Morning, what are you hearing . Reporter good morning, hallie it is striking that the chief of staff, mark meadows is today saying that perhaps the reason there is a divide between the president s comments and those of his cdc director is mark meadows claims that the cdc director dr. Robert redfield is not close enough to the process. Thats striking because of course he heads that agency as a member of the respects Coronavirus Task force and while the cdc is based in atlanta, we frequently see dr. Redfield in washington participating in those meetings and briefings, those behind the scenes as well as some of those that happen publicly sometimes including the president. The president trying to diminish his undercutting of dr. Redfield by saying it was simply a mistake. Dr. Redfield was addressing congress in testimony that by its very definition requires that it be truthful whether an oath is given or not its a crime to lie to congress, and so with his judgment, expertise and experience, he talked about his concerns about the need for masks and seeing those as one of the best mitigation methods we have available now, and his time line for a vaccine. Heres how dr. Redfield laid it out. I think there will be vaccine that initially will be available sometime between november and december, but very limited supply were ready to go immediately, as the vaccine is announced. I think were probably looking at late second quarter, Third Quarter 2021 i think he made a mistake when he said that. Its just incorrect. When i take a Covid Vaccine its not more effective by any means than a vaccine i think theres a lot of problems with masks reporter so dr. Redfield didnt seem confused or mistaken in the way he presented his knowledge, and we understand that of course a vaccine made ready and approved cannot be distributed to everyone in the country simultaneously, thats logistically impossible and even the white house acknowledges that the first line of defense for a vaccine should probably go to those most vulnerable and Health Care Workers and so forth. So there would be some rollout time the white house is insisting that the time line they have is faster, and chief of staff mark meadows says he would bet on the president and not dr. Redfield thats a question that voters in the public will have to consider, do you listen to the president or do you listen to his top medical and scientific experts . Hallie its a good question, kelly and teases up nicely for dr. Kavita patell, former white house policy director. Who should in your view americans be listening to here, the president or Top Health Officials . Hallie, no matter who, what donald trump says, its always best to listen to Health Officials, scientists, Public Health and candidly the doctors and nurses on the front lines who are dealing with coronavirus on a daily basis, and i think whats amazing to me is that not only do we have tape, evidence, audiotapes of the president kind of admitting how dangerous this was early on, but even if you want to dispute dr. Redfield, who i will admit has had some stumbles in his cdc leadership, that is clear, the message around masks and the data, its not even a message the data is overwhelming when you have the majority of people Wearing Masks you can cut infections in half and even further, hallie, something that doesnt get spoken about enough, Wearing Masks can decrease the severity of the kind of disease you get, if you contract the coronavirus. So there are so many reasons this is not political and to kellys point, redfield was pretty clear and hes using science and data given to him by his staff and also from around the world. The cdc is talking to the same Health Professionals around the world. You i know are i would imagine are still talking to folks, former colleagues, people who still work or connected to the cdc. What are you hearing about morale when Something Like this happens . Yes, ive been its sad, so yes, youre right not only from my time in medical school and residency but just getting to know some of the amazing Civil Servants along the years. Their morale is low. They maintain they have always tried to take the evidence and science and do what they could to send clear messages unfortunately, hallie, as you and others know, those messages get filtered by political interference, and we now have proof of that and theyre incredibly frustrated. I can tell you that a lot of them, ive asked them why do you stay in the job you have these are not very senior, not getting paid a lot, and theyve all said the same thing. If we leave, we are worried at how suscept inl the messaging would be to the political powers, and that is exactly why theyre staying, and they also feel like its their moral responsibility to continue to do the work theyre doing are they perfect absolutely not did they reach conclusions in the beginning that could have been better informed with more data yes. They will tell you thats the nature of Public Health in a swiftmoving pandemic. Dr. Kavita patel, thank you for your perspective kelly odonnell, thank you its a busy day at the white house. Its a busy day in washington, too. Elsewhere in the city the attorney generals on camera and on attack against his own staff at the doj nbc news justice correspondent Pete Williams is here now. Pete, fair to say pretty extraordinary remarks from the a. G. , no yes, this was an unusually hard attack on the career lawyers. The attorney general said theyre not always nonpartisan sometimes theyre so determined to file criminal charges he said that theyre like head hunters prosecuting people, not crimes the attorney general said too much deference is given to career prosecutors instead of politically appointed leaders who could be held accountable at the ballot box in recent years the department of justice is sometimes acted like a trade association for prosecutors. More like that than the administrator of a fair system of justice based on clear and sensible rules reporter in remarks likely to further strain relations with career prosecutors, barr said the Justice Departments politically appointed leaders have the Legal Authority to decide how cases should be handled, not career officials. Letting the most junior members set the agenda might be a good philosophy for a Montessori Preschool but it is no way to run a federal agency good leaders at the department of justice as any organizations, need to trust and support their subordinates, but that does not mean blindly deferring to whatever those subordinates want to do. Reporter barr has been r criticized for moving to abandon the prosecution of Michael Flynn and seeking a less harsh sentence for roger stone Career Justice Department lawyers quit the prosecution teams in both cases. He said that criticism is off base so what do you mean by interfere . Under the law, all prosecutorial power is vested in the attorney general. Reporter the comments come a few days after barr weighed in on the 2020 election in an interview in chicago as an attorney general, im not supposed to get into politics i think we were getting into a position where we were going to find ourselves irrevocably committed to the socialist path, and i think if trump loses this election that that will be the case reporter barr also said in his speech to a conservative college that the pandemic restrictions have gone way too far. Putting a National Lockdown stayathome orders is like house arrest its, you know, other than slavery, which was a different kind of restraint, this is the greatest intrusion on Civil Liberties in american history. And the attorney general said that even though career prosecutors are supposed to make the decisions about prosecuting cases without regard to partisan politics, theyre not always nonpartisan. Hallie pete, what is your insight as to why the attorney general might be making these kinds of comments right now well, i think its possible that, certainly i think actually he believes very strongly in this view that the Justice Department senior political leaders are ultimately responsible and nobody argues with that. Many people may think hes taken this a little too far. On the question of the coronavirus comments, saying that other than slavery the worst deprivation of Civil Liberties, this may be an attempt to satisfy the right that has been saying the Justice Department isnt doing enough in this area, but if you look at what the Justice Department has actually done in court, the number of challenges where it has actually gone in and tried to block a state effort to restrict any kind of attendance or public gatherings under the coronavirus, theyre actually very modest, usually dealing with restrictions on churches, and the Justice Department success rate at court on these challenges have been pretty good so he talks a big, you know, saying its a horrible deprivation of Civil Liberties in terms of what the government has done here its quite modest. Pete williams, live for us there in washington, pete, thank you. I want to bring in new york congressman hakim jeffries, Democratic Caucus chair and member of the judiciary committee. Thanks for being back on the show good morning, great to be on. You sit on a very clearly Relevant Committee as it relates to these new comments from the attorney general i want to ask you, given what we just heard from a. G. Bill barr, what do you make of those remarks . First of all, slavery is not a restraint. It was one ofthe worst crimes against humanity ever committed and the casual way in which he referenced it pretty much tells you all you need to know about bill barr, and his inability to pros proce process the dynamics as it relates to the systemic racism in the soil of america for 401 years. Weve come a long way and still have a long way to go. Bill barr is in no position to try to get us to a more perfect union. Thats the first observation that i have. Secondarily, career prosecutors by and large follow the facts, apply the law and are guided by the United States constitution the political appointees including bill barr himself, has consistently undermined the rule of law by making political decisions such as trying to promote and facilitate leniency for trumps cronies, like Paul Manafort or roger stone or Michael Flynn. So his remarks are baseless, but par for the course in terms of what weve seen from this attorney general your committee has oversight of course of doj of barr essentially. Are you planning to do anything about those comments in the congressional level . Do you believe these remarks are disqualifying for the a. G. Or would you not go that far . Thats a decision that ultimately i think needs to be made by the speaker in consultation with chairman jerry nadler we recently did hold an oversight hearing where it was clear that bill barr is out of control, but the Trump Administration is out of control. Donald trump has a masters degree in chaos, crisis and confusion and a ph. D. In deception, and were going to continue to remain focused as a house Democratic Caucus on delivering for the people particularly as it relates to a meaningful congressional intervention to address the pain, suffering and death being experienced by Everyday Americans in the context of coronavirus pandemic let me ask you about the pandemic, because if you saw the top of the show, you saw a reporting on these mixed messages, the president contradicting his own cdc adviser on a couple of fronts, both the effectiveness of masks and the time line on Vaccine Distribution do you have confidence in the process of distributing a vaccine once that does become available . No, certainly not under a Trump Administration if joe biden is to become the next president of the United States of america, i would have confidence and that is based on the track record of the Obama Biden Administration and dealing with Public Health issues as compared to the track record of the Trump Administration, which during the early stages of this pandemic, he couldnt even figure out how the United States of america, the wealthiest country in the history of the world, can manufacture cloth masks and or cotton swabs for purposes of a coronavirus test the administration has failed on testing, tracing, and treatment, and so theres no reason to believe that theyll be successful with respect to vaccinations if you are a sitting member of congress, sir, and you have these kinds of questions about the coronavirus response, what are folks sitting at home, every american supposed to think of this well, this is the reason why we believe the American People are very alarmed about the unmitigated disaster that has been the Trump Administrations response to the covid19 pandemic when you look at the level of pain, suffering and death, its extraordinary, almost 200,000 americans have died, and the president doesnt seem to care you talk about pain, suffering and death. There are a lot of americans who want to see frankly congress do something to help them out here. There is still as i dont have to tell you, no deal on a relief package but even some members of your own party are raising real concerns about this. Congresswoman abigail spamberg from virginia reportedly said her conviction is to do her blankblank job and come up with a solution for the American People you had congressman jason crow saying we cant wait around forever for a perfect proposal are you concerned the democrats may be at risk of political harm because washington cannot come together to do something on covid relief our covid19 Pandemic Response is not about politics its about people. On may 15th, we passed the heroes act, a 3. 4 trillion intervention to provide relief to the American People we recognize that we are in an era of divided government, and we are willing to meet the Senate Republicans and the Trump Administration halfway they havent put forth an adequate proposal to deal with the size and scope of the pandemic thats afflicting the American People. Even some of their own members of the senate have made that clear and most recently President Trump said to the republicans, do more spend more now we need the president to come to the negotiating table so we can get to a place where we do something meaningful to address the extraordinary nature of this crisis congressman Hakeem Jeffries a lot of headline this is morning. Appreciate you taking the time to all about all of that thank you. We also have more ahead on this show, including the democratic ticket in battleground pennsylvania today. Vice president ial nominee senator Kamala Harris is about to land in philly. This morning, democratic Vice President ial candidate Kamala Harris is headed to pennsylvania where she has a full day of stops lined up joe biden is holding a town hall later on and the backdrop two new ads outthis morning, spotlighting the state and blanketing multiple battlegro d battlegrounds with messages on the economy and the president s pan themmic response i voted for interest ump trud ill be the first to tell you i made a mistake the pandemic is tough on everybody. Hes neglect on how he informed the people reporter one of the places in the spotlight, wisconsin, that is where President Trump is heading tonight setting up another round of duelling events the. The holding a Campaign Rally at an airport hanger. Ali vitale and Steve Kornacki. Joe biden is pushing hard on the democrats game plan for trying to flip the senate hes going to be talking with senators today right . Reporter exactly right its about the top of the ticket bringing along down ballot candidates, in this case joe biden trying to rally Senate Democrats in a call today when he speaks to the caucus before heading here to pennsylvania once again and why the battleground tripds sore important. You think about what the democratic strategy was in 2018. This is now an example of it writ large joe biden taking the kind of moderate persona that he has and putting it at the top of the ticket, hoping that it succeeds in the same way that it worked for democrats that were able to flip a lot of districts across the country red to blue and helping them retake the house in 2018. Kamala harris is coming to philadelphia, working on the campaign trail parallel track meeting with stakeholders in the democratic party, trying to make sure that they turn out and that they bring their friends, too. One of the keys from 2016 was not just turning out the Democratic Base but making sure that they turned out in greater numbers than ever before so thats why today were going to see Kamala Harris speaking with latinos, just as she has across the country in florida, for example, she did a roundtable with black americans talking about the issues that are facing them, in nevada talking with hispanic voters there about the issues facing them all of this meant to bring these stakeholders together, build that Biden Harris Coalition and also apply the crises weve seen facing the country, the pandemic, recession and unrest around Racial Injustice a plying the crises and par laying it into getting the folks out to vote hallie ali, thank you. Steve, lets talk about some of the Key Senate Races theres a bunch of new polling out a lot of people are looking at especially in places like maine and South Carolina talk to us about where things stand. Some of these top targets for democrats, some that may be emerging for them. A couple different pollsters with new numbers this one out in maine from quinnipiac shows the challenger to susan collins, sara gideon by 12 points. Some polls suggest collins is in trouble. We havent seen one quite this lopsided, 12 points but obviously it continues the trend of collins being behind here there is a question if you put all the polls together how far behind she is but obviously this continues that encouraging news for democrats web they look at the senate race. Collins has been there for 24 years. Democrats have tried to beat her before this is probably the best shot theyve had. Also helping the democrats in maine, biden leading the president ial race by 21. Maine does the electoral votes by Congressional District. You get two electoral votes in maine, if you win the state and you get one each for the Congressional Districts. Check this out they have biden leading the second Congressional District of maine by nine points this was a trump district in 2016 donald trump won the second Congressional District of maine by 10 in 2016 so trump actually got an electoral vote from maine in 2016. If this holds, if what quinnipiac is finding holds up on election day its a flip of the democrats of an electoral vote biden gets four electoral votes out of maine in 2016, Hillary Clinton only got three. Thats worth keeping in mind, too. South Carolina Senate race a surprise certainly Jamie Harrison the democrat running close to graham in other polls. We havent seen them getting this close to 50 . Also notable trump leads South Carolina president ial horse race by six points. Trump is over 50 its graham who is lagging behind trump in South Carolina Kentucky Mitch Mcconnell Senate majority leader comfortable ahead of amy mcgrath in that race according to quinnipiac North Carolina this is one the democrat leading in this poll here, tom tellis the republican incumbent. If democrats want to get that majority, North Carolina is looking critical to that biden continuing to lead by a few points this is the usa today suffolk poll and one of the top democratic targets, mark kelly against the appointed incumbent Marta Mcsally in arizona weve seen polls with kelly ahead of mcsally at the president ial level a state biden believes he can flip it was a trump state by a few points in 2016 arizona critical to the senate math for democrats as well and again, weve seen kelly consistently leading mcsally out there, ali yes, listen, so much talk rightfully so about the president ial race but the senate races especially one of the ones youre pointing out are testifily ones to watch. Steve kornacki and ali vitale, thank you both tomorrow we have exciting news to share were getting the road warriors band back together on msnbc for a special report, minnesota becomes one of the first states where people can start voting in person im going to be joined after this show by kasie hunt, Jacob Soboroff katie tur and Steve Kornacki at 11 00 eastern tomorrow do not miss it after the break, we are headed to the gulf coast where massive flooding has trapped people in pensacola. Com back now breaking news on storm sally which was a hurricane when it made landfall. The Mayors Office in orange beach, alabama is confirming within the past little bit here the first death from that hurricane. You also have hundreds of thousands of people in alabama and florida without power this morning after sally slowly ripped through the gulf coast most of the day wednesday. She brought with it heavy rainfall, up to 30 inches, a strong storm surge, powerful winds and a semiflipping over because of the killer winds on a highway in mobile bay. Folks are assessing the true damage of the storm. Listen to this it was tragic a lot of homes flooded, a lot of boats aground and saw severe impacts to peoples personal lives. Nbcs sam brock joins us from the hardhit city of pensacola in florida give us a sense of what youre seeing as people are waking up to today reporter hallie, good morning. There is a wide spectrum in terms of the type of damage of what weve seen, roofs that have been sheared off of houses, trees uprooted, aluminum and vinyl siding wrapped around objects downtown the marine may be the most jawdropping a couple owners are assessing the damage of this shed, they run a sailing academy. The said of it ripped off and nine different boats, some of them are submerged underwater at a 40degree angle with different boats piled on top of one another. You see a mast over my shoulder here theres a boat underneath submerged, tens of millions of dollars of damage it not more. Folks remember ivan and this is worse. It claimed 100plus lives, caused all sorts of damage in pensacola. In terms of what theyre looking at the day after, theyre telling me this is worse roughly 210,000 customers in the state of florida that have no power. The issue yesterday the wind was howling so fast it was too dangerous for crews. Threemile bridge or the pensacola bay bridge is missing a chunk of concrete, the main avenue to pensacola to pensacola beach. That could take months to fix. We saw video of that, sam thank you for being on top of the story. Appreciate it. From one disaster now to another, out west firefighters are struggling to try to contain the devastating fires torching much of the west coast and a change for continues in california potentially things could get worse today with dry air moving in. One of the big concerns air quality. Portland, organize o, and seattle, washington, in the top five big cities with the worst air quality in the world were not just talking about the country, in the world. I want to bring in democratic senator of oregon jeff merkley thanks for being with us good to have you back on the show you and other lawmakers in oregon announced a federal Public Health emergency because of what we talked about, the terrible air quality because of the fires. Portland is ranked number one farce the worst air quality. What does this declaration do to help you fight that and are you getting the federal help you need absolutely, we got a Quick Response from the government approving that it brings in an administrator who will help with the Health Programs in the region, opens up Health Resources to assist with the major disaster resources so its another piece of the puzzle and quite frankly, i had a zoom call yesterday, the first three people who talked all three suffering with various ailments from the smoke inhalation. It is something weve not recognized in past fires the smoke is becoming more and more of an issue it is something were seeing visibly as far away as the east coast as well. Dan coast the former director of National Intelligence is out this morning with an oped in the New York Times saying congress should form a Bipartisan Committee focused on Election Security to monitor voting and ensure laws and regulations are followed the president is tweeting perhaps we may never know the accurate results of the 2020 election, a claim which there is no evidence. Do you believe that congress should as d. I. Coates says form that committee what do they do here i think about how a major russian strategy is to undermine the credibility of western democracies and the United States casting doubt on the integrity of our elections and now the president of the United States is doing the same thing, threatening voter intimidation, encouraging voter suppression, calling for armed individuals to be at the polling booths say he wont necessarily accept the results of the election. The basic idea dan coats put together is sound. Hes saying we cannot accept these attacks on the integrity of our election. We need to have a highlevel commission of people respected in a seires is of fields, coming together monitoring our own elections the way we normally monitor a foreign governments election to make sure their elections have integrity its a reaction to the challenges President Trump is creating by undermining our own system Something Else in the news here lawyers alleging abuse by i. C. E. Women told the attorneys about the abuse. The nurse filed a whistleblower complaint complaining a gynecologist had unnecessary procedures i. C. E. Is disputing the allegations in a statement says there have been two hysterectomies that happened at that facility since 2018 and lasalle the company that runs the center did not comment publicly because of a pending review but stress theyre firmly committed to the health of those in their care. The doctor has vehemently denied these claims is this a story youre following and do you have information or guidance of how you may move forward in it . I was struck with a series of issues with coronavirus medical records were fabricated that requests for medical treatment were shredded that individuals requesting tests for coronavirus didnt get them, that those who had tested positive were commingled with people without protection and this stunning situation where hysterectomies were apparently performed according to the whistleblower without the approval and understanding of the women the college of gynecology says that in a situation with incarceration, there should be extensive, extensive documentation of a request because of the potential for abuse. I do feel we have seen so many abuses of immigrants, of children, of adults that this is one more case that needs to be fully looked at. We need a different system and a different attitude where we dont view abusing immigrants like this administration does as a strategy to deter immigration. It breeds a philosophy and a culture of abuse senate jeff merkley of organize oh, thank you for being with us. We appreciate your time. From the city of new york may mayor bill de blasio said Public Schools will not physically reopen monday as planned instead schools will do hes calling a phased in reopening by grade levels over the next few weeks. This is the second time the city has delayed the start of inperson classes. New york of course is the countrys largest Public School system right now on capitol hill, top democrats, nancy pelosi and Chuck Schumer, are expected to take questions from reporters any minute it comes as the speaker is facing pressure from members of her own party to move on a Coronavirus Relief bill. Listen that he would refuse to come before the committee after committing to do so should appall every member of this committee, insisting mr. Wolf keep his commitment to testifying before congress isnt playing politics its doing our job since my dvt blood clot. I wasnt sure. Was another around the corner . Or could things go a different way . I wanted to help protect myself. My doctor recommended eliquis. Eliquis is proven to treat and help prevent another dvt or pe blood clot. Almost 98 percent of patients on eliquis didnt experience another. And eliquis has significantly less major bleeding than the standard treatment. Eliquis is fdaapproved and has both. Dont stop eliquis unless your doctor tells you to. Eliquis can cause serious and in rare cases fatal bleeding. Dont take eliquis if you have an artificial heart valve or abnormal bleeding. If you had a spinal injection while on eliquis call your doctor right away if you have tingling, numbness, or muscle weakness. While taking eliquis, you may bruise more easily and it may take longer than usual for bleeding to stop. Seek immediate medical care for sudden signs of bleeding, like unusual bruising. Eliquis may increase your bleeding risk if you take certain medicines. Tell your doctor about all planned medical or dental procedures. Whats around the corner could be worth waiting for. You can bet the House Speaker is spilling out in public over covid19 relief, middle of the road vulnerable House Democrats airing out their frustrations with the speaker publicly calling on her to change her hardline strategy negotiations. Some republicans are trying to convince gop leadership to force a long shot vote that could oust pelosi from the speakership. Republican leader Kevin Mccarthy is dismissing that effort. It wouldnt work anyway but gives you a sense of how things are working or not on the hill i want to bring in nbcs Leigh Ann Caldwell, joining us from the capital. Leigh ann, this is a moment Speaker Pelosi is facing pressure from inside her own caucus what are you hearing from sources in reporter im hearing the words frustration, im hearing the words angst and nervousness over and over again from a lot of these House Democrats, who are worried about the upcoming election that is just a few weeks, six weeks away now, and this tied with the fact that Unemployment Insurance ran out nearly two months ago. Ppp loans have expired so representative abigail spam berg spambespam spamberger on the phone with plosie saying her conviction is to do something to act to provide relief for the American People i spoke with spamberger yesterday, shes from virginia and told me the same thing she reiterated what she told pelosi that shes really frustrated that there is nothing being done, but meanwhile on the messaging front, Speaker Pelosi and democratic leader schumer, theyre holding an event at any moment, calling for the senate and the president to provide 75 billion for testing so theyll hound the messaging on the need for action, while she has to confront her frustrated and angstridden democrats hallie Leigh Ann Caldwell live on the hill well bring you any headlines if they happen in the next couple of minutes we take you on the ground to kentuckys capitol, watching a couple other live events on a covid clash there. Right now the state Supreme Court is hearing a challenge from the Republican Attorney general and several business to the democratic governors orders how to handle the pandemic protests against the governors restrictions cal perry is there, tell us about the decision and reaction and politics at play here reporter hey, hallie people are milling about we had the end of the speakers, some people are starting to head home this is over some executive orders that the governors trying to push through, more than 100 restricting some number of folks in restaurants for example, number of children who can go to day care facilities, a mask mandate that would be almost universal across the state being challenged in the Supreme Court by as you said a Republican Attorney general who doesnt believe the government should have power to make executive orders people are agreeing with the attorney general, they do not want the mandates, specifically talking to people against a mask mandate and they believe that the businesses should be able to decide for themselves. The Supreme Court hearing the arguments right now inside the capital behind me. We dont know when they will make a ruling. Based on what some of the other states have been through like pennsylvania we can expect that ruling shortly hallie cal perry live in kentucky. When we get that ruling, i know youre staying close to the camera, please come back and share the news with us we are keeping an eye on questions we may get any minute from nancy pelosi and Chuck Schumer and talking about a couple other topics as well, including flu vaccine manufacturers ramping up production ahead of this years flu season all of it in the middle of a pandemic what you need to know before you get your flu shot.
