100,000 across the United States. A new study estimates that the virus may still be spreading at epidemic rates across two dozen states in the country. Lets start at the white house this morning. Monica, what can we expect from the president on this memorial day holiday . Reporter the president and the first lady just leaving moments ago for Arlington National cemetery where they will mark the solemn occasion on this memorial day. They will be joined there by the Vice President , they will return to the white house and then go to fort mchenry in baltimore where the mayor is saying he wished the president would reconsider that travel, given stayathome orders across the state and because hes asked the president to set an example of limiting travel, given those restrictions. But the president is trying to return to normal by going on these trips. And this weekend, which he spent most of golfing and tweeting trying to send a signal to americans, that this is what he wants them to do, to return to activities they were doing before the pandemic. That comes as we reach the milestone of nearly 100,000 deaths which the president continues to defend saying deaths are going down all over the country. Its true in some states we have seen a decline. But cases continue to rise as we reach that 100,000 mark. This is something the president with golfing has tried to say hes defending it as exercise and one of the things he enjoys doing. But, remember, of course, when he was candidate trump and for years before, this was something he spent a lot of time criticizing his predecessor, president barack obama for doing and hes spent about 400 days, a third of his term in office, in some part, at least, at one of his own trumpbranded pot properties. Well come back to that in a moment. I want to go to Courtney Kube outside of Arlington National cemetery. You were telling me that this particular Memorial Day Ceremony is going to be very different than what weve grown accustomed to seeing in the past. Reporter thats right. Not just what we have, but what generations of americans are used to seeing here at Arlington Cemetery on memorial day. For nearly a century, Arlington Cemetery has hosted a large gathering. This year, the cemetery remains closed to the public. Its been shut down since march due to coronavirus. The only people who are allowed in right now are family members who have passes, who have loved ones who are buried here. Even where were standing right now, were outside the cemetery because the media arent allowed in as well. This will be a smaller ceremony this year for memorial day. The president will lay a wreath, dignitaries will still be there, but we wont have the standard speeches and members of the public there to commemorate this day. It will take place in the amphitheater which is the 100th anniversary of the building of that theater. It was built for this, for memorial day. Again, for the first time this year, it wont be filled. Courtney, let me ask you about another issue that is affecting the military community and veterans, that is the impact the coronavirus is having. Tell us a little bit more about what we know this impact is looking like. So, when youre talking about the veteran community, the va is reporting more than 13,000 positive tests in the va community. That includes some employees, but its largely veterans who have tested positive. Its important to note that not every veteran actually goes to the va for their medical care. That does not include all veterans in this country who may have coronavirus. Of those 13,000, more than 1,100 have died. The military is also not been immune to the coronavirus, the active duty and the National Guard. There have been two deaths in the u. S. Military, one National Guard and one active duty, and thousands have actually contracted the virus. The uss theatuss theodore rooso many of the sailors have tested positive for the coronavirus. Nearly a quarter of them tested positive for the coronavirus over the last several weeks. Courtney kube, stay with me for a second. I want to bring in a former physician to Vice President mike pence, a veteran in her own right. Thank you for joining us. Obviously this is one of the more important days in the country and the fabric of how we come together to honor those who have fallen. I wanted to get your thoughts on this both given the pandemic and the climate that were finding ourselves in, talk to us about the significance of holding a ceremony like this and what it might mean for the country. Good morning, ayman, and thank you for inviting me on. Today is a solemn holiday for many reasons. Its a day to remember our Fallen Heroes, those who have made the ultimate sacrifice for our country and freedom, but its a solemn holiday because we find ourselves in the middle of the a pandemic, nearing almost 100,000 deaths in the u. S. And i salute my servicemen and women today, but i salute those outside of uniform, all of the victims of this pandemic and all of those in health care, frontline and essential workers who have lost their lives to protect and save countless others. My message to the president and Vice President today would be the ultimate sign of respect for our Fallen Heroes and american citizens in the future of our dun is not just to lay a wreath, but its to wear masks so we dont have to continue to bury others. I should note that the president and the first lady have arrived there. Theyre being joined by senior members of the administration, including the secretary of state, mike pompeo, the secretary of the treasury, as well as highlevel dignitaries. Were keeping an eye on that for you as soon as the president begins that ceremony, well certainly dip into it. B as we heard from the doctor, the realty of the president s actions not just inparticular m message the white house is trying to convey about where we are as a country on this day with this pandemic is very different than what the Health Experts sometimes within his own Covid Task Force are telling us. Reporter certainly, ayman. Just over the weekend, we heard from the fda commissioner who warned starkly that this virus is not yet contained. That is different than the message we hear from the president who just tweeted this morning, again, a focus on a transition to greatness. Hes trying to signal that in the weeks ahead, he hopes this returns to normalcy because, of course, that is what hes hoping to project for his own reelection hopes in november. But today he will take, i believe, a different tone, a more solemn and serious tone to mark not just memorial day but those lives lost. As we have seen, flags have been lowered at the white house and all over, not just for this important day and holiday, but to commemorate the lives that have been lost. That New York Times front page yesterday which was 1 of lives that have been lost to the coronavirus, the president hasnt made any mention of that. Hes gone after the New York Times, so this is not something we would expect him to necessarily tout or talk about positively. But it strikes me that that is not the kind of thing weve seen from him as often. That may shift today where he may make more remarks about that. But its a very difficult balance. The president has repeatedly said he doesnt want the cure to be worse than the disease. I think thats the kind of message and tone we may hear from him again today both at arlington and in baltimore, talking, again, looking to the future. He hasnt wanted to spend as much time looking in the Rearview Mirror or answering questions about how the Administration May have been caught flatfooted and not acting as quickly as some hoped in this pandemic. He has an eye toward the future. I think today that is a big, big issue for him to address, ayman. I was going to say, you can see there from those live pictures, all the dignitaries maintaining social distance, trying to stay six feet apart. That is the new reality that we live in, even in these solemn moments in our country. Courtney, i want to ask you for a moment, as we look at this, we cant help but wonder the impact of the coronavirus on the military overall. Weve talked a little bit about the veterans and va. Talk to us about an operational standpoint, how the pandemic has impacted the militarys ability to do what it does best which is to defend this country. If you ask the secretary of defense, he insists this is having no impact on the u. S. Military. But you have to look at some of the anecdotal evidence of what has changed for the military. Service members and their families could not move for a twomonth period. They could not go overseas or vice versa. That has an impact on an individual, their family. That will impact overall moral and whatnot. They had a twoweek pause until they were able to set new policies and procedures in place to ensure that the new recruits were coming in, were safe, werent sick and were able to keep them safe and healthy throughout the basic training process. Overall it has not impacted any kind of of deployments or redeployments beyond the ability to the to be able to move back and forth from overseas and here. But the pentagon insists despite the fact, theyve had to make changes in policies, theyve had to increase their Health Protection force protection levels, that theyve not had any overall changes. The joint staff is looking at that. Theyre looking at ways that u. S. Adversaries might be able to take advantage of this period but we havent seen any results from that so far, ayman. Doctor, you brought up an interesting point as well which is that the president and the Vice President lead by example. When you kind of look at how the president and the Vice President and other members of the administration have carried themselves out through this pandemic, the behavior, the messaging, very stark contrast to what we see play out and the warnings from health officials. Absolutely. So as was mentioned already in terms of the fda commissioner commenting that the virus was not yet contained, it was put right back on us as american citizens to individually protect ourselves and our communities by maintaining social distancing, doing the handwashing, wearing the masks. Dr. Fauci mentioned its okay for us to go out and enjoy this weekend but with caution and adhering to these principles. It behooves our National Leaders to do these actions so that the american citizens can follow the example. Were not bracing for a second wave, ayman. Were very much riding the first wave. We still have more than a dozen states that are on the rise in terms of cases. We really have to continue to adhere to these principles to protect each other. Im curious to get your thoughts, doctor, about when you kind of look at right now the society and how were looking at some of these images over the weekend of crowds going out, whether it is in lake geneva, wisconsin, or in ozark, missouri, the ozarks, you have to wonder if at all some people in this country are getting the message that our Health Experts and whether or not this is becoming a Cultural Divide that were seeing between those who are taking this risk seriously and the threat seriously and those who are not. Right. Absolutely right. Theres still a lot of people out there who are just not listening to the science and the evidence of how we still have to protect each other. And i have to tell you, part of it is because i believe this pandemic has continued to be politicized by the president himself. Politicizing the pandemic, the medical research. Mentioning things like not wanting to wear a mask in front of the media so as to not give them the pleasure. That rhetoric sets a wrong example and i have to say, i believe, that a lot of people are listening to this and thinking that its okay to not follow the science and adhere to the appropriate social distancing guidelines. Are you at all concerned where we stand today when you had dr. Birx and others earlier in this anticipating even the president tout that we were only going to have 60,000 dead which was the low number of the lower estimate and here we are on this memorial day and as the New York Times and others have noted, were reaching a very grim milestone with 100,000 people dead, even before this summer gets under way. Its extremely concerning. To follow in courtneys analysis of how this is impacting the military, ill say this in military speak, this virus is an invisible enemy. It has waged warfare on it. Its attacking us from within. The science and the evidence is going to be the best weapon to defeat this enemy. And so thats what i would just harp on and remind people, this is not a conventional virus, this is not a conventional enemy. Were going to have to be unconventional in how we treat it and the best way is to follow the evidence. As somebody who lives the world of the pentagon and aware of whats happening inside the va at all times, do you feel that the va which has in its own right been embroiled in all kinds of mismanagement questions had the adequate resources to take care of the veterans who have suffered as a result of this pandemic and this virus . Reporter so if you listen to the va secretary about it, he insists they began stockpiling ppe and masks in early february and that they were among the first people to stop elective surgeries so they could free up bed space. They have 13,000 beds available on any given day in a va facility. He insists that because of that, theyve never been at capacity. Theyve always been able to treat the coronavirus. In fact, the patients who might have coronavirus. At one point there was talk about opening up va facilities to citizens should that need arise. But if you listen to the va, they have been preparing for this for some time. We have seen some evidence of locations around the country who said they dont have masks or ppe or theyve had some shortages. But overall, we havent seen a massive trend of va facilities that havent had the respirators, ppe, the masks, and havent been able to treat their patients. I want to ask you about the split screen that we saw over the weekend. As we see the screen were watching right now, the president expected to arrive there any minute. We know that the secretaries of treasury, state, as well as defense, secretary of defenses p esper is there as well. This weekend was a bit of a contrast between the reality of what were seeing and the president s political messaging coming out on twitter, transgressions, the fact that he was playing golf. It seemed he was on a different planet than what were seeing play out with the milestone that weve reached with 100,000 dead and people trying to honor the Fallen Soldiers in this country. Reporter a stark contrast when you see the president on the golf course. It was notable that the president seemed to want those pictures of him golfing out there. He waved at the cameras. He acknowledged and realized there was something that was going to be covered and even on friday dr. Deborah birx was telling the nation it was safe to golf, it was safe to play tennis, to go to the beaches and spend your memorial day weekend as long as you are socially distancing and wearing a mask. That was sort of a signal i took to mean, when the president golfs he felt it was okay to do that because so many others were doing the same thing. But his general election opponent, former Vice President joe biden, and his campaign capitalized on that, creating an ad about the president spending his time on the golf course while this is raging on. But an interesting note here as we continue to talk aboutface coverings and masks, the president and the first lady are not expected to be wearing them here at this particular ceremony and that is because they will be outside and socially distanced. Most of the military personnel not Wearing Masks, but the pool reporters who were on scene just sent us some information which suggested that others were Wearing Masks and then were asked to remove them, again, because probably we can surmise, they are outside and will be able to keep a safe distance. But as we see there approaching the first lady and the president , we dont see them wearing those masks because they shouldnt need them given the cdc guidelines, that they can be spaced apart and they are outside. It will be interesting to see in his other travels today whether he does. We saw all of the backandforth last week in michigan when he wore one for just a short period of time behind the scenes and told reporters he didnt want to give them the pleasure of seeing him in the mask. He did wear one for a brief moment in time there behind the scenes at ford. As we see there, second lady karen pence and First Lady Melania Trump arriving for this solemn moment. Were going to take a listen to this as this ceremony now gets under way. We saw as we just heard there, the second lady and first lady are arriving at the wreathlaying ceremony. Lets watch. Youre looking at live pictures from Arlington National cemetery where were waiting for President Trump to arrive to lay a wreath at the tomb of the unknown soldier. Weve seen the arrivals of secretary of state mike pompeo, the treasury, Steve Mnuchin and defense, mark esper. Weve seen First Lady Melania Trump and second lady karen pence as well. Were expecting the president to lay a wreath there. Were going to keep watching that as it plays out. While were waiting for the president to arrive, we saw the chairman of the joint chiefs of staff arrive there. Courtney, what are we expecting to play out today . Reporter whats customary to happen here, the entire delegation is brought in, many of them go outside, theyre standing at the tomb of the unknown soldier waiting for the wreathlaying ceremony. The president is ferried off in a different direction. Hes greeted by the commanding general omar jones and they take him in and show him some of the artifacts here at the memorial. Its one of the curators is there with the historians who explain exactly what hes seeing. The president is getting a tour right now before he goes outside to conduct this wreath laying. Thats what the delay is. Thats customary and did not change from previous years despite the differences in this years ceremony. One of the things that you noted earlier, courtney, is the absence of general public. Reporter thats right. Whats interesting is, theyre not just not at the ceremony, but theyre not in the cemetery itself. This weekend is one of the biggest weekends for visitors to come here to Arlington National cemetery, to pay their respects to the fallen, to bring kids and teach them about what the meaning of this very important place in american history. The public is not allowed here right now. I was here on saturday shooting some story on the amphitheater and one thing to think about, despite the fact its sad that so Many Americans arent able to visit this weekend, many of the family members are able to have im going to cut you off. As someone who served alongside some of these fallen troops, what are you reflecting on today . The ceremonies at arlington are beautiful affairs, very memorable. You look back in the countrys history, weve had essentially a million of our young people lose their lives defending the country. By the way, that Arlington National cemetery includes the graves of my father, world war ii, korean, vietnam war veteran and my brotherinlaw killed in action in vietnam in august of 1964. Many of us in uniform, in families around the country have a connection to Arlington Cemetery and its just a very important and solemn day for us to reflect on our sacrifice. I wanted to get your thoughts as well because of the timing of what is happening in this country. In an oped for the Seattle Times you write its important to pause and remember those who throughout our history were willing to stand between us and those who enslaved us. These brave, Young Americans did not choose their death, but they did choose their courage and willingness to give up their precious lives to defend their buddies and principles. How can we as a nation honor these sacrifices today in many ways a splitscreen day as we watch some americans head to large social gatherings despite the Public Health guidance in the middle of a pandemic. Thats right. Look, its hard to break away from the subject of covid, this terrible virus running amuck, pushing 100,000 dead. Its hard to not recognize other heroes, the nurses, physicians, emts, people working in hospitals and caring for people who are suffering of the dreadful illness. As i pointed out, its a day thats important for us to recognize not just the thousands of veterans today who are watching this ceremony as were covering it, but their families and the serving troops. We got to remind ourselves, weve had 60,000 killed and wounded fighting in a socalled war on terror and about 1,000 of these are women who are shedding their blood with their brothers. Again, the global armed forces is out there prepared to give their life to maintain the constitution of the United States which is what they swear an oath too. We should not lose sight of that. Officials warn, now is not the time to stop social distancing. Im very concerned when people go out and dont maintain social distancing. We know that its important for people to socially interact, but we also know its important that we have to have masks on if were less than six feet and we have to maintain that sixfeet distance. Lets go now to Anne Thompson in massachusetts. Good to see you. The beaches in massachusetts, theyre opening up more fully for the first time today. What are you seeing so far . Reporter well, so far its pretty empty, ayman. And it doesnt have to do with covid as much as it does with the weather. It is really chilly here on cape cod. The high is only expected to be about 60 degrees. As you can see, its overcast. As a result there just arent many people on the beach. But as you said, this is the day where beaches throughout the state can fully reopen and what does that mean . That means that all the social distancing that youve been practicing in your towns, you have to practice here on the beach. Wearing a mask, if you can stay six feet away from someone, if youre going to pop your blanket down on the sand, you have to be 12 feet away from other beach goers. Your party cannot have more than ten people, all to keep people safe. Between the weather and covid, its posing those two things are posing huge problems for the Business Owners here on the cape. Tourists spend 1. 3 billion here on cape cod and most of that spending comes during the summer season. And the good news about the summer of 2020, if there is good news, is that the season is actually two weeks longer because memorial day is so early and labor day is so late. The businesses will have some time to make it up. Right now, massachusetts is only in phase one of its reopening. Beaches are open, but hotels, motels, shortterm rentals, they cannot rent to leisure travelers. And restaurants are in takeout mode only. Its a memorial day unlike any other that ive ever seen on cape cod. One of the cops was just driving by here and he said he shook his head and said its the quietest memorial day hes ever seen. She said, in fact, it was kind of eerie. Anne thompson, thank you so much. As americans begin to reopen, theres a cautious approach in minnesota, not just by officials, but by locals uneasy of returning to their normal routines. The stayathome order replaced with new guidance allowing some Small Businesses and stores to reopen with restrictions as more than twothirds of minnesotans say in a new poll, they wont return to their normal activity and is 42 say they think the worst of the pandemic is yet to come. Joining me now is the mayor of minneapolis, minnesota, jacob fry. Thanks for joining us. Lets start with the concerns that the worst is yet to come for minnesota. Is that your sense from what youre seeing in minneapolis . It is, without a doubt. Minnesota and minneapolis took aggressive measures very early onto elongate the curve. By elongating the curve, were also holding off that peak until later. Most of the expert Public Health officials are saying that we wont hit that peak until around late july or even august. And so undoubtedly, the worst is yet to come. Because of that, its so incumbent on us to keep our nose to the grindstone right now and thats why we are placing a bunch of other precautions in minneapolis, recognizing that were both the largest and densest city in the state of minnesota. Those precautions are necessary to keep people safe and healthy. Let me ask you something that cuts across the political divide here. After your governor announced guidelines for places of worship to reopen, you issued a state warning, any large inperson gathering puts people at risk. Do you think people who choose to hold or attend services understand that risk that youre describing and should they have the choice to accept that risk if they want to . For about a week and a half now, weve allowed services to continue with ten people or less. However, the most recent easing of restriction allows there to be up to 250 people or 25 capacity in some of these places of worship. And that doesnt work in minneapolis. If you think about the characteristics in some of these places of worship, you have senior, elderly people, in some cases Standing Shoulder to shoulder, singing and breathing and talking, and thats a Public Health disaster right there. If you have looked at some of the other cities around the world, frankfurt where just one religious ceremony saw 40 people contract and six people hospitalized. You look out to Washington State and the entire damn choir got sick practically. We need to take precautions in our city. And i recognize there are different considerations in a large city with a dense population and there are out in some of these smaller and rural towns in minnesota. And the governor has made clear that he expects that cities, in many cases, can go above and beyond the restrictions placed by the state. Im curious to get your thoughts. Starting tomorrow, youre requiring everyone in minneapolis to wear masks in indoor public spaces. Im curious to get your thoughts. So much of so much of our societal response to this is individual choice. How do you plan on enforcing that policy . Well, first off, people in minneapolis are not Wearing Masks because the government told them to. Theyre Wearing Masks because we care deeply about protecting those around us. And why i myself may not be a particularly high risk, i wear a mask because i know that there are others around who are immune compromised. Thats baked right into the values of who we are as minneopolitans. We care about your community and we recognize that Community Spread will be far wider if we dont take this additional precaution to wear a mask. I mentioned earlier that a poll with twothirds of minnesotans saying theyre not planning to resume normal activities and despite moving forward with reopenings. For you that is projecting a short fall of up to 200 million this year. Whats the likely impact on those living in your city financially when you see that number . I wont understate this here. The impact is huge. We are projecting, as you mentioned, somewhere around 200 million in budget revenue short falls. And simultaneously were spending ten spending tens and tens of millions of dollars on covid19 response. We are happy to take this obligation. We recognize the need to protect those in our community who are most in need and continue some of our Core City Services, all of our Core City Services but we are going to need help in doing it. Right now minneapolis has not gotten assistance through the cares act. That went to cities 500,000 in population and above. Minneapolis is just below. So yes, we are asking our federal partners and our state partners were assistance because cities are on the front lines of this pandemic. When you call 911, there are Police Officers that take the call. Its our 911 dispatchers that answer the phone. Public works employees make sure water comes out when you turn on the water faucet. We need help right now because we are definitely taking the brunt of a lot of this work and we need the resources to continue doing it. All right, mayor jacob thank you for your time. Thank you for having me. Back here on the east coast the beaches are open. But nonessential businesses are not. Right now at the jersey shore in Point Pleasant beach protesters are gathering at what they call the freedom march for new jersey. They want Governor Phil Murphy to open all businesses. Im joined by the mayor of Atlantic City marty small. Thank you for joining us, mayor. Let me get your reaction first of all to the protest you saw there. Not a lot of people but a few folks out there. Your beaches are open but many mom and pop shops remain closed. What are you hearing from the still closed businesses, and, you know, whats your message to those frustrated owners . Well, good morning, happy memorial day and its a great day here in the city of Atlantic City. Listen, as we stated from day one my administration has taken a proactive approach. We have a policy committee that deals with all forms of business here in the city of Atlantic City. And, you know, were going to be driven by the data. Were not going to make decisions based on feelings and emotions. And, you know, well open up when the appropriate time is to do so. Our business as of now has curbside pickup. We never closed our beach or our boardwalk. And as far as the other businesses which is the 800 the casinos, were not ready yet. I issued an executive order number two last friday which as of friday, may 29th, we will open all shortterm rentals, online marketplace, and our hotels. Its important that we do a phasein. My team is meeting as we speak to come up with the guidelines for hotels and more importantly not only to protect the visitors but to protect the hard working employees. To that point you signed that executive order, you issued that executive order, i should say, on friday. Do you have any sense or an early handle of how that response has been so far about hotels and shortterm rentals resuming operations . Yes, i can tell you that the licensing and Inspection Office has been bombarded with phone calls. And, you know, we want to send a clear message. And any decision we reserve the right to reverse ourselves and we let them know that the city of Atlantic City means business. Were trying to kick start the economy in a responsible manner but if you operate without the proper license, you will not be able to do business in the future with the city of Atlantic City. So its a small step to try to get people back to work. Weve been proactive the whole time, Public Safety and health is paramount. And as i stated were just excited just to take a small step. However, were giving ourself a twowake window to analyze the numbers, the data to show any increase in cases, and, you know, well be guided by the data. If we need to reverse ourselves we will. Im happy we can show some sort of Economic Relief for our businesses. Speaking of Economic Relief what is your projection for the city, for Atlantic City this summer . You obviously know that 65 of profits are down this quarter. Whats it going to take for Atlantic City to recover economically . Well, i mean, those numbers, you know, dont look good. We had the best year in decades last year. We were gearing up for a great summer and then when you look on the municipal side i was prepared to announce a tax decrease for the first time in a few years. And listen, weve been down this road before. Atlantic city, were the ultimate comeback story. Were resilient. Just like when sandy hit and the media sensationalized it, our boardwalk, you know, blew up and that wasnt the case, well get through this. Weve been working with the federal government. I would like to thank senator booker and menendez who came through for the city of Atlantic City and allowed us to get multiple testing sites. It allowed us to feed Senior Citizens hot meals, 3,780 seniors hot meals twice a week. Right. And, look, we have a Great Financial Team and, you know, well rebound with the help of the federal government and the state resources, well rebound because everyone knows that so goes Atlantic City, so goes the state of new jersey.
