Breaking developments on Hurricane Sally as we come on the air right now. A slow motion disaster with the gulf coast getting inundated with torrential rain, storm surge, strong winds, the National Hurricane center says flooding will probably be catastrophic and they call it life threatening were talking about three to four inches of rain every hour, within some spots totals of three feet of rain you can actually walk faster than this storm is moving as it just sits and dumps water on the region sally made landfall just within the last few hours, near gulf shores, alabama, as a category two storm. Winds were stronger than 100 miles an hour, youve got tornado warnings and watches in effect, with 26 Million People feeling the effects of sally it comes exactly 16 years after hurricane ivan devastated the region good morning, im Hallie Jackson in washington with our nbc News Reporters on the ground in the storms path ali velshi in orange beach, alabama, not far from where sally made landfall. Chris janicing in mobile and bill karins is following the latest track of the hurricane. Ive been watching your shot, youve been seeing a ton of wind, i understand reporter yeah, rain is gone here, but look at this wind, windsurf behind me we still have the remnants of this thing this came in made landfall at 6 00 this morning. And hours later we still have this kind of wind. The center of the storm is 17 or 18 miles north of me this is im in almost at the florida alabama border pensacola, florida, over there Chris Jansing is over there in mobile i will say overnight, came in with top winds of 105 miles an hour ive been doing hurricanes for 15 years, hallie my crew and i were all worried that our windows were going to smash in, all of our rooms are weight it was really, really rough overnight. We had 24 inches of rain just here in orange beach there is flooding, wide spread flooding, boats in the street of orange beach right now there are about half a Million People in this region, without electricity. And, of course, they cant start rees ree rescues or repairs with the winds at these levels. This rain started yesterday afternoon. And over here where i am, carried on until 9 00 this morning or Something Like that were probably still going to get bands of rain all the way through to 2 00, 3 00, 4 00 this afternoon. What happens is that the water gets drenched, root systems get drenched, trees fall over, more power is lost, of course, they cant get those bucket trucks up to start fixing that just to give you some perspective, hallie this is the fourth hurricane to make landfall in the continental usa in 2020. Thats a record we havent seen since 2004 as far as named storms go, Tropical Storms and hurricanes, it is the eighth one to make landfall this year we havent seen that since 1916. So whatever you want to call it, h i happen to think it is Climate Change the winds are getting atracted to the coast these storms get bigger and bigger and more damaging but there is a great deal of damage around here i will tell you, orange beach, in alabama, one of the nicer places around here, like a resort, some beautiful buildings and stuff, a lot of the coast to the west of me and to the east of me is not nearly as developed. They got hit hard in other hurricanes in the past some things still not rebuilt, and some houses and buildings are not meant to withstand even a storm that is not that big not that powerful as a category 2. Let me tell you, 105mileanhour winds sustained for hour upon hour upon hour with rain coming down makes for quite a damaging and dangerous storm. We havent been able to venture out yet and get a real sense of how bad the damage is around here, hallie. Where you are, one of the most visited resort beaches as youre talking about, well see you later on in the show to Chris Jansingi innow 90 miles northwest. Debris is flying through the air as you well know what are you seeing on the ground there reporter they just left, but we saw some Police Officers picking up some huge pieces of plexiglass and moving them the concern is once they come down off of these roofs theyll get picked up again and go flying and here is the other major problem, this is a pretty small tree around the corner we saw two more of them same thing that ali was telling you, we havent been able to see how widespread the damage is but i have been able to talk to some city officials who tell me they have 100 trees and theyre not talking about small trees. Theyre talking about decades old trees, some of them going into houses. There is a woman who is trapped in her bed this morning. It was still dark out, predawn hours, and they were able to get rescue crews out there but the problem is then there so many of them we hear some sirens going now. Look at the debris along this side of the road this is an area where there are a lot of hotels, were just near the river. Just stepped on a big piece of insulation there is all the insulation that has come down. For some reason, lots of mardi gras beads as well this stuff was really flying earlier today. They say that we can continue to get some winds, some rain, the rain has let up now. But continuing throughout the day until 4 00, 5 00 this afternoon. So thats the real concern here. See what we just saw, that piece of plexiglass is the reason that the police were out here moving it, because that piece just flew from over there and up came up on the side now that the winds are picking up again and they also have a major problem with alls they downed trees, with Power Outages, a quarter of a million of them along all there goes the big gust, along the alabama gulf coast, and this is what happens when you just have all these winds and they start to move around and things start flying. And it is too dangerous to get a lot of crews out so all those Power Outages, they have been staging for electrical crews to take care of things, they have outside companies in addition to the folks from alabama who are just tree cleanup, but, again, they have to wait until it is not dangerous for them to be able to go out, so theyre only responding to people who are in life threatening situations, like those people, hallie, wow, like those people who have actually had trees hit their house and they feel like theyre in dacnger thats what were watching for throughout the day ali was talking about winds over 100 Miles Per Hour we had gusts up to 85 here, 83 on mobile bay. And look at some of the stuff just flying around wow. You can see how the wind were going to move out of the area of danger, hallie, but thank you so much. I was going to say, go get some cover, yeah Chris Jansing, thank you i want to make sure youre tucked away in a safe place there. The gusts keep popping up in mobile, alabama. Bill karins is with us to track the storm. I know youll be joining us later in the hour, we get an update from the National Hurricane center but this thing aint moving fast, which means people are not going to get relief anytime soon. Yeah, hallie. I like to think of these storms as they do as expected, are they underachieving or overachieving . This will go in the category of overachieving. We expected the rainfall, were getting that, were going to watch near record major flooding on the rivers in the days ahead. The winds last night were more substantial than we thought they were going to be before landfall, the storms s intensified. We bring you the bipictures fro gulf shores and pennsylvan pensacola. The winds are pretty intense, gusting 40 to 70 Miles Per Hour. Just because the rain is over with, doesnt mean the wind damage is completely done. The storm will weaken from here, thats as expected as it goes over land. By midnight tonight, it is still only just north of crest view and areas of southern alabama, so still moving painfully slowly, and that will yield additional heavy rainfall amounts. With we go through thursday, through areas of georgia, friday we go through areas of South Carolina so it is going to rain that whole path here is what is left of the eye, you notice pensacola, finally trying to get into calmer weather, i notice that the storm surge peaked at 5 1 2 feet in pensacola, now the water is beginning to recede ever so slowly they dont have a blowout wind coming from the north or from the west yet that will come later on tonight. But the water has peaked in pensacola bay. If anyone is watching in that area with interest, the water level should not get any higher than what they are right now they did peak 4 to 7feet in this area. We have to watch out for potential of tornadoes throughout rest of the day today, hallie. We still have a lot of concerns, especially if areas of central portions of alabama, thats where the heavy rain and thats where the worst of the flooding is moving in now bill karins, well see you back later in the show, thank you. Right now were getting slammed again with winds bill talking about the fact this ended up being a stronger storm from wind speed perspective than we had envisioned. Went to bed, a lot of folks, it was 85 miles an hour sustained winds and then upticked to 105 this is basically a Swimming Pool of a parking lot where im standing whether we got out here at 4 00 this morning, hallie there was no water where i am. There was some in the street now it is a continuous lake. All these streets here are just covered in water we see some folks really over my shoulder, check this out, standing on the pool area of that hotel just overlooking the sea of water. They have nowhere where they can go people are trapped now, power is out, youre looking up and seeing no light posts on there were tens of thousands of Power Outages in pensacola and the storm surge at one point hit about 5 1 2 feet there is still high tide, it is going to be coming in the next couple of hours. That will lift this up even more if the wind stays where it is, pushing that surge in, it is possible we can see more escalation of some of the flooding right now and there was unusually projections of 20 to 30 inches of rainfall. But just northwest of here, they already registered 33 inches, we have hours left to go of rain. This could end up smashing records. I will give you this right now, in pensacola, the single day record coming in today was 11. 6 inches they already doubled that at least already today. Hallie and you are thinking of folks there who will be dealing with more and more water as the day goes on. Sam brock, thank you for that. Youll stay close it a camera. I want to bring in the mayor of gulf shores, alabama, robert kraft. Thank you for being with us this morning. I know Hurricane Sally made landfall in your town before 5 00 a. M. Your time. Tell me what the situation is at this hour, what are you looking at as far as potential rescues and the Emergency Response we still have significant flooding going on in our city. And thats our biggest problem here we i was on the council in 04 when ivan went through i lived here during frederick and big storms like that, huge storm surge pushed a lot of water in, but we didnt have any the amount of localized flooding like this. Our entire city is under water the majority of Baldwin County drains to the south. And it drains into our area. And were we have the gulf of mexico on the south side of our city, and then intercoastal water way on the north, and both of those have overflooded and our city is under water. Tell me what youre doing about it i imagine your Emergency Responders are out did people evacuate like they needed to . What is the biggest concern at the moment given this historic situation . Biggest concern is our roaded are flooded and we cant get around so our ability to start cleaning things up and power lines down everywhere, were in a wait situation, still raining here, the wind is still blowing. We cant get bucket trucks up to fix power. Were just shut down and waiting on this thing to finalize before we can start cleaning up as far as our human issue, we had it overnight, we probably had more than 50 human rescue calls for our paramedics and fire police to go rescue folks from rising water. We are more of a residential area of beaches. We got our fair share of big nice condoze, but we alre a residential beach. A lot of people didnt leave when water start getting into their home, we had to rescue them we had to open up several temporary shelters and we probably have 50 plus people in shelters because their homes flooded. Wow when was the last time there you remember Something Like this happening where you are . I imagine maybe ivan. Ivan in 04 that was devastating, but it was a different kind we knew it was a at one point in time ivan was a 5 and we were looking atmajor damage and we did mandatory evacuate everybody. This thing coming in at a 1 kind of sucker punched us, everybody. No one took it as seriously including me as we should have and trying to force people to leave instead of telling thm th them they need to leave. We wont make that mistake again. Two officials will be there testifying as the Associated Press reports on that new vaccine plan that were expecting to hear more about. Here are three big takeaways from that. First, most vaccines are expected to require two doses. Second, the first priority, thats going to be essential employees, people in vulnerable groups, health workers, and the third piece of this, important to know, patients should receive the vaccines for free. Leigh ann caldwell is on capitol hill with the latest reporter we just obtained the Opening Statement from the Administration Officials on what theyre going to tell the committee it is extremely long, about 20 pages were skimming through it. It was actually extremely vague on what their plan is for the vaccine. It didnt go into the same detail that the ap report, especially the mention that the vaccine will be free were going to be listening to the officials testimony to see if they do actually confirm that, and say that but, hallie this hearing comes as there is a lot of skepticism and as the hhs and cdc are getting a lot of pressure about the politization of these agencies and a new nbc news survey poll showing that just 39 of people are planning to get the vaccine and that is down from 44 last month. So the officials today growing to have to convince the American Public that this vaccine is safe, that there is a plan, and that they can have confidence in this administration, hallie. Also some new reporting on more and more pressure building on House Speaker nancy pelosi, not from republicans, not from the white house, but inside her own party on negotiations for some kind of relief bill what are you hearing reporter thats absolutely true, hallie this treasure has been building, it has been happening for over a month now as these talks between the administration and democrats have completely been stalled but now that the election is just so close, less than 50 days away, as people out in the country are continuing to suffer the economic consequences of the pandemic, so many of pelosis moderate front line members who are at risk of losing their election are pressuring Speaker Pelosi to do something theyre not outlining what that is, perhaps it is voting on a new bill that has passed by democrats to show the public that they are willing to act and perhaps more importantly to get back to the negotiating table with the administration, pelosi is saying that the members will stay and continue to work on it. A lot of people dont want to wear masks a lot of people think the masks are not good. Joe biden is trying to go after the president on this issue today. Hes set to get a briefing soon from his own Public Health advisers before laying out his plan to distribute the vaccine if hes elected. Mike memoli, as we get ready to see biden where you are this afternoon, President Trump is trying to go after him on masks and the coronavirus. Watch this a good question is you ask, like, joe biden, they said were going to do a National Mandate on masks you called on all governors to have them he didnt do it he never did it. Mike, bidens response to that was, well, im not president yet. We expect to hear more of that kind of line from him later on this afternoon reporter absolutely, hallie. It is one thing for the trump campaign, the president to go after bidens record, things he did as the Vice President in the obama administration, to go after things he did as a senator in 36 years. Another thing entirely to be attacked for things he was downing as a private citizen when he didnt have the levers of youre in President Trump had. You see the Biden Campaign responding very quickly with a tweet in which biden said, to be clear, im not president he had to remind voters very often that hes running for president , that hes not president just yet but, especially in light of what we heard in those audiotapes from bob woodward and his new reporting, the former Vice President taking an even sharper tone as he attacks the president for his handling of the coronavirus. Lets listen to what he told our colleague jose diazbalart in an interview with telemundo last night. He knew how deadly this pandemic was, and he denied it he didnt say a word to the American People about it it is near criminal the way hes handled this it is absolutely bizarre reporter and, hallie, of course, the coronavirus and the president s handling of it has been front and center for the Biden Campaign hes talked about what the president should have been doing to try to prevent it from spreading in the u. S. , talked about what he would be doing as president to try to mitigate it. Well hear more from him today about the next step in terms of a vaccine. He wants to lay out very clear questions that he thinks the Administration Needs to answer in order to really reassure voters that if there say vaccine, it is being guided by the science and not by the politics leigh ann laid out the poll numbers that raised real concerns among the public and whether theyll be reseptembcepo that an opportunity for biden to address that today. Another thing the Biden Campaign is doing is boosting its ad spending with a lot of new spots focused on healthcare. That is something that also came up with President Trump. Watch. Should preexisting conditions, which obamacare brought into brought to fruition be removed . No. Please stop and let me finish my question, sir should that be removed were going to be doing a Healthcare Plan very strongly and protect people with preexisting conditions. I have it already. And even most recently he made the commitments and major interviews and we have followed up consistently asking the white house when we can expect to see drafts of any of those plans they only just kicked the can down the road saying there might be action to come, but it was notable you have the president there saying he has it already the question obvious there to many viewers and voters is then why not release it why continue to talk about something without actually backing it up, so few days until the election, which he did also on the subject of immigration. But notably on the pandemic, last night, he was asked if he would do anything differently, anything rehe great grets aboutt six months or so and he said no, he wouldnt change a thing, he would do everything in the way, in his words upplaying the virus, though, of course, he said in an audio recording with bob woodward he meant to downplay it. Reporter i ive been doing this for 15 years, i couldnt believe as this thing was coming through. It came in as a cat diegory 2,. It was sustained it was vicious it was hard. Look at it now this thing is 20 miles north of the shore and look at the force were getting. Look at the surf behind us the point here is that it is raining again, the rain is not finished these areas have flooded power is down. Trees are down no surprise there that alis shot went down go ahead, ali. Reporter as long as the wind continues to come, trees still come down. So were not out of the woods yet. Im looking forward to that 11 00 report but there is probably still 20 more miles of storm behind us to come in. And make its way inland, hallie. Tropical storm related we really cant get out and do much assessment. Our teams cant until we can do it safely. We have done some preliminary. We know we have where we have flooding for both the rain and the storm surge. Were hitting high tide here, so hopefully the winds come out of the opposite direction. Thats leading me to believe we have turned around and can start a lot easier and well start seeing some receding of the water and we can get back out there and get start getting people taken care of that would be the hope. Your phone line is a little crackly. Youre saying you do not have a good sense of the assessment of the damage at this point, when do you expect to have that we dont get our crews out until we know it is safe we get our people out, we have done some preliminary stuff. I know roads are blocked at this point and things but we havent done a full assessment of what is going on right now, like your person in gulf shores, were hoping for the wind to die down and we can get out there and do an assessment just not having the rain is a big thing. There is something if you have people in pensacola that can hear you, do not get out right now. We have a lot of people, our police are having to deal with gawkers showing up and they dont realize there is too much water. So right now we need everybody to stay at home until we can get out and assess it. Thats what our police are responding to at this particular time, dealing with individuals who are out trying to and creating more work for us without really getting anything done so we need we will be out there assessing very shortly, but we dont want to get out until we know the winds died down to a safe enough environment for them to operate. From the gulf coast to the west coast, were all over the devastating wildfires. You got firefighters working around the clock now, battling the flames that have killed at least 36 people, scorched millions of acres and destroyed thousands of homes and here is the story today. The air quality, it is toxic it is being compared to smoking hundreds of cigarettes a day here is a comparison from seattle, you can see the smoky haze obscuring the space needle. Look at that shot. Thats before and after. You had last nights game between the mariners and giants postponed because of that bad air quality in seattle i want to bring in Steve Patterson in irwin dale, near los angeles, where firefighters are going after the bobcat fire, theyre trying to make sure the observatory there doesnt end up going up here. Yeah, hallie. This fire emblematic of the fires were seeing across the west it is ferocious. It is fuel driven, burning and an incredibly difficult position for firefighters to get a handle on it is relentless we came to this fire last week, when it was less than 10,000 acres. And just one day last week it blew up 10,000 acres in just that time. It is now speaking to firefighters more than 44,000 acres. It was at one point 6 contained. That containment has now dropped to 3 . So incredibly difficult to fight. Lets talk about what sat stake. You mentioned the mount wilson observatory, more than 100yearold observatory, historical site, firefighters reporting yesterday it was 500 or feet or so from that observatory. Firefighters today tell me it is literally at the doorstep of that Historic Site but not only is that Historic Building and structure there, it is also the site for incredible amount of infrastructure cell phone towers, radio towers, Television Broadcast towers, firefighters tell me if that mountain were to be lost, there would be another communication blackout in this area which would further complicate and make the fire fight even more difficult. The good news is they say they built a containment line around those structures on top of that mountain, about 85 all the way around but, again, that does not preclude the fire from jumping that line as we have seen it do multiple times, this fire has a mind of its own and it continues to rapidly expand on all sides back to you. Back to washington now, with intense reaction to the blistering report out this morning, the long awaited report from the House Committee investigating those boeing 737 max crashes. This committee spent 18 months looking at what happened inside the company and the faa and is now calling the crashes the horrific culmination of a series of faulty technical assumptions by boeings engineers, a lack of transparency on the part of bogue boeings management and gross oversight by the faa covering it all is nbcs tom costello tom, you have been all over, it seems like, every minute of the ins and outs of this since the crashes happened what happens next with these planes and what else are you hearing . So you may recall that this was the dominant story of 2019, right. We were reporting day in and day out about these planes being grounded at 346 people died because of these two crashes overseas the planes remained grounded right now the faa has already dumped some certification, recertification flights. It would anticipate it may be approving this plane for flight within the next few months it may fly again actually in the winter what this congressional report does is really kind of summarize what we already knew, there is really no smoking gun here, because all of this has been thoroughly reported over the last year, year and a half and the bottom lays the blame for these two crashes at the feet of boeing and the faa for failure to conduct proper oversight. What it says is boeing got caught up in a race to compete with airbus. It made deadly assumptions about the automated anti stall system called mcas, assumed it wouldnt go off inadvertently and assumed any pilot could recover if it did. It withheld critical information from the faa the faa overdelegated Inspection Authority to boeing. The faa sided with boeing as opposed to its own experts on the concern of mcas. 346 people died in two plane crashes. So both boeing and the faa insist they have learned their lessons. They instituted deep changes to ensure that nothing like this happens again. Theyre fixing the 737 max again, it could fly some time over the winter. Despite the fact that the pandemic has really grounded the entire Aviation System worldwide, airlines are waiting for that plane they pay for them and they want them back in their fleets.
