This report, without a doubt, will cause the army to change our culture. Reporter for the guillen family, the fight for justice, far from over. This is not a political issue, not a race issue, not a gender issue. This is a human issue. This is not only about vanessa, but about thousands of soldiers out there. Reporter based upon the findings of this independent review, 70 recommendations were made, all of which were accepted by the secretary of the army, and were also told theyre announcing a new policy that would better assess situations of missing soldiers. Thats exactly what happened to specialist Vanessa Guillen, and theyre also putting new emphasis on an existing program that hopes to stop Sexual Harassment and Sexual Assault within the army ranks.
