Becoming the first black woman, also the first asianamerican and just the fourth woman in u. S. History on a major Party President ial ticket. This morning, what she brings to the Campaign Including a new jolt of excitement for democrats as well as republicans. With President Trump already on the attack, how he plans to go after his newest general election opponent and if his attacks will stick. Our team is spread out covering every angle of this story. Lets start with nbcs andrea mitchell, in wilmington, delaware, this morning, ahead of their joint debut. Also with us, msnbc contributor yamisha alsindor and carol lee live at the white house. Andrea, lets begin with you, what can we expect for this big kickoff . Well, were here at a school in wilmington, it happens to be the school where joe biden usually votes. And this is where hes going to appear socially distanced with his running mate. This is their first joint appearance, you saw the video, which was of him asking her in a chat online to be his running mate and her response, the rest of that video has wonderful, you know, very evocative, biographical pictures showing shes the daughter of immigrants, a passion for equal justice her entire life, she identifies herself as black, she is biracial, she is descended from indians as well as her mother an immigrant from jamaica. There is this wonderful history in terms of american diversity. And, of course, immigrants rights, equal rights, for black women who are a core of the Democratic Party base, who did not turn out in sufficient numbers in big cities for Hillary Clinton in 2016, not in philadelphia, not in detroit, in cleveland, in other cities, milwaukee. So that is, you know, key no accident im mentioning the places where they lost the election, Everything Else aside, and all the other Everything Else you can argue about that election, the big difference in the electoral map was, of course, pennsylvania, michigan, and wisconsin. And so that is a major focus as well as the rest of the country and how she can appeal very broad broly they feel as the fi black candidate for Vice President on a major party ticket, the first woman black woman candidate who has a chance to become an elected Vice President. They think she brings excitement to the ticket, as you pointed out in your introduction, excitement in terms of those who will go after her as well, and that is already happening, but they are very well prepared for that. They knew whoever was chosen, susan rice, gretchen whitmer, any of the finalists, they were going to be getting a volley of sexist and in the case of susan rice and Kamala Harris and some of the other possible finalists in this contention to be the running mate, they would get a lot of racist attacks and it is already under way. Well talk about that excitement with yamish. Let me get your thoughts on this. Kamala harris as andrea pointed out injecting excitement into the campaign. One way of measuring that is fundraising. The biden team says after that announcement came out, they had the best hour of fundraising for this entire cycle, believe it or not. Here is how newspapers outside the beltway are covering bidens pick this morning, some historic headlines there. Talk to us about the type of excitement that she brings to this ticket. What does she bring to the campaign . Well, Kamala Harris, senator harris brings someone who understands how to talk bluntly and who is ready in some ways to prosecute the case against President Trump. She is someone i sat down with her several times, she feels like and shes told me shes a truth teller, she is someone who says is not about grandstanding, she feels President Trump is spewing hate and division and our community can be better than this. She is someone who is raised by a mother in particular who raised her to be defensive and also raised her to be someone who would understand her own power. She told me a story about the fact that when she would go home and tell her mother about mishaps that happened at school, her mother wouldnt calm her and give her a big hug and she would say, what did you do, what are you going to do about it . She was being taught the power of being able to understand your voice, to understand your place in the world, to not just look at it, as a victim. And the president , of course, has been attacking her saying shes nasty, shes mean, hes been getting deeply personal with her, but shes been someone who has been facing deeply personal attacks for some time so she understands what is up against her, what shes going to have to deal with in the fall. She is someone who, of course, was a standout questioner when it came to the Senate Judiciary hearings including Justice Kavanaughs confirmation hearing, the president yesterday talked specifically about that, he thought it was a weakness, the Biden Campaign and voters i talked to see that as a strength and shes a member of the Alpha Kappa Alpha sorority incorporated, first africanamerican sorority in this country. The women in that sorority, im one of the women in that sorority, hearing from that nonpartisan organization, all of the excitement, the fact theyre excited about the fact she is the first black woman and shes an immigrant child, that she is someone who feels like even with all the flaws that america has shown to have, she is someone that shows the American Dream can still be had, someone whose parents were not born in this country and now ascended to this historical position as a Vice President nominee here. Yeah, no doubt about that, for sure. Carol, the republicans, certainly President Trump already going after senator harris. Heres a look at some of the early lines of attack. She was my number one pick. I thought she was the meanest, the most horrible, most disrespectful of anybody in the u. S. Senate. Shes also known from what i understand as being just about the most liberal person in the u. S. Senate. So im curious to get your thoughts, carol. What is the plan of attack here for the trump administration, i should say the Trump Campaign more specifically and his allies as they try to go after senator Kamala Harris and this ticket . Well, theyre struggling to figure out how exactly to attack senator harris. Youve seen as you noted there from the president him saying everything from, you know, shes mean, to shes a liberal, we have seen the Trump Campaign very quickly put out statements, trying to cast senator harris as part of the liberal left that if joe biden were elected president , that she would take the country in that direction, she would essentially be running things. Theyre trying to tag her as part of the left, as you note, though, however, as she is hardly the most as the president said, the most liberal senator in congress, so thats a little tricky for them to do. They tried to call her phony, saying she would attack joe biden, now shes running with him. And there are some of the allies who would like him to and the campaign to really focus on her record as attorney general to try to stoke divisions within the Democratic Party, to say that to the left of the party, that she is far more center and propolice than some of the Democratic Party is. So theyre really trying to figure out exactly how to go after Kamala Harris and one of the interesting things about that is it is surprising because as this is not some big surprise, Kamala Harris has been in the top tier for joe biden for weeks now, if not months, as a potential Vice President ial pick. And so the fact that the Trump Campaign and the president have not really figured out how to go after her suggests that were likely to see some other iterations of how exactly they launch these attacks. Andrea, back to you for a moment, if can i and get your thoughts on how the biden harris ticket is preparing to respond to the attacks from the president. What did they learn from 2016 in terms of either the misogynistic attacks against Hillary Clinton that may become a factor this time around against senator harris, as you mentioned, the racist tropes coming out, how do you see the biden harris ticket responding . It is interesting because for instance the president today again tweeted about his view that suburban women, if you will, would be faced with low income housing, it is a very racist appeal to the suburban women who were abandoning him, according to most polls, and she actually helps with that because a lot of those suburban women dont like these racist appeals. It is really confounding as to why they think this is going to work for them. Also, attacking her as being too liberal, too left, shes not in the left wing of the Democratic Party, so progressives who might have preferred Elizabeth Warren for instance or some of the other possibilities can now be nullified by the fact that trump is attacking her, reinforcing the view shes to the left and they would certainly want someone who is to the left of joe biden because theyre trying to bring those strands of the party together. And certainly doing it very effectively in the runup to the Convention Next week. It seems ham handed, and striking that she was at the top of the list for most people, since the last time he had a rally, which was march 9th, last rally was in detroit, march 9th, with Kamala Harris. That was his last major public appearance before the lockdown from the pandemic. Another thing she brings to the ticket is her parents were scientists. Her mother was a cancer researcher, her late mother, she was bred with this academic background, as a child on kamt pus of berkeley in california, so she is very deeply rooted in the pandemic, in responses, good positions on that. And that could be part of her portfolio as well Going Forward as they try to make this contrast between sciencebased and nonracist appeals and what theyre seeing coming out of the white house frankly. Andrea, i would never dare to correct you on tv, but i want to make the point, he said suburban housewives, he didnt even say suburban women. I think that can i get that again . He said suburban housewives. Did he do that again today . Yeah. Maybe were talking about two different things. He had a tweet, he said, the suburban housewife will vote for me. So i wanted to make sure because that in and of itself is very telling. That would work in the 1950s, i guess. With some people. Andrea mitchell, carol lee, thank you very much for starting us off this hour. With me now is adrian shropshire. And tim miller, republican strategist who worked on jeb bushs 2016 campaign, the political director of Republican Voters against trump. Adrian, ill begin with you, as the daughter of immigrants, first black woman and what do you think the her impact will be . I think were already seeing it. The level of excitement that im seeing both in conversations that im having with people, obviously all over twitter, the Text Messages that im getting, just about not only excitement about this historic moment, and it is really important, we just came out of the week that saw the anniversary of the 55th anniversary of the Voting Rights act, were going into the 100th anniversary of the 19th amendment, and then we have this amazing historic announcement with senator harris becoming the running mate. So i think people are incredibly excited. I think people see this as an opportunity to really think about and envision and imagine the multiracial democracy that people know that we can get to, we talk about a more perfect union, this ticket allows us to believe that that is possible. And then it is, you know, a stark contrast, right, the idea of this multiracial democracy that cares about all of our lives, cares about, you know, fixing our economy that is in free fall, and amazing contrast to the kind of, you know, post apocalyptic dystopia being offered by trump and him. Tim, as you probably are aware, we got our first look at their campaign video, the First Joint Campaign video together, highlighting her career, and the moment that he asked her to be his running mate. Watch. Right now America Needs action. In the middle of a pandemic, the president is trying to rip away healthcare, while Small Businesses close, hes given breaks to his wealthy donors. And when the people cried out for support, he teargassed them. America is in crisis. And i know joe biden will lead us out of it. First of all, is the answer yes . The answer is absolutely yes, joe, and im ready to work. Im ready to do this with you, for you. Im just im just deeply honored. And im very excited. This is obviously an Unconventional Campaign because it is happening in the middle of a pandemic, where people cant go out and campaign and attend valleys. Is this an effective rollout from the Biden Campaign so far . I shut absolutely. Thats evidenced by how lost President Trump was in the press conference. You saw a few clips of it. This campaign doesnt know how to attack the biden harris ticket. And i think this rollout was one that was substantive, focused on management, and leadership, giving way to normalcy, being able to manage the crisis, being able to help people in trouble, that tailored message contrasted to trump being all over the place, calling her nasty, saying shes liberal, but shes also angering the bernie people saying shes a cop, an antipolice extremist, the Trump Campaign hasnt figured out how to message this yet, and that demonstrates the biden harris rollout has been good. And if i were them, i would go under ground here until the convention and let trump continue to struggle as he has been for the last two weeks. What are you hearing from republican circles about this pick . Is there a sense of not just of trump supporters, but the broader republican party, do you think this will attract any Republican Voters who may be on the fence . Yeah, one interesting thing i heard from republican strategists i think was probably pretty telling was that youll be seeing a lot more of Kamala Harris in the down ticket ads and down ticket attack ads than you will joe biden. I think part of that is race and sexbased, part of that is that biden has done a good job of branding himself as in more of the middle. And Republican Voters against trump, we have dont focus groups with a lot of people who voted for trump last time, but arent excited about him this time, and when we asked them about kamala, honestly, it didnt really have that much of an impact on the ticket for them this was a do no harm pick with that crowd and i think those that we might be able to push over into the biden camp this time are definitely still in play after this pick. Adrian, we just heard President Trump already using a word he often uses to refer to women and that is nasty. How should senator harris and their campaign respond to these kinds of attacks that many people anticipate will only get worse as we get closer to the elections . Well, i mean, look, the president has an incredibly limited vocabulary when it comes to words he uses. And i think that this is par for the course. He is obviously lifting up, you know, language that is both misogynistic, but he will start to veer toward racist language as well because that is how he tends to operate. Were obviously concerned, myself, other women leaders, are deeply concerned about the way that this is all going to play out and anticipate it getting worse. I think that the besides trump and his campaign, there is also these kind of vulgar attacks that are are coming out of the right, the kinds of attacks that we saw on representative ocasiocortez as well, and those are the ones we should continue to watch and push back against. I think regardless of peoples political party, or ideological orientation, these are not the kinds of attacks that we should allow. And they should be immediately stamped out. Policy is one thing. You disagree with the ideas and policy positions of senator harris, thats all fair game. And she is well aware of that and perfectly capable of defending herself on that front. But the idea that we would use these kinds of tropes about women, the tropes around black women in particular, just should not be allowed in any form, pushback should come from both sides of the aisle. Back now, talking about the race in the president ial race. Joe bidens Vice President ial pick and Kamala Harris, a biracial child of immigrants, is reshaping the 2020 election. Msnbc National Political correspondent Steve Kornacki at the big board digging in the numbers for us. Also with us, Vaughn Hillyard and dasha burns, in two of the five counties in critical battleground states at nbc news has been closely watching as part of our county to county project, tracking voter sentiment. Steve, i want to start with you, though. Some of the numbers youre examining after the addition to the biden ticket, break it down for us. Lets look at that democrats hope this pick will help them achieve when they look at the politics, the demographics of this election. Ill show you here, this is the black turnout rate for the past four president ial elections. We start, we go back to 2004, john kerry, john edwards, democratic ticket, they lost to george w. Bush this was the black turnout rate for that election. 60 . I put that up there because lets compare that to the next election. Barack obama, the first black president , he became as the nominee with joe biden, black turnout went up from 60 to 65 . Democrats lost, democrats won in 2008, in 2012, barack obama running for reelection, the black turnout rate went up, from 65 to 66. So youre getting very high levels here. Then you go to last time around, 2016, Hillary Clinton, tim kaine, and look at that, look at that fall there, 66 down to 59. Losing democratic ticket and it looks very similar to 2004. What democrats are looking at is two losses here, with lower black turnout, two wins with higher black turnout. Can they replicate that. Can Kamala Harris help them in a way that barack obama did. You got to say, in the primaries, Kamala Harris dropped out before they began, so we havent seen her actually nationally go out there and attract the black vote the way barack obama did in his primary campaign. But democrats hope her presence there the debates this fall, that sort of thing could help in that direction. One other way of looking at this, thats the national picture, look at key states here, potential key states. This is the black turnout rate 2008, 2012, the two obama campaigns, getting into the 70s, mid60s. Look at what happened in 2016, each one of these states, the black turnout rate fell, in wisconsin, a state democrats lost narrowly, it plummeted, 79 down to 47 . So these are numbers we show you the national key states, these are numbers democrats really want and really need to get up and they hope Kamala Harris will help them do that. Steve, thank you. To Vaughn Hillyard, in one of the five counties that could determine who voters elect come november. Vaughn what have you been hearing about Kamala Harris joining the biden ticket . Reporter well, Kamala Harris brings to this ticket, ayman, is a look on a president ial ticket that democrats have frankly never had ever in their history. There has never been a candidate west of texas on the president ial ticket before. And you have to take into account, Kamala Harris is the daughter of a jamaican father, the daughter of immigrant from india, her mother, this is a candidate who represents a part of the population that president ial politics has not seen before. In conversations with the latino voters, this is big, because it is more than a speech, but identifying and understanding the population. Listen to my conversation with petra falcone. Having somebody who is from the west, who understands a day to day issues of immigrants, of latino, people of color, it is so important and the fact that we are a border community, theyre our neighbor and this is the west coast, again, the demographics of the southwest are so different than the east coast, i do think it is important that he pick somebody from the west coast. Reporter and petra will tell you, this is more than an immigration issue. It is more than immigration. It is about housing affordability, it is about a lack of public transportation, down these South Phoenix roads, it is about talking about school disparities. There are students at the school down the road that dont have laptops to do virtual learning, that dont have wifi in their homes. And the only way that the Democratic Party will understand this, folks like petra and others in the community will tell you, is if you actually lived it or from the east side of the bay area, actually from los angeles and actually know these people. This is more than having a candidate from virginia, or from new york, but about having somebody from here. Thats where folks like petra will tell you, they believe they can have an impact here in the arizona race, here in maricopa county. Now to my friend, dasha burns, over in beaver county, pennsylvania. Dasha . Reporter as you well know, donald trump won pennsylvania by the narrowest of margins in 2016. Here in beaver county, he cleaned up. He won by 19 points, turning this county bright red and part of the reason were following this county is to see whether that enthusiasm for donald trump from 2016 holds over to 2020. There was a lot of speculation over whether the pandemic might erode some of that support and ive been talking to voters throughout the crisis and that hasnt been the case, but Something Interesting did happen after the death of george floyd in this majority white county, people around this community participating in marches, in protests, in rallies, started having conversations about race that frankly they have never had before and i was at some of the events and i know voters that voted for donald trump in 2016 but started to back away from their support of him because of this issue of race. Now, i want to introduce you to jack manning, he is the one of the county commissioners, hes a republican county commissioner but hasnt been thrilled with donald trump and he did tell me he thinks this decision on the part of joe biden, considering this moment in time in our country, was a smart one. He doesnt know yet what hes going to do in inform, but take a listen to his reflections on joe bidens pick. So people like us, were going to go into the voting booth and say, do some soul searching and say do we really want four more years of this . Who he picked as a Vice President probably isnt going to be the final determining factor on republicans and independents. It will be a factor. It will be a strong factor, but i just dont know thats going to be the Tipping Point for the group that is truly on the fence. Reporter and this is what ive been hearing from a lot of voters, that it is raeally donad trumps receiptor make is more of the deciding factor for voters, but this decision draws that sharper contrast between joe biden and donald trump. Thank you for joining us. I want to get right into what the pick of senator harris means for somebody like yourself in your own race. You were an early supporter of joe bidens candidacy. And i want to get your thoughts on in a state like yours, where there are twice as many black voters as there are across the country, what the pick of senator Kamala Harris means for you Going Forward . Well, thanks for having me, number one. I will tell you yesterday there was a ripple of excitement from mobile to huntsville yesterday about joes pick and my friend Kamala Harris. I think she is an outstanding senator, she is bright, intelligent, shes a unifier. She can get the job done and she brings to this ticket and you have been hearing it, ive been listening to the show, i dont need to repeat all she brings to the ticket, i will tell you this, you know, im exhibit a about the power of black women when they put their mind to something, they have been the backbone of the Democratic Party for so many years, theyre doctors, lawyers, educators, nurses, moms, grandmothers, you know, theyre cousins, theyre sisters and to collectively their voices are a powerful voice across this country. And kamala brings so much to the ticket here. It is an excitement that i havent seen in a long, long time. Let me play for you as you can expect the Trump Campaign coming out with their own attack ads. Let me play that and get your respon response. I have always supported medicare for all. Lets eliminate all of that. Lets move on. Give me your thoughts on that. Do you think the ads against senator Kamala Harris that youre seeing out there by the president , which is a bit of a stretch to portray her as a socialist or one of the more left leaning members of the Democratic Party, but do you think this will resonate with swing voters in certain states that may think she is too extreme . No, i dont think so at all. I think that they you know, they insult the intelligence of the American Public and the voting public in alabama. Theyre doing the same thing with me, trying to show me as a socialist or some far left liberal. And if anybody in the United States senate is far from that, it is me and the Democratic Party. I dont think it is. I think there are people that will look as kamalas record, theyll see what she has been able to accomplish, you can see what she stands for and theyll know this is a team. The think about joe biden and Kamala Harris, they want to Work Together as a team, not just each other, but with all of the members in the senate and the house to find common ground. We need a change. And thats exactly what theyre going to bring. It is a unifying change, not a i did vicie i divisive change and ads running against harris and jones and so many other democrats, those are divisive ads, these are trying to divide americans against each other and thats just not going to work in my view. Let me ask you, you brought up her record, let me ask you about her record and what that means for internal party politics. Kamala harris has been criticized especially now through the lens of the black lives matter movement. The New York Times points out that as attorney general she rarely prosecuted Police Officers who killed civilians, she was also criticized for refusing to allow advanced dna testing that might have exonerated kevin cooper, a black man on death row, and for defending some convictions against allegations of prosecutorial misconduct. Im curious to get your thoughts. Youre a former u. S. Attorney. Is there valid criticism and is it fair game and could this be a stumbling block for more liberal voters within the Democratic Party . I think it is going to be a stumbling block. Somebodys record is always fair game as long as it is portray e accurately. Kamala did so many other things as a prosecutor, with not only criminal justice, but suing the bankers for improper foreclosures. You have to look at the whole record, you cant pick out one or two things. There is always a tension between former prosecutors and their lives as Public Servants whether as a u. S. Senator or a governor. What i think is important for folks to remember is Kamala Harris record as a United States senator, a voice for reason, a voice for change, leading the charge right now to try to get some criminal justice and Law Enforcement reform in this country, and doing it in a way that is going to help that same demographic, the same public that may criticize her right now. I dont think it is going to be a stumbling block at all. Having been a prosecutor and coming to the United States senate, i think it is a strength because you get to see both sides and so many different sides of an issue and thats what shell bring as Vice President of the United States. Let me get your thoughts on another important topic and certainly relevant now, football. The big 10 and pac12 canceled their seasons. The s. E. C. Says it is weighing its options. Where do you stand on this right now . Well, you know, i have said about football and opening schools and opening businesses, we need to follow the signs. We need to do what is in the best interest of the players, the coaches, and also the students and fans that may be coming to the games. I am a huge College Football fan and there is nobody in the country that wants to see us play College Football more than i do. But i also want to be safe. I want to be healthy. I think it is going to be a really difficult decision for folks. And, again, we talk about the players and the coaches. I know the university of alabama is doing a remarkable job. They have got testing every week, they got epidemiologists coming in every week. It is also about the fans, how are you going to play, are we going to have no fans in the stadium, no fans coming in to tuscaloosa and auburn, bringing their dollars and economic value. These are tough decisions. Were living in a different world. And i want to make sure that folks are following the science. I believe that every conference is looking at that, and understanding that, and theyre going to make the decision that they believe is in the best interest of their players, their coaches, their fans and universities. Now the latest figures today in florida, the Positivity Rate in the state, 12 according to todays figures. It was down around 8 or 9 three or four days ago and climbed to 10. 12 today, underneath that, thats move iing in the wrong direction. They have concerns, they understand likely going to see cases of covid19 in their district. Theyre expecting that. Theyre going to be in an academic environment that the schools will manage policies in such a way that it wont be totally debilitating to the educational experience. That being said, teachers expressing their concerns about the sort of on again off again Mask Policies throughout the state of florida, some require them, others say theyre optional, we talk to the suwanee County School superintendent about their policies there, heres what the superintendent told us, quote, masks are encouraged and available, but not mandated which is the way it should be in the usa. He said School Buildings and school buses were not designed to social distance. We have numerous protocols in place that goes well beyond just the buzz terms of masks and social distancing. But right now in the state, there is a lawsuit going on now from the largest Educational Union in florida, the florida education association, suing the state right now to stop a mandatory opening, some buildings, within each School District for in person learning. Theyre concerned about the safety of the kids. That was first heard last week, it is still going on right now, tomorrow there is a status conference to find out what the next steps may be. On a personal level, americans who see Kamala Harris as a trail blazer, though, what does this mean for their own hopes and aspirations . Well, ill begin by saying thank you for having me. Its clearly a historic occasion. We can look to predecessor cliek charlotte that bass, a vp candidate for the progressive candidate in 1952, Shirley Chisholm who ran for president , black women in recent history. Whats distinct is that there are good odds that shell be the first black woman, first asianamerican woman to serve as Vice President. We have this potentially transformative moment regarding the representation of the nation. The question i think that is posed to all of us is what will be the substance of the political representation. This is in a representative democracy. That remains to be seen. Thats exactly what it wanted to ask you. I think thats also a very important question about the policy and the substance of what will black voters or people of color be looking from the biden from the Bidenharris Campaign to show this is more than a symbolic move, this is a real commitment to advancing issues that impact their lives. Its a great question. Obviously issues like housing, health care, were in the wake of a horrifying Health Crisis with covid. Police violence, the impact of the disastrous trump presidency, immigration issues, Something Like 40 of people in i. C. E. Custody are black people. The coming evictions, joblessness, death, all these things. Were at ooh crisis moment in this country. On the one hand, theres an urgency to defeating what i think is an existential threat with the prospect of a second trump presidency. We want the Democratic Party to respond to these very real issues. Interestingly i think weve seen a left ward shift in the Public Opinion generally with a reckoning with these sets of issues. Theres very particular concerns for communities of color, but theres also widespread interest in the kind of revitalization of the public sector, recommitment to the public good and a realization that the nation is not going to return to what it was.
